it then america. thursday, july 4 dead stuff good morning. >> you were alive in the cnn newsroom. i'm jim acosta in washington. we begin the owl with presidential campaigns during a critical moment, just three days and counting until joe biden and donald trump face off in a prime time debate right here on cnn. the earliest showdown of its kind in modern history, president biden, his team will remain hunkered down at camp david, where he's then the last few days and debate prep. meanwhile, over the weekend, donald trump road-tested potential debate strategies at a rally in philadelphia how should i handle him? >> should i be tough and nasty or should i be should i be she say no, should i be tough and nasty and just say you're the worst president in history or should i be nice and calm? and let him speak be tough? so how are the two campaigns spending these final days before the debate joining me now are cnn's alayna treene and kevin lip tack. kevin, you have some new reporting about how the president is preparing to take on trump has been at camp david for a little while now, we're on day four of debate camp out in the mountains. i don't think it's any secret why president biden and spending the better part of a weak prepared caring for this debate, his campaign really thinks this is a critical moment and they know they can afford an underwhelming debate performance. any moment, any verbal slip, any mental slip is just going to be magnified under the lights of the debate stage. i think one of the real questions for anyone going into a debate with donald trump is what version of trump is going to appear on that tibi it stayed is that the feudalistic interrupting, yelling donald trump? or is it a more restrained, more presidential donald trump? and what we have been hearing from biden advisers today is that they're essentially preparing for both versions of that. they want to be ready for whatever version of trump's shows up on the debate stage. >> the way we understand this prep going, it's going to start britain formally. >> they have these binders potential questions potential answers, they're going to go through those trying sort of hone the zingers, hone the home, the comebacks eventually will come at culminate in a mock debate later in this week, we did get a glimpse the campaign put out this pretty likely memo this week, sort of outlining their strategy. i think think it's clear that there are three very specific issues that are joe biden wants to talk about in this debate. one is abortion. obviously democrats think this is the most galvanizing issue for them, and that's something that biden's going to hammer away on. what is this idea of a threat to democracy and the potential for political violence? that's been the underpinning essentially of the entire biden campaigns. so that's surprise that he's going to bring that up. and the third is the economy. this is the number one issue for voters. it's something that donald are joe biden has been relatively weak on a lot of americans don't necessarily feel the economic recovery, but it's obviously not something he's gonna be able to avoid. so all of these things i think as president biden's out at camp david, he is really kinda crystallizing sharpening what he's going to say an all these issues. >> yeah. and alaina, i mean, tell us which donald trump is going to show up. i mean, that's the big question. and how are they trying to i mean, rotations at this point, you've covered donald trump just as much as i have. you never know with him who's going to show up, but i will say they are addressing that issue in his you know, behind the scenes, they're dumping them policy discussions, but in his own version of debate prep, i know that his advisers and others have been encouraging him to rein in his rhetoric. remember in 2020 in that first debate between donald trump and joe biden donald trump was very aggressive. he barely let joe biden get a word in and we saw trump's poll numbers fall after that. a lot of people argued that trump lost that debate. and so that is definitely weighing on their minds. now, as for what kevin just ran through with the top three topics that they are discussing and the biden camp. those are the same things i'm hearing donald trump's team. and in these policy discussions that they're working through as well, the economy, abortion, his hand and delaying of january 6 and the attack on the capitol. all things they are walking through behind the scenes. now one thing that i think is really interesting is also how we're seeing the campaign. try to manage expectations. i want you to listen to some pretty vulgar language and rhetoric that donald trump used at his philadelphia rally. take a listen to what he said. >> right now, crooked joe's gone to a log cabin to study, prepare. >> no, he didn't. >> he's sleeping now because they want to get them good and strong so a little before debate time, he gets a shot. >> the and that's they wanted to strengthen them up. he'll come out. >> okay? i say he'll come out all jacked up. right all jacked so clearly this is donald trump's version of trying to raise expectations. >> often we should just be clear. i mean, there's no and you know this as well, there's no evidence that joe biden has ever taken a performance enhancing drug that he is planning to. but this is how donald trump is playing off his crowd and whatnot. but i do find it fascinating because we know for months now, donald trump himself, but also his