Gov. Inslee a warm welcome. You have fans. Me. they are not here for this is climate one, changing the conversation about america and the economy and environment. Im greg dalton. In 2007 i went on a Global Warming expedition to the arctic on an icebreaker. It changed my life and when i returned, i created climate one as one of the projects here at the Commonwealth Club. For the past 12 years i have been interviewing leaders about how burning fossil fuels changes our fuel system, water system, ecosystems, lifestyles and economy. Climate changes everything. Climate is now surging on the national agenda. Politicians who ignored the issue are now talking about it. Elected officials who have been talking about climate are being pressed to advance more details and ambitious plans. Washington governor jay inslee has been a climate warrior for a long time. In 2007 he spoke at the Commonwealth Club about apollos fire, book he authored about an ambitious plan to get off fossil fuels. He is now running for president as the climate candidate. Lets welcome jay inslee to climate one at the Commonwealth Club. [applause] governor, welcome back. Gov. Inslee you havent aged at all. [laughter] greg we talked in paris. Happy to have you here today. Washington voters twice rejected putting a price on Carbon Pollution at the polls. How does that record make your state and National Model and you and National Leader on climate . Mostinslee the single important fuel sources the tower of perseverance. We have that in the state of washington. We also have a sense of creativity and that cando spirit. Didnt work, we d, e,ight to plan b, c, and f. We have created the most aggressive, strongest, most environmentally just and 100 clean electrical grid in the United States. Im proud of that achievement. That is just one thing we have passed. We also passed a bill that created the strongest buildingcode standards, so we dont heat and cool our outside and take care of our insides, with the first requirement to retrofit our commercial buildings. It is the strongest Building Program in the United States. Im happy to say we have banned hydrofluorocarbons and have an Incentive Program to help People Finance electric cars, and im happy to say we are banning fracking. [applause] we have done what washingtonians do, which is to be innovative in our policies. And we are making big progress. We are not done. Its important to realize that. Washington state will have to take additional steps to meet our targets. Im very hopeful Washington State Supreme Court will make a very wise decision in the next several months and confirm my cap on Carbon Pollution that i put in place pursuant to our clean air laws. And if you know any Supreme Court justices in olympia, washington, you cant say much to them but you can mention my name. Hopefully that will happen. [laughter] orourke came out big recently, went to 70 and came out with an ambitious climate plan that got a lot of attention, 5 trillion over 10 years, zero emissions by 2050. What do you think of his plan . Been leadingi have on this for at least a decade and a half. I ran for congress on this in 1992 and wrote a book in 2007. I joined jerry brown in formic the u. S. Climate alliance. Now it is 24 states. We formed of u. S. Climate alliance because we wanted to make sure the rest of the world a new there was intelligent life in the United States. [laughter] that has been very productive. Its some of the most meaningful Climate Change legislation in american history. Im confident i have a unique ability to lead this nation. I appreciate anybody following my leadership, anybody. And im happy that that is now happening. I think it is wonderful candidates have discovered Climate Change in the last several days. [laughter] that was a gutsy thing. Im looking forward to debate. Ive asked the Democratic Party to have the first debate ever during the primary devoted to a discussion of Climate Change. [applause] im very confident that my leadership is having an impact and im looking forward to that discussion. Greg the first debate will be in miami, a poignant place for that debate. Also recently signed a no fossil fuel pledge. He also said he is not going to take pac money. You have one of the few super pacs operating on Climate Change, so your view on fossil fuel money and pac money in the campaign. Gov. Inslee we have to have a candidate willing to stand up to the oil and gas industry. Fromot taking any money the industry. Other candidates are doing that. We have to break the back of the ability of this industry to hold us shackled to fossil fuel. We have to have a candidate who is willing to go toe to to with this industry, who has not taken half 1 million from them, who hasnt voted to develop offshore drilling, and who is willing to fight to say, we should take away that 27 billion dollars of taxpayer subsidized money and put it into clean energy. [applause] taken a quite strong stance in this regard, and im not going to speak ill of any group that is working to defeat Climate Change. This has to be everybody pulling on the rope at the same time. Obama ran on hope and change. You are running