A text with send us your first name, city and state at 202 7488003. Facebook twitter and to post your comments. We will get to your thoughts in a minute. How was your governor doing . According to a New Washington post poll, governors are getting high marks for their responses to the coronavirus outbreak. With 72 saying their governor is doing an excellent or good job. 26 saying the governor is doing a not so good or poor job. Compare that to the federal government, 49 say is doing excellent or good, while 51 give the federal government low marks. President trump gets 44 of excellent and good marks. 54 say the president is not doing a good job in responding. How do you rate your governor . Lets begin with alabama ivey. Nor kay [video] they are all eager to open up. The comment is we are alabama. A challe testing is a challenge for them as well. We cant fully reopen the economy but we are working together and sharing ideas. Some states are opening sooner than others but every governor is responsible for reading the numbers and doing what they think is best for their state. Reporter [indiscernible] i beg your pardon. Enough. Re not testing we are testing a little less than 1 of the population. We need to do a lot more testing to get up to speed. Yes sir . Reporter [indiscernible] 1 even fewer tests have taken place at this point. [indiscernible] sure. I dont think there is a set number we would use to automatically answer that question. We want to feel comfortable we can test people when they need to be tested. Right now in some parts of the state that means we take a consultation from a doctor one at a time and wait for the individual patient to get tested. No state has really solved this problem, but we want this testing to be available like any other testing is available. If you need to get a glucose test, you can go to any clinic or urgent care or Doctors Office and have that done. No one is near that yet and we certainly dont have to wait to reach a position like that. What we do need to be able to do is respond when we see outbreaks occurring. We need to be able to get to an area where we have multiple cases reported and get those people tested as quickly as possible and do Contact Tracing as quickly as possible. Reporter if we were to reopen the economy today, are you comfortable the state has resources to respond to an outbreak . I think we are still trying to make decisions about that. We have improved our testing tremendously. Again, the ultimate goal is not going to be realistic for any state to see anytime soon. We are increasing our capacity. The guidance we have received repeatedly from hhs is they say we understand Public Health labs are not doing most testing in any state. Continue to work with academic, medical, and providers for capacity. Most tests are being done by those other entities. We continue to try to get them to amplify their capacity as much as possible. Host the alabama governor and the top dr. Theyre talking about what it will take to reopen that state top doctor talking about what will take to reopen their state. Larry hogan. How was that governor doing . Caller when he first started he did pretty well. He was out in front of it pretty quickly. As it goes on here he is losing touch with the people a little bit. There was a riot by the Governors Mansion on saturday. Totead of allowing people come where he could waive and he could show it was ok, the rerouted traffic. People are ready to get back to work and get this thing going again. Host do you want him to open up the economy . Caller to be honest, i think it is time. I think it is time here in maryland. Host the governor tweeting out saturday, the first lady and i welcomed the first korean passenger plane carrying test kits that will give maryland the capability of performing half a million coronavirus tests. Korean. Is fluent in many hours onng the phone trying to negotiate this deal on behalf of maryland. The governor tweeting out yesterday, i just sent President Trump a letter to formally accept his generous offer to allow maryland to utilize federal labs for covid19 testing. We are ready to move forward with this important federalstate collaboration. Dean, how do you think roy cooper is doing . Caller hes doing a great job. Downay he has closed everything to keep the virus we need some leaders in washington. He shouldve closed the borders down on day one, the president. We would have gotten along a lot better and everything would not have been shut down enclosed. We could have got it stopped before he got such a hold on the United States. You know it and the people of the country knows. Host what do you like about your governor . Either the actions he has taken or the words he is using . What do you like about how he has responded . He tries like the way to help the people of the state. He tries to help the people but going ahead and not letting them in washington tell him what to do. No, imke trump saying president. You will do as i say. Our states showed him. The states control the state the governor controls the states. Governors should stand up for our country. The state. Viewers royshow our cooper, the North Carolina governor, a democrat. Hes talking about the unappointed situation and ongoing help for Small Businesses as he debates whether or not to reopen the economy there. [video] our state has sent almost 580 million to over 257,000 people who have filed for unemployment claims since the start of this pandemic. The on Employment Security commission continues to make improvements in the filing process and call center, but more work must be done and it is being done. We know this virus is taking a toll on our economy. And on our workforce. We cant lose sight of how this virus is impacting our families in North Carolina. I signed a new executive order today to help furloughed workers whose employers