pyromaniacs and saboteurs are the republican words about his colleagues responsible for removing the speak e of the house, and now furious phone calls in a fight the replace the speaker, and what we are hearing from those jumping into the race now. and reversal of president biden now supporting a new barrier on the mexican border. a massive strike in ukraine today, and the deadliest russian strike in ukraine for over a year. i'm kate bolduan with sara sidner and john berman, and this is cnn "news central." >> this morning, the house is essentially frozen and unable to legi legislate, because it has no leader. the house members have gone home to their districts and that means any legislative work is stalled until the house republicans can come together to elect a new speaker to replace kevin mccarthy ho'ohio's jim jon and steve scalise say they will take the job, but the road to 218 votes is fraught. this is what one republican congressman told john berman last hour. >> if we don't change the foundational problems within our conference, it is going to be the same stupid clown car with a different driver. matt gaetz and those hardliners are a real problem, and i don't think that the pyromaniacs are going to be satisfied after they have burned down one house. they will have a itching to burn down a couple more. >> perhaps the strongest words of discontent that we have heard yet. lauren fox is joining us from capitol hill, and you spoken to jim jordan this morning, and what is he saying, what is the plan? >> yeah, sara, the emotions up here are running high for house republicans, and nerves are raw. jim jordan is arguing that he is the man who can unite the republican conference and arguing that the eight rebels are friends of his. that is what he says. >> i disagree with what took place, but those guys are friends of mine, and you know, i think that's the message i have been talking to my colleagues about is who can bring the eight into, part of the team, who can unite the team, and i think that i can do that and if i didn't think that i could do that, i would not run. >> there are a lot mccarthy allies seeking retribution against those eight including matt gaetz and you have heard for some republicans called for him to be iked can out of the conference and this is highly unlikely, and you have heard from the republicans who believe that the foundational rules of this congress, especially the rule that allowed matt gaetz to bring forward this vote as one member to oust mccarthy that the rules need to change, but i talked to one of the hard-liners and representative matt rose endale who voted against matt mccarthy and do you think that should change and would he vote for a speaker who did, and he said that the rules package was passed in january and it is is the rules package that needs to stay intact, sara. >> all right. lauren fox, thank you so much for your reporting and getting that new information from jim jordan there. appreciate it so much. john and harry, thank you. >> and you just played that sound bite where he called them pyromaniacs and saboteurs, and so, let's talk to our senior reporter here. now, as we are talking about the far right wing of the republican wing that cause this, but really when you get down to pit, how accurate is that? >> i don't think that it is that accurate. take a look at matt gaetz, the instigator and the leader. the roll call votes and where does he rank among the republicansconservativology. and he is not that conservative on gay adoption, and medical marijuana, but he is number one when it is coming to bomb throwing with anti-establishment. so he is not really far right. >> so it is important and interesting distinction there, and in terms of what he has been able to get done other than being the first person to get rid of the speaker of the house, what does the data show there? >> the critics say he is not an effective legislator, and this is ringing true when you are looking at the legislative effectiveness in the effective lawmaking. 115 passed and he was 103 of 205, and 117 out of 205. and 185 of 222, and the fact is that matt gaetz does not bring legislation to the floor and able to get it passed. it is not something that he has been able to do. >> and so if he is not getting the legislation done, and not good at that, what is he good at? >> he is good at generating press which is something that the critics say that he does do. look at the google results. he represents florida's 1st district. look at neil dunn, and he is representing the 2nd congressional district, and look at that how many more google news mentions matt gaetz has for generating news and not so good. >> this is 106,000, and this is 347, period. 347, period. >> that is a huge difference, and this these are next door neighbors in the congrern nal districts. so if you are a republican, and you want to see him voted out, what are the chances in the district? >> probably not. this is a 2022 vote share, and matt gaetz got 77% and he is well liked by the constituents and we will see if it is upheld as it has in the past. >> now, talking about getting things done, he can at least point to -- >> getting rid of house speaker kevin mccarthy. >> thank you, harry. kate? >> joining us is two members of the former republican congress, former congressman from michigan and the former congressman from illinois, and so can i call you kenzington and upton, because this is going to be very difficult. adam. >> just don't use my initials on the air. >> okay. now i will never unthink it. thank you, congressman. now, adam, thinking of the two options for speakers at this point, jim jordan and steve scalise, is one better than the other? >> by the way, hey, fred, yes. i think that one is better. i think that steve scalise is better of the two, but who do i think that is doing go to win, i think that it is not steve scalise, but he is