held by hamas, and this is as the israel troops are continuing the targeted troops in gaza on the ground. >> i'm john berman in lewiston, in maine, where any moment we will get the update from law enforcement on the manhunt on the man accused of killing 18 people here. authorities are now examining a gun, a cell phone and a note he left behind. i'm kate bolduan in new york, and we are learning more about the lives lost in this horrible tragedy. so many families torn apart, and so many children left without their parents. the heart-breaking details are coming in this morning about the 18 beautiful lives. this is cis cnn "news central." all right. we have a two-minute warning about 2:30 ago for a news conference that is supposed to happen here in lewiston, maine, and the law enforcement largely, and the state police and the public department of safety, and a while ago the mayor of lewiston, i asked if there is a active manhunt this morning and his answer was "absolutely." the manhunt is some 700 miles in the search for robert card the 40-year-old man suspected of opening fire at two locations, killing 18 people here. we are learning more about the lives lost, and we should note that moments ago, we learned the identity of one more individual joshua seal who was taking place in the cornhole tournament for the deaf community at the bar behind me, and now several victims it seems to me that were part of the deaf community on wednesday nights where they played cornhole at the bar here. we are told that this man, he was a lead interpreter for the deaf for maine governor janet mills when she held her daily covid briefings, and again, this news conference is set to be held any moment. we will listen in. >> it is sauschuck, the director of -- >> okay. she is just talking about the logistics of the news conference and it is really going to begin any second, and while we are waiting for this to begin, omar, i want to go to you because you are where the shootings just began in the just in time recreation center bowling alley, and give us a look at the shelter in place orders. >> yes, one, the shelter in place orders are continuing, and when you asked the mayor of lewiston if this is an active manhunt he says yes, it is, and that has to be bittersweet for the people in the community, and that means it is active and that means they are doing everything they can to find this person as quickly as they k and still on the other hand, it is a manhunt and they don't have an answer to where this person may be. as you mentioned, we are just as close adds we can get to the bowling alley where the police said that the shooting began wednesday night, and minutes after the shooting began that he made his way the 40-year-old suspect robert card made his way to where you are, john, towards that bar and grille and continued that shooting spree, and at least 18 people killed in total. when you are talking about just where they are moving and as far as the investigation goes, because there is two separate planes of investigation here. one is the obviously manhunt which is priority it seems to be for law enforcement, and the other is trying to investigate why this happened, and going to the home. we know that last night, law enforcement was outside one of the last known addresses of the suspect. there is a lot of activity there with the fbi and other law enforcement with the spotlight on the homes and speaking on the loud speakers and come out with your hands up, and this is more of the standard operating procedure for executing a warrant as opposed to actually someone being there, and that said, the investigation continues. we know that they recovered a cell phone and a note left behind and the likely pieces of the investigation to piece together, and the coast guard is helping to monitor by air and by water, and partly because his vehicle was found by a boat launch in a town nearby where we are in lewiston, and so this is a multi faceted approach to try and figure out where this person may be. another aspect of this that we understand is that the family of the suspect has been in touch with law enforcement. >> all right. omar, this news conference appears to be starting, and so we will jump in to listen. >> from the operational standpoint, and what happened overnight and where we are going from here. and before that, i want to ask chief st. pierre to come up, and touch on the lewiston experience overall. chief? >> thank you, mike. good morning, member of the media and public watching closely as the law enforcement is continuing to work diligently on the rapidly evolving investigation. the safety of the community is paramount. i want to assure all that a tremendous amount of law enforcement manpower and time and effort is being utilized around the clock, and literally around the clock in every effort to apprehend the suspect as well as to safeguard this community. as the chief of the lewiston police department, i am extremely thankful for the community's outpouring of support in this tense and trying time. i extend my deepest appreciation for all of the law enforcement partners who have responded from literally, literally around this nation. again, i will ask the community to be as patient as possible with this process. realizing that there are many, many moving parts in coordination of efforts involved between multiple agencies. we will attempt to provide as much information as possible as this investigation proceeds forward. would also like to acknowledge and thank the many businesses, restaurant owners and individuals who are providing meals and other essential items to support the investigation of this magnitude. following this press conference, details will be shared regarding counseling locations, where