welcome to our viewers joining us from around the world. i'm max foster in london. qatar's foreign ministry says it will announce in the next few hours when the truce will begin. a diplomatic source says it is likely to start friday now midnight local time at the earliest. news comes after israel said wednesday that it expected release of hostages and pause in fighting were delayed. both u.s. and israeli officials pointed to logistical details for that delay. ahead of the expected truce, israeli forces continued ground and air operations striking parts of northeastern and central gaza. palestinians say areas further south were also hit. israeli prime minister benjamin netanyahu expressed confidence that the deal would go into effect. here is what a top white house official told cnn. >> we're not going into this with uberous or arrogance. we're grateful that we were able to get the deal secured. but it all now comes down to execution. so nobody is doing any testing here. there is still work to be done and a long way go. we're hoping, hoping, that implementation will start sometime in the next 24 hours or so and then continue for the next few days. both days of a pause where there will be no fighting, so humanitarian assistance can get in, and of course getting all those 50 plus hostages out. they will come out in increment, they won't all come out together. that is why this is a multiday process. >> so the agonizing wait continues for hundreds of families for their loved ones to come home. cnn's chief international correspondent clarissa ward reports from tel aviv. >> reporter: even as the first batch of hostages is poised to be released, they are not backing down. look in their eyes this protestor says, tell them every day you are doing everything that it takes. for 47 days, friends, family members and supporters of the estimated 240 hostages in gaza have demanded the israeli government prioritize bringing them home. here they gather in support of hadas whose children, a 12-year-old and 16-year-old were taken on october 7 along with her ex-husband. tell me what you're going through now. are you hopeful, are you anxious, are you in denial? >> i smile, i laugh, and then i cry and then i -- >> do you know anything, have you heard anything? >> nobody knows anything. nobody. no information. i have to pray. we have to pray. >> reporter: these not the only parent waiting hoping for news yet to company. emily's father thomas was initially told his daughter was killed on october 7 only to then get the news that she may be alive and held in gaza. >> i want to jump through the roof with hope he told us about the possible prospect of emily's release, but i also have to keep a level head emotionally. it is a challenge calderon is all-too familiar with. >> every day, all day, i don't want to think, i don't want to feel. it is too painful. you know? when they start to ask me like interview like you, show me the picture of your child, tell me one last thing they told you. it break my heart because last thing was mom, be quiet, i love you. he was worried for me. >> when you think of, god willing, your babies come home and are part of this release, do you worry about how they will be changed by what they have experienced? >> they are changed. they won't be the same. they have been kidnapped from the house, from a safe place. they kidnap the innocent in this. >> reporter: at the central hostage square in tel aviv, prayers for those who will come home over the next few days and a promise to keep pushing for those who will not. clarissa ward, cnn, tel aviv. and now let's get to developments from cairo. the other part of the deal is the effort to get aid into gaza. what happens to that? >> reporter: yeah, and i think this has been one of the big issues since october 7, trying to get humanitarian aid into gaza and from what we've been hearing, and i'll give you some of the numbers this, is from the egyptian center, over 2,000 tons of medical aid is delivered through rafah, 6,000 tons of food, 4.5 tons of water. and it sounds like a lot on, but this is just a trickle and aid agencies are ringing the alarm bells. i want to give you some of the images of the aid trucks lining up heading toward the rafah border in anticipation for this four day truce to try to get as much aid as possible into the gaza strip. we've seen this activity playing out for the last 24 hours. and clearly aid agencies are waiting to get that water, the food, the medical supplies which by the way we know there is a dire need right now across the health care sector. and we've also heard the harrowing stories from doctors who had to embark on surgeries without anesthesia and also amputations without anesthesia. one wonders what that means for the patients and for the doctors themselves. listening to the u.n. martin griffin yesterday, they said that they had negotiated for days in terms of getting the aid in. the number of there yorucks and amount of food and water and creating the huali hualien humanitarian lines. and so israel had the final say. and also red cross saying that the four day truce to get more aid into gaza is not enough. they are still calling for a full ceasefire. we've been seeing images of displaced palestinians. 1.7 million people are in dire need of food and water. being in a hotel here in cairo, we bumped in to some of the foreign nationals and dual passport holders that had just been evacuated from gaza. one family that have american passports as well and they were saying that they couldn't find food and water for many days. and we're talking about them having three little children, being stuck at the rafah border until they got their name on the list to eventually evacuate. and we have to say this, the two criteria to get out of gaza, you either need to have two passports, you need to be a dual passport holder or you need to be critically injured. for everyone else in gaza right now, the agencies say that they have run out of food and water and this will be a welcome re relief. >> and what about the fuel situation, how much fuel will be in that delivery? >> reporter: yeah, so we don't know how much fuel will be in that delivery, but since november 21, 378 tons of fuel have been