shortages. the director of al-shifa calls the conditions catastrophic. not only for patients but also the thousands she will terg inside and outside the if a still. he says there is no more water, food, milk for babies and no fuel. militant group and doctors have denied thamas is in the hospita. al-quds doesn't have electricity either. it is embedded with civilians. benjamin netanyahu is warning that israel will see the war to its end, but gaza hospitals are getting caught in the cross fire. jeremy diamond has more. a warning that the report contains graphic images. >> reporter: gaza's largest moment collapsing under the weight of war. doctors at al-shifa hospital scrambling to keep patients alive amid power outages and severe shortages including these premature babies wrapped in foil and blankets in a desperate attempt to keep them alive. in the hospital's yard dozens of dead bodies slowly decaying. unable to be buried. the hospital's complex has been struck repeatedly amid nearby fighting with hamas militants. israeli military now closing in, accusing hamas of operating an underground command and control center beneath the sprawli ing multiblock facility. >> if this is where they operate control and command cells, this is where they direct attacks. >> reporter: but israeli military says this image which cnn can't independently verify shows those facilitfacilities. and that hamas has a command center under the hospital, uses its fuel intended for the fighter and position its fighters around the complex. and they say they found this cache of weapons in the basement of a children's hospital which was evacuated this weekend. >> it is a body bag for terrorists to explode on force respect, among patients. >> reporter: israeli military also uncovering this tunnel entrance which the idf says is next to a school and about 200 yards from the same hospital. >> a woman clothes and a rope. >> reporter: and stein signs th hostages may have been held in the hospital's basement. and they opened fire on hamas militants at the entrance of al-quds hospital where this man could be seen in drone footage released by the idf. hamas denies it operates in hospitals. there is some past evidence linking hamas to the hospital. amnesty international writing in 2014 w 2014 hamas terrorized within the grounds of the main hospital. they have opened corridors to evacuate people in and around al-shifa hospital but there is no way to evacuate many of their 700 patients. how do we get 700 patients out on stretch ers and beds cnn is told. ? are in creep into the rhetoric. monday president biden really choosing his words very carefully but saying that he hopes there will be less i intrusive action around the hosp hospitals. there is a cost for this for the u.s. too. they are seeing protests at home and increasing calls to push more on israel. there is a protest in london over the weekend that culminated at the u.s. embassy. and there is strive condition the state department. secretary blinken sending a letter to staff saying he understands people disagree with what is going on. we've seen it in the white house. the view when it comes to the u.s. is even if people don't esks e explicitly blame them, they think the u.s. has the most power to put pressure. donald trump jr. back on the stand. this time testifying for the defense. don jr. walked through a video presentation of various properties aimed at refuting claims that they lied about the values. kara scannell has more. >> reporter: donald trump jr. was the first witness to take the stand in his family's defense to the new york attorney general civil fraud allegations. his testimony was like a promotional pitch. he described his father as a visionary, someone who was an artist. he said he had taken dilapidated buildings and turned them into estates and a swampland in florida into a golf course and the old post office building was a warzone when they acquired it and turned it into a fine hotel. and mar-a-lago, something his father has railed about outside of the courtroom, don jr. saying the atrium in that estate alone would take more than 18 million to build today. he spoke to reporters after court. >> i think that they understand that they have nothing as it relates to a case other than i guess an overzealous attorney general who would destroy all of new york business by going after transactions where there are no victims. >> reporter: the judge gave the trump side more leeway today denying the attorney general's objections over showing the power point presentation saying that they had six weeks to put on their case and he was going to let the trump side put on theirs. next up will be a number of expert witnesses, former trump organization bankers and trump position also may be called back to the stand. >> the prosecution pushed to block the presentation arguing it was inaccurate, but the judge allowed it. we asked a former attorney general if he was surprised to see the former president's son treated so gently in the courtroom. >> i think from the judge's perspective, his attitude is he needs to give the defense ample leeway. he gave the prosecutors a lot of leeway. and he knows any decision in this case is going up on appeal. so he wants to insulate his decision from arguments on appear that it didn't let defense put on their case. there were several points today where he emphasized that he was going to let the trump defense team bput on this testimony, bu it didn't mean he found the evidence relevant or persuasive, but they could have their day in court. >> amid all of this legal problems, donald trump sr. turning up the hate speech. the former president spent the weekend echoing the kind of language used by says as the former president commands the gop primary with his combative rhetoric, his allies are already planning an agenda for a potential second term including leveraging his department of justice. >> if i happen to be president and i see somebody who is doing well and beating me very badly, i say go down and indict them. >> reporter: a trump 2025 agenda would also expand the hard line immigration policies trump pursued during his first time in office. >> we will begin the largest necess domestic deportation operation. >> reporter: with the mass detention and deportation of undocumented immigrants. >> i will shut down this travesty, terminate all work permits for illegal aliens and demand congress send me a bill outlawing all welfare payments. >> reporter: it is part of an escalation in anti-immigrant language. >> it is poisoning the blood of our country, it is so bad and people are