This is cnn Breaking News. We of course continue to follow the Breaking News for you this morning. We have so much going on and so much to share with you. The house is going to vote on a Spending Bill to try to keep the government running, but democratic senator, Dianne Feinstein, the longest Serving Female senator has died. A somber scene there as you can see her desk draped with black and those beautiful flowers sitting on top. Senator feinstein passed away last night at her washington, d. C. , home. She was 90 years old. He is had a long history of being a trailblazer, and the definition of the word. Breaking glass ceilings all over the place, and over and over again, and some of the firsts for the senator is the first woman elected to the San Francisco board of supervisors and the first mayor of San Francisco, and first woman to serve as senator for california and the first woman to chair the both senate rules and intelligence committees and first woman member of the judiciary committee. On the senate floor, several of her colleagues talked about her, their friendships, her long career and her legacy, and also her reputation behind closed doors. Listen to this. Those of us who were fortunate to call dianne our colleague can say that we served alongside the longest serving woman in history. She was a trailblazer in her beloved state of california and our entire nation is better because of her dogged energy and service. To her constituents, you need to know that we depended upon her, just as you did. She was here everyday to fight for you, no matter what. She fought for women, and she fought for those who were victim of gun violence, and she fought for Foreign Policy that was remote to most people, u she knee every detail. And when dianne talked, most of us stopped and listened. Dianne was a strong presence in the senate. She was a determined and tenacious advocate. Many of us worked closely with her on the Intelligent Committee where she was an excellent chair, strong and reformed. The country has lost a model senator. El gent, graceful, kind, compas compassionate, strong, informed and intelligent. And you have heard all of the words about Dianne Feinstein. I want to bring in manu raju on the hill. You heard all of the accolades, and they were quite emotional hearing today. Schumer in particular was extremely emotional, yound dont hear that often. And the last vote had to do with the Government Shutdown, and trying to avoid it. It was great to see her on both sides of the isle, and she has been a giant on the floor in the last and tim costa was in tears talking about the interactions with the senator even as she had grown frail in her senior age, someon e and that is what Senator Feinstein did, she did cut deals across the aisle, and she pushed forward an Assault Weapons ban in 1994. And she went after the Bush Administration when she was a member of the Senate Intelligence committee. Moments ago, Senate Majority leader Chuck Schumer remembered her and gave the emotional address recalling her time in the u. S. Senate. So, today, we grieve. We look at that desk, and we know what we have lost. But we also give thanks, thanks to someone so rarified, so graceful in this chamber, and so grateful that someone like that served in this chamber. The sign of a leader is someone who dedicates themselves for other, and the sign of a hero is someone who dedicates themselves to the cause of others no matter the cost. And the sign of a leader is someone who fights for the cause regardless of the cost. Dianne feinstein is a friend and a hero for so many. So the question is what is next . That is in the hands of governor gavin newsom, and he would appointment her replacement. And he said that he would appoint a black woman to her seat, because there is not a black woman in this and not someone running, because it is a dynamic fight right now. And so those who are remembering the legacy and being remembered as a Trailblazer Today on capitol hill. Thank you, manu. We go to congresswoman jane harman and you remember it was 1972, and the year of the woman because it was a handful of woman who came about with her . Well, first of all i came in with her in 1952 as the year of the woman from los angeles. I knew her as mayor. And lucky me on this sad day. I probably had the last meeting with her Late Afternoon yesterday. I went to her home, her study, and we spent an hour together looking at old pictures and talking about the future, and as we were leaving, her housekeeper took this beautiful picture. I want everyone to remember dianne this way, strong, el elegant. And Susan Collins was riffing on the house floor, and my good friend Susan Collins how she remembers dianne, and it is a true bipartisan leader. Cant we get it back at this hor rib time. Someone who worked across the aisle, and cared about the country first. Oh, my god. Another thing to remember. I was Ranking Member on the House Intelligence Committee when she was chairman of the senate intel, and we had lunch, and we talked about the things that she might do, and she began to do them. After i left congress, she issued this hugely courageous report on detention and