CSPAN New York Gov. Cuomo Holds Coronavirus Briefing July 13, 2024

Today in terms of the data. Down hospitalizations take. T is better than going up day butt is one slightly. Or bending net change in total hospitalizations is on decline. The threeday average which is more accurate than any one day number. The icu admissions is down. Of incubations and your patience [indiscernible] the reality and counter narratives, counter fact, the walked intow cases the door is still about 2000 per high. D that is still very fewer people in the hospital, but still 2000 people walking into the door and if you notice, it has hovered about the same several weeks. It peaked at 2000, but that is a high number. To number of deaths refuses come down dramatically. 630. That is still breathtaking and basically flat again like any of the other numbers. Context,of overall everybody wants to ask where we are going and i understand that. We have to get to tomorrow. What is the final conclusion . I believe it is when we have a vaccine. When people know that the virus is totally controlled. That is 12 to 18 months, maybe can be sooner. Maybe there is a medical treatment in between. Theould totally changed trajectory, people looking for a quick answer. A vaccine would be a quick fix and in the meantime, it is going to be in a terminal process between today and tomorrow. As much as people dont want to hear that, that is the truth. You will not hear any day it is over and the nightmare ends and we have to be smart. We also have a lot of work to do in terms of the Healthcare System and now testing which i will talk about in a minute. The testing tracing is the guide post through this as we are working our way over the next several months, the testing which is informing us as to who can go back to work, helping us isolate people. Testing is a totally new challenge. Theny has done this and phasing the ramp up of the economy as we do this. Again, in terms of perspective. Haswhole response basically been a response to a crisis and as the numbers start to come down and people start to take a deep breath and feel we can control the beast, they take comfort in the fact we can. Ontrol the beast i was afraid this was uncontrollable and despite everything we did, the numbers continue to go through the roof. We proved we can reduce the rate of infection. By our response to the crisis. Government, no agency, no Public Health expert. Peoples actions flatten the curve. Phase, all in this first bringing down that infection rate. We have the infection rate down to. 9. Down the infection rate is less than one to one. That sees the numbers starting to come down which is what we are seeing in the numbers, so we did that all in response to our. Risis rate, down the infection this the hospital to Hospital System to this projection level. You dont have people dying and always which is what to in hallways which is what we saw in italy. Vital, drastic measures taken quickly and in a coordinated way. We are still in that phase because you have 2000 people coming into the door every day so dont get cocky, dont get arrogant. You are not in crisis because you can control the beast, but you are only controlling the beast because of what you are doing. We are starting to transition to another place. It will be the second half of the situation. People cannot stay in their homes for this length of time. You cannot keep the economy closed forever. It. Ety cant handle now we are moving to another phase which is this reopening phase. How do you plan a reopening of same timey and at the be cognizant of the Public Health crisis you are still in . We have the infection rate down. O. 9 percentagec outbreak 1. 2. Reopen, reopen. Slim margine a very to operate. Get 1. 2 in fast, you three days and we will be right back to where we started. To get out ofwant my house versus the Public Health balance we are talking about. How do you measure this, calibrate it . You have to develop a testing andcity that now exists your test people on a higher volume and then trace them to find other positives and then you isolate. You have toime stabilize the state finances because we have a terrible economic deficit, spending money and asking all these hospitals to do thing to do things. You cannot keep writing checks if you have no balance in your account. It does not work longterm. I dont know who knocks on to the door when you are in state government, but someone will come. The next trick here will be testing. Testing system that can be ramped up to do this volume. Public testingt system if you look at what our departments of Public Health have. What is our private sector Testing Capacity . Relatively minimal also. We are talking about labs that normally operate to do blood testing if you need a marriage license. The doctor says go take a blood. Est for allergies that is basically the system we are talking about. That system does not do largescale testing. As drawings simple blood and getting it tested. This test in an of itself is complicated and you dont have a network that does it. With thehere we were hospitals. Hospitalsned with the when this started, we started numbershe much higher that would overwhelm our Hospital System. How do we ramp up the Hospital System . You dont really have a public Hospital System. You only have about 15 of those 100 Public Hospitals and the rest are private hospitals. We had to get those private to work with government in a coordinated way. We did it, but it was a phenomenal undertaking. You now have 300 laboratories and hospitals across the state met do virology testing. How do we get 300 private labs and hospitals to become one system statewide to do testing for covid and had we get them all coordinated . This is something that has never been done before and is going to be a tremendous undertaking. Also to further complicate it, thethey will tell you now labs, if they can get the test, which they have to purchase from private companies, the tests require certain chemicals to operate. They cant get the chemicals. Hey need to mix to do the test it has been chemicals . No one has been chemicals because everyone has