coming in with disease, people are coming in with every possible thing that you could have. >> reporter: it appears to resonate with republicans as tim scott who campaigned on a more optimistic message suddenly ended his presidential bid sunday after failing to gain traction in the polls. >> i think the voters who are the most remarkable people on the planet have been really clear that they are telling me not now, tim. >> reporter: and the trump 2025 agenda as it has been laid out here is really just the tip of the iceberg. we have also heard about trump allies who are building a database of loyalists, people who would serve the president from day one. we've also heard about allies working with lawyers trying to draft executive orders so that the policies can be implemented that donald trump can sign off on them as soon as he gets into office should he be elected. the test days away from a looming government shutdown. plus cnn uncovers a vast campaign of intimidation by the chinese government targeting people on u.s. soil. details of the investigation coming up. a surprise cabinet reshuffle in the uk leading to a return to politics for david cameron. rishi sunak announced monday that he had sacked the secretary after comments and he'd be bringing back cameron as the secretary. among the other moves, victoria atkins has been appointed health secretary. cameron who resigned as prime minister in 2016 says he has gladly saccepted his new role. >> i know it is not usual for a prime minister to come back in this way, but i believe in public service. the prime minister asked me to do this job and it is a time where we have daunting challenges as a country. the con 234rikconflict in the m, war in ukraine, and of course i hope that six years as prime minister, 11 years leading the conservative party gives me useful experience and contacts and knowledge that i can help the prime minister. >> u.s. house members have until friday to reach a budget agreement or continuing resolution at least to avoid a government shutdown. new house speaker mike johnson is already getting pushback from his own party. manu raju is in washington with the details. >> reporter: in pohis first maj decision, mike johnson essentially picking a fight with his right flank over government funding deciding not to include spending cuts. democrats saying that they would not include a plan that included cuts. johnson essentially acknowledging that, trying to move on a proposal to avoid a government shutdown by the end of friday. the question is will he have the votes and how can he maneuver over the opposition. kevin mccarthy pushed to keep it open for roughly 45 days or so that did not have cuts. republicans critical essentially pushed him out. and now speaker johnson doing essentially the same thing except splitting it up extending funding for some agencies until mid-january, other agencies until early freb. a february. and that included concern on the right flank. >> speaker johnson has been on the job for two, three weeks now. and it is like throwing in a quarterback in the fourth quarter and expecting them to make up for three quarters of failure and you are behind 35-0. so again, i don't support the bill. >> reporter: and the same policy. >> every day and twice on sunday. at least he doesn't lie to us. >> reporter: are you disappointed at this decision to advance the plan without spending cuts? >> i think it is a failure. i'm not voting for a clean cr. >> reporter: the question is how many democrats will ultimately vote for the plan because of the opposition on the right. it is a narrowly divided chamber that would require support from democrats given the opposition building in the house gop conference over this plan. we do expect the senate to get behind it even as the white house has pushed back and criticizes the plan over the weekend. the senate majority leader chuck schumer indicating openness and potential support for this plan because it does not include spending cuts. it could overt a shutdown for now, but a bumpy ride expected. after a series of embarrassing news stories involving some of the justices, the u.s. supreme court announced a code of conduct after months of reporting detailing undisclosed gifts to some supreme court justices from wealthy political donors. the eight page code is derived from one that applies to lower courts. it says justices should not be a speaker or guest of honor at a fundraising event and that they should make a reasonable effort to stay informed about their financial interests but lists no specific restrictions on gift, travel or real estate deals and it doesn't explain how it would be enforced. but some analysts say it is a start. >> we've finally got at least a written code. so it is the first time in what members of the public, senate democrats, watchdog groups, a host of media commentators have been pushing for. so it is a first step and the chief justice john roberts had really been struggling behind the scenes to first even get a majority do something and in the end he was able to get unanimity and i think it is because of the atmosphere you referred to there in terms of the news stories, constant drumbeat of can't they have some sort of written rules the way lower court judges have. but the key thing is exactly as you said, there are no enforcement mechanisms in what they have presented. and also no way for anyone in the public, the hill or elsewhere to try to lodge a complaint and have it actually aired in some way. so it is again the justices saying trust us but i do want to say at least they have taken this first step. president biden has kicked off a week of high level diplomacy starting with indonesia's president. he traveled to the white house for talks where he called for a ceasefire in gaza. biden touted steps the u.s. and indonesia are taking to boost cooperation but didn't comment on gaza. wednesday mr. biden will sit down with xi jinping in california to discuss a number of issues including bilateral relations between the two countries and there is the two leaders preparing to meet, cnn review has found that the chinese government has built the largest known online disinformation to harass his critics in the u.s. doa doug >> and i feel afraid. >> they will make life very uncomfortable for those who speak ill of china. >> they are here on american soil thousands of miles from reporter: and this professor from media 230forensics hub has tracked it for years. and now revealed that it is tied to the chinese government. >> thousands and thousands of messages repeated over and over again. >> reporter: