shopping but the campaign forced to backtrack about whether he actually bought one. and as deadline day fast approaches for a government shutdown, kevin mccarthy faces more questions about spending talks and questions about whether he can keep his job. good morning, good day to all of you around the world. it is tuesday, september 26. 5:00 a.m. here in washington, 2:00 a.m. out on the west coast. it is also 5:00 a.m. in detroit where just hours from now president biden will do something no more than president has ever done. he plans to walk the picket line with striking workers. it is day 11 of the simultaneous strikes against general motors, ford and stellantis, that also a historic first. the white house was grilled monday about biden potentially being seen as taking sides against the automakers. >> he is standing with the workers. we are not involved in negotiations. that is something for them to decide. >> so there are risks of being drawn into a major labor battle, but there are potential up sides. the path to the white house of course runs straight through that blue wall including states like michigan. and union voters could make all the difference in a close general election fight especially against the gop frontrunner donald trump who is planning to speak to union workers tomorrow as counter programming to the republican debate. >> trump's decision to visited uaw workers play into your decision to go? >> absolutely not. this is a decision to visited picket line paced off his own desire, this is what the president wanted to do, to stand with auto workers. >> so the president going to detroit has nothing to do with president trump. tyler, thanks for being with us. you pay attention to how the administration is trying to campaign. biden of course always painted himself as the most pro union president. this obviously is a move to try to solidify that image. what is going on in the white house behind the scenes? >> absolutely as in conversations with white house officials i've had the past week, it has been clear they wanted an opportunity to send the president out to michigan or one of the other states where the workers are striking and a obviously trump did play a factor whether or not the white house will publically admit that. this is the likely general election match-up as you said, the election runs through these states. and biden wants to make it clear to the people in michigan and larger midwest and some of these autoworkers but more broadly the labor movement that he is their strongest ally. that working class voters are key to turnout in these states. it is clear that they are going to show up and do something as you said that is unprecedented, becoming the first president according to historians to march on the picket line. the scene should be remarkable to see what biden says about workers but also about companies. obviously this has major economic implications if the strike continues. and how biden's presence affects negotiations remains. >> and a lot of this has to do with the uaw leader shawn fain and part of why this invitation unfolded the way it did, the white house had planned to send a couple economical folks to potentially participate in negotiations or at least be on the ground there to be available. and shawn fain basically told them to pound sand, send the president instead to stand with us if you really want to do something for us. and they actually went along with it. and fain is withholding the uament with endorsement right now from biden. that historically has really been important for democratic candidates. i mean, how much is that weighing on the white house's thinking wanting to get their backing in a general election? >> i think you're right. initially to -- gene sperling and also the acting labor secretary had said that they had plans to go out to some of the strikes to help coordinate some of the negotiations. and that backfired. and so now we're at the place where the president is going out there themselves. i think the union endorsement is something that the president wants. historically large labor unions have backed 2democrats. the president has already wracked up a number of key endorsements from labor unions. but i think it goes beyond the union brass endorsing the president. teachers unions and the like have stood up behind joe biden. but it is more about those rank and file union members. you know, it is one thing to get the endorsement and say that you are backed by this group, but they have thousands of members and joe biden wants to lock in the support from those people and ensure that they show up to the polls. so this is also part of that effort, not just getting the top line endorsement but making inroads with those voters who ultimately are the ones who show up to the polls so that he can win michigan, wisconsin and states like that. whether he is successful in doing that will go a long way. we've seen sometimes contentious exchanges with rank and file members over the years particularly as president as he visited factory floors in the past. how is he able to connect with the union workers today i think will be key in sort of signaling whether or not he is able to keep the support he's had from labor unions and what donald trump does when he heads there tomorrow. >> yeah, those rank and file members are absolutely -- and he did win them in michigan in 2020, important to point that out, but there was pretty significant support among the rank and file for a republican candidate more than we often see. that of course at the time donald trump who has tried to personally identify with these people. although democrats will be quick to point out that many of his policies undermines strength of unions. tyler, thank you so much for being with us. i hope you'll come back soon. >> thanks for having me. one place former president trump won't be tomorrow as we've discussed is the second republican debate. but we do have a list of who will be there. rnc released a list for the california debate. in are doug burgum, chris christie, ron desantis, nikki haley, mike pence, vivek ramaswamy and tim scott. asa hutchinson who was at the first debate didn't make the can ult cut this time and of course donald trump announced that he is skipping the debate at the reagan presidential library and instead giving a speech in sdr detroit. it is worth noting trump not terribly welcome among those who celebrate the legacy of ronald reagan. it is a ststrife-filled relationship. and coming up here, gop shutdown coalpolitics continue rock washington as kevin mccarthy has some critical decisions to make ahead. plus why a floating barrier in the south china sea is creating the latest dispute between the philippines and beijing that has major implications