This is cnns special Live Coverage of helene, which is now a tropical storm, but a storm that has caused major your peril over hundreds and hundreds of Miles Water rescues in multiple states. This after a catastrophic Storm Surge on Floridas Coast that surge was nine feet or higher in some areas, me right now, frankly, the greatest parallel is In Atlanta, where theyre getting Flash Flood warnings origin, Flash Flood warnings. People are being told to take cover from this storm. At least five people dead so far, 3 Million customers without power. What it means It Landfall, it had speeds of 140 miles per hour. It hit as a category four, but again, the news is what it is doing now with this extraordinary rainfall as it moves over georgia and into North Carolina as a tropical storm lets get to Cnn Meteorologist Allison Chinchar with the latest on the forecast, rain totals. And what were seeing thats right, yes. We take a look latest update at the top of the hour, still tropical Storm Helene winds now down to sustain to 60 miles per hour, that forward speed still moving very, very, incredibly fast. But youre still noticing that its transitioning as youve noted, The Sun is starting to come out in florida, but for other states were still dealing with torrential rain and very gusty winds. Heres a look at the map, all the areas you see here in green are under a flood watch. That means there is the potential for flooding at some point over the next 24 to 36 hours, the red areas that indicates were active Flooding Thing is taking place and then the white outline areas. Those are all Flash Flood emergencies. That is the highest level of Flood Alert that you can possibly get from the weather service. We begin with these two in and around the Atlanta Metro Area. This includes downtown atlanta, the airports. If youve got some flights going out, you may want to doublecheck on that. All of this area dealing with extremely heavy rainfall, the one bit of good news for atlanta is we should start to see a lot of The Rain generally lift from this area in about the next hour or two farther to the north and much of western North Carolina. I mean, pretty much most of the western portion of the state is entirely under some level of a Flash Flood emergency. Weve seen extreme amounts of rainfall here some of these areas, seven to 12 inches of rain in just the last several hours. That is lee, its piling up so youre seeing it not only cover the roadways, theyve also had Water Rescues there and landslides in much of western North Carolina as well. Again, The Rain is not done for some of these areas, especially western North Carolina, its going to be at least a couple more hours before they finally start to see the bulk of that rain begin to move back out. Were starting to see the heavier Rain Spread into Tennessee And Kentucky just now. So thats going to be several hours. There are very heavy rainfall going forward. We still have Tornado Warnings active right now in South Carolina, more Tornado Warnings are expected as we go through the day today, look at some of these Wind Gusts again and 56 miles per hour in augusta, 52 and colombia, even charlotte, up around that 40 mile per Hour Range that youve got the very strong winds, look at some of these perry, florida thats where the storm very worried it made landfall, 99 miles per hour. But then you look at douglas, georgia, a city that is more than 90 miles away from the coast they also we had a 90 mile per hour wind gust. So again, its not just for coastal communities. Weve been seeing these incredibly strong Wind Gusts very far inland. And thats whats leading to an incredibly high amount of Power Outages over 3 Million people. John still dealing with Power Outages and that number is likely to only go up in the coming hours. That number will certainly go up as the storm moves into more populated areas in North Carolina, Allison Chinchar, remarkable to see all that especially now that im actually glimpsing Blue Sky for the first time here in tallahassee with the storm still making making major impact elsewhere . Theres that Flash Flood emergency underway in Metro Atlanta in effect until 1 00 p. M. Eastern Water Rescues going on. Lets get coespondent ryan young, who is there In Atlanta. What are you seeing ryan . Yeah john thats not something you say very often and were course worried about that tropical Storm Weather coming this direction. If you look behind me, you can see some of the after effects that were already experiencing. You can see the cars here that are dotted in this Apartment Complex Parking Lot that had been flooded. Now, we know there are some resonance still on the second floor. I just watched the woman come out from her balcony and just look sort of astonished that whats left here. This is where some Water Rescues happen earlier this morning, The Rain came hard and fast. We know about nine inches of water has fallen so far, were going to show you some of this video from one of those earlier Water Rescues where there was a car that was driving being in the water was so strong that it drifted off into a yard. They had to send me lana Fire Departments are used, boats to get into rescue this family. And of course, theyve rescued an infant at some point, even look like theyve been rescuing animals across the area. We know at least 25 rescues throughout the Metro Atlanta area. The rain is above nine inches at this point just in the last Half Hour, we got a Weather Warning for wind. So the gusts have been over 60 miles per hour. Thats something we hadnt experience for much of the morning