interrogation. I just have it here. I took it out of my study. Here is the inscription. To jane, for lo and thanks for having my back. Never again. That is dianne and what she wanted to accomplish in the senate. I hate to think that never again will we have a woman of her stature in congress. No one is like her. I loved her very much, and i am so glad that i got the last hug and kiss. That is so touching that you are able to share that with us, and so everyone knows the picture that you shared with us that we just shared, that is the photo just taken yesterday with you and Senator Feinstein. What a special moment to have for a special friend of yours, but with a ledge jepd and trail blaze what a legend and trail blazer, and you have always talked about women lifting up women in all of our conversation, and hearing Chuck Schumer say that all of the women in the senate stand on diannes shoulders, and i am sure you feel the same way. And i mean, it is so extraordinary. And being elected with her and barbara boxer, the socalled year of the woman, and being there to make the Assault Weapons ban in my lean district when i barely won reelection because of that vote, but i look back on my career and i look forward to a world which she helped to prepare where Women Leaders hopefully can continue to stand on her shoulders and learn the legend of Dianne Feinstein and someone in the studio who said to me as i was going on air just now who said, i grew up with her. I grew up with her. Well, guess what, i grew up with her, too, and i was so lucky to have her as my dear friend and mentor. Most of the women in the country and men grew up with her, because she has been in office since 1992 and watching her moves and how she was able to gain power and get the policy in place. You mentioned barbara boxer, and we did talk to ms. Boxer last hour. She said something interesting, and aim i am curious if you hea any of this language from Dianne Feinstein yesterday. She said when i was going to retire and i announced my retirement, and she said, what are you going to do, and you have the best years of your life. Did she still have that Fighting Spirit . Absolutely. First of all, she asked me, when are you coming back to congress did she really . That is funny. She really did. She also said, lets cosponsor a series of dinners in washington for women. I said lets do it. And now i will organize the difein dinners in washington. And she said, what can we do for the country to make it better, and it was never about herself or her place or her this or that, and always. I just dont i cant think of anybody who brought all of the gifts that she did to the senate, and i hope that this young woman who just said i grew up with her will remember that, and remember this day. And well all not just mourn her, but celebrate an incredible legacy. Congresswoman, you are generally speaking, and i mean, you are a hard nut. You are unflappable often, and i am touched to see how emotional you are. Well, they say that about her, too, and not just about that, but how much we care and the service we provided, and it is obvious how much service she provided and how many lives she touched, but look at what Kevin Mccarthy said, and thank goodness that Kevin Mccarthy focused on it a few minutes today and a future for america. I would like to think that the time they spent working on the Water Legislation that he mentioned will remind him about the value of bipartisanship and the importance of stewardship for the country and not just for one little part of ones political party. What is the lesson that you what is the lesson you would say, the lesson that you have learned from your friend, that you think that people should remember . Be fearless. Be fearless. Do your homework. Hug your family and your friends. And think about a Better Future for america. You talked about bipartisanship, and we are not seeing a whole heck of a lot of it, especially now, and how was she handling, and this last vote, and i dont know why this is striking me so strongly, but the last vote was just yesterday, and it is trying to deal with the impending Government Shutdown. Was she working when you were talking to her, and sometimes you are doing a whole bunch of things, but to hear that until the very last moment she was working her butt off for her constituents and the country. Well, just what i was saying, looking at the schedule for yesterday and today, and excited because her daughter catherine was coming into town, and she was, and she did not make it in time to see her mother, but she was coming in to see her mother, and beloved mother, catherine, and that is a heartbreaking thing to contemplate, and we were talking about the future, and of course, she is continuing to mourn the death of a year ago, dick blum, her husband of so many years, and they were married the same year that Sidney Harman and i were in 1980, and our families were close, too. I cant think of enough things to say without bursting into tears who would give people who didnt know her the idea of the enormity of her contribution to our country. One more thing maybe. Her friend malek who she loved was the chair of the