It showed 87 of those polled felt that individuals of their race are more likely than whites to experience Excessive Force. 49 of white americans say police are more likely to use Excessive Force against a black culprit, and 39 of whites say police are just as likely to use Excessive Force regardless of race. That was done by monmouth university. Atre is more to the poll their website. Several communities are reaching out to dialogue with members of minority communities on the topic of policing. It is basically st. Louis. The situation is that when you do not have enough black force,s or the police they cannot relate to the black community. When you do not have black officers, you have white officers. They cannot relate to the black community. They cannot relate to black culture. Right now, there is a protest going on because a cop, a white male. R, ran over a black he was a suspect. Allegedly, there was something that happened, but the young male was suspect. He put his hands up and said ok, he is surrendering, and the white cop hit him with the car. They are protesting right now. Situations like that, you can see that predominantly there is not enough black officers. The same thing that happened in ferguson. Ferguson, missouri is right next door. When you do not have enough black officers on the police force, there is a big cultural dialogue,you cannot you cannot communicate with the community well. Host that is nathan in missouri. Census, and here are some of the findings they found when it comes to share of Law Enforcement by race and ethnicity. When it comes to white officers share,ce forces, that 62 compared to 61 percent of whites in the total population. Lacks, 15 point 5 of officers are africanamerican. 15. 5 . You have to let them see these videotapes and discuss it later why we should not do things like this. I am a registered nurse. We have to go through an Educational Program when we sign up at our hospital. We have to see videotapes of certain diseases and certain policy and procedures. Guest imagine yourself being on a line on a protest where you are trying to keep the peace and you have people spitting in your face, throwing rocks, molotov cocktails. Thats a tough profession to be in, to put up with that. Host as far as the last couple of weeks you speak about, what are your thoughts, what was your response from your organization about the death of george floyd . Said to countless media outlets, and i mean it, if there is any Police Officer in this country who wasnt outraged by that death, they should turn in their badge, they shouldnt be a cop. I was outraged. Every Police Officer in chief that i know was completely outraged. Host what do you think went wrong in that situation . Guest thats a great question i have been asked a number of times and while im not familiar with the agency or the leadership of that agency, for me as a lawenforcement leader it typically comes down to a few things. It comes down to training and it comes down to culture and it comes down to leadership. Im curious what type of training that agency had in the past on deescalation techniques and use of force. Im curious how outdated their policy is on those topics. Im curious what type of leadership and culture was developed in the agency. The when it comes to matters of training, that type of hold used on floyd, is that Standard Practice in Police Departments . Not. Absolutely the International Association of Police Chiefs in 2017 published a document called the consensus use of force policy, consensus document between the fraternal order of police, as well as a number of Law Enforcement organizations, where we agreed on a number of things relative to use of force. Talking about choke holds. Where it flat out says that choke holds are inherently dangerous, can cause great modly harm or death and should be prohibited except in scenarios where an officer is fighting for their life or deadly force is authorized. Guest finally, theres a number of things that we agree upon. We have been asking for years for a lot of the items that are a part of their discussion. For example, the adoption of the National Consensus use of force. We have been suggesting that to Law Enforcement agencies for years. We have also had discussions for years on Better Police training. Policecally basic Academy Training. It might be interesting to your viewers that all of these states have a Law Enforcement Training Board and the boards that set the standards have completely different standards in different states. We have 50 different standards for training in the country and we should have a National Police training standard and we have been discussing that for years. Another item that was a part of their discussion is the fbi use of force database. We help the fbi come up with that use of force database to track police use and currently, Police Departments, its voluntary for them to submit data to this database. We have been asking for that to be mandatory. Every Police Department should be required to submit their use of force data so that we really have complete data for analysis. Idea ony dont have an use of force on how frequently or infrequently it is being used. One of the avenues it goes down is making it easier to prosecute police, going to the idea of qualified immunity. Whats your stance on the organization . Is that something that should remain or should there be limits to qualified immunity . Guest thats an interesting discussion, it allows officers to respond to incidents in the field and rely on the current state of law when they make critical decisions. Much like the u. S. Constitution prohibition against ex post facto laws, qualified immunity seeks to hold Law Enforcement officers accountable based on the laws in effect at the time that this conduct occurred. Not retroactively based on a court subsequently determining for the first time that may the alleged conduct is unconstitutional. Host where would you stand if it got past the house and signed into law question mark law . Guest its important as it stands right now. If you look at what he did, what he did was purposely done and it killed that man. Look at his left foot. Its sticking out. Its not on a toe. Its up on the side of. It puts more pressure on a person as far as his knee is concerned. Thats how that man died. He died he died purposely by that officer and thats basically all i got to say. I can see it on television. Being an engineer, you