somebody can make a donation if necessary or asked, and the hosting of several different vigils. on behalf of the hundreds of law enforcement officers who have descended upon our great city in the last three days, we want to extend our heart felt support and the sympathies of the victims and the families involved in this senseless tragedy. thank you, and i will turn it back over to mike. >> thank you, chief. i appreciate that. for starters, i want to make sure that we take a moment to acknowledge the victims, the families and how this is negatively impacting the state of maine, the city of lewiston, and really the entire country. we know that when these things occur around our country, we are all so incredibly focused on what happened, and then we try to get to the why. there are certainly times when we can't quite figure out the why, because every one of these situations is so tragic, and so outside of the norm that it makes it difficult for community members of all types and all locations, east coast and west coast and it does not matter to fathom how these things can occur in the greatest country in the world. so, we are going to continue to work towards that, and as a piece of this, i wanted to come in and really speak to the partnership that we are committed to have with you. as we start to really flow into the operational period, we have more of the pattern to see what we are doing day in, day out, and i want to commit to you to have a morning briefing every day at 10:00 right here in this location, and as you can imagine, some of the briefings may be longer than others, and i wanted you to know that you will see us in the morning, and so, we will go over what happened last night, and talk about the plan of the day is, and i'll speak to that plan of the day here in just a second. i would also say that we are certainly going to be considering the afternoon briefing as well if something new came up or if we believe would be helpful for you know and the communities to know, then we will get back to you, and either way, you will receive a communication from the pio shannon moss saying that we will have a brief or not, so you can know what your day and afternoon will look like as well. so i would also say that these daily briefings as you can say are more operational in nature, and that our families and communities and loved ones are always in the forefront of our mind and certainly in our hearts, but we do want to talk to you about this is what we want to do and what we did and that is incredibly important to you and you will share that appropriately with your viewers and readers, and that is going to help everybody start the healing process. i know that information is power. you also know that there are going to be times when i cannot give you all of the information that you need or certainly that you want. that won't be done, because we are not going to tell you, but it is because of the operational standpoint or tactical standpoint, and there are safety concerns for the first responders and we all have for the community members. please, keep that in mind, and i will go back to the q&a kind of period. we want to allow that opportunity. we will try to do the best we can, but if in my mind the mass starts to be ten questions and i cannot answer nine of them, that is counter productive to a certain extent, so we will try to frontload as much information as we can with these particular sessions. so that is kind of the plan moving forward. and to speak to today's briefing in particular, i would tell you that the overnight hours, and we are on 24/7, and we will be until the suspect in this case again is brought to you justice. overnight, our officers, our investigators, and when i say "our" i am talking about the local, county, state, all of the partners are continuing to work 530-plus tips and leads that have come in from the general public from the number of communities and number of relationships, and as you can imagine, they vary greatly depending upon that individual's knowledge of what happened and what they want us to do about that. so we are continuing to check those things off of the list as we go. we are also continuing to do searches at the two primary venues here. the one being schemengees bar and grille and the other being the spare time bowling alley. it is going to be easy to say, what is taking them so long to work the scenes, right, because everything that we watch is solved in an hour, and it is all taken care of, but in order for us to do our jobs, to be professional about what we do, and be respectful of the victims and the families that we are working with, and the process within we work, we have to take our time, and we are going to be processing every square inch of these facilities, and not only do you have the victims in question, but every one of those rounds that were fired have to be investigated and every cartridge on the ground, and the vehicles in the parking lot needs to be investigated and everything we have to be careful and professional, and that is what we are committed to do. so i expect that we are days away from completing those particular investigations, those particular crime scenes. so you will continue to see us at those locations without question. and because of that, there are also affidavits, and affidavits are the first step in a search warrant or arrest warrant or whatever that looks like, and so we are continuing to draft the affidavits ultimately for search warrants around any kind of digital media that we are hoping to attain or investigate, and that could be phones or computers or video from any locations, and the officers continue the work on that material. and so that is a lot of the stuff overnight, as well as using that 