Absentee ballots are people who are disabled. There is no reason at this point to switch to having an allmale election in november given that we do not really know what the Health Conditions will be like at that time, and frankly, like a lot of people, i doubt we are all still going to be at home, still not back in school in november. You probably heard many times that five states practice this. Those in the military oversee practice this. For the most part they seem to work. Why not apply this on a National Scale . Because the problems you see with absentee ballots will just be magnified. For example the u. S. Election commission what they find is absentee or allmale ballots, millions of in prior elections have been misdirected. They were mailed to the wrong address of voters. Many were rejected by election officials. Why is that . There is no election ballot. There is no election official at your home to answer questions and tell you when you are doing it wrong. And those ballots get rejected. Literally millions of ballots, also the state authorities do not know what happened to them. They put them in the mail when voters requested them, then never saw them again. That is one of the many problems with these ballots. The other problem of course is intimidation and pressuring of voters in their homes. Also many instances of that occurring. I could cite you case after case of that. They are illustrated in the database we have at the Heritage Foundation. Allmale election, i just did not think it is a wise policy. Host was it ever enough to sway an election . So much so that it fundamentally skewed the result of an election, these things you talked about, on a grand scale . Guest i can cite you numerous cases. Anybody who doubts that, just look at the 2018 congressional races. There was one contested race in North Carolina. The ninth Congressional District. That election was overturned because a political consultant hired by the republican candidate was going to peoples homes and collecting their ballots, and in some instances filled out the balance instead of the voters filling it out. They stole ballots, forged signatures. Indiana, toase in show you this is a bipartisan issue, in 2004, the Indiana State Supreme Court overturned an election in a small town. Why . Because of absentee ballot fraud and illegal pressure being brought on voters to vote a certain way involving hundreds of ballots in a democratic mayoral primary. That is just one of many instances. Host our guest is with us until 9 30. If you want to ask him questions about voting by mail, the impact of coronavirus on voting. 202 7488000 for the eastern and central town zones. 202 7488001 for the mountain and pacific time zones. You can text us as well. You just brought up something the Washington Post editors take a look at this morning. They say they could put reasonable limits on ballot harvesting. That is when third parties collect and submit absentee ballots. But voter fraud they say is extremely rare in the united states. Guest it depends on how you look at it. We have had close elections all the time in this country. Including cases as we said that have overturned elections. The other thing we need to keep in mind is that, look, wisconsin just held a very successful election. People voted both by absentee ballot and at first 300,000 individuals voted in person. They say they put in safety protocols. Everything from social distancing in the vote reminds to sanitizing voting materials and voting booths. Basically they took all the steps and more that retail establishments are taking, who are continuing to go to Grocery Stores and pharmacies. Look, there was just a medical wisconsinued on the election saying that there has been no surge in covid19 infections and that the turnout was almost equivalent to the turnout of the 2008 president ial was a veryen there heated contest, as you know, between Hillary Clinton and barack obama. The ability to hold elections. Yes, you have to take the security protocols and put them in place, but for people that want to show up in full, we have the ability to do that. For our full first call you this morning comes from plymouth, wisconsin. Go ahead with your question or comment. Ander i have a comment then a question. We had a spike in cases after that election. I think your use of the word successful is abhorrent. I try to contact the Heritage Foundation about some of your thatences to voter fraud were incorrect and never got a response back. But i would really like you to do this morning is walk us of someonease committing voter fraud, why they would do it for one vote and risk a felony and how they would do this. Why will the risk of felony one vote . Im against Voter Suppression and please walk through 11 would do this. First of all, the medical report that i just cited that people can easily find says that there has been no spy covid19 infections as a result of the election. This was offered by professors from stanford. To the motive of an individual stealing about, i can give you that. You would have to ask people like, for example, the married couple that we just added to our voter fraud database. If you believe there is no voter fraud, i would urge you to take a look at the Heritage Foundation website. In a court ofbase and in some of these cases, like the one indiana, or the couple that we