been overrun with demand in the chemicals come out of where . China. Where everything has come from the past 40 days. China is in a position where they are being asked globally for these chemicals and that is a piece of the equation i cannot figure out and that is why the federal government has to be part of this answer. I can do what i can do on the stateside and i will. I will issue an executive order that says the department of health will be court the private. Ector labs government cannot the hands of this and say the states are responsible for testing. Federalt do it without help. Health i dont do china relations. That is where the federal help. Ment can we wind up in this bizarre situation we were in last time, 50 states all competing for these precious resources and in this case, it is testing and the federal government comes in and tests want to buy the also. , we have to stabilize the finances of the state. The federal government has passed three bills to address this crisis. Of those three bills, zero. Ate has gotten how can that even the . How is that plausible as a strategy . It does not work. We need Financial Resources we cannotyou fund the schools, cannot fund hospitals cannot fund business, all of the extraordinary efforts we are taking, it makes no sense. States to support the because the states are the ones who are doing this. States. G is up to the it is up to the governors. Everyone is in a different position and it is up to the states. The statesont ask to undergo this massive undertaking and then not give them resources to do it. The expression dump pass the buck or about passing the buck dont pass the buck without passing the bucs. Is there any funding so i can do these things you want us to do . Passing the buck which is the opposite of the buck stops here im not giving the Financial Assistance to perform the. Esponsibility last point we go from today to tomorrow, but we talked about the new normal. This has to be an opportunity , after the this exuberant cost of this, the personal pain of this, the death ,f this the depth of this there has to be a moment in time in a society back transformed. It was a learning and growth oeruid tional period. Yes, society took a terrible blow, but it became a moment of reflection where all sorts of new reforms and innovation happened. That is what we have to do when we look back at it, so our goal is not lifted up in turn things back to where we were. Nowhow do take the changes that you have been talking about in some cases for years but never had the political will to hard. Or it was too we talk about environmental changes or incremental equality, but we never do it. Now, you have this opportunity and window to really make changes and improve things you have not. Painu went through this and aggravation and suffering and you did not learn, then because there are so many lessons to learn and then you come back better than you were. York took a terrible beating, this nation took a terrible beating. Country. Sformed the you told you before 9 11 had to take off your shoes before you get on an airplane and they would go through every bag, you would say im never doing that. Look at all the security measures we have post9 11 that we would have never envisioned. Hurricane sandy, we did not build back to what was, we built better than before. We have to do that here and have. O do it affirmatively pause, reflects, learn, grow and move forward. Look it will be learned about the Public Health system. There is no Public Health system capacity. Hospitals have the number of beds they need to operate, but in case of emergency. There was no emergency capacity and hospitals. Indy. Had beds left indie empty. How do you improve the Public Health system . The Emergency Response . We never had to deal with a pandemic before. Did, and now lets learn and how will we be ready for the this . Ituation like dont know if this virus comes back in a second wave, but there will be something and we have to be ready and better for it. Not just what you learned, but what have we been talking about doing that this is now an opportunity to do . We have been talking about reimagining the workforce in workplace. Does everyone have to drive into the Office Everyday or did we learn there are ways to telecommute and work from home where it is actually more efficient and more effective . What do we do about a Transit System and make it safer . Aboutw are we now smarter public interactions . Cannot tell you how many doctors that said i said for years we should not have not be shaking hands. So how do we take this moment and actually come back smarter . Moment ofieve it is a personal reflection. We have been in a different , what have we learned during this heartbreak and this crisis. I have spent a lot of time with. Y kids my kids hadons with gotten so superficial, everyone is busy. What do you need, everything good . It was the same conversation over and over. Them got time to sit with and really have indepth conversations that i have not had any long time and one of the things i learned is i was missing a lot. They are grown up and have complex lives, complex feelings and situations and you dont understand that or get to appreciate that when all you say is how is everything, do you have everything you need, i will see again. I was busy was my defense. Not ancept that is excuse. Take a deeper reflection on what is important in life and you cant have a real quality relationship with another child or human being unless you take the time to get below the surface in really understand what is going on. They dont open up in a nowminute conversation so im in a situation where i have a couple of hours to talk to my daughters. There is a whole nuance of what is going on that i was oblivious to. I have not been able to see my mother. I ams a little older and exposed to a lot of people. I amo see my mother out and about a lot, so it would be careless to see her. Her itimes i had said to come see your. Something came up, i was busy, i dont have the time. Wrong. That was more important than anything else. Rethink what is important and what i had been