Joseph underwood, the head of the Television Production program at miami senior high school, located in my congressional district, an being named a finalist for the varkey foundations 2018 global teacher prize. Joe is one of 50 finalists chosen from throughout the world. This prestigious award recognizes the fundamental role that teachers play in shaping their students lives. Congratulate over the course of his 33year teaching career, joe has distinguished himself as an exemplary educator and has of of nted a number innovative tools and Creative Teaching techniques in his classroom. Joe has received numerous awards in his lifetime and was inducted into the National Teachers hall of fame in 2007. As a former florida certified teacher, it has been a privilege to see so many of my constituents educated under joes tutelage. Once again, congratulations to dr. Underwood for representing public e county schools on the worlds stage. You deserve this award, joe. Speaking of miami senior high, students were extremely excited to receive a surprise visit yesterday from hiphop star, drake. He was recording his latest music video at this Historic School deserve this award, joe. In little havana, and afterward made an unexpected 25,000 donation to miami high. Drake also promised that every student would receive new niforms that he designed himself. Our wonderful superintendent of miamidade Public Schools thanked drake for all he had done to support Public Education and for bringing his words of encouragement to south florida students. But drake did not stop there. He made another surprise visit to my alma mater, the university of miami, where he awarded a 50,000 scholarship to destiny james, a biology student. Drake finished the day off by giving an impromptu performance on u. M. s campus. What a treat for the students. Id like to thank drake for his again rossity and for inspiring so many students throughout my district. Today im introducing a bipartisan bill that seeks to ensure that Service Members who are leaving the military receive the specific training they need to make a Successful Transition to civilian life. The battle for Service Members act will better prepare Service Members to attend college, to learn a technical trade or start a small business. All n and women in our volunteer military serve and sacrifice for this nation. When they decide to leave the armed forces, it is our nations moral obligation to take all the steps necessary to help them thrive in the next stage of their lives. I want to thank the three original cosponsors of this legislation. The first is congressman jack bergman, a retired threestar marine corps general who recently visited my district as part after program organized by center. Tisan policy congressman bergman joined me on a visit to the local v. A. Hospital and meet of my veterans advisory board. The others are congressman carlos curbelo, and kirs continue sinema. Im proud to serve as a vice caucus which promotes policies to empower younger generations, including our young men and women in the military. I also want to thank caucus whi the es outside organization that is have endorsed this bill. Namely the veterans of foreign wars, the iraq and afghanistan veterans of america, and the student veterans of america and the the outside organization that is mi. Let me briefly outline when the bill would do. Over 200,000 Service Members are honorably discharged from military each year. Many of them are under age 25, do not have a bachelors degree, and leave the military without having secured a civilian job. Under current law, the department of defense is required to ensure that eligible departing Service Members participate in the transition assistance program, or t. A. P. The concept has evolved over the years and continues to be the subject of vigorous debate in congress and d. O. D. The mandatory core curriculum consists after threeday employment workshop, six hours of briefings on veterans benefits, and translating military skills to civilian jobs and managing personal finances. This mandatory core curriculum, eligible Service Members are also given the option to participate in a more specialized twoday workshop in one of the following areas. Education, technical and skills training, or entrepreneurship. In my view, the core curriculum is necessary but not sufficient to enable most departing Service Members to successfully transition to the civilian world. I believe departing Service Members should supplement the core curriculum with at least one of these two day workshops. So they can receive training tailored to their specific personal and professional goals, whether that involves going to school, learning a trade, or starting a business. The problem is that these twoday workshops precisely because they are optional are rarely utilized. According to a report recently released by the Government Accountability office, fewer than 15 of eligible active duty Service Members participated in one of the twoday workshops in fiscal year 2016. Including only 4 of eligible marines. Requiring transitioning Service Members to opt in to a twoday workshop sends a signal to Service Members and their commanders that the workshops are necessary. That the workshops are unnecessary. Thereby discouraging participation. Therefore my bill would require d. O. D. To ensure that all eligible Service Members participate in a core curriculum and one of the two day workshops. As with the core curriculum, participation in the two day workshop could be waived for certain departing Service Members. Including those with ecialized skills who are needed to support an imminent employment. In addition, the bill would allow Service Members who do not wish to participate to opt out of the training. However, the ultimate goal is to ensure more Service Members receive this targeted training and boost the current 15 participation rate. There is farrer more we can do as a country to make certain our warriors are well he equipped both practically and emotionally to deal with the challenges of civilian life. I believe passage of this legislation would be a step in the right direction. I respectfully ask my colleagues on both sides of the aisle to support this bill. Thank you. I yield back. I rise today to urge my to join me in the urgent effort to address the dramatically rising threat of domestic terrorism. From a church in charleston where worshipers were engaged in bible study on a wednesday night, to to join me in the gent effort to address a peacl demonstration in char lotsville, our National Consciousness has been seared by the violence of White Supremacists and other extremist domestic terrorist groups. In fact, a recent f. B. I. , department of Homeland Security joint intelligent bulletin found white supremacist organizations were responsible for 49 homicides and 29 attacks tion in char from 2000 to 2016. More than any other domestic extremist movement. In response to this threat, today, i am introducing the domestic terrorism prevention act, which makes smart changes to ensure our federal agencies are effectively coordinating and monitoring these terrorist organizations and better able to prevent acts of violence. This is a companion legislation to the bill introduced by senator durbin in the senate. I thank him for his leadership as well as my colleagues in the house, Ranking Member bennie thompson, representatives robin kelly, and miss gonzalez in joining me in this effort. As cochair of the career and Technical Education caucus and Senior Member of the committee on education and work force, i have long been aware of the importance of career and Technical Education programs that provide learners of all ages career ready skills. From agriculture to the arts. From marketing to manufacturing. C. T. E. Programs work to develop americas most valuable resources. Its people. Together with representative jim langevin, my cochair, we will introduce a resolution officially designating february as c. T. E. Month. I urge my colleagues to sign on as cosponsors because c. T. E. Truly benefits all americans. C. T. E. Is taught in range of settings from high schools and area technical centers, to technical and twoyear community colleges. In total 12. 5 Million High School and College Students are enrolled in c. T. E. Programs across the nation. Just last week President Trump expressed his commitment to c. T. E. During his first state of the union address. President trump said, quote, let us invest in Work Force Development and job training. Let us create vocational schools so our future workers can learn a craft and realize their full potential. End quotes. Fortunately, the house unanimously passed the strengthening career and Technical Education for the act last june. The perkins act is important for education institutions as well as businesses. Small Business Owners rely upon perkins programs to increase the number of skill candidates in emerging sectors. Future workers in fields such as manufacturing, information technology, health care, and agriculture also rely on career and Technical Education to obtain the skills necessary for highskill, highwage family sustaining careers. Essentially, mr. Speaker, were providing the education and century equip a 21st work force. C. T. E. Has established itself as a path that many high achieving students choose in pursuit of industry certification that they can use right out century work force. C. T. E. Programs, well be able to connect more educators with industry stakeholders and close the skills gap that is in this country. These are there are good jobs out there, but people need to be qualified to get them. Mr. Speaker, we have all met young people who havent been inspired in a traditional classroom setting. We all know people who have lost jobs or underemployment and looking for goodpaying family sustaining jobs. We all know people aspiring for a promotion but keep falling short year after year. We all know People Living in poverty. Maybe their families have been living in poverty for generations. For so long they cant even what put them there in the first place. A career in Technical Education is a pathway forward. For each and every one of these people. What put them there in the first place. A c. T. E.