delivered into gaza. this was of course a really breakthrough moment because it was a sticking point, iz reallilies of course have been saying that any fuel that enters the gaza strip could end up in the hands of hamas. and we saw the breakthrough deal. because the hospitals to keep the generators going, to keep operations going, need fuel. and of course also part of the blackout is because telco companies in gaza didn't have any fuel for the generators. so the fuel will be tightly monitored as it always is and g goes straight into the humanitarian agency hands and then they decide how it will be distributed across the board. but priority of course is the hospitals and also getting the water pumps going for clean water. >> eleni giokos, thank you. and joining me in ramali is spokesman from the policy lead. and what are you hearing about the deal and when you can start delivering the aid? >> we were hoping of course for that to happen today. but we're hearing this is delayed to tomorrow. so hopefully the entry of the trucks, though limited, can start tomorrow for four days. this pause is a welcome respite. i have family in gaza. i have my colleagues there. i hope that they will be able to get some sleep because that has been some -- that is something that we don't necessarily talk about, but people, you know, are surviving on very little sleep because of the relentless bombing and relentless sound of drones that are constant over their heads. and hope that also it gives time to those families to bury their relatives and mourn their relatives because in the last almost two months now, there has been really no time to do so. but beyond that, any aid that enters in the next four days is not enough. not nearly enough to meet the needs of 2.2 million civilians, half of which are children, especially after relentless bombardments in the last two months causing immense suffering, destruction and injuries. >> and what are the rules around what you are allowed to take in and how much? because you've got a five kay w day window, you will try to take rang of sha,advantage of that, t are the restrictions? >> the pause has not been communicated. it has not pain shbeen shared w broader team. so it is unclear whether we can deliver much needed aid in the north which is besieged and completely sealed off by the idf from the south. we don't know if there will be more fuel than the already agreed quantities that only reflect a third of the needs per day. and bearing in mind that this is every 48 hour, not every day coming into gaza, so there is no skags that the quantities will be increased. and again no restoration of electricity, water, or coms. so it is not just the generators. it is also there has been full coms blackout not just because of the fuel crisis but because telecom lines have been turned off. so really restoration of service, we don't know if that will be restored for four days and then turned back off. we're waiting to see. >> and your staff also facing a huge risk because it will be a very fractious truce, presumably it could break at some point and your people will be caught in the middle of it. >> yeah. and this is a huge worry for us. i mean, our staff right now, they are struggling to survive. they are hungry, they are thirsty and very tired. and they have been not just physically -- mentally drained, but physically drained. they don't have very high energy level. so we are not actually relying completely on our staff response. we're hoping that teams of humanitarian workers mobilize and are allowed in. this is also unclear as to whether, you know, extra medical teams, extra humanitarian workers will be allowed in. you have to understand that these people have been under relentless bombing for 48 days. how can they, you know, really meaningfully deliver humanitarian aid when they are trying to protect their own children and fend themselves -- find food and any type of water for their children. it is an unprecedented situation as humanitarian workers and their response. we've never seen a scale -- the scale of destruction in such a short amount of time. and a response that has been completely obstructed and halted by israeli authorities by closing the borders and using and limiting the providing assistance. just ahead, we're live in tel aviv with the latest from a spokesperson from the idf on the hostage deal with hamas. and so far, there has been no let up to the fighting in gaza ahead of an expected truce. we'll have details just ahead. we're waiting to hear about a new proposed time for start of a truce between israeli forces and hamas. qatar's foreign ministry says it will be announced in the coming hours and it will likely begin on friday. hamas is expected to release at least 50 hostages, of the hostages believed to be held in gaza. the u.s. has a working list of some individuals that they believe are most likely to be released according to a source. dec sc claire sebastian is joining us. what is the delay about? >> it is not clear, but no one saying that it is about the deal but more about execution and logistics. what we heard from an israeli official wednesday is that there were minor implementation details. >> what does that mean? >> i think surrounding how to get the hostages out. it is not clear. it was suggested that neither israel or hamas had signed the deal. but it wasn't clear. the white house said they needed an extra day to sort of minimize the chance of something going wrong. and we hear now from the qatar foreign ministry this morning that talks are still ongoing and progressing positively. so that sort of seems to take a step back from what we were hearing a day ago. but no one is saying that the deal is about to collapse, it is still continuing down this path. and the earliest the trouce woud start would be midnight local time. and we do understand that once this gets under way, it will progress along the lines of the deal that had already sort of come to light. as you said, some 50 hostages over the space of some four days, minimum of 10 per day and in return hamas would return the lease of some 150 palestinian prisoners in israeli jails, majority of which we understand are male teenagers and some women. along with more aid into