3:00 or the 4:00 in the morning, using that time frame to plan out what the next day is going to look like. so we are trying to get some people rotated through for the operational periods, and get them some rest, and now, plan what the next day is looking like. we have a morning briefing that kicks off that we need a team to do this or that, and this is who the team leads are, and this is the process, and then we let the folks loose to go do good work, and we will try to share some of the information with you. so, as we discuss that, and we have some maps and additional other information up here with us right now, i will talk about a couple of these locations here to the best of my ability. you can see that there is a lot of us here, and this is not ideal as far as the maps go, but if you are looking at the boat launch overview for example. this dot right there, that is the lisbon boat launch ramp that we discussed and that is where the suspect's vehicle was located the white suv station wagon, and so we have had the three primary maps, but this qr code here, and whether you can get if from the seats or come up after the fact, it will give you the digital version of those so you can have it readily available, and you certainly understand how that works bush we are talking about the boat launch area, and that particular location is 501 lisbon street, pejebscotlanding is at this location. we have some of the friends from the media out there in that area now. what happens in this general location today, we will be putting the divers in the water along the androscoggin river, and that going to be looking like a couple of things. the very first thing that you will see is the air resources flying over this particular area, and they are looking to see what can we clear from the air, and do i have to put divers in that area or can i tell from the top based on the current and how muddy the water is and all of those things, and can i see to the very bottom here. that is going to start this entire process, and then some screening and some divers actually in the water who may start on this side by the boat launch, and they will continue on this side. i would envision at some point that we will be moving over to these particular locations here for ground searches as well. so that is going to be looking like a bunch of different things. so they could be dragging a diver behind them literally while the diver is checking for evidence, checking for potential bodies and i would also say that while this is going to be looking like a major focus today with a lot of people, we have a lot of other irons in the fire, so i am not saying that the suspect or we know that the suspect is in the water and that is what we are doing, but i am telling you that you will see activity in advance and we have nothing to hide in that regard at all. so then you will have some sonar also utilized here and that can be looking like a couple of things, a remote operating vehicle, an rov as the divers would use, that and that is going to be looking like a pod under water looking for sonar and looking for shadows and could be a log or anything, and the divers, and the dive team, and this is teams from all over the place, and the maine warden service is involved in this, and we work with them, and the maine state dive team is going to be leading this initiative, and that is what we will see here with a couple of types of sonar, and then along the shoreline, you will see a line search if you will, and this is literally the officers online as they are working shoreline, and of course, they are looking for the evidence, and looking for anything that may help them down the road. now i say that you'll see this, because for us, we want to make sure that we are working with you so that there is a church parking lot across the road here, and there is also some parking available on this side of the road marked vladi who is main p.o. for the officers here, and the warden in this area tos a zi. so if you decide that you want to go to the location to pick up the video to see what they are up to, there is some parking opportunities here. this 196 can be busy. this area here happens to be low speed at least that is what the speed limit is, so we will be around there to keep it as safe as possible, but we want you to be mindful not to standing on the railroad trestle, and we want you to get the coverage, and be partners with you, and however, you are not going to be able to have full access of the site, and this is common sense. we want to make sure that you can do your jobs, and we can help you to facilitate that. you will see a bunch of people in the area 531 lisbon road. a couple of the other locations, if you start here, this is the bowling alley scene, and this red dot is where that is, and you all understand that, and we will have additional officers there checking woodline and continuing to do those sweeps, and the searches, and there was a lot of shots fired there, and we want to have all of the evidence humanly possible, and this is far from ideal considering it is directly behind the podium. >> can you slide it to the right? >> well, we are jammed in here with the wall. i apologize, if you can't see that. but you can look at the qr code there, and all of these things will have a quick reaction force, or qrf, and so we will maintain the security here, and as you know that the suspect in this case is not in custody and that is continuing to be our focus, so looking at the two things, we have an investigative hit with a great deal of resources investigating the crime of what has occurred and clearly an apprehension team involved in that, and they will intermingle, and so with this scenario, keep those two things in mind, because