going to be better to unite the caucus, and when we find out this, i will not be surprised when jim jordan is so behind this ousting of mccarthy, because he has the talking points to unite the party, and if they make jim jordan or somebody like him, they are allowing the legislative terrorists to win, because they will end up with a speaker who is just like them. and this is where i think that the reasonable caucus members, and i used to think that nancy mace was one of them, but they will play with the same tactics that the crazy caucus did so that it does not go off of the cliff. >> what tactics are you talk about? >> well, if you is had eight people who said in no way will we ever vote for a speaker who has a rule change, and looking at the beginning, we need all of these things given to us to vote, you have to have members of the house who do the same thing, and for instance on ukraine. have five or ten people say, that we will not vote for anybody, period, unless they promise simply to put the ukraine funding on the floor for up and down vote. and put it down for the vote. >> and there are not 200 members who want the ukraine aid? it is a problem that we are running into, and fred, this is so awkward for me to weigh in on, because you have eight, maybe plus some more that have, and we will say the hardline, and more extreme views that lead to this, and 200 others who could come together to push it forward, but how do you think that this is going to end up? i mean, in your mind, should it be jim jordan or steve scalise if that is the only options? >> well, it is going to take a number of days, and it won't be one or two. the real race is to get a majority within the republican conference and you need 213 vote, because they count the delegates as part of it. both steve as well as jordan are in, will be, and it too early now, and people are not quite making commitments, but they are both, the base is like 90 maybe. maybe 100 votes, and how do you get the last number of votes. the states often, and the delegations will sit together, and the texas delegation yesterday had both come and visit. they want to vote as a bloc, because they want to be on the side of the winner. and what is trump going to do? he is very close to jordan, and we know that. is he is going to be coming out sunday or monday and say, you know it, he is my choice. >> do you think that is the game changer? >> either one could get to 213, but the trick is to get to 218 on the floor, particularly when you have some members saying is, i'm not voting for them no matter what. so it is going to go, at least a couple of rounds and maybe not 15, maybe at the end both throw in the cards and you end up with someone like mchenry who maybe, may be the person at the end of the stage willing to take over if in fact neither steve nor jordan can get there. >> adam, i wanted to ask you about ukraine, and ask you about this, because jim jordan was on fox and asked about the future aid for ukraine which now matters more than ever, because he is seen as one of the top contenders of the speaker of the house, and he would have a huge say in whether anything would be brought to the floor with future aid to ukraine, and this is what jim jordan said this morning. >> i have been clear all along, why are we sending is american tax dollars to ukraine until we know what the objective is? it is driving them out of crimea which has taken ten years as it took the obama administration? so until we know the goal, we should not send money there particularly when we have the problems on our border. >> adam, i hear this more and more from the republicans that there is a need to hear a clear objective, especially from president biden on ukraine. is clarity lacking on what the purpose of aid to ukraine is from the united states? if no more money is approved, what happens? >> look, i think it is lacking. frankly, the president needs to be out there almost every day talking about why this is important, and foreign policy s and typically americans follow leaders when the leaders are following on foreign policy s and let me say to jim jordan though, he says that his opinion, and that is fine, and he can have that opinion on ukraine, but it does not mean as speaker, he has the right then to make a unilateral decision to defund ukraine. and he is one vote and he should put it on the vote and vote his conscious, and let everybody else vote theirs. this is what the freedom club is talking about, we want regular order to put it into floor and to now say as speaker that you are going to not put it on the floor, it makes you no different than the people that you are complaining about. and we used to call him the upton prophecies, and he told me that donald trump would run again and i did not believe him, so listen to his prophecies. >> i am terrified and intrigued. go, fred. >> i was on the ukraine caucus, and i believe strongly in the aid, and adam has made a strong point, and if jordan has ended up getting the aid, it is discharge petition where you will get a good number of democrats and republicans to do that and do an end run on the speaker jordan and get the money and send it to the senate so that we can help protect democracy. >> that is going to do nothing to lead to unity and bipartisan and that is going to lead to more chaos. real quick, because we, i would like a prophecy on this, and some republicans say the eight should be punished and held accountable, because when you are talking about needing to get to 218 on the floor, that is going to help unity in the conference? >> these folks, they are forever the gang of eight, and already, they are taking away the earmarks and not a big deal to drum them out of the conference, but that means they don't know up between 9:00 and 10:00 on monday through wednesday, and they can still speak on the commit tease and it is a slap on the wrist. >> the