gaza, a pause in drone flights, things like that. but it is fragile, they are still working on the logistics and i think there are a lot of nerves around this. >> and humge amount of anxiety for the families of the hostages because the fighting continues right up until the truce begins. >> yeah, more explosions over gaza witnessed overnight into the morning. we know that the idf says that it is still actively striking hamas targets especially in the north, although we also know from palestinian accounts that there have been strikes down in the south around kahn yunis and rafah. and in the deal there is an understanding that the four day pause might be extended, this could be more hostage and prisoner releases. not clear how far that you can push this. benjamin netanyahu still saying that the fight continues, the war will continue. they still want to as well as getting the hostages out, they want to finish the job of completely dismantling hamas. >> sclaclare, thank you. joining me is pete pete lernerp you shed any light on this? >> the negotiations are still ongoing and we probably expect nothing to happen before friday morning. so tomorrow morning. we'll have to see. from our perspective, of course we'll be holding our fire as instructions from the governments are issued in accordance to the implementation of the framework and that is what we will be doing. we're instructing our forces to pursue and continue with the battle as we speak today and we are continuing the fight against hamas, a terrorist organization that launched the most brutal attack in history on our people. >> and does it move more into the south in the meantime as we head up to that truce? >> we're focused on the north and we have been now for four weeks already with the extensive braces in operations in the north. that is hamas' center of gravity around its government's capabilities and so on. we have since the onset of this war made it clear that hamas cannot be allowed to control the gaza strip as a staging ground for attacks against israel ever again. and this is why we're very much focused on northern gaza strip. and specifically i think important to note that yesterday we revealed the extent of hamas' activities under shifa hospital, in the hospital itself. and i know it is a developing issue every single day, we're seeing more and more of hamas' tunnel capabilities, command and control capabilities, and revealing it to the world. so i think that it is important that we continue our operation and pursue hamas wherever they are so that they can no longer ever wield that sort of death above our heads. >> on the al-shifa hospital, can you confirm that the idf has detained the director? >> i've seen that this morning. i haven't got official confirmation for you yet. after seeing what we've seen yesterday, and i saw cnn also broadcast the images of the extensive tunnel network that hamas had built beneath and conn connected, it makes logical sense that needs to be questioned at least. he was in a constant state of denial saying it doesn't happen. how could the general manager of the hospital not know about the extent of this tunnel system. so it makes complete sense. although that is not a confirmation. i'm still waiting for that from the forces on the ground. >> the idf, you showed us what you said was a hostage cell beneath the hospital. so would the premise of that arrest be war crimes? >> again, i don't know specifics. i have not -- i'm still waiting from the field to confirm the detention of him. at minimum we need to see exactly what he can share with us about his knowledge and i think that this was what we need to move forward. of course it is a developing issue as we speak this morning and as i said, i was relating to the reports coming out, not a confirmation, but it is absolutely reasonable that he needs to be asked at least a few questions about what happens and what has happened in and around the hospital. >> i was interviewing someone yesterday, and later today as well, families with hostages in gaza. it is incredibly painful time for them, isn't it, this delay is absolutely horrific for them waiting to see, you know, whether or not hostages will be released and then seeing whether or not it is their family members being released. what reassurance can you give to those people back in israel? >> obviously this is a heartwrenching time for families of 236 p people. i can'n't imagine bebeing in th situation today and over thehe last a almost 50 days s now. our goals arare to bring the hostages h home every lalast on them. ouour goal is toto dismamantle destroroy hamas s so thahat the never hahave this popower again. the framewework agreemenent tha currrrently today because realistically, he won't be on the list, is he, as a serving member of the military. >> good morning to you as well. no, our expectations are as you st stated, but we have 240 new family members and i'm sure that you as well when you have a family member and joyful event, you should celebrate together with them. and that is how we feel as well. >> what do you make of the deal and how it has played out? do you agree with it, are there things that you don't like? >> i think that it is difficult to comment on that without having full information of the dynamics, what we do see and are hopeful is that the framework that was established, i think take that we need to thank the biden administration and all its team members that have been working around the clock to make the deal happen as well as the qatar government as being the broker. to have this framework duplicated for the next leg of release of hostages until all of the hostages are released as is this a humanitarian issue. >> what went through your mind when you heard about the delay? >> again, i think it is known tactics that we've seen in the past. when you get to the finish line, you are not at the finish line until you pass the finish line. so i think that hopefully what has been noted in the press and logistic issues that need to be put in place, one thing that still is a bit unknown is the ability of the international red cross to be able to visit the remaining hostages and provide them medical attention. i think that this is something that we