we will be active with the search in the investigative mind always in our mind, we will be looking for the suspect, and making sure that the people who are involved in these various searches, including yourselves are safe. that is clearly another focus that we have in mind. and i would also like to talk about the procedures in bowdoin, and showing you the three locations locations, but there are a bunch of others up there. and since we are going to be in many locations, so we don't have a number of maps up here, that is not meant to be secretive, but we are all over the places or to say that we know that the individual is here or in that house or that house or this swath of land or acreage, that is not what we are doing, but we are looking at these situations as if the individual could be in there, and if that is the case, you will see the tactical teams at some point, and a lot of folks are just dressed in a more casual manner or the bdu or the battle dressed uniform, because they are out in the woods to be crawling around. so it does not mean because we are making announcements over the p.a. system that we have individual in there and armed standoff and police swarming, but it is a lot of resources to work these scene, right. so, that part of it is common sense, but we won't say, every time, hey, we will be at this spot, because it is not practical and not safe for a lot of folks. so if you are hearing announcements and p.a. systems as an example, a piece of that is us just giving notification, that yes, in fact, we are the police, we are knocking on this door, and we would like you to come out if you are in there and some of it is case law oriented, and some of it is best practice and some of it is standard operating procedures from our end. keep it in mind. if you have a question, certainly, reach out to shannon moss, and many of you have, and if we can answer it, we will. maybe it is not immediately, but we will do better at it, and getting into the flow of it, and settling inasmuch as a tragedy of this can, and again, we want to be good partners with you across the board. let me take a look and make sure that i have covered everything that i wanted to cover. also, this is a big deal. this is is a digital link. so if you have a photo or a video of something that happened or something that you think is evidentiary in nature, and you think that it is valuable for us to have, you can upload that information through that link. that link stems from best practice in other communities where tragedies like this have occurred that a lot of people have a lot of information and where does it go. maybe this is the key. i don't know if they have this, but 75 people have sent it, but send it anyway, because we want to see it, and that is video or any of that material, and send it to that particular link, and the qr is something that we have talked about from the mapping perspective. i would say that the ongoing victim services is something that we are working on with the victims families and the community as a whole, and working with the victims who have been identified and continuing to identify the victims in this case, and as they occur, additional resources will be available to the general community. i would say again, as little bit of the reminder that some searches you may see why does that search have an armored vehicle involve and then walking to the river shoulder-to-shoulder, and some of those are tactical line searches as opposed to grid searches and the wardens will do that all of the time searching for people, and it expands out with the evidence. and we do continue to have air assets whether it is helicopters or planes, and just because they are involved again as we mentioned it here, and that is an overview. they are just flying over the site maybe they are hovering someplace else, and that is just because that night we had 70-ish witnesses, and the fbi has been helpful with things that you have to transcribe 70-plus resource, and they are bringing some resources to play, and so we continue to do that work behind the scenes as well. the shelter in place with lisbon, bowdoin and lewiston, and you know that what occurred, it occurred in those communities, and whether it is bow bowdoin, because that is where the suspect lived, and auburn location, and lewiston where the focus of the first two tragic active situations occurred. that is an ongoing conversation that we will have every minute of everyday. does it make sense that the orders are still in place, and can we relax those or change those, and they have not been changed, but we realize that we want to keep our community safe, and again, in the forefront of the minds, but we know that the shelter in place order in general similar to orders around covid can have negative impact on families and schools and businesses, and so we have that in our mind, and the pluses and minuses chart that is active as we are working through this. so know we are actively working through it, and truth to be told working with the chief st. pierre, and working with the mayor and others to having conversations of what does it mean. so what does it look like this afternoon, tomorrow, and in moving forward. so that is enough sharing from my end, and enough information to overload you with. i want to come back to say there is a lot of stuff going on here, and what matters is the safety of the communities and the safe toif residents, and we care about each and every one of them as you do. we will continue to fight on your behalf to bring this individual to justice and this is the impact of starting the healing process. it is not slam dunk and everybody is better, because it is going to take a while, and it is going to be taking a while for the