see stuff like that. Thats exactly what he did, he killed the man purposely and he was laughing and grinning at the people telling him to take his knee or turn the guy over. He was laughing at them. Host john . Ok. We dont disagree on that at all. It was abhorrent what the officer did, it was a criminal act. The fact that he was a Field Training officer for the other younger officers on the scene there . Its unbelievable to me. Again, it goes back to what i mentioned earlier. Just because an officer went through the Police Academy 15 or 20 years ago doesnt mean that the officer has had updated training on use of force and deescalation techniques. Clearly this wasnt the case. Those officers, for whatever toson, failed to take action ask the other officer to stop. Saides back to what i earlier. Its updated training, its annual training, its the culture of the Law Enforcement agency and lack of leadership. Host criminal charges against the other officers, something you agree with as well . Guest i would have to look into the background of those officers, same as this officer. We know a little more about his background. But those are some of the things you are taught in pretty much any basic Police Academy, when you see in other officer doing something dangerous, you have to step in and stop. Democrats line, george, hello. Guest sir, nice to talk to you. Im in louisville. A lot of very good people could go into policing and any other occupation for that democrats l, george, hello. Matter, but it almost becomes over time, good people can end up doing very bad things or become corrupt over time. I have never bought into the few bad apples. Often when Police Misbehave its almost as a group, like a Group Solidarity they almost all act as one. Ine the woman being tased los angeles, seven more police pounced on that woman. , itse it over and over an us versus them mentality. Its not easy, i understand, but the Group Solidarity prevents any accountability. Its like if the eric garner thing didnt appall everybody and not saying equally as much because it didnt take eight and a half minutes, but Daniel Pantaleo should be in prison right now. Its that Group Solidarity. We have talked about the wall of silence. I understand Police Unions with police contracts, how they are investigated . Matter whatended no under any circumstance and you realize, like you said, no knock warrants, when Police Misbehave its like a group effort. Host we will leave it there and let our guest respond. Guest first of all, i will say no one hates bad cop more than a good cop. I will go back to what i talked about with leadership and culture. Failure of leadership in a Law Enforcement agency, when they allow a culture in the agency to feelop to where good cops that they cannot step forward and report the bad acts of a bad cop. Again, i will go back to the leadership of that Law Enforcement agency. They either develop a good culture or they allow a bad culture to remain at the agency. Part our Police Unions a of this . The caller mentioned the role of unions in defending the officer. Whats the proper perspective, in your mind . Guest it varies from agency to agency and state to state. Im proud to say i have an outstanding working relationship with my police union. We ci to eye on things like this. Ofin, i have gotten rid Police Officers in my various jobs as a police and i know many chiefs who also have. But you have to have a good working relationship with your union. I have seen some statistics in the past where in the past five ands i believe it was 100 85 officers across the nation were fired, sued to get their jobs back, and they got their jobs back. So its not an easy job for a police chief. Again, you have to be a professional and if you have a bad cop you have to fill that in. I could talk for hours on this about how you hire an officer, the type of Background Investigation you do and how you train them with a Field Training officer and how you develop the positive culture. Are there red flags to watch out for in the hiring process . Absolutely there are. Red flags that come up in the Field Training, for us in illinois thats a year and a half. You rely on those officers to come to you and say im seeing this, this, and this. I have talked to many officers and its told him that you dont meet the professional qualifications for us here in Buffalo Grove. My question is in regards to an issue that i fear gets overlooked, the Mental Health of the officers. My understanding is twice as commit suicide or die in the line of duty. Closer to thirdparty psych evaluations . Question and great your statistics are spot on. Over the last five years we have lost more officers to suicide then we have line of duty death. Both are tragic, but thats something that i. E. Cp has also attempted to address. We received a grant and are working with a number of different agencies to develop best practices for Law Enforcement officers who need to seek Mental Health. Mental help. Heres the problem, a lot of our citizens feel that if an officer a professional for a Mental Health issue, the officer shouldnt be on the street. We should take that officer off the street and take away their gun and badge. I actually feel the opposite as a police chief. If you feel that you need to talk to a professional and seek help, i should have an organization that makes it ok to not be ok. Police officers are the same type of human being as any other profession and we should be allowed to seek help. I would be more trusting of a Police Officer who sought help then someone who said im fine theres nothing wrong. The president hosted many officers yesterday and i understand you were a part of that group. What was the message . He said that he supported Law Enforcement and we had a variety of discussions around the use of force policies, a national Police Officer clearinghouse for officers who have been fired from one agency so that they cannot go to another state and get a job as a Police Officer. This is a big topic of discussion, the process of trying to decertify a Police Officer. We had discussions around the fbi use of force database. Developing National Standards and policies for training. Host terminating, if you find a bad cop, how long does it take to get him off the force . Guest criminal acts make it pretty easy. Policy violations, you have to build a case. Especially in states where you have unions. But again, thats the responsibility