right now the fragile truce between israel and hamas is holding despite each other violating the terms of the hostage deal reached five days ago. the idf is report this morning that three explosive devices were detonated near israeli troops in two different locations in northern gaza, and that hamas militants also opened up on the idf troops who responded with fire. now, hamas is calling the clash a quote, unquote field skirmish. this morning plumes of smoke were seen over gaza, and now, while this is happening, another group of the israeli hostages are expected to be released from the hamas captivity today, and the families were notified early this morning, and unclear if the firing in gaza does anything to jeopardize the plans. >> this is where things stand right now. 51 israeli citizens and 18 foreign nationals have been released by hamas since the pause began friday. the families of the hostages set to be freed today, as you heard, have been notified, and the families who are not having hostages freed have also been notified. meantime, the u.s. is pushing to expand this hostage deal. the cia director bill burns is in qatar today meeting with the israeli and the egyptian leaders for a broader deal to include releasing men and idf soldiers. the trip comes as a number of americans are still being held hostage in gaza. our kaitlan collins is in tel aviv with us, and what do you know at this hour? >> right now, you are seeing both sides accusing each other of violating the terms of the agreement, but it is not far enough to cause them to pull out of the agreement. the deal is in place, and you seen the complaints from hamas and the idf, but so far, this is still moving forward and we are waiting any moment now to see the actual exchange of the fifth group of hosgetages get under w. we have not seen that activity yet, and of course, that does involve quite a bit of activity as we have been seeing as the hostages make their way from hamas to the red cross and then across the egypt and back to tel aviv where they are then reunited with their families at the hospital. so we are waiting to see the tick tick-tock of the release to happen, and that is what happens after day six of this temporary truce. it was extended by 48 more hours, and we know that right now, the officials are meeting in doha to talk about whether or not to extend it further. i am told that cia director wants it to be extended not only several more days, but to include the men held in gaza, the idf soldiers men and women held in gaza. we know that hamas prioritizes them higher than the women and children, so it is a higher price to get them out. whether or not that is going to happen remains to be seen. there are a number of men and women on the list today, and some of the children are not going to be on the list. everyone has seen the 10-month-old baby who is not expected to be and the list and neither is his brother, so we are waiting to see who is on the list, and what that looks like. alex marquardt is tracking this to see what is happening next. alex, right now, based on what we are hearing from the officials on every side of the negotiating table here, it is still an open question. >> it is, kaitlan. you put it really well. the question now is essentially day seven. what happens on day seven? this meeting with cia director bill burns and the qatari and egyptian counterparts are a pivotal moment, because this is the what we believe is going to be the fifth pause which will continue into the sixth day, and burns has become the point person for the biden administration when it is coming to the administration, and he has been engaging with the qatari and the egyptian counterparts to nail this down for the women and children over the course of five days, but certainly, the biden administration wants to extend the pause in the fighting, and get more hostages out, but not just women and children, but men. and there are seven american men who have ties to the idf soldiers, and the idf soldiers and there are many of them, and it is going to be tough, and hamas is going to want to exact a high price for them, kaitlan. >> and alex, the longer this pause goes on, and i mean, b bigger the question is what israel is going to do. it is quiet in gaza, and there is no fighting. they have time to regroup from constant bombardment from the skies, and the ground invasion from gaza, but the question here is in israel, there is support for the extension of this pause, because people want these hostages to get home, but the underlying question is how long the support goes on for before israel is feeling the international pressure before they feel they cannot re-start the ground campaign that they are intent on restarting at this point. >> we know that israel has built in the expectation of as long as ten day, because when it started they approved a list of 300 palestinian prisoners for release. for every one israeli prisoner released, they are releasing three palestinian prisoner. so with every break, they are able to reset, and get the aid into gaza to be redistributed and the prisoners to be released, but there is a question if and when israel relaunches this military campaign. but we get a sense that from the biden administration that they don't want this to continue, and if israel starts up their operations again, they want them to be more surgical and careful and cautious, kaitlan. >> yeah. we'll see if that advice from the united states works and how israel responds to that. alex marquardt is tracking the ongoing negotiations in doha now. and also, we are hearing the confirmation of a third death of a hostage in gaza. marie katz was kidnapped october 7th, and what do we know, oren liebermann, of what this man was killed and any other details about how. >> so far we have gotten few details on the exact cause of death or the exact date of death, but the idf is saying that 51-year-old havid katz is conf confirmed as died. we have heard this name before because his sister was previously released. this is the third idf soldier to have been confirmed dead. a week ago it was 19-year-old corporal who was brought and buried outside of israel. and the 65-year-old grandmother, and both of those were found according to the idf within 50 meters of the al shifa hospital which israel has said is long a hamas infratrauk chur. so when it is coming to marciano, she was injured in the israeli air strike that killed the captors and then taken to the al shifa hospital where she was then killed. we don't have the details of katz at this point, but we will be looking into this to see what more can be