Hoosiers. Ternoon, thank you for joining us on this thursday afternoon. Medicalhear some updates, testing, case numbers. We will also hear from the commissioner of the department of Workforce Development in some new numbers that are out every thursday. That, i want into to Say Something at the outset. We have heard from many hoosiers across the state of indiana. There islly understand no more spiritually important week for many believers that than the week we find ourselves in. I personally am comforted by the saysin matthew 18 20, it where two or three are gathered together, their mi. It is a powerful reminder it is two or three, not 200 our 300 or 2000 or 3000. It is emphasizing its the church body, not the building, no matter how architecturally awesome or beautiful that structure may be. Body and the relationship with the higher above that is most important. My jewish friends, passover started yesterday. Christians, another important today. Todays is the day jesus put a andl around his waist washed the feet of his disciples. I would submit it is time to wash some feet without touching them. It is time for our families and our neighbors to stay safe. It is time to serve them in this way to distancing. It is time to serve them checking in on them. It is time to serve them by providing food and protection for those in need. It is time to serve them by respecting life, by not potentially transferring a fibrous. My faith teaches me in fact it is the command of jesus we are to love god and we are to love others. During this week for those who celebrate the sacrifice of jesus , we are reminded there is no greater love or sacrifice than to do what we can to keep others safe. Staying inside is a sacrifice but it is also a demonstration of love. Among these three, faith, hope, and love, love is the greatest of all. Hope we choose to worship in an act of love. With respect to others. Our extended hoosier family. If that is at home, Live Streaming a sermon, i am loving it. Communion on our sofa, i am loving it. Kneeling in front of the i am loving it. A churchdriving to parking lot or out to a empty, must stayfield, you inside your vehicle. This is not a tailgate. Physicalno going to be interaction with clergy or staff or other participants in that service. Your vehicles must contain only those from your household. Spaced outeed to be by nine feet or more. It is preferred no communion be handed out but if it happens, it current food safety standards. I would just say to everyone in the coming days, get the word and get home. Desire, desire, our only , your your family congregation, the very definition of the word congregation. Be as safe ando strong and healthy next week as you are this week. With that, it is time for it is time for indianas daily doctors appointment. 2 30 every day. We will hear from the department of health. Thank you. Thats a tough act to follow. Theres no more Important Message you will get today than what the governor just said. I will start out with sobering facts. As you can see on the slide today, weve had 42 new deaths reported in the last 24 hours. I want to continue to remind you that some of those deaths reached back as far back as midmarch. 75 of them are deaths that have occurred since sunday. Most of it is more recent reporting. Some of them to go back. , you had toesterday report these deaths to me and as positive covid19. That will take Effect Tomorrow. The next slide shows you are reported deaths as broken down by our counties across the state of indiana. These are incredibly sobering numbers. They are a stark reminder that we have not reached the peak of this pandemic at this time. Social distancing is incredibly important. After whatever worth of service you do, it is not the family dinner with 35 people there. Even the cdc sent out stories about families that had lost three individuals because of meeting for a Birthday Party or a funeral. Please dont expose any of your elderly individuals in your family to that risk. Teststhe number of reported today is lower than what we have been seeing lately, i want to caution hoosiers. This means there was a lack time in some reports of labs that were reported to us. They will be on the actual report tomorrow. That volume fluctuates daily depending on when they arrive. We always catch up the next day on the dashboard. No one should draw any conclusions based on the number of hoosiers that are tested. Look at the continued high activity we have through Central Indiana and increasing cases and lake county, st. Joseph county, and peter county. We are not through the surge. We need to continue to stay home and keep talking about the precautions amongst ourselves and with our neighbors that we know you should be taking. , ourlustrate this point strike team collected more than 500 specimens to be tested. In addition, we held our first drivethrough clinic in lake county and tested in the first ,ay 225 healthcare workers First Responders, and essential workers which is far beyond our expectations for that first day. We will be back today and we will continue to be there through next monday and possibly tuesday. We are continuing to work on other locations and want to remind everyone that these clinics are for people who are healthcare workers, First Responders, essential workers, and to have symptoms of covid19. A couple of other updates. Requiring thater all labs testing indiana for covid19 report all of their negatives in addition to their positive reports within 24 hours. This takes Effect Tomorrow and we will send more guidance today explaining how you can do this. The purpose is to ensure that we have an accurate baseline to better calculate what percentage of tests are coming back positive in the state. That all also requires longterm care facilities, jails, prisons, or other conga get housing facilities report their covid19 cases. Also if their individual employees become ill. Certainly any covid19 