wilson senator, and a head of the republican center, and he supported two democrats, and dianne and me. I was so honored and dianne led the duo, and he recognized what she contributed. Mitch mcconnell recognized what she contributed. Hello, people in congress, please recognize what other people contribute, and maybe make it a moment to hug a little bit as the former members of congress do, and salute our agreements and not the disagreements, and try to keep this government open and try to keep this country or help this country to get on a stable course for the future. The threats are grave. I surely know this. I headed the commission on National Defense strategy and i see it, bipartisan for democrats and republicans, and i saw it, and dianne saw it, and let it be a wakeup moment for a dismal two days from now that we have to contemplate that our government could close. We saw the rare moments of kindness from those across the aisle today when it comes to the passing of a trail blazing senator, senator Dianne Feinstein who has passed. Thank you is much, jane harman for sharing really, really Great Stories for us to remember your friend and colleague Dianne Feinstein. Thank you. Thank you. Breaking news, and the show is full of Breaking News today, guys. We have an update on the uaw strike against the big three. The United Auto Workers union is saying that it is expanding its strike against general motors, gm and ford. It is set to begin at noon, and really minutes away now. The strike is now going to include two additional plants, Ford Assembly plant in chicago, and the gm Assembly Plant in michigan, and they say that not enough progress has been made in their talks. And right now, stellantis is not being called to strike. We will have an update on that, and jump over to washington where President Biden is about to speak at the Farewell Ceremony at the Retirement Ceremony of mark milley. I want to a word about Dianne Feinstein who passed away this morning. A historic figure and trail blazer and friend. She helped the environment, and gun safety and protect Civil Liberties and the country is going to miss her dearly and so will jill and i. Secretary austin and members of congress, and members of the congress and former and current, and officials from around the world, thank you for being here today to, mark the change of responsibility and to celebrate the service of general mark milley. Combat infantryman, and master parachuteman, green beret, warrior, and he served a total of five years in war zone from panama to haiti to bosnia, to iraq, and chest full of medals to show for it. A leader who ran across a bridge booby trapped with mines to stop troops from driving across it. A Patriot Unflinching in the face of danger and unwavering in the service to country. And holly ann, none of us can say enough about you. You served right alongside him, and every step of the way, and this is not hyperbole, you served alongside him every step of the way. You pulled double and tripleduty to make sure that you and mark were always doing right by your family. Supporting the military community while maintaining your own career as a nurse. Incredible what you have achieved holly ann. The work you have done to increase Military Spouse employment to increase the lives of military families for a long time. Peter and mary, thank you for sharing your dad with us. I know it was not easy. All of those moves, all of those schools, all of those months that your dad was deployed, you couldnt be together. Thank you for all, all that you have given to our country. And mark, i know one of the best parts of retirement for you has been mentioned by the secretary, you will get to spend more time with your kids. That is going to be fun, man. I tell you what, i love my kids. I am crazy about my grandkids. Now, everyone who has spent time with mark, knows three things about him. Several were already mentioned. One, he is from boston. He parks his car in car garages. He likes maps. He loves the constitution. Each of these three things points to something deeper about mark. His boston heritage is not just about pride or place. His pride is what shaped him. The values that have guided his whole life. It is about the father and mother both veterans of world war ii, and he set the example of nobility and the nobility of serving your country. It is about knowing that his dad was among those who landed in iwo jima, and of those young men, his father served alongside who could raise a flag, and there is nothing, nothing that an american could not accomplish working together. And how his parents sacrifice sod their children would have every opportunity to chart their own future. It is knowing that everyone who served under his command had their own story, and in his view, just as important as his. To this day, in every events that we have attended together, i have watched him. Hell talk to every young person. Every veteran, and every Gold Star Family who wants to speak to him, no matter how long it takes to hear their story as well to show his respect. The boston pride. It is about knowing where you are coming from. The maps about knowing where you are and