learned, and it is always certainly a major concern of the families of the hostages, and what happens the longer this goes on, and how many more will israel discover. >> yeah, i mean, we are learning so much by the moment. oren liebermann, if you are learning more details, get back to us, and thank you, kaitlan, we will get back to all of you in a moment. joining me is the head of the national intelligence, sean. and this pause is offering two more days to get more hostages out and back into safety, but with these two days and hearing now of the possibility of ne gosch it yaing an even broader and longer agreement, and what is hamas doing in this truce? >> yeah, kate, thank you for having me. you have asked the key question there. we all have to acknowledge the fact that we have seen 69 hostages released there is the best news that we could have gotten since the start of the conflict, but i am thinking about this from the military and intelligence perspective, and what we know is that these terrorists are not taking time out to enjoy the relative calm in this pause, they are plotting, planning and contemplating their next move. they fully understand that israel is committed to resuming this war, and doing everything in israel's power to take hamas off of the battlefield. so what they are thinking right now could be anything of how they capture and fight on to live another day or re-supply and fight on israel once the fighting starts again. >> and talking about kaitlan and learning that a third hostage is confirmed dead, and while in captivity, his body is held in captivity by hamas. why would hamas or any terrorist group holding on to an innocent hostage, and why would they have held on to someone who has died? what is going on here? >> well, it is raising questions about sort of command and control within hamas. you know, there is a body within hamas that is participating in the negotiations, and that has levered with regard to the hostages, and what happens to the hostages, but it is also that you have different factions and hostages held in different areas where the command and control of what is happening at those areas may not be centralized. so i think that there is a lot of work that has been to done here to figure out why this happened, and particularly at a time when we have this pause. i think it is safe to say that this is outside of what those who are negotiating with the qataris and the israelis and the united states intended to happen. this is what we would refer to as stray voltage with regard to command and control. >> and now, we are talking about the cia director bill burns is in qatar, and also with director mossad trying to expand this agreement that would then expand the hostages to be released beyond women and children to potentially include men and potentially even soldiers. we have heard from israel that the price is higher as this goes on. what does that mean? how does this negotiation go? >> i don't believe it is a mistake that tony blinken is headed back to the area, and that burns is a master negotiators, and hamas understands that the united states is israel's closest and most important ally, and there a different calculus with release to the u.s. citizens is and with regard to the release of the women and children first and then men, and the logistical aspect of being able to control the number of hostages that you have, and then to use those hostages as leverage. so what we are seeing here is sort of a game of chess on the part of hamas, the whole idea being how do we maintain as much leverage as we can based on who we keep, and what affiliations we have, and for the united states, this is about primarily one thing. when the united states simply does not want to see hostilities resume before all of the hostages are recovered. so we have to see how this plays out, but really, it is a masterful game of chess here. >> a horrific game of chess. shawn, thank you for coming in. we always appreciate your time. and we are talking about the negotiations to get more hostages out, but as more hostages are being released, we are hearing the details of their time in captivity, and we told you about 9-year-old emily hand kidnapped by hamas while at a sleepover at a friend's house. originally, her father was told that she was dead, and then she was taken captive was relayed. then we saw her back in his arms. clarissa ward is telling us about these moments and what she told her father about the time in captivity. >> i had to put my ear on her lips like this close, and say, what did you say. >> reporter: she said i thought that you were kidnapped? >> she thought that i was in captivity, and she didn't know what the hell happened apart from that morning, and she presumed that everyone was kidnapped or killed or slaughtered. she had no idea. >> she had no idea. 173 hostages and their families still in a waiting, you know, you can't call it a waiting game, but it is a waiting nightmare. another family terrorized for hours before the two daughters and wife survived but forced to watch as her husband was taken away. and we spoke to her this morning about the nightmare that they continue to live through after learning that he is alive, and the new pain reacting what emily hand told her father just now when she got out. >> we are very happy to see the others children and members come back to them, but on the other hand, there are still a lot of members, fathers over there, and children and mothers and a lot of fathers over there, and we don't know when he is going to come back. we don't know what is going to happen. i saw now what emily's father say, and what he thought about emily, and i think to myself, omri don't know what happened with us. you know, he don't know that we are alive, and he don't know that me and his daughters are okay, physically. and it is horrible to think about it what he is going through right now in his head. >> even weeks, omri miomri mira 173 other hostages and their families waiting to be released. thank you, kate. and now, a group of miners trapped for more than two weeks underground. and now, any moment, president biden is to arrive in georgia for the tribute service for the former first lady rosalynn carter. we will have the details on how she is being remembered today. the senate majority leader has vowed to bring more funding for israel and ukraine to the floor for a vote next week. but where it is headed is still as unclear as it was before all of congress left town for the thanksgiving break. stuck in limbo over a range of issues, and now including a dispute over the funding for this southern