. now, the border crisis, after hailing progress with china, president biden is set to meet with the president of mexico any moment now. migration, fentanyl and relations with cuba on the agenda. we're going to bring you the meeting live. plus, pressure builds on the israeli government to secure the release of more host ages after troops recover another body. new claims about hamas' weapons at news central." here in moments, president biden will be closing out the apec summit with mexico's president. biden has spent most of his time in san francisco focused on cooling tensions with china, promoting u.s. economic interests in the pacific and the ongoing war in the middle east. but today, he's expected to turn to immigration and border security, as record numbers of migrants cross into the u.s. from mexico this year. straining resources in both border towns and major cities hundreds of miles away. the two leaders are set to speak here in minutes, and we have cnn's david culver in san francisco following all of this. what are their priorities today? >> reporter: hey there, brianna. i'm hearing movements of the motorcade. we expect president biden to be here meeting with president lopez obrador and migration is going to be a huge topic for them to cover. it's something that's impacting really both countriesp i've spent a lot of time in mexico in recent months. they're dealing with the influx of migrants coming through most of latin america coming up waiting within mexico to get here into the u.s. that of course is causing as you point out a strain on our southern border. i spent time in the past couple weeks in san diego county with land owners who are at the border with mexico. they're frustrated. they feel helpless. i give you a sense now of what we saw as we were down there. take for years, migrants who crossed illegally would run from law enforcement, terrified to be caught. here we watched them run to them eager to be processed, knowing they'll be released in a few days to await court dates that could be years away. it seems orderly. they're given a tag for their carry-on, line up to show their documents scanned using an app. the man handcuffed to each other before boarding. after what can be several days in custody the migrants are bussed north into san diego. each day, several hundred are released at this makeshift hub funded by san diego county. it's here nonprofits help coordinate travel to other cities. but now our san diego tax dollars that should be going to issues we have in san diego county are going to migrant and immigration issues which should be handled by the federal government. >> reporter: i'm going to have more of that report and take you to the land owners tonight on "ac 360." one thing that stood out was that often we are expecting those migrants to be latin america but the vast were not latinos that we encountered but other countries including many from china. it shows you how international this crisis has become for cbp officials in particular and it's something that mexico, obviously, is going to have to play a huge role in coordinating with regional partners to figure out how they can stem the flow. >> that is hugely noteworthy. david, the latest cbp data shows migrant encounters at the southern border dropped 14% last month. you hearing officials offer reasons for that? >> reporter: you look at month by month and we'll see these up and downs. i think that's something that can be misleading at times because we say oh, perhaps things now successful when it comes to limiting the flow into the u.s. and then we see them spike and that causes more concern. i think you need to take a step back and look at numbers, for example, for fiscal year 2023, more than 230,000 encounters for the san diego cbp sector. that is a record number for that, really going back for two decades, not seen numbers like that. it's significant when you look at the collective of all of this. to answer your question, i mean, it can be seasonal in how it fluctuates. sometimes it will just be migrants who are getting word of mouth to perhaps stay in mexico longer and wait it out and then they'll figure outs when a good time is to cross an come in large numbers. >> such a critical time as we're watching this meeting. we appreciate the report. let's turn now to the israel-hamas war where the idf says troops found the body of a second israeli hostage near al shifa hospital. israel says the remains of 19-year-old noa marciano, a corporal in the israeli military, were found on friday. inside al shifa a doctor tells al jazeera the majority of patients on ventilators have died. the doctors warn the lack of water and electricity leaving little hope for the premature babies in their care. the u.n. is calling on israel to grant access to investigate claims it found a hamas tunnel inside that hospital complex as well as a stash of guns, grenade and other gear. hamas is rejecting the claim as baseless lies. cnn cannot independently verify the claims of either side. cnn's oren lieberman is in tel aviv. what are they saying about the u.n. request to have access to that hospital? >> reporter: pam, it's up to the israeli government if they want to let in the u.n. high commissioner for human rights or one of his representatives to examine the tunnel, but given the situation that's unlikely right now because israel has a deep-seated distrust for the united nations. it's on israel