should be spending some time on discussing. i think all of us have something here in common where on this planet, you know, we walk the planet together. and while walking on this planet, there are certain protocols that have been put in place even in time of conflict. and unfortunately, hamas is not abiding to the international law when it comes to times of conflict and how to deal with hostages. and i think that the question that we need to ask hamas, is this an organization that wants to walk with all the other civilized people on this planet or they want to be treated like isis. and they should and they must provide that attempt of the international red cross to be able to see the hostages and see that they are being taken care of and providing medical attention. >> some of the other families are pretty furious as you will be aware with the government saying that they should be focusing to getting the hostages out before destroying hamas. is that your view as well? how widely shared is that view amongst the families? >> again going back to my previous comment, it is difficult to comment when you don't have full information. but i do think that the component of returning the hostages has changed a bit on behalf of the government of islam, after seeing -- excuse me -- the full support of the population of the state of islam being behind the hostage families. because of that, i think that the israeli government has been highly motivated to get a deal done and this is what we've seen and also been conveyed by other governments that have been supporting this process that israel indeed wants the deal to get done. >> ruby chen, really appreciate your time in this difficult time for you. thank you. as people in gaza wait for a pause in the fighting that is part of the hostage deal, a palestinian teen says that he hopes that the humanitarian truce is extended and becomes permanent. >> translator: i want them to extend this to a full humanitarian truce so we can live free and safe. four days will not be enough to even bury the martyrs and even if they are able to do, so the tragedies will then resume. i wish they extend the truce and we have a permanent ceasefire. >> the 13-year-old lost a leg in an israeli airstrike in gaza and now he is in egypt for treatment. the teen says he was at home with his family in central gaza when a missile went through the ceiling of their home and exploded next to him. it severed his leg. still ahead, benjamin netanyahu says that israel's war with a hamas will go on even after the release of the hostages. we'll look at the political fallout for the prime minister. you want to be pointed to logistical details for that delay. israeli prime minister benjamin netanyahu expressed confidence the deal would go ahead soon. and made clear that the war against hamas is far from over. columnist and i had edit toor of the jerusalem post. thank you for joining us. still a lack of clarity of why the truce was delayed. what is your understanding about the logistical details? >> these are very complicated situations. israel is not talking directly with hamas, it is only working through intermediaries and mediators such as the qataris. and qataris are talking to hoe mass leaders that live in doha, but they also don't have direct line to the hamas leaders that are hiding inside some bomb shelter or bunker in the southern part of the gaza strip. so it is very technical, very complicated and the steps move very slowly. with that said, it is also -- there is a lot of pressure. israel still has forces on the ground interests gaza, those operations are continuing. and part of what hathat hamas' stree strategy to redeploy and be better prepared later on. >> there is opposition within israel to this pause in the fighting. one of the reasons being that it may mean that the battle to topple hamas is over. just explain that thinking. >> you're right, max. on the one hand you have the situation where everybody wants to do whatever is possible to get back the hostages. the fact that so many civilians were taken, over 235 israelis still being held in the gaza strip or hostages in the gaza strip. and under this deal, they are only getting back about 50 of the women and children and elderly women. but there will still be a lot who will be left inside gaza. so israelis are very much aligned had everything needs to be done to get back the hostages. with that said, israelis are also very aligned and assume the government's offensive and the military operations to take down hamas. to remove it from power and prevent it from ever, ever being able to carry out the atrocities and massacre like it did october 7. if the operation stops now, when only half of gaza has been conquered by israel, and still so many thousands of hamas fighters alive and still armed to the teeth in the south of gaza, with the hamas leadership still intact, the operation is not yet a success. and i think the concern is that we could see how it plays out, that ultimately the operation comes to an end. there will be international pressure, hamas will trickle out hostages every single day. they will offer -- give us another couple days, we'll give you a few more. americans and european as will be pressuring to agree to a long term ceasefire. what does it mean for the continued security of the state of israel and that is the question that hovers above everything right now. >> and what position is netanyahu in right now? you've seen the polling showing that his polling numbers are pretty awful but i guess as long as he keeps that coalition cabinet together, he stays in post. >> netanyahu stays in post for noup an now.emphasize for now because there will be a day of reckons. he is the one official looking at the top military security establishment and the defense minister, everyone has said we take personal responsibility for the failures of october 7 that led to the outbreak of the war and to israel to be caught by surprise. he is the only one who refuses to take responsibility even though he has been asked so many different times, and i think it is telling, two reasons why. one is he doesn't believe that he is responsible. but the second one is that he believes that he has to stay after politically. so