president biden will be addressing the nation from the oval office in prime time. >> the most powerful person in the world. >> egypt's president will allow 20 trucks through the crossing. >> it's in your own interest to allow this humanitarian aid. >> he has very little resources right now. i just worry for them. >> we might be the next people we're going to be killed. >> the u.s. government now assesses that israel was not responsible for the explosion. >> these are calm days. you have seen the protests in the region. >> after 9/11, we sought justice and got justice, but we also made mistakes. >> we have to make sure we destroy hamas so they cannot ever threaten us again. >> phil mattingly with poppy harlow in new york. erin burnett is in tel aviv, iz ale. arkalette saenz is at the white house. and sam kiley is in london. this morning president biden is back in washington and getting ready to give a prime time address to the nation after returning from the war zone in israel. we're expect ing it to make a major push to aid to ukraine. the passing a an aid package, impossible on capitol hill right now. congress is paralyzed with no speaker. during his trip, president biden says he was able to strike a deal with egypt's president to allow some trucks with desperately needed humanitarian aid to start crossing into gaza as soon as tomorrow. civilians are stuck and running out of food, water and medicine. >> we have an opportunity to alleviate the pain, you should do it. period. if you don't, you're going to lose credibility worldwide. >> u.s. intelligence backs up the claim that a malfunctioning rocket fired by palestinian militants caused the deadly blast at a hospital in gaza instead of an iz relaty airstrike. new video emerged. it appears to show a rocket fired from gaza make a sudden and sharp turn back from where it came from. cnn has also geolocated a video where you can hear whatever caused that blast. listen. >> cnn cannot indepartmentally verify what caused the blast. israel continues to pummel gaza with airstrikes. thousands of people are sheltering. we have team coverage. let's start with erin burnett live in tel aviv. you just spoke with the idf spokesperson about speaking to the families of 203 hostages or those that are missing. what did he say? >> reporter: so what's interesting, that number 203 hostages, that was 199 for the past few days. so israel has increased the number of hostages that it says are being held in gaza. also speaking to one of the families. they told us they were told just on monday, they have two children missing, one they had seen video of their child with hamas fighters in a truck. the other they thought was dead. they had no idea. the idf called them on monday to say we know your child is a hostage. they wouldn't talk about proof of life, but they have a lot of intelligence on these hostages. and just moments ago when i spoke to major spielman with the idf, he told me they are still, even now, the soldiers in these areas, we walked through and talked with you about how we could smell death, a very unmistakable smell to any human being. part of the reason is there's still bodies there. we saw body bags going out. and this spokesperson for the idf says there's bodies even found last night. here's what he said. >> last night in the area of beri, a group of workers went in an attic and found a mother and a 5-year-old son burnt to a crisp. i'm sorry to say that on tv. but they were burned alive in the attic trying to hide from the terrorists. even today we are finding bodies. there are body parts you have to match d n. this massacre was so vast, it's horrifically painful process. >> the soldier where is they found those bads. the exact house where he found a by by on the back, i have talked to others who say they have seen that as well with babies, but they are still finding bodies. i will say one ciggen cant thing, when they found those bodies last night, of that mother and 5-year-old son, you can only imagine them, prezeser for eternity huddled together, burnt to a crisp, as horrific as that is, they were not included in the hostage number before. when they were found, they did not decrease the hostage number, which may indicate israel has a greater visibility on who is a hostage than many are aware of. and this comes as president biden is set to deliver a prime time oval office address pushing for continued funding and it is not just for israel. it's also for ukraine where that war wages on as we speak. the president expected to make the argument that supporting both countries is a deep matter of u.s. national security when the world is at an inflection point. arlette saenz is live at the white house with with more. the president obviously coming off of a trip to israel yesterday. what does he hope to accomplish with this speech tonight? congress do nothing buzz there's no speaker, but what does he hope to accomplish tonight? >> president biden is hoping that congress will eventually approve aid for cukraine and israel, but there's a big question about how congress will decide to proceed with this. the president will be delivering this prime time address in the oval office, a rare evening oval office remarks fresh off his trip to israel. trip to israel. part of the goal during that trip was trying to learn more about the needs israel will need as they plan their fight against hamas. the president is expected to make a direct pitch to the american people about why it's important to not just offer