our political panel will discuss. ♪ ♪ hello. i'm jake tapper in washington where the state of our union is open for at least 45 more days. today our service men and women do not have to worry about miss anything paychecks. tsa agents do, national parks remain open after house speaker kevin mccarthy caught almost everyone off guard with a plan to work with house democrats to keep the u.s. government open without demanding any of the spending cuts hard line house republican his been demanding just one day earlier as republicans are trying to collect themselves after stepping on rake after rake this week. and democrats are taking a victory lap after what was, by any objective measure, an embarrassment for the house g on, p. the end result buys mccarthy time to settle a raging disagreement over his conference over spending and more to the point over his leadership, but his gamut could put his job on the line as a handful of hardliner consider whether to oust mccarthy from the sp speakership for working with democrats to pass a clean spending bill. joining me now is the man leading that charge against speaker mccarthy, matt gaetz of florida. thank you very much. you have asked to vacate the speakership if he were to vote with the democrats with a clean spending bill which is exactly what he did on friday and saturday. the house gavels back in tomorrow at noon. are you going to make a notion to vacate? >> speaker mccarthy made an agreement with house conservatives in january and since then he's been in brazen, repeated material breach of that agreement. this agreement that he made with democrats to really blow past the spending guardrails we set up is the last straw and overnight i learned that kevin mccarthy had a secret deal with democrats on ukraine. so as he was baiting republicans to vote for a continuing resolution without ukraine money saying that we were going to jam the senate on ukraine, he then turns around and makes a secret deal. i know you and i have different views on u.s. involvement in ukraine, but however you think about that question it should be subject to open review, analysis and not some back room deal. >> is there a motion to vacate to mime? > tomorrow? >> i do intend to file a motion to vacate and move on with leadership that can be trustworthy. the one thing everyone has in common, no one trusts kevin mccarthy. he lied to biden and house conservatives. he h he had appropriators marking to a different altogether. it's a feature. kevin mccarthy's goal was to make multicontradictory promises and back us down against shutdown promises and blow past the spending guardrails. >> how many republicans do you think will be with you in your motion to vacate? >> politics at the end of the day blow past the spending guardrails. >> so how many republicans do you think will be with you in your motion to vacate? because obviously for people at home who don't know you need 218 votes to get him out of the speakership and you don't have 218 republican votes and let's start with the republicans. how many republicans do you have? well, enough so that when you host this show the speaker of the house at the end of this coming week is if democrats bail him out. they probably will. i actually think that when you believe in nothing as kevin mccarthy does, everything is negotiable and make a deal with the democrats. >> let's be honest here because if you succeed in vacating him you also will have to make a deal with the democrats and you also will have to need to get democratic votes to kick him out. >> absolutely i will make no deal with democrats and concede no terms against them. i think democrats should speak against speaker mccarthy. >> so you're not going to cut a deal. >> absolutely not. here's the thing, i'm done owning kevin mccarthy. we made a deal in the end of january to allow him to assume the speakership and i'm not owning him anymore because he doesn't tell the truth. so if democrats want to own kevin mccarthy by bailing him out, i can't stop him, but then he'll be their speaker, not mine. >> so let's talk about what just happened this last week, the government shutdown because obviously as you know you've made a lot of enemies this last week. i'm talking about house republicans and i'm not talking about democrats or the media and i'm talking about house republicans and they're pretty angry. take a listen. >> a handful of people and in particular a party of one, matt gaetz, have chosen to put his own agenda his own personal agenda above anything else. he's not a conservative republican. he's a charlatan. >> they call themselves the real conservatives. make that make sense. >> the conservative wall street journal editorial board wrote a government shutdown for dummies and among the criticisms, the real goal of the malcontent seems to be to topple the wall street journal -- and among the criticisms they said, quote, the real goal of the malcontent seems to topple mr. mccarthy for personal spite. it's pointlessly stupid and their constituents wanted conservative policies and the gaetz republicans are playing personal games. what do you say to these conservatives and republicans? >> think the system moving away from the dollar adds six more countries including the monarchies. >> bric is brazil, russia, india, china. >> and they're moving away from