where you are going. Mark wants to make sure that he has the necessary facts to inform the decisions of the leader, and his advice to others. As commander in chief, i have relied on marks counsel, because i know he always gives it to me straight no matter what. He always gives it to me straight. He is working with the best information possible, and he does not hold anything back. In his tenure as chairman, mark has been a steady hand guiding our military. As he navigates what i would say is one of the most complex Security Environments that our world has faced in a long time. He as been critical strengthening americas existing alliances from nato to indopacific, and to building the new Strategic Partnerships and keeping our forests in the cutting edge of cyber and to continue to take the terrorists off of the battlefield. Standing with the brave people of ukraine to make sure they have the equipment and the support they need and when they need it to win their freedom and letting them know how much he respects them. Mark, your partnership has been invaluable to me, and i will give you my word to that. I think it has been invaluable to Secretary Austin as well. I want to thank you for always seeing, always sharing the whole map with me. The whole map. Thank you. When it comes to the constitution, that is and always has been marks north star. Im so damn proud to serve with him. Hes made, hes made it the central image on his Challenge Coin. Those three little words that mean so much to every american, but especially to those who stand in the service to our nation. And his Challenge Coin says we the people. We the people a reminder to all of us that makes us a strong nation. Who we are, as a democracy. And how the United States for more than two centuries has always managed to keep moving forward. Not to one person or political party, but to the idea of america. Idea unlike any other in human history. The idea that we are all created equal. That is what the constitution safeguards, and this is what we swear the oath to, and that why generations of young generations of women and men, and americans of every background and creed have stepped forward to be part of the greatest Fighting Force in the history of the world, and this is not hyperbole. The greatest Fighting Force in the history of the world. [ applause ] seeing you in afghanistan, iraq i dont want to get started. Our military is going to keep growing stronger. Keep growing stronger with general charles q. Brown jr. As our 24th chairman of the joint chiefs of staff. Congratulations, old buddy. As mark will tell you, i will be meeting a lot with you. They said when i nominated general brown, a seasoned is warrior with key combat experience, and the seasoned is commander of the joint force, and top flight strategist, and leader known throughout the force for his unmatched judgment and unflappable demeanor. Like General Milley, general brown is a patriot through and through, and sworn to uphold and defend the constitution. He and his wife sherene have dedicated themselves to keeping the military families healthy and vibrant. I thank you both, and your Sons Shawn And Ross for everything that they have given the country over the years, and i look forward to working with you over the years ahead, c. Q. , to make sure that the force can deter and defeat any potential threat to the American People. As Secretary Austin noted, i am glad that general brown was confirmed by the senate along with the new commandant of the marine corps and army Chief Of Staff, but i must be careful here how i say this, but it is thoroughly, totally unacceptable that more than 300 other highly qualified Military Representatives are still in limbo. I have been here a long time and i have never seen anything like this. It is outrageous. It must stop. The promotions, the careers, the families, futures held hostage by the political agenda of one senator, and the silence of the other 47 of them. To drag on our force and impact everything from readiness to morale to retention, and insult to the officers of years of dedicated service. Our troops deserve so much better, and the house must fulfill their basic function, and when the house fails to fund the government, they will have failed us all. And the troops will continue to serve our nation but they wont be paid. It is a disgrace. Thousands of Defense Servants will be sent home. And the longest they shut down, the harder it will become, and the harder for military families to pay their bills, and we cant be playing politics while our troops stand in the breach. It is an absolute dereliction of duty. As leaders, you must never lose sight of the direct impact of the decisions that we make and the impact that they have on the lives and the families of the world. General milley, general brown, Secretary Austin and the many great leaders across every great branch of the military, you got to where you are by demonstrating great care and concern for the troops that you command. To live leadership, and being in the field alongside your troops sharing hardship, and Holding Things together when times are hard. Never forgetting the humanity beneath the uniform