military are operating without senate confirmed leaders. or chief of staff. 300 top nominees are also on hold. because of this one lawmaker. alabama senator, tommy tuberville. his objection to the new policy that will reimburse service members or their families for travel. if they have to go to another state to get an abortion. after six months of frustrating paralysis. the secretaries of the army and the navy and air force wrote this opinion piece. officers in the millions of service they lead are the foundation of america's enduring military advantage. yet, this foundation is being actively eroded by the actions of a single u.s. senator, tommy tuberville. joining us now is the secretary of the air force. air force secretary frank kendall,, army secretary christine wormuth , and navy secretary carlos del toro for this joint interview. let me start with you. air force secretary frank kendall,. how is america less safe and less prepared than it was just six months ago? >> first of all, we are safe and prepared. but he is doing significant damage to our national security. he is put on hold hundreds of officers. each summer we move a large fraction of our general office and reposition them. and right now that is all in limbo. with acting people serving in roles. in many cases doing more than one job at the same time. we cannot move the person we have nominated into that position. is having a major impact on those people. >> navy secretary carlos del toro, there facing a lot of challenges in the pacific. and the straits. we saw today in the " new york times" how the navy is struggling with modernizing the fleet. how are we seeing and this is keeping you from doing your job? >> you are absolutely right to be grip serious threats around the globe. i believe that we have a responsibility. as government leaders to put our most experienced individuals. and have them confirmed a position. that they can lead our service members across the country. i would argue that tommy tuberville is playing russian roulette with our service members. by denying them the opportunities to actually have the most experienced, combat leaders in those positions. to lead them in times of combat and peace. >> army secretary christine wormuth , in addition to impacting the national security that you described. it also impacts the service members and their families. many are in limbo. they need to move. but their lives are constantly moving. the spouse. let me have you listen to this military spouse who is a member of the secure families initiative. >> the reasonable time i would have to make sure that if our new duty station. we had water, electricity, gas. trash. i would have to enroll my children in school. find new doctors, orthodontist , and our car registration, voter registration was updated. and i did not always agree with every single policy that the military had. for every single action they were engaged in. but i did it anyway. i made a commitment to my spouse. my family. my country. >> you know, i absolutely relate to what that person is saying. i can think of an example right now. i have a general officer that was supposed to move into a new house. associated with their new position. that service members going to move their aging mother into that house with them. so they could care for her . but because that move is not happening. they are paying $10,000 per month right now. to keep the aging parent in an assisted living facility. that is the type of consequence that is happening. these are servicemembers that have literally put their lives on the line. for americans for the last 20 years. >> air force secretary frank kendall, we attempted to put the impact of these holes in terms. for the public and even tommy tuberville , himself who do not serve. but he is a former football coach. he compared this to having an active football coach who did not have real power. take a listen. >> in the short-term, they're likely going to make things happen. that is what good leaders do. but what happens when performance on the field becomes impacted? over time, how are you going to deal with the uncertainty within the coaching staff? and the locker room in terms of who is in charge, how are we going to impact performance. and who are the fans going to hold accountable? >> of course it is a lot more serious than that. >> it is much more serious. let me give you an example. people have a consequence the corner of my general officers in the air force was recently at an embassy here in washington. a colonel from the people version of china talked to him about the way democracy was working. potentially they are paying attention. it is impacting how they view the united states and our military capabilities. this needs to stop. >> for some that was born in a communist country. i would never imagine our senators to be aiding and abetting a communist and other autocratic regimens around the world. this is having a real negative impact. it will continue to have an impact. that is what the american people truly need to understand. >> senator tommy tuberville released a statement two weeks ago. he will continue this and continue to announces nominees in the weeks ahead. do you know you he might be referring