team have been painting joe biden as this weak and feeble candidate arguing he's senile, that he can barely stand on the debate stage for the 90 minutes. that is allotted on thursday. but now they're recognizing that's actually not working in their favor because the bar will be too low for joe biden. so we're seeing them try to raise expectations and i think i know throughout this week they're going to have a lot of donald trump surrogates and advisors on the airwaves trying to do exactly that. >> all right. yeah. they have to pick one. is it senile is a jacked up. its gets one or the other at this point, aren't guys, so thank you very much. let's discuss now now with the democratic strategist, chuck rohde and cnn senior political commentator scott jennings chuck, i mean, what do you make of all of this? and also the rhetoric that trump is using heading into this debate. i mean, it almost sounds like he's road testing a new birth. or lie with this jacked up business people will say always just joking, but i mean they're saying it over and over again. nobody's ever made this kind of allegation about joe biden, his entire political career, even though he's been in washington for 50 plus years, it's what makes it so hard to prepare for him. and i think that's why joe biden's taken so much time to prepare. i've done debate prep before you look at all the statements and things that somebody doesn't normally as a campaign, they have a professional team are random when they stay on a certain message. you never know what you're gonna get out of donald trump's. you have to prepare for everything to the point. the two folks were just talking about which one of the donald trump's actually show up. and then how do you actually debate prep against somebody that spews so much misinformation or disinformation. i think that's the biggest challenge for joe biden. >> yeah, scott, i mean, what's with all this jacked up business? running commentary on the right since the state of the union, when biden came out rather aggressively yelling at the congress that night. so i think trump is riffing off of that joke that's been going around in republican circles. >> i think chuck, by the way, is exactly right. >> and if you go back to about how to prepare, because he go back to 2020, there were two debates it's trump, won and trump two were two totally different versions. he crater his campaign and the first one, but in the second one he did fine. he was subdued by the way, in that one, there was one similar rule, muted microphones. and i think trump actually won the second debate by showing up and just kinda looking like what you would expect the president to look like. but i guess we'll have to see how they play it on thursday night. surely, they must be cognizant of how badly the first debate performance played back in 20 and you wouldn't want to repeat that on this one? >> well, yeah. >> trump has been out there and the allies with this jacked up business. let's listen to this they're going to need to goose him and juice and for him to even be able to stand there for 90 minutes by a drug test is fair game. the american people deserve transparency. there was cocaine found the white house earlier this year after all, i'm going to be demanding on behalf of many megan's up concerned americans right now that he's submit to a drug test before for an active business debates specifically looking for performance enhancing drugs, but he's gonna be at camp david for a full week before the debate. part of that is probably experimenting with just getting the doses, just strike i mean you know scott's laughing, but i find this to be a lot like the birth or lai yeah. and it just was done over and over again. and for a while there, the obama folks would laugh it off or not take it seriously. but i mean, it is they're kind of doing it with a straight face over there on fox. >> i've said this on this program before. there's an old saying in east texas, if you live long enough about having a horse eventually somebody will buy you a saddle and that's what they're kind of guarantee weight known is they think that if you talk about it enough, enough people will believe it enough undecided voters will be like, oh my god, he did so well and he was so full of energy and they've said that he's old eddies week and blah, blah, blah, that way that they can kinda cut him at his knees if he does a good job. but tomorrow, i mean, thursday is going to be about soundbites. it sounds like they're anticipating biden come out swinging, right? absolutely. yeah. of course. they look the last time we saw him on a big stage was the state of the union. he came out swinging and he was he was came out in an aggressive substance. my assumption is wasn't such a smart idea that for weeks and weeks to talk about how biden stumbling around and well, nothing often i sort of dispute that it's the trump campaign or the republicans that are setting low expectations. >> it's biden's own appearance. that's setting low expectations. i mean, why would you didn't have to go out and say he's jacked up over and over. how all surrogates saying i mean, obviously they're getting the talking points, saying this sort of thing. the other thing i wanted to get into is this weekend trump suggested that the ufc should start a migrant fight club. let's listen to that dana i have an idea for you to make a lot of money. >> you're gonna go and start a new migrant fight league. migrants only migrants and then at the