Along with the National Guard, at the president s direction, more than 4500 activeduty military doctors, nurses, and medical assistants have been deployed across the country. Yesterday, with 1013 medical professionals in our military were deployed to 19 hospitals in seven states to support those amazing Health Care Workers. And with 4. 4 million more americans filing for unemployment in the past week, i join the president in welcoming the passage in the house today of the paycheck Protection Program, it will support families and allow Small Businesses to keep people on the payroll for two months. The president requested, it will include 75 billion to assist hospitals around the country. In that spirit, the president and i will continue to urge states across the country, given the unique burden on hospitals, we are now encouraging states to restart elective surgeries wherever possible, either statewide or on a county by county basis. The governor of oregon updated their framework for review opening, doing three phases on a county by county basis. As part of our efforts, we are leveraging our unique capabilities to use National Bio Defense<\/a> analysis and Countermeasure Center<\/a> to study the biology of the covid19 virus. This center is a high Biocontainment Laboratory<\/a> located in frederick, maryland. It was established in the early 2000s in response to the anthrax attacks, and we study, characterize, and develop countermeasures to biological threats to the homeland. We work closely with the cdc, fda, hhs, and department of defense colleagues and many others. Yesterday, i shared the emerging result of our work that we are doing with the task force, and today, i would like to share certain trends that we believe are important. The first slide, please. And while that is coming up, our most striking observation to date is the powerful effect solar light appears to have on killing the virus, both surfaces and in the air. We have seen a similar effect with temperature and humidity as well, where increasing the temperature or humidity or both is generally less favorable to the virus. If you look to the right, you will see the term halflife. With a bunch of timestamps there. Let me tell you what a halflife is. We dont measure the virus on how long it lives on a surface, we measure the decay of the virus in terms of its halflife. We dont know certain elements. We dont know how much a person expectorates when he spits. When he sneezes, whatever the case may be. We dont know how much a virus is in there. That has a bearing on how long the virus will be alive and active. Its halflife does not change. If you look at an 18 hour halflife, every 18 hours the life of the virus is cut in half. If you start with 1000 particles of the virus, in 18 hours, you 500, 18 hours0 after that you are down to 250, and so on and so forth. If you look at the first three lines, when you see the word surface, we are talking about nonporous surfaces, steel. As the temperature and humidity increases, with no sun involved, you can see how drastically the halflife goes down. The virus is dying at a much more rapid pace just from exposure to higher temperatures and exposure to humidity. If you look at the fourth line, you inject sunlight, you inject uv rays, the same effects on line two with 80 committee on the surface. Look at line four. Now you inject the sun. The halflife goes from six hours to two minutes. That is how much of an impact uv rays has on the virus. The last two lines are aerosols. What does it do in the air . We have a unique capability. I was discussing this with the president , he wanted me to convey it to you how we do this. I believe we are the only lab in the country that has this capability. If you can imagine a five gallon home depot bucket, we are able to take a particle. This is developed and designed by our folks. We are able to take a particle of the virus and suspend it in the air inside of this drum and hit it with various temperatures, various humidity levels, multiple environmental conditions to include sunlight. We are able to measure the decay of the virus while it is suspended in the air. This is how we do our aerosol testing. We work with the john hopkins applied physics lab. We developed a larger drum to do more testing that is four times the size of that. This is the capability we bring to this effort. In summary, within the conditions we tested today, the virus in droplets of saliva survives best indoors and in dry conditions. The virus does not survive as well in droplets of saliva. That is important, because a lot of testing being done is not necessarily done with the covid19 virus or in respiratory fluids. Thirdly, the virus dies the quickest in the presence of direct sunlight under these conditions. When you look at that chart, look at the aerosol as you breathe it. You put in a room of 75 degrees, 20 humidity low humidity, the , halflife is about one hour. You get outside, and it cuts to a minute and a half. Very significant difference when it gets hit with uv rays. Mr. President , while there are many unknown links in the covid19 transmission chain, we believe these trends can support practical decisionmaking to lower the risks associated with the virus. If i could have my next slide while that comes up you will see , a number of practical applications. Increasing the temperature and humidity of potentially