on fear of Climate Change. Do you think this is a winning message, talking about something a lot of people think is scary and they dont want to talk about . Gov. Inslee lets be clear. Those of us who believe in american destiny to lead a new revolution and feet Climate Change are not the fearful people and are not the pessimistic people. Trump is an insecure, fearful person who is too pessimistic to understand the innovative capabilities of americans to create a new cleanenergy economy. And we are doing this today in our state. I have visited several businesses and working people in the past two days in california, looking to develop electric cars. I talked to folks who did one of the largest Solar Panel Installations in this country in nevada last week. I talked to people building Wind Turbines in iowa. I had to argue with Meghan Mccain on the view a few weeks ago when she said, you pesky democrats are going to take away our planes, trains and automobiles. And i said thats funny because this morning i have a shiny new, blue chevy electric volt charging in the driveway made by workers in michigan. Thats the Mission Statement we believe in. We are the people who are determined that we are the people who understand this is a cantdo nation for thedo nationand the cando full of cantdo people. Changed this has greg this has changed the National Conversation on Climate Change. I had a former republican member of congress in that chair last week who not only agreed with the Green New Deal but also agreed to open it up. Politician thought the loser in 2020 would try to do too much too fast. Your thoughts. Gov. Inslee it has been a positive development in the National Discussion for three reasons per number one, it has people talking about it. This had four minutes of debate in the last three president ial races. So anything that will get this even on the debate stage, even to promote barney frank, that is a good thing, so thats a good idea. Second, it has raised the ambition of the scope of what is necessary here. Building a clean energy car has raised peoples ambition level. And three, it has brought more people into the discussion. The first victims of Climate Change are usually People Living in poverty, the poor who live next to the freeway and breathe withl smoke, and have kids an epidemic of asthma. So bringing in communities of color, those who have been the victims, and indigenous communities, but we have to realize we have to develop a suite of concrete, specific, tried proposals that we know will work when the rubber meets the road. Andave to design the rocket not just say we are going to the moon. Tomorrow i will rollout the First Tranche of my Clean Energy Proposal that will give us 100 percent Clean Electricity and the transportation sector that is clean and the building sector that will be doing what is being done in our state, which will be concrete, specific proposals. At this is where i come in because of my experience, over a decade and a half of writing these policies. What all of us has to do now is design these policies and build the rocket now, not just say we are going to the moon. Greg would you like to give us details today . [laughter] [applause] gov. Inslee you hate to step on i want toessage, but save a couple of prizes for tomorrow. But i cant tell you the kind of thing we have done in washington is the kind of thing i believe is a template for success in Washington State. And i believe my successful experience as an executive in the most successful state economically in the United States and served as a model to what we can do in the United States. We can have 100 Clean Electricity. That ought to be something we can tell americans that they can have, because i have told washingtonians they can have it. Tomorrow we will talk about that and how to achieve that goal. We have a way to decarbonized our transportation system. It is possible to drive an electric car. I drove a Hydrogen Fuel cell car the other day around the capitol hill quadrant. How we will do that is something i will talk about tomorrow. We want to save literally billions of dollars in our heating and cooling costs, so we need to improve the efficiency of buildings. I will talk about the way to do that tomorrow. My approach will be unique for several reasons. Number one, it will be multi sectoral i will multi sectoral. I will address each sector with a specific proposal. Number two, it will be based on a reallife scenario, where we have really looked at the possibilities in each sector. Number three, it will be based on successes we have had in my state. This is not unicorns and rainbows, it is based on successes that we can show i have actually delivered. Rhetoric is one thing, reality is another. I am able to deliver. Number four, we will have somebody who believes in concrete ideas, not just dreamlike states. Policywill put concrete proposals forward. And lastly, the most important thing in this is to elect a president with a personal, compelling, passionate commitment to this Mission Statement. I havebeing governor, been very successful, weve done some very successful things in my state, things look