but that is changed in the last Half Hour or so. But listen to the Battalion Chief Talk about the rescues theyve been doing. This morning so we were weve been doing Water Rescues all night and with this one, the vehicle he was traveling in through the water the vehicle started to float off the roadway. They were able to Get Out of the vehicle to get on top of the vehicle once they are on top of the vehicle, when we arrived, we were able to look up a system to where we could lower the boat over to them because the current is very strong. Yeah. John, the creeks that are nearby are overflowing. I want to point to something here for our viewers, look at where the first floor is on some of these units here and see the water yet its above those firstfloor units doors. So you obviously understand some of these people are going to be dealing with severe Water Damage to their homes this is not the only place there have been more than ten other locations that are having to deal with this heavy water. Of course, you got to think about how far away Metro Atlanta is from the coast. And then you have this heavy rain. The airports also impacted. We know more than 100 canceled flights. They also had a Wind Warning out there this is still accumulating storm that will be continue to watch on top of all this, weve been in the middle of a drought, john. And with all this extra rain, they are concerned about trees falling throughout this area. Of course, theres so many beautiful trees throughout atlanta. Thats something theyre concerned about, especially with the Power Outages throughout the area. John those images behind you, ryan, just extraordinary. Thank you so much for being with us this Flash Flood emergency issued a short time ago, four ladder, what exactly does that mean . Yes. So right now we are under a Flash Flood emergency in the city of atlanta, which means thats going to take place all the way until about 1 00 p. M. Today, which means that we want everybody to stay off the roads because its healey In Atlanta, we have beautiful landscapes because a lot of hills let the bottom of those Hills Water can collect whether thats at an Apartment Complex on a road. So were telling everybody stay off the roads because as you just saw, people that are driving, some of them are getting stuck on the roads. Im here at our joint Operations Center where all of our departments are fielding calls related to trees down or Power Lines now or flooding. And so we are going out and dispatching our Fire Rescue people are public works folks, police and Georgia Power has cutting down trees and put enough Power Lines that may fall down picture on our screen right now, mayor from atlanta of a car that has water flowing all the way almost up until the top of the windshield so that car is not going anywhere. You can get a sense of what it would be like to try to drive in water like that. I hear eight inches of rain over the last 24 hours some parts of atlantis, several inches more still expected yeah. So the ground has been saturated for over the last day andahalf, really almost two days. So what that means is its very wet ground and those trees are there when the winds come. Some of them can be up rooted and so more rain is set to come over the next few hours. So we are definitely bracing ourselves for more flooding and more Power Lines being down, right now, about 23,000 customers are without power. A tree fell in my yard as i was leaving the come here this morning. So its snaps in power our lines in my own yard, and then on the other side of need, a block away with another tree that was blocking the roads. So this is happening and we believe that even once The Rain stops and the wind stops because the ground is so wet trees can still fall or limbs can fall. So what were telling people to stay in the house, Stay Safe, and let us make sure that the emergency vehicles didnt get what they need to get to to deal with these emergencies, our Swift Water Boats are out there for some of those areas where theres creeks that have risen up that happened in bucket and we think so thank to our atlanta Fire Rescue team. Thats been out there saving lives that because we do understand there had been maybe several Dozen Water rescues overnight In Atlanta and thats just not something that you hear very often he bows down the road votes just being unnecessary to get the peoples homes or to get the people that are trapped in a car that tried to drive in this Rain Weve had to rescue people, whole families, pets so our Fire Rescue department as well as our teams across the city of public works they have been out throughout the night the whole night, even with high winds and lightning and rain, these guys knew they had a job to do and they were saving lives. And about you know, tim locations. And were hoping that people take notice if they are in low lying areas, weve asked them to move their cars to high ground so that they wont flood. Theres been individuals who, whose houses are low and was telling them put their cars up at the top of The Hill so that they wont get flooded. But unfortunately some people didnt get the message or didnt move their cars and time. So cars are unfortunately some are flooded to let you go, but any reports of injuries or fatalities in the Atlanta Metro Area . Thankfully, thank god. No reports of injuries or fatalities in the atlanta area. Were thankful for that well, listen, Mayor Andre dickens. But it has had hundreds and Hundreds Of Miles of impact from Southern Florida where there was record breaking Storm Surge causing some Beach And Inland