just added, a couple it was just convicted of fraud and for voting in person to choose its at the same time they voted by absentee ballot in new hampshire. Why did they do it you have to ask them. Host pennsylvania, you are next. My statement is yes, i believe this could turn into some voter fraud, maybe large amounts in some areas. I dont know. My statement is this, why cant where wen election vote in more than one day, with social distancing and that . Feel they just have to be done on one day . Is there a possibility for another way of voting . Thank you for taking my call to my the answer call. Guest answer to that is you can do that depending on the state live in. Texas was one of the first states to have early voting, a smaller number of polling places prior to election day. To date two thirds of the states allow early voting. The amount of time varies depending on the state. In some states its a week or two before the election. It depends on where you live. It is up to the state to decide on whether they want early voting or not. Some states decided to do that, but i would point out that one of the problems with early voting during primaries is that if a candidate drops out and you already voted, you basically wasted your vote. I great, i would say unfortunate example of that that i quickly tell people is remember, we had a super tuesday primary in march with more than one dozen States Holding president ial primaries around the country. One day in two days before that super tuesday, senator klobuchar and pete the judge dropped out of the race. But so many people in the states with early voting had already voted. There were literally hundreds of thousands of ballots cast for these candidates who on election day were no longer in the ballot. Host brookshire, texas. Caller i do believe that there is voter fraud in california and new york and the people that want the Illegal Immigrants to vote anyway. That is why they are harvesting all of them, putting them in motels, getting them drinks and alcohol so that they can do that voter fraud. Could quickly explain, when people hear the term voter harvesting, they dont quite know what it means. Look, in every state you can vote by absentee ballot. You can request the ballot be mailed to you, you fill it out, and you can either mail it back, return it yourself, in almost every state a member of your family can return it. A number of states have legalized that anyone can show up at your door to take up your absentee ballot. Of course, the problem with that is you are giving access to a very valuable commodity. Candidates, campaign organizations, activists, they all have a stake in the outcome of the election. The dangers of that are again illustrated by the ninth Congressional District race in North Carolina in 2018, where that political gun for hire was charged with several felonies for basically stealing ballots, changing ballots, altering ballots. Thats what happens when you give third parties the ability to pick up absentee ballots. Host so, if you left that out and left the system in for the post office and try to do it that way, without bring more security to the process . Mean well i dont, yes, i i think you should allow both i mean certainly members of your family should be able to deliver deliver your ballot. Allowing third parties to do that is not a good idea. Of course, the problem with the whole mailin balloting system is your handing the election over to the u. S. Postal service. As i have said, the reports of the u. S. Election Systems Commission shows millions of absentee ballots being misdirected, going to the wrong address. Viewers many of your can talk about getting mail at their home intended for other individuals. Or like me, getting mail for someone that used to live there. If you are using the absentee balloting system, thats going to happen unfortunately with a lot of a la. Host california, good morning. Sherry, eureka. Hello . In grahamo lee george, new york. Good morning. You are on, go ahead. Think there is an old serial motive to all of this and it is that one party would be never mind, what i wanted to say was just like with the census, they dont want you to put on whether you are a citizen or not because you can stack a district. Same with this. Everyone should be able to have an id card free of charge and it should be a mandate. Thank you. Host new york guest new york is one of the states that doesnt have an id requirement. I should say that there are a couple of states that have put in id requirements for absentee ballots. Its an easily met requirement and one of the ways, for example, that kansas handled this was if you had a drivers license already from the state or an id card issued by the state, you just put the serial number on the absentee ballot request form. Its one way of trying to help ensure the integrity of the voting process. I should point out that every state that has put in a requirement for voting provides a free id for the very small number of americans who dont already have id that would qualify for the voting process. Host can we get your reaction to gavin newsom declaring california a vote by mail state even though it doesnt replace in person voting . Again, i set i think thats a mistake. Let me tell you just another example of why. Oregon is often excited as often cited as this great example of allmale elections. But some years ago a professor at one of the state diversities there did a survey in just one county. 