cnn review of court documents, social media reports and interviews reveals a massive relentless campaign of intimidation by the chinese government targeting people on u.s. soil. >> they told me they will kill me if i don't delete my youtube. >> reporter: he posts pro democracy videos criticizing the chinese government. to hit back the chinese post thousands attacking him. >> they cover people's eyes so chinese people cannot see the reality. >> reporter: a vast campaign of intimidation that even employs artists to create original illustrations to mock and harass. this is not just some guy in his basement. >> no. clearly very sophisticated effort. i'm often staggered at the number of platforms where we come across their content. >> reporter: some of the people behind it are these chinese police officers according to the u.s. department of justice. doj charged 34 chinese police officers for using social media accounts to harass and intimidate specific victims in the united states. the indictment is full of pictures allegedly taken from inside the special trolling unit showing laptops, phones and other equipment used as part of the operation. a spokesperson for the chinese embassy in washington, d.c. say the doj's allegations are politically motivated and have no factual evidence or legal basis. >> they are trying to minimize my boss. >> reporter: and he spent nearly five years in a chinese prison and now is an american citizen. >> they started to make noises. >> reporter: at the height of covid in 2021, he organized a zoom meeting for pro chinese democracy activists in the u.s. but chinese police officers broke into the zoom and shut it down. >> i was in shock. i said what? they simply don't allow us to have a meeting. >> reporter: the u.s. state department has warned that the chinese government is spending billions annually on foreign foreinformation manipulation efs and if it goes you unchecked it will reescashape [ cheers ] yeah! woho! running up and down that field looks tough. it's a pitch. get way more into what you're into when you stream on the xfinity 10g network. welcome back. i'm max foster. let me bring you up-to-date with our top stories. donald trump jr. took the stand on monday in the civil fraud case against his father giving testimony that the new york attorney general blasted as a sales pitch for his father's business. and as hospitals fail in gaza, pressure is growing to pause fighting to allow for humanitarian relief, but netanyahu is doubling down on his country's efforts saying this is not an operation but a war to the end. the investigation into mayor adams is focusing on his ties to the turkish government honing in on the campaign finances and looking into possible foreign influence and favors. adams is not accused of wrongdoing and says that he will cooperate with investigators. brian todd brings us the latest. >> reporter: new information on why fbi agents publicly seized the phones and ipad recently of new york city marriyor adams. they are looking into whether he pressureded the city fire department to sign off on turkish officials being away to occupy the new highrise despite safety concerns. this was allegedly done just weeks before adams' election while he was still borough president of brooklyn. >> they will look closely at whether these were just actions carried out by an elected official or if they were bad acts committed by someone exchanging favors for action. >> reporter: analysts say just the act of trying to cut through red tape to pave the way for turkish officials to move into the building is not necessarily a violation of anything. adams in a statement said as borough president, part of my routine role was to notify government agencies of issues on behalf of constituents. i will continue to cooperate with investigators. but the "times" reports there is a broader public corruptioion investigation also at play h he that i investigatotors are look into w whether adamsms' 2021 campaign c conspired with the turkish government to funnel money from foreign nationals to his campaign which is illegal. >> they have also sources tell us obtained financial records showing those people who made the contributions were paid back in full for the contributions. that makes them straw donors and that brings up the allegation of campaign finance fraud, not just creating straw donors but getting matching funds for the campaign from the city. >> reporter: john miller was deputy commissioner of the new york police department and sefbd un served under mayor adams. adams has denied any wrongdoing and says he has nothing to hide. adams' phones and ipad were seized in public last week just days after the fbi raided the home of his chief fundraiser. >> after they took the phones, mayor's office reached out and said there are other phones in his possession that he would like to voluntarily turnover to make sure that you have gone through everything. >> reporter: neither mayor adams nor any member of his campaign have yet been accused of any wrongdoing and as of now no charges are publicly known for have been filed in connection with the investigation. brian todd, cnn, washington. returning to our top story as fighting intensifies, fuel supplies are dwindling across gaza adding to the growing humanitarian crisis. the palestinian telecommunications ministry warns gaza faces a complete halt of communication and internet services by thursday. main u.n. agency says that it will not be able to deliver humanitarian aid today because it is running out of fuel. israel has forbidden just about all fuel deliveries to the territory and unicef estimates more than 700,000 children have been displaced in gaza since the war started and more than 1.5 million people internally displaced. now joining me is a spokesperson for the red crescent society. hearing that no aid is getting in at all to those key parts of gaza, is that your understanding as well? >> sorry, i couldn't hear your question. >> what is the latest on the aid delivery into the hardest hit parts of gaza? >> unfortunately they stated yesterday that there will be no aid receiving or distribution today because they have run out of the fuel which is something we've been repeatedly alarming the world and the international community because basically fuel means life. it affects the work of hospitals who will shut down due to running out of fuel. also the work of emergency medical services. also affects the process of receiving aid and distribution because trucks need fuel as well. it affects the bakeries who now have to shut down. they are unable to