And view it as a prerequisite for keeping people in the Liberty Coalition for doing everything we care so much about on the tax and regulatory policy. Trump important position you have, what is your stance on vaping, ecigarettes . Have you taken a stance . Yes we have and we are totally aligned and supportive with the position you took on september 11. [inaudible] pres. Trump let me take a look. Joe rogan, director of advanced policy counsel. Im scott, director of the American Manufacturing standards association. We publish manufacturing standards for eliquid products that any manufacturer can use. Pres. Trump and if you do not have high standards, Dangerous Things can happen. Happening,s been right . Where people are using devices and other things that are not good, right . Yes, sir. President trump thank you. [indiscernible] and we very much support what you put forward in september. We have a half million members many of whom are moms. In addition, they asked me, begged me, deluged me with notes to tell you that they support you all the way. Mr. President , thank you for having me here. On behalf of our organization, i want to thank you for your leadership in bringing this issue to the public light. And for you to help us focus this on the kids. One of your original [indiscernible] conway, mr. President , [indiscernible] to invite people from both sides of the issue to the cabinet room to have this conversation. Pres. Trump thank you, kellyanne. I am senator mitt romney. Myself and its murphy offered legislation that is very murphyent senator offered legislation that is very consistent. To ban flavors, so we do not have kids getting hooked on Nicotine Products. We also insist cartridges are tamperproof so kids cannot add contaminants to the cartridges, that is consistent with your point of view. Pres. Trump thank you. This is a very big subject. A very complex subject. Probably a little bit less complex than some people think. But i am here to listen and i have a very urgent views. Who would like to start . Give a background on where we are and what we are doing. Thank you, mr. President , for your work and leadership on this issue. To demonstrate your deep commitment to Americans Health and in particular the health and well being of our youth. While ecigarettes can be an offramp to adults, we can all agree we cannot allow them to become an onramp to nicotine addiction and combustible tobacco by our kids. As the president said, we are here to listen. It is highly complex so it is important to gather an array of perspectives to find the best way to go about it. Thank you, mr. President , for organizing this gathering. We all look forward to hearing from our guest. President trump how about we start with your point of view. Where do you stand . I think, we clearly in kentucky have a problem with teen smoking. But i think having access to vaping product is not necessarily the answer. It goes beyond flavors in my opinion. We should not have access for any vaping product until they are 21 years of age. The more you introduce nicotine into a kids brain, the more it is shown they become addicted to other substances. The longer we can keep nicotine out of the hands of kids, i think it is in everyones best interest. Pres. Trump one of the things will be talking about will be age. Because age is a big factor. We are going to be coming up with a, a number. I think we have to come up with a hard number at some point. So we will be doing that. Let me know, you had something very interesting to say before. Go a step further, please. I also want to amplify what others have said. [indiscernible] solving this problem of evaping. Many people in this room believe it is the right one. That is reading the market of all of these flavors including bubblegum and mint flavors. Because it is the flavor that thes the kids and that kept kids from perceiving harm in these products, and the presence of nicotine. We are Grassroots Group represent families across the country and we went through letters and emails and outreach from families, in every state i can think of, florida, ohio, wisconsin, new york. These are reallife stories. Im happy to read this for you. Of families that have had their lives upended by nicotine addiction. Pres. Trump they say get rid of flavors but leave the menthol, ive heard that from a lot of people. No . What we have seen in the data is that if you leave the menthol, they will start using menthol. So [no audio] that even some flavors even if some flavors arent eliminated, they will keep on going, so that is not a good solution. Pres. Trump what do you suggest . Im suggesting what you suggested, that you take all the flavored ecigarettes off the market, including [no audio] there is one question. If we can do that, i think your comment about the age of 21 is out there. I think things like no direct access, to making product, keeping them behind the counter, i think things like that are important. But menthol is part of the reason why we have vaping, is to designed to help people who are smokers. One third of smokers are menthol smokers. By eliminating that, i think it cuts off that path. But we have to really be very serious about preventing sales of Vape Products to any minor. And stores need to face the consequences if they do that. They should get their licenses pulled. Pres. Trump how many stores do you represent . 