of a Courageous Police chief. Thats your job. My first, caller my first comment is that with all the turmoil going on, i want to thank you and i speak for millions of americans who are so thankful for our police, local police, state police, Law Enforcement in general. Family some in my prior Police Officers to have passed on now. One was killed in the line of duty. I just wanted to tell you that many, many millions of americans do back the blue and we are behind you 100 and thank you and i hope you will pass that on to the other rankandfile. I second comment is that really believe that the hate crime laws should be expanded to cover police so that any assault on Law Enforcement, a horse, a canine unit, a squad car, anything at all should be covered under the hate crime and because you are a group we have got hate crime laws for every other group and i dont know why Law Enforcement isnt included in the group and i want to thank you very much and have a good day, sir. We have an untold number of professions in our society and Law Enforcement happens to be one of them. Every one of those professions is made up of human beings from our society. For our profession that is just human beings, they just chose a Law Enforcement as a profession. We are the only profession, if you think about it, that every time an officer goes to work, in the back of their minds they are not sure that they are going to be attacked by someone just because of the profession they chose. If you have seen some of the videos from the last few weeks, officers are being spit at, they have had rocks, bottles, bricks thrown at them. They have been stabbed, shot, and killed. Think about that. Shot and killed merely because of the profession that they chose. There is no other profession like that on this earth. You would know as well as i about the efforts across the United States to defund portions of budgets at Police Departments. Whats the official stance of your organization when you hear about this . What goes through your mind . Host a couple of things. Social guest a couple of things. Over the last 30, 40 years, social services have been defunded across the nation. All of these issues that used to be addressed by social services have been dumped on the doorstep of Law Enforcement. Law enforcement has to become an expert in homelessness. An expert in dealing with Mental Health. We have had to send our officers to 40 hour cit training, Mental Health first aid training. Had to start carrying narcan because of drug overdoses, becoming experts in these areas because of a lack of social services. One of our past president s made a very interesting statement. If you think back to the 60s and 70s when our country was half the population it is right now, we had 600,000 Mental Health facilities for people suffering from Mental Health issues and fastforward to today the population has more than doubled and we have less than 60,000 beds for Mental Health patients and the three largest Mental Health facilities are Cook County Jail in chicago, l. A. County jail, and Rikers Island prison. I see a problem with that. Where have social Services Gone . Those issues are all dumped on the doorstep of Law Enforcement. Should we Fund Social Services more . Absolutely. I will be the first want to say that we should. Should it be at the costs of defunding Law Enforcement . At the same time we are having these conversations, we are being told that officers need more deescalation and use of force training, leadership training, more training in dealing with Mental Health, etc. These trainings are not free, they caused money. You want a professional Law Enforcement agency . You have to invest in the training of those officers. Host what is the role of community . To what level our relationships being built . It varies across the country, we are unique country. We have 18,000 Law Enforcement agencies across the United States and every one of those has done Different Things to develop relationships with their community. What i would tell anybody in any community, if you feel that your Law Enforcement agency isnt invested in your community, step forward. Demand a meeting with your police chief, with your mayor or your city manager. Go on a ride along to meet those officers. Attend the citizen Police Academy. There are countless progressive Law Enforcement agencies out there doing these things and i would suggest that anybody in this country who feels uncomfortable with their Law Enforcement agency, demand a meeting with the chief. My first question is whether or not in recruitment training Police Officers received the dynamics of prejudice type of training and in group outgroup behavior type of training. The other question i have about recruitment of officers is whether or not, and some previous caller referenced it, whether or not you do independent psychological testing. I have been involved in that at one point for officers and colleges and it seems to me i was often telling officers that they werent going to be officers because they scored high on the aggression skills and deception scales. Im not sure if in those days you could measure whether they had a white supremacist type of attitude almost, but i believe extensive psych testing cannot only tell which officers have the wrong ideas in their heart arm almost about this job, but also even could tell us things like the people that were that we are jailing in all these jails, whether or not they are actually jade dangerous to the public or not. We havent put resources enough in extensive independent psychological testing. Host ok, we will leave it there. Points. Hose are great yes, officers receive extensive training at the academy in discriminatory practices. Most Law Enforcement agencies, i cant say all of them, but both have both a polygraph and a psychological test as part of their testing for entrylevel officers. But this goes back to what a earlier. The training and hiring practices are not consistent and standardized across the nation. This goes back to something that been calling for, standardized hiring practices and standardized Academy Training across the nation. , it if you standardize it suppose you would need money to do that. Do these localities have the money to achieve that . True. That is if we wanted the best Law Enforcement, we have to be willing to invest and be willing to invest in the best training and the best hiring practices. For the forget that 18,500 