suspected death needs to be reported. That way in that setting, we will know we need to be reaching out and finding out what we can do to help you. Its vital that hospitals and local Health Departments notify the Indiana State Department of health immediately when a death occurs. It informs our actions. This requirement will help in that reporting. Address dress confusion about personal protective equip. The state Health Department has a very limited supply of personal protective equipment, most of which has been donated by individuals across the state. We have distributed everything we received from the Strategic National stockpile. The date, we have been able to meet all the needs of any individual longterm care facility, ems, or hospital that has reached out to us. It is important that we continue to conserve and you continue to understand that we dont have a huge stockpile in the state of indiana to be giving out. Im incredibly grateful for the assistance we have received from private partners from across the state who have donated supplies. We are pushing those out where they are needed as quickly as possible. We are not able to order supplies for hospitals or longterm care facilities. We can supplement their supply. Weve had a couple facilities say, we dont need to order anymore because the state has them. No. I need you to work your supply chain and continue to get we can. We will supplement as needed. I want to remind people about the importance of social distancing. This is an important week, as the governor mentioned, for religious observances for people across the state. Those observances need to be different than they happen before. The governors executive order limits the size of gatherings to no more than 10 people. If you feel the need to go into a field or parking lot, i would say communion should be brought from your own home. Bring your own crackers or jews or sparkling wine or whatever. Take that in remembrance of our lord. Dont pass out things. Im concerned that people could get infected. If you do that, stay in your cars. Dont get out of your cars for anything except when you reach him again. I wish everyone a very blessed weekend. I hope that everyone stays healthy and safe. Thank you. Thank you. We all know during the month of march, the weekly unemployment claims numbers pretty much shattered everything that we had seen before. 4, wee week ending april did not see much different. 133,639ed about unemployment claims that were filed for that week. This is down a little bit from the previous week but is still close to the secondhighest number claims filed in indian history. We are seeing a high number of claims filed in indiana. We are also tracking an extremely large number of claims being paid. April, for the month of we have paid out 175,195 payments just up to this date in the month of april. Compare that to april 2019 for the entire month. We paid 71,000 payments. Have high call volume that is associated with our high claims volume. We are having some technical difficulties that we are working on this week. We started with the new contractor and we are working out all of the kinks in that. We have had some complaints or some concerns about calls being transferred and when they are transferred, they end up getting dropped. We are working with our i. T. Team to make sure that that issue is being addressed. We have also seen a number of calls that relate to Unemployment Compensation benefits, specifically as it relates to pandemic Unemployment Compensation and pandemic unemployment assistance. I want to spend a few seconds talking about those two things again. Reminder, the pandemic Unemployment Compensation is no additional 600 weekly payment for claimers who were eligible front of claimant benefits. Ins payment will be seen peoples paychecks. They will start seeing them around the first week of april 20 area april 20. The payment will be retroactive to march 29. Theres nothing additional that a claimant needs to do for that benefit. We will process it along with the persons normal and implement compensation benefits. For the pandemic unemployment this is the Unemployment Insurance payment for an entirely new class of workers. ,or the independent contractors for those who are selfemployed. As a reminder, our system was not currently designed to address these claimants. This is an entirely new classification of workers that will be paid Unemployment Compensation benefits. System, ild on our new we are looking at a variety of things and we are working across different state agencies. What we have found is this. Who falls into one of the categories of an independent contractor or selfemployed person or even didone who would otherwise not qualify for benefits, they will apply and then then they get up they get tonight. The benefits will continue to be denied. The system does not recognize that class of individuals just yet. We are working on that system. Once that system is in place, it will recognize you as a beneficiary and you will start receiving payment. That additional 600 payment under the pandemic Unemployment Compensation or Assistance Program will be provided to you in the same manner as well. To marche retroactive 29. So what we found is that once an individual ends up applying for that benefit and they get tonight, frustration sets in. Understandably so. Because the claim was denied. And the personal callin then they will probably calls and then they have to call several times. Unfortunately, the answer will remain the same until we change our system. The denial will remain in place until theres a new system in place. Datence we identify a certain when that new system or program will be rolled out, we will let you know. Weve been cascading information throughout the state on all of our employment systems. Givenmade sure that weve the public as much information as we could. What has been very helpful are the comments that individuals make to