That nothing was going to be lost and everything was going to be protected. Here we have the issue being raised again but from another perspective. I believe that enacting this bill, protecting floridas shore from the dangers of offshore drilling, will save jobs in coastal tourism, Recreation Industries and many others that are held by the people of florida, including women and people of color. The Diverse Coalition of businesses and industries permitted to protecting floridas gulf coast and offered strong support for the underlying legislation. The real threat to jobs in florida will be failing to extend the existing moratorium. Elected first including the entire florida congressional delegation, the Florida Governor oppose drilling in the eastern gulf and support h. R. 205. This amendment does not do anything to protect people of color and diversity keeps the for these reasons i urge opposition to the amendment and i resevere. The chair the gentleman reserves the balance of his time. The gentleman from arizona is recognized. Mr. Gosar if that has been proposed is true, then an easy certification by the secretary of interior is on the works, that there is no nominational change in regards to those work jobs, in regards to the oil and gas industry with this permanent moratorium. Once again, it gets us back to the permanent moratorium and does place those at risk. I ask my colleagues on the other side of the aisle of that single mother working to put food on the table. Tell her job doesnt matter and a minority family who moved into a new neighborhood for the kids to go to a better school. Tell parents that their jobs dont matter. Look at the statistics. The washington post, these are real jobs, they are helping real people. They are part of a real economy and economy that needs all of the above. Once again, we can have tourism and Clean Energy Production and protect the environment and can have the good paying jobs that are empowering women and minorities. I urge my colleagues to adopt this amendment and i yield back. The chair the gentleman yields back the balance of his time. The gentleman from arizona. Mr. Grijalva the amendment is not necessary. Nd it is an attempt to delay and to put further risk to the florida gulf coast. And i would urge its defeat. And more importantly, you know, and real policy and initiatives to enhance opportunities for women and people of color in this country is something this congress should undertake as a whole. But crocodile tears on this piece of legislation and this amendment arent going to do it. I urge opposition and i urge its defeat and i yield back. The speaker pro tempore the house will come to order. He house will come to order. For what purpose does the gentleman from louisiana rise . Mr. Graves i have a motion to recommit to the desk. The speaker pro tempore is the gentleman opposed . Mr. Graves i am. The clerk mr. Graves of louisiana moves to recommit the bill to the committee on Natural Resources with instructions to report the same back to the house forth with the following amendment. At the end of the bill, add the following, section, effective date. Section 2 of this will act shall take effect that the enactment of this act will not increase the average price of gasoline. The speaker pro tempore the house will be in order. Please will take your conversations off the floor. The gentleman is recognized for five minutes. Mr. Graves the house is not in order. The speaker pro tempore the gentleman is not correct. He house will come to order. The gentleman is recognized for five minutes. Mr. Graves we have sat here for hours talking about the objectives of legislation to impose moratoriums on offshore Energy Production. I heard the majority talk about protecting our environment, preventing spills of oil. I heard them talk about reducing Greenhouse Gas emissions and creating jobs. And ensuring that we have Economic Activities here in the United States. Madam speaker, i share those objectives. This bill doesnt do it. So lets go one by one and address the very objecttives and the facts associated with it. Number one, madam speaker, when we stop producing energy domestically, we dont stop producing energy. As statistics prove, as department of interior officials have reported to the Natural Resources committee, we increase our dependence on imports from other countries. When you import energy, you have lower Environmental Standards and by putting it on a ship, you have a greater chance of spilling the energy, the safest thing you can do is produce it domestically and put it in a pipe. Secondly, you heard the discussion about ruining coastal habitat and ruining coastal communities. When you look at the statistics, in 2017, california produced about 209 Million Pounds of seafood. The state of florida, 111 Million Pounds, the state of South Carolina, 10. 5 Million Pounds. Louisiana has four times more Energy Production in offshore than all other states combined, or 900 ced 90 times llion pounds and valued at 650 million. These funds go to, the revenue sharing goes to the resiliencey of your ecosystem and your communities. I shutter to think if we stop offshore Energy Production, what happens when a hurricane comes in . Because we put a moratorium in place preventing the availability of revenues to protect those very communities. In regards to the emissions, the United States has reduced Greenhouse Gas emissions more than the next 12 countries combined, we have done it without mandates and requirements more than the next 12 countries combined. A report says emissions could increase in the program and that was a report under the obama administration. This bill does just that. It prevents additional leasings in new areas. Look case in point. When the state of california tried to impose their Energy Portfolio and increased their dependence on oil from saudi arabia. In new england, they imported natural gas from russia. These policies dont make sense. In regard to creating jobs, when president obama was in office in 2011, one half of this nations trade deficit, one half madam speaker, the house is not in order. The speaker pro tempore the gentleman is correct. Members please take your conversations off the floor. Give the gentleman your attention. The gentleman is recognized. Mr. Graves one half of our nations trade deficit in 2011 was us importing oil from other countries. They dont have the Safety Record we have in the United States. I join the labororers International President in believing that this bill is purely for political purposes, that Union Members working in the Energy Sector are being targeted. Instead to have job creating infrastructure legislation, they see their jobs being be littled. This can coexist with stewardship. This motion to recommit is about gasoline practices. A runup in oil prices is an attack on every American Familys budget. It goes to the opec cartels rather than the u. S. It is attacks on every American Family discretionary budget but it goes to the opec cartel. Those arent my words but senator cantwell, menendez, markey and schumer. This amendment ensures that this legislation does not result in a disproportionate impact on the poor by raising gasoline prices and Energy Access to americans across the board. Disproportionately impacting those of low income. I urge adoption of the amendment and i yield back. The speaker pro tempore the gentleman from louisiana yields back the balance of his time. For what purpose does the gentleman from South Carolina rise . Mr. Cunningham madam speaker, i rise to protect our environment. The speaker pro tempore the gentleman is recognized for five minutes. Does the gentleman claim the time in opposition to the motion to recommit . Mr. Cunningham thats correct. As a former ocean engineer, i rise on behalf of the low country and 1st Congressional District of South Carolina. This motion to recommit wants to cede more power to our president. But i believe in the constitution and i believe in separate but equal branches of government like our Founding Fathers intended. We, as members of this institution, have an obligation to not only respond to Current Events but also anticipate future problems and work to prevent them. You dont wait for a bridge to break to fix its foundation. You dont wait for the hurricane to hit before boarding up your windows and dont wait for an oil spill to realize that offshore drilling is just not rth jeopardizing our booming tourism industry. This bill ensures no new lease ales are made along the atlantic and pacific. We are not looking to reverse we are not looking to reverse sales. G just prevent new ones. So why does this matter . Because Public Opinion matters, because our friends and our expressed their opposition to offshore drilling along our coast. Listen, there are certain things that go beyond politics, issues that touch each and every one of s personally, things that transcend partisan line. In South Carolina, we have to ng bipartisan opposition offshore drilling. What party youer belong to. We all enjoy the same beaches, same coastal d economy like South Carolina, billion. Worth over 22 thats at risk for whatever imited economic benefit may be gained from oil drilling. Thats both fiscally and morally irresponsible. And i want to madam speaker, the house is not in order. The speaker pro tempore the will suspend. The gentleman is correct. Will take your conversations off the floor and give the gentleman your attention. The gentleman is recognized. I want to remind the folks of the remarkable rack record republicans once had for environmental conservation. The Nationa