support to israel, but also to ukraine. one administration official saying the president will make the arguments that the cost of inaction and the cost of walking away is much higher. now it comes as sources have told us that the president is expect ed to ask congress for about $100 billion in funding for israel, ukraine and other matters as well. it comes as we have seen polls that have shown that there's large sympathy for the israeli people as they are reeling from this attack by hamas and planning their ongoing fight. there's also polling that shows a third of americans believe the u.s. is providing the right amount of assistance to israel at this time. 36% say they are unsure. while that poll doesn't address the issue of funding, there has been bipartisan support up on capitol hill for ensuring that israel support going forward. the u.s. provides $4 billion a year over a 10-year period based on a previous memorandum, but then there's the question of ukraine, which has a much higher uphill battle it is facing in congress. the majority of americans, according to an august poll, believe that congress should not authorize more aid to ukraine, but the president while his trip to israel largely had focused on trying to rally worldwide support, showing that the u.s. will long-term support in israel, today hes faces the task of trying to convince the american public to not to support israel, but also ukraine as these two fights could go on for quite some time. >> arlette, thank you very much. this comes as the u.s. intelligence assessment now supports israel's claim that it was not responsible for the deadly blast at a gaza hospital. this is an independent analysis by the united states. they say using their own intelligence and missile interception technology. officials say the explosion was caused by a misfired missile. sam kiley is live for us. what happened at that hospital iserer verb rating around the world. while facts may not matter to emotions, you have been take ing a deeperer dive into what the facts are. what are you learning? >> reporter: well, you're right. sadly, this kind of an incident in all probability may happen again. let's hope not with the death toll of some 471 people. if that is further confirmed. but we have had the united states backing the idf position that this was not them that bombed the grounds of the hospital in gaza city. but cnn, as we should conducted our own investigation. >> a blast of strategic impact. jordan cancelled a summit with the u.s., egypt and palestinian authority as news of mass casualty in gaza emerged. now with the hamas-controlled health min i industry saying the death toll is over 470 from an explosion in the courtyard of this hospital, there are protest around the world. in this war, the truth is unlikely to emerge quickly. the u.s. based on its own analysis of the evidence, including secret intelligence, has supported israel's version of events. >> based on the information we have seen today, it appears the as a result of a rocket fired by a terrorist group of gaza. >> reporter: israel blames hamas, other groups say israel did it. cnn has geolocated videos and stills from the scene and shown all the available, authentic evidence to two weapons experts. they agree the explosion is likely not caused by an air drop bomb or even a guided missile. >> i would initially rule out the heavy air drop bomb. the type of crater that i have seen on the imagery so far isn't large enough to be the type of bomb we have seen dropped in the region on many occasions. >> could it been a guided munition? >> i'm doubtful about that. >> preliminary analysis of the crater suggests that the projectile hit the courtyard outside the hospital from somewhere to the southwest. the israel defense forces say they believe the sda was caused by the misfire of a missile fired from the southwest of the hospital. >> could this have been a rocket fired from gaza territory that wept wrong? >> it would very well have been a rocket. we only know that when the remnants are identified and compared to other types of weapon systems and munitions being fired in the area. >> reporter: a senior weapons expert who asked to remain anonymous agreed. but in gaza, many blame israel and its allies. >> translator: people didn't find any ore place to go, but they struck those with those rockets. this is a war crime. it's a big crime killing women and children. >> reporter: an independent investigation would need to be done on the ground to determine the cause of the blast, which is impossible under the current israeli bombardment and unlikely under hamas. >> you worked in gaza before. have you investigated rocket mistires in the past? >> i tried to investigate rocket misfires in the past, most certainly. but on the few occasions this has happened, the local authorities did not give me free access to the area. or were unhappy i was trying to investigate something that had gone wrong. >> reporter: amid the bloodshed, supporters of either side are more likely to believe what they want now regardless. clearly, there's no cliche about the truth getting lost in the fog of war, but that is the truth, in particularly in places like gaza. we have to remember that the analysis or claims by belligerents wlhether it's by other groups fighting there should be treated to the rigorous analysis that we're so well known for. >> yes, sam, thank you very much. to sam's point, we know israel puts out a number of how many times they strike gaza. it's