produce bread. and we are in gaza in desperate situation because now the situation has gone beyond c catastrophic. all hospitals in north of gaza are shut down either due to bombardment or because run out of service -- because running out of the fuel and medical supplies as well as medicine. now our teams are reporting that they have seen so many bodies in streets with no ambulances able to reach to them. and transfer them them we are hearing calls of people crying trapped in their homes and they are unable to evacuate their homes because the whole area is literally operation. and simply anyone who tries to go out will be a target for israeli militaries. even us as ambulances, we don't have safe access to those areas, so unfortunately, we feel helpless, we can't reach the people who are in critical conditions. and they need us. many reported that they have inside the home people who are killed. yesterday a woman called when i was in the dispatch center and i hear her voice screaming and asking for urgent help. they have five family members killed inside the home. they have five others who are injured. the two dead family members are 25 and they are desperate just to leave from their homes because the total area is under fire, under dangers. and tanks everywhere and no one can help to reach out to this woman and their family, which is the same case for hundreds of others who have been calling and unfortunately, no humanitarian agency, no rescue peoples, even us as provider for emergency medical service, we are unable to reach them because of this dangerous situation. that is why we call on the international community to ensure protection of our teams and safe access for medical teams, health care workers, to reach the wounded people because they have the right, many have lost their lives, because they simply have left under the rubble or even in the streets without any humanitarian or ambulance can reach out to them. >> the issue obviously is that israel will not sgrant a ceasefire and foreign powers are unable to grant them a ceasefire. and now this level of the operation, they are surrounding buildings they say are full of hamas fighters. but you're saying civilians are caught in that so not only not getting any aid or medical support, they also can't leave their homes, is that correct? >> basically yes. on top of that, there is many patients with chronic diseases, patients with cancers and disabilities. they are part of family members who family members took the decision to stay with them because basically they can't leave those who are sick and injured in their homes and just turn their back. only way to evacuate is just walking two, three, four hours, at least four hours. so basically those with disabilities, elderly people, sick people, they can't afford to do that. their families has stayed with them and unfortunately, they are trapped in their homes with no food, no water, no supply, no power and even us or -- we feel helpless, we can't reach out to them. on top of that, the al-quds hospital went out of service two days ago. and after that, we only now have 300 patients with their families along with the medical staff, up to this moment, they are still trapped at al-quds unable to go out of the hospital. no one can reach out to them because all the roads are completely closed. this is the six days we have lost connection with our police there. and i'm not sure if they are alive or not because basically only way to enforce anything regarding the situations there is unstable and has constant distortion. like they have to wait couple of hours until they cast the signal. there have been complete destruction of the internet and communication lines. so i can't just pick up the phone and call them. so the situation is dire. they are now there over the week with no food, no water, no electricity. and they are trapped hearing continuous cbombardments. yesterday we tried to evacuate them by coordination with the icrc. unfortunately, last minute after israeli occupation forces have searched the cars and did everything, they have notified us that after they give approval earlier, that they can't let us -- they can't let convoy pass because of the military operation in that area. >> all right. you really expressing the desperate nature of the situation. thank you so much for joining us today. canadian israeli peace activist previously thought to have been a hostage now believed to have been killed. the organization posted a statement on x saying vivian was murdered in her home at kibbutz on october 7 the day hamas launched that surprise assault. the 74-year-old had been on the phone with her son as hamas militants were near her house firing bullets. he believed she had been taken hostage. still to come, after months of calm, mt. etna erupts sending ash and smoke into the sky. and in iceland, people in a small town have been evacuated after seismic activity in that region. the power goes out and we still have wifi to do our homework. and that's a good thing? a warm welcome to our viewers around the world. i'm max foster. bianca is off this week. but just ahead on cnn -- >> gaza's largest hospital collapsing under the weight of war. >> the hospital must be foster and bianca nobilo. >> it is tuesday, november 14, 9:00 a.m. in london and 11:00 a.m. in gaza where the health system appears to be on the brink of collapse after weeks of intense fighting and shortages. the director of al-shifa calls the conditions catastrophic. not only for patients but also the thousands she will terg inside and outside the if a still. he says there is no more water, food, milk for babies and no fuel. militant group and doctors have denied thamas is in the hospita. al-quds doesn't have electricity either. it is embedded with civilians. benjamin netanyahu is warning that israel will see the war to its end, but gaza hospitals are getting caught in the cross fire. jeremy diamond has more. a warning that the report contains graphic images. >> reporter: gaza's largest moment collapsing under the weight of war. doctors at al-shifa hospital scrambling to keep patients alive amid power outages and severe shortages including these premature babies wrapped in foil and blankets in a desperate attempt to keep them alive. in the hospital's yard dozens of dead bodies slowly decaying. unable to be buried. the hospital's complex has been struck repeatedly amid nearby fighting with hamas militants. israeli military now closing in, accusing hamas of operating an underground command and control center beneath the sprawli ing multiblock facility. >> if this is