us, some of them leaving phone calls, messages, some sending emails. What we do with that information is we take it back to our shop and we translated into a frequently asked question and we end up providing an answer to that question. Thank you for that. Heres what weve done over the last week to make sure that we are getting the message out and we are answering questions that are in a more public form. Weve had several webinars this week. Weve had several with businesses, some with employees. Weve had over 8000 individuals register for those webinars. We also held our first Facebook Live event yesterday. Thanevent reached more 140,000 hoosiers. Next week, we partner with radio one. One isday at 1 00, radio going to stop playing music across all of its bands on w tlc a. M. And fm, hot 96, and radio now. They will be broadcasting some of our in Unemployment Insurance people talking about this program. Why are we doing these events . We want to provide answers to the general public about what is happening in our and implement insurance system. About how to file claims. Some of the new benefits that are coming your way. Weve also seen that the more information that we put out to you, the better understanding that you have about the overall system. It reduces your necessity to callin to our lines, to make sure that we are saving your time so that you dont have to wait for a call. In addition to this, we are having on april 23, we will host a virtual job fair for the Health Care Industry in the fort wayne area. We have five Major Health Care systems that will be featured. Shortagehat theres a and we know that theres work out there yet to be done. We want to ensure that we are providing this service to help connect hoosiers to those needed jobs. We are all in this together. We will continue to provide updated information through as many outlets as possible. Governor and just like dr. Box, i wish you a great holy weekend. Make sure that we all play it safe. Thank you, fred. Let me just say quickly before we get to the questions, our large and small Hospital Network , each and every one of them have made such a difference. Theyve really been equation changes, quite frankly. They pivoted and all came together. Andaborated in preparation now throughout the duration of this uptick. Uptick inprecedented patient care and need. Their collaboration in court nation has been nothing short of incredible. You a heightened level of confidence and comfort that, yes, we are all in this together. That we will be able to provide answers. We will have the proper avenues to get help. The help is there, whether its on the economic front or the health front or the safety front. , idifficult times like this understand. We are all concerned about a lot of things. Virtually everything. Its hard to keep up the energy levels, especially if you are one of our Health Care Workers. If you are on the front lines. If you are one of those First Responders. You are not only whipped going home but you are also concerned about going home, if you are taking anything you caught it work home here own family. Caught at work home to your own family. The more that i read and talk to and hear from folks all over the state of indiana, i try to share on a daily basis the good news. The only thing that i think is more contagious than covid19, this coronavirus, is the level of hoosier generosity. Kindness. That will be underscored over this weekend. But it is underscored every that we all go through this together. I will very quickly review one example of this from a family to our Health Care Workers. This one is for the team at Johnson Memorial health down in franklin, indiana. Theretfelt letter arrived to express what im attempting to. Lovedaid, their father or one had been treated there and he passed away. They said to the staff at Johnson Memorial health, its been so difficult to find the right words to express our deep gratitude and love we have for you. You took care of our dad. Our fatherinlaw. Our grandpa. His last days. From what we saw come you gave him the kind of love, care, compassion we would have. Had we been able to be by his side. We love you for your kindness. Never in the many days while he was with you did we feel like an inconvenience. You answered are many calls. You kept us informed and even so we your space suits could see his face when more time. We love you for your communication. This disease will require a hard fight. You are Strong Enough to keep fighting. Family families like ours are the reason. We need you. We need you. We love you for your strength. Patients will heal and patients will pass. Please know in the end of all of this, our family, like so many others, will be forever grateful for you, regardless of the outcome. You have a very big job to do and we do not take your dedication and your sacrifice for granted. We love you. We pray for your strength, health, and safety everyday. Please dont give up. All of our love. I dont think it could be said better at any moment then they did to this staff at Johnson Memorial health. With that, we will turn to the line of questions. Eric berman. Good afternoon. Good afternoon. I want to go back to something from a couple days ago. You said you were frustrated by the amount of misinformation that gets out there. What is it that is causing the most issues out there . What is the biggest misconception people have . How do you combat that . Do you want to comment on that . Its a long list for me. Steve, you might want to talk about what you are seeing. Track misinformation or disinformation regarding vaccines, regarding antibodies, is, who ishere this immune or who is not immune, how you can contract this disease. Its a long list. It pops up in different areas by different actors. You are coming from a very clinical perceptive perspective. Thats a very good question. What i would say is that it is a novel virus. Its the novel corona sars virus. We dont
