tanden. she is the domestic policy adviser to president biden. let me ask you that. this is the president's final state of the union speech before this upcoming election. what are we going to see tonight? >> well, i think you're going to see the president in fighting form. i'm talking about what he's accomplished for the american people, what he's delivered on lower cost prescription drugs, millions of jobs, more people covered by health insurance than any time in american history. but he's also going to lay out his agenda for the future. whole host of issues. and really fundamentally lay out the stakes what he's fighting for, and what other people may be fighting for and why his his his agenda is the one that really serves the american people and neera i mean one issue that's on a lot of americans minds is inflation. it has cooled. i mean, the data shows that it's clear, but it continues to be a thorn in the side for many americans, i'm sure you've seen people putting on social media how much it costs to get a burger at five guys and so on and prices are still high. they haven't come back to levels we saw well before the pandemic. what's the president's plan to deal with that tonight >> well, let me just take one example. he's going to talk about what he's done, but then also what he is going to do to lower costs. the example i have is prescription drugs. this administration has done more than anyone in history, any president in history to lower the cost of prescription and drives $35 insulin giving medicare the power to negotiate ten drugs. in the first year. and he's going to talk about how he wants to dramatically expand that to 500 drugs over the next decade to lower costs for seniors. but he also is going to talk about how we need to cap prescription drug costs at $2,000 for a prescription, he's going to talk about r is going to cut cap costs for health care and prescription drugs. $2,000 for all americans. and so that's a way in which he's really focused on ensuring that we're lowering costs for all americans and an area where we know it's high concern. health care costs it's been one of the top concerns of the american people and he'll really outline his agenda there >> and i do want to talk about the border because we saw the president make that high-profile trip to the border was also the same day we saw donald trump down there at the border. and i mean, obviously he's going to want to call some attention to the fact that there was a bipartisan deal still sitting in congress, republicans in the house, and the senate balked at even though some of their more conservative members negotiated it. are we going to see the president call out republicans on that tonight? and might we see the president talk about taking some executive action on that issue? >> i think the president is going to lay out what was at stake with the border bill and why it was important to secure the border. he had a plan with republicans that was secure secured the border and also was fair and humane but it took strong actions and honestly was only stopped for politics, anything the president will really lay out why stopping progress on a real problem for the american people. only because of politics is ron, that's not the way he conducts his presidency. that's not what the american people want. and that's also one of the choices we have, whether we're going to put politics above progress but i guess that begs the question if the president can't get it done with the other party right now in congress, i mean, they've said they want to make it a campaign issue. donald trump has said he wants it to be a campaign issue. why not take executive action? why not do that tonight? >> well, i'm not going to preview what the president will say tonight, but the president has taken drawing actions on the border, but he has also said, we know that the best way to secure the border is from legislative action. and we also know this because republicans had called for it for years. and when they had a solution on the table, they chose to ignore it only because of politics so that doesn't stop us from doing everything we can at the border. but the president has been acting now it's time for congress to act. it's time for congress to put people and our problems over there petty politics. and that's what the president will talk about tonight. >> is he going to mention donald trump? i mean, a lot of a lot of democrats this is reflected in some new reporting today from our isaac dovere. a lot of democrats want to see the president go after donald trump as this general election campaign is getting started. are we going to see that tonight? >> i think the president will be very clear about what's at stake when he talks about freedoms and democracy, who will be very clear about the stakes that this country is facing in this moment in history when it comes to women's reproductive rights, when it comes to ledger, we're going to have a strong democracy or really to see two autocratic forces. and i think that really means that he will say, and it will be clear to everyone why it's important for people to be engaged in why these issues really matter. because fundamentally, it's about america's future and americans feature and he knows that it has to lay that out tonight. i mean, is and i think he will be strong on and making the case of the choices people have right now. >> and near. i mean, one issue that is just flared up in recent days is this issue of ivf, and it's a very i mean, it's very important and critical option for a lot of americans across the country. i think a lot of americans were probably surprised at what took place down in alabama where that that option basically was no longer