contaminated indoor spaces appears to reduce the stability of the virus. Extra care may be warranted for dry environments that do not have exposure to solar light. We are also testing disinfectants readily available. We have tested bleach. We have tested isopropyl alcohol on the virus, specifically in saliva and respiratory fluids. I can tell you, bleach will kill the virus in five minutes. Isopropyl alcohol will kill the virus in 30 seconds. That is with no manipulation. No rubbing. You rub it and it goes away even faster. We are looking at other disinfectants, specifically the covid19 virus in saliva. This is not the end of our work. As we we continue to integrate our findings to mitigate exposure and transmission. I would like to thank the president and Vice President<\/a> for their ongoing support and leadership to the department and their work in addressing this pandemic. I would also like to thank the scientists and the larger scientific and r d community. Thank you very much. Pres. Trump a question some of you are probably thinking of. If you are into that world, which i find to be interesting. Supposing we hit the body with a tremendous whether it is ultraviolet or very powerful light, and i think you said you are going to test it, and supposing you brought the light inside the body, through the skin or in some other way. I think you said you are going to test that. It sounds interesting. And i see disinfectant, where it knocks it out in a minute. Is there some way we can do Something Like<\/a> that by injection inside or almost a cleaning . You see it gets in the lungs and does a tremendous number. It would be interesting to check that. You would have to use medical doctors. It sounds interesting to me. The whole concept of the light how it goes away in one minute, that is powerful. Reporter will you extend social distancing guidelines until the summer . Pres. Trump we may, we may have to go beyond that. We will have to see where it is. I am going to know. People are going to know out of common sense. At some point, we wont have to do that. Until we feel it is safe, we are going to be extending. Reporter you have 23 states where cases are on the decline. What does that mean about when the country can safely be reopened to a normal point . Pres. Trump we will watch those cases carefully. I think we have all gotten good at it. We have gotten good at tracing. We see where the cases are, where they are going. We will be watching it. It is called containment. At a certain point, we will be able to contain. When you see this a lot of , people have been talking about summer. Maybe this is one of the reasons. I once mentioned, maybe it does go away with heat and light. A lot of people did not like that statement very much. The fake news did not like it. I threw it out as a suggestion, but it seems like it is the case. When it is on the surface, it lasts for a long time. When that surface is outside, it goes away very quickly it dies , quickly with the sun. Go ahead. Reporter you said yesterday you will look into senator mcconnells suggestion for allowing states to declare bankruptcy. Pres. Trump i have been looking into it. I have been talking to different senators but i dont want to talk about it now. That was an interesting presentation. Reporter i want to talk about mcconnells suggestion of aid to the states. Pres. Trump i am not talking about it. I will talk about it later. I would like to talk about something of more interest to people. Reporter can i asked mr. Brian a question . Pres. Trump yeah, sure. Reporter when you started your presentation, you described this as an emerging result. Does this mean your study is conclusive . Is there more work to do . We are continuing that. For example on the aerosol side, the figures were 20 humidity. We are looking at higher humidity levels. We suspect that will have a greater impact on the virus. We are looking at other types of disinfectants. As a scientific community, we are continuing to study the virus to understand its characteristics. Reporter can you explain why some hot spots in the u. S. Are hot and humid . New orleans, for example . If you look at the coronavirus as a chain with many lengths, what we have done to our study is we have identified some of the weak links in that chain. That the transmission of the virus depends upon. We identified the heat and humidity as a weakness in that chain. We identified that solar light, uv rays is a weakness in that chain. That doesnt take away the guidance from the white house, guidance from the cdc and others on the actions and steps people need to take to protect themselves. This is just another tool in our toolbelt, another weapon in the fight that we can add. In the summer, we know summerlike conditions are going to create an environment where the transmission can be decreased. That is an opportunity for us to get ahead. Reporter the president mentioned the idea of bleach or isopropyl alcohol. There is no scenario that could be injected into a person, is there . We dont do that in our labs. Pres. Trump talking about sterilization of an area maybe it works and maybe it doesnt work, but it has an effect on a stationary object. Reporter are we simplifying by saying it would be better with the warmer weather and the sun coming up more and more, that people would be better outside than staying in their homes . It would be