flooding. All the way up to now, asheville, North Carolina, where we are seeing the banks of the Pigeon River overflowing surging water there this morning. And we got an update just minutes ago from Affiliate Reporter Rex Hodge from w Los Water was coming up so quickly and rising and we did what weve been saying all morning. You got to Get Out of there so weve moved to higher Ground Right now. Were closer to canton right now. Its behind me the Main Road going into canton right now you can see is closed and what youre going to notice here in this live shot, as opposed to some of the earlier ones where obviously we had all The Rain, but now were really feeling the wind kicked up a lot and youre talking about Infrastructure Damage as megan was saying, were in the heart of this right now weve had all this rain is going to continue now these very, very strong gusts of wind are coming, coming along and they have the potential to do damage to infrastructure, knock trees down, knock out the power our you could probably already notice here that the Traffic Lights are out here in canton as well so down The Hill well here, thats where the Pigeon River is, and were Keeping Tabs on that as well hill from there, the Pigeon Reber Flash Flood emergencies in parts of North Carolina and atlanta as well. Weve seen dramatic pictures from atlanta where there is that emergency in place there they are again and six states under various states of emergency obviously, the White House has greenlit Emergency Support with us now is someone who will be very instrumental in implementing all that Support Fema Administrator deanne criswell, administrator. Were getting a lot of reports right now and i think as you know, the storm is still moving and as the storm has passed in some areas, the threat is not gone and while its still early, we are hearing widespread Power Outages over 2 Million people across georgia dont florida. In fact, like 14 counties that have more than 80 of their counties without power, records, Storm Surge in areas along the big Bend Area were also hearing of multiple Road Closures due to debris and vehicles that have been stranded in the road. And unfortunately, i do i have some unconfirmed reports fatalities across georgia and florida. Weve had all of our Search And Rescue teams engaged throughout the evening. In fact, weve done over 600 rescues, not just fema and federal resources, but the state and local resources as well in florida alone rescues are ongoing today more than 600 rescues federal, state, and local. Weve had reports now of at least five deaths. Have you heard numbers higher than that . I have is unconfirmed reports at this time, i would refer you to the state for some specific numbers take this in pieces if i can, because this storm was so big, it affected so many areas and so many different ways. First, lets Talk Florida in the Storm Surge overnight at this point, are you still Hearing Reports of people stranded or trapped by the floodwaters reports of our teams specifically that are still actively engaged doing Search And Rescue helping people get off roofs or get from their homes and so i safe area. And so they are still actively engaged this morning . Yes and then the Storm Push through the Panhandle Up Into Georgia and now North Carolina with these Flood Emergencies In Atlanta and North Carolina, how can you address so much need and so many different places we took the opportunity to stage our resources in a multiple, multiple locations. So we had Search And Rescue teams staged in the Georgia Area as well as florida we had additional teams that were staged on with our commodities and in our Staging Locations to support georgia, South Carolina, North Carolina. Weve got Incident Management Assistance teams that are embedded in each of the state eocs. So we can maintain that continuous communication with them, get the real time information and needs from them so we can quickly deploy any resources we have in the area, but also anticipate what some of the additional needs might be as this storm continues to move. And we can continue to bring in more resources if needed. Whats the greatest risk right now i think the greatest risk right now is that this is still a very dangerous situation. Even though some of the Storm Surge is receiving in florida, its still the water is there and its dangerous and you need to exercise extreme caution in florida if youre going out and starting to check in on your home. But if you are still in the path of the storm with a Flash Flooding that youre seeing In Atlanta, what we expect to see in North Carolina, im worried about landslides in those areas. And theres such a variety of threats that are coming from the storm were Hearing Reports of tornadoes in certain areas. Theres still so much thats happening across many states. The most important thing people can do is still listen to their local officials because they will have the risk for your specific location and the actions you need to take to protect yourself and to protect your family fema administrator, deanne criswell. You see her holding her tiny baby there to her chest. Firefighters using rafts and moving people to get to higher ground. A Flash Flood emergency has been declared for atlanta until what . One p. M. We spoke to the mayor, Andre Dickens from atlanta just a few minutes ago. He wants people to stay home, stay inside do not go out on the roads. Its just not safe at this moment. Theyve also been conducting rescues In Atlanta over the last several hours, people trapped in that water. Now, Thats Something the florida has been dealing with since yesterday, the storm made landfall in the big Bend Area of florida, but the Storm Surge all up and down the West Coast of Florida Peninsula as far south as clearwater. Now, with me now is the mayor of clearwater, florida, bruce wactor, director may erector. Thank you so much for being with us. We have seen some pictures from clearwater in the Clearwater Beach area. You had some real surge. Tell us what happened . There was records surge, our previous record for Storm Surge was for feet and last night we had about 7. 