Mr. Huizenga thank you, mr. Chair. I stand here today to offer while i stand here today, as i offer my amendment, residents across the great lakes are facing imminent threats to their property, their infrastructure, and to the shore lines themselves due to historically high water levels. Great lakes communities, including many in my own district along the shores of lake michigan, are in critical need of shore line projects to protect against devastating erosion. For those of us who call the region home, the great lakes forever shapes our way of life. Its from we recreate, its where we do business, its where we pass along the heritage of our region. It is the largest freshwater system and holding 20 of the freshwater supply and generate 1. 5 million jobs and provide the backbone of a 5 trillion regional economy and home for more than 3,500 different plants and species. Often say, we can and should both protect and promote both the if we dont protect our shore lines now. The high water levels which brought higher waves and strong winds are threatening. Public infrastructure including roads, bridges and docks have been battered and in some cases lo. Beaches have been desecrated. And numerous homes are teatering on the edge of dune cliffs. This amendment which would set aside 10 of the spending in these particular projects would ensure that communities within the great lakes system receive necessary funding through the Grant Program to protect and preserve our shorelines. It is imperative that resources will enhance the shorelines and protect our homes and our communities. I understand the Ranking Members position on this particular package of bills and Senate Activity or maybe lack thereof on this, yet, i do have a responsibility to not only highlight this issue but advocate for those who are in desperate need and in desperate situations. That is one of the reasons i will be supporting this package and i ask for consideration of my colleagues to help adopt this amendment. And whether its going together as a package or whether it gets dealt with separately in the senate, i know this is something that we need to look at as a body, as a legislative body and we need to act now. They are currently experiencing near record high water levels causing widespread erosion and costing people of their lives. There have been 50 more deaths in the great lakes because of these dangerous conditions. They are forecasted to continue for 2020 and beyond. Just this month, 12 state michigan lawmakers asked the governor to declare an emergency. Resilient living shore lines are one of the best options for the great lakes communities. As they are for other communities in the body of this bill. And your majority does support my colleagues amendment to be sure this money does find its way to where it is most needed. I rise in support of my amendment to h. R. 729 which im proud to offer with representatives morelle, and stefanik. This would authorize the u. S. Geological survey to conduct research on algae blooms in the great lakes system. This research would help to address the significant risk that the blooms pose to ecosystems, including the production of toxins that endanger humans and animal life. Here. Azards are all too these outbreaks have jeopardized clean Drinking Water for my constituents and directly impacted the communities. This issue extends beyond my district and beyond the great lakes. These blooms have been recorded in all 50 states and necessitating increased federal support for research and mitigation efforts nationwide. Research conducted in the great lakes under this amendment would help to stem this toxic threat and give peace of mind. I urge support of my amendment and i reserve. Mr. Case and i again appreciate very much my colleagues efforts on this particular amendment which as he points out is a truly bipartisan amendment joined in by members of the new york delegation on a bipartisan basis and this illustrates a couple of different things. This bill, these amendments need not be partisan. They offer one of the best avenues forward for true bipartisanship as we confront Climate Change. They illustrate, when we talk about our Marine Resources and of s on this bill and think our coastal states that are affected, many, many states throughout the country are directly affected by the impacts of Climate Change including the new york state in con junction with the great lakes. This is an amendment that we can support. Every year we seem to hear about another toxic bloom in the great lakes and its important the Fishery Research authorization include researching, the impacts of algae blooms because it is unknown the causes and the impacts of fish populations. When we speak of fish populations in the great lakes, we speak not only of the benefits of the fish populations of our ecosystems and not only of Recreational Fisheries but 75,000 jobs that can be attributed to the health of our fisheries and great lakes. I rise in support of my amendment to h. R. 729 the coastal and great lakes communities enhancement act. This amendment would extend the Grant Funding under h. R. 729 to products to assess the impact of the water Level Management practices on coastal resiliencey. My constituents have faced record high and catastrophic water levels in two of the last three years. These rising levels have resulted in catastrophic flooding, damage and coastal erosion. Posing a threat to the local economy. As water levels continue to rise across the great lakes, it is important we evaluate all of the factors that contribute to the health of our coastal communities and the water Level Management procedures that are supposed to mitigate those threats to our coasts. This would give support and require thorough evaluation of these procedures as a part of the broader effort to improve resiliencey. I urge support of my amendment and