Law Enforcement agencies in the u. S. , 70 to 75 are 25 officers or less. So most of those agencies dont have a really big training budget. That is a struggle as well. I never thought 20, 25 years ago that as a police chief today, i would be hiring a civilian social worker in my Police Department. But we did that a few years ago and it was one of the best decisions i have ever made. More, i had four or five and i encourage every other Law Enforcement agency in the country to do the same, because this is the assistance the Police Social Worker can give to the citizens of the community who need some other help, some navigation through the system where they can find a assistance for whether it is Domestic Violence or drug abuse or Mental Health. So i think this is an important step for Law Enforcement. Host if you have a social worker, what is the scope of what he or she can do . Guest it varies on the size of your agency and the depth of the problems. Example,l worker, for will assist victims of domestic shelter,in finding navigating through the court system for an order of needed, also helps and goes with our officers on calls for service involving Mental Health, so we are not returning to the same location to deal with the same person time and time again. The officer has to get back on the street and answer calls for service. The Police Social Worker can then take over that case and an assist in getting assistance for those people. Caller i have several family members retired and also still on active duty in the new york city Police Department. I believe inhis, unions. I think unions have an Important Role to play. There was a frontpage article a few days ago in the New York Times about Police Unions. Reade not had a chance to it yet, however, i believe there is a certain mentality with Police Unions that hopefully can change. In new york, there is a saying, the blue wall of silence, i think you are aware of that. Unions have to wake up and realize they have to make an adjustment. My question is, do you have suggestions on some type of legislation that might improve unions contracts . For example, i understand some Union Contracts have clauses in them that allow Improper Police some type of abuse or whatever, to be expunged after one year, sometimes three years. I am wondering about that type of from them. What do you think about some legislation to address those issues. Host . Guest thanks for the question . Guest . , it is an interesting question. To address that first, but the , we agree the iacp on many things to improve our profession, including standardized practices for discipline and termination of bad officers. You are probably correct. I have seen a variety of different Union Contracts. Some of them have language in there that says, if an officer is disciplined for a variety of things, that it will be expunged from their file after a certain time. Of i dont have that in our contract because i believe it is too important to have a permanent record of those things, because, as a police chief, if i need to build a case , if i have a bad officer, i need to know that. A bad officer does not just disappear after one year. I think you are seeing changes in those contracts. A lot of that type of language that was in contracts 10 or 20 years ago, i dont see it that often. But to go back to what i said earlier, it comes down to courageous leadership in the Law Enforcement agency. You have sit with your union and have discussions about how important it is to track this kind of activity. Ill say it again, nobody hates our bad cop more than a good cop. On twitteru were asked about body cam videos when it comes to the floyd case. I know a lot of you can find some of that. Overall, the effectiveness on body cams on improving policing . Guest i am all for camera systems. 20 or 30 years ago, long before body cams, we had the squad cars on the dashboards. More and more Law Enforcement agencies went for those. A great tool for a police chief and also a great training tool especially for new encourage police chief, if you have body cams or dash cam videos, it should be part of your agency on the future randomly reviewed those videos on each officer each year on a random basis to make sure your offices are performing the way that you want them to perform. The third type is, you put 100 fe, give himrney fi a full gun, put a little hate and prejudice and anxiety on the job in him. My experience was coming home from university to campus housing. Four of us in a car. We were pulled over and we were asked the reason they stopped us. That was bad. We were yanked up and thrown up against the car. The car was searched and we were searched. Luckily, we didnt have anything on us. They just told us to forget it. Pretty rough experience. Second experience was when i went to biloxi. We stopped in mobile and got a room and started walking down the street to find a place to eat. All of a sudden, we had five police cars and regerman three,d attack dogs surrounding us, it was terrifying. Host what would you like our guests to address . To weed out bad it is not just the agencys responsibility, but the responsibility of the community as well. Collectively, it is how we police our community, both the Law Enforcement agency and our citizens. We needed to work as a team to make sure we have the best Law Enforcement agency. Because in the military we have a uniform code of military justice, where if you commit a crime or violate any of the terms, you are either kicked out of the military or you can go to jail. But i have noticed in the Police Department, you dont have a standardized court of justice code of justice where it up on officer commits a crime, it is left to the agency to adjudicate on it. Where as we have a code of justice where if a Police Officer does something, it becomes a federal crime and he goes to jail. I just want to get your point of view, chief. Guest thank you for your question. Having been in the military police in the past, i am familiar with the uniform code of military justice. While it is not exactly the same in Law Enforcement agencies, we do have codes of conduct, policies that officers are follow, to abide by and and when they dont follow that code of ethics and code of honor and those policies and procedures, thats when the police chief or the sheriff colonel holds the officers available. The guidelines tell the officers how they should act and shouldnt act. It is very