153,000. Millions of employees. Pres. Trump i think youre losing stores now to the internet. Would you say are losing stores . No, not Convenience Stores. Pres. Trump not Convenience Stores . Thats a positive sign. Those are my people. Probably more importantly they are your people. President trump but what are they saying about the vaping phenomena . Theyre saying the same things they say about the hard , cigarettes. Wine it is super important for our members to be socially responsible retailers. We have on doing that through programs. Super important. We need to have a very serious regulations about sale to under age people. Pres. Trump so representing all the stores, great people, what is your solution . What is their solution or your solution . Limit direct access to the product. [indiscernible] it behind the counter, only a place of access. Second, restricting sales to people 21 years and older. Restricting the number of items they can purchase per transaction. One of the problems you have is that adult age people are buying multiple more than they need and then reselling it, social cells, sales to underage people. We need to restrict the number of items they can buy in a transaction. I think we need to require Training Programs for employees. The fda has the ability to do that. They have never approved a training program. If they did, they could follow and restrict and pull licenses for people who do not train. A level Playing Field that all retailers abide by the same laws. You know. [indiscernible] for adult smokers, they are horrible for anyone else. If there is a level Playing Field and he decides this is what youre going to do. President trump so what would you do . Would abide by the law. If a law were to control flavors, we will follow the law. Facts and the situation change. On september 11, cdc was saying that vaping in general was killing people. Now we know that it is not there the companies that this organization represents. It was the Oil Cartridges sold by drug dealers. So right now, the important thing you know that mike many people in the room are recipients of that money. So they are not here with the position that we can come to a compromise. They have money specifically to get these products banned. And the 10,000 businesses cannot survive with just tobacco and menthol. They age restrict, they only allow adults in their store. Pres. Trump what would you do . I think we need to raise the age to 21. We need bulk sales constraints. Marketing restrictions. In 2020 every vaping product has to go through premarket review. That will cost several Million Dollars per product. Even if we solve this product today which i hope we do in five or six months we are back where we started, where potentially only the largest multibillion heart companies being able to provide it. Pres. Trump because people cannot afford it. Exactly and all these people are employing people, 70,000 or 80,000 direct jobs. What do you recommend on flavors . On flavors we need a wide open market in some places. We would prefer a late tobacco 21, bulk sales limits. These should continue to be sold in adultonly stores. We want smokers to be able to access these products everywhere they can purchase a pack of melrose senator rand paul said these products have likely saved hundreds of thousands of lives and we cannot forget about the adult smokers. Pres. Trump thank you. We have tried. It is already illegal to sell these products to people under 18. Yet we see an increase in the youth use of these products. With the available of these availability of these flavors, we have seen no increase in whatsoever in the percentage of adults that use these products. The flavors have fueled youth use of these products. What is particularly concerning, it is to a level of addiction. These products deliver more nicotine more powerfully. What we are seeing here and others can talk to about it more detail, kids becoming addicted quicker, unable to quit. Suffering extraordinary withdrawal symptoms. Pres. Trump what would you do . Having looked at this issue for 35 years, i would aluminate the sale of any flavors that have not been approved by the eliminate the sale of any flavors that have not been approved by the food and drug administration. We are talking about a temporary stop in order to prevent. [no audio] any of them comply, people can demonstrate, do they actually help people quit. And it they do not appeal to kids they can be marketed. What we see now though, is the opposite. We have seen an epidemic among our kids that i have not seen ever before. We now have kids, more kids using Nicotine Products than at any time in the last 20 years. What is more disturbing about it is that 34 of kids who use it. [no audio] we have stories of young cool, and say its literally within days, ive lost control to these Nicotine Products. This is something we can do something about. The fda has the authority to review these products. The question is what we do with it. Flavors. Liminate the all of them except for tobacco flavor. What about menthol . What we have seen is that years ago, they would make mango less accessible and now kids have moved to mint. You know, the