communities to work through and families to work through, and to lose somebody you love is a big event. so, i don't want to be lost in the minutia of what is happening, because it all comes back to this for us. so, again, we will try to have the q&a deal, and see where we go. go ahead, right here. >> was there a note -- >> there was a note at one of the residences, and i cannot talk about what it included, and that is probably again a common sense answer, because it does involve a mindset or the motive and what did it entail, so we will definitely continue to work on it, and when we can release it, we will. right here, sir. >> the records of information this leaning you into the thought that he may have killed himself or one of the possibilities? >> one of the possibilities is key, right, because we clearly don't have him located or in custody, and so all of the options are on the table. we certainly don't want to wait too long, because the river is a big piece of, this and the car was located there, and the evidence located in the vehicle or right there along the shores of the androscoggin river, and so we want to make sure that we are checking and using the resources that we have available, and the dive team and all of the partners to make sure that we are checking that at the same time we are checking all of the other things and working through the crime lab, and all of those things are occurring at the same time, and i want to state, and i want to make sure that i say this, because they have been very, very helpful, the brookfield power company operates two dams in this area. they have been very cooperative and they live it everyday, and so for example one of the things that we are doing, the river currently runs at 85 cubic square feet per second and when they tighten the dam tools down, they actually lower that down to 5500 cubic feet. what does it mean to you? well, to us, it means that current, and if we can slow the current down, we can lower the amount of water in the river, and it is certainly easier for us to work, and easier for the divers to see in clearer water a foot lower and easier to work. there is different surges, but unfortunately people lose their lives in different bodies of water, and something to dial in. and yes, sir. you, right there? >> and can you address tomorrow -- >> well, sure. i have had conversations with the commissioner of inland fisheries and wildlife, and judy is great. we are having the conversations, and i expect for it to tomorrow, and we know what is it going to be looking like, and we are in the woods, and if you happen to be in the woods tomorrow going for the walk, that going to be making us concerned, so it is a definitely good question, and we are working on it. >> there are a tremendous amount of assets here, and can you tell us about the pressure you are feeling to give the community answers here? >> pressure is one way to put it. we are concerned about the victims and the families in our communities and i am concerned 365/24/7 and that is why i got into this business and that is how i feel everyday, and feeling safe and being safe are two different fwhirngs the partners and the law enforcement partners are dialed in and they do it all day and everyday, but this is completely a different animal. so for us, we want to make sure that we bring this individual to custody, but we have to do it right. the safe way, and we don't want to see anybody get hurt, our people or community members, and we don't want to be rushed, but we are running on the level to work as hard as we can and as fast as we can to try to bring some closure. right here, ma'am. ma ma'am? >> what are you seeing in cooperation? >> when you see the over 500 tips, i won't speak to cooperation, but there is compassion and empathy that people understand what happened here and not only to the victims and to the state and the country, and people are coming forward and participating in the process, and that is the nature of the beast. i am not sure i answered it, but a follow-up. >> and with people cooperating and what are they telling you? >> well, i won't speak specifically to what anybody says one way or another, but we appreciate everybody's cooperation, because it is difficult for everybody no matter how you are the neighbor of somebody, and this is tough for people to digest and understand and they try to work. >> right here, sir. >> there were warnings provided to law enforcement, and which agency received those warnings, and did you think that it would have involved a yellow flag? >> i am involved with the yellow flag, but today, i can't talk about who knew what when, and we are involved in a dynamic situation here, and we are involved in a individual who has eight warrants for murder, and trying to bring him into justice and investigate this crime, and there is going to be a time -- >> can you tell us when the warnings were issued? >> i cannot. >> and sir, right here. >> yesterday, the senator, senator collins said that the yellow flag law should have been enforced in this situation, so as you are standing here today, what is your response to that, and also as you stand here today, was law enforcement notify oddied of the threats he making, of his condition, and were you aware of that and to investigate that. >> i appreciate the question, and senator collins is great, and we have a federal delegation that works incredibly hard on behalf of the state of maine. i don't know what the great senator said, so i won't answer to any comments she made. if that is the perspective she knows through the general public or otherwise, that is fine. she has the right to do that, but based on what i have seen, we will continue to work through it, and we are asking good questions