the dollar. u.s. news just last month said that d there adollarization was trade. some people try to make policy disagreements personal because their own policy failures are so personally embarrassing, but this isn't personal, jake. this is about spending. this is about the deal kevin mccarthy made. if kevin mccarthy didn't want to keep the deal to return to pre-covid spending and if he didn't want to keep single-subject spending bills and not vote for government spending up and down at once. he shouldn't have made a deal. this is about keeping mccarthy to his word. >> speaker mccarthy argues that he had a bill on friday that would have put forward less spending than what actually has now become the law for the next 45 days. that would have gone to the senate. the senate would have voted for their own bill and in a conference committee there would have been a negotiation and what would have become the law of the land for the next 45 days would have been less spending than what actually is now the bill. take a listen to speaker mccarthy. >> and look, i welcome those 21 back in and we would get a better and more conservative bill if they would simply vote with us. >> their argument is your point about debt and deficit spending, which is not in an inaccurate point, was actually harmed by the stunt, by the temper tantrum of the government shutdown. >> that argument presupposes that the senate was going to take up or conference that bill that mccarthy wanted. you already had schumer speaking on the floor saying that they weren't even going to take that -- >> it would have been a conference committee --? that's not true. what you're saying is that something would have occurred that speaking on the floor saying that they were -- >> there would have been a conference committee. >> so what you're saying is that something would have occurred that has never occurred to negotiate a continuing resolution. i've never seen a conference committee in my seven years in congress and i don't think one has occurred since the mid-'90s where a continuing resolution was referenced. they want to send it back which is what they did. we're always ending up here. since the mid-90s the country has been governed by omni bus. >> i'm fief years sober voting for continuing resolutions and i should note that during those years pres president president trump was growing the economy. >> growing the deficits as well. >> we're growing the economy. >> what did he add, $7 trillion, $8 trillion to the national debt? >> and by the way, i voted against ten continuing resolutions, and i did not stand with donald trump on his spending priorities. >> i don't know what the shutdown did to help the cause. >> the shutdown that almost happened. >> there wasn't a shutdown. >> the threat of shutdown that you created. >> we have to break the fever. >> so you broke a fiefer? >> we didn't, unfortunately, that's why we have to now move to vacate because we have to get a system where the house and senate will negotiate over each of these agencies of government independently and i understand that in divided government that means that you have to take into account the views of the senate democrats and the views of the white house? >> you do? you understand that? because you're on the floor talking about what kevin mccarthy needs to do is to allow line-item vetoes by people like you. >> that's not true. >> line-item votes against the salaries of people who are investigating donald trump, the salaries of individuals who are offering sweetheart deals to hunter biden. that to me is not the language of someone who understands the balance of power and house and the senate and how it all legislation actually functions. >> i think i do -- >> that to me is the language of someone who is looking for clicks and likes and fox hits and not someone who is actually trying to reduce the debt. >> you might want to check fox. i haven't been hitting there as much recently. what i can tell you is the way the legislative process works as a 12-year lawmaker in the state and federal level and the house passes legislation and the senate passes legislation and they work to iron out those differences and i believe the best way is for the house to take the conservative position and engage that negotiation. where that negotiation has failed all americans of all tripes is when it centers around what ornament you will hang on a continuing resolution or omnibus bill, the responsible, sober, adult way to handle this is with individual spending bills open to amendment. by the way, if people don't want to vote for amendments that reduce salaries and program attic analysis they can vote no and hold them accountable. the system has been designed in washington, d.c., where no one is responsible for the spending and i want to force the votes. here's what you're missing. mccarthy agreed to this. you may not like this deal and you think it may be too many votes and too much governing -- >> i don't have an opinion on it one way or the other, and i actually agree with your position on the fact that we -- >> welcome a board. >> i've been here long before you were born, my friend. we spend way too much money and not take in. >> where are you when it comes to senate democrats who actually control the senate and the president and you could force the