5 feet until this morning. So double what had ever been recorded in clearwater . And that caught a lot of folks oldtimers who have lived on Clearwater Beach by surprise, really throughout our Tampa Bay regions are island our islands along Tampa Bay and so it was historic and being you know, over 100 miles away from the center of the storm, that was kind of unbelievable that wed have the kind of impact we did hear last Night Isnt that what is so extraordinary about this storm 100 miles away from the center, it made impact. Well up the coast from you, yet you still saw record Storm Surge seven feet. Reports. Are you getting this morning of maybe injuries or people who may need to be rescued where are. We. Had we had a lot of people who decided to stay i would say a lot. We had people who decided to stay last night and they regretted that because i was getting calls from several of them saying waters never threatened my home. Its at my doorstep. Mayor, what what can i do . And it was too late at that point for our first responders to get the most up and we did rescue some people last night, but i know there were two or three dwellings on North Beach of clearwater that we just had to let burn. So this morning were out there assessing those properties, were making sure everyone is safe, but there were some folks in Harms Way in jeopardy last night for sure i dont know if youve had a chance to go outside yet. How much water is still around . Well, im getting ready to go out there myself. Are Police Chief or so manager, been after they tell me that theres still quite a bit of flooding. Are some streets on the beach that are impassable, our main bridge in causeway but to the beach has watercraft in the middle of it. So weve got to remove all that. So we will likely a day or two before we can open up access to the beach for even residents and Business Owners to get back out there yeah. Were just showing pictures now of that Storm Surge moving into Clearwater Beach overnight, extraordinary pictures. And as you said, a 100 miles from the center of the storm, mayor bruce, director, thank you for being with as i know youre headed out to take a look for yourself and hopefully next time, people will heed those warnings that i know you were giving the best you could appreciate your time and your work, sir . Right. Taylor county, florida on the big bend was in the direct path of the storm. There were people who did not evacuate despite urgent urgent warnings, Taylor County, you may have heard it overnight that as the place where officials were say if you did choose to stay, write your name and your Birth Date on your leg for identification with us now is the Taylor County Emergency Response public information officer, Andrew Morgan. Andrew, thank you so much for being with us. What are you seeing this morning . But youre robbing us what were seeing is there is major flooding going on in different areas of the Taylor County. We have almost 100 , if not 100 of power. How that were dealing with we have urban, we have use our teams which urban Search And Rescue teams out there searching . And helping anybody thats called, we have a list of names and addresses that were checking at this time. And so i mean, yeah, we urge everybody to please leave the county at the time. However, some people didnt, and we are out there looking for them. We are out there and we wont stop do you have at this point in terms of rescues, are people being asked to be rescued number we dont have an exact number. We do have a list our Data List that we created based off of information that we received throughout the last day or so and that would go into those Actress Confirm if that those individuals are in that home . They need rescue, that any assistance. Were they there . So we just have a multiagency crocketts going on removing debris. 13 for any possible victims or anybody that needs assistance again, like a lot of the roads and areas are still completely flooded. So we have boats that will take us this area and then we vehicle to that if its a lot of moving pieces at this time and its going to be a lot of, a lot of different work to get everything up, having a little hard time hearing you, but reports of injuries or fatalities in Taylor County at this moment, we have no reports. We are against though, trying to get data on all that stuff and but as we just were just searching and looking for any any victims or any can still hear me, can you believe youre going through this again after having done this one, at least twice in the last 14 months . Got to come together and its its very unfortunate that its happened three times so quickly the soil is still soaked in water. Would this happening, the trees are all pretty much you know, got destroyed over this because they were basically just growing back and now they got to start all over. So yeah, its unfortunate, but were going to were going to come back stronger and what will be will be back haul. We just got to van together alright, Andrew Morgan from Taylor County.