border with mexico to be included in the package. cnn's manu raju has the latest. they are back in town, and the senate came back tuesday, and where are things going with this? >> yeah, a lot of concerns that this whole effort could collapse and not just aid for israel and aid for ukraine, but in large part because of the dispute over the immigration policies, and the republicans want to tighten the immigration policies given the influx at the border, but there is a dispute of how the deal with the issue, given that congress has spent decades to resolve immigration, and there is a dispute if they can get a deal on this complicated issue, and in order to unlock the aid to israel, and aid to ukraine. and the democrats are insisting that aid to israel must go with aid to ukraine. on the house side, they want spending cuts to offset the price tag of all of this which is leading to concerns of whether or not any of it can be done this year, kate. >> while that is going on, and stuck in limbo for what? isn't this nine months now, and are these military promotions still held up by tommy tuberville, and you spoke to him for what he is hearing from the military officials, and what is he saying? >> this has been happening for pretty much the duration of this year. several hundred military nominations waiting for promotions in the face of tommy tuberville'sblockade demanding reimbursement for abortions to travel out of state. he is not going to back down even from the face of growing pressure of his own party, and he claimed that he was getting support from the people in the military for him to stand firm. >> reporter: and you are not worried about the national security implications of the hold? >> no, as i have told you, i have spoken to admirals and generals and i have had people call me and call me over the holidays saying keep doing what you are doing, and we are not having any people. >> reporter: who are those people? >> people in the military. i would not throw anybody underneath the bus. >> reporter: you can't name names? >> no, i am not going to name anybody, but it is good for people who are actually doing what they are doing. >> reporter: but there are other military officials including the leaders of the pentagon making it clear that they believe that tommy tuberville's effort here is essentially undermining the national security and putting the country at risk, and we have heard from republicans who are believing that they are siding with lloyd austin, the military secretary, and lindsey graham, and joni earnest, and others in the gop to, have tuberville to back off of this effort. where it goes from now, it remains to be seen. there is a meeting behind closed doors where the republican senators are expected to discuss how the resolve this, and tuberville says he may have some ideas to get around it, but there is no expectation to have it resolved which is raising more concerns about the impacts of the national security and what the senate may do to get around tuberville. it is still an open question as the democrats are contemplating other measures and off ramps of the public support to get there as the gop concerns are growing. >> yes, if tuberville has ideas to get around this, and one idea is to drop the holds and have a policy debate over the policy rather than holding up the military holds as the republicans and the democrats and the heads of the military have said would be the path forward, but tuberville seems to be a man on the island and continues to be. thank you, manu, for the reporting. sara? federal authorities have launched an authority after a hacking attack on a water reservoir in pittsburgh. they say one group took control of one water station, and they could operate it manually and continue the service without inter interruptions. shawn lindgas is joining us, and this is the type of the thing that governments everywhere fear. >> right. it is concerning. this is critical infrastructure, sara. this is the water facilities that we all rely on for our way of life. as you pointed out, there is no threat to the water supply, itself, but water facilities across the country have been underresourced against cybersecurity and protect themselv themselves, and it is usually a shoestring budget, and these are engineers who are knowledgeable about the engineering practices, but not always cybersecurity. in this case, the water facility did immediately call the federal authorities who launched an investigation, and this is having the attention of the senior cyber officials across the government, i am told by sources, and it is ongoing situation. the case that the hackers were apparently trying to make was more of a psychological one, just to get people's attention. i am not sure, sara, that they were after doing anything to damage the water facility, itself, but rather to make a statement, and that what these types of the iranian hacking groups do. they want attention, media attention, and obviously, this is a serious incident. however, we have to stress that there was no threat to the actual water supply. that being said, in a coming days, you can bet that officials from both the federal, state and local levels will be investigating this and trying to get to the bottom of how the hackers were able to breach this facility, sara. >> yes, it is a threat that everyone has received as something that could grow, and also, as i have noticed, that the same group has done this in israel since october 7th, and there is a lot the look into here, sean. thank you for the reporting. kate? live pictures now from atlanta. the casket of former first lady rosalynn carter approaching the church where the memorial service is soon going to be beginning. we are watching these beautiful moments to honor the beautiful life of the first lady, humanitarian and political great, really, as we have learned by her husband's side, known as his greatest political adviser in his time in office, and the long love affair. we have been told that jimmy carter, himself, is attending the service, despite the fact that he has been in hospice with ailing health for i believe it has been nine months now. joe biden, jill biden, and they are on the way to atlanta to attend the service, and we have also learned that all living former first ladies, jill biden, laura bush, hillary clinton, michelle obama, mielania trump will attend to honor one of their own. she died at the age of 96 on november 12th, and since then we have heard beautiful tributes of the life and legacy she left behind not just at the side of her husband, but on her own. we will watch for a moment .