president's hand if you actually worked with senate dem democrats and got some sort of bill you're in. that's how you force it. >> how many senate democrats do you know? how many do you talk to? >> i talk to several. i go to the senate, and i've talked to senator manchin and away from president biden. >> how many senate democrats do you know? how many do you talk to? >> i go over to the senate as much as many house members and talked to senator manchin and senator sinema, she and i served in the house. >> one last question because i know -- it's really important you get this point. i'm okay with bipartisan negotiation. i want it to be on single-subject spending bills on not on a whole deal that funds the government. >> and the appropriations bills are going through the process. >> at a snail's pace until i held a political gun to mccarthy's head and forced the congress to stay until midnight. >> you should talk to the appropriations committee. >> by the way, the appropriations chairman left the meeting we were having to iron these things out. >> there is this personal animus between you and speaker mccarthy and i have to ask you, how much do you blame speaker mccarthy that you're under investigation by the house ethics committee? how much of of that is here? >> i am the most investigated man, and the people who spread criminal lies about me are sitting in federal prison right now. see i'm fine being investigated by anyone -- >> i have seen personal communications between you and other people in which you blame mccarthy for your ethics investigation. >> when kevin mccarthy went out publicly and said this isn't about me breaking my word and it's because gaetz has ethics problems and certainly that's him gaslighting the committee. here's the thing, jake. i'm not alone. people can say this is a party of one. i have tens of millions of americans that stand with me, and i have a sufficient number to ensure that we don't own kevin mccarthy anymore. by week's end he will not be spooker or he will be speaker serving at the pleasure of house democrats. >> to be continued. thanks for being here. >> thanks for having me. >> will house democrats help kevin mccarthy keep his job? congresswoman alejandra ocasio cortez will be here ahead. so welcome back to "state of the union." i'm jake tapper. democrats started saturday expecting the federal government to shut down, but by the end of the day it was still open and they had made no concessions to the republican majority to keep it that way. joining us now new york democratic congresswoman alexandria ocasio cortez. first of all, you just heard congressman matt gaetz saying he will move to oust mccarthy as speaker this week. if a motion to vacate the chair comes to the floor how would you vote? >> well, my vote beginning this term for speaker of the house was for hakeem jefferies and i do not intend on voting for a republican speaker of the house, but i believe it is up to the republican conference to determine their own leadership and determine their own problem, but it's not up to the democrats to save republicans from themselves, specially. >> do you think there might be democrats who might vote to save mccarthy? >> i certainly don't think that we would expect to see that unless there's a real conversation between the republican and democratic caucuses and republican and democratic leadership about what that would mean, but i don't think we give up votes for free. >> would you vote to vacate? would you vote to get rid of mckarthy? >> would i cast that vote in absolutely. i think kevin mccarthy is a very weak speaker. he clearly has lost control of his caucus. he has brought the united states and millions of americans to the brink waiting until the final hour to -- to keep the government open, and even then only issuing a 45-day extension so we'll be right back in this place in november, and you know, i think that our main priority has to be the american people and what's going to keep our governance in a cohesive and strong place, but unless kevin mccarthy asks for a vote, again, i don't think we give something away for free. >> i've heard your fellow squad member congresswoman ohan say there should be a 50/50 power sharing agreement. >> well, i think when it comes to power sharing, we will discuss that as a caucus and what we would finally accept or not, but it comes at a price. you don't just vote for a republican speaker for nothing. that's not what we're elected here to do. we are elected to make sure we raise the minimum wage to a living wage and make sure we cap the prices of prescription drugs and make sure that we work for work-class americans. >> what's your take on what just happened on the threat of a government shutdown and just the whole experience? >> well, i think the republican party right now is completely out of step with the american people, and what we saw today and what we saw this week leading up to this final hour, you know, compromise, not even a compromise, but capitulation by the republican party, we saw them go through every single possible iteration of cutting benefits. they tried to cut across the board 30% of the budgets of critical agencies, like the social security administration. they voted some of the most moderate members, quote, unquote, moderate members of the republican party casted