for china's power across the world. and we're also going to check in with the uk where some police officers are currently refusing to carry their guns. we'll tell you why. philippines coast guard removing a floating barrier installed by china in a contested area of the china back sea. they say it threatens the live hely hoo livelihood of fisherme violation of law. steven jiang is joining us. why did china put this barrier up? >> reporter: let's not forget beijing claims sovereignty almost over all the entirety of the south china sea based on quote/unquote historical proof. that is 1.3 million square miles. that is not recognized by the u.s. government. and that is also why beijing just responded to the latest move by the philippines by warning manila not to create troubles or provoke incidents. what beijing has been able to do the past few years and none of the other claim manhatants have course through massive land reclamation and construction turning reefs into manmade islands. and so they are able to project military power in the region. just in the past few week and months, there is an uptick of publicized incidents between china and philippines with the chinese coast guard for example using water cannons and what philippines describe as dangerous maneuvers to chase and drive away philippine boats. but of course from beijing's perspective, only thing that has changed recently is the government in manila. now they have a new president who according to beijing is doing the u.s. bidding to instigate tensions in the region. so underlying concern here out of all this is the chinese military is now going to abandon their manmade island. so how does anyone including the u.s. stop and change chinese behavior short of a war. >> yeah, just another data point in what have been increasing tensions between washington and beijing, something that we'll continue to cover in-depth here because we love having you on live from beijing. thanks very much for being here. all this as president biden hosts leaders of 18 pacific islands at the white house monday with the aim of curbing chinese's growing influence in the region. >> like our forbearers during world war ii, we know a great deal of history of the world will be written across the pacific over the coming years. and like them, we owe it to the next generation to help write that story together. >> max foster is joining us now live from london to help us understand a bit more about this. max, always great to have you. i was interested to hear steven jiang basicalliout line that p part of why this is happening is because they are looking at the new philippine government and saying that you are closer to the united states than the previous regime under duterte, and they want to try to do something about this. this is one specific incident. but it tells a much bigger story. >> yeah, i think philippines has become a key ally for the united states because it is there in the south china sea and these images are extraordinary, aren't they. it is just a floating border, but so incredibly significant. and they turn around and in the leadership in the philippines, hugely significant, because duterte was leaning towards china. didn't actually play particularly well domestically. and now we're seeing marcos doing much better cozying up to the united states. and not just in a small way either. the united states is setting up bases there. there is an international base for u.s. forces there. so when we see the images of the philippines pushing back against china, that would have been in alliance with the united states. so we can read into this u.s./china tensions as well. and how important the philippines is playing into that as well as the other alliances that you were talking about there in the region. >> and this of course has been a critical part of u.s. security in the pacific. you can go back to world war ii. and while i have you, i want to talk about something that is unfolding in your neck of the woods in london, in the uk, with police officers putting down their weapons. and i think for our american audience, i think it is important for us to also say that there are actually very few police officers compared to how things are here who carry weapons. they are highly trained, you know, segment of the police force over there. and it is very clear that the reason they are putting them down is something that they feel very strongly about. what has happened? >> yeah, so just to explain that culture really, british police do not carry guns, they think it encourages more guns on the streets. only a very small part of them have these highly trained officers allowed to carry guns. what happened was one of these armed police shot an unarmed man and he has been charged with murder. and this is not necessarily a protest within the metropolitan police in london, but it is a huge amount of concern amongst them being expressed because they are concerned that in that split second decision, if they make a mistake, they will be charged for murder. so they handed in their licenses to carry these guns. and that was a big crisis for the metropolitan police because they didn't have enough armed police. they had to then ask the special forces to potentially step in if there is a terrorist situation because they didn't have the armed police. that is now largely resolved we're told, but it does expose this massive problem and also a problem with the can culture frankly of the metropolitan police where a lot of the police on the front lines have a big issue with management, they don't trust them, they don't think that they will stick up for them. and this racist question should armed police be charged with murder, and it should him on be manslaughter if it was a mistake. >> and very different from what we deal with here in the united states. the culture very much what a difference a day makes. but i'm happy to be back, but so is the rain across the pacific northwest. yeah, it has caused some problems. you mentioned flooding but it has also helped end our fire season across the pacific northwest and people rejoice when they see the rain this time of the year. it is a substantial rain as well. look at the radar lighting up like a christmas tree from northern california to the western portions of washington and oregon. in you're reareureka, we have rr two times their entire monthly average for the month of september. starting to get into the rainy season, so we'll see more of these atmospheric rivers, basically moisture that falls to rain at the ground. a lot of wind is associated with the system as well. but look at this, drought monitor, we have been plagued with a drought this summer, that is why we've had the fire. so this is much needed much welcomed