available because of the local politics in that state stemming from the dobbs decision, of course, to some extent, is the president going to address that tonight? this anxiety over ivf being available to americans i think it'll be clear. we were happy to have a full robust number of people in the box with the first lady and one of the people in the box is a woman who's, who really is who her life has been upended by, what's happened in alabama. and this is a woman who want wants to start a family desperately wants to get pregnant and because of the ideological opposition to roe and the ideological agenda of some people, she has not, she no longer has that ability. and there's a lot of chaos and alabama now, women are really faced with desperate choices. and that was part and parcel of what taken down romance. and i think the stakes on that issue will be clear as well. a lot of people talked about this before roe, before the dobbs decision a lot of people said the natural challenge is it would be natural impact on ivf and we many of us were poo-pooed when we said that. and i think what the president will say today is this is a fundamental freedom that is at stake, right now. we can, we can actually protect women's dignity. we can protect, we can restore roe, or we can leave women to the chaos of various state actions to undermine hi, their ability to control their reproductive freedom and even aqsa and even decide when they can start a family. >> and near. finally, i know you're on the domestic policy side of things, but i have to ask, i mean, there's a lot of anger even in the president's party over his handling of the israel-hamas war and on what is taking place in gaza the vice president has been vocal in calling for a ceasefire. will the president call for a ceasefire tonight at immediate and lasting ceasefire >> well, i am on the domestic policy council, but i can say really forcefully from my perspective, that is important that we hear from all americans on these issues. president has done that. that's a foreign policy issue. i'll defer to my foreign policy colleagues, but most fundamentally, it's critical that the president understands and he does. he understands the anxiety and concerns of all americans about what's happening in gaza and what's happened with this war. and so he's taken a variety of actions. i'll leave it to my national security council colleagues to answer to discuss those. but he is a person who understands the pain of all americans as they watch television at night. and he's taking actions to this morning, negotiations between israel and hamas are now at a standstill and hope is fading to reach a ceasefire deal ahead of ramadan, which starts on sunday, caught in the middle people of gaza who are starving amid israel's campaign to eradicate hamas. the head of the world health organization said this morning that children who managed to survive the bombardment may not survive famine. and we want to warn you the next story is very distressing, but it's important to show cnn's nada bashir takes us inside a gaza hospital and captured there's the pain as families are now losing their children to starvation >> tiny limbs boones, protruding the constant sound of crying from children now facing starvation in gaza in this overrun hospital ward. anxious mothers watch on as doctors provide whatever care they still can but for some there is nothing more to be done three-year-old mila, who had been suffering from acute malnutrition. now, another victim of this merciless war she was healthy. >> there was nothing wrong with her before meal. his mother says, then suddenly everything dropped. she wasn't eating anything. we had no milk, no eggs, nothing she used to eat eggs every day before the war. but now we have nothing across gaza. >> too many are feeling the pain of this deepening hunger crisis. small children, it and malnourished these will italy as anne's final moments his tiny fingers gripped in his mother's hand he liked miller, would not make it about the staff while you more others are still just barely holding on. but there is no telling how long they will journalist asks him because of the wall. he says it is all too much on tuesday, un experts accused israel of intentionally starving the palestinian people in gaza noting that the israeli military is now targeting both civilians seeking aid and humanitarian convoys >> israel >> has denied targeting civilians and says that there is quote, no limit to the amount of humanitarian aid for civilians in gaza. but the reality on the ground paints a very different picture. >> yeah >> there is no food, no water, with flour, cooking oil, or anything. this woman says, death is better than this >> according to a senior >> un official, at least a quarter of gaza's population is now set to be just one step away from famine broken. >> with aid agencies facing overwhelming obstacles in getting the bare minimum of supplies into gaza as israel's ground offensive threatens to push further into the strip's densely populated south time is quickly running out while international efforts to airdrop humanitarian supplies have provided some respite it is simply not enough >> with stalling >> negotiations, leaving little hope for an end to the suffering and hunger of the palestinian people in gaza. now the bashir, cnn, london and our thanks to nada for that very important report. one group carrying out airdrops of aid like you just saw, not as peace is world central kitchen chef jose andres joins me now schiff thank you so much for being with us really appreciate it. i mean, you just saw a not as p is some of the awful images there have children starving you've been on the ground, your teams on the