to? >> know. but we have seen some twitter accounts. that are sympathetic to tommy tuberville. calling out individual, general officers for their support. such as inclusion in the ranks. whether one would agree with that, or not. it is unprecedented. to be attacking a general officer and flag officers in this way. you know, it is taking our political military solution that is the core principle of our constitutional democracy. eroding its foundation. >> you know, it is interesting. i've been a journalist in this town for a long time. during the bush years when a lot of democrats really opposed the war. if democrats had done this to the military, then. anyone senator i suppose could have. the accusations of the lack of patriotism. that we would have heard from conservatives. but maybe i missed it. but i have not heard anything. >> that is right, jake tapper. i served under six different presidents. three republicans, three democrats and we never seen a situation like this. it is having an impact. the demand, the trust of all people. tommy tuberville needs to stop this . for our nominees, moving forward. >> and clinical people for ourselves to put on a confirmation. it is totally unprecedented. to do this for military officers. the hundreds of people and their families impacted by this. have nothing to do with this policy. this is not going to be an impactful tactic. >> it is not just the immediate consequences. it is all the kernels, and even majors that are looking at how the general officers are being treated. and what the families are going through. i worry that many of those officers who volunteer are going to walk away. basically said i do not want to deal with this. if this is what it takes to be a general officer? i do not want to do this. >> it is interesting. the united states was just downgraded of their analysis that the u.s. government is so dysfunctional. in terms of being able to solve the long-term debt problems. we have this government shutdown that could impact the military paychecks. i wonder if this could be impacting the recruiting problems of the military. could this help gap it to? >> correct. the national security is not a football game. the american people need to stand up and complain about what is going on. we need to turn this around as quickly as possible. >> final thoughts? >> i hope that tommy tuberville and his peers hear from them. that is why we taunt this. congress is coming back for recess. a lot of americans have said, enough is enough. >> the point that you made. this is not about political appointees. this is about generals, admirals, colonels, lieutenant kernels. majors. people have devoted their lives to serving this country. they are the ones in their families who are getting impacted. >> in these animals do not fight is a completely wrong accusation. these are the same people for 20 years defended our national security. in the middle east and around the globe. they deserve our respect. more importantly. the current servicemembers who are serving all of our service people demanded of the best leadership. to guide them and lead them in combat. >> air force secretary frank kendall, army secretary christine wormuth , and navy secretary carlos del toro, thank you for being here. we should note that we reached out to alabama senator, tommy tuberville. he declined. we are standing by for the chairman of the proud boys and his role. they are pushing for 33 years. and also the defamation lawsuit. any evidence that the anti- defamation league have been hurting revenue on this site formerly known as twitter. but is this just an empty threat? and he did. he was constantly impacted. >> reporter: in new hampshire. a summertime campaign has given way to a fight for survival. in a race dominated by the sign of the strength of trump. they insist that the gop contest is still competitive. >> we do not believe this primary has impacted it. >> not even close. was it over when clinton was leading barack obama by 20 points in 2008? nobody could beat the clinton machine. not at all . >> reporter: they believe that trump will not be able to win the white house for republicans. he points to the general election in new hampshire. in 2016, he fell short by 3000 votes. but four years later, he lost to joe biden by nearly 60,000 votes. a big reason, he believes his independent voters turning away from former president donald trump. in new hampshire, this will be a big role. >> reporter: in a campaign the spot. for mike pence. we introduced himself as one of those independent voters. >> i was a republican for the first day that i could vote. many years later. i still went independent. >> reporter: later he told us that he's looking for a candidate that can turn the page from trump. >> i'm waiting for somebody to step up. so i can feel comfortable voting for someone. not against someone. >> reporter: chris cristi is taking his candidacy entirely on new hampshire. >> this is the state that can get it. >> reporter: is republican the challengers are also urging voters to keep their mind open. today mike pence had this ready. >> you can never tell by the odds according to indiana jones. >> reporter: there sizing up the field in hopes of finding a fresh