prophecy has spoken. thank you, both. let's do it again. sara. >> all right. president biden doing something that he promised that he would not do, building the wall, at least a section of the wall. the biden administration said it will waive dozens of federal laws to allow border wall construction and the plan is to add 20 miles of new border walls in the star county. in that area, 220,000 migrants have tried to cross into the united states since october of last year. so it is a year ago. cnn's priscilla alvarez is joining us from the white house. the biden team says it is to address an acute and immediate need, and we have been hearing from the people on the border in el paso for example, be this is an issue four a really long time, and what is difference now, and why is he making this move now? >> sara, this is boil down to the administration running up against a deadline. a source that i spoke with this morning said that the 2019 congressionally approapriated funds for a border barrier had to be used by 2023, and the administration had to use the money or not use it, and they would use it for the border barriers in south texas. this is an area of the u.s./mexico border that is highly trafficked by migrants and we have talked about it repeatedly, and the numbers have talked about over 300,000 encounters in this one section of the border. so in the secretary of homeland security mayorkas had to waive the drinking water act, the ep dangered species act, and this is similar to what the trump administration did when they were trying to build the barriers, but these are funds appropriated by congress, and the trump administration used pentagon funds, because that is not what is happening here. and last month, they sought public input from the community as they sought plans to put up the barriers, but this is precarious for a white house who has said for a long time, they were not planning to build any walls. >> already, the republicans are already taking up these talking points, but it is use it or lose it money. interesting point, priscilla alvarez. the memorial closed to the public and what we know about the security concerns behind that decision. the dash cam video and the aftermath of a 2018 car crash where a wife of bob menendez is connected to a death. and now, where members of congress are refusing an aid package for ukraine. we have breaking news for you now into cnn. ukraine now says that 51 people are dead after a russian missile strike on a small village of just 330 people. this video is showing the aftermath of the attack. it was on a shop and cafe. the cafe was holding a wake when it was hit. cnn's clarissa ward is joining us now. devastating pictures to look at, and it is just rubble. what can you tell us about what happened here? >> so, what we are hearing from the ukrainian officials, sara, this is an escander missile that hit a small village that is about 25 miles from the front region of the kharkiv region, and according to the ukrainian source, the villagers had come to the cafe to have a wake, and now 51 people have been killed, but in the last hour, that number has been steadily climbing. if this is indeed confirmed that 51 people have been killed, this would actually be the deadliest event that we have seen in ukraine for some time. the last would be the missile attack on the kramatorsk train station about a year and a half ago, and at least 50 people were killed in that attack. these sorts of strikes have become all too common, but the timing of this one, sara, it is of course impossible to ignore with the chaos unfolding on capitol hill and the real shock waves that it has sent through the hearts of many people in ukraine who are now fearful that they could be on the verge of losing or at least seeing a diminished sort of support from the u.s. by financial and militarily, but also in terms of morale, and certainly a lot of ukrainians will be look at what happened today, and feeling fearful about what is to come. >> i wanted to talk about what has just happened that we have gotten in here the last couple of hours, and the pentagon is saying that, look, we rerunning low on funds to help and send to ukraine, and what has that done, and congress is a mess, and they can't do anything right now, because the house speaker has been ousted, and i know that zelenskyy, the president of ukraine has been watching all of this, and probably nervously, and what are we hearing from him about what happening in the united states? >> so, he is in gren nada and in spain today and he has been meeting with the eu leaders and putting a brave face on it, and saying that essentially that ukraine has bipartisan support, and it will be worked through. but underneath, i think that there is a very palable sense of unease, because even with this unease hurdle is cleared, it could happen again and again as the u.s. is going into the election year. right now, on the front lines, the counter offensive which is grinding away and not making a huge difference in terms of being able to push forward, but burning through a huge amount of weaponry, and a huge amount of munition, and the u.s. really is a critical ally for ukraine in this capacity. the europeans have step up the aid they have been giving both militarily and financially, but according to one expert in the industry, the europeans could only supply 5% to 10% of the munitions that ukraine needs. so they are more reliant than ever before on the u.s. support at this moment. >> we are also hearing of the weapons seized by iran to send them over, but that is not going to do the trick ultimately, and so this war continues go on and on, and killing so many people, and we wanted to remember that 51 people killed and perhaps the deadliest attack that we have seen yet in this war. clarissa ward, you spend so much time there, and we appreciate your reporting. coming up for us, cnn has