i reserve. Mr. Case this is a very bipartisan amendment by the members from new york and indicates that we can, in fact, proceed in a bipartisan way on these critical issues. As already noted earlier in my remarks the great lakes have experienced record or near record levels of high water and proper scrected to continue to have high levels next year and well beyond. Many Property Owners are suffering from accelerated lapped loss and erosion. This amendment rightfully ensures that water level regulating practices can be a part of coastal resilience planning. I regret when it comes to our worlds oceans, we dont have the luxury of regulating sea levels. So we support this amendment and support the intent of this amendment, but i must indicate a caution for the record, and that is, if this amendment leads up o the uncontrolled indiscriminate construction of dams throughout our country, we need to be careful. Dams are doubleedged swords and can be a boon to water regulating practices and electricity and energy and sports and fishing and many, many other concerns, but they can have unintended environmental consequences and i would caution as we go forward with the implementation of this amendment, we pay close attention to the sound Science Behind water regulating practices. One of the problems we have in the great lakes is the high water levels. Lake ontario has a joint commission that i would go argue is not administering the water levels and contributing to the problems and we need to have uniformity and consider more the impact on this coastal shore lines from those regulations. Mr. Crist my amendment today is simple and clarifies projects to address harmful algae blooms are eligible for Priority Funding under the Climate Change adapttation preparedness and Response Program created by the underlying bill. Last year, the state of florida was ravaged with red tide and bluegreen algae. Floridians were forced to endure threats to their health, dead manatees. Lphins and the stench drifted inland for miles. Our waterways and Natural Resources are our livelihood but these looms blooms threaten that. Businesses in the 12 most impacted counties lost over 130 million in dollars in four short months. And at least 300 hardworking floridians lost their jobs as a result of the outbreak. This is not just a seasonal nuisance. Hese are threats to our economy threats to our economy and our way of life. And another red tide red tide outbreak is happening right now. These outbreaks will only get worse as our Climate Changes and our oceans warm. Its imperative that any program to help prepare our communities for the impacts of Climate Change includes initiatives to address harmful algae outblooms such as red tide. Id like to thank the bipartisan sponsors of my amendment, the gentleman from florida, mr. Rooney, the gentlewoman from oregon, chairman bonamici, the gentlewoman from ohio, chairman kaptur, and the gentleman from florida, mr. Hastings. Id also like to thank the rule committees for making my amendment in order. I urge my colleagues to support this critical amendment as well as the underlying bill. I thank you, mr. Nonetheless this amendment would authorize a Duplicative Program that would cost 100 million each year if it was implemented. Just because we pass the amendment doesnt mean the money is there to implement the program. So much of the opposition, so much of the complaints we have been hearing is that theres not enough money appropriated to do it. The 114th million doesnt exist until theres appropriations to go about that concept. Heres where the problem lies for all of these amendments that were going to be hearing for this entire process. The bill is the harmful algae Bloom Research and control act passed in 1998 which provides the Legal Authority and the funding level, not necessarily appropriation, but the legal authorized funding level for algae prevention and control. In addition to these activities, they are being conducted by noaa, usgs, nasa, the army corps of engineers and e. P. A. Its a concept weve been saying all along. The entire concept of this package were bringing in here is stuff thats trying to highlight another issue, another problem which may be in this case a legitimate issue and problem, but fails to realize its already covered. You dont need a Duplicative Program to do what were already doing. If you want more money for it, thats another issue. And that doesnt take place in these authorizations. R. 729, the coastal and great lakes communities enhancement act. As weve heard today this bill helps communs like mine on the Central Coast of california prepare for and respond to Climate Change. It does this with Scientific Data to address coastal and ocean management. More importantly this bill establishes the National Ocean irk and atmospheric administrations digital coast program, a webbased collection of tools, train regular sources and day that informs coastal managers on their climaterelated decisions. My amendment will expand that data set. It will do that by encouraging collaborations and partnerships between higher educational institutions and federal agencies. In my district, there are coastal colleges and universities. That are pursuing Cutting Edge Research focused on coastal resilience. At the same time, there are federal agencies like noaa that are doing innovative work on this very same topic. My amendment will ensure that theres communication, coordination, and collaboration between academic scholars and the policymakers when it comes to digit at data focused on Coastal Management issues. This will not only improve the relevance and applicability of our nations efforts to protect coastal communities but will help our nation gather the evidence it needs and continue being the leader it needs to be when it comes to mitt fwation and adaptation in dealing with Climate Change.