irresponsible for us to say that we feel the summer is going to totally kill the virus and it is a freeforall and that people ignore the guidelines. That is not the case. We have an opportunity to get ahead with what we know now for what opens and what doesnt. Pres. Trump on surfaces, the heat, the hot summer, and whatever other conditions, humidity and lack of humidity that that would have an impact. , on surfaces where it can be picked up, it will die quickly in the summer, whereas in the winter, it wouldnt. When it is exposed to uv rays, the uv rays hitting playground equipment will kill the virus when it hits playground equipment. But underneath, where the sun doesnt get, if someone touched it it could still be there. , it has to be in direct sight of uv rays. Pres. Trump if they havent touched their face at all if they are outside, right, and their hands are exposed to the sun, will that kill it as though it were a piece of metal or Something Else<\/a> . I dont want to say it will at the same rate. What we do know is we looked at the worst case scenario. The virus lives longer on nonporous surfaces. Porous surfaces, it doesnt live quite as long. In theory, what you said is correct. [indiscernible] yes, mr. President. [indiscernible] pres. Trump wait, wait. One at a time. Reporter how can governors opening their states incorporate the findings of this study into those guidelines . I would leave those up to the governors. This factors into their decision process. Knowing this knowledge and having this knowledge, as we continue to study and further know how the virus reacts, it could impact the way a governor looks at how he opens a state. How he opens it, what environments these things are opened up. I leave that up to the governors to make that decision. Reporter the advice is to stay at home. By the summer, could we be flipping that and saying, you are much better outside with the uv rays and humidity . I would not go contrary to the guidance issued now. If im having an event with my family, im doing it in the driveway or the backyard, not inside the house. Pres. Trump it is an interesting question. Reporter how much more time would it take to have conclusive results . We first were able to receive the virus in february, is when we started testing. It is a sciencebased approach. Science is a process. The doctor can attest to that. It doesnt necessarily lineup with goals and targets. It is what it is. But we are now starting to get results. Every week or two weeks, we are finding out something new and something different. In talking to the task force and Vice President<\/a> , he asked us to come to him every time we come up with new discoveries. That we could share to the public. Reporter have you compared notes with your counterparts in other foreign governments or private industry who might have been studying the same thing . Do their findings show the same results that you found here . We have a Good Partnership<\/a> with a lot of our allies. We work closely with them on this particular topic. We authored a document called the master questions list. If you go to our website, we already have 17,000 hits on this document. It outlines what all the countries are doing to fill the gaps in knowledge that dont exist with the virus and what we do know. That is what targets and drives the Science Community<\/a> to find what we dont know now so we dont do prepaid what people have already done. We champion that document. I would encourage you to look at that. Pres. Trump we are working with other countries on vaccines, as you know. Go ahead, please. Reporter if there is a summer ebb with this virus, what would the federal government need to do to take advantage of that time . To be better prepared for a possible resurgence in the fall . Pres. Trump a lot of people will go outside all of a sudden. People that did not want to go outside. To me, this was an interesting meeting. Covered in great detail. These are incredible people. We could call it a laboratory. That is essentially what it is. It is a super laboratory. A lot of things going on in that laboratory. A lot of very interesting things going on in that laboratory. Reporter what would you and other areas of the government need to do on testing to be prepared if it came back . How would you take advantage of the summer . Vice pres. Pence that is something the task force has already begun discussing. If a combination of factors. As states put into practice the guidelines to open up america again, implement a safe and responsible plan to open up their economies along the lines the president unveiled a week ago today, if people exercise social distancing as is recommended in each phase that , in combination with these findings could well give us a summer respite from the coronavirus. Our team is speaking about working on a continuous basis through this summer. Every single day we are , increasing testing. Every single day. Air bridge flights are coming into the country. I can promise you, at the president s direction, there will be no letting up on making sure hospitals have equipment, have the personal protective supplies for medical personnel. There will be no letting up on the development of therapeutics. Our great pharmaceutical companies are driving toward a vaccine as soon as it is possible to make available to the public. There will be no letting up on continuing to