paid them as severance or furloughed payment. Before this order, these employees were ineligible for an appointment consultation compensation. They now qualify. We are working with legislators to try to codify and allow this order, and my other orders on unemployment benefits. Week when the journalist emily returns, General Assembly returns, we hope to get more consensus on helfer North Carolina. Help for North Carolina. The economy, working people and Small Businesses, and state and local governments need financial help. Our team is compiling recommendations for how we can allocate first share of federal money that has come down to our state from washington. We will have more of that plan to share later this week, but today i want to outline some of the significant items in that budget proposal. General Assembly Leaders and i agree we need to make more funding available to help support our Small Business owners. Providing that by funding to the Rapid Recovery Program through the golden leaf foundation, which is already up and running and connect quickly to get funding to people. Is the lifeblood of our economy, and many of the men and women who built these businesses are struggling right now. We owe it to them to help keep them afloat until it is safe to begin easing the restrictions. This money now is particularly important in that federal Small Business money has been depleted. Host that was North Carolina governor roy cooper. He sent out this tweet. Force my Coronavirus Task are getting input from around the state as we prepare to ease restrictions, protect Public Health and get the economy moving forward. Right now staying home is saving lives. Liz North Carolina from North Carolina says she believes the governor has done a great job. Danny and rando, South Carolina. You are one of the 37 states where your governor three Southern States where your governor was to reopen the economy. What do you think . Caller he dont care about the people. Cares about President Trump and trump does not care about the people. A lot of people will die because of him. Host you disagree with his decision . Caller right. He does things on his own. Tot what do you say governors who say we have to balance this . The unappointed rate as to the roof and people need jobs and they are trying to do the best they can to balance the health needs with the economy. Well, they are always looking out for the rich. Why cant they look out for the families and how about the people more . Host ok. Danny from South Carolina. Governor mcmaster of South Carolina tweeted out yesterday, locals can use their discretion. I will also reach to open but they must follow strict social distancing measures. Please stay safe and follow all recommendations from Public Health experts. Deidre in washington. Governor inslee is your governor. How do you think he is doing . Caller i think he is doing an excellent job. Host why . Caller he was the very first governor to be contacted because the coronavirus started here in kirkland, washington. Been very science and factbased and all of his responses to the coronavirus. He has been held back from doing things because the federal government is not cooperating, but he is doing everything he can do. Host so, do you think it is time since your state was one of the first states to experience this is it time to start moving toward reopening . Caller absolutely not. Host what are you concerned about . Caller getting everybody well. I think that is the priority, not jobs. But if important too, people are sick, people will not be working anyway. Host heres the latest tweet from your governor. Coronavirus will remain a threat until we have a vaccine. Workplaces will continue to look and operate differently until one is available. We will provide guidelines for businesses so they can begin to reopen safely. He says that will happen in phases with rigorous cleaning, protective equipment, screening, and teleworking. Nick in illinois, good morning to you. Howdy think governor pretzer is doing . Caller thank you for taking my call. Think hey, i already is not doing a very good job with the response but. With the response. For covid response, i would put him at a 10. Haley does what california and new york does. Hes a joke. If i may, if the governors think they dont have control over the u. S. Dollars and our economy, they are crazy. The president has control over the dollar. The president has control over the economy. They dont. If they think they do, they need to do us a favor and leave the union and take the debt with them. The caller from South Carolina just said this president does not care about the people. Stimulushave a 300 one time from president obama we had to pay back. Millennialearold got hit with a 1500 penalty from obama from not having health insurance, but the 1200 we got from this president has done nothing . People cant keep saying this. Im sorry. The fact we have people out there who think our government dont care, how government just wasted how much money for a virus that hasnt even gotten 1 10 of 1 of the global population . Continue to get your thoughts on your governors but if you mentioned the federal part of this as well, yesterday in the senate, they took action on providing more funding for the Small Business loan program and funding for hospitals and more testing. Joining us is eric watson, congressional reporter from bloomberg. What theoverall aide was for. Dig a little deeper for us. What are the numbers and where will this money go . Package isoverall 484 billion. Thebillion of that goes to paycheck protection program. That basically allows Small Businesses with up to 500 employees to apply for forgivable loans. If these on payroll and rent and utilities, those will not need to be paid back. It ran out of money last thursday. Republicans tried to renew this about two weeks