and we have seen the international pressure, to put out more evidence that this tunnel is, in fact, a hamas operative tunnel, as they have said it is, and not a tunnel of some part of the infrastructure of the hospital itself. israel revealed those photos and images yesterday, and they promise more are to come. that is the focus of the effort in the al shifa complex and we have geolocated that tunnel entrance to the al shifa hospital complex, but, obviously, we can't see inside. we don't know how extensive it is or how far down it goes. those are the questions that we need to see ourselves or the idf needs to present convincing evidence of before we know that this is truly what israel has asserted for years is there and that is what they've called hamas terror infrastructure. it's worth noting it's not just the idf's credibility and israel's that's on the line, the u.s. and president joe biden very much throwing their weight behind israel saying they have independent information and intelligence that hamas has built facilities underneath the hospital itself. >> and we know about two hostages found dead near that hospital. what more do we know about that? >> reporter: this is information we have received in the last day or two from the israelis, two bodies of two hostages found near the al shifa complex. essentially adjacent to the complex itself but not on the complex. the first was 65-year-old grandmother yehudit weiss who had been kidnapped on october 7th during the attack from kibbutz be'eri, her husband murdered and the second just released a few hours later from the idf was 19-year-old soldier noa marciano. her body was also found and brought back to israel for identification. her family had been notified days earlier that idf believed she was no longer, in fact, alive. it is the concern over the hostages that has driven a march from the families of the hostages that started not far from where we're standing in tel aviv and tomorrow arrive at the prime minister's office where they're demanding a meeting with the prime minister and a hostage exchange to bring their loved ones home. >> owe ren lieberman, thank you. retired u.s. army brigadier general mark kimmitt. thank you for taking us through some of this. you have israel saying they have discovered this tunnel and operational tunnel shaft outside of the al shifa hospital complex. is this evidence to you that hamas has been operating in that complex? >> well, from the appearance it is, but i think as oren said it needs to be objectively analyzed. somebody needs to get in and take pictures and confirm where it is. i'm surprised they haven't gone in yet, but i suspect they will and i think we're going to find out it is. >> there's a little bit of drone video as we understand it. they say they have sent a drone in, but not very far. they're worried about explosives and that kind of thing. but it's essential they get further in there? >> yeah. because this is all about trying to prove the notion that they've got tunnels underneath the hospital. it has to be beyond doubt for most of the world to believe it. >> so let's talk about the raid in general. this really goes to the heart of that question. was israel's raid here appropriate? civilian buildings, of course, are protected under international law, however if hamas is using them for military purposes that does change things. it's very much a change, even so, israel is supposed to weigh the risk to civilians as it balances that with military gain. >> first of all, it's entirely appropriate to go into a hospital if it is being used for military purposes. we saw that in iraq. we saw that in afghanistan. but you've got to be very careful because the lives of the doctors, lives of the nurses are under separate humanitarian law. you see this type of equipment, again, i think this is good to see this, but i don't think it's persuasive. if you're for this war, you're going to say look, this is all staged. this is probably equipment they picked up. this is just the israelis trying to demonstrate to the world. i'm not convinced. on the other hand that sure looks like what they would be carrying and conducting fire fights from inside that building as well. >> enough? is it enough? even if you are looking at this from a perspective of being sympathetic to the israelis would this be enough to warrant what's happened so far? >> i think sympathetic to the israelis yes. on the other hand those that are sympathetic to hamas and the notion of palestinian persecution they've made up their minds before we saw this. >> certainly. there's, obviously, a trust issue here. you have going on both sides here. let's talk about some next steps here because you have leaflets coming down on southern gaza, and it looks as if this ground operation of israel's will be pushing towards the south. how is that going to change? what is that going to look like, considering this is a contained space, people have been pushed into the south, and they really don't have that many places to go even though the leaflet is telling them look for shelters? >> i think they're talking about the near south. there are three areas subdivided, gaza area, center area here, and, of course, the humanitarian area down here. i can't believe that the israelis would be attacking humanitarian areas that have been clearly set up by the israelis for the purposes of bringing the civilians down. it would defeat