"cnn this morning" starts right now. ♪ here is where we begin. liz cheney is not the only one concerned about a trump second term possibly. we are seeing the same warning echoed in a flurry of headlines this week. the atlantic magazine, dedicating the entire issue that imagines what trump will do if he wins. the warnings include trump abandoning the nato alliance and using the justice department to punish his political enemies while getting rid of the criminal charges against him. "new york times" reports trump's violent and authoritarian retic on the campaign trail is attracting growing alarm. analysis by cnn details how a second trump term could re-write the rules of presidential power. "washington post" column lays out, quote, the fear of a looming trump dictatorship and he made clear his stark authoritarian vision for a second potential term. time is quickly running out for trump's primary opponents to try to chip away at his still giant lead. new overnight, the stage is now set, literally, for tomorrow's final debate before the iowa caucuses. nikki haley, ron desantis, vivek ram sammy and chris christie. they focus on the potential chaos of trump being president again rather than threat to democracy. >> he's drama free and effective and proven. >> i'm ron desantis and i spectrum news, errol louis and max boot. thank you, guys, for joining us this morning. leah, to start with the dire and very stark headlines we have seen, the stories we have seen. they're not based on nothing. they are based on what the former president said on the campaign trail. they are based on what is on his campaign website, his actual policy proposals. do you think they resonate given the fact he's leading in the polls right now a general election matchup with the current president? >> that's what the polls would suggest. and i think there's one thing that is true about trump, which is that we heard a lot of campaign rhetoric from him since 2015. and a lot of people have kind of exaggerated it or suggested that it's not going to be true, that it's, in fact, just rhetoric, just bombast that kind of thing. but he actually is very clear that he will do what he says. right? he said i'm going to pass a muslim ban. he passed the muslim ban. so when we hear him talk on the campaign trail and say all these pronouncements where he perhaps insinuates violence and punish his political enemies, that's very much a preview of what's to come. even more important, perhaps, is that it is resonating amongst the republican base. they like trump. they want him back in the seat of poir. they're following him. they're very, very loyal to him. >> when it comes to evangelical voters, i think this is so interesting that trump continues to resonate with evangelical voters in a state like iowa. tim alberta has a new book "all about american evangelicals" he talked to jake tapper yesterday and why many evangelicals supportive of trump. they have a mercenary-like relationship with him. listen to this. >> if you feel as though barbarians is at the gates, you might be willing to turn to a barbarian to do your fighting for you. for people who feel they are threatened in this way, they're willing to turn to a man who shares none of their values and, in fact, perhaps that is their greatest attraction to him. >> what do you think of that, errol? >> yeah, the notion that evangelicals would only be attracted to someone who looks and feels and talks like a hallmark, you know, special, it was always a little bit off. if you spent any time with actual evangelicals -- i grew up among a lot of them, there is a certain force, apocalyptic vision, a lot of drama, a lot of clashing, a fight against unseen evil forces. that's what donald trump brings to the conversation. he doesn't say we'll live and let live and make room for all 300 million americans to all live in peace and harmony. that's not what evangelicals are looking for. that's not what trump supporters are looking for. and so he has tied into something at times can be quite dark but is very much within the american tradition. >> interesting. >> certainly resonates within a republican primary, as we have seen not just in 2016, 40, 50 points. >> just 40 or 50. >> plenty of time. six weeks or so. i think we have a clock. >> oh my god, the clock again, phil. >> let's turn back to, i think what happened on saturday the president at his rally and the atmospherics around it, his aides putting things on chairs for people that were there related to trying to invert the message on who is defending democracy and who an authoritarian. to me that said that they see weakness there and they need to address it. which i think the biden campaign would agree with but also the absurdity of the fact someone who literally tried to perpetrate a coup, holding himself up as the defender of democracy. he is the candidate that defends democracy. >> right. this is the playground argument. you are what you say i am. all this kind of stuff where he was accused of being a russian puppet. said to hillary clinton, you're the puppet. it doesn't make any sense, okay. but it's enough to get him through the primaries and his voters seem thrilled to that. what really concerns me right now not just what's happening in the republican primaries because sadly at this point you expect donald trump to be up by 40 or 50 points which, in fact, he is. what is really alarming to me, phil, is the fact that the general election polls are showing that trump