around the firearm itself, and there is an opportunity that the atf is here, and they are working with us, and have been since the first second and an opportunity to answer all of the questions, and ask if it is a violation or not, and also an opportunity from the educational standpoint to talk about what that really means and really looks like, and what the options are in fact are. >> the thing is that folks want to know if there were any missed -- >> i know. i appreciate the follow-up, and the initial. >> and what about the time line, and do you have a time line of when the police arrived on the scene? >> arrived, no. it was 6:56 for the initial call, and then 7:08 for the second call, and multiple calls for each location. that is what i have, and i don't know when they arrived other than to say that these calls in any scenario are going to be a priority, and everybody is going, a going as fast as humanly possible. is that enough, sir? i will take a look at the arrival time so that we have that information, and we may be able to arrive that. >> if we could get a further time line, that would be helpful. >> just so that we are all clear, the way it works is if we have a q&a, and you ask me a question, and i attempt to answer it, and if we yell loafer each other, aim done and that is clear. we don't want to do that and we are trying to be cooperative across the board, but we will be back another time. and we are trying to figure that out. yes, sir. >> we are coming up on 48 hours. are you concerned that the trail is going cold? >> every minute this goes on, we don't know what going to happen, and that is why we are working 24/7, and we feel that as much as the community member. this is a privilege and honor that we have to do something about this tragedies when they occur and in many instances, i have been in the scenarios when something happens out of state, and you were sitting on the couch wanting to do something, and we are in a position to do something and we will do something to bring this person in custody one way or another. we will take one more question. >> have you confirmed the 18 bodies and confirm the demographics, please. >> and that is a specific for the future briefing, and we have notified the families of the 8 of the 18 fatal tis itfatalitie have 8 of the warrants, and that because eight of the people have been identified, and the families have been notified which is key for us to make sure that we get it right. but the further demographics around it, and the colonel gave gender yet, and we will look at the ages and some other information. >> so is that number inaccurate? >> i want to honor the group of victims by talking about them in a specific session that i would be viewed coming shortly. 8 of the 18 have been identify and notified and not 16, and i don't know where that came from. i appreciate, and we will see you along the way. thank you. all right. you have been watching a press conference here in lewiston, maine, conducted by the public safety officials and mainly the maine police commissioner, and unusual press conference that really went into more of what they will be doing than what has happened, but there were some hard facts there, and let me go through it quickly. number one, there is still a very active manhunt for robert card, the 40-year-old suspect who is believed to have killed 18 people in this town. there is still a shelter in place order for a community that spans 700 square miles, and in lewiston where i am, and bowdoin, the last known address, and lisbon, which is the location where the car was found by a boat launch, and more on that in a second. we also learned they have been processing more than 530 tips, leads that they have been given going through them one by one. with me now, jouloule julien kayem and now, we have learned that they are going to dive in that androscoggin river, john miller, and what are you learning there? >> they are coming up to the 48-hour mark and they don't have the suspect in custody, and frankly, nobody knows if he is alive and fled and put distance between him and the scene or whether he is dead. i say that because one of the things that they recovered was a note that was characterized as suicide note, and whoever read that would be reading it as if robert card was no longer around, and they are in a process of elimination, and so they have completed the search of the woods immediately by the boat launch, and that is going to leave them with the water. now, two possibilities and one is that he is in the water and he drowned himself and went forward with what might be a suicide after his homicides or the other is that here is an individual who at one time had a small boat registered to him, and currently has -- registered to him, and he could have used that lake area feeding into the river and made a left out to ocean or right inland where he could have found a landing place, a switch car. but these are the unknowns that as we are coming up on the 48-hour mark, they have to start to walk through and try to eliminate, and eliminating that body of water is going to take a while and a lot of effort, but it is an important step. >> and julia, i wanted to know what you heard in the press conference, because they are setting it up for the public it is not over any time soon, and what did you make for the press conference? >>, so i'm pretty sympathetic to the public safety in the midst of a crisis, but we are 48 hours out. honestly, it was a little bit of the filibustering. the community is traumatized and they have a right the know the details of what has happened in the past. in fact, the future part of that press conference was really odd to tell us what they are about to do. i don't need to know that. i