votes for things like 80% cuts under the department of education to low-income schools. this is not a moderate party. period. there are not moderates in the republican party. there are just different degrees of fidelity to donald trump, but it starts with a lot of feely and then it goes to extreme feilty and we saw them go through every single iteration and walk into every single wall and kind of run around the house like a roomba and until they found a door that house democrats opened, they finally realized that we should not shut down the government in order to deny trans service members the ability to get health care in order to deny female service members the ability to get an abortion, and you know, they filed an extension for 45 days until we're back in here. >> so let me just ask you about the larger issue. i'm not going to disagree with your description of them walking into wall, but the issue of federal spending because as a factual matter the u.s. government spends more money than we take in. whether you think we should cut spending or whether we should take in more through higher taxes, the books are not balanced, right? the national debt is 33 trillion. matt gaetz said that. that is correct. you spend $475 billion last year just on interest payments on debt. $475 billion, that's more mono than went to food stamps that is money better spent than on interest payments. i'm sorry. it's more money than went to food stamps and temporary assistance to needy families and federal disability payments and the earned income tax credit and the child earned credit and all of that combined and it would be bet better if we got our fiscal case in order and isn't there a progressive case to be made about being able to balance the budget? >> absolutely. i vociferously disagree that it is somehow incompatible. progressivism actually has returns and it means investing in education so people are actually able to participate in an economy that will pay higher wages which also, in turn, yields yields to higher revenues. it also means taxing the rich. there are billionaires that are intern lobbying in order to increase the amount of income inequality in this country and when you have the degree of people who are not paying taxes and the excess of wealth that we're seeing, of course, we're going to end up in a place of deficit and debt. additionally, when you see what republicans did earlier this year by taking and playing games with our national debt ceiling and debt limit, you are also playing games with the credit rating of the united states of america which could also yield much different terms in terms of repayment interest, et cetera, increasing the layouts and payments that you just described. >> the reason i asked is because i don't hear democrats or progressives talk about the need to reduce the deficit, reduce the debt as often as a vote -- me as a voter, as an independent voter as much as i would like. >> it's an interesting point, and i think that we can draw those dots for sure, but really, when we talk about taxing the rich we're talking about getting our house in order and our fiscal and our financial house in order, as well because there's a lot of people out there that are not paying the bill and instead of paying that bill what they're doing is taking samuel lialito and claree thomas on private jets. we absolutely have an oligarchy problem in this country and that's where you will find the line-item to balance the books so kids can go to school and make sure we make progress on things like guaranteed health care in the united states of america. >> there was an interesting moment over the weekend when your new york colleague, kamal bowman and police say he pulled a fire alarm in one of the house buildings and democrats were trying to delay -- >> there he is pulling the fire alarm. he thought pulling the alarm would open the door based on the fact the doors were locked and there was a sign -- someone said it was confusing. i'll be honest. it doesn't really make sense to me, his explanation. have you talked to him? what --? yeah. what's going on here? >> i think if you actually do see some of the photos of the signs there's something to be said about the government's about to shut down, there say vote clock that's going down. the exits that are normally open in that building were suddenly closed. he -- >> he pulled the fire alarm? >> what i am here to say is house administration -- hello, everyone. i'm fredericka whitfield in atlanta. straight to washington. the president of the united states announcing the government is open. >> the government will not shutdown and a needless crisis will have been averted, saving millions, millions of americans needless pain and that means more than 1,300,000 of our troops will continue to get paid and their families will be cared for. tens of thousands. tens of thousands of air traffic controllers and transportation security officers are going to stay on the job, get paid, preventing unnecessary delays at airports all across america. millions of families will continue to have access to critical food and nutrition assistance especially programs for women and infant children and so many other programs and the vital work in science and health from cancer research and food safety will continue as will long term disaster