is running neck in neck with joe biden and some ways even ahead. there was recently a poll showing he was ahead in the swing states. that to me should be setting off a lot of alarm bells. people need to pay attention to what liz cheney and others are saying. i can't imagine who believes in american democracy could possibly vote for a guy who already tried to overthrow american democracy and now running on a platform of trashing the constitution, persecuting his enemies, doing all sorts of things that are 100% contrary to the american tuxal tradition. >> by the way, liz cheney said she believes if trump wins he will not leave. he will not leave office again. chris christie on the debate stage tomorrow night will continue to do what he did, go after trump. we'll see if he changes strategies. you're really watching him most closely. >> yeah. >> tomorrow night, why? >> so i know everyone is watching desantis and nikki haley. and of course they should be because behind trump they are the next in line. but chris christie has had this really interesting history of being one of the only republicans in this kind of presidential race, not just now, also in 2020, again in 2016, of having a willingness to really call out the president, other presidential candidates and have really pointed critiques of these other people. he's really willing to put it on the line. i think part of his willingness to put it on the line is because he has nothing to lose. right? so he's out here. and he's willing to say -- and in fact, in some cases, even sacrifice his standing in the polls in order to critique the other members of the republican party. he's also one of the other candidates, i think, who has been willing to talk about these issues that resonate with the base but that don't largely come up in this kind of larger conversation, like overdoses or, you know, a long-standing drug problem, long-term involvement in foreign affairs and foreign wars. and so i think he's really interesting because it's not necessarily that he's a wild card. but he's much more willing to take risks with what he will say as opposed to any of the other they're describing as, quote, tremendously positive. stay with us. ♪ well, this morning israel is ramping up its military operations in gaza with increased air strikes in the south and expanding ground offensive that now includes armored vehicles. the u.n. chief says gaza is in a, quote, apocalyptic situation with casualties rapidly increasing and nowhere safe to go. a father of a 2 month old -- >> translator: they told us to leave gaza, there's a war in gaza. so we left and came here to the south, just like they asked. but this is what we found in the south. what can we do? this is my son. he was born on the second day of the war. and we haven't been able to register his birth yet. >> the palestinian health ministry reports almost 16,000 z civilians have been killed. the ratio is, quote, tremendously positive. cnn's ben wedeman joins us live from jerusalem. the question i had since the truce came to an end, if operations in the south are going to launch in earnest, where are the people who moved to the south supposed to go right now? >> reporter: well, phil, that's a question that lots of people are asking, not only the people of gaza but also the many aid organizations that are trying to help those who have fled from the north to the south. in fact, today we heard from the office of the coordination -- coordinator of humanitarian affairs, a u.n. agency, who said there's an even more hellish scenario about to unfold. the problem is that many of these people are being urged to go to places where there's simply no infrastructure. there's no shelter. there's no means for the provision of food, water, medicine. these are areas that, yes, they might be safe because they are far away from urban areas, far away in gaza terms, that is. but there's nothing that people can go to. and if you can look around me, it's about to rain here in jerusalem. and it's also going to rain in gaza. and for many people, they have no shelter. the u.n. says that tens of thousands of people have come to raffah and are basically sleeping in the streets and the weather is not good. there's shelling. there's a shortage of food, shortage of medicine. all of these international organizations are ringing alarm bells, but they don't seem to be able to do much more than that at this point, phil. >> ben, can you unpack -- it was a little bit jarring to see a statement from the idf last night on erin burnett about the ratio of killing civilians to militants. what was jonathan, the spokesman, for the idf trying to say there? >> reporter: well, we've heard from a variety of israeli officials that they think perhaps they have managed to kill somewhere in the area of 5,000 hamas fighters out of what we're hearing is a total of 15,000 more, probably more. and so, essentially they're saying that if you -- it's a two to one ratio. for every two civilians killed, one hamas fighter is killed. now, it's important to stress that we haven't really seen any evidence provided by the israeli military that they've managed to kill quite that many hamas fighters. but what we have seen is ample evidence that many civilians are being killed. and if you take that 15,000, even though it's 15,899, according to the palestinian health ministry in gaza, if you take that, what we are given to understand is two thirds of those killed are women and children. so