need to know what you have done, and i need to know, if i am in that community how this is going to look today, tomorrow and the weeks to come. they need to get into the battle rhythm and this is the standards to end the shelter in place. the police brief said a continuing conversation. with whom? what are the standards? the community is now inside, and so, maybe it does sort of lose patience stage of this, and i want to be clear here, the focus on finding him is clearly one that i respect and applaud, and i am not undermining it, but there is a second part to public safety and that public trust, and i am fearing that they are losing it is not because they have not found him, and people understand that. it is the woods. they understand it. but there is no details about how life is going to begin again, and the mourning will become part of how this community moves forward. odd is the way to put it, it was an odd press conference. >> and julia, they were saying the swat teams at the known residences and it looked like they were closing in on the suspect, but it was a standard operating procedure when you are trying to go through the residences and the buildings and today, they were telling us into the river and maybe they are going to be searching other areas, and jonathan rackrow, they are going to be assessing the shelter in place orders, but what did it feel like to you in terms of the level of urgency to you, and yes, clearly shelter in place, and yes, every minute they are more and more concerned, because this killer might still be on the loose, however, there didn't feel to be an extreme sense of impending doom from his voice there. what did you read? >> john, your point is that you picked up exactly what i wanted to start off with is that the commissioner said that every moment that goes by, they get more concerned. well, guess what, that is the opposite of reassuring the public. and back to what commissioner miller said, enough time has gone by now that law enforcement in the incident command structure needs to recalibrate into the next phase. the initial response period is over, and now they need to focus on two other elements, the fact cal which is the searching and two is the investigative part that is going to help bolster the tactical side, but it is also going to lead into, you know, ultimately finding this individual. the reality is that at the end of the day, the suspect has the first move or advantage from the moment almost 40 hours ago that the attack was launched, he has had the advantage, and the law enforcement has to assure the public they are taking the advantage away by utilizing all of the resources in a structured manner. what i did not hear today was exactly how they are organized. there are a lot of law enforcement entities at the federal, state, local level putting the resources to the investigation searching for the suspect, be what we did not hear of the interplay of how all of the resources are coming together to bring a quick resolution, and juliette's point is great in terms of we heard like what they are potentially going to do, and a lot the fidelity of the radar and the sonar going to be utilized and that is great, but it is not reassuring of what the future is going to be holding in the next 24 to 48 hours in days to follow. it was a little bit of an odd pl press conference in that it is more questions than answers. >> and so, s, omar jimenez, yo were there and what was not included in time line so far is the response time of the police. why is that important, and what are you seeing in this? >> well, because there is this gap, right, between the -- several things. well, there is a time gap of 12 minutes or so from when the officers go to the first location at the bowling alley to the second location of the bar, and so there is a time period, and it is going to be from one location to the other, and the other thing with the time line is when did the officers first get to the bowling alley, and we also want to know, what were they doing when they got there? was there any at all contact along the way with the suspect, and i would assume no, but these are the details that we have been asking for since yesterday. they had the press conference yesterday, and they answered five questions, and they are feeling public from the public and the packed house of media asking questions and so when we want the nitty-gritty and specifics, it just seems that they want to back away are the that and not get into the specifics. so for whatever reason, right. the line they always use is that we have to protect the investigation. okay, great, but there are things that they can talk about, and certainly the time line, and other information about what was going on at the scene that can kind of help paint a picture of what was going on. the other thing that is significant here, and this is not something that is willing to talk about just yet is the notion and the fact that we know that the suspect was having these issues and mental health issues and threats, and the family was aware of it, and what was happening, and was law enforcement aware of this, and how much were they aware of it, and he had access to weapon, and these are the questions that need to be answered at some point. the officials here say we will get to that at some point, and answer the questions, because the focus right now is on the manhunt, but also, a lot of questions about the manhunt, because they have not really been briefing us, right. they have not been coming out to telling us what they are doing on a daily basis with searches. i have been in lisbon where this is now all centered, everyday, yesterday and today, and we were there this morning, and i can tell you that there is no police