rain. even high elevation snowfall. mount baker perhaps, you can see some of the fires that are us. i'm kasie hunt. there are just four days until government shuts down and house speaker kevin mccarthy is insisting that his strategy is not just one aimed at keeping >> i'm not worried if someone makes a motion, i'm not worried if somebody votes no. i'll wake up each and every day with the same thing that drives my opinion of what needs to be done, solving these problems and that is what i'm going to do. i'm going to work with people who want to get that done. wouldn't that have driven my decision making 15 times before? >> i've covered him for a long time. there is have his stress on his there. he was referring there to trying to skir theecure the gavel in tt place back in january. and you see there mccarthy walking away from that heated moment with matt gaetz. what with we saw then is what we're seeing play out now as we careen towards this government shutdown. president biden is actually on the same page as mccarthy here, he is blaming the same faction in the gop that is so frustrating mccarthy. >> just a few months ago speaker of the house and i agreed to spending levels of the government. now a small group of extreme house republicans, they don't want to live up to that deal. and everyone in america could be faced with the paying the price. >> jackie kucinich is joining us. always wonderful to have you. as you heard, biden very clear on who he blames for the looming government shutdown. reality is kevin mccarthy is blaming the same set of people. how do you think this ends at this point? and i will my sources from what i can tell think that we are heading straight for a shutdown. do your agree? >> yeah, they do. and there is every reason to believe that. right now what the house will work on today and what they are set to work on this week are bills that will do nothing to prevent a government shutdown. it is these four spending bills and they are just trying to get it on to the floor to be debated. they don't even know if they have the votes to pass these priorities that conservatives really want that are dead upon arrival in the senate and certainly at the white house. so really they are spinning their wheels trying to build up good will at this point all the while the clock keeps ticking. >> a great point. and speaking of the senate, i'm glad you raised that because as much as doesn't want to work with democrats in the house, our goe government is divided and whatever passes has to be bipartisan simply because of the reality that democrats trs cont the senate. so we're starting to get a sense of what the senate is trying to do to overt the catastrophe which sounds like may involve now passing something that is actually relatively clean, it might leave ukraine aid and disaster relief to the side and just keep the government open for 45 days. that could put mccarthy in a tough spot. how do you think this plays out between the two chambers in the final days this week before the potential shutdown? >> i won't venture a guess at this point. but certainly you are right that it would put mccarthy in a really tough spot. even keeping the government funded for those 45 days with this clean continuing resolution. that said, it is quite striking that the senate is considering removing ukraine aid even for this short time. primarily because the vast majority of senators believes that ukraine aid should be in. they are just wagering that they won't be able to get it through the house. this could get democratic and potentially some republican votes. and that always as you know puts kevin mccarthy in a really tough spot because he needs the majority of his conference to get this over the line. and we're just not headed in that direction right now. >> and again this is pis puttin mccarthy against the hardliners that he is trying to appease. trying to give them what they want. they keep saying no. and on the other side, he has these moderates who are saying that we'll work with the democrats if we can't figure this out. that of course potentially puts the gavel at risk which is how we opened this. but i will say it is not clear that there is anybody except kevin mccarthy who could even get the gavel in these circumstances. i want to show you what ken buck had to say, congressman ken buck, when he was asked about this by my colleagues late yesterday afternoon. take a look. >> do you think speaker mccarthy will weather this? >> i do. and i don't think anybody wants this job. it is horrible. herding cats is a difficult process and when you have cats with big egos in this building, it is very difficult do. >> i don't think anybody wants this job. >> quite the endorsement. >> you could see it on mccarthy's face there. he looks so much older than he did six months ago if we're being completely candid. >> right. i mean, and that has been the question. if not mccarthy, who. and sure there are folk on the hard right that will raise their hand, but they likely don't have the votes. we saw this in the 15 marathon votes earlier this year. so i guess he has that going for him that no one else wants the job. >> i think that that is really at the end of the day, you can't beat somebody with nobody. how many different contexts. presidential race, speaker ship, it applies across the board. but really yubd scores the continued problems that the republican party is having and the reality is that they have enormous consequences right now for so many americans. jackie kucinich, thank you for being with us. senator bob menendez meanwhile is digging in as calls for him to resign grow louder after his indictment on bribery charges. >> i firmly believe that when all the facts are presented, not only will i be exonerated, but i still will be new jersey senior senator. >> you might recall an fbi search of menendez's home turned up these gold bars and they found nearly a half million dollars in cash, some of if in these jackets embroidered with menendez's name. he said in that press conference that this was just from his personal savings account. he of course is charged with taking bribes as part of a conspiracy to benefit a trio of new jersey businessmen and the government of egypt. reminder he was chairman of the senate foreign relations committee until he had to temporarily step aside. monday menendez offered this public defense of his actions. >> for 30 years, i have withdrawn thousands of dollars in cash from my personal savings account. which i have kept for emergencies and because of the history of my family facing confiscation in cuba. i was always worked to hold accountable those countries including egypt for human rights abuses, repression of citizenry, civil society and more. >> half a million