where they operate control and command cells, this is where they direct attacks. >> reporter: but israeli military says this image which cnn can't independently verify shows those facilitfacilities. and that hamas has a command center under the hospital, uses its fuel intended for the fighter and position its fighters around the complex. and they say they found this cache of weapons in the basement of a children's hospital which was evacuated this weekend. >> it is a body bag for terrorists to explode on force respect, among patients. >> reporter: israeli military also uncovering this tunnel entrance which the idf says is next to a school and about 200 yards from the same hospital. >> a woman clothes and a rope. >> reporter: and stein signs th hostages may have been held in the hospital's basement. and they opened fire on hamas militants at the entrance of al-quds hospital where this man could be seen in drone footage released by the idf. hamas denies it operates in hospitals. there is some past evidence linking hamas to the hospital. amnesty international writing in 2014 w 2014 hamas terrorized within the grounds of the main hospital. they have opened corridors to evacuate people in and around al-shifa hospital but there is no way to evacuate many of their 700 patients. how do we get 700 patients out on stretch ers and beds cnn is told. ? are in intensive care and some are amputees. for now many are simply trapped. jeremy diamond, cnn, ashkelon. >> clairere sebastian is with u. increasing pressure for a softer touch. i don't know how you describe is it. >> in some cases a ceasefire. and there is an beiacknowledgem from the prime minister saying that he believes they have two to three weeks before the pressure really intensifies. and i think that time scale is up for debate because we're already seeing calls from aid agencies for a ceasefire, coll collective calls over the weekend, president macron saying that an immediate need for a pause going to a ceasefire. as for israel, the prime minister saying that even when you yeget to that two to three week point, doesn't mean that they would change course in the war. take a listen to the comments. >> translator: this is neither an operation or a round, but a war to the end. it is important to me that you know this. this is not lip service but from the heart and mind. if we don't finish them, it will come back. >> and the big question is the united states, they are i think still some distance away from actually calling for a ceasefire even though we are seeing more nuance creep into the rhetoric. monday president biden really choosing his words very carefully but saying that he hopes there will be less i intrusive action around the hosp hospitals. there is a cost for this for the u.s. too. they are seeing protests at home and increasing calls to push more on israel. there is a protest in london over the weekend that culminated at the u.s. embassy. and there is strive condition the state department. secretary blinken sending a letter to staff saying he understands people disagree with what is going on. we've seen it in the white house. the view when it comes to the u.s. is even if people don't esks e explicitly blame them, they think the u.s. has the most power to put pressure. donald trump jr. back on the stand. this time testifying for the defense. don jr. walked through a video presentation of various properties aimed at refuting claims that they lied about the values. kara scannell has more. >> reporter: donald trump jr. was the first witness to take the stand in his family's defense to the new york attorney general civil fraud allegations. his testimony was like a promotional pitch. he described his father as a visionary, someone who was an artist. he said he had taken dilapidated buildings and turned them into estates and a swampland in florida into a golf course and the old post office building was a warzone when they acquired it and turned it into a fine hotel. and mar-a-lago, something his father has railed about outside of the courtroom, don jr. saying the atrium in that estate alone would take more than 18 million to build today. he spoke to reporters after court. >> i think that they understand that they have nothing as it relates to a case other than i guess an overzealous attorney general who would destroy all of new york business by going after transactions where there are no victims. >> reporter: the judge gave the trump side more leeway today denying the attorney general's objections over showing the power point presentation saying that they had six weeks to put on their case and he was going to let the trump side put on theirs. next up will be a number of expert witnesses, former trump organization bankers and trump position also may be called back to the stand. >> the prosecution pushed to block the presentation arguing it was inaccurate, but the judge allowed it. we asked a former attorney general if he was surprised to see the former president's son treated so gently in the courtroom. >> i think from the judge's perspective, his attitude is he needs to give the defense ample leeway. he gave the prosecutors a lot of leeway. and he knows any decision in this case is going up on appeal. so he wants to insulate his decision from arguments on appear that it didn't let defense put on their case. there were several points today where he emphasized that he was going to let the trump defense team bput on this testimony, bu it didn't mean he found the evidence relevant or persuasive, but they could have their day in court. >> amid all of this legal problems, donald trump sr. turning up the hate speech. the former president spent the weekend echoing the kind of language used by hitler, mussolini, much to the delight of his supporters. kristen holmes has more. >> reporter: former president trump ramping up his inflammatory rhetoric. >> the threat from outside forces is far less sinister, dangerous and grave than the threat from within. >> reporter: denny greating his opponents as vermin. >> we will root out the communists, markists and the thugs that live like vermin within the confines of our country. >> reporter: the white house likening the remarks used by tho authoritarian leaders. saying it would be horrifyingly recognizable by american veterans. andrew bates says as the former president commands the gop primary with his combative rhetoric, his allies are already planning an agenda for a potential second term including leveraging his department of justice. >> if i happen to be president and i see somebody who is doing well and beating me very badly, i