that leaves one third, 5,000, so maybe that the israeli military assumes that all males killed are hamas fighters, which reminds me of the days of the 1982 israeli invasion of lebanon when the israeli military tended to characterize all those killed during that invasion as terrorists. phil? >> ben wedeman live in jerusalem. thank you. police in virginia are investigating after a home exploded in arlington last night. look at this. officers were trying to execute a search warrant, and that's what happened. the suspect, who was still inside the home, just burst into flames. the sheer force of the blast blew the roof and several walls apart, causing the structure to collapse and prompting the evacuation of several homes nearby. one neighbor described being physically rocked when it happened. >> i was laying in my bed and then just, it felt like we got attacked. i got pushed forward. i mean, my roommates and i ran out. we looked outside. and the fire was just getting going across. it was really scary. >> officials determined the suspect discharged a flair gun up to 40 times in the neighborhood earlier in the day. house republicans push forward with a possible plan to strategy that will get all the hostages out, but of course for the united states, the paramount priority is getting the american hostages out. >> that is national security adviser jake sullivan confirming that discussions continue to try to come back to the table to get these hostages held by hamas and other terror groups released. more than 130 hostages, including nine americans still being held in gaza with talks broken down. errol louis, max boot, leah wright back at the stable with us. errol, let's start on the line the biden administration is walking here and how much power they do or don't have at this point to bring hamas back to the table, to bring israel back to the table. israel doesn't seem to be heeding any of the warnings from the united states on how to conduct the second chapter of its counterattack on gaza. >> well, they can give advice. they can even give warnings, veiled warnings or direct warnings. >> they're pretty direct now. >> but the reality is, those hostages, plus the destruction of hamas, are what israel said were going to be their objectives, right, up front. you can ask them to change how they pursue those objectives but asking them to suspend those object i haves to not go after the hamas leadership, not try to dismantle their entire logistical operation. >> that's not what we heard from the vice president or secretary blinken. it was how you do it matters. >> right. >> and more precision in how you do it so you don't have 15,000 plus civilian casualties. >> sure. look, if there are specific, logistical kind of considerations that the u.s. is putting forward, we are not hearing about it. if they're telling them, look, go down this tunnel but don't do this. don't drop any bombs. you know, i don't know, hype up your intelligence capability. find individuals and target them. there again, you know, you have to look back at this consideration about the hostages and whether or not their location is known. we're hearing different things from hamas saying they as an organization don't even control all of them, that there are other groups out there that have custody of some of them and they can't come up with name. i don't know if that's believable or not, but it is an absolute tangle. and the united states is doing what they've said from the beginning. they want to try to support israel, as best they can, while also issuing these humanitarian warnings with the understanding that israel is free to ignore them, which seems to be the case. >> well, i think, the complexity of this moment is an understatement to some degree, max. but if hamas operates within the civilian population, if the civilian population is densely packed in, you can warn, but if the population -- you were pointing out earlier this week, evacuate this area and hamas fighters evacuate with the population, what are you supposed to do in that situation. i guess the question is, is there anything they can do given israel's stated goal which is the stated goals the u.s. supports. >> it's definitely a problem from hell. people talk about the need for a cease-fire, but remember there was a cease-fire on october 6th. hamas broke it with this horrendous attack, which included terrible, sexual violence that we were hearing about yesterday and other thing. now israel is faced with basically no-win situation where they have to try to defend their country, to reestablish deterrence, to try to destroy hamas, but at the same time to limit civilian casualties in this place, gaza, where the civilian population, as you say, is very closely packed in. and the hamas fighters are violating the laws of war by essentially using human shields. so, i think what the administration is trying to say to israel is, yes, you have a right to continue attacking hamas, but you try to do it in a way that does more to limit civilian casualties. and it's still not clear whether israel is paying attention to that or not. but they certainly need to be because while i think israel is winning the ground war slowly in gaza, they are losing the information war around the world. and they will continue to do that as long as we see these horrific images of civilian suffering from the gaza strip. >> leah, isn't there also still a huge question about what defeating, taking out hamas really means? what