recovery monoes for communities devastated by wildfires, super storms and droughts. social security administration will be fully funded which means that we'll be able to fully serve the needs of the american people and the elderly. folks, the truth is we shouldn't be here in the first place. we shouldn't have gotten here in the first place. it's time to end governing by crisis and keep your word when you give it in the congress. a few months ago after a long negotiation between myself and republican speaker of the house of representatives we came to agree on a budget agreement precisely to avoid a manufactured crisis that we just witnessed, but the last few days and weeks extreme maga republicans tried to walk away from that deal voting for deep, drastic spending cuts from 30% to 80% that would have been devastating for millions of americans. they failed again. they failed again, and we stopped them, but i'm under no illusions that they'll be back again. where i come from when you mick a make a deal and keep your word, you say i'll do what i'm going to do you do it. you keep it. you keep your word and i expect the republican speaker and the republicans in congress to honor their word and keep the deal they made months ago when they tried to threaten us with almost international bankruptcy by not paying our debts. that includes comments made for fully funded services for our veterans and fully fund the needs of the defense of our nation. you know, protect the trans -- we have transformational investments we're already making to deal with the climate crisis and protect medicare's -- we pay the highest prescription drug prices in the world. we're finally making progress and the speaker and the overwhelming majority of the congress have steadfastly supported ukraine to prevent the brutality of the russian attack on women and children in,a digz to addition to u krab and there's no ukraine funding in this agreement. despite that, i do not believe we could make millions of americans go through the pain of a government shutdown. let's be clear. i hope my friends on the other side keep their word about support for ukraine. they said they would support ukraine in a separate vote. we cannot, under any circumstances allow american support for ukraine to be interrupted. i fully expect the speak tore keep his commitment to secure the passage and support needed to help u ckraine as they protection themselves from aggression and brutality. there's overwhelming number republicans and democrats that support ukraine. let's vote on it, and i want to assure the american allies and the american people and the people of ukraine that you can count on our support. we will not walk away. the vast majority of both parties and i'll say it again, democrats and republicans, in the senate and the house, support helping ukraine and the brutal aggression being thrust upon them by russia. stop playing games. get this done. this agreement today, while averting an immediate crisis ends in i guess it's 45 days now? it's already moving down. just before thanksgiving -- quite frankly, i'm sick and tired -- i'm sick and tired of the brinksmanship. you've been doing this for a long time. i've never quite seen a republican congress or any congress act like this. this maga republicans brought us to the brink threatening to default on america's debt for the first time in over 200 years and it would have causeded a gigantic crisis both at home and abroad, but we reached an agreement. we shook hands and said here's the deal. now this falls to the maga extremists once again and brought us to the brink this time to a government shutdown and going back on the deal they made months ago not keeping their word. enough is enough is enough. this is not that complicated. the brinksmanship has to end, and there should be another -- there shouldn't be another crisis. there's no excuse for another crisis. consequently, i strongly urge my republican friends in congress not to wait. don't waste time as you did all summer. pass a year-long budget agreement. honor the deal we made a few months ago. we have the strongest economy in the world today, the strongest economy in the world today and more to do, but we are the indispensable nation of the world internationally and domestically in terms of our economy. let's act like it. let's act like. stop the games. get to work. make sure the american people and our allies and friends around the world know what we're doing. thank you. >> mr. president, speaker mccarthy's speakership is now at risk. should democrats vote to help him keep that job? >> i don't have a vote on that. i'm leave that to the house and the senate. >> mr. president, what are your words to u.s. allies and president zelenskyy for continued funding in ukraine. >> i can reassure them. look at me. we're going to get it done. i can't believe those who voted for supporting ukraine, overwhelming support, democrat and republican would for pure political reasons let people die needlessly in ukraine. >> mr. president, a follow-up on ukraine, what is your current u.s. funding and how much urgency is there and what's the time limit in the next couple of weeks or months? >> we have time, not much time and the overwhelming sense of urgency. >> mr. president, are you going to be able to trust speaker mccarthy when