presence this morning. so something has changed. they are going back and now sending in divers along the water there, and we don't know why they waited until today, and why didn't they do this search yesterday, and what happened that today they decided who, who decided all of the sudden, we should go into the water and start looking for him? this note that they found? and that sort of said, oh, maybe he took his own life, and did so by going into the water, and clearly that is something they think. hopefully, they will answer more questions in these briefings, but you have a community in lisbon who is concerned, and they are not leaving their home, and children in the home, and homes that are going to be very easily accessed by someone if they really wanted to go inside, and to do harm, and people there are very afraid. i will say to you that i was in lisbon this morning, and we spoke to the police chief this morning, and he said that they were out all night doing the searches and getting the tips and the 911 calls from the people in the area, and concerned about their safety, and shg, that they are continug to do that today with the divers in the water and the other steps they are going to be taking in lisbon to try to find this guy. >> yeah, a couple of things, concrete things that we did learn though is that there is a very serious investigative strain, and one of the paths they are going down is to figure out whether this guy might be dead. that is one of the reasons that they are putting the divers into the water there. that is one of the reasons they will be combing the banks of the androscoggin river to find his body, and that is a clear part of the search now. and i know that i have seen behind me, there is a huge deal of the crime scene processing going on right now at both the bar where i am, and we have seen atf and fbi agents descending on this location over the last several hour, and you can see them right behind me, and where omar is, which is the bowling alley, and he has seen much of the same thing, and we are going through every shell casing, and every bullet hole and every car in the parking lot, and that though, as everyone has been saying is backwards looking and not forward looking in termsf how to catch this guy or find him dead. i wanted to bring in tom foreman if i can right now to get a visual representation of the area that we are talking about here in where these searches are taking place. and tom, what can you tell us. >> yes, forward looking, nothing more important than finding out where this person is. we have talked about 700 square miles and that is sounding like a tremendous amount, and it is, except this is more than 700 square miles if you are taking an area from here to roughly here, and bowdoin is over here, and if you do that, you will have about 75 square miles here. and the boat launch down here, no question, from what he said part of the focus is on whether or not this man is somehow, his body is somehow in here if he committed suicide in here, or other evidence to find. but beyond that, if you are looking at the options that he had yesterday, and this is the forward-thinking part. if he abandoned the car here, and where did he go? is he holed up in housing here, and do you go door-to-door, and did he get tot the maine turnpike, and he is miles away, if he could navigate it, and you don't go search everything in the grid like this box, this box, and you prioritize the places that are the most promising. moving through the woods like this, and even for somebody who is known as an experienced outdoorsman, this is not necessarily an easy thing to do. remember, james earl ray escaped after killing martin luther king gone for 50 hours, and he only made it six miles. it is difficult to move through here, and difficult to move through here without being spotted, and remember, if he want to go through any of the areas, he is going to have to have between half a gallon to two gallons a day that he has to haul around, and he has to replenish it, and food, and the temperature there sunday is dropping into the 40s and monday colder, and it is going to be raining. all of that is going to agitate against him being able to hide in the woods and maybe that is going to help them as they try to search him down. and looking forward is number one job finding him, it does seem clear for now, they still believe that if he is alive, he is somewhere in this area. if he not alive, he is somewhere in this area, too. jo john. >> tom, yes, a good point on the weather, aheatre known to be in are here, and it is to change, because it going be much colder and rain and harder to survive in these areas. tom foreman, thank you very much. we will take a quick break in a second, but before i do, i want to get one last point in with john miller, to be crystal clear on one important point. there has been no known sighting or clue or any trace of robert card since the vehicle was found at the boat launch on the androscoggin river. and in pennsylvania, we said that there is a sighting of him in a garage or something, but is there any clue of any sighting of this guy since the moment that car was found at the boat launch? >> no. and john, in over 500 tips, noises and sighting of the people walking, but nobody said, i saw that individual, and that was him. we don't have that. >> and that is important to note this morning again, as this manhunt continues or maybe as a search for a body continues or the crime processing continues and as the scene is behind me, we are learning new bits of information, but still so much is known, and the shelter in place order is continuing affecting tens of thousands of people in this wide area of maine as the special coverage continues after this.