rosy for me. But bottom line, i decided i wanted on my death bed to be able to look at my grandchildren and tell them i did every single thing i could to prevent Climate Change from destroying their future. Forthat is why i am running president of the United States. That is a personal, compelling, passionate position i have taken. It is motivational for me. I heard somebody say, i will be committed to this on day one. You have to be committed to defeating Climate Change every single day. I would organize the entire federal government around this principle and i will bring the Political Capital necessary to get this job done. Everybody has a to do list on the refrigerator. This cannot just be on the next president s to do list. It wont get done. I will be a president to get this job done because i will make it job one and i will think about it every single morning when i am shaving. And that is a commitment to you. [applause] greg to get in the position to do that on day one, you first. Eed to defeat donald trump this alternate universe that is our political reality today seems not to have currency. How do you take him on . Gov. Inslee i feel very positive going toe to to with to with him. Hes a big name caller, but the only thing he is going to call me as mr. President. [laughter] i feel comfortable about my confrontation with him, because i have already had a confrontation with him. I have sued him 21 times and i have beat him 21 times in a row. [laughter] the first when i was governor to stand up against the muslim band, the first governor muslim ban, the first that said we should admit syrian refugees, the first that stood up against his inhumane torture of people separated from their parents. But i have also had a personal confrontation with him. I was at the white house last february for the National Governors association. These governors are sweet talking the president , and i had a different approach. [laughter] because, this was after the shootings, the school shootings, and his approach was, lets just give firstgraders pistols and they will be fine. I stood up and looked him in the eye and told him how ridiculous that idea was, how dangerous that idea was, and how much educators thought that was a ridiculous idea. He crossed his arms and stuck out his lip, and he rocks back and forth, and he had that kind of pout, and i finished and said mr. President , you need to tweak less and listen to educators more. And in that moment i felt, i cannot wait to be on a stage with donald trump. [laughter] [applause] there is also conflict with your own party, alexandria ocasiocortez camping degree new deal championing the Green New Deal, the newer people wanted to go farther left in the establishment saying, slow down. Gov. Inslee creative tension can be healthy and there is no problem with that in the democratic family. The democratic family is going to be united, and im confident that at the end of the day confident in that at the end of the day. Sometimes people want to wrap themselves around ideological debates about spectrum. I would suggest, here is where we need to be in america starting in 2021. We need to be or Washington State is right now, because Washington State has been listed as the best state to do business place toand the best be an employee by oxfam. We have the most rapid wage growth and gdp growth in the nation. The reason we have been able to do this is we have developed what i call a strategy of Economic Development instead of a trickledown strategy. We are dedicated to growing the middle and caring for working families and recognizing diversity as a strength. Will tell you what i think should be the American Vision statement. It should have Washington States best in the nation family leave. Bestould have washingtons in the nation highest minimum wage. It should be the first Net Neutrality law passed in the United States, that i passed last year. We have a radical notion in our state that women should get paid the same as men. I know that is radical, but im happy to tell you we have passed the strongest gender payequity law in the United States. I have heard other people talk about, it would be a good idea to get educators a pay increase. Im happy to tell you this year we will have an average 12 pay increase for our hardworking educators, to keep them in the classroom. We are bringing criminal Justice Reform because of the Racial Disparity that has been so pernicious in our justice system. We out the first state to offer thousands of pardons to those who have marijuana convictions, we have a template for a Police Violence loss or we can reduce violence between Police Officers and communities of color. So we have a template for success in Washington State, that i dont think you have to worry putting on an ideological spectrum. We just need to put it on a geologic put it on a geographic specter. If you want to see the future of america, look to washington. Greg republicans have Ronald Reagan and richard nixon. Democrats have never nominated a westerner. Are you geographically challenged . [laughter] gov. Inslee i dont know. I have never run for president before. Its an