scale testing. Already more than anyone in the world, but by next fall, we will have a broad range of testing and a variety of different means. That is why we say with confidence that, should the coronavirus reemerge at any point, next fall or next winter, we will be prepared to deal with it identify it, do contact , tracing and isolation to ensure that we deal with this epidemic in the manner that we deal with infectious diseases. Reporter on the subject of medical research, why have you stopped promoting hydroxychloroquine as a cure . Pres. Trump we will see what happens. We had a lot of good results. We had some results that perhaps arent so good. I dont know. I read about one. I also read about many times good. It is a great for malaria, for lupus for other things. , we will see what it is. They have many studies going on on that, so we will be able to learn. Reporter a veteran study shows the death rate is higher pres. Trump i have not seen it. Go ahead, please. Reporter we are now over 26 million new jobless claims over five weeks. The Vice President<\/a> talked this summer about getting better. What do your economists tell you about the time it is going to take for you and the u. S. Pres. Trump i know a lot about economists. Reporter september, october . Pres. Trump we know the rest of the question. I know a lot about economists. The answer is they have no idea. I think i have as good of an idea as anybody. I think our economy will pick up substantially as soon as the states get open. That is happening as we speak. People are thrilled to see it because our country has to get back to work. They want to get back to work. You see that whether it is a demonstration or talking to people. They are going to get back to work and will get back to work very fast. States are advanced. I look at gavin newsom. He was very nice today. He wrote a beautiful statement. We sent him a lot of things that he needed. Different things that he needed. We got it taken care of. They have done well in california. They are doing well in florida. They are doing well in a lot of places. New york and new jersey got hit very hard. They are doing very well. I spoke with Governor Cuomo<\/a>, with governor murphy. They are doing a great job. Here is the thing we have to see they got hit hard. , everyone close together, people dont realize new jersey is very tight. You realize that because you have been covering it for a long time. New york is obviously very tight. They are doing a terrific job. For the most part, i will be able to tell you when it is all over. But a lot of the governors have done a terrific job. Some, i dont think have, to be honest. We will talk about that in the future. Reporter in an interview today with time magazine, dr. Fauci said the u. S. Is not in a situation where we can say we are where we want to be with regard to Testing Capacity<\/a>. He said we need more Testing Capacity<\/a> as well as tests. Why do you keep saying we have a tremendous Testing Capacity<\/a> . Do we have a National Strategy<\/a> that goes beyond tracking what the states are doing . Pres. Trump the answer is yes. The answer is, as you know, as i have said we are very advanced , in testing. Other countries are calling us to find out what we are doing. Within two weeks, you will see numbers and different forms of testing, just like we came up with the Abbott Laboratories<\/a> machine, which gives it to you in five minutes, which everybody wants. Everybody is asking, can we get that . You can only make them so fast. We have done more testing than every other nation combined. That is a big statement. When they talk about different tests, we are a bigger nation than most. When they look at statistics, statistically we are doing phenomenally in terms of the mortality in terms of the , different elements you can judge. When you look, germany and ourselves are doing well. We are very accurate in the reporting of numbers. In fact, i will go a step further. In new york, they added quite a few debts to a list. That was done in new york. They added a number of deaths. We are very, very highly , accurate. You look at certain lists of other countries. Some are obvious to look at. Obviously, the number is ridiculous in the form of low. Because they are not accurate counts. They are not even close to accurate counts. In fact, they are insulting to look at them. Testing, we are doing very well. We are doing very well on testing. We have tested far more than anybody else anywhere in the world. And within a short time, you will hear about new tests that will be incredible. [indiscernible] pres. Trump i think we are doing a great job on testing. If he said that, i dont agree with him. Reporter considering getting ramping up abbott pres. Trump they are doing it at a level they have never done it before. Company aa great , highly respected company. They came up with this machine. I have done it both ways. I have done it this way and i didnt like it, and i did it the abbott way where you literally just touch. Five minutes later, you know the answer. We use them in the white house. I think you folks have been given that opportunity, which is much more pleasant than the first way they looked at you, right . We are making them hundreds of thousands of machines. The advantage of the Laboratory Test<\/a> is we can get millions of those tests done. It takes a day or two days. Because