new video of a deadly car accident involving wife of senator bob menendez, and it happened five years ago and what it has to do now with the criminal charges they have to face. and now, with zem pick being used for weight loss, how are the drug companies keeping up? >> well, john, so many dignitaries said that they wanted to attend the memorial, at some point it did not make sense to keep widening and widening the perimeter and out of an abundance of the safety for the secret service, it was a private ceremony that people could watch on a live stream. it is scheduled to be a one-hour memorial on the steps of city hall, and expected to speak today, vice president kamala harris, nancy pelosi, chuck schumer and taped remarks by president joe biden, and so this is a return really of california's native daughter. the former mayor of san francisco as you mentioned, john, but someone who had a five decade career plus representing the state as well as the city. so this is a poetic return for senator feinstein, and way to remember her legacy, and someone who wrote the 1994 assault weapons ban, and also, we spent so much time focusing on the end, john, but she broke so many glass ceilings, and it is a way for the city to remember her, john. >> and so much a part of the central political history of san francisco for more than 50 years. kyung lah, thank you very much. kate? we have new details of the charges now facing bob menendez and his wife. we are learning more about the circumstances around some of the bribery alleged by federal prosecutors and it includes a tragic incident involving nadine menendez. in 2018, before the couple was married, she was behind the wheel of a car that hit and killed a pedestrian. and the footage has been released, and now you will maybe find this disturbing as we play it. menendez appears to sit in the car for about a minute, and then the police arrived about four minutes after the pedestrian was hit. this is an exchange with the officer. >> i didn't do anything wrong. >> no, no, i understand. before you go, i just want to confirm that you do not want to give me your phone, correct? >> yes. >> and that is your statement that you were driving this way, and the guy came from this way and he ran into your vehicle? >> he jumped on my windshield. >> now, in an interview with "the new york times," the attorney said that it was a tragic daccident, and unrelated my understanding is that the individual ran into her car and she was not at fault. now, with the current indictment of nadine and bob menendez, beyond the tragedy of this man, the accident left his wife without a car, and two of the other men charged in the bribery scheme then offered to buy her a new mercedes in exchange for senator menendez' help. john mill ser here with more, and can you pick up this story now, if you will, from there. and what is the link between this tragic accident from years past and the indictment that they are facing now? >> well, it is a complicated web, but as you set it up, she needed a car. will hanna, the egyptian american businessman who was reaching out to menendez for favors for the egyptian government and also supplying allegedly half a million in cash and this new mercedes and other things over a period of years, he had another partner who was under investigation under the new jersey state attorney general, and he was looking to get nadine arslanian who would later marry the senator to intervene with the state attorney general, and he actually according to the indictment held a meeting with the federal prosecutor who he said, can we take a look at this case, and, you know, you know, this is a good guy, and it is a bad case, and so on. so there is a complex web of going on in background of influence pedaling, and influence through the give of a car and other things. >> what is seen in this surveillance video, is anything about it strike you as unusual? >> a couple of things. number one, on the sid yoeshgs and we did not show this part, just because it is very upsetting, you can see her come into the frame very quickly, and there is already the victim is on the hood of the car and she jams to the stop, and the victim flies off of the car and sits in the street. but it is one minute, and what you don't see is she is getting out of the car and checking to see if the person is conscious and alert an okay, and what she is doing is sitting there in the car. and what we don't know is going on in the car is if she is calling 911 and i just hit somebody, and the original 911 call talks about an accident with no injuries, and is she calling somebody else. and the colloquy says, you are not going to give me the phone, and she turned it over and then quickly took it back. was she doing something on the phone that distracted her which caused her to hit this person, which could be summable offense, and the bogota police department has been very cooperative to turning over records. and our own salena teborg received the supplemental records and the video, and now, the cell phone, what are the records saying, and so we have a few more questions from the bergen county prosecutor and some answers there. >> and very big in this tragic incident in background. good to see you, john. sara? some of the drugs that help you to lose weight are in the most demand in the world, but a new study in this hour may give a good reason for pause. plus, the struggle to keep commander under control, the president's dog is involved in more white house biting incidents than previous noted, and what the first family is saying today. a new study finds that two popular diabetes drugs also used for weight loss are also showing an increased risk for other issues. and cnn got access to an eli lilly plant, and it could get approval for weight loss by the tend of-- the end of the year. >> reporter: they are some of the most in demand drugs for weight loss, wygovy