interesting question, is that a historical irony or other reasons for this . I dont spend time worrying about that. I go around the country talking about a positive vision for our nation. We have proof in the pudding, actual results, not an ephemeral idea of what i would like to do. Salience when i go to the midwest. When i was chair of the Democratic Governors Association we flipped states from red to blue, and we succeeded because we were able to talk to communities in wisconsin, illinois, michigan, kansas. Have of us on this team been concerned, maybe we couldnt compete in the midwest. I showed we can compete in the midwest by flipping five governors seats this year. The reason is we have stayed true to our value system of a womans right to choice, respecting diversity, treating everyone as a treasured member of our community, at the same time speaking to those people who have had economic insecurity , who might have voted for president obama and did not vote for our candidate in 2016. Those people we got back in 2018 because we have a message of economic growth, and clean energy is essential to that effort so im very confident in our ability to win in the midwest from the far west. In 2012 you campaigned pledging to veto new taxes. 2014, facing a big budget deficit, you instituted Capital Gains tax on high income earners, and taxes on cigarettes and oil refineries. What would you do on taxes . Gov. Inslee i would bring a bit of fairness to our tax code, which would really and the 27 billion now being pilfered out of taxpayers pockets to give to the oil and gas industry. I would stop the advance of efforts of the fossil feel interests to take fossil fuels off our public lands, which are essentially killing us overtime because of Climate Change. I think the trump tax cuts were wrong, they blew up the deficit, they gave the huge bulk of everything to the top 10 and they need to be largely repealed. We have to look at the progress in our tax system in general i do believe we need a more progressive tax system. Climate change is an existential threat, and i believe it is the most urgent because we only have one chance to defeat it. This is our last chance. In incomeplosion ,nequality, homelessness intergenerational poverty is also an existential crisis in the United States. Is oneelieve past policy of the things we have to use to and that intergenerational poverty and that enormous inequality. Trump keeps talking about how wonderful his economy is, but the fact is, people on the lower end of the income scale have not had a raise for 20 years. You cannot say its a great economy when half the people are working hard and not getting a raise ever. Ofeave to have a swui policies, including a public auction on health care. Im happy to have been the first governor to pass a public option on health care. We have a care program to provide longterm care for those lucky enough to be senior citizens. We have the best minimum wage. And dont let anybody tell you that raising the minimum wage will destroy your job. Deal of who has got the highest minimum debt do you know who has got the highest minimum wage and w wage in the United States . Washington state. Greg i live on an island in puget sound called Bainbridge Island erie if any of your neighbors moved to washington, they are probably in my neighbors now on Bainbridge Island. Our states share a lot, they share some of the finest traditions of america. I know california is sometimes a punching bag for latenight comedians, but when you look at the qualities that define our nation, california and washington continue those traditions, one of which is a tradition of openness, of allowing people to come in and build a whole new economy. The companies i have talked to i was at a few days, place where there are building an economist electric vehicle, hadit looked like the world come to california to build a whole new clean energy economy. Genius is the fact we have been willing to bring a tremendous talent from around the world. And now we have a present a president wants to stanch that flow. This has been the lifeblood of Creative Genius in the United States. It needs to continue. And no, mr. President , we are not fall, we are eager for talent. When we built the statue of liberty it had a purpose, and that purpose is still alive. I firmly believe that. [applause] greg jay inslee is the governor of washington and a democratic president ial candidate. Im greg dalton. Lets go to our lightning round. Growing Domestic Oil Production is good because it means america is less reliant on foreign oil . Gov. Inslee false. Greg true or false, Climate Change will hurt your liberal friends more than they realize . Gov. Inslee true. That is true for everybody. Dont pick on my friends. [laughter] greg true or false. Realizing the depth and magnitude of the Climate Crisis has moved you to tears . Gov. Inslee interesting question. I have cried a few times in my life, im thinking of my dad right now. Im not sure if i have cried about Climate Change, but i have been very emotionally impacted when i am down at the beach with my grandkids. We would go down to the beach and my