missing. Becauseen missing a lot this we are all busy, we are all busy. What were you really busy with an what did it matter . I know i learned a lot on a we may beevel, but more physically distant for the foreseeable future. The key is to be more connected as a society, as a community and that is what we are going to do. Questions . [indiscernible] lets take this situation and it and find a better way. Here is my suggestion. Shouting,n everybody i will call on every person and ask a question and then well go on so we dont have to yell at each other. Lets talk about additional funding. Do you have in the idea of what that number is . Proposed. What we all the governors are part of the National Association and i am the vicechairman. Requested 500y billion for states. That is public and that is what it is. What about new york specifically . We did not get into the allocation, but it should be proportionate to the need. , allocate ition proportionate to need. You know it the cases are, you aok at a map and you see person talking about reopening. That is radically different situations, so allocate the funding where the problem exists. You are trying to solve the problem, allegheny allocate exists. The problem a bill forund health care funding. Some states. About 200,000 for every covid case, new york got case. 12,000 per covid have you justify that . Wanted to give every state something so they can go home and do a press conference on it to their state press release for their state. Need billions of dollars to do press releases. Somee president said states would go into phase one . Mmediately what he is saying is it is up to the states, up to the governors who have states that have fewer cases can reopen faster. That has nothing to do with the president or federal policy or anything. All he is saying is it is up to the state and you will see state that have less of a problem opening sooner. Totallyundeniable and logical, so it depends on that state and the numbers and the governors rely on numbers. [inaudible] we are. 9 on the infection rate. 1. 2 is the tipping scale were numbers go up so your margin of error is between. 9 and 1. 2. You have many states where the is minimal. Te we are right up to the line of possible outbreak thomas so the states that will open first by the data we are right up to the line of possible outbreak, so the states that will open by the data [no audio] you have a hospital rate that seems to be taking down. For stopping the things you have done to increase capacity and are their thoughts of reopening hospital facilities to elective procedures . We had a bunch of requirements to increase capacity. Is there any concern that causeng the standard, may problems among healthcare workers . The ppedc reduced guidelines. It was the cdc that have federal guidelines on the personal protective equipment and they have different guidelines apparently when you are in a. Risis that is what many of the nurses are complaining about. Used the cdc guidelines on with issues, but the issue when can a Health Care Worker go back to working with the mask . Are we thinking about changing any of this . I dont feel like it will cause [indiscernible] panel at all. First, you take all these numbers with a grain of salt. You could have a surge, you could have a second wave, look at china, look at italy. Where we a point now are immediately endanger in danger to exceed capacity . No. That is why we are giving back to other states like new jersey. I dont believe we are in a place today were we are at risk of going over capacity. Over capacity. [inaudible] infectione of andysis is very difficult there are a number of purposes they are making in the so we dont have discrete rates of infection yet. Our economy that has made strides the past two years has been devastating. [inaudible] it is important to get the economy open wherever you are as soon as you can. Break and i nice iink everyone is well past had a nice break. Positionis in the same and at the same time people say i dont want to go out, get sick and die. Aaying home and not getting paycheck is bad come a not as death. Dad, not as bad as rnar infection rate places better position than places with a higher death rate and infection rate, so calibrating those differences is important and balancing the economic need with thersonal need that is alth need, calibration that is everything. Wednesday you think you will start to make that separation . When do you think youll start to make that separation . You will see nursing home issues, one of the things they keep asking about, Nursing Homes and we vulnerable point have seen that cross upstate so it is not just everyone once the economy running, but everyone at the samesafe time. We are seeing numbers like 55 deaths that this one nursing home. Why are they taking so long to inform the public about this . Why has the public not known about these numerous outbreaks . I think they have. We have been talking about Nursing Homes the past 30 days. The first outbreak was in seattle, washington. The mostaid 157 times portable population are seniors in the most vulnerable place is Nursing Homes. I think precautions for nursing about. We have talked [inaudible] not an inspection issue. No visitors. Think about how harsh a policy that is, no visitors in a nursing home for people who live for visitors, staff testing, different cleanliness procedures is nothing to be underestimated and the virus is good at killing older people and people with compromised immune systems and that is why the virus seeks out Nursing Homes. Screeningth the protocols, people can be asymptomatic. [inaudible] that type of testing . We want to test frontline workers, test Health Care Workers, but then you need tests and that is why we have talked about the need for testing in the need to ramp up testing and the need to ramp up testing. [inaudible] residents have been transferred. Is that something the state recommends . It was transferring programs. Or that is something we balance, ticularly in in downstate in downstate where it has been more prevalent. Ideally, if you had an on the , get the results and 15 minute