say go down and indict them. >> reporter: a trump 2025 agenda would also expand the hard line immigration policies trump pursued during his first time in office. >> we will begin the largest necess domestic deportation operation. >> reporter: with the mass detention and deportation of undocumented immigrants. >> i will shut down this travesty, terminate all work permits for illegal aliens and demand congress send me a bill outlawing all welfare payments. >> reporter: it is part of an escalation in anti-immigrant language. >> it is poisoning the blood of our country, it is so bad and people are coming in with disease, people are coming in with every possible thing that you could have. >> reporter: it appears to resonate with republicans as tim scott who campaigned on a more optimistic message suddenly ended his presidential bid sunday after failing to gain traction in the polls. >> i think the voters who are the most remarkable people on the planet have been really clear that they are telling me not now, tim. >> reporter: and the trump 2025 agenda as it has been laid out here is really just the tip of the iceberg. we have also heard about trump allies who are building a database of loyalists, people who would serve the president from day one. we've also heard about allies working with lawyers trying to draft executive orders so that the policies can be implemented that donald trump can sign off on them as soon as he gets into office should he be elected. kristen holmes, cnn, washington. up next, a return to frontline politics after a seven year absence. david cameron heading back to government service. and the new u.s. house speaker is being put to the test days away from a looming government shutdown. plus cnn uncovers a vast campaign of intimidation by the chinese government targeting people on u.s. soil. details of the investigation coming up. a surprise cabinet reshuffle in the uk leading to a return to politics for david cameron. rishi sunak announced monday that he had sacked the secretary after comments and he'd be bringing back cameron as the secretary. among the other moves, victoria atkins has been appointed health secretary. cameron who resigned as prime minister in 2016 says he has gladly saccepted his new role. >> i know it is not usual for a prime minister to come back in this way, but i believe in public service. the prime minister asked me to do this job and it is a time where we have daunting challenges as a country. the con 234rikconflict in the m, war in ukraine, and of course i hope that six years as prime minister, 11 years leading the conservative party gives me useful experience and contacts and knowledge that i can help the prime minister. >> u.s. house members have until friday to reach a budget agreement or continuing resolution at least to avoid a government shutdown. new house speaker mike johnson is already getting pushback from his own party. manu raju is in washington with the details. >> reporter: in pohis first maj decision, mike johnson essentially picking a fight with his right flank over government funding deciding not to include spending cuts. democrats saying that they would not include a plan that included cuts. johnson essentially acknowledging that, trying to move on a proposal to avoid a government shutdown by the end of friday. the question is will he have the votes and how can he maneuver over the opposition. kevin mccarthy pushed to keep it open for roughly 45 days or so that did not have cuts. republicans critical essentially pushed him out. and now speaker johnson doing essentially the same thing except splitting it up extending funding for some agencies until mid-january, other agencies until early freb. a february. and that included concern on the right flank. >> speaker johnson has been on the job for two, three weeks now. and it is like throwing in a quarterback in the fourth quarter and expecting them to make up for three quarters of failure and you are behind 35-0. so again, i don't support the bill. >> reporter: and the same policy. >> every day and twice on sunday. at least he doesn't lie to us. >> reporter: are you disappointed at this decision to advance the plan without spending cuts? >> i think it is a failure. i'm not voting for a clean cr. >> reporter: the question is how many democrats will ultimately vote for the plan because of the opposition on the right. it is a narrowly divided chamber that would require support from democrats given the opposition building in the house gop conference over this plan. we do expect the senate to get behind it even as the white house has pushed back and criticizes the plan over the weekend. the senate majority leader chuck schumer indicating openness and potential support for this plan because it does not include spending cuts. it could overt a shutdown for now, but a bumpy ride expected. after a series of embarrassing news stories involving some of the justices, the u.s. supreme court announced a code of conduct after months of reporting detailing undisclosed gifts to some supreme court justices from wealthy political donors. the eight page code is derived from one that applies to lower courts. it says justices should not be a speaker or guest of honor at a fundraising event and that they should make a reasonable effort to stay informed about their financial interests but lists no specific restrictions on gift, travel or real estate deals and it doesn't explain how it would be enforced. but some analysts say it is a start. >> we've finally got at least a written code. so it is the first time in what members of the public, senate democrats, watchdog groups, a host of media commentators have been pushing for. so it is a first step and the chief justice john roberts had really been struggling behind the scenes to first even get a majority do something and in the end he was able to get unanimity and i think it is because of the atmosphere you referred to there in terms of the news stories, constant drumbeat of can't they have some sort of written rules the way lower court judges have. but the key thing is exactly as you said, there are no enforcement mechanisms in what they have presented. and also no way for anyone in the public, the hill or elsewhere to try to lodge a complaint and have it actually aired in some way. so it is again the justices saying trust us but i do want to say at least they have taken this first step. president biden has kicked off a week of high level diplomacy starting with indonesia's president. he traveled to the white house for talks where he called for a ceasefire in gaza. biden touted steps