dad what shelby the Little Critters under remember being fascinated by them. Favoriter my moms flowers in the Alpine Meadows on the slopes of Mount Rainier. I went to the beach with my three grandkids and i realized their grandkids or their kids may not be able to enjoy all the joys i have had. Fundamentally this is about humans, it is about our joy, places to ski, clams today, fish to catch, clean air to breathe. This is a human issue. Everybody talks about the planetary crisis. The planet earth is going to be fine. It is humans that are in trouble. [laughter] so it is very emotionally compelling to me. This gets me back to where i when you have a hard job to my get somebody who is up to it who is up to that hard job. To get the mobilization to the feet Climate Change, that is of the scale and scope of what we had to do to beat nmazism, you have to have somebody who is it a condition and desk conviction, and my grandchildren do it to me. That youe or false, sell your oceanfront home because rising seas will diminish its value . Gov. Inslee youre saying i havent oceanfront home . It will be good for half a generation. This is a real issue. There are places on our coastlines where there will become questions in the near future whether to get insurance for your home. I was in miami beach, where they have had to build up their roads you shopso that when on miami beach, you look down at the shopping windows. You walk down into the shops. We have designed a Water Treatment plant. It is designed like a giant floating boat, so that only have sea level rise, the Water Treatment plant will affect the way it floats. The reason i point these things out, as this is not something in the distant future. It is today. It is affecting us. I guy who sat on a flight on the flight next to me coming down here, had a home in washington, and he said in the last few years, he has lost 100 feet of shoreline. He sold his place. He realized what the future would look like. Its a realtime issue. Thanks for caring about my home. [laughter] false, it is scandalous that amazon paid zero federal income tax on 11 billion in profit. Doing some we are things about that. We are doing some new revenue positions in our state which will have some of these businesses paying a fair share to help finance education and Mental Health care reform and save our orchids. Orchards. The first thing that comes to mind when i mentioned Carbon Captured sequestration. It may surprise you. It is topsoil in iowa. There is a distinct possibility that we can use topsoil to sequester carbon at the same time we are reducing erosion from our agricultural lands, which is obviously a challenge. When you mentioned carbon sequestration, most people normally think of Carbon Capture from coal plants and the efforts to bury it, which is not marked. Worked. There are possibilities to generate streams of revenue for the Agricultural Community for practices that allow plants to take Carbon Dioxide out of the air and put it into the topsoil and trees to put it into fiber to get it out of the atmosphere. Greg what comes to mind when i mentioned the American Petroleum institute . [laughter] gov. Inslee this is a publicly broadcast [applause] i think its important to say it. The people who work in these industries, great people, hardworking people, we should help them through the transition. We are going to have transition in this. To a d optimized economy. There are two things we need to do. One, we have to break the bondage of the federal government to the fossil fuel industry. Thats where guys like me coming, who are willing to fight that bondage politically. We also have to get rid of the filibuster, so we can change the legislation in the u. S. Senate. Embrace the families and it worked and some of these older technologies, like we have an coal plants. Have we talked about this yet . We are closing our last coalfired plant in century act, washington. We have made sure that we have a transition plan for the families who work there in that community. A 55 billioned dollar fund to help those families in job training and education and ways to build Small Businesses and ways to help their local community through infrastructure. These are good americans. We need to care for them and help them through this transition. [applause] what is the first thing that comes to mind when you hear william barr . [laughter] gov. Inslee gone. What is the first thing that comes to mind when you hear the name steph curry . [laughter] its a tie. Between all awe and antipathy. Greg lets give a round of applause to the governor. You have seen people affected by wildfires, ravage the west, when those things happen, the people who dont have insurance, Financial Resources to bounce back, what should the government do . A governor once said that uncle sam cannot continue keep writing 60 billion checks. Stopinslee we need to forest fires from destroying us, which means we had to stop Climate Change. We need to help these communities. I visited paradise, california and drove through at night. , it was like a postapocalypse hollywood movie. Homes are in mobile usually unsure. Its heartbreaking. I