ground. what's it like there >> well, is what you see obviously the place had been is in the south in rafah. those images are on the north. the north is where the real meat is why are we trying to use every opportunity we have? to deliver food in the north, like these planes, i initiative that began by the king of jordan, king abdullah, who he is the one that began doing it for his own hospitals than needed food and needed medicine. and i'm so somehow very glad that this has expanded to more planes. but again, this is only a drop of water in a ocean of need, more needs to be done. we need to make sure that more trucks are able to flow in. this should be a very simple solution if israel allow other entry points, all of this and we can bring enough tracks to make sure that everybody is fed, that everybody has seen that everybody has access to water and during nada's piece, i mean, we saw obviously the children who were suffering right now, but we also saw images of just trucks lined up trying to get in and you've been in rafah. i mean, what's it like when the trucks come in and the people want to get that food right away, it obviously creates a very volatile situation, but he's i love complications. it's everybody needs to be checking those strikes a gibson's, check the tracks israelis check the trucks, then palestinian, then they need to keep changing from track to track, believe it or not, then you have to get to the un security zone where again, they will be moved sometimes once again to track them, those strikes need to be rich in camps warehouses, kitchens, and what you'll find sometimes it's people in need that they use, get all over the tracks and it starts getting the food. so those strikes are no able to deliver to have a normal functioning of the humanitarian system. imagine these only in rafah. imagine when you are trying to reach the very north that's why very often we hear that during days, sometimes weeks no humanitarian aid reaches the nord that are getting that's where you see those images what draghi can obviously we have 64 kitchens we've community organizations there's one more on our own. we have a plan to build a total of hundred kitchens all the way to the north. but in order to fulfill all the food needs that those kitchens need to keep making sure that every kitchen is a hub to feed the people to run in that kitchen, we need a constant flow of food, constant flow of water and this unfortunately is all happening sundays, has been the case that not drag has reached into gaza, and that puts us behind and talk about the airdrops of food into gaza. i mean, we have some images of the work that your team is doing there. we've seen i mean, a nada's piece that some of this is obviously going on, i guess that we have to see airdrops because of the issue with the trucks is that it is this just an easier way of doing it? can you talk about it when they got easier? >> i know he's been something this is by all the other organization organizations of why they're drops in any case, i will clap at the initiative of the king of jordan from being the one that really began these more countries has joined, but again, it's a drop in but this shows you how big is the need that countries worst thing is the right thing to do to do foot drops referred today, use three hours ago, we were able to drop or sells 48,000 meals. i know what food programme also use some of the plane's was a total of eight to ten planes that to off. my god, i wish we had to do this is expensive to do air drops, but if you have must be a lot of coordination, you have to work through. >> but if you had the >> military that have the planes and they're willing to do this and we are able to reach the north and delivering some meals that are necessary. so children like this we will not perish. i think it's worth every effort, obviously, right now as we speak, we have this plan with the emirates were trying to arrive to the beaches of gaza, but also requires a lot of coordination in may, how desperate we must be to be thinking that we need to be sending food by there. and now thinking like we need to arrive to the beaches of gaza to start bringing big quantities of food. we can end this humanitarian disaster yesterday only, we need to make sure that we use every resource we have to bring food and water to the people of gaza >> and do you have any insights into some of these clashes that we've seen around these trucks. i mean, you and i've talked about this a little bit. >> are they avoidable >> well, they are available if we were able to bring massive quantities of food. i sweat in syria after the earthquake, if people don't have food and you're right with one track, everybody is going to come around you if you show up every day all of the sudden everything is much more calm, it's been cases of the tracks running obviously over over people when they are delivering in the middle of the night is weighing cases that sometimes some of the guards protecting the tracks have have shot. obviously, we've seen what happened that day. routines was the situation with israeli we the idf is many, many situations. they are avoidable if we keep bringing food to the north, we are doing something like was very important. we've been talking to the matar's, the wise men of the tribes that they've been there for centuries. we are establishing those contacts were talking obviously to them. they have in a way the key to make sure all these happens in more organized way, we need to be talking to the true triesman, the leaders inside gaza, that they are the ones that want to be included in how to deliver humanitarian aid in a convoy in an organized way. let's hope more drugs will go in. let's make sure that