the u.s. and indonesia are taking to boost cooperation but didn't comment on gaza. wednesday mr. biden will sit down with xi jinping in california to discuss a number of issues including bilateral relations between the two countries and there is the two leaders preparing to meet, cnn review has found that the chinese government has built the largest known online disinformation to harass his critics in the u.s. doa doug >> and i feel afraid. >> they will make life very uncomfortable for those who speak ill of china. >> they are here on american soil thousands of miles from beijing but still hounded and harassed by the chinese government. >> i was instantly flooded with messages asking me to kill myself. >> reporter: and she is a writer for ththe "new y yorker," hehe' targeted with a wave of online harassment since she covered pro democracy protests four years ago. more than 12,000 tweets calling her a traitor. >> i was caught off guard and i wasn't sure if it was a coordinated effort. >> reporter: it is a coordinated effort of fake and anonymous accounts. >> depending on how you measure it, it is the biggest dids information campaign the world had seen. >> reporter: and this professor from media 230forensics hub has tracked it for years. and now revealed that it is tied to the chinese government. >> thousands and thousands of messages repeated over and over again. >> reporter: cnn review of court documents, social media reports and interviews reveals a massive relentless campaign of intimidation by the chinese government targeting people on u.s. soil. >> they told me they will kill me if i don't delete my youtube. >> reporter: he posts pro democracy videos criticizing the chinese government. to hit back the chinese post thousands attacking him. >> they cover people's eyes so chinese people cannot see the reality. >> reporter: a vast campaign of intimidation that even employs artists to create original illustrations to mock and harass. this is not just some guy in his basement. >> no. clearly very sophisticated effort. i'm often staggered at the number of platforms where we come across their content. >> reporter: some of the people behind it are these chinese police officers according to the u.s. department of justice. doj charged 34 chinese police officers for using social media accounts to harass and intimidate specific victims in the united states. the indictment is full of pictures allegedly taken from inside the special trolling unit showing laptops, phones and other equipment used as part of the operation. a spokesperson for the chinese embassy in washington, d.c. say the doj's allegations are politically motivated and have no factual evidence or legal basis. >> they are trying to minimize my boss. >> reporter: and he spent nearly five years in a chinese prison and now is an american citizen. >> they started to make noises. >> reporter: at the height of covid in 2021, he organized a zoom meeting for pro chinese democracy activists in the u.s. but chinese police officers broke into the zoom and shut it down. >> i was in shock. i said what? they simply don't allow us to have a meeting. >> reporter: the u.s. state department has warned that the chinese government is spending billions annually on foreign foreinformation manipulation efs and if it goes you unchecked it will reescashape the landscape. >> they are trying to get everyone to repeat the same point of view and reject alternatives. still to come, as gaza faces an acute fuel shortage, the u.n. is warning it can't deliver [ cheers ] yeah! woho! running up and down that field looks tough. it's a pitch. get way more into what you're into when you stream on the xfinity 10g network. welcome back. i'm max foster. let me bring you up-to-date with our top stories. donald trump jr. took the stand on monday in the civil fraud case against his father giving testimony that the new york attorney general blasted as a sales pitch for his father's business. and as hospitals fail in gaza, pressure is growing to pause fighting to allow for humanitarian relief, but netanyahu is doubling down on his country's efforts saying this is not an operation but a war to the end. the investigation into mayor adams is focusing on his ties to the turkish government honing in on the campaign finances and looking into possible foreign influence and favors. adams is not accused of wrongdoing and says that he will cooperate with investigators. brian todd brings us the latest. >> reporter: new information on why fbi agents publicly seized the phones and ipad recently of new york city marriyor adams. they are looking into whether he pressureded the city fire department to sign off on turkish officials being away to occupy the new highrise despite safety concerns. this was allegedly done just weeks before adams' election while he was still borough president of brooklyn. >> they will look closely at whether these were just actions carried out by an elected official or if they were bad acts committed by someone exchanging favors for action. >> reporter: analysts say just the act of trying to cut through red tape to pave the way for turkish officials to move into the building is not necessarily a violation of anything. adams in a statement said as borough president, part of my routine role was to notify government agencies of issues on behalf of constituents. i will continue to cooperate with investigators. but the "times" reports there is a broader public corruptioion investigation also at play h he that i investigatotors are look into w whether adamsms' 2021 campaign c conspired with the turkish government to funnel money from foreign nationals to his campaign which is illegal. >> they have also sources tell us obtained financial records showing those people who made the contributions were paid back in full for the contributions. that makes them straw donors and that brings up the allegation of campaign finance fraud, not just creating straw donors but getting matching funds for the campaign from the city. >> reporter: john miller was deputy commissioner of the new york police department and sefbd un served under mayor adams. adams has denied any wrongdoing and says he has nothing to hide. adams' phones and ipad were seized in public last week just days after the fbi raided the home of his chief fundraiser. >> after they took the phones, mayor's office reached out and said there are other phones in his possession that he would like to voluntarily turnover to make sure that you have gone through everything. >> reporter: neither mayor adams nor any member of his campaign have yet been accused