dollars in case of an emergency. i don't know how many of us keep that kind of money stashed under our mattresses in case of an emergency. s also monday new calls for menendez to step down with democratic colleagues sherrod brown and peter welch joining pennsylvania senator john fetterman and new jersey governor phil murphy. all right. now this. the house panel looking into the possible impeachment of joe biden has unveiled the witness list for their first hearing. james comer says that the panel will hear from legal and financial experts about the crimes that the bidens may have committed as they fwlout millions at the expense of u.s. interests. i think we need to underscore right now there is no hard evidence that ties the president to this. the witnesses though in this hearing will include a forensic accounting expert, former assistant attorney general in the doj tax division and george washington university law professor. none of them at this point appear to have direct knowledge of what house republicans have alleged about president biden. and ukraine is claiming a major victory against russia this morning. officials say that their friday attack on the annexed crimean peninsula has killed commander of russia's black sea fleet viktor sokolov along with 33 other officers. moscow says only one serviceman has died takes launched more missiles and drones in odesa the last 48 hours. clare sebastian is joining us live from london with more. what can you tell us about sokviktor sokolov's reported de, and this claim of that many officers is significant. >> reporter: yeah, very significant. no word at all from the russian side as of yet on the fate of admiral sokolov. you tend to find in the conflict the bigger the blow to the russian armed forces the less information they put out. but we have not independently verified his death. ukraine says they carried out a special operation on friday, it was dubbed crab trap designed to coincide with a meeting of senior leadership of the black sea fleet. they say admiral sokolov, 33 officers killed and 100 others injured. and this could be the decision makers of the huge grouping of ships on the black sea. and it also underscores the increased i think capabilities of ukraine's intelligence and long range strike capabilities significant as they continue to lobby for u.s. long range weapons. as for whether or not it will affect the level of attacks in the black sea, spokesman for the ukrainian navy says these are continuing but described it as like a chicken running around without a head. so making the point without this admiral in charge, what is the difference in price between that and a glock? >> glock is 500 to 600 and these are 300 to 400. so glock is charged a premium just because of the name. >> they like me. >> sir, do you want this one? >> i want to buy one. >> i want to buy one he says. so a campaign aide wrote this on the platform formerly known as twitter, "president trump purchases a glock in south carolina." okay. there is just one teeny tiny issue with that. president trump has been indicted four times and while he can keep any guns that he may already own, he is not currently allowed to buy one. here is the bureau of alcohol, tobacco and firearms, their website says "a person who is under indictment or information for a crime punishable by imprisonment for a term exceeding one year can not lawful ship, transport, or receive a firearm or ammunition." woopsy. the aide later clarified that president trump did not buy the gun and deleted the tweet. the president has also been taken to truth social to post a variety of claims which i will discuss with my next guest. joining us now is daniel strauss. thanks so much for being here. so this gun flap is a small example, but it is a reminder that even though the former president seems to be teflon with gop voters and seems to be on the glide path to the nomination, he is under indictment and if he is running against joe biden in a general election, he is going to be a candidate on trial. it is not something that i don't think that we are discussing every day and like i said, it was a small example here in this gun shop, but it says something really big. >> yeah, i mean, it is not unusual for candidates to -- for presidential candidates especially in a republican primary to visit a gun shop. but it is in addition and it is new ground for the country, for a general election candidate to be facing indictment and have to juggle both trials and those indictments and the regular sort of requirements of campaigning. those are going to be the two major obstacles that the former president is going to have to deal with should he get the nomination to be president of the united states in 2024. >> so the other thing that i want to kind of -- i want to try to make sure that we cover this with a certain degree of perspective, but i want to put up a graphic that we made that just has a couple of the things that donald trump has been out there saying in recent days on truth social. the first, he suggested that general milley, top u.s. general, should be executed. he argued that comcast, owner of nbc, should be probed for treason. he also called nikki haley a rival in the primary and his former u.n. ambassador bird brain. these are things that we don't necessarily focus on that much the way we might have in previous campaigns. and i understand why. right? but taken together, i think that they underscore again the nature of the campaign that he is currently running and the way that he thinks. and i think that it is just worth showing and reminding voters across the country that this is potentially one of their top two choices for president of the united states. >> and he has close to 100% name recognition or as much as any presidential candidate can have. and the truth is that most voters know what they are getting with donald trump. poll after poll and polster after polster says there is a swathe of the republican party that he is just not going to move from donald trump. no matter if he buys a handgun illegally or calls another candidate birdbrain or anything else. and that is just the reality we live in right now. >> yeah. and i do think one of the things on that slide worth high lighting and that is what he had to say about comcast and nbc news. he writes -- again he is upset with the coverage generally, but he writes the one-sided and vicious coverage by nbc and particularly m isn't nbc should -- msnbc should be investigated for treason. this was enough to get the biden administration to respond. actually i think it was the white house. andrew bates basically saying that freedom of the press is a fundamental constitutional right, abusing the presidential power and violating the constitutional