ohundreds of times a day. so when you think about the shear amount coming into gaza every single day, it's very hard to imagine there will not be another tragedy like this one, if this continues going on like this. >> almost a certainty. we appreciate it. joining us now is senator mike rounds of south dakota. he attended wednesday's classified briefing on israel with top defense officials. we appreciate your time. i want to start where sam ended. do you have any doubt classify ed briefing that the u.s. and israeli assessment that this was not an israeli airstrike? >> we believe the assessment is accurate. what we have been able to develop on their own, the evidence is very clear what happened. at the this teenage of the game without revealing the sources and the methods, the information that you're sharing with your viewers now is accurate. >> the one thing that u.s. side has not been as definitive on is attribute. u.s. officials have been more red sent to do that. why? >> i can tell you that to identify which particular group would have released it would be based upon which group was in control of that part of gaza at the time that missile was fired. whether it was hamas or another group, i can't tell you that. but we do know where it came from, and the evidence is very clear. >> i was struck reading the comments of senators coming out of the briefing yesterday. often times, these are not always very substantiative or necessarily very appreciative by senators when the administration gives these briefings. this was different. senators came out and were clear it was substantiative in the information and context and what was delivered. why? >> the agree degree of confidence that we have in the information provideds was increasing. we had an ic meet ing the day before. the. preponderance of the evidence was consistent. the following day they had a higher degree of confidence that the accuracy was there. they were able to share in that closed meeting how we were able to get that information. so when you come back on not just what the facts are, and then show how you got those facts, it really does help. so for members of the senate to receive that much of an in-depth briefing was very helpful. they don't want to tell the world how we get our information because then that jeopardizes our ability to get that information in the future. but i think for the vast majority of the members that were there, it was very helpful to understand how we obtained that information and how we coordinated with the israelis to take their information, but how we got our own information as well. >> president biden is expected to give a prime time speech tonight. just came back from the trip to israel. how do you assess his performance since this crisis started? >> to begin with, any time that we talk about a foreign event, i think we want to rally behind our president. in this particular case, the fact that he took the time to go there during a time of war said that we were committed to israel, which is consistent with our policy. it's consistent with the way that the house and senate feel as well. so in that respect, we are sending a message to the israelis and to the rest of the world that we will standby our alloys. that was a very important item to achieve. the second piece on this on the part that we wish we could do a better job of is to send the message to iran that we will hold them accountable when the people that they are funding, the people that they are helping to get the supplies, the weapons and so forth, and the training as well, we will hold them accountable when these terrorist groups attack and kill innocent people around the world. and i hope that that is part of the message that the president sends that we understand that while this attack that there is evidence that iran didn't know the timing of it or the exact planning of it. they are still going to be held accountable for what they have done to create this terrorist network throughout the middle east. >> senator, the president is expected to make the case for $100 billion supplemental aid package tonight. i know where you are on supporting israel and ukraine, more border funding. my question is as a senator when you look across the chamber to house republican who is still don't have a speaker, what goes through your mind? >> to begin with, we will probably start in the senate would be my expectation. it would provide them with an opportunity to get through this challenge that they have over there. we in the senate, sometimes we hear that the house we can argue republicans and democrats, but it's the senate that's the real enemy. the reality is there's a difference between the house and senate. and the house was designed by our founding fathers to be emotional, to express the anger, the concerns of a country at the very moment. you see that going on right now, as those folks over there are angry with what's going on in the world. they are angry what's going on with the economy here in the united states. it's reflective of the frustration they feel. our founding fathers recognized that, but they expected the senate to work through the issues, to find common ground and to be that steady force. hopefully, we will be. we will provide the resources necessary for israel. we'll provide the resources necessary for ukraine. hopefully we can come to agreement on how we're going to defend that southern border. in the meantime, taiwan is still there. whatever we can do to slow down xi jinping's interest in taking over taiwan is something that might very well be included a as well. >> we appreciate it. mike rounds, thank you. >> thank you. we want to update you on something into cnn. russia obtained a journalist who is a u.s.