similar to the code of military justice. Host there is a story about the 1033 program, as it is known, that allows these departments to acquire militarytype gear. Could you make the case why this type of gear is needed . Guest there was a study done on that a few years ago when this topic came up. It is pretty rare that Law Enforcement agencies have militarized or military equipment, not as common as people would think. Equipmenthe military Law Enforcement agencies get is everything from furniture and cabinets and helmets, things like that. Some of your larger Law Enforcement agencies who have some of the vehicles, military vehicles, people wonder about the acquisition of those vehicles until they see officers respond to a hostage barricade an active shooter and then they realize how important this equipment can be. Host do you have any in your Police Department . Guest no, i do not. Host what is the most common type of gear to be acquired by a Police Department is it a vehicle or something to be worn on the body . Guest it is actually more furniture, gas masks, and helmets. Caller i was calling because i was wondering, a lot of Police Officers go to that is in the military, they go overseas and come back and join the foleys force the police force. I was wondering what kind of mental tests you give those guys to make sure that they are stable enough to perform as a Police Officer. Guest thats a great question. Whether we are hiring people with a military background or any other type of background, we go through an extensive polygraph procedure, an extensive psychological testing procedure. We getf the information feedback from those two procedures that are very important to either have the officer candidate move to the next step or we take a pass. Those are both very important parts of the testing procedure. Maddie in ohio on the republican line, go ahead. Caller i just wanted to say that, i am 70 years old. And i never want to see a time when there are not police. If you are in your home and buy yourself, who are and you are by yourself, who are you going to call . Saying that you will get rid of the police and all the Police Officers and you want to change the way they work, no, you need to change your way of thinking. All of this stuff going on right now, it starts in the home with people not raising their own kids and teaching them how to act and how to behave, then they get out in the world and they are doing whatever they want to do. Guest i am pleased that you have individuals of many backgrounds and communities taking to the streets. Next we have to take it to the polls. Many of the issues that have been raised will have to star in the november election. Public policy is changed by policymakers who hold the values and the interests of the communities that put them in office. As we see the Energy Industry with protests and demonstrations, we now have to november. R march in host how does that change in Public Policy affect what we have seen in the last few weeks . Guest it would impact us greatly. Whether it is police policy, whether it is how this nation finally addresses the issue of , whether it issm how we manage our economy as a priority, the priority we place corporations. Us it will be based on how we value the quality of life and the health of our communities. We are in the midst of a health , on top of all of the underlying issues that have impacted this nation for decades. Host when it comes to the issue of racism, if it does not fall to policy what could be done policy wise to make these changes . Guest you look at the gaps between everything from access to health care, quality how we view the culture of policing in our community, and how we address issues of disparities around employment and economic opportunity, those are structural and longstanding policies that have racial impacts. We have to account for the historical realities of the structural gaps, many of which were very intentional. What we are looking at now is not only the death of Ahmaud Arbery in georgia, or george floyd in minneapolis, or any of the other issues, we are looking at all of this stuff combined in the frustration you are seeing spilling out in the streets. Host i see them by the nature of your discussion that joe biden is the one who can address these issues . Guest i am not addressing any one person can address Public Policy, it is not changed by one person. But it does require some leadership. We are lacking in leadership both in many governorships, legislative bodies, congressional leadership, and in the white house. This is not a oneperson proposition, this is holistic. Nation to determine as a , will we muster the political will to move in the right react,on or continue to to incidents as they occur and then go back to business as usual. Host let me take it to the congressional level. We saw House Democrats unveil a legislative package in dealing with Police Reform. Walk through what they proposed and what you think the impact could be if it was passed. Guest i think the leadership of the Congressional Black Caucus, andg with Speaker Pelosi the majority of the members of the house, they have listened to many of the concerns on the streets. It is not perfect, but when you begin to propose policies that address the issue of qualified immunity, being able to hold Police Officers accountable for their actions. That is one of the biggest failures for officers to be held accountable. Or establishing a registry so that Police Officers who have been identified as bad actors, their records are not shielded. The type of training that is provided for Police Officers. There are several components of that legislation that i think is really important to begin to shift the culture around how we view policing in this nation, particularly when it comes to africanamericans and other situated. As we are looking at the legislation, i am sure the more time that goes by, we will identify some of the gaps. Andou look at the riots incidents throughout the history of this nation, it has always been connected somehow to local Law Enforcement not carrying out their duties. The naacp, cp in we had a campaign in the 1920s because of africanamericans being lynched. We had a sign at the local office saying a black man was lynched yesterday. Citizens included the local sheriffs and Law Enforcement who were participating in the most egregious offenses. The most egregious was when residents would come and