face. >> i like the thought of the sentence. something that is younger. >> reporter: trump is not your first choice? >> everything was great when he was here. but now there is so much baggage with them. and they do not like trump. we do not need that. >> reporter: so trump lives large in this race. but jake, speaking to republican voters. they see this as far more than a one-man race at this point. nikki haley, she will be arriving here shortly. many voters also want to hear what she has to say. of course she had a strong showing at that debate last month. more than five months before the new hampshire voters weigh in here. conversations with many of them. they are still keeping the mind open. >> they are independent. just like we like them. thank you. and with our new political director, let us dig into the numbers. the trump lead is big and growing. >> it is. this snapshot of a national poll. and obviously we do this for mass delegates. by the way, this is showing that he is the dominant front-runner of this race. 52%. to 18% for the sentence. everybody else's in single digits. and i hear that nobody is going to look at those numbers and said that at this point in this time. >> there doesn't see seem to be some shuffling in the back. >> yes. we did see some movement after that first debate. if you look at the numbers from our poll from june. trump went up by five points. the sentence went down 8%. and nikki haley went up a couple. vivek ramaswamy is up by 5%. but what are we talking about? we are talking about people that are still in the single digits. donald trump is a majority. you can add up every other number. but you still do not get as many as what donald trump has. >> let us look at some of the other fun factors in the poll. because i want to get your reaction. let us bring in the rest of the panel. reactions. and before that, showing the impact of what the criminal cases that trump is facing. >> right. in addition, went to get a sense of how people responded to these criminal charges. we asked whether or not they are seriously concerned that the criminal charges might impact trump's ability to serve a full term. or govern effectively. take a look. the story here, jake. if you look at the overall, american population. the majority are seriously concerned that these legal troubles could impact him. to serve a full term. or be effective as president. 60%. that is on the left. if you look at the small, red bar that is a republican and the leaders. they just do not buy it. they do not get that his legal troubles are going to impact his ability to serve. and what about his ability to win in 2024? and republicans, 56%. so a majority say no. his legal troubles will not be impacting his ability. but 44%, four in 10 leaders believe that this will impact his ability to win. this is why you hear somebody like nikki haley make an argument. or others on the campaign trail. there were some market share for that. but again the majority position. they will not impact. >> let us bring in our political experts. let me get to will - your reaction. 10% of republicans believe that he is facing criminal charges. because of his own actions. and also 60% of republicans say that he faces charges because of political abuse of the justice system. how do you see those numbers? do you think republican voters are out of touch of reality? or is that reality? >> yes. they are completely out of touch with reality. these indictments are valid. these are not weapons of the department of justice. this is not an abuse of the system. many people are saying that this is criminalization of the department of justice. these are valid causes, without a doubt. but also on those questions that were asked. clearly, republicans believe that he is a target of a witch hunt. but if you look at the independent and the democrats. those are important numbers. trump faces many criminal charges because of his own actions. independence, they believe that it is because of his own actions. democrats, 83%. but an interesting look. he faces so many criminal charges because of the abuse of the system. 25% believe this is a weaponization of the doj. even if the independents are arguing that this is not valid. the actions on the part of trump. those are important things to keep track of. but we are seeing in these reports and others. his numbers are getting just stronger. and republican voters are more focused on the issues and not the indictments. focusing on our they see him as a president, the economy, crime, education, immigration. they are looking at these issues. the indictments are not swaying them. >> chris murphy, suggested that trump being the nominee will make it easier for democrats to keep the white house. i do not know if these numbers make that case? >> i do not, either. but what keeps me up at night. the candidate that could eat into the majority from joe biden. democrats have averaged 51% in everyone of the last four presidential elections. popular of the seven of the last eight. the majority of americans want a democrat in the white house. trouble get to 45, no sweat. nationally. already 53%. but he will get to 45. his climb is insurmountable. but he can win, 45. if joe biden's majority is eaten