and it is an enormous credit for each of them, and enormous asset to the country. Secretary austin talk about how he and General Milley were blown up by an ied in iraq. The part of the story that stands out the me is why they were there to begin with. The reason they were there is that they were going to see milleys soldiers who had been wounded. In fact, during that tour in iraq, we often find then colonel milley downt that hospital sitting with the wounded, so they would not be alone, rounding up his troop for an impromptu blood drive when docs let him know that they were running low on units. Putting an arm around his team. Gathering them together seeing to their injuries, both physical and mental. When war extracts the greatest of souls. That is leadership. That is patriotism, that is strength. Thats mark milley. [ applause ] mark, you know how strongly i feel about you. You have given Remarkable Service to our country. You have done honor to the uniform of our nation. You have upheld your oath. Thank you. Thank you, my friend. Thank you for being my friend. May god bless you all. May god protect our troops. [ applause ] ahead, turn. We were listening of course to President Biden there saying goodbye to his joint Chief Of Staff mark milley who will be speaking shortly there. And this is an important ceremony and Changing Of The Guard after a long career and controversial one. General mark milley appointed by President Trump, but continuing to work with President Biden. He has been very strong on ukraine, but he has faced a lot of criticism for the stuff that he did when President Trump was in office which he is now regretting and saying that he was trying to save democracy when President Trump was in office. And he has admirers and critics. And that is the incoming joint chiefs c. Q. Brown who will give short remarks and then expect that general mark milley is going to be stepping up to the lectern to speak very shortly. It will be important to hear what mark milley who can be boisterous sometimes, but what mark milleys Parting Message is going to be. This is c. Q. Browns address. In my career, i have been honored, blessed and focused on the task ahead. Today is no exception. President biden, Vice President harris, thank you for your trust and confidence to be placed in me and for your leadership and commitment to the Service Members and their families. Secretary austin, thank you for your guidance, your mentorship and your faith in my abilities. Mr. President and Vice President and mr. Secretary, i am honored to have the opportunity to continue serving the nation. To the milleys, mark and holly ann, thank you for your years of service and your leadership. It is an honor for me and sha r reen to follow in your footsteps and those before us. God has smiled on me One More Time and blessed me with another opportunity well beyond my own expectations. I am blessed with a tremendous family, my Commissioning Officer and my most influential mentor, my father charles who told me in high school that four years in the military would not hurt me. My mother kate who did not object to idea has been my most vocal supporter along the way. I am blessed by the unwavering support of my sister stephanie who carried with me the influencing memory of my brother kevin. I owe my success to the sacrifice and love and support of sherene and our Sons Shawn And Ross. Sherene has not only committed so much to our family, but she has become such a strong advocate for our military families. As a result of her commitment and advocacy, shawn and ross are both accomplished in their own right. Sherene, shawn, ross, thank you for proverbally signing my permission slip each morning and pinning it to my backpack and allowing me to report for duty. The three of you never raised your right hand to take the oath, but i know that your sacrifice is well beyond what i might appreciate. Your encouragement, love and support for me and each other has been the cornerstone of our family. Finally, the support of sherenes family who did not object with the family who did not object for me to marry her, as far as i know, and the many Family Members who made me a better person, better officer and a better leader. As we step out together in the uncertain security landscape, and honing our War Fighting Skills as primacy in all we do, and we must focus on integrating the military power across the joint force and with our allies and partners to deter aggression, to fight when called upon, and to decisively prevail in war. We must focus on modernizing and meeting with new concepts and approaches. Finally, trust is the foundation of our profession. As chairman, everyday, i will focus on strengthening the bonds of trust across our force, and ensuring American People to know that the military and the Service Members, active, guard, reserve and civilian only as the unwavering Defenders Of The Constitution and servants of our nation. In closing, when i became the Chief Of Staff in the air fost three year ago, i expressed the need to accelerate change. My conviction has not wavered. The journey of change must continue to strengthen our national security. Tremendous