of any wrongdoing and as of now no charges are publicly known for have been filed in connection with the investigation. brian todd, cnn, washington. returning to our top story as fighting intensifies, fuel supplies are dwindling across gaza adding to the growing humanitarian crisis. the palestinian telecommunications ministry warns gaza faces a complete halt of communication and internet services by thursday. main u.n. agency says that it will not be able to deliver humanitarian aid today because it is running out of fuel. israel has forbidden just about all fuel deliveries to the territory and unicef estimates more than 700,000 children have been displaced in gaza since the war started and more than 1.5 million people internally displaced. now joining me is a spokesperson for the red crescent society. hearing that no aid is getting in at all to those key parts of gaza, is that your understanding as well? >> sorry, i couldn't hear your question. >> what is the latest on the aid delivery into the hardest hit parts of gaza? >> unfortunately they stated yesterday that there will be no aid receiving or distribution today because they have run out of the fuel which is something we've been repeatedly alarming the world and the international community because basically fuel means life. it affects the work of hospitals who will shut down due to running out of fuel. also the work of emergency medical services. also affects the process of receiving aid and distribution because trucks need fuel as well. it affects the bakeries who now have to shut down. they are unable to produce bread. and we are in gaza in desperate situation because now the situation has gone beyond c catastrophic. all hospitals in north of gaza are shut down either due to bombardment or because run out of service -- because running out of the fuel and medical supplies as well as medicine. now our teams are reporting that they have seen so many bodies in streets with no ambulances able to reach to them. and transfer them them we are hearing calls of people crying trapped in their homes and they are unable to evacuate their homes because the whole area is literally operation. and simply anyone who tries to go out will be a target for israeli militaries. even us as ambulances, we don't have safe access to those areas, so unfortunately, we feel helpless, we can't reach the people who are in critical conditions. and they need us. many reported that they have inside the home people who are killed. yesterday a woman called when i was in the dispatch center and i hear her voice screaming and asking for urgent help. they have five family members killed inside the home. they have five others who are injured. the two dead family members are 25 and they are desperate just to leave from their homes because the total area is under fire, under dangers. and tanks everywhere and no one can help to reach out to this woman and their family, which is the same case for hundreds of others who have been calling and unfortunately, no humanitarian agency, no rescue peoples, even us as provider for emergency medical service, we are unable to reach them because of this dangerous situation. that is why we call on the international community to ensure protection of our teams and safe access for medical teams, health care workers, to reach the wounded people because they have the right, many have lost their lives, because they simply have left under the rubble or even in the streets without any humanitarian or ambulance can reach out to them. >> the issue obviously is that israel will not sgrant a ceasefire and foreign powers are unable to grant them a ceasefire. and now this level of the operation, they are surrounding buildings they say are full of hamas fighters. but you're saying civilians are caught in that so not only not getting any aid or medical support, they also can't leave their homes, is that correct? >> basically yes. on top of that, there is many patients with chronic diseases, patients with cancers and disabilities. they are part of family members who family members took the decision to stay with them because basically they can't leave those who are sick and injured in their homes and just turn their back. only way to evacuate is just walking two, three, four hours, at least four hours. so basically those with disabilities, elderly people, sick people, they can't afford to do that. their families has stayed with them and unfortunately, they are trapped in their homes with no food, no water, no supply, no power and even us or -- we feel helpless, we can't reach out to them. on top of that, the al-quds hospital went out of service two days ago. and after that, we only now have 300 patients with their families along with the medical staff, up to this moment, they are still trapped at al-quds unable to go out of the hospital. no one can reach out to them because all the roads are completely closed. this is the six days we have lost connection with our police there. and i'm not sure if they are alive or not because basically only way to enforce anything regarding the situations there is unstable and has constant distortion. like they have to wait couple of hours until they cast the signal. there have been complete destruction of the internet and communication lines. so i can't just pick up the phone and call them. so the situation is dire. they are now there over the week with no food, no water, no electricity. and they are trapped hearing continuous cbombardments. yesterday we tried to evacuate them by coordination with the icrc. unfortunately, last minute after israeli occupation forces have searched the cars and did everything, they have notified us that after they give approval earlier, that they can't let us -- they can't let convoy pass because of the military operation in that area. >> all right. you really expressing the desperate nature of the situation. thank you so much for joining us today. canadian israeli peace activist previously thought to have been a hostage now believed to have been killed. the organization posted a statement on x saying vivian was murdered in her home at kibbutz on october 7 the day hamas launched that surprise assault. the 74-year-old had been on the phone with her son as hamas militants were near her house firing bullets. he believed she had been taken hostage. still to come, after months of calm, mt. etna erupts sending ash and smoke into the sky. and in iceland, people in a small town have been evacuated after seismic activity in that region. the power goes out and we still have wifi to do our homework. and that's a good thing?