was in iowa a few weeks ago. It has never been flooded before. Its now under seven feet of water. Half of it is destroyed. I know firsthand the pain of Climate Change. I have seen it throughout the u. S. I believe we have to focus. We need to focus on the first victims. Poverty, people in people and communities of color, indigenous communities. We need to help them with their utility bills. Have a provision to help lower income people with their utility bill. We want to focus our infrastructure pending spending was victimized communities first. Cards right, we will have a more just country at the same time we have healthier country. We are capable of doing that. What have you a couple of working with republicans . Wouldnslee more than you imagine. We passed the largest cancer patient infrastructure package. 70 billion of transportation infrastructure. I did that with a republican senate. Also put in the largest educational package, about 6 billion. I did that on a bipartisan basis while there was a republican senate. It takes work and patience. If you bring those tasks, and if you are a good listener, at least in my state, we have been able to get some good bipartisan things done. I would hope that i can get some of those skills to washington. It doesnt mean it will be all hugs and kisses. I would bring those skills to bear. We havent heard a lot about commander in chief. Commander you do as in chief that establishes americas place in the world . Gov. Inslee i would start with theprecept, different from current occupant of the white house, which is that alliances make us stronger. [applause] two, islee number would like through the lens that when america has made foreignpolicy mistakes, it is most frequently what we have believed we can restructure other cultures and communities. Thats why i believe we should bring our troops home from afghanistan. We should look at afghanistan as threat containment, rather than nationbuilding. Waslt the same thing when i one of the most vocal opponents for the iraq war. I helped to make independent judgments and i was very forceful in doing so. Number three, i think we should have a president that listens to the intelligence officials. On longisions based tactical thinking, rather than the need for a press conference. Thats whats going on in the white house right now. The last thing i will mention is, it is i think we need someone who is willing to stand up for their convictions, even though the winds are blowing against them. That was certainly true in the iraq war. It was true in 1994, when i represented a very republican area in washington, a small town Agricultural Community. We only have a couple of more votes we needed to pass a bill. Voted for the i assault weapon bill, i would lose my seat. I did lose that vote and my seat. Vote forregretted that one heartbeat. It was the right decision. We have the nra and the run in washington right now. We are passing gun safety legislation, as we should. [applause] what is your relationship with Howard Schultz and what presence does he have in seattle . Gov. Inslee i would never say anything adverse about any of my constituents. I will make an exception. [laughter] i have very little relationship with him. He views himself on a different plane. I really dont know him very well. I think it would be unwise of him to throw his hat in the ring, because the only possible consequence would be the would be to give donald trump the possibility of an election. I hope he does not make that decision. He has been a successful business person. I would not like to see his legacy, with this asterisk that he reelected donald trump. He is very innovative and creative when it comes to a four dollar cup of coffee. I hope he starts voting. [laughter] you are a lawyer, career politician, and a white male in a party that wants seems to want a candidate that is not those things. Gov. Inslee what is your point . [laughter] whats the path for you in a party for someone who wants one really left, but you are different. Gov. Inslee we have a lot of talent. Im confident we will get a good nominee. I will support that nominee. I know there is a lot of talent in the pool. At least 19 people who would make good Vice President s. [laughter] gov. Inslee i will give you a serious answer, because i think its a serious question. We know that we have real to movees continuing the universe and our country. We know that we there is still a shadow of gender inequality and Racial Disparity and people who are still unwilling to accept people for who they are and who they love. We have so much more work to do in this regard. With aached this issue lot of humility, because i have never experienced that in my life. I have never been a black teenager pulled over by an officer in a white neighborhood. I have never been a black teenager followed a round a store because they didnt trust me. I have never been a woman who has been talked over in a meeting. I have never been a member of the Lgbt Community that is sad epithets the sets thrown at them at the sidewalk on the sidewalk. I believe that i have to dedicate myself to doubly or triply to the Mission