privilege to serve as the 21st chairman of the joint chiefs of staff. Focusing on sharpening the work prowess. Thank you for joining us for todays ceremony. God bless our Service Members and their families and god bless the United States of america. Thank you. [ applause ] ceremonial, at ease. Announcer ladies and gentlemen, General Milley. [ applause ] thank you, all, for being here and it is the last time for hearing me in uniform, and that alone is cause for applause. Mr. President , madam Vice President , general austin and distinguished family and friends. Thank you for being here today. Mr. President , thank you, for your unwavering leadership for guiding our great nation in the trust that you placed in me. When you were inaugurated, you didnt have to do that, but you did. I appreciate it. Your steadfast commitment to the troops and their families. The strength in the military, and making us strong and more capable than ever before. I have seen you in the breach. I have seen you on the watch. I know firsthand that you a man of incredible integrity and character. Thank you for your leadership. Secretary austin, thank you for leading our department with character and courage and also incredible integrity. You served our nation con consistently for nearly five decades now, in and out of uniform. Silver star recipient and man of enormous courage both moral and physically. I am personally thankful for your guidance and vision for the last 30 years that we have served together in peace and war. To the members of congress, i want to take a moment and to acknowledge the Tremendous Service of senator fine stooip and may she rest in the eternal embrace of gods peace and to all of the elected officials who are here today and those who are not. You collectively demonstrate the american will. We are viewed as either unified or divisive. That is your choice, but everybody watches. We in uniform appreciate your current support, and we count on your future support. To the allies and partnership demonstrates the common values and the Robust Network of partnership represents key resource of collective strength since the American Revolution that the United States of america has never fought alone. I would like to thank the former Secretary Of Defense and the secretaries of the services and the former secretaries of the services who are here today along with the current joint chiefs, the former joint chiefs, the current Combatant Commanders and all of the dignitaries who are here and all of the commanders and my office who gave a double clapout yesterday with tremendous meaning who have been exceptional in a time when the costs were high. Over the last 40plus year, my thanks for the commissioned and noncommissioned officers and many who are here today, and the my many thanks for the battalions and Corps Leaders who are too numerous to mention today, but i thank you for the advice and support and for that i am eternally grateful. Three groups of people here today who represent a special recognition and represent the best of the nation. We have here today several Medal Of Honor recipients who serve with uncommon valor in the call of duty. They are the epitome of courage in the face of death. Second, the Wounded Warriors who are here today. One of whom you saw earlier sing god bless america. They represent the thousands of those wounded in action and sacrifice so much in the defense of liberty. And third, our gold star families. Many of them are here today. They carry on the legacy of those in uniform who gave the last full measure of devotion so that our nation would remain free. The soldiers, sailor, airmen, marines and coast guardsmen who are standing watch and those on the field before you, thank you. Thank you for your service, thank you for your sacrifice. You are in fact the most capable and lethal Military Force in The World Today and in all human history. Let me thank my family. My family and friends here include my classmates from princeton and so maybe we can hear you shout. That was pretty weak actually. So, i am not sure what to make of that. The but i was made an honorary class of 1980 from west point, so maybe all of the west point classmates, maybe we can hear from you. Oh, that is even weaker. So maybe i will go back to princeton. That is all a result of last night. So, my actual family that serves as the greatest and deepest gratitude and i was blessed and deserve to be in a country of america where you rise and fall by your merit and judged by the content of your character. My mother was a navy wave in the Military Hospital in seattle taking care of the wounded and returning from the general pacific in world war ii. When my father served with the 4th Marine Division as a Army Corpsman in saipan, iwo jima and neither one of them went to college, but they knew what this country was about. They were Working Class Americans who taught me and my siblings the values that truly make this country great. My father taught me that you have to plant the flag on iwo jima. It meant that no matter the challenge, no matter how difficult it is, no matter the cost, you must accomplish the mission. You have to drive on. You have