the next deal comes around? >> we just made one about ukraine. so we'll find out. >> but are you worried that he is going to be forced by fellow republicans to back away from any deal he cuts with you? >> i hope this experience for the speaker has been one of a personal revelation. i'm not being facetious. i -- anyway -- >> are you concerneded about america's reputation on the world stage given the level of brinksmanship we've seen this year. >> based on the maga republican support, yes. based on what my administration is doing, no. thank you. >> hello, everyone. you are watching president biden there expressing some relief that now government remains open after a last-ditch effort from the house and senate to approve a stopgap measure to keep u.s. government open, but at the same time issuing a bit of an admonishment and a hope he displayed that this kind of brinksmanship that he described will be coming to an end. we've got our reporters keeping a close watch on things from the white house to capitol hill. white house reporter priscilla alvarez is with me. let's begin with you first. the president was very careful. he's relieved that all of these programs continue to work, social security, medicare, medicaid. there will be natural disaster relief that will flow as a result of this stopgap measure, but at the same time, he says the work does have to get going for the next 45 days and this country can't afford to come to this juncture again. >> that's exactly right, fred. there were two main themes of these brief remarks. first of all, as you mentioned that we cannot govern by crisis. that's what he said and he called back to a deal that he had struck with house speaker kevin mccarthy recallier this y in terms of the budget and averting a situation like the one we found ourselves in in the last few days and saying that republicans need to stand by their word, but the other big theme of this speech was also on ukraine. ukraine funding was not included in this agreement. president biden acknowledged that and said that eventually he decided that he couldn't let millions of americans go without pay, but that he had otherwise fully anticipated that the speaker will introduce a stand alone bill to provide ukraine this aid and we should note that in the moment of negotiations, administration officials had been in touch with lawmakers, making clear the urgency of continued assistance to ukraine and making the note that without it, there could be disruptions and battlefield effects for ukraine. this has been a key issue for this white house. the president has been a supporter of ukraine along with allies and he took a moment to speak to allies and say that the united states would continue to stand by ukraine. a lot of that is focussing on that and putting pressure on republicans to come through on that deal and make sure ukraine fund side provided and again, going back to the brinksmanship and the president has talked about this multiple times saying he hasn't seen this before, that there is such partisanship especially when it comes to a moment like this which is averting a government shutdown. he said that, quote, we need to stop playing games and get this done. he also said twice. i am sick and tired of the brinksmanship. so making clear in the next weeks he want to avoid this and it is incumbent on the congress, we knew going into the last week that there was going to be major ramifications for americans across the country as well as for millions of federal workers and active duty troops if it was to happen, so those being the two themes here. they averted, quote, a needless crisis and there is still work to be done and that is on ukraine and making sure that funding gets through. >> priscilla, the president's had both a subtle and overt message to those on capitol hill, right, by saying this is about keeping your word, by honoring a deal that you made months ago and he's talking about the deal made months ago between the white house and congressional leadership to keep government working. at the same time, he's underscoring a promise being made to ukraine while he said, you know, he was not an advocate of allowing americans to suffer for the sake of ukrainian aid, but the promise is there, and it's his expectation that the u.s. will ultimately deliver. >> and he was asked also as a follow-up by reporters in the room whether he would trust house spookereaker kevin mccart give inthat he backed out of the original deal made months ago with ukraine and biden underscored that there's overwhelming urgency and he said, quote, we'll find out when it comes to whether this deal comes to fruition and whether the house speaker stands by his word. we should note he was asked about the -- the motion to vacate mccarthy, we learned more about this from republican congressman gaetz earlier today, he refrained from weighing in on that, but just goes to show that there is still division on the hill that is also affecting the white house priorities. >> melanie zanona on capitol hill, let me bring you in on this. the president did resist, but he almost went there, right? he's hoping for the speaker that this is a revelation, talking about, you know, where are your loyalties. this was a real test is kind of how i'm reading what the president was saying for a house speaker