about what these generals are raising the concern of insurgent? and are you driving more people into the arms, the belief, you can't kill a mindset of hamas. >> it's absolutely a problem. and what i find so fascinating is that, you know, we haven't paid very much attention to the actual articulation of arguments from people in israel. and one of the things that we've seen on the ground from people in israel, actual citizens, israeli citizens, is exactly this, which is you can't kill an ideology. you can certainly kill leaders of these various movements. but part of this escalating violence, this devastation, part of the problem with it is that it creates even more kind of radicalization, especially when you have this kind of violence on this scale. so i do think it's important to actually listen to what people are saying on the ground in israel which is we want all of our emphasis on the release of hostages. whatever is necessary. and that's where we get into some of these more complicated questions but also necessary questions. >> new this morning, we've learned that ukraine's president volodymyr zelenskyy will address a senate briefing today behind closed doors. he'll be doing so remotely. and it's a meeting that comes as the white house budget director warned in stark terms the u.s. will run out of funding for ukraine by the end of the year. saying it will, quote, kneecap ukraine's on going operations. >> and the funding fight over aid to ukraine and israel hit the senate floor last night ahead of a possible vote later this week. listen to what the vermont senator, bernie sanders, had to say about aid to israel. >> i do not believe we should be appropriating over $10 billion for the right wing extremist netanyahu government to continue its current military approach. what the netanyahu government is doing is immoral. it is in violation of international law and the united states should not be complicit in those actions. >> senator sanders added it must meet the needs of working families. republicans refusing to support an aid package for ukraine if it does not include major changes to border security. >> cnn political commentator errol louis and leah wright and max boot, they're all back with us right now. max, i want to start with you because i'm not totally sure people grasp just how much this is on the brink right now. and obviously this is a package that includes border security, the israel aid, indo-pacific funding as well, along with the ukraine funding. i don't know that there's a path right now as it currently stands. if it doesn't pass, what does that mean far conflict going on into the second year? >> if it doesn't pass, this will be a catastrophe for the people of ukraine who are fighting for their freedom after this unprovoked aggression from russia. and it would just be uncon shengsable to me to see the united states cut off the brave fighters of ukraine who are everyday out there trying to defend their country, defend their homes, defend their people from this enemy that commits these terrible, awful, brutal war crimes. i mean, the aid to ukraine is actually been one of the most successful u.s. foreign policies of the last half century. we are providing a very small portion of our defense budget to ukraine. and they are devastating the russian military, inflicting heavy losses on this force that threatens our nato allies. and they have been very successful in stopping the russian onslaught. but vladimir putin is counting on waiting us out. he's expecting our will to support ukraine will waiver. unfortunately, i think he is right in the case of a lot of republicans. so, if we don't get this aid right now, with the aid money running out for ukraine by the end of the year, this is going to be a disaster for ukraine. and republicans are basically helping vladimir putin at the expense of our fellow democracy in ukraine. >> but errol, are the republicans who are saying to give more to ukraine and israel, we want more security at the border. are they really out of step with their constituents, republican constituents. because the polling shows that a majority of americans are actually not in line, it's a slight majority, with more funding for ukraine. and also they do want the border to be addressed. >> sure. if you put it to the poll, people would say sure, spend money right here. work with our border and whatever happens in europe, well, i've never visited and i don't care. right? that's where we have something called leadership that has to sort of come into play where the elected leaders have to say, whether you like it or not, whether you think it's a good expense or not, we just spent a half a century and about $13 trillion in something called the cold war and there was a reason behind that. >> here is why it matters. >> so democracy could flourish and millions of people could be freed from the yolk of oppression so we wouldn't have to actually put troops on the ground. and that has been the less son of history for the last century or so. if people need to hear that, yes, you might lose a couple of votes. somebody might get mad at you at a town hall meeting. it might not make sense to everybody, but that conversation needs to be had. that's why there's supposed to be the greatest deliberative body in the world. >> supposed to. >> harsh, man. leah, the contrast of -- it wasn't too long ago volodymyr zelenskyy got a hero's welcome in washington, d.c. stood in the well of the house. speaking