the purpose of getting them out of gaza. >> we've seen an uptick, of course, in attacks in the region. that's what we are looking at. i know that you are very much zeroed in on that on u.s. troops in iraq, in syria as well. how should the u.s. respond? because it has a range of options, but it's concerned about the ramifications of those responses. >> absolutely. and i think let's talk about one, iraq. all the attacks for the most part have been going on in this portion of syria. you'll notice that response has not been in iraq. primary reason for that this is sudani's government, a sovereign cont and expecting them to take out these attacks inside of iraq. if we do this it could bring down the sudani government. we've been circumspect about attacking inside of syria not attacking inside of iraq. it's less fighting for israel and maintaining a friendly government to the united states. >> that response with what the u.s. is doing, is it enough of a flex? >> well, the deterrent has been effective in my mind against has san nasrallah who has a significant capability coudown e with their 100,000 rockets. the fact that nothing has come from hezbollah in lebanon tells me to some extent the deterrence that has been put into place by the united states is helping. >> general, we appreciate your insights. thank you so much. and congressman george santos' days in congress may be numbered after the house ethics chairman introduced a resolution to expel him. this is really big. we're going to tell you what is going to happen next here. an abc news interview with former president trump two months after january 6th may become key evidence in the special counsel's case. sources tell cnn exclusively that the special counsel investigating hunter biden has now subpoenaed his uncle james and other chemical plea cursors. i'm pretty certain that we will continue to evolve a good relationship and i would like to also take this opportunity to greet the mexican migrants who are living and making life and working in the united states around 40 million people who have made the united states their second home, their second country, and i would also like to inform those who may not be aware of this, that in recent years there are many american citizens who are moving to mexico to stay there, to live in mexico, so welcome, because we are brotherly countries. thank you. this is what i wanted to say as well as that we have a great relationship and you have an extraordinary president in the united states. a man with convictions. a man -- a good man. >> what are the qataris saying about the hostages? >> thanks, guys. >> all right. that's sort of the tail end of the meeting here between president obrador of mexico and president biden. president obrador promise tock a partner in preventing drug trafficking, specifically of fentanyl, and this is a meeting that almost didn't happen. obrador initially was not going to attend the apec summit, but here he is and with glowing words for president biden as well. he's looking to take up the case for more, better relations between the u.s. and cuba as well. they have areas of disagreement. you didn't hear too many of them there, but this is a critical meeting, of course, as well as what we look to the border and see what is going on there. certainly a stressor on american cities as migrants are crossing and coming into the u.s. in the meantime and actually i want to head over to pam. >> thanks so much. now to what is expected to be critical evidence against another politician in trouble with the law. we have this newly revealed audio recording, former president donald trump heard talking about what he wanted to do on january 6th, 2021. trump was speaking to jonathan karl who is asking the questions and let's take a listen. >> if you look at the real size of that crowd, it was never reported correctly. there were -- it's the biggest crowd i've ever spoken in front of by far. >> really? >> that went back to the washington monument. >> you told them you were going to go up to the capitol. >> i was going to and the secret service said you can't and by the time -- i would have, and then when i got back, i saw -- i wanted to go back. i was thinking about going back during the problem to stop the problem, doing it myself. secret service didn't like that idea too much. >> so what -- >> i could have done that and i would have been very well received. don't forget, the people that went to washington that day, in my opinion, they went because they thought the election was rigged. that's why they went. >> carl writes about the exchange in his book called "tired of winning, donald trump and end the end of the grand old party." we may be hearing this audio again because trump is set to go on federal trial in march for his actions on january 6th. so let's turn now to cnn legal analyst elliott williams, a federal prosecutor. as you listen to this audio is there anything in this that you think the prosecution would be especially interested in? >> it's donald trump's voice and you're hearing him speak about the events of january 6th. he has not been charged with violent crime in connection with january 6th or seditious conspiracy for things that happened on that day. there isn't a ton of new revelations that came out there. we knew from extensive testimony at the january 6th committee that he wanted to go to the capitol. we knew he was very concerned with the