number one ingredient in mint is menthol. We already have some companies that have multiple versions of menthol and many of them taste a lot like mint. Unless the fda actually narrowly,s them very it is a big pandoras box we cannot get out of. What are you saying . When i came into the job, we decided action needed to be taken. We have already removed our flavors from the market. Most recently, mint. For us, that was 70 of our business so it was a big step for us but we felt it was the right thing to do. With awe are left tobacco at mental portfolio. And menthol portfolio. [indiscernible] fda. Will defer to the who makes the flavors . Different companies. And they continue to make flavors . For every three juul products sold, one of ours is sold. There are two unassailable facts. Youth is a problem and flavors contribute to it. Another problem is that if you , 100,000 americans are going back to cigarettes. [indiscernible] they sell exclusively flavors aired i dont think we need to argue the virtue of youth not using these products. American representative or two and three in the country. The balance of the market had 1. 2 youth use. We believe you can market flavors responsibly. Youth consumers are above the age of 25. You are still doing flavors . Juul is not and they are growing, interesting, right . We recognize flavors is a problem. The one thing i see you watch prohibition and alcohol, if you dont give it to them, its going to come here illegally. They are going to make it. But instead of legitimate Companies Making something that is safe there will be selling stuff on a Street Corner could be harmful. Its the one from i cant seem to forget problem i cant seem to forget. You have to look at the history of it. Instead of having a flavor that is safe, they will be having a flavor thats poison. There are very large ecigarette companies at the table most are small momandpop shops, small manufacturers and businesses that have built this industry from the ground up. As you said, this is a top like problem. A flavor band will not work you have articulated one critical reason. People will just go to the black market because adults are demanding these flavors. You have just ended your flavors. Isnt that going to be just sold illegally . Somebody will open up a shop in china and ship it in . Isnt that a problem . You can go to a bodega by 50 different versions of juul. Not for your products, but products made illicitly. We have chinese counterfeit products on the market today. We are focused on proportions to get products off the market. Counterfeit products we are not producing. How bad are they . The issue is you just dont know. The 3 million kids addicted is separate from the lung disease. One million kids a day are using these products with addiction. Since the flavors have been introduced, we have seen a meteoric rise by kids. We have seen no increase whatsoever. The number one flavor on the was tobaccoe juul flavor. We are talking about removing the flavors that have fueled the epidemic amongst our kids. Were saying that if you take our flavors wont they just be made illegally . Same flavor but unsafe . What you will see is 1,000,000. 5 more kids become addicted. We can close that onramp. You said it correctly in september. We can close the onramp. The onramp from adult smokers. People need flavors in order to do it. Most adults are not using flavors. Yes they are. Using asking people flavors to go back to using the flavor of the product that almost killed them. 92 of my revenue is flavors. We are different companies. We are not juul, sir. 70 of youth get their vapor products from social sources. Friends, family, or others who are 18 years or older. 10,000 stores. The kids are overwhelmingly being able to get these. It is very important for you to realize that the separate convenient department and gas stations where kids frequents industries would change. It is a bakeshop that is supplied by a distributor and manufacturer. That is the number one outlet where young people purchase that is not accurate. Just last week, kids get their vapes from social sources, that is to be expected. 16. 5 of 917yearolds get their vapes from a vapes shot. Shop. It is the number one retail source. In the same study, it also says these kids are refused only 25 of the time. The Convenience Store industry has a much better compliance record. We sell a lot of products. It is vitally important to do age restricted sales properly. That is one of the reasons why our compliance rates are better. Pres. Trump with flavor or without flavor . Anything. It is a scripted. Ascriptive. This whole debate over flavor, half the audience here firmly believes that flavors help adult smokers reduce risk. There is a huge concern about youth being attracted to vapor because of the flavors. We have to double down. Pres. Trump i got it. We are the biggest. The usage is a serious problem and we felt we needed to act quickly. Pres. Trump so you think flavors are dangerous . We saw the youth data. We felt the responsible thing to do was to remove flavors because youth were getting access to flavors. We can build an adult audience of smokers without creating a new audience of youth users. 146,000 inspections of retail establishments and we have had only 29 violations.