have a picnic. That is how audrey just the situation was doing that particular how outrageous the situation was doing that particular period of time. To the current time, there has been instances where injustices have become so outrageous that citizens have no other choice but to take to the streets in protest, which opens the door for some of the riotous behavior we have also seen. Host one of the things that stemmed from that over the last few days is the idea of defunding or dismantling the police. Where does your organization stand on those concepts . Guest we understand the Energy Behind the need to change the culture of policing. I have heard a few definitions of what it means. For me, i would say we need to change the culture. Growing up in detroit and being give what to go across to canada, you could see a different culture between community and policing relations. Law officers in canada for the most part dont carry firearms. There was a different relationship between the parties on the community. We have seen a substantial drop in criminal activity over the drop,ear, a substantial but we continue to see an increase in police budgets. The real question is how do we place a priority on where we should be as a nation . Should we put more resources into preventative measures . Should we provide more training for Police Officers so they can have a different outlook on the community they serve . Should Police Officers live in the communities they are serving so they understand and can appreciate the dynamics of those communities . Times we see policing in certain communities and not others, and some type of militarized resins to ensure a order when there is no increase in nothing that is out of order. But there is a need for people to communicate, for people to see one another as a part of a community. I can say from experience growing up in the neighborhood i grew up in, we dealt with two type of Police Officers in my neighborhood, those we did not trust that had a reputation of harassing, and in one case, killing individuals, then there were those who came from the communities that we knew. When we saw those officers pull up, we would say, that is officer hawkins, or lieutenant. Sometimes they played basketball with us and would talk to us. But other Police Officers, we knew there was trouble. Not that we were involved in trouble, but they created the trouble. President ick johnson, and ceo of the naacp. One of the caller talked about the way people were acting on the street. We cannot be focused on that because we will always blame a few people that acted a certain way. Defunding, people should realize that we have a lot of police that become that was in the military and come back. They are trained to kill. We must hire people that are mentally ready to be policing people. This doesnt mean that when we called 911 for a fire, the police come, or when we call 911 someone is in crisis or a heart attack, the ambulance comes. When we have somebody in distress, like an overdose, we dont need to call the police with a gun and a badge. We have a lot of bad apples who show up in a situation they are not ready for. Individuals are bringing experiences where they have not been properly supportive. Particularly if you were in the armed forces and you fought overseas for our nation, there is a level of support you need mentally to transition back and begin to see civilians that you protect is noto being combatants. Guest i cannot answer that, i think that is department by department. I do not know where officers get trained outside of their local state academies. I can only imagine that if they there are relationships, their possibly could be scenarios where officers are trained outside the country. Host at these protests, what does it mean that many white people are showing up to participate . You saw senator romney himself participate. What does that suggest to you about how the climate has changed . Guest it is outstanding. It is what is needed at this time. This is not a black or latino problem. This is an american problem. Anytime we can watch live someone murdered in the middle of the street in broad daylight, and the officer casually place their knee on an individuals neck for eight minutes and 46 seconds. Arrest. Ot resisting he was laying flat on his stomach and handcuffed, and he had a cry for help. That is perhaps one of the most inhumane things that many of us have seen on television so i am glad that more americans are standing up and asking the question. This cannot continue to be america. We knew this had always taken place. I am now glad to see people join in. For senator romney, i commended him for his stance and for his march. Now i want to see him stand up and help support policy that will change the reality in which many of us live in. Host to that end, mr. Guest i come from the position that in order to be a stronger nation, we have to reach across communities and build understanding and acknowledge past wrongdoings. , ithe beginning of my tenure reached out to many committees to open up a dialogue. How can we Work Together . What are the things we have in common . So the dialogue with the church of latterday saints predated this incident. Here in richmond a couple of weeks ago, there was an eightyearold girl who was shot and killed. She was sitting in her apartment. Unless and until we rip the scab off in chicago over the memorial day weekend, i think there was 60 people shot. If we are going to have this conversation, lets address it, because i do not hear anyone ever talk about chicago. Why cant they solve that . If we will create a program, lets create one in chicago, in baltimore. Lets see if it works. If it works, absolutely, lets try it everywhere. Guest i love the concept of ripping the scab off. I think what the caller is getting to is the structural racist policies and institutions that exist. The reason why you have the like of unrest in cities chicago or baltimore i grew up in detroit is because the institutions that should be in place to support the ability for young people to aspire to their highest often times are underfunded, defunded, or diverted. Our system is really based on who gets taxed and who are not taxed, and how those tax dollars spent. In many cases, for Public Education, for example, in all those cities, there was a lot of decisions to divert funds people intion to have the best position to add value to their communities and