crowd size and all of that. what prosecutors want to hear is his voice and that's the power you're hearing from a witness. >> in the audio we hear the former president saying he wanted to go to, quote, stop the problem, the problem presumably being the violence. does trump's desire to stop that violence help his case? >> maybe a little bit. but again, if this were charges relating specifically to the violence, then absolutely it would help his case. remember, he's charged with, in effect, the fake elector scheme and a lot of the conduct leading up to, january 6th and the election. it gets in his head and to what he's thinking but i don't think it moves the needle. >> it's interesting f this had come out before, you would have bet it would have been used in the impeachment proceedings and trump's defense all over that. >> a lot of things that don't weigh in a criminal case are relevant to whether somebody should be impoached or elected and for voters to decide. >> i think it's important because he is a leading republican presidential candidate so people can listen and decide for themselves outside of the legal proceedings going on. you know, we have all of these different cases involving trump. in fulton county you have that case as well. do you think this could be relevant to that case? >> insofar as it touches on election subversion and interference. what you have is donald trump's conduct, his voice, what he was thinking as we approached, you know, again any time someone is recorded, you also run a risk because you could have competing statements from a witness where he says something in this proceeding that contradicts something he says in georgia. it's relevant and all useful. prosecutors want to get their hands on it and make sure they turn it over to the defense if they use it at trial. >> standby. let's turn to an cnn exclusive on another federal investigation. evan perez has been busy with these investigations. this one we're talking about here is president biden's son hunter an his business dealings. cnn has learned special counsel david weiss is using another grand jury, this in los angeles. weis had been using a grand jury in dell delaware that indicted hunter biden on three gun offenses. let's bring in evan perez. what is weis looking to find through the granz jury in l.a.? >> what he's asking for is documents and testimony from a number of witnesses and one of those witnesses is james biden, his uncle, hunter biden's uncle, the brother of the president of the united states. what we know is that this is an investigation that is looking at hunter biden's business practices, his business dealings, during this period of years, 2017, 2018. this is a period during which prosecutors have been investigating him for not paying his taxes on time. he has since satisfied those tax le liens from the irs, but this investigation has been ongoing for five years, money launder, whether he violated the foreign agent registration act and we don't know the scope of the investigation as it stands but this is an indicator that david weiss is getting ready possibly to seek charges against the son of the president, and that could happen any time soon. you know from covering these things, that, you know, you -- bringing this thing to a grand jury is a humge, huge step. we don't know when these people are being asked to show up or when they might turn up for testimony, but this is a big indicator we're nearing an inflection point of this investigation. pamela. >> certainly is. excellent reporting from you and the team including paula reade. cnn legal analyst elliott williams back with us thou. this is illuminating, essentially. could the use of a grand jury mean weis is preparing to seek new charges in this case and the question is, what could those new charges be? some of the tax issues had touched california. there's a question if that's involved in this. violation of foreign agent registration agent. what do you think. >> not just new charges but new charges in two jurisdictions. you would have the same prosecutor possibly bringing charges in delaware and in california. exactly like you said, i find the foreign agent registration question interesting. it happens a lot in official washington where you have to register with the government if you are representing the government of another country here. i guess it can be sticky. it can be a blurry line between what's advocacy and what's going to bat for a foreign country. paul manafort was charged. the senator me nen des has been charged with this. >> why would the grand jury want to hear from president biden's brother james? >> it's just hard to know what they have and what they have access to. as a general matter when building a case, individuals that someone might have dealt with on a professional or personal level and can speak to their conversations or contact with the defendant, or the target, pardon me, will have something to say. you know, we haven't seen what grand jury has seen and what they're -- were they in some sort of financial relationship with each other or merely just describing the inside of hunter biden's house which is what you could call somebody to do in a grand jury. i don't have the answer. >> it is significant because this is the president's brother and his son. i mean, it's not every day this happens. >> it's not every day this happens. there's no indication to suggest that president