it is a delivery situation more than anything else. The test goes quickly once it gets to the laboratory. But as we have found and shown everybody we have so many , laboratories. A lot of the governors did not know we had this capacity. But we have many laboratories all over our country. Every state has laboratories. Some have a lot of them. So i think we will come up with things as time goes by. Started, wei started with nothing, essentially. We started with a broken test, a test that didnt work. We started with a test that did very few people, not millions of people. The problem is if we did 350 million tests, one for each person, the media would say we should have done two for each person. No matter what you do, it doesnt make any difference. It is just like the ventilators. I talk about it all the time. Nobody mentions ventilators. One of the hardest things are ventilators. Now we are making thousands a week. They are calling from mexico. They are calling from many countries. I received today four calls. Would it be possible to send ventilators . I got four calls yesterday. No country is equipped like we are. We have 11 different places making ventilators. Our country doesnt need them now. Our governors are happy. But that is different with the tests, you can always say we , need more. We have done incredibly well , obviously with ventilators. , we also have 500 Million Masks<\/a> that are very shortly going to be here. We made millions of masks. We have ordered millions of masks that have arrived and been distributed. We gave one hospital in new york city 300,000 masks. Before the virus, they were using 10,000. Now we got them 300,000. They got rid of them very quickly, which i say, how did that happen . Why . Because they became very valuable, the masks. How did that happen . We have done an amazing job and we have worked with the governors. When governors they are the first line. When they werent able to get Something Like<\/a> ventilators you could have bought them, but many of them chose not to. They all needed ventilators. We got the job done. I will be introducing the team when we are finished with this whole nightmare. This whole plague. The team that worked on the ventilators was incredible. The team that it is a little bit interchangeable, but the team working on the testing is truly an incredible team. These are brilliant people. They are doing it for the country. They are not doing it for other reasons. Some have been very successful. They are doing it for the country. Reporter the house has passed since you were here the relief bill. Pres. Trump i will be signing it probably tonight. Reporter as you know, there is no aid to states and localities in that bill. Mitch mcconnell talked about states seeking bankruptcy protection. His Office Referred<\/a> to this as the idea of aiding states as a blue state bailout. What do you say to that . Do you agree with that or do you agree with Governor Cuomo<\/a> that this is a vicious attack on these states . Pres. Trump not a vicious attack, but certainly some people look at it that way. I have spoken to mitch about it. I have spoken to numerous senators about it. We are working with senators on the other side of the issue and we will see what happens. We are looking to do what is right for the people of this country. We are looking to do what is right for a particular state. We will see what happens. It is certainly the next thing we will be discussing. Some states in all fairness, some states have not done well for many years long before the , virus came. You cant blame this horrible plague and all of a sudden they cant blame that. You look at illinois. He had a lot of problems long before the virus came in. We will be talking about it. It will be a subject for a period of time. Right now, we have made this incredible deal for the workers and small business. I am very happy that harvard didnt get covered. We never actually sent them the check. But they were very nice about it. We never sent them the money. The oldfashioned way is the check. The new way is send them the money. We didnt send them the money. They were very understanding and they were very nice about it. So was princeton, so were a number of other schools that you dont associate with this money. So were big companies. You know many of them. It was a relatively small amount of money compared to the whole. Very small amount. But we want it to be fair. We want it to go to the people it was supposed to go to. Reporter are you for this idea of state and local pres. Trump i am open to ideas that are going to be great for the people of this country. If we can help states, we will always help states. We will always help states. There are different ways of helping states. Some are better than others. It is interesting the states that are in trouble happen to be blue. It is interesting if you look around. The states that seem to have the problem happen to be democrat. Reporter new jersey got hit by this pres. Trump but new york and new jersey were in trouble long before the plague came, they had a lot of problems. I spoke with Governor Cuomo<\/a>, spoke to governor murphy, spoke with gavin newsom about it. I am speaking to a lot of people about it, because it is probably going to be the next thing on the list. People understand well what mitch is saying and understand the other side of the problem. I will be