their nation. Risk, witherlay that all the other structural requirements that committees should have and you take tax dollars out of it, you create problems. Chicago is not suffering from a lack of attacks ace a tax base. Chicago has always suffered from how money is spent. If teachers are not assigned to school for the most to schools where the most need is. You have some schools with a critical shortage of experienced teachers, and you have others with highperformance quality teachers, you create a disparity. When the Services Required for any community are not in some communities but are in other communities, such as the reality that we have Many Americans in urban areas live in food deserts. They dont even have a grocery store. The lack of health care. I could go on and on. That is part of ripping the scab off to address the problem. What he was talking about is the symptom of the problem. And a symptom of the problem is some of the unease you find in those communities. But those are symptoms, not the problem. To pull the scab off this is what i am an independent both parties are the same. Only thing is republicans let you know where they are coming from. Both parties have not stepped up thehe plate to address structural systemic racism in this country. Having a partisan argument. Unfortunately, we tried to posture something as systemic and longlasting as this as if it was a partisan conversation. Lets be clear, Political Parties are nothing more than agendas, vehicles for agendas. Political parties are nothing more than vehicles for agendas. There was a time the Democrat Party was the party of the segregationists of the south. Because the democratic already decided to change their platform in the early to mid 60s, many of those same segregationists ran to the Republican Party because they were more comfortable forming an alliance to do the same. So both parties have been used as vehicles for an agenda that is neither appropriate under our constitution, consistent with the language of our constitution, and have created systemic, racist policies that both structure lizst and institutionalized. I understand that george floyd was murdered. Literally murdered. I watched that video so many times. To look at the white mans face and see the devil in his eyes. He was murdered. But all of this black lives matter, i believe in it. We need somebody to be pushing it. King right at the forefront Martin Luther king said, i have a dream. Iwould love to see his dream come true in my lifetime. But to say defund the police and then have these schools break contracts with the Police Departments, that have officers staying at those schools to help us make sure that our next generation of protesters and senators and all of those people that we will be putting in power in the next coming years are safe and can go to school and ok, iin a safe manner would like to know, what can we do different that is not going to take away the protection of our children for a black lives Matter Movement of that seems to be pushing police out the door . Guest i think that is a sincere question. We really should be talking about, how do we change the culture of Community Police and relationships . There is no reason that for those of us who live along the canadian border, we can go less than one mile across the border and it is a completely different culture. Police are not carrying guns, they are not all over the schools, they are not aggressively targeting certain communities. We can do the same here. That is a question of political will. A question of Public Policy. A question of our ability to reimagine Something Different than what we currently see. It isnt working and it has not worked. As a result of that, the question here is how do we change the culture to go to something that can and will work, and those examples we can see in other similarly situated countries. You dont have to go that far. Just across the border to canada, you see it works. But they also have done such an things to address Structural Racism that we have not done or we have not put in place some of the structural policies or they have not heard in some of the structural policies in place. This is about a system that has systemically undermined and impeded the ability for africanamericans to fully participate as citizens, whether it is water suppression tactics, undermining Public Education Voter Suppression tactics, undermining Public Education, undermining our ability to negotiate fair contracts, insurance policies, you name it. A system of oppression that needs to be addressed once and for all. Host are you saying that canada does all those things and it makes a difference . Guest i am saying canada lacks the history we lack around race and race relations. They have not proactively pushed policies that have absolutely disadvantaged whole communities the way the United States has done. Our adoptions of the Social Security program is a great example. What a Great Program it is. Southern legislators were able and a appeal that it would apply to workers with the exception of domestic and agricultural workers. During the time of adoption, africanamericans were both either domestic or agricultural workers. The Mortgage Loan program, what a Great Program. The real was a push by estate and Banking Industry to allow the decisions of who could qualify for the feha mortgages that allowed it to be the decision of local bankers and local communities. They were able to create a design to lock africanamericans out of qualifying for mortgages. Particularly if they were seeking a particular neighborhood. Those are policies that we put in place, that we maintain, and in many cases, we find remnants of those policies still impacting the quality of life today. The mantle ofe up educating themselves about the real history of racism in this country and how they benefit from it, there will not be any real change. We will be in this continuous cycle of outrage, the privity, marches, people advocating for change. But until white people start looking at themselves honestly in this country and having this conversation, asking thems asking themselves, things will not change. One, you look at the diversity of the crowds across the country, it is more reflective of who we are as a nation, not just africanamericans who are and ingry and upset fear. Much of the reaction that you see in the streets is out of fear that at some point, the lives of our children, our