Statement of being a leader to help people to do a way with the implicit bias and prejudice and fear, to lead our community along that arc of the right moral universe. I think ive done this. I just gave you some examples. I may choose the that the people who work in my leadership, ray had implicit bias training so they can be aware of their own biases that are in all of us. Ive made sure in my hiring that i have the most Diverse Workforce we have ever had, pretty much perfectly mirrors our community. Ways to bringfor and address Racial Disparity in our criminal justice system. One of the reasons why we have done such things such as reducing juvenile pickups, were trying to keep people out of the group kernel justice system. Criminal justice system. Ago,proud that three days we had a measure that affirmative action was banned in my state a few years ago, and it is resulted in and in my state. It has the devil does. Bedeviled us. I worked with the legislature to restore affirmative action on in my state. It was on the cost. Make cusp. Me and my team health of the legislators find the courage to pass it. We have restored affirmative action in my state. The guy who cast the pivotal vote on this was a guy who was a relatively conservative guy in my state, and he gave cards to other legislators. I made him washingtonian of the day. That is the kind of spirit i will bring to this job. I feel up to this job. [applause] thank you, governor inslee. Were restricting ourselves only to questions. So i will discuss my statement. Is it true, that the best way for anyone in this room or any room, to ensure that the issue you are championing is heard on the debate stage is to become a supporter of your campaign at any level from 10 and up and anybody can do it, is that true . That is a most brilliant question. [laughter] gov. Inslee great insight. The only thing you left out is it is jayinslee. Com. Thank you, i appreciate that. I appreciate anybody that wants this to be on the debate stage. We had to get 65,000 people to make sure it is. You all have the ability to make sure Climate Change is on it. Thank you for running. You have my support and my vote. I know that it is difficult to pass things in your state, and people believe that would be the most important thing we can do in terms of fighting Climate Change. There is a bipartisan bill with who support the energy, innovation and Carbon Neutrality act. I would like to know your opinion on Carbon Pricing and whether or not you would with that in bought once it passes in congress . Echo gov. Inslee i do think that that that should be in consideration. We should get to a deadend that Carbon Pricing is the only way to solve this problem. It might be the most difficult political way to solve the problem area problem. Its much better to get a suboptimal thing to get something done than to hang in there for something you cant past, the optimal provision. Its one of the reasons i have embraced a multifaceted with regulatory approaches that work, both in utility, transportation and building sectors, that do not involve a direct price, but do move the needle dramatically from a regulatory standpoint. There are two ways to get investment in behavior. One is a price signal, and the other is a regulation. A legal requirement is not all that bad. That is the provision we are engaged with right now. Inslee one of the things to note is that traditionally, when we said the word infrastructure, we immediately think of bridges and highways. That has been our idea about infrastructure. Now, we had to expand that by a factor of three. Infrastructure includes utility systems now. , that are ontems the verge of collapse. Our transmission systems of water. We have to think of infrastructure much more broadly. Of that, and we have to think of infrastructures, as a critical part of the Climate Change plan. I will not rule out that plan until tomorrow. We have to find a way to do that. Is theo do that that most well targeted and reasonable way to get the biggest bang for our buck. I will mention the things we know we need. When need better transmission systems to wheel Renewable Energy from where the sunshines and the wind blows to where we are using that electrical energy. We do we have to have massive expansions of our electrical storage capacity. We do need to maximize utility of renewable Intermittent Energy systems. This is why i have been so committed to our hd to improve to make that d happen for you one of the shining examples in my states we have had a clean air Development Fund that has spun off some companies who do very good battery storage. But then we have to find a way to finance it, and now utilities and other companies, to finance it. Theres the grandmother of it all, which is our building infrastructure, which will require significant investment from a variety of sources. When we do this, it is important on infrastructure, what one of the challenges ive seen is people think of it as, that is just for physicists and computer scientists and people who design solar cells. This is for carpenters, teamsters, sheetmetal workers, these of the pope the folks that