speaking about it. We will do the right thing for our country. The right thing for a lot of great people. Reporter after the presentation we just saw about the heat and humidity, is it dangerous for you to make people think it would be safe to go outside in the heat, considering so many people are dying in florida, considering this virus had an outbreak in singapore in places , that are hot . Pres. Trump here we go. The new headline is, trump asks people to go outside, that is dangerous. Here we go. Same old group. Are you ready . I hope people enjoy the sun. If it has an impact, that is great. I am just hearing this not really for the first time there has been a rumor, a very nice rumor that you go outside , in the sun and it has an effect on other viruses. Now we get it from one of the great laboratories of the world. It covers a lot more territory. This is probably an easy thing relatively speaking, for you. I would like you to speak to the medical doctors to see if there is any way you can apply light and heat to cure. If you could. Maybe you can. Maybe you cant. I am not a doctor. I am a person who has a good you know what. Have you heard about the heat and a light relative to certain viruses, but relative to this virus . Dr. Birx not as a treatment. It is a good thing when you have a fever. It helps your body respond, but i have not seen pres. Trump i think it is a great thing to look at. Reporter you are the president , and people tuning into these briefings want to get information and guidance and want to know what to do. Pres. Trump i am the president and you are fake news. You know what else . I say very nicely i know you well. Because i know the guy, i see what he writes. He is a total faker. Are you ready . It is just a suggestion. From a Brilliant Lab<\/a> by a brilliant man. He is talking about sun. He is talking about heat. You see the numbers. That is it. Thats all i have. I am just here to present talent. I am here to present ideas. We want ideas to get rid of this thing. If heat is good and sunlight is good, that is a great thing. Some of the companies, Johnson Johnson<\/a> is one, is scaling up already before they have the final answer. A number of companies are doing that. You will save a lot of time. Normally you scale up after. The fda has been fantastic. They are moving along rapidly. I dont want to put a timescale because the socalled Mainstream Media<\/a> will say that he said a time. I dont want to talk about that. Every time i see a time, if you dont hit it i dont want to talk about a time. I will say there has been tremendous progress made over the last month. Reporter you spoke to Boris Johnson<\/a> this week. I wonder how he sounded, how he was when you think he will be , back at work. Pres. Trump i will tell you he sounded incredible. I was surprised. He was ready to go. I am very surprised to tell you this. It is like the old boris. Tremendous energy. Tremendous drive. I was surprised. He called me almost pretty close to when he got out of the hospital. I think he is doing great. He was so sharp and energetic. Pretty incredible. He is an incredible guy. He is a friend of ours and a vent of mine and he loves our country. He loves his country a lot, but he loves our country. He respects our country. They are lucky to have him over there. Reporter you said you would you might reach out to kim jongun directly and were working to find out if reports about him being in medical trouble were true. Pres. Trump i hope he is not in medical trouble. Reporter have you heard anything . Pres. Trump you would have been in a war with north korea if i did not get elected president. Remember, i was going to be the one who took us into war on our first day. Here we are. Look at what has happened. Withdrawal. We will not serve as policemen all over the world. I want to be police all over the world. I rebuilt our military to a level where it has never been built at before. It is not recognized by the fake news. I am hearing they used old documents. But that is what i hear. I hear the report was an incorrect report. I hope it was an incorrect report. A quick question. I did not like to see a lot of things happening. I wasnt happy with it. I wasnt happy with brian kemp. I wasnt at all happy. I could have done something about it if i wanted to. But im saying, let the governors to it. But i wasnt happy with brian kemp. Spas, beauty parlors, tattoo parlors no. By the way, i want them to open. Excuse me. I want them to open. And i want them to open as soon as possible. And i want the state to open. But i wasnt happy with brian kemp. I built on you that. Reporter are you surprised he defied you . Pres. Trump he did not defy me at all. That is your language. You know what happened . I said, you make your own decision. You are not under guidelines, but i am letting you make your own decision. I want people to be safe and i want the people in georgia to be safe. I dont want this thing to flare up because you are deciding to do something that is not in the guidelines. I went to dr. Fauci and other people. They were not thrilled. I could have stopped them but i decided we all agreed they have to watch it closely. We will see what happens. I told them distinctly, i said you do what you think is best. Me and my happy about it, i am not happy about it and i am not happy about brian kemp. Go ahead. Reporter a question for dr.