spouses, our family members, has to matter. That we are actively participating in this country and in this economy, we pay well more than our fair share of taxes, we have to have we have built this country in ways in which we have not been properly compensated. And yet, in 2020, there is this approach many people have that our lives are expendable. Some of those individuals are feeding off the tax dollars our communities are putting into their coffers. What is different now is that it is a much more diverse outcry taking place. It could be because the video is so clear. There was no justification for holding a man down with the knee on the neck for eight minutes and 46 seconds. Close attention to anything you are doing and just stop for eight minutes and 46 seconds, that is a long time. The other difference is that there is a level of energy and enthusiasm around this issue that can be carried to the november elections. I am not saying that elections will be the panacea to fix all things. I am saying that to fix much of these Public Policy issues, you have to start with ensuring that individuals who have a value system are elected. And once elected, we must push toward a type of agenda these problems. That is what is different, the timing. We walked right into election season five minutes from now. If we can keep this and a gmo mentor the diversity we see in the crowds, also understand what is at stake, we can make big changes in this nation. But we must continue the dialogue. Not for the purpose of talking, but to move from protest to power. Host in terms of the specifics, what does change look like in your mind . Guest change looks like individuals assuming office who understand it takes a different type of Value Proposition to the positions they adopt with private and Public Policy, state and federally, that reflects the america we read about. Us, for me, and a lot of think at times like this, we have never had the debt paid. You have to the beginning to solve a problem. For us, going back to the beginning and being told that even the definition in itself of reparations is selfexplanatory. But even scientifically, black folks were moved from point a to what happened. O reparations is compensation for a group of persecuted people. The men whontly as were raped by priests. It came on tv, they are getting their reparations. A lot of this is a stigma on us but is negative that is negative. Could had that, we develop our own programs, our own schools, our own equal black Police Officers. I am not about taking away policing. But when you see nothing but white Police Officers at the root of the problem, we need our own. We are made to feel as if we dont qualify to ask for a debt to be paid. There. Igma is until that is dealt with, you ise a scale of justice that unequal. Host let us get your response. Mr. Johnson, go ahead. Guest what she is saying is legitimate. We have to address the injury that was placed upon us in the past for us to move forward. Often times we go to this question, well, i wasnt involved in slavery, that was back then. This has everything to do and nothing to do with slavery at the same time. Their Public Policy ansiderations have created reality for africanamericans. Consider how we fund Public Education across this country, and how many kids are locked into a life of underperformance as a result of the zip code they are born in. That is unconscionable for us to assume that that is ok, when some of these kids can go a short distance from where they live and find an educational system that is far more productive and amenable to the needs and interests of the kids in school. I can go on and on, with this current day reality that is wayrous by the Public Policy and our tax dollars are spent. It is different if African Americans were not as productive and putting money into the coffers and carrying their fair share. That is far from the case. In many cases, we are overproviding a more than our fair share. Many africanamericans pay the maximum amount of taxes required. They dont have a tax write off. They dont have the expertise to get a tax write off. Our corporations get more welfare from this system than anyone else and are still benefiting from additional support. They dissolved that program in wade county, North Carolina, a program that probably lasted 10 to 15 years and was a basic school design. She writes the cares act allocated 850 million for food banks. Less than 300 million has been out so far. Ent congress appropriated 9 billion in march for community development, which funds health facilities, childcare centers, and services for seniors and homeless people. That has million of been allocated. Another 100 million to ensure access to broadband for americans in rural parts of the country also remains unspent. There is more in the Washington Post. On the senate side, it was john cornyn talking about a proposal he and others would like to see, this dealing with the criminal Justice Commission. [video clip] this legislation creates a criminal Justice Commission much like the 9 11 commission that would review our criminal Justice System writ large from top to bottom, something that has not happened since 1965. In 18 months, the commission would report back to us and make recommendations for changes that could be passed by congress. This would allow us to systemically look at what is working and what is not and what needs to be done to modernize our criminal Justice System, including repairing the broken relationship between Law Enforcement and some of our minority communities. In review that took place 1965 produced 200 specific recommendations. It is past time to take stock of the excesses and failures of our criminal Justice System. Passed the Senate Unanimously had 20 bipartisan cosponsors and was supported by the National Association of police organizations, major city chiefs organization, the National Urban league. I believe this type of legislation would give us the basic framework for lasting changes that we are all after. It would be an umbrella commission under which a lot of specific and granular issues could be debated and voted on and if meritorious pass and become part of the law. I hope it will become part of our conversation we are having in the coming days and weeks, rooting out Racial Injustice that has existed for generations will require longterm, bipartisan commitment in congress and in homes and institutions across the country.