and weight loss. also mounjaro. in the last year over 9 million prescriptions for these drugs, and without insurance, and one-month supply of these drugs can cost more than $1,000, and all three are on the fda drugs in short supply. by the end of the year, mownjaro's drug is expected to be getting fda approval for weight loss, and millions seeking it out. >> i feel like we need to fill this as fast as we can. >> reporter: we received exclusive access to this plant. in this, plant manager says it takes milliseconds to fill this drug into the syringes. how many can you do in an hour? >> this is a high-speed filling machine, and on the annual basis, this is going to fill millions of syringes. >> reporter: they are running the factory 24/7 and tracking every step of the operational long the way. you are able to see every batch as it flows through the facility. >> reporter: is it common for the manufacturing sites to run 24/7? >> it is for us, because the demand is very high and we are doing everything that we can to stand up to the supply. >> reporter: eli lilly is pouring 4 million into this plant and another one building southwest and another one to double the output by the end of the year. >> it is a massive scale, and we have never done it as a company, and nobody in the industry has scaled this as fast as we are going to scale. >> reporter: can you move any faster? >> we are moving as fast as we can to make sure that we are meeting the quality and safety expectations. >> reporter: and there are two lawsuits filed against compounding pharmacies and others for selling is unapproved unsafe versions of their drug, and others were sued to make sure that the stomach can make the stomach empty food too slowly causing in vomiting and other issues. back on the line, he says that he knows the importance to bring the shortage to an end. >> it is a privilege to bring medicine that is life-changing for the patients. >> reporter: as the demand for weight loss drugs shows no sign of slowing down. and with the injectable pen like this, and this one does not have a needle, but that is how you inject it. because it has to be injected, that is why they have to be so careful. this plant makes millions of doses per year, and we have talked about the demand for these, but the side effects are coming into focus here, and the new study that you mentioned is looking at gastro paresis, and pancreatitis, and inflammation of the pancreas, and the seseverity is coming into questn more, and this study in jama found a 1% or lower of these more severe risks for glp1 drugs, and they looked at ozempic, and another version people were using for weight loss and not deeiabetes, but the are watched closely in the drug. >> some people need this drug, and some want it. >> that is an important distinction. >> very important report. thank you, meg. and coming up, commander, the biden's dog is booted from campus. and now, more biting incidents than people knew about, and the steps that the white house is taking because of it. we will be back. this tiny payment thing- is a giant pain! hi ladies! alex from u.s. bank! can she help? (oven explosion) what about a new oven, can u.s. bank help us there? we can serve loans in as fast as 12 minutes. that would be a big help! huge! jumbo! ginormous! woo! -woo! finding ways to make your business boom. that's what u.s. bank is for. biden's dog has not learned the command no biting, so he's getting kicked out of the white house. he's creating a dangerous work environment for the white house staff. betsy cline has been following all of this. what happens to him now? >> it's a great question. we knew back in july there had been ten documented bite ing incidents with commander biting secret services personnel. that number grew to 11s last week. az talked to my sources, it became clear that number was larger. it was dozens of bites to both secret service, but also to members of the executive residence staff and other people who work here the at the white house. now there were safety concerns. there are secret service agents who had to change their habits as far as what entrances and exits they went in, and really trying to avoid the dog. now that became clear that the president and first lady that this was something they absolutely had to address. and last night as we were asking these questions about workplace safety, the white house is a home, but it's also a workplace for hundreds of people. as we asked those questions, we learned that commander is actually leaving the white house right now. so the kpun indications director for the first lady telling cnn commander is not presently on the white house campus while next steps are evaluated. it's worth noting that commander biden is a family member to the bidens. he travels with them on weekends to delaware, to camp david, and it's really unclear right now where he is, what those next steps are, can they find a solution to get this problem under control. >> what happened to major? is this a wilmington thing? is there going to be a move to delaware here? >> that's unclear. major back in 2021 also had pretty severe biting incidents with secret service, members of residence staff and others. it became clear major also needed to be relocate d, rerehomed permanently. we'll see if that sticks with commander right now. we'll see what happens with him. >> i don't actually have a follow-up question, but i guess it's sad. tell me how i'm supposed to feel about this. >> the dog is part of the family, but you can't have a dog biting people doing their jobs. >> reporter: it's a terribly sad story. i think it's one that impacts the bidens, but anyone who has a family pet that they love. >> people have to be safe. that's for sure. you can't have people getting bitten. >> it's great to see you. thank you. and thank you all for joining us. have a safe ta. this has been "cnn news central."