rights of reporters would represent an outrageous attack on our democracy and the rule of law. i think worth underscoring in the event that trump were to get reelected, which if he becomes the republican nominee considering the divided nature of our politics is not an imposs impossibility, there are very real questions about how he might use the apparatus of government to go after his stated enemies. >> yeah. and the reporting that has been out there shows that he does have more of a plan for another term in office than he did the first time around in 2016. and the theme would be revenge. and he has even said this himself. so that is one major difference that 2024 campaign cycle trump has compared to 2020 campaign cycle or 2016 campaign cycle trump. and he spelled out on truth social and in speeches what he would like to do and who he is paying attention to if he were to get another term in office. >> daniel strauss, thank you very much for walking through some of that with right now on "early start," joe biden's union bet, he will stand with striking autoworkers today at the risk of being seen like he is taking sides. plus republican frontrunner donald trump seen gun shopping but the campaign forced to backtrack about whether he actually bought one. and as deadline day fast approaches for a government shutdown, kevin mccarthy faces more questions about spending talks and questions about whether he can keep his job. good morning, good day to all of you around the world. it is tuesday, september 26. 5:00 a.m. here in washington, 2:00 a.m. out on the west coast. it is also 5:00 a.m. in detroit where just hours from now president biden will do something no more than president has ever done. he plans to walk the picket line with striking workers. it is day 11 of the simultaneous strikes against general motors, ford and stellantis, that also a historic first. the white house was grilled monday about biden potentially being seen as taking sides against the automakers. >> he is standing with the workers. we are not involved in negotiations. that is something for them to decide. >> so there are risks of being drawn into a major labor battle, but there are potential up sides. the path to the white house of course runs straight through that blue wall including states like michigan. and union voters could make all the difference in a close general election fight especially against the gop frontrunner donald trump who is planning to speak to union workers tomorrow as counter programming to the republican debate. >> trump's decision to visited uaw workers play into your decision to go? >> absolutely not. this is a decision to visited picket line paced off his own desire, this is what the president wanted to do, to stand with auto workers. >> so the president going to detroit has nothing to do with president trump. tyler, thanks for being with us. you pay attention to how the administration is trying to campaign. biden of course always painted himself as the most pro union president. this obviously is a move to try to solidify that image. what is going on in the white house behind the scenes? >> absolutely as in conversations with white house officials i've had the past week, it has been clear they wanted an opportunity to send the president out to michigan or one of the other states where the workers are striking and a obviously trump did play a factor whether or not the white house will publically admit that. this is the likely general election match-up as you said, the election runs through these states. and biden wants to make it clear to the people in michigan and larger midwest and some of these autoworkers but more broadly the labor movement that he is their strongest ally. that working class voters are key to turnout in these states. it is clear that they are going to show up and do something as you said that is unprecedented, becoming the first president according to historians to march on the picket line. the scene should be remarkable to see what biden says about workers but also about companies. obviously this has major economic implications if the strike continues. and how biden's presence affects negotiations remains. >> and a lot of this has to do with the uaw leader shawn fain and part of why this invitation unfolded the way it did, the white house had planned to send a couple economical folks to potentially participate in negotiations or at least be on the ground there to be available. and shawn fain basically told them to pound sand, send the president instead to stand with us if you really want to do something for us. and they actually went along with it. and fain is withholding the uament with endorsement right now from biden. that historically has really been important for democratic candidates. i mean, how much is that weighing on the white house's thinking wanting to get their backing in a general election? >> i think you're right. initially to -- gene sperling and also the acting labor secretary had said that they had plans to go out to some of the strikes to help coordinate some of the negotiations. and that backfired. and so now we're at the place where the president is going out there themselves. i think the union endorsement is something that the president wants. historically large labor unions have backed 2democrats. the president has already wracked up a number of key endorsements from labor unions. but i think it goes beyond the union brass endorsing the president. teachers unions and the like have stood up behind joe biden. but it is more about those rank and file union members. you know, it is one thing to get the endorsement and say that you are backed by this group, but they have thousands of members and joe biden wants to lock in the support from those people and ensure that they show up to the polls. so this is also part of that effort, not just getting the top line endorsement but making inroads with those voters who ultimately are the ones who show up to the polls so that he can win michigan, wisconsin and states like that. whether he is successful in doing that will go a long way. we've seen sometimes contentious exchanges with rank and file members over the years particularly as president as he visited factory floors in the past. how is he able to connect with the union workers today i think will be key in sort of signaling whether or not he is able to keep the support he's had from labor unions and what donald trump does when he heads there tomorrow. >> yeah, those rank and file members are absolutely -- and he did win them in michigan in 2020, important to point that out, but there was pretty significant support among the rank and file for a republican candidate more than we often see. that of course at the time donald trump who has tried