end of the year, the champion migrant is going to fight your champion. and i hate to tell you, dan, i think that migrant might win. that's how tough they with it, just getting comfortable now, they're going to start hitting us very hard. these people are bad this is ugly stuff. i found a really disgusting, you know, my grandparents were immigrants. everybody's parents came here are grandparents as immigrants at some point and he just keeps doing so much red meat to the base of his party. i know what he's doing. anybody who didn't campaign for more than 30 seconds knows what he's doing. but at a certain point, it just crosses the line overnight over again and i'll see you then focus group after focus groups, about folks just thinking that he's good and crazy in this weekend, just reinforce that well in a way only donald trump can. >> he is drawing attention to the violent activity that we have seen in places all over this country. we're seeing too many gladiator movies. >> listen, i mean, you can, you can worry about it. the rhetoric, or you can worry about the murders, the rapes, the kidnappings that we've seen in a lot of these different story. this is a big part it's dehumanizing rhetoric. >> scott, would you say it is more or less dehumanizing them, murdering and raping said, well, scott, i mean, honestly, there's there's been this influx of the border and crime has been coming down in a pretty major. >> are you denying that we have had a number of incidents in this country recently or denying that crime is coming down. >> and let's kind where people are you denying climate is coming down as there's this influx at the border, are you denying that? >> i'm not denying. i'm not denying sticks, but i'm also here to say that there are important, they're important story non-migrant people commit crime sky, of course. of course, what do we do about that i think all i think all violent criminal should be cracked down on but but are you are you saying that immigration and the impacts of this, the illegal i'm just saying what part of this i'm just saying why in the hell is one of the two presidential candidates talking about putting migrants into gladiator fight lake experiences. >> why is that even going on? >> i think he has to create a fear. i think that what you see is there has to be a fear. there has to be a fear of part of this. and when you see a group of folks that they're really worried about on the other side of the now let's take just for example moderate voters in the suburbs of philadelphia, like he's going to lose those women because of dobbs and choice, but he has to figure out a way strategically to get them back in creating this fear factor about what's going on at our southern border is just one of the ways that they'll do that. >> he's not creating the fear. the fear is being created indeed by the circumstances. we do have a crisis at the southern border. people had been murdered. they have been raped, they had been kidnapped. and so the fear comes from the actual news, if donald trump wants to talk, i mean, if you are running a campaign against an incumbent who was overseeing this crazy, but nobody is denying there's a problem at the border. >> the question is after family separations and everything else we've seen during the trump presidency, the trump experience are talking about deportation camps in this country fight clubs. i mean, come on at what point does your side say enough is enough on that kind of rhetoric? it's humanize it. what point are the republicans going to stop drawing attention to what they think is joe biden's biggest. so you're you're, you're okay with this. >> you're all right with it migrant phi clubs. >> this is not a serious he's clearly joking at these rallies, but he's drawing attention to something that's no laughing matter. and that's the violence being committed against the number of people. >> i think you supposed to bring a solution instead of talking about a fat club or something, there's so degrading like that. let's talk about a solution, figure out what's going on at the border, like joe biden has done is saying, if so many immigrants are coming in per day, we will shut the border down. that's what joe biden said. but he also said that we can help just last week. he said, if you're married to a us citizens, let's make you a citizen like these are solutions. people won't answers two solutions, not rhetoric of fight clubs. what are we going to do? should it come up? >> i think it should come up. i hope it comes up because america needs to know that donald trump is not only a risk to our national security and risk to the american people, but he disparages and maligns our fallen heroes constantly over and over and over again. i share president biden's disdain and just complete completely appalled by this my fallen friends from iraq and afghanistan deserve better than donald trump's treatment in trouble is likely to go after the president's foreign policy record. talk about the wars in ukraine and what's happening right now in gaza i mean, americans are if you look at the poles, they're starting to say they don't want to see the us as heavily involved in providing aids. do ukraine aid to ukraine, and that sort of thing how do you see that debate shape? >> i hope foreign policy and national security comes up. it should come up, it must come up. this is a major issue on the campaign this year. and i sleep better at night knowing that joe biden sits in the white house and not