mccarthy. how is that being received potentially on the hill. >> well, listen, democrats don't have a lot of trust with kevin mccarthy and the primary reason which biden alluded to in his speech, that kevin mccarthy cut a deal with biden and democrats to set a top-line number with democrats, but over the past few weeks and they have passed bills out of the house that significantly cut that money because kevin mccarthy was facing a revolt and decided to walk away. he said just because you agreed to a number doesn't mean you negotiate further and these numbers will be at the heart of the next government funding fight which is now just 45 days away and the reason yet trust is so important for kevin mccarthy is at this point it may come down to democrats about whether they'll throw kevin mccarthy a lifeline to save his speakership. biden said he had some sort of deal with kevin mccarthy about ukraine aid. we're unsure what that deal is. kevin mccarthy hasn't said that -- i rooched out to his office, and as they were wrestling on how they would vote yesterday, they put out a statement and said we expect kevin mccarthy to keep his promise or his word to some sort of ukrainian bill on the floor. kevin mccarthy has not committed to funding, crane. it is another point of contention in the house republican party. it would be very hard to pass that with just republican votes in the house and he's now facing his threat to his speakership and ukraine could be another complicated factor in the fight. >> while the primary focus is about government running and programs that will continue and the promise of other commitment later in the next 45-day period, melanie, do i hai do have to as about the centerpiece and sideshow which is the whole motion to vacate involving this speaker which is matt gaetz being on cnn today talking about his intentions, and using very threatening language in terms of mccarthy's job being on the line and already whether it be from democratic leadership and even particularly republican leadership, people who were saying we continue to back speaker mccarthy. senator lindsay graham saying he's the right guy at the right time. >> yeah. listen, kevin mccarthy has the support of the overwhelming majority of his republican conference, but because of this narrow majority it potentially could only take a few republicans to oust him as speaker. if all democrats are also behind that effort, but that is really the big question in washington going forward this week is what does hakeem jefferies, the democratic leader do? because like i was saying before, democrats don't really trust kevin mccarthy right now. they don't like that he launched an impeachment inquiry into president biden, but at the same time they also don't want to throw the house into chaos. again, we have this funding deadline coming up for 45 days and if they were to oust the speaker it's very unclear who, if anyone, they would be able to elect. if you remember, it took 15 rounds of votes in january just to elect kevin mccarthy and at this point there's no clear alternative candidate who can get to 18 and the hard liners are rallying around, so it is this big question mark and uncertainty in washington, fred. >> the one thing that's certain we know they're there until november 17 now, new deadline. ? thank you so much, ladies, melanie zanona and priscilla alvarez, we appreciate it. >> when we come back nancy pelosi weighs in on the spending fight. >> the late senator dianne feinstein has made her final journey home to california on a military plane accompanied by her dear friend and fellow california lawmaker. that friend, house speaker emerita nancy pelosi. she talked this morning to jake tapper. >> thank you very much. i want to focus this interview on your fellow san francisco democrat senator feinstein, but i have to ask you, house democrats will seek your advice regarding this news made moments ago in the show about this pending motion to vacate speaker mccarthy's speakership, how will you vote and what advice would you give fellow democrats on whether you can trust fellow democrats so that he can stay in power? >> my advice to my fellow democrat democrats simple. hakeem jefferies has done a great job and we had a victory in the continuing resolution and it was a victory for the democrats and a defeat for the mag as. listening to your conversation if that's the conversation, that back and forth there, it's such a fraud when they start the basis of this is about spending. these are people who gave a tax cut to the richest people in america to the cost of $2 trillion to our national debt when what's his name was president of the united states. $2 trillion to the national debt, and that was to give 83% of the benefits to the top 1%. they're on the proud for medicare and medicaid and they would cut social security, to help meet the needs of beneficiaries who have questions and the rest. so they are -- and huge cuts in nutrition and wic, women, infant and children. it's not about the budget. it's about a values debate and you're wasting your time on that guy because he has no sway in the house of representatives except to get on tv and to raise money on the internet. but anyway, forgetting that, i'm talking about a serious legislation here. >> let's talk about that. >> my advice, follow