-russian duel national. she's been charged with failing to register as a foreign agent. she's a journalist and an editor. she's based prague. she was detained in june in a russian city as she was waiting for a return flight to the czech republic. this is the second american journalist in russian custody. president biden says egypt has agreed to allow 20 trucks of humanitarian aid to travel into gaza, but is that enough? more on the situation on the ground. and the british prime minister in israel today. what he hopes to achieve there, next. showing you live pictures of where there was a strike or appears to be a strike in the southern part of gaza. near a hospital just underscores what has been a continuous bombardment by airstrikes since the october 7th terror attack and also underscores the difficulty residents and individual citizens have had. president biden says egypt's president has agreed to allow much needed humanitarian aid into gaza through its southern border. >> he agreed that what he would do is open the gate to two things. one, let up to 20 trucks through to begin with. >> the president also pledged to send $100 million in humanitarian assistance to gaza and the occupied west bank. joining us is a cofounder and board member of the palestinian american medical association, a group that supports doctors and hospitals in gaza. thank you so much for your time. i want to start with what you're hearing about the situation on the ground right now. how dire is it? >> good morning, thank you for having me. first off, i would like to take one step back and look at the health care in gaza. i can see, it's a nonfrprofit organization that was in having supporting the health care in gaza. we are talking about individual issues that i can see that in the last couple of years. i want to say that i have witnessed firsthand state ing a imposed by israel in gaza. it's talking about the overall strain. we are talking about the challenges the patients in gaza is outside. this is just a part of a lesson. and then we come to the war now 13 days where we have the system and now you add this to that. it's on the brink of even a greater ka it's a fist. so we're talking about as of now, 4,000-plus palestinian workers by the airstrike we are talking about most of those are vulnerable children and women. we are talking about 2.2 million population, 2.2 million people who live in a densely populated area. we are talking about 140 square mile area. we are talking about access to water, electricity, fuel, this is a health care crisis. we are talking about more than half a million palestinians in the past 13 days who were displaced in germany and gaza. there are looking for a shelter in the schools and the hospital. then you bring it back to that, as a physician, as a doctor, as a humanitarian, i'm mourning the loss of more than 40 professionals that were killed by the strike in the past 13 days. a good number of them i work ed with. you are talking about doctors and nurses who are talking about ambulances that should be a symbol of hope, 22 were damaged by the airstrike. there's more than 24 incidents of airstrikes on health care facilities. so this is how i want to share with you in the hospital that was two days ago, it's the home of family cycles and that the children in gaza. we mourn the loss of some of those chirng. we mourn the loss of some of those staff. this should not happen in 2023. my message is clear. this war involving gaza is causing immense effect on the vulnerable children, women, civilians and health care. this should be listed right now as the medical and humanitarian aid should be no way about how much of that aid. and finally, i want to say that the health care facility and professional should not be a target of the airstrike. our colleagues back home, they should work in safe environment. the children of gaza is like any child anywhere in the world. they deserve to live in peace and deserve to have access to basic health care. i'm calling upon the international group and all the people of the faith to intervene and start with that. and join our team and we need help to start that. >> that is something president biden said he had secured agreement from the egyptian president to get some of this aid in. but we have to wait and see when it will actually happen. time is of the essence. thank you for the work you do and for sharing all of that with us this morning. >> for more information about how you can help humanitarian efforts, go to cnn.com/impact or text "relief" to 707070 to donate. president biden is back from his trip to israel. he will be delivering remarks in an address tonight. the national security adviser is going to join us from the white house, next. you're probably not easily persuaded to switch mobile providers for your business. but what if we told you it's possible that comcast business mobile can save you up to 75% a year on your wireless bill versus the big three carriers? >> this was a primary focus of the president's diplomacy yesterday, both in israel where he met with the entire israeli security establishment, but also in his phone conversations with regional leaders, including the president of egypt. getting assistance into gaza is a complicated undertaking. it involves