to a joint session of congress. at this moment beaming in remotely and very real questions about whether or not aid will continue. how does that -- what happened between then and now? >> so two things happened. the first thing is israel happened. and you know, zelenskyy has actually been going on a little bit of a speaking campaign, essentially making the argument that he is concerned that funding for the israel -- u.s. funding for israel-hamas war will actually take away from the funding for ukraine. to some extent he's correct. the american public sees these two things in conflict because of the monetary issue. i think this is where, again, errol's point about leadership is really important, because it's politicians that have to sell that to the american people. the other part of this is that inflation -- the way that people are feeling their pocketbook. pocketbook politics actually matters. and so, irrespective of how the budget is allocated, one of the things that really maters to the american people is that they are correlating what they are feeling in their pockets with all of these various wars and things that are going on. so they are saying i see that our groceries costs a lot of money and we're spending money on ukraine, israel that maybe have no bearing on me, but particularly ukraine because that's somewhere far away and i'm not feeling it in my home. again, these things may actually be related. they may all matter. but for the american people, i think, they are having a difficult time seeing how these things connect, particularly because they are feeling it in their pocketbooks and in their homes. >> yeah. it feels like a zero sum gain to them. >> right. stick with us. new concern about the state of negotiations to free more than 130 hostages still held by hamas. why the white house believes the talks will not resume any time soon. ♪ welcome back. this morning, multiple senior biden administration officials tell cnn that negotiations with hamas over the release of hostages are unlikely to resume any time soon. the white house says there are seven american men, one american woman still unaccounted for following the october 7th attack and the state department spokesperson matt miller yesterday gave one reason for the stalled talks. >> the fact that it seems one of the reasons they don't want to turn women over, that they've been holding hostage and the reason this pause fell apart, they don't want those women to talk about what happened to them during their time in custody. thank you for being with us. this morning, are you optimistic or quite pessimistic that hamas will release more hostages? >> it seems they are back on the warpath. once again the israeli government is determined that the primary objective is the military objective and not returning the hostages. at the same time, the hostage families are increasing the pressure on the government and on the society to put the hostages back in the number one place. i think that hamas is not interested in renewing negotiations now for various reasons. neither is israel. and that's why we really need to make the israeli government understand they have a moral responsibility to bring these hostages home first. that's the most important thing that needs to be done. >> how would you induce hamas to come back to the table? >> i would make them an offer they couldn't refuse. i think this is what the israeli government needs to do. israel is generally passive in these kind of negotiations. they respond to what hamas is willing to give or not willing to give. i think israel needs to pass a message on through the qatarties and the egyptians and the americans of an offer it won't be the all for all deal that hamas wants, but i think that we must get home the young women who are still there, the elderly, the wounded and the sick hostages. at least those. and israel knows how to make an offer. there are 7,600 palestinian prisoners in israeli prisons right now. hamas will demand prisoners who killed israelis. i think israel will have no choice but to release some of them as well. but israel should make an offer big enough that hamas will be enticed to take it and will also involve another pause for several days to facilitate the release of these hostages. >> one of the key points of fracture after the cease fire ended and the talks broke down after seven days is that hamas didn't release a number of women, young women, that it is still holding. a number of them 20 to 30 years old taken from the music festival. and the state department gave some insight into why they believe that is yesterday, saying hamas doesn't want those women to say what they went through. the sexual violence, the rape that they endured. here is what cnn contributor barack ravid said about that last night. >> this is something that was kept pretty quiet in israel. this assessment. they didn't want to put it out, and they were quite surprised the state department said publicly today. but i think it reflects the intelligence assessment of the israeli -- >> why did they not want to put it out? were they worried it would jeopardize the hostage release on going? >> i think they were worried it might harm the hostages that are still in gaza, the women themselves. >> i wonder if you agree with that. >> i do agree with barak on that and i think even more so that if, in fact, it is true, the assessment of israel which has been gathered a lot from the hostages who came home, these women