are going to be rebuilding our infrastructure. Thats why this is so accessible as a job creation engine in the u. S. Stay tuned if you can wait a couple of weeks. We will have a specific discussion about this. Imix pressing concern that youre are being framed as a single issue candidate, and the democrats dont tend to support single issue climate candidates. How do you prove that you can meet on other issues as well . Gov. Inslee by telling them the truth. Thats easy. There are two truths. Climate change is not one issue, it is all the issues. It is an economic issue to prevent the Economic Disaster that will befall us. The projections are, and later decades of the century, the economic losses we will couldence from inaction be double the last recession. Remember how painful the last recession was . You havent seen anything. Cause Climate Change could cause multiples of the last recession. Its a health issue. I met a doctor New Hampshire a doctor from New Hampshire lymesaughter had disease from texas moving south because of Climate Change. We are seeing Climate Change refugees right now. Guatemala. Today. This is not a single issue. It is all of the issues. And over to solve the other issues, we have to solve Climate Change. Iveecond truth is, and talked to you about that, i will go out on a limb here. Try to exercise as much humility as i can and tell you i am the most successful executive person who is running for president of the United States with the incredible achievements in the state of washington that should be a model for the u. S. And the best thing that can happen in , to get the people wins have got for them. I can do that job if you give me a. [applause] youy question is, how do think federal policy can address the iron rule of climate policy, which is that people are willing to pay more for goods and services, without going to a certain point. Gov. Inslee the kind of things i have proposed in washington do not have direct cause to consumers or taxpayers, just like they did not have costs when we required catalytic converters and our cars. We coulds your age, not see map rain year from the campus of university of washington because of the smog. You could not see it. The federal government required catalytic converters, and when we did that, the Auto Industry said, you will destroy the economy. Its a communist plot to destroy the capitalist economy. Guess what . They invented catalytic converters and now we see this beautiful Mount Rainier because of a federal policy that did not directly sent any costs that anyone can identify. Started forest fires burning, and we know they will double because of Climate Change, and for the last two summers, you couldnt see map rain year. We had to close our summing pools because the air quality was so bad for our kids. , i believed say is that this will be good for the economic prospects of americans. Thinkason is, is if you fighting Climate Change will must muchk how it will cost you if you dont fight Climate Change. It will cost you through the nose. Its like fixing the roof of the house. Its an investment that cost you a lot less. Thats the reality. I feel confident in this. We will send lots of people to work. We have done it before. For those of us who say were not capable of mass america . Rialization of i looked at this number, and i hope i have it right. In 1939, we made 3000 airplanes. In the next four years, we made 93,000. Constitutionally, you cant do that. . Oregon is blessed with really strong ocean currents and the department of energy says theres 500 marine hydro kinetics available. Worked to try to deal with some of our permitting issues to look at marine hydropower. We are very interested on offshore wind. We have enormous offshore wind capabilities. We have to figure out a way because our seashore is very thingsto have floating to anchor the Wind Turbines. About,ng we havent talk we need to increase our federal r d by so many factors. Designingore money one kind of cheap a few years ago than the entire Research Budget for clean air in the United States. That has to change. You are not going to go to the moon in a jeep. What i have found in talking to people is that i have found a group of people who are trying to pick the nominee of the Democratic Party who are very engaged, very energetic, there he committed, very desirous of being unified, very openminded makingthere he sure candidates show what they are about. Not accepting Bumper Sticker slogans but really dont drilling down to two see who has the chops. It has been really inspiring to me. That has been the best part. Talking to people from all the states i have been to. I wish more people could hear how positive people are about this experience coming up. From my perspective, thats a good thing. Im an underdog. I dont start with a national name. I start with 1 . Ive been an underdog my entire life. I won in a very republican district in 1988. I went to congress in 1992. I be a republican incumbent in a swing district in 1998. Guy who i beat a started 16 points ahead of me. Ive always been a great underdog with a great attitude. This has been the best part about it.