to personally identify with these people. although democrats will be quick to point out that many of his policies undermines strength of unions. tyler, thank you so much for being with us. i hope you'll come back soon. >> thanks for having me. one place former president trump won't be tomorrow as we've discussed is the second republican debate. but we do have a list of who will be there. rnc released a list for the california debate. in are doug burgum, chris christie, ron desantis, nikki haley, mike pence, vivek ramaswamy and tim scott. asa hutchinson who was at the first debate didn't make the can ult cut this time and of course donald trump announced that he is skipping the debate at the reagan presidential library and instead giving a speech in sdr detroit. it is worth noting trump not terribly welcome among those who celebrate the legacy of ronald reagan. it is a ststrife-filled relationship. and coming up here, gop shutdown coalpolitics continue rock washington as kevin mccarthy has some critical decisions to make ahead. plus why a floating barrier in the south china sea is creating the latest dispute between the philippines and beijing that has major implications for china's power across the world. and we're also going to check in with the uk where some police officers are currently refusing to carry their guns. we'll tell you why. philippines coast guard removing a floating barrier installed by china in a contested area of the china back sea. they say it threatens the live hely hoo livelihood of fisherme violation of law. steven jiang is joining us. why did china put this barrier up? >> reporter: let's not forget beijing claims sovereignty almost over all the entirety of the south china sea based on quote/unquote historical proof. that is 1.3 million square miles. that is not recognized by the u.s. government. and that is also why beijing just responded to the latest move by the philippines by warning manila not to create troubles or provoke incidents. what beijing has been able to do the past few years and none of the other claim manhatants have course through massive land reclamation and construction turning reefs into manmade islands. and so they are able to project military power in the region. just in the past few week and months, there is an uptick of publicized incidents between china and philippines with the chinese coast guard for example using water cannons and what philippines describe as dangerous maneuvers to chase and drive away philippine boats. but of course from beijing's perspective, only thing that has changed recently is the government in manila. now they have a new president who according to beijing is doing the u.s. bidding to instigate tensions in the region. so underlying concern here out of all this is the chinese military is now going to abandon their manmade island. so how does anyone including the u.s. stop and change chinese behavior short of a war. >> yeah, just another data point in what have been increasing tensions between washington and beijing, something that we'll continue to cover in-depth here because we love having you on live from beijing. thanks very much for being here. all this as president biden hosts leaders of 18 pacific islands at the white house monday with the aim of curbing chinese's growing influence in the region. >> like our forbearers during world war ii, we know a great deal of history of the world will be written across the pacific over the coming years. and like them, we owe it to the next generation to help write that story together. >> max foster is joining us now live from london to help us understand a bit more about this. max, always great to have you. i was interested to hear steven jiang basicalliout line that p part of why this is happening is because they are looking at the new philippine government and saying that you are closer to the united states than the previous regime under duterte, and they want to try to do something about this. this is one specific incident. but it tells a much bigger story. >> yeah, i think philippines has become a key ally for the united states because it is there in the south china sea and these images are extraordinary, aren't they. it is just a floating border, but so incredibly significant. and they turn around and in the leadership in the philippines, hugely significant, because duterte was leaning towards china. didn't actually play particularly well domestically. and now we're seeing marcos doing much better cozying up to the united states. and not just in a small way either. the united states is setting up bases there. there is an international base for u.s. forces there. so when we see the images of the philippines pushing back against china, that would have been in alliance with the united states. so we can read into this u.s./china tensions as well. and how important the philippines is playing into that as well as the other alliances that you were talking about there in the region. >> and this of course has been a critical part of u.s. security in the pacific. you can go back to world war ii. and while i have you, i want to talk about something that is unfolding in your neck of the woods in london, in the uk, with police officers putting down their weapons. and i think for our american audience, i think it is important for us to also say that there are actually very few police officers compared to how things are here who carry weapons. they are highly trained, you know, segment of the police force over there. and it is very clear that the reason they are putting them down is something that they feel very strongly about. what has happened? >> yeah, so just to explain that culture really, british police do not carry guns, they think it encourages more guns on the streets. only a very small part of them have these highly trained officers allowed to carry guns. what happened was one of these armed police shot an unarmed man and he has been charged with murder. and this is not necessarily a protest within the metropolitan police in london, but it is a huge amount of concern amongst them being expressed because they are concerned that in that split second decision, if they make a mistake, they will be charged for murder. so they handed in their licenses to carry these guns. and that was a big crisis for the metropolitan police because they didn't have enough armed police. they had to then ask the special forces to potentially step in if there is a terrorist situation because they didn't have the armed police. that is now largely resolved we're told, but it does expose this massive problem and also a problem with the can culture frankly of the metropolitan police where a lot of the police on the front lines have a big issue with management, they don't trust