ago but democrats said they needed to be changes to the program and more funding for hospitals and testing. Some demands were met in the final bill. 25 billion testing regime set up here that requires the administration to come up with a plan. As contention about money going to the states. Hospitals are suffering because of the lack of like the surgeries and procedures. This is another 75 billion for them. The democrats were looking for a bailout of state and local governments, 150 billion. That is not in the package. The treasury secretary and the president talked about that built. N the phase 4 bill. Host is the president effected design it . Caller he is inspected to sign it. Democratic leaders decided to give house members notice to travel. It will likely be a recorded vote, the first and quite a long time in the house, since a for the pandemic got going. Since before the pandemic got going. Republicans are demanding it. We are expecting at least 215 members for a quorum necessary to do business to show up in for there to be a recorded vote. We are expecting defection by some liberal members. They are very upset this bill does not contain more of their priorities. Shes looking for eight 2000 per individual cash payment. That cash payment issue definitely come up again in the next phase. The president is talking about a payroll tax reduction. Most economists say that does not really benefit the lower and middle income people is much as a cash payment. That could be in the next round, and possibly extending on the planet insurance. A boost of 600 per month. Host how much would that cash payment be . Guest theyre talking about 2000 per person. I dont know if you will go that high. It may be a replication of the 1200 per person amount. Capped atmped at individuals making 75,000 a year and then it phases out to 100,000. Per child, youre getting 500 per child. That may be replicated. Someat point this can be better forecasting of how the economy is doing. Eric, democrats are talking about remote voting. Will that happen this thursday . Guest on thursday, they will vote to set up the possibility of proxy voting. This is not electronic voting numbers have been talking about. It would allow a member to designate a number mother another member to vote for them. This is putting the responsibility on another lawmaker. With a public vote there is little chance the vote would be stolen. Steny hoyer came up in favor of actually remote voting, using videoconferencing to conference with the house clerk. Leaders have been reluctant to do this. They dont want to diminish the ability of congress to meet with each other. That is their main way of living members, armtwisting whipping members, armtwisting. They know how to vote remotely but they dont how to arm twist remotely. That might be hurdle for them. , all of hisasson reporting at bloomberg. Com. Thank you very much. Guest thank you. Host over on cspan2 this morning, remote debate happening in the house of commons and the british house of commons. Our live coverage of that parliament happening over on cspan2. Right now you can see the British Foreign minister filling in for the Prime Minister boris johnson, who is still ill from the coronavirus. As you watch, if you watch over on cspan2, you will see some members using zoom to participate in the debate as they practice social distancing in that chamber of government. Our live coverage over on cspan2 this morning. Here we are talking to all of you about that job your governors are doing. Allen in brooklyn, new york, what do you think of the job democrat andrew cuomo is doing . Caller i think is doing a very fine job because hes focusing on the facts and trying to educate the public about the a involving the likelihood likely passing of the virus, the resources, and hes been staying away from selfpromotion and rampant opinion nation and trying to make sure opinionation and try to make sure the public understands. He often quotes from lines about the family of america, the family of new york. Government not as something that is the enemy but that is an expression of our caring for each other. Thats a great contrast to the president who said he is not responsible for the problem. This is something the state should handle. We are just a backup. It reflects an attitude about sexuality because. Because whether we are talking about this virus or climate change, if you dont respect facts, you cant address the future. Thats the greatest threat to the president the president poses to us. He is not tying himself to the facts. Hes trying to do more about making sure he is reelected than solving this problem. Host how do you think the state of new york and new york city will be changed by this pandemic . Caller i think it is going to be far more profound than most people realize. Copinge we find ways of with the inability to go physically out, the less premium is placed on the physical proximity of people within new york. That will affect his longterm property values, both in rental and commercial and residential. Think there needs to be a very careful focus on longterm future. Populationsense still serve the function of maximizing pot activity of people, allowing them to interact. We were talking about the whipping process in congress. The same thing happens among ordinary people. They need to be near each other to be creative and for Energy Efficiency. If are going to deal with the climate problem, we have to tackle this disease so the Energy Efficiency benefits are being of being a densities are not overcome by the fear that drives us into the countryside to another wave of suburbanization that could result in the fear of being near others. Host inside the wall street journal this morning is the story with the headline that new yorkers are leaving the city. Some of them permanently, to find residences in the