understanding among hamas fighters who control the check points on the other side of the border, among the government of israel and the government of egypt. the agreement that the president secured will enable the trucks to flow as soon as the roadway can be repaired. the president was clear if this assistance goes in it cannot be misappropriated. it cannot be taken by hamas fighters. we'll be watching that closely. it has to get to palestinian civilians. >> it has to, but the question is from what you just said, is the u.s. then essentially in a position where it has to take the word of hamas? >> we believe there's an understanding that those that control the crossing, the president has given a commitment. the israelis saud they will permit assistance to go through. we believe in the next day or so, that assistance will start to move. >> what i thought what was breast sbrst ing interesting frm the president is the use of the word any sustainable manner. that's a quote that the aid will flow in a sustainable manner. not just the trucks waiting there. what does that mean? how much and for how long? >> it means that gaza is extraordinary hardship. the people there, i would point to the comments of your last guest who pointed out that there are families and children and ordinary residents of gaza, who should enjoy the same basic rights of people everywhere including here. they need this assistance in order to just endure the conflict that is underway. that's going to require a lot more assistance than just a few dozen trucks and going to require it throughout the duration of this conflict. that's what we'll be trying to ensure this is what happens. >> that's key that you said for the duration of the conflict. let me ask you about the cancelled part of the trip, which was going to be this summit of leaders in jordan. this is what the foreign minister said yesterday. he's talking about the hospital strike that the national security council has come out and said israel is not responsible for. >> everybody here believes that israel is responsible for it. people are used to this kind of denying things and then e admitting them. >> we saw the protest and continue to see them just thousands of people in cities across the arab world yesterday. how does this complicate matters for the united states in trying to find a solution to this? >> this is a cautionary note for press in responding to each and every twist and turn in this conflict. there will be more of these to come. it's important that people do not react immediately or overreact immediately to first reports. we tried to take in information and assess what was happening and make a considered judgment about culpability and responsibility. we'll be sharing that information with our friends and partners in the region. we have shared as much of that information as we can publicly. but there is a lesson here for all of us that jumping to conclusions right away when there's war, when people are not present at these sites, can lead to mistaken analysis in the first instance that's difficult to reverse. >> it's an important point. the white house did take time before coming out and going as far as they went last night. just to build on what the national security council said in terms of the belief is the intelligence is israel is not responsible for that explosion. will the administration be able to determine definitively who launch ed the rocket specifically? >> we're going to continue to look at exactly that question. i will say there are a number of terrorist organizations that operate in gaza. hamas is the most prominent one, but there are others, so we will continue to try to attribute this rocket that we believe landed at the hospital to one of these groups, but it might take time. this is a challenging situation without a lot of presence on the ground to go in and gather evidence. as we gather more information, we'll share it. >> fair enough. thank you. as we wait for the president's remarks tonight. >> thank you. there's still deep uncertainty in the house as the speakership appears to slip further away from jim jordan's grasp. there could be another vote today. that's next. a third vote for the speaker of the house is possible later today. jim jordan failed to win the speakership yesterday, fairing worse than he did in the first round. he's staying in the race even though there are deep divisions. as republicans try to find thundershower way out of the standoff, some are pushing to expand the powers of the interim speaker. joining us now is lauren fox. it seems like jim jordan is losing votes by the hour at this point. is this what is going to happen? >> reporter: that's the major question this morning. the answer is that we don't know whether or not jim jordan is going try to take this to the floor for a third time. patrick mchenry made clear that's up to jim jordan to decide. but the risk that is posed if it he goes back to the floor today is he could lose even more votes than he lost yesterday. he had 20 defections the first ballot, 22 defections the second ballot, and the expectation is he would have even more today if he went to the floor. so the question looms. does he decide to go forward or does he try and continue whipping votes. so far, it doesn't seem like that effort has gotten him anywhere. in fact, you have a number of holdouts, who say they are not going to vote for jordan no matter what. so it's really hard to imagine how he closes this deal. that means that republicans