he wants to stay in power even though my opinion i think that the opinion of a lot of people, and you said the polls, his approval ratings are in the 20%, he believe that's can stay in power even though he is the ultimate person who should be held responsible for what happened here. >> and what do you make of the international support amongst israeli allies? is that fracturing? because some suggesting that perhaps european leaders are, you know, they remain behind israel's right to defend itself but at the same time, feel that the number of civilian casualties is too high and there needs to be a reset there. so perhaps a slight separation between the views of the u.s. and europe on this one. >> you touch upon a very important point and that is the international support for israel's continued offensive in gaza. and it is important, right, because the in i will taker operation requires the resilience of the israeli people. it requires the military to have the capabilities, munitions, the arms that military platforms it needs, but it also requires israel to have the international legitimacy and for its allies to support it. today we saw the visit of david cameron, now foreign secretary, visiting one of the israeli communities that was ravaged and rampaged through by the hamas terrorists on october 7. he is here in israel. i think that the support still stands. and i'll tell you why. i think that the political leadership in these country, they all understand that what happened here in israel on october 7, it started here but they could easily imagine it one day happening in their own countries. and when you look at the bridge of london, you see the hundreds of thousands of people walking there and chanting, chanting for jihad, and you see the pictures coming out of france and the explosion of anti-semitism, this is a battle against all of the values that we should all share, all people of the west and all democratic people. and while today they attack israeli, tomorrow it could be in the uk, in france, germany, it could be in the united states of america. and that is why these leaders should stand strong and understand that this is a battle for all civilized life today on this planet. >> appreciate your analysis. thank you. multiple u.s. border crossings into canada were shut down wednesday when a speeding car exploded in a fireball on the rainbow bridge in niagara falls. the latest on the e investigata, just ahead. recapping our breaking news, qatar's foreign ministry says that it will announce in the next few hours when the truce between israel and hamas will begin. a diplomatic source says it is likely to start friday midnight local time at the earliest. this is after israel said wednesday that the expected release of hostages and pause in fighting were delayed. an israeli official says part of the reason for the delay was israel had not yet received the names of the first hostages to be released. but cnn can report that u.s. officials have a working list of ten likely to be released on day one. and israeli forces continue their ground and air operations striking parts of northeastern and central gaza. and despite pledging his full support for the deal, benjamin netanyahu said wednesday the war against hamas will continue. other stories from around the world now. the fbi has concluded that a deadly car explosion wednesday morning near the u.s./canada border was not a terrorist act but rather a tragic incident. investigators believe a husband and wife had left a casino sometime before the vehicle crashed in a fireball near the rainbow bridge crossing in full view of surveillance cameras. brynn gingras has the latest. >> reporter: governor hochul saying there is no indication of a terrorist attack at this point in the investigation of that explosion that happened at the brai rainbow bridge crossing. what we're learning from sources is that vehicle was traveling on a local road in niagara falls at a very high rate of speed before it hit a curb, went airborne and then eventually collided and exploded really in the secondary screening. and investigators at the federal level, state level and local are looking at surveillance video in that area, getting the registration and tracing its movements to get a better sense of exactly what happened. the governor actually saying that the debris field of this explosion spans 13 or 14 booths and only an engine is left of that car. so that of course as you can imagine is making this investigation go a little slower because of the side of the debris field. but there does not seem to be any indication of terrorist activity which was of course something that everyone was concerned about as we are all in a -- especially authorities are in a state of heightened alert in response to what is happening overseas but also because of what is happening right now in this country as our thanksgiving holiday. we know also in response to this, in the immediate aftermath, that borders -- the border check points were all shut down. we know some have reopened. and we also know that there is extra security measures that were taken at the airports in that area and even really in some u.s. major cities in the northeast. but we know some of that has been tamped down. but certainly heightened security is the theme here as we head into the holiday and that was the case even before this incident happened. but again, the headline here, that it does not appear to be a terrorist incident. brynn gingras, cnn, new york. kentucky has declared a state of emergency and urging residents of livingston to evacuate homes after a train derailment nearby. csx says that at least 16 scars jumped the tracks. two contain molten sulfa which spilled and is burning. the fear is that that could lead to the release of sulfur dioxide. cdc says it could cause irritation and breathing difficulties. most of the u.s. will see dry weather this thanksgiving day with seasonable temperatures expected across much of the country. weather across the eastern part of the country disrupted travel wednesday but the roads and skies have largely cleared up with no major storms expected today and few people on the go. but fresh snow is expected to powder the rockies just in time