in. and also maybe some others running. third, fourth labels could eat into this. that is what should be keeping the biting team up at night. not just the threat of donald trump. but they could also each of the majority. >> this shows that former president donald trump is far and away the number one choice. but it is not a two man race. it is a one-man race. with any others trailing. is there any scenario that we see? that trump just not just coast to the nomination? >> many could be happening with the criminal case. and now former president donald trump is at 52%. more than other candidates, combined. that is by all intense purposes at this stage, insurmountable. we still four months to go. i'm interested to see what happens in georgia. if something were to happen. this could start before people start voting. these are televised. that will make a big difference. tomorrow it is supposed to be big day in georgia. entering the plea. reports are showing that some of these people are flipping. they're going to turn on donald trump. and present information. they were forced to do so. many people in fulton county, georgia are the co- conspirators. or not to name co-conspirators from atlanta. i know these people. they work so hard. he did so much with former president donald trump and the republican party. these are the type of people. have gone politically advanced. now they are looking at this is real. they're not going to go to the big house or the poorhouse for donald trump. as they speak up, it could impact former president donald trump. >> is entitled to a presumption of innocence. but i do not think so. because 119 days ago a federal court in new york found him liable. for sexual abuse. this is not presumption of innocence. this is a legal rendering. he was found liable for sexual abuse. the judge said in it is not legally . it is important to state that. >> civil court. >> but that is what this was. he said that he could shoot a man on fifth avenue. he was speaking figuratively. but he has finding two sexually abuse a woman on fifth avenue. and he did not even lose one point. he has gotten even stronger since then. but my faith in the republican voters to look at the justice system. holding trump accountable. when they find him liable for sexual abuse. >> one thing i wanted to ask. when it comes to fundraising, and political teams and polls. is there anyone you say that would be best positioned to give them a strong challenge? >> honestly, desantis is having trouble. we will have to wait to see if that will get turned around. he has the funding of the super back and his organization. let us see if he can make headway. but we are talking just about different universes of strength. so i can find a lot of interesting things about these candidates. if i work for them, could find the things they go on tv and talk about that is positive. but it does not show where we are in this race. also note. the supporters of former president donald trump is so sticky. 83% say there is no way they're changing her mind. 84% of the supporters of santos say that last so even when we are looking at that horse race. even if you support them. would you consider this candidate together? >> jake, it is completely predictable. special counsel is using the foundation. the select committee laid out about this fundraising. and building on it. they are going further than we were able to go. because some of the legal pools they have. the ability to push through and get immediate rulings but this is a real thing. the trump campaign. and the trump attorneys. the misled donors. trying to raise money on this false narrative. that the election was stolen. and they said that the money raised was going to go to election defense efforts. when, in reality, it did not. that is when the special counsel is interested in this possibility of fraud. >> the prosecutors are focusing on cindy powell. her role in this. you are the top investigator for the select committee on january 6. do you think that powell could face a check that all charges? she is already facing charges in georgia. >> yes. absolutely for the same reason that she has been charged in georgia. special counsel may very well be looking at charging additional defendants. in a separate case. he wants the trump case to go quickly. and likely will not add defendants. but he could be looking at some of the lawyers who were charged in georgia. and the interesting thing about cindy powell. she was very interested in potentially asking the present decide an executive order that would authorize the u.s. military to seize voting machines. that would require evidence. somehow a foreign pyre as a national security threat impacting our election. no evidence of that, whatsoever. and the top official responsible for cybersecurity of elections. so she was prepared to take this effort. not just to stay but also to the president's - . in the u.s. military. >> meadows pleaded not guilty to the two charges in georgia for violating the racketeering laws. solicitation a violation of an all. and this is where we are waiting to see if the meadows case is going to be moved to federal court. his argument that he was carrying out the wishes of the president. therefore, he