them, they don't think that they will stick up for them. and this racist question should armed police be charged with murder, and it should him on be manslaughter if it was a mistake. >> and very different from what we deal with here in the united states. the culture very much what a difference a day makes. but i'm happy to be back, but so is the rain across the pacific northwest. yeah, it has caused some problems. you mentioned flooding but it has also helped end our fire season across the pacific northwest and people rejoice when they see the rain this time of the year. it is a substantial rain as well. look at the radar lighting up like a christmas tree from northern california to the western portions of washington and oregon. in you're reareureka, we have rr two times their entire monthly average for the month of september. starting to get into the rainy season, so we'll see more of these atmospheric rivers, basically moisture that falls to rain at the ground. a lot of wind is associated with the system as well. but look at this, drought monitor, we have been plagued with a drought this summer, that is why we've had the fire. so this is much needed much welcomed rain. even high elevation snowfall. mount baker perhaps, you can see some of the fires that are coming to a boil over the looming government shutdown. and the first impeachment inquiry hearing into president biden. we have the when and the why. good morning. thanks to getting an early start with us. i'm kasie hunt. there are just four days until government shuts down and house speaker kevin mccarthy is insisting that his strategy is not just one aimed at keeping >> i'm not worried if someone makes a motion, i'm not worried if somebody votes no. i'll wake up each and every day with the same thing that drives my opinion of what needs to be done, solving these problems and that is what i'm going to do. i'm going to work with people who want to get that done. wouldn't that have driven my decision making 15 times before? >> i've covered him for a long time. there is have his stress on his there. he was referring there to trying to skir theecure the gavel in tt place back in january. and you see there mccarthy walking away from that heated moment with matt gaetz. what with we saw then is what we're seeing play out now as we careen towards this government shutdown. president biden is actually on the same page as mccarthy here, he is blaming the same faction in the gop that is so frustrating mccarthy. >> just a few months ago speaker of the house and i agreed to spending levels of the government. now a small group of extreme house republicans, they don't want to live up to that deal. and everyone in america could be faced with the paying the price. >> jackie kucinich is joining us. always wonderful to have you. as you heard, biden very clear on who he blames for the looming government shutdown. reality is kevin mccarthy is blaming the same set of people. how do you think this ends at this point? and i will my sources from what i can tell think that we are heading straight for a shutdown. do your agree? >> yeah, they do. and there is every reason to believe that. right now what the house will work on today and what they are set to work on this week are bills that will do nothing to prevent a government shutdown. it is these four spending bills and they are just trying to get it on to the floor to be debated. they don't even know if they have the votes to pass these priorities that conservatives really want that are dead upon arrival in the senate and certainly at the white house. so really they are spinning their wheels trying to build up good will at this point all the while the clock keeps ticking. >> a great point. and speaking of the senate, i'm glad you raised that because as much as doesn't want to work with democrats in the house, our goe government is divided and whatever passes has to be bipartisan simply because of the reality that democrats trs cont the senate. so we're starting to get a sense of what the senate is trying to do to overt the catastrophe which sounds like may involve now passing something that is actually relatively clean, it might leave ukraine aid and disaster relief to the side and just keep the government open for 45 days. that could put mccarthy in a tough spot. how do you think this plays out between the two chambers in the final days this week before the potential shutdown? >> i won't venture a guess at this point. but certainly you are right that it would put mccarthy in a really tough spot. even keeping the government funded for those 45 days with this clean continuing resolution. that said, it is quite striking that the senate is considering removing ukraine aid even for this short time. primarily because the vast majority of senators believes that ukraine aid should be in. they tough spot because he needs the majority of his conference to get this over the line. and we're just not headed in that direction right now. >> and again this is pis puttin mccarthy against the hardliners that he is trying to appease. trying to give them what they want. they keep saying no. and on the other side, he has these moderates who are saying that we'll work with the democrats if we can't figure this out. that of course potentially puts the gavel at risk which is how we opened this. but i will say it is not clear that there is anybody except kevin mccarthy who could even get the gavel in these circumstances. i want to show you what ken buck had to say, congressman ken buck, when he was asked about this by my colleagues late yesterday afternoon. take a look. >> do you think speaker mccarthy will weather this? >> i do. and i don't think anybody wants this job. it is horrible. herding cats is a difficult process and when you have cats with big egos in this building, it is you might recall an fbi search of menendez's home turned up these gold bars and they found nearly a half million dollars in cash, some of if in these jackets embroidered with menendez's name. he said in that press conference that this was just from his personal savings account. he of course is charged with taking bribes as part of a conspiracy to benefit a trio of new jersey businessmen and the government of egypt. reminder he was chairman of the senate foreign relations committee until he had to temporarily step aside. monday menendez offered this public defense of his actions. >> for 30 years, i have withdrawn thousands of dollars in cash from my personal savings account. which i have kept for emergencies and because of the history of my family facing confiscation in cuba. i was always worked to hold accountable those countries including egypt for human rights abuses, repression of citizenry, civil society and more. >> half a million