really have two options at this point. do they try to run another candidate, likely anyone who would run at this point is not going to have an easy time getting 217 votes. it's not clear if anyone in the republican conference could get 217 votes. the other option as this point would be empowering patrick mchenry. he said repeatedly he is focused on getting jim jordan elected, but at what point does the republican conference say enough is enough? we have to govern. we have a deadline coming up on nove november 17th. we have to do something for israel, for ukraine. those are the republican voices right now that are really drive ing the train on the effort to try and empower mchenry in short order. but he has a very delicate balance here. he has to let jim jordan decide for himself when it's time to call it quits. >> lauren fox for us, thank you. in the next hour, we're going to talk to republican congressman mike lawler, one of the republicans who voted against jim jordan both times. here in new york, an iconic jewish delly was vandalized. and in france, there's been more than 320 anti-semitic attacks since the hamas attacks on october 7th. that's close to how many that country saw in all of last year. as the war in israel continues in the second week and the pro-palestinian approaches happening around the world a swastika graffiti was found in one of new york's iconic jewish delis. the picture was posted on instagram. in the comments was an outpouring of support for the delhi founded in 19534. there has been an increase in antisemitic acts in so many countries, the united states and around the world, including in france. incidents have surged since the hamas attack in israel. hundreds of them, and online there is an online reporting platform that received over 3,000 instances of antisemitic behavior just in the past two weeks alone. i want to doergo to melissa bel paris. what are you seeing? >> reporter: you have to bear in mind france has not only one of the world's largest jewish populations but europe's largest muslim population whchlt there is an uptick of tension in the middle east, it is very keely felt in communities in franchises, many co-existing in similar neighborhoods. this is no exception. europe-wide is a substantial uptick in those tensions. under the cover of darkness, hate crimes caught on tape. red paint across the front of two jewish schools in the united kingdom. puerto rico hate spreading from the middle east after the brutal hamas attacks of october 7th. >> the day the violence started in the middle east we started to have antisemitic -- in france. >> elsewhere in europe, tuesday an attempted arson attack on a berlin synagogue. in france, 327 antisemitic acts since the hamas attacks compared to 436 for the whole of 2022. and in the united kingdom, 320 antisemitic incidence since the attacks. a fifth of last year's total in ten days. >> we are trying to address the real issues and the fear of it which is to say sort of ever present in many of our jewish communities. >> reporter: the response from western european governments has been uncompromising. >> i promise you, i will stop at nothing to keep you safe. >> reporter: france's inten your minister vowing no one will touch single hair of a jew and the german chancellor describing antisemitic as con ten shoous and abhorrent. in france and germany pro-palestinian protests went ahead despite bans aimed at preventing antisemitic acts. >> when i see the demonstrations in american cities on american campuses, i feel a fear as a jew being -- feeling something hostile towards me. >> reporter: for france's jewish community, the largest in the world after the u.s. and israel, the attacks of the last few years have far too personal. on friday, a public high school teacher was killed by auto former student in an attack linked by the government to the conflict in israel. not an act of antisemitism, yet a measure of rising tensions the jews in france and elsewhere in europe are watching with a weary and fearful eye. >> today four french airports evacuated after bomb threats. after eight airports in frns were forced to evacuate yesterday for security reasons. i know at versailles it was evacuated for security reasons for the third time in less than a week. these are scary things to be happening and at such scale bhachlt is actually going on, melissa? >> reporter: i think what has been remarkable to watch had time, erin, is how quickly the tensions as they rose in the middle east rose here immediately afterwards. we saw with that attack last week on the schoolteacher in which he was killed and a couple of other teaching staff were severely injured by a former student immediately afterwards the terror threat level near in france was raised to the highest possible level. as you say, we have had a series of incidence sense, a measure of that tension, versailles closing, the airports closing, this is a country with a very recent and very bloody history of terror attacks. and you can feel on the streets of paris a substantial police presence there as well to reassure people that this is in hand. >> yeah, absolutely. i mean, obviously, remembering those days we were all there. thank you so much, melissa bell. phil. >> the u.s. intelligence officials have been briefing lawmakers why they are confident israel is not to blame for tuesday 'deadly blast at a hospital in gaza. also details how prepared hamas for for the attack on israel. david petraeus joins us next. stay with us.