we can end this humanitarian crisis tomorrow. >> and the state of the union is tonight. >> would, what would you do you like to hear the president saying? not that you're writing and speech room, but what would you like to him say about this? >> well, the humanitarian crisis should stop. that food and water is a universal right, that no person should be going hungry i hope that he will push for a ceasefire. i hope, yes, he can say we need to be protecting our partner israel, but you can be also be protecting the man and woman are children of palestine today >> all right. chef jose the union address and some democrats have a message for biden ahead of the address of fight harder. they want the president to bring some of the fire. that's been on display in closed-door meetings at the white house to, tonight's event. and with me now to talk about this democratic congressman joaquin castro of texas congressman, are you one of those democrats who wants to see a little fire from the president tonight >> oh sure. i think that on many fronts the president has an incredible story to tell. this has been an incredibly consequential president somebody who helped the country bounce back from the pandemic when hundreds of thousands of people had died by that time, as somebody who's helped the economy bounced back to record unemployment and incredible gdp growth and strong, strong job growth somebody who's helped shepherd through major pieces of legislation to the united states congress. the inflation reduction act. the bipartisan infrastructure bill, the chips and science act. so he has a very strong story to tell. and i hope he will show some fire tonight and tell it. and he's also even though i have issues with senate border deal or the deal that included the border provisions. he tried on the border. he's tried and republicans, even though they use it as their number one fear mongering bogeyman issue have put up every obstacle to doing anything meaningful on border security so he's had a strong story to tell. he should tell it >> you mentioned immigration. i mean, that's gonna be obviously a major focus tonight and as you know, donald trump continues to denigrate immigrants falsely claiming that, i mean, just the other day he was saying that president biden is bringing in foreign armies across the border. let's listen to that central question in this selection is whether the foreign armies, joe biden, has smuggled across our border >> will be allowed to stay, or whether they will be told to get the hell out of here and go back home. >> congressman, does president biden need to go after some of that rhetoric, as well as outlining what he wants to do about the border >> yeah, he absolutely should look. donald trump has been dangerous for a long time, but he's getting more dangerous and he's putting a target on people's backs. and what you hear him talking about is just pure fantasy and the man is really, at this point lost his mind >> and i do want to ask, i mean, i did ask neera tanden, the domestic policy adviser at the top of this hour, whether the president should just announce some executive actions tonight on immigration, on the border. if he's not gonna get any cooperation out of republicans in congress, would you like to see that happen? >> well, look, i mean, the president of course, has done executive actions before, but the president is also not a substitute for the congress. and the congress can't use the executive branch as a crutch and do nothing. and that's what my job to the speaker and the republicans are trying to do they want to do, and they're doing i think on the border even though they complain about it every single day so they're things that president could do on temporary protective status, for example and work permits and so forth. but on the enforcement piece, congress has gotten appropriate more money. and if they're going to pass policy, we're going to pass policy that we need to take it up and pass it and congressman i know you and i've talked about the issue of israel and gaza in the past. i want to ask you about it again because, you know, the piece that we were showing earlier on this program from nada bashir >> i mean, it is it's very difficult to reconcile with what what is going on in that part of the world right now. what is your sense of it? what does the president is say about gaza tonight, you just heard from chef jose andres in our previous segment. i mean, volunteer organizations are having to airdrop food into gaza. so chilling hold on, don't starve to death hasn't, it hasn't it reached a point now where the president just has to do something he has to do something dramatic call for a ceasefire >> what do you think? >> jamie, you've heard me say, i set it to you. i've said it publicly and privately that i believe that hamas had committed war crimes october 7 i think it's become very clear that israel has now committed war crimes. they are intentionally starving people and there are hundreds of thousands, if not millions, of people who are starving. so the president should absolutely call for a ceasefire night. the united states and the president and the congress are either going to stand up for human rights what the united states professors to believe in. and we do, or we're going to stand down and do nothing and let these people star this kind of unconscionable act is not in the interest of the united states of israel, or obviously the palestinians. and so i hope that the president will call for a ceasefire and will push back as hard as he can amendment young congressman, i mean, i have to tell you the israelis are going to say that war crimes were committed on october 7 >> i agree. i think having watched the