leader. >> yesterday you accompanied senator dianne feinstein on her final journey home in san francisco aboard the military plane. it must have been a difficult jo journey. what was going through your mind during the flight? >> well, i was with her daughter and -- see, with dianne it's obviously official, it's political and it's very personal. this is a woman who she left on her own terms. you saw how she answered larry craig. she did that any number of times when colleagues and others tried to minimize her standing on an issue. she and i were not also on the same place on the spectrum of politics, but we all cared about our country and she, again, reached across the aisle all the time and would negotiate with anyone for our great state of california, brought home the bacon, respected our natural resources, the forests, the deserts, the ocean, the lakes and the beautiful diversity of our people. she was an icon. she almost gives -- is more than an icon because that's become almost a cliche. she was -- she came into office under such -- to the mayorship on such awful circumstances and she unified the city and gave comfort and right then we go into hiv-aids. whether it's lgbtq, women's right, whatever it is, she has been a thoughtful, constructive effective, productive leader and a national status, still for me, i can't hardly talk about her because she's my neighbor, my friend, my family loves her personally and politically and we used to say if dianne and i ran against each other my daughter nancy would vote for dianne, because that was the love that exist period upon she loved people. she loved california. she loved america and to bring her home in the grand way that we did, thank you, president biden, draped in the flag. she was such a patriot, be welcomed by men and women in uniform as she -- as she came off the plane. her daughter katherine and granddaughter eileen and son-in-law rick were there to welcome her personally, but officially the city welcomed her and of course, everyone personally did, as well. >> we heard so many wonderful stories, senator stories and senator gillibrand has this very moving story about how senator feinstein was just a personal mentor to her, took her under her wing when she arrived in the senate and created this very giant memo about how to be a senator that she really took time to make. is there any personal story that you think back on when you think of her and your relationship with her? >> oh, so many. so many, but as i say, in that case it's personal neighbors and as then political and official, but i -- i do think one story -- it's not about me and it's more about my daughter christine. christine was chair of the women's caucus of the california democratic party which is my political home, and there are probably 2,000, 1500 women in the women's caucus and dianne came when she was passing legislation -- she was writing legislation to protect young amateurs, the young athletes, the gymnasts and all came to her. she listened to them. she respected them and she wrote legislation and why i bring up the woman's caucus is she went to the women's caucus to talk about, writing this bill and listening to these young girls who had been sexually abused and harassed and the rest, and she told them that this was about safety of these girls. it was about the freedom of these girls to be who they wanted to be, and it was about the choice of them to, again, be the mistresses of their fate in terms of their reproductive fred om, b freedom and the point is it was a master class because she showed them freedom, safety, choice. it's all connected. it's all connected. it was a master class. now the womens caucus of the california party is not the more moderate group. it's more my -- >> right. >> shall we say place on the spectrum, and they still quote dianne and christine is very proud of that because she taught. she respected views. she taught -- she always felt a responsibility to mentor. this is a national figure, a stateswoman. >> yeah. >> i can tell many personal story, but they don't have as much application to other people. i will tell one more. when we were going for the democratic convention in san francisco i was chair of the california democratic party and we were trying to get the convention to san francisco. and we went to see her, willy brandt went to see dianne and say what about this? >> well, will it cost money? >> we have to raise money. she said my first concern is the people in laguna honda hospital in san francisco, this is where many lower income people, not all, but lower income people who need medical care and -- hundred of them go, and she was always about people and needing her -- meeting their needs with her responsibility. i can go on and on that people might not think of her as my first responsibility is to the poorest of the poor and under my responsibility and my city. again, another time we'll have some more stories about her. everybody's talking about the great legislation that she was a great legislator. the gun violence. she saved lives. she saved people's lives. it was -- imagine, she was in congress. >> yeah. >> one year she came in '93. in '94 she passed the assault weapon ban and then it was reinstated and then it went away, but while it was there it saved lives. how many people can make that claim?