to be resilient. You have to keep moving forward until you complete your mission. There is no quitting. Like most kids, we owe our parents everything. I also want to recognize my cousins here, the mccalls, the murphys and so many others that are with us today. My old brother sandy here with his wife and sons is and our sister Mary Catherine who recently passed, but i know that she along with our parents, they are here in spirit. But most importantly, i want to say thanks to my wife of 38 years, holly ann. You have been the anchor of the family, essentially a single mom with two Wonderful Kidsf two decades of war, and like so many other spouses of those of us in uniform. You buried our dead. Comforted the families in their grief, cared for the wounded in ways not seen by most. You are always there for the military families with love and compassion, and in darkest of moments. I know that you never expected the heavy burden of being married to someone like to have you walk this path of struggle for the last 40 years. I love you more than words can ever express. And to mary and peter, the sacrifice of those of us in the mill itary is always felt by ou families, but most of all, most heavily the burden falls on our children. You attended 11 different schools and 24 moves. Mary, you were just born when i went into panama. You were 12 and peter was 10 when terrorists attacked this country on 9 11. You watched your dad deploy year in and year out for the next decade and a half. You dealt with struggles that children should never have to be burdened with. The fear that your father would never come home. Some of the fathers and mothers of your friends were killed in action and others were wounded. You saw that trauma, you saw that pain, you saw that agony through the eyes of a child. And you, like the children of every soldier, sacrificed more than most than this crowd will ever know. But through it all, you have persevered. You have grown into incredible adults with families of your own, you make me andment mom so proud of everything you have done and everything you will do. I i could not have made it through military Service Without each of you. Im deeply honored to have worn the cloth of this nation for 43 years. And im humbled to have served as the 20th chairman of the joint chiefs of staff. The joint force is the most lethal and Capable Military in the world. And our enemies know it. We are currently standing watch on freedoms frontier with a quarter million troops deployed in 150 countries. We have executed countless operations and training around the world. We have destroyed isis and served justice, we supported ukraine in their Fight For Freedom and strengthened the nato alliance. We maintained stability in asia. Were going to leave that ceremony with General Milley and go to the house floor for nancy pelosi is speaking now. Speaking with Great Sadness and emotion about the loss of our great senator from california senator Dianne Feinstein. As i said personally, as a friend, neighbor and fellow San Franciscoen, all of us do so with great pride as the great senator, she has been to our state the longst serving woman senator from california. She came here with barbara b boxxer. She stayed on and left on her own terms. The first woman mayor of San Francisco coming into office under sad circumstances, but leading us with great dignity, with great effectiveness and great leadership. Much more will be said about it. Well have so much time to talk about Dianne Feinstein, her legacy will be a long one that we will all be inspired by, but today at this time, just hours since her passing, rather than talk about her, let us pray that she rest in peace. In that regard, mr. Speaker, i ask the unanimous consent that all present in the chamber, as well as members and staff throughout the capitol, to please rise for a Moment Of Silence and remembrance of the late honorable senator Dianne Feinstein. Thank you, mr. Speaker. Pursuant to clause 8 of rule 20, the unfinished business. We hear a Moment Of Silence a bipartisan Moment Of Silence on the lohouse floor. Typically, if youre looking at the house floor, you will not see that many members of congress on the house floor. They do not all spend a lot of time there most days. Because of the gravity of the day, of the Government Shutdown coming, a vote that is going to be coming very soon on the house floor, the lastditch effort by House Republicans or Kevin Mccarthy specifically to try to avoid a Government Shutdown, they are all there and it ended up being a really poignant moment, an emotional nancy pelosi speaking about Senator Feinstein. We have seen these emotions pouring out of people really from both sides of the aisle. Kevin mccarthys remarks were wonderful. He talked about bipartisanship, which right now, doesnt exist really with the house. And right now because of the shutdown, it looks like its never going to exist. Were going to go into a shutdown of the government, but there was a moment of pause. It was very stark the difference between how people felt about Dianne Feinstein and their relationship with her, even though it was contentious and what is happening now.