was carrying a federal utes. do you think is a strong case to move it to federal court? >> reporter: jake, enrico dario has been sentenced to 22 years. that is still short of what prosecutors had asked. they had asked for 33 years. judge timothy kelly, a trump appo appointee, said 33 years seemed too long, akin to blowing up buildings, shooting troops. but he said this case is an obvious outlier. he said there is no doubt that enrique tarrio was the ultimate leader of the conspiracy, the seditious conspiracy that he and three other members of the proud boys, three other leaders of the proud boys, were ultimately convicted of. now, as we've been talking about, five members of the proud boys were part of this very historic trial. this is not a charge that is brought very often by the justice department. you have to go back decades to see another successful case where this has been brought. but this is what we have here. enrique tarrio, 22 years. we have 18-year sentences for another member, ethan 94 nordea and stewart rhodes, they got 18 years. the judge set aside some of the words from enrique tarrio who spoke to the court, saying he was sorry, he was sorry for what happened on january 6th, he called it a national embarrassment. he apologized to the police officers. he apologized to the citizens of the district of columbia and said to the judge, give me another chance. he's only 39 years old. "give me another chance, i have a fiancee, i want to get married, i want to start a family." in the end the judge said that dario really didn't show any remorse because of the events of january 6th. he has done multiple interviews in which he said that the proud boys did absolutely nothing wrong. so there you have 22 years, enrique tarrio has been sentenced to 22 years. >> tell us about the emotion in the room. i know last week when some of the proud boys were being sentenced to double-digit years in prison, some of them wept in front of the judge in the courtroom. twhafls it like today? >> reporter: well, tarrio kept composure for most of the proceeding. his mom and his fiancee and his sister spoke to the judge. he was in tears, sobbing, when his mom was essentially begging the judge to have mercy on her son. but i will say, jake, some of those people who expressed remorse, who tearfully spoke to the judge, in one case dominic pezzola, after the judge exited, he raised his fist and said, "trump won." this is something that tarrio made reference to today. he said that he believes, you know, after this is all over, he's going to be away from politics. he's going to leave politics behind. then he made reference to that pezzola moment. he said," after you leave, judge, you're not going to hear anything of that from me." clearly the judge did not buy his plea for mercy and his plea that he has remorse for everything that happened on january 6th. tarrio was essentially trying to get the judge to believe that he wasn't really the leader of the conspiracy, simply because he wasn't here. he had been arrested a couple of days before, he had been banned from being inside california that day. so how could he be in charge of the riot when he wasn't here? the judge clearly said, jake, that the jury did not buy that when your lawyers made that excuse. >> evan perez, stay with us. timothy heyfee, former federal prosecutor, investigator for the committee investigating january 6th. what's your reaction to this sentencing, former proud boys chairman enrique tarrio, 22 years in prison? >> yeah, two things, jake. one, not surprised at all that tarrio's gotten the most significant sentence because the proud boys really were the tip of the spear for the riot. as we showed in our first summer hearing last summer, the proud boys picked a very vulnerable point in the perimeter of the capitol security at the "p" circle, pushed through barricades there, concussing caroline edwards, who is a very compelling witness for us. then very specifically intended to use violence to breach the windows and doors of the capitol. so they were the instigators and the first to push through a barrier and the first -- pezzola himself the first to go inside. diagnose to hear evan's reporting about what torrio is saying about remorse because it's very different than what he said right on january 6th. he texted other members of the proud boys," we did this," referencing the riot. he posted this chilling video of himself in a cape with this ominous music saying, justice is coming. so he certainly wasn't remorseful on january 6th. he was gloating about the success. judge kelly understandably saw that, that difference, and punished him severely and appropriately. >> and the hearing, the january 6th hearings, never really quite found any concrete evidence that there were any ties or direct orders to the proud boys or the oath keepers, right? it was more just by implication? >> we found that there were people connected to the proud boys who were also connected to the white house, but exactly right, we could not establish that there was any coordination between any white house official and the proud boys. >> evan perez, i imagine that it's just too late for the proud boys to enter into any sort of plea deal or whatever, right?