himself is involved in this, but as a human matter, as political matter, as a personal matter, whenever individuals around somebody are brought into a grand jury, it's cause for alarm and this was to evan's point. to get into there, there has to be at least some evidence of some kind. that doesn't mean you can convict the individual or charge with a crime but it is alarming. >> with a grand jury it's not hard to bring an indictment. >> once you bring an indictment you have to get it to a jury and prove that beyond a reasonable doubt which is a high burden. all it means is they have evidence. people are still innocent or not guilty until convicted of a crime and you have to let the process play out. >> thank you so much. appreciate it. disgraced congressman george santos is one step closer to being kicked out of congress. today the house ethics chairman introducing a resolution to expel the new york republican. and this is coming one day after the ethics committee released a damming report on its investigation into santos. concluding that he sought to fraudulently exploit every aspect of his house candidacy for his personal financial profit. cnn's melanie zanona is live for us on capitol hill. all right. explain the significance of this because it is pretty significant and also the timeline we might be seeing here. >> yeah. george santos is at a risk of being removed from congress, which would be unprecedented, it would be a dramatic step and rare here on capitol hill. past efforts to expel him have failed. those were led by democrats and then led by a group of vulnerable new york republicans, but now, having the weight of the house ethics committee and also the damming report behind it, signals this is actually going to grow momentum which we have seen. meanwhile, the new speaker might johnson is essentially giving members the green light to vote their conscience on this vote. i want to read you part of the statement from johnson's spokesman. he said, the speaker has reviewed the report, and its troubling findings. as members from both parties members of the ethics committee and representative santos return, speaker johnson encourages all instroflds consider the best interest of the institution as this matter is addressed further. we are expecting action some time after the thanksgiving break, and like i said, we have already seen signs of support growing inside the gop for this effort. since the report was released yesterday, we have seen over a dozen new republicans come out and say they would back expulsion after previously hamas has demanded that israel stop flying surveillance drones over gaza as part of hamas' request that israel pause its operations in exchange for freeing hostages. chief correspondent alex marcar joins us now. >> these are, obviously, incredibly intense negotiations. we're trying to figure out how close enough release of hostages could be, and one of the things we've learned, one of the demands that hamas has for the israeli side is that as part of a pause, they're looking for a multiday pause in the military operations and as part of that pause, that israel would agree to stop flying drones over gaza. every hour of every day, israel has countless surveillance drones flying all over the gaza strip and they fly really low for people be on the ground. you can hear them buzzing above. they're critical to israel's operations because they are able to track hamas militants. they're trying to see whatever they can to find out where some of these hostages are being held. the u.s. has also contributed drones as a part of that same effort. this is a big demand by hamas. it is unlikely that israel would give up that capacity because it is very significant. this plays into the parameters of these hostage negotiations as we understand them, and the way -- where it stands, is we understand the israelis want a large group of these hostages to be released, somewhere around the order of 50, we understand, and hamas, they also want people released from israeli prisons but also want a multiday pause a stop to this fighting. this is the latest thing that we've learned, that hamas is also asking these drones stop flying above the gaza strip. it's unclear whether israel had has rejected that demand or still on the table. >> right. because for israel's part we know there's a lot of concern if there was a cease-fire, that hamas has acted not in good faith in the past with cease-fires and the idea of pulling drones f there was a short cease-fire, as netanyahu said he would be open to -- >> the major worry if hamas is given too much time, they can rest, recuperate, get ready for the next round of fighting. what israel has been saying, in order to give you these days of pause, you really need to release a large number of prisoners. there are also other factors that hamas has been asking for, not just the release of palestinians and this is primarily, pam, on both sides, women and children that we're talking about, not men and not fighters. hamas has also been asking for things like more trucks of aid, more fuel to go too gaza, so there are all kinds of elements playing into these intense negotiations. >> now more intense you have two hostages found dead, a newborn a, saying a hostage gave birth, it's more complicated by the day. thank for the new reporting. we'll be right back. all right. rap mogul and grammy award winning artist sean combs, known as