dollars in case of an emergency. i don't welch joining pennsylvania senator john fetterman and new jersey governor phil murphy. all right. now this. the house panel looking into the possible impeachment of joe biden has unveiled the witness list for their first hearing. james comer says that the panel will hear from legal and financial experts about the crimes that the bidens may have committed as they fwlout millions at the expense of u.s. interests. i think we need to underscore right now there is no hard evidence that ties the president to this. the witnesses though in this hearing will include a forensic accounting expert, former assistant attorney general in the doj tax division and george washington university law professor. none of them at this point appear to have direct knowledge of what house republicans have alleged about president biden. and ukraine is claiming a major victory against russia this morning. officials say that their friday attack on the annexed crimean peninsula has killed commander of russia's black sea fleet viktor sokolov along with 33 other officers. moscow says only one serviceman has died takes launched more missiles and drones in odesa the last 48 hours. clare sebastian is joining us live from london with more. what can you tell us about sokviktor sokolov's reported de, and this claim of that many officers is significant. >> reporter: yeah, very significant. no word at all from the russian side as of yet on the fate of admiral sokolov. you tend to find in the conflict the bigger the blow to the russian armed forces the less information they put out. but we have not independently verified his death. ukraine says they carried out a special operation on friday, it was dubbed crab trap designed to coincide with a meeting of senior leadership of the black sea fleet. they say admiral sokolov, 33 officers killed and 100 others injured. and this could be the decision makers of the huge grouping of ships on the black sea. and it also underscores the increased i think capabilities of ukraine's intelligence and long range strike capabilities significant as they continue to lobby for u.s. long range weapons. as for whether or not it will affect the level of attacks in the black sea, spokesman for the ukrainian navy says these are continuing but described it as like a chicken running around without a head. so making the point without this admiral in charge, transport, or receive a firearm or ammunition." woopsy. the aide later clarified that president trump did not buy the gun and deleted the tweet. the president has also been taken to truth social to post a variety of claims which i will discuss with my next guest. joining us now is daniel strauss. thanks so much for being here. so this gun flap is a small example, but it is a reminder that even though the former president seems to be teflon with gop voters and seems to be on the glide path to the nomination, he is under indictment and if he is running against joe biden in a general election, he is going to be a candidate on trial. it is not something that i don't think that we are discussing every day and like i said, it was a small example here in this gun shop, but it says something really big. >> yeah, i mean, it is not unusual for candidates to -- for presidential candidates especially in a republican primary to visit a gun shop. but it is in addition and it is new ground for the country, for a general election candidate to be facing indictment and have to juggle both trials and those indictments and the regular sort of requirements of campaigning. those are going to be the two major obstacles that the former president is going to have to deal with should he get the nomination to be president of the united states in 2024. >> so the other thing that i want to kind of -- i want to try to make sure that we cover this with a certain degree of perspective, but i want to put up a graphic that we made that just has a couple of the things that donald trump has been out there saying in recent days on truth social. the first, he suggested that general milley, top u.s. general, should be executed. he argued that comcast, owner of nbc, should be probed for treason. he also called nikki haley a rival in the primary and his former u.n. ambassador bird brain. these are things that we don't necessarily focus on that much the way we might have in previous campaigns. and i understand why. right? but taken together, i think that they underscore again the nature of the campaign that he is currently running and the way that he thinks. and i think that it is just worth showing and reminding voters across the country that this is potentially one of their top two choices for president of the united states. >> and he has close to 100% name recognition or as much as any presidential candidate can have. and the truth is that most voters know what they are getting with donald trump. poll after poll and polster after polster says there is a swathe of the republican party that he is just not going to move from donald trump. no matter if he buys a handgun illegally or calls another candidate birdbrain or anything else. and that is just the reality we live in right now. >> yeah. and i do think one of the things on that slide worth high lighting and that is what he had to say about comcast and nbc news. he writes -- again he is upset with the coverage generally, but he writes the one-sided and vicious coverage by nbc and particularly m isn't nbc should -- msnbc should be investigated for treason. this was enough to get the biden administration to respond. actually i think it was the white house. andrew bates basically saying that freedom of the press is a fundamental constitutional right, abusing the presidential power and violating the constitutional rights of reporters would represent an outrageous attack on our democracy and the rule of law. i think worth underscoring in the event that trump were to get reelected, which if he becomes the republican nominee considering the divided nature of our politics is not an imposs impossibility, there are very real questions about how he might use the apparatus of government to go after his stated enemies. >> yeah. and the reporting that has been out there shows that he does have more of a plan for another term in office than he did the first time around in 2016. and the theme would be revenge. and he has even said this himself. so that is one major difference that 2024 campaign cycle trump has compared to 2020 campaign cycle or 2016 campaign cycle trump. and he spelled out on truth social and in speeches what he would like to do and who he is paying attention to if he were to get another term in office. >> daniel strauss, thank you very much for walking through some of that with