have been exposed to horrific sexual violence and gang rape, we can expect that hamas will kill them and not release them. we have to imagine the worst and hope for the best and act quickly to get everyone home that we can. >> the central question after hopefully these hostages come home is what happens next. what is the end game and the plan for the palestinians in gaza. you wrote a really fascinating piece this week, sort of an open letter to a man. can you tell people who he is and why you wrote it? >> he was the elected speaker of the palestinian legislative council, the palestinian parliament. he was also the person who led the second intifada as such in 2002, israel caught him and imprisoned him. he was tried and convicted of directly responsible for the death of five israelis and was sentenced to five consecutive life terms plus 40 years in prison. he is also the most popular palestinian politician. he in every single palestinian political poll over the last two decades comes out number one above everyone else. i've been -- i know him from before he was arrested. i've been in contact with him over the years through his lawyer. and have engaged in a kind of dialogue with him the past year and a half in which he still says he supports the two-state solution, believes that peace between israel and palestine is possible. and if he is going to be elected by palestinians once they do have free, fair, open elections, we in israel should be engaging him in a dialogue, in the same kind of dialogue that took place between the both of the apartheid and nelson mandela. >> despite the fact that he was convicted an attempted murder serving five consecutive life sentences, you think that is a possible and palatable option? >> i think first of all it's important to recognize that he was not convicted of killing anyone himself, but being responsible for the death of israelis. he did lead the second intifada. i think he made a tragic mistake when he did that. he offered no defense whatsoever. so it wasn't really a fair trial for him. he did read an indictment at the end of his trial, an indictment against the occupation and the state of israel. and i think that we need to recognize that at the end of the day, it's enemies that make peace. you don't make peace with your friends. you don't need to. we need to embrace our enemies. he will be the next elected leader of the palestinian people and there's a chance -- we should be talking to him. >> its enemies that make peace. always good to have you. well, too. back with us, errol, leah and max. fetterman is saying something a lot of other democrats are not saying or hesitant to wait for the process to play out. does he have a point about -- he told abby last night, this is about fairness. if you're going to boot santos for this, look at the power menendez has had over really important dealings with egypt. >> absolutely. so for fetterman, this is something that has been really consistent on which is that he believes that there should be some kind of ethical component to your tenure in congress. and this is what this is all about. this is about calling out unethical behavior, particularly because he sees it as something that is bringing down the party. it reflects very poorly on the party. it's easy to point to somebody like menendez and say, here is an ethical problem. and i think that he went after it, particularly given that people haven't really been paying attention to his larger calls. he went after it in the most trolling way that he could possibly do it, by using the ousted, you know, the ousted congressman in order to do the dirty work. >> it's a play book he's familiar with. he used snooki back in his campaign to troll dr. oz about living in new jersey. if it works, go ahead and use it. i was struck last night in his interview with our abby phillip what he said about -- he was asked about the president's age and where democrats are on the concerns. take a listen to what he said. >> i'll never understand why any democrats now are saying that are being negative about president biden. again, i don't understand anything other than you want to help trump win the presidency. and if you're going to say those kind of negative things, just write a check for donald trump. it would just be a lot easier. >> he's exactly right. look, at this point, i think if you look at the political calendar, the notion that democrats could find another candidate other than joe biden, it's just not realistic at this point. you know, and i wish we had something other than steak and chicken, but that's all we got. you sttake the steak or take th chicken. this is the candidate democrats put forward. he gets the benefit of the doubt. he's the presumptive nominee. >> it's not only democrats who ought to be rallying around biden, republicans who believe in the rule of law and our democracy. i would hope there would be a lot more of them like liz cheney out there making the case that if you want to preserve our democracy, you have to support joe biden many thatch is the only alternative. >> do you think that will happen as we get closer? >> sadly i don't because based on what's happened the last few years, we have not seen a lot of republicans rallying against trump, but i wish it would happen. i think it's very important for our democracy for that to happen and it's one of the few things i could imagine that would seriously hurt the trump campaign as he tries to win another term. >> errol,