5 of the individuals in the survey admitted that someone else had filled out their ballot. 2. 5 admitted that someone else had signed the absentee or mailin ballot. That might sound like a small number, but if that was true for the rest of the state, you are talking about tens of thousands of ballots being filled out by individuals other than the voter and someone besides the voter signing it and not getting caught by election officials. Of course again that illustrates one of the problems with allmale elections. Mail in elections. What does that presume . If someone else is signing your ballot, thats fraud. If someone elses filling out your ballot, thats not the way the system works. You cant do that within person voting and it is not a good idea to have those kinds of Security Problems in the voting process. If someone can take advantage of it, they will. Like for example the mayor of a small town in alabama, i think it is gordon, alabama, last year removed from office because he engaged in absentee ballot fraud in an election that he was the winner by only 16 votes. He was convicted of fraud. Again, the election was overturned. It affected the voters in that town. Caller i have a question about dead people voting through courtappointed guardianship situations. Bundles andled the republicans and democrats are purchasing the bundles in order [no audio] guest theres just so many issues, but i will stay offline to hear your answer to see if you know what im talking about. Elderly lose all their rights when guardians are up and areto take over appointed to take over their life and it is a nightmare that has to stop. I want to just age gracefully, like my mother did. God bless you, stay safe. That is a particular concern when it comes to the process. Balloting pennsylvania has the honor of who in the late 1990s was convicted of voter fraud. Going in and changing those in changing those in the nursing home. In chicago, illinois, where one of the techniques that was used was Party Activists going into Nursing Homes and in essence voting the ballots of residence of the homes off. It is a particular problem. The elderly all vulnerable to this. So often the people who are poor, just a quick example of , in troy, new york, one of the Political Consultants there was convicted. They did everything. They stole absentee ballots from registered voters. A low Income Housing neighborhood. One of the consultants was asked by the police why they targeted the neighborhood and his answer was, well, these individuals were folks whose ballot had been stolen and who was likely to complain about it . Those who are willing to steal and commit fraud will unfortunately target the elderly. We have a viewer off of twitter who says this well, i can cite to him cases of fraud in new york, including that one, or a big case that occurs or was discovered actually in brooklyn county. Occurring the fraud was the fact that there was and is no id requirement that allowed a impersonators to go to impersonate people who had moved out of state, example, who were still on the voter rolls. Host what about the idea of signatures . Friday confirmation . Guest the problem with that, the problem with that is, i will give you an example of why thats a problem. Forgetting some years ago working at the Justice Department at a meeting of election officials. Ahead of oregon election. A about how wonderful and six year it was. Another official from anothers a over and said that his sisterinlaw was from the last two voted three times, without her abs the ballot and mailed it, filled out her husbands his, and thening voted a third ballot because she was registered in her maiden name. If i falsely register five times under five different names, which is unfortunately easy to do in a lot of states, and i get the ballots under those names, my signature wont match will match everything on time. Will match everything on time. Host illinois, go ahead. Caller good morning. Excuse me [coughing] i have one idea. Fingerprints. But your fingerprint in first and then you go later to vote. I think that would solve the problem. Can you comment on the thing i heard this morning on the news in california . Seatublican running for a was ahead of the democrat and friday night they put out an email that they would have a new lockdownthe county on still . Host actually with their. Guest we will have to leave it there. At the department of justice i worked closely with a longtime career lawyer now retired who had been in charge of prosecutors Election Fraud finance cases. Oftentimes with absentee ballots , particularly when the signatures before. Forest, they were tough to prove when the signatures were forged, they were tough to flee. They had to show that someone had told him the ball just a valid and force the signature, but then they couldnt prove who it was. He suggested it would be great if you ballot form had an area to push down your thumb and put your thumbprint on it, the way you can leave days, that way it would be easy to authenticate a can you identify the forger if there was one. Not that idea, but a lot of people are very wary about giving the government their fingerprints. The Hans Von Spakovsky of Heritage Foundation, talking to us about