diddy, known as p. diddy, is facing sexual assault and rape allegations in a lawsuit filed by a former girlfriend, a long-time girlfriend. cassandra ventura and the r&b singer that goes by cassie, alleges combs used his power and influence over her throughout her professional and -- throughout their professional and personal relationship and subjected her to years of sexual abuse and violence. his attorney calls the lawsuit baseless and says that combs vehemently denies her allegations. omar jimenez is live with more details on this. tell us what we know. >> yeah. what we're learning is the new york police department says they don't have an active investigation against diddy and that's important because that would give us clues into any criminal investigation here. these accusations coming in his former girlfriend are on the civil side at the federal level and they are very serious allegations. among tem, she says that diddy was physically violent toward her, controlled all aspects of her life. also forced her into sex trafficking acts. and that when she tried to leave him in 2018 he forced his way into her home and raped her. those are part of her allegations. now you're showing a little bit of some of the statement she's put out to this point, but said that after years in silence and darkness, i am finally ready to tell my story and to speak up on behalf of myself and for the benefit of other women who face violence and abuse in their relationships. now, as you can imagine, folks from diddy's camp, lawyers in particular, saying that these claims are just completely outrageous. as part of their statement, they said that for the past six months, mr. combs, diddy, has been subjected to miss ventura's persistent demand of $30 million under the threat of writing a damaging book about their relationship, which was unequivocally rejected as blackmail. despite withdrawing her initial threat, miss ventura has resorted to filing a lawsuit riddled with baseless and outrageous lies aiming to tarnish mr. combs' reputation and seeking a payday. she is seeking unpes fide monetary damages as part of this, but they first met back in 2005 when she was 19, and he was 37. she says it wasn't long after that, she was introduced, as she says, through diddy, to a lifestyle that cudded substance abuse, excessive drinking, affects of which she still feels today. we're talking about more than a decade from that period over to 2018 that she feels like, based on who she says happened, diddy should be held accountable for. >> yeah. she's alleging a tremendous amount of sexual and physical abuse, and the timing here is important, omar. there is a window that is closed for alleged victims to come forward. >> that's right. so this is a statute or an issue that came through from governor kathy hochul in new york last year and it is the new york adult survivor's act. what that did was that it opened it up for adult survivors of abuse to come forward with their stories, regardless of any statute of limitations that may have affected their case, that went into effect last year but it was a year total. next week is when the act expires and in that regard, getting this out there was incredibly crucial when you look at that timeline. >> she says that is cracking apart if iceland in the southwestern part of the country. there have been tens of thousands of earthquakes since late october. the question is why is that? a nine-mile long river of underground magma, the big question, when and will that magma make an appearance above the earth's surface? cnn's chad myers is covering this for us. walk us through exactly what's happening, chad. >> yeah. you know what, for the same reason that we have an iceland in the first place, which is the magma underground coming to the surface making the islands where they are. now we're beginning to tear it apart. the magma is moving here, moving toward the ocean and grindavik, the town there, is truly if the way up and down motion here from grindavik. this is what it looks like here. almost three feet of rise on one side of the city and then more down to the bottom, lowering on the other side of the city. here's the magma flow through the city itself. that's why residents have been going back and forth with police escorts every once in a while when things calm down to get personal items. it's right along a fault line, just as you would expect. this is why this is happening at all. now, even, though, we've had tens of thousands of earthquakes, only three in the past hour. are things settling down or kind of getting pressurized? there's no way to tell. the assessment has not changed. there is nothing here to the hazard assessment that says we're good, because we're not good. here's what's happened. part of grindavik has gone up and part of grindavik has gone down. the red area you see here on the east side of grindavik itself has gone up about 2 feet, but the blue side over here, has gone down about 2 feet. and this is the problem, that whole city is beginning to shift one way or the other, and this is happening simply because the magma is moving underground. something else that could happen is that it could shoot all the way out into the ocean and that eruption or lava flow could be underwater. a lot of things, a lot of moving parts. the people are waiting it out. i've seen quotes saying this is like watching a really boring movie, but we're not in our houses