donald trump i mean, there's plenty of record during donald trump's presidency to know the threat that he poses from aligning and threatening to pull out of nato. to the way he handled iran to his disparagement of our military de to giving up secrets to russia and saying he'll welcome russia doing whatever they want to do in europe. there is a lot of stuff to talk about, and i hope president biden brings the heat that donald trump, because he deserves it. >> yeah. and speaking of bringing the heat, i mean, what is your response when you hear trump and all these circuits we played this sound earlier on in the program of not just trump, but surrogates on fox and so on making this claim that the president's going to be jacked up and getting injections. obviously, none of that has ever i mean, there's several been established that joe biden does any of those thanks how should the president handle it if donald trump brings us up on thursday? but that'll trump is going to lie because that's what he does, right? >> he allies any lies, any lies? >> so joe biden needs to do what he always does, remain calm, tell the truth, be consistent and be steady. >> people will see that you can't control donald trump the person has a sociopath. he is a serial liar. joe biden will do what he has to do, and that is stay focused and the american people stay focused on working class asked americans and our national security. >> and i mean, what do you make of the fact that the mics are going to be muted some of the ground rules for this debate well, i think that's positive because human you debate somebody like donald trump and i've had debates with folks like this, right when you wouldn't they start losing on the substance than they raise their voice, than they attack the other person. >> then they tried to cut them off, right? this needs to be about the substance because that's what the american people deserve. so some of these ground rules are important because their designed to ensure that people hear what they need to hear. people answer questions, and they give the other person their due time and how big of a moment is this for president biden on thursday, i mean, if you look at the polls, if you listened to what voters saying anecdotally, there, there are some concerns about the president's age and so on. as you saw during the state of the union speech, he addressed a lot of those concerns, came out pretty pumped up and that seemed to allay the fears inside the democratic party. how big of a moment is this for the president on but the rates are always really important. i think this is going to be one of the few opportunities the americans will be able to see both of the candidates in the extreme contrast between the two, i can't think of a bigger contrast than joe biden, whose career in public service, whose empathy and compassion as a human, as a father as a leader contrast, so significantly with the defect of character and the danger of someone like donald trump. so it's a contrast. i'm looking forward to seeing what is, what does success look like for the present? i think getting the message about not only character, that character does matter, it does matter whether or not someone tells the truth. it does matter whether or not somebody is trustworthy. it does matter whether or not they have a reputation with our partners and allies around the world. that's number one. number two it's telling you the story about the infrastructure investments we made, about how he came into office and helped pull this out of the pandemic and governed with respect and governed by putting good people into these jobs and then talking about the danger that donald trump poses things like project 2025. donald trump has a plan and something called project 2025, that if he comes into office, he will replace lifetime civil servants, people who know how to do things like keep our food safe, keep our airlines safe, to do inspections to address pandemics and he will replace them with loyalists. that is their plan. it's actually a written plan. their litmus test under a second trump administration is to put people in office who are loyal to donald trump, period. that is not a government that the american people need or want. it's very dangerous all right, congressman jason crow, great to talk. he has always and thanks for coming in person. really appreciate it. good to see it in the meantime, when donald trump and joe biden last faced off on the debate stage, it was a bit of a dumpster fire as the candidates kept interrupting one another. did you use the word smart so you said you went to delaware state but you forgot the name of your college. you didn't go to delaware state, you graduated either the lowest or almost the lowest in your class, don't ever use the word smart with me. there's nothing smart about eugene. >> i'm not here to call out his lies. everybody knows he's a liar, but you i just want i want to make sure that you wanted lasting it lasts, for instance i want to make sure. can you let him finish, sir? >> yeah. and brought i have to ask i mean, i guess easy to critique these things from a conventional campaigning standpoint, but this past weekend and for the last several days, the president has been sort of hold up camp david doing a lot of debate prep you have about a week of debate prep under his belt before going into the debate is that a good idea is over preparation. perhaps not a good idea. and what about trump being out on the campaign trail?