footage, when the israeli embassy presented the footage here at congress, i went and watched it. i think that that is true and i think for example, the kidnapping of children is a war crime. but the starvation of children and the suffering that has gone on because of it. and you know, by now, a 20,000 or so women and children or more who have perished benjamin and young's government is former press secretary to the first lady, jill biden, and former republican congressman joe walsh of illinois. >> michael >> as i said, you were the press secretary for joe biden. you know how state of the union works? >> how >> important though, is this one tonight for the president >> well, state of the unions over time have become a little short on impact, a little long on spectacle. clearly the former president is doing his part. but look, joe biden needs to do a couple of things tonight because it will be important for him to show and tell the american people a few things. people need to walk away, feeling something that is most, that is the most important thing he can do tonight is that people feel that they, that he is in control, that he is in command. and look this is a place where he feels comfortable. the president is going home tonight he showed that last year where you saw his nimbleness and volleying back-and-forth with the republicans and this is where his confidence in his performance will really shine through. because this is where he's comfortable on the hill yeah. i mean, >> joe i mean, you're a member of on capitol hill and the republican side of things, you know how these things go as well. and apparently the house speaker, mike johnson, i think to michael's point a little bit, what he was alluding to there, the house speaker has urged his gop colleagues to not heckle the president during tonight's address in the past, we have seen marjorie taylor greene greene and lauren boebert do just that. here's some video of it right there. she was just green wearing that very memorable white coat. we all remember that do you think they're going to listen? >> no. god, no, jim johnson is the speaker, but he's really not. and he can't control these folks. and and there will be people in that chamber who will act up and there will certainly be people outside the chamber, including the former president, who will act up, which is why jim, i wish present. byd would do something completely different. i wish she'd walk into that chamber. i wish he'd give a ten-minute speech. no spot, smiles, no politics, just get down to business. here's what i'm going to do. our democracy is under threat. ukraine needs ammo and just a really serious sense of urgency, righteous anger and to ten minutes and then walk out of there and let republicans look on sirius >> why i mean, but there are lots of issues to tackle and you know, if you do it in ten minutes, there's gonna be one issue that or another that you leave on the cutting room floor. and michael, i do want to ask you about this because there's new poll out today from kaiser family foundation health tracking. it shows one in eight voters say abortion is the most important issue. in their 2024 vote. i mean, i have to i have to ask doesn't the president need to talk about dobbs roe versus wade abortion with all of the anxieties out there on this issue. and just recently in alabama over ivf, one of the architects have tonight's speech at bruce reed wrote many years ago in a book that republicans usually have their ideology mugged reality. and i think the president is going to give republicans any american people a pretty stark dose of reality tonight on this issue, especially because this is fighting ground for democrats. this is where they want to have a fight with republicans nothing shows the differences that makes the contrast between the two parties based on this issue and women, as you know, the biggest voting bloc in the country. and so you're absolutely right. this is essential for the president to go on offense on tonight >> and joe, how big of a concern is this? i mean, we're probably not going to hear donald trump talking about this too much. although out on the campaign trail, he has bragged about getting rid of roe versus wade. i mean, how big of a problem is this for the republicans heading? into the campaign, you have to assume that the president is going to touch on this tonight, given what happened with dobbs and given what's just taken place in alabama jimmy has to and i say this as a former republican, this is the republican's biggest political problem. the entire abortion issue is hurting republicans politically. just like jim, i would argue the entire issue of immigration and the border is hurting the democrats. and i do hope the president does and you alluded to this in an earlier segment. i hope joe biden does tonight announced tough new executive actions. look at the republicans for not doing a thing on that border. bill. but he, and he take it on himself because this is a weakness of democrats and i'd love to see biden strongly address it when i asked the domestic policy or go ahead, michael. >> now it's just i agree i agree with joe. i do think he needs this is like the republicans have made their playbook pretty clear that they are going to make this willie horton times ten and you hear how former president talks about immigration and the border. it's through the really gruesome and tragic details of of these these crimes have taken place and said the president needs to personalize this and talk about it, acknowledge it, but talk about it with in the frame of safety and personal safety for the american people, he needs to demonstrate that he understands that all right, guys. thank you very much. got it
