says she is currently experiencing only mild symptoms. president biden has tested negative for the virus. >> both are in delaware for the labor day weekend and an official tells cnn there are no changes to the president's schedule at this time. mr. biden is scheduled to depart for the g-20 summit in india later on this week. and as covid cases increase across the u.s., medical experts say it is time to mask up again in public. >> i really hope that she is on paxlovid because paxlovid has worked so well. it does reduce up to 90% risk of hospitalization and even higher with death. now, with first lady biden, the good news is from what we know publicly, she is in pretty good health for 72. and so that also goes in her favor. but i really hope that she is on paxlovid right now and masks in public. you know, we didn't see any masks anywhere especially in -- well, anywhere let alone our politicians and other people in other areas. but people over 65 probably should be wearing a mask when they are in public. >> lab tests indicate that the new coronavirus variant may be less contagious than previously thought. and vaccinated americans should have some protection against it. >> scientists say the new ba.2.68 variant is highly detec countries so far. and two groups of scientists have reported their results of their analysis. u.s. senate will reconvene in the coming hours and the house returns next week. they will have to resolve major differences over funding the it won't be easy. october 1, but if they are t able to get on the same page, the country faces a government shutdown. and house republican mike simpson tells cnn i tell people to buckle up, it will be crazy for september, october, november and december. next four months are going to be wild. both the white for decades now. >> and he slammed donald trump's policies and actions while in office while trying to shore up his own accomplishments. he appealed to the blue collar workers adding, quote, bidenomics is a blue collar blueprint for america. >> in my first three years, all this stuff, guess what, i cut the deficit $1.7 trillion. cut the debt $1.7 trillion. and one more thing. i was able to invest in you and still bring down the deficit once i started making people pay their fair share. >> meanwhile some republicans challenging mr. biden for president worked overtime this labor day weekend. >> they spent the holiday campaigning in new hampshire where the first presidential primary will be held in 2024. jeff zeleny has that for you. >> reporter: the republican presidential primary entering a new post labor day phase. several candidates campaigning throughout the labor day weekend in new hampshire, of course a critical stop on the road to the white house. iowa will vote first next january followed by new hampshire. so several candidates were fanning out making their case to voters. republicans of course independent voters as well. also important here in new hampshire. but it was former vice president mike pence who made the case that he said the race is not at the end, it is at the beginning. >> i don't know about the rest of you, but i think labor day is when campaigns begin. and i'm here because i really do believe that different times call for different leadership. and i promise you i'll continue to work my heart out. the banner of common sense conservative values, strong national defense, american leadership in the world, fiscal responsibility, free market economics, traditional values in life. there are some people that say those aren't the values of the republican party any more. i beg to differ. i believe they still are. >> there is no question that former president trump holds a strong national lead and a slightly smaller lead state by state. but there is also a sense that many republican voters and certainly independent voters have open minds. many want to turn the page from the trump style of leadership, others do not believe that he can win a general election. so going into the fall stages of the campaign, one thing is clear, this field of republican candidates is beginning to try at least to distinguish themselves, to differentiate themselves. donald trump has not been on the campaign trail here in new hampshire in a while. he will be returning to the campaign trail in other parts of the country this week even as he contends with his legal cases around him. but as we enter a post labor day phase of the campaign, the question really is, is the race near the end or is it as mr. pence said just beginning. jeff zeleny, cnn, rye, new hampshire. a u.s. government official says noesk'rth korea's leader c head to russia to cut a weapons deal aimed at bolstering the war effort in ukraine. >> "new york times" says the meeting between kim jung-un and vladimir putin may happen this month. back in july the russian defense minister visited north korea and paraded through its hall of weapons as the cameras rolled as you see. let's go to kristie lu stout in hong kong. these are two countries that probably need each other right now. >> reporter: yeah, for different reasons. this is what we know about this potential meeting. kim jung-un may meet with vladimir putin in russia, that is according to the u.s. national security council, and they are expected to discuss potential arms deals for russia to get more north korea weapons to use against ukraine. the typing of this meeting is unclear, but it was the "new york times" that first reported about this potential meeting saying that kim could travel from pyongyang to meet with putin at a forum set to run this weekend starting from september 10 around the same time as the g-20 in india. this is where the scene played out in 2019 where kim and putin met for the first time. and kem maim made that journey s famous train, the heavily armored green train. as for the new potential meeting, the "times" reports thatin exchange for weapons, russia wants technology for satellites and nuclear powered submarines. and this is following a recent visit by the russian defense minister who visited north korea in july along with a chinese delegation. and this is also after u.s. officials said that the two countries are actively advancing their talks over another potential arms deal. last year the u.s. and north korea delivered rockets and missiles to russia for use by wagner forces which is something north korea denied. russia and north korea without a doubt their alliance is getting closer, they have been edging closer together. we've learned the russian defense minister says joint military exercises with north korea are currently being discussed. and kim and putin have exchanged letters to each other pledging to boost the alliance and increase their cooperation. back to you max and bianca. >> fascinating. thank you for joining us. and this more exposes well the deficiencies that russia we know has when it comes to artillery and other elements of its defense structure. but north korea has a lot of soviet weaponry themselves. but i think russia spends 4% a year on its defense budget, north korea it is about 20%, reporter: the nuclear controversy potentially crippling business for this sushi chef. some customers are disgusted by this news. they no longer want to eat japanese food, he says. his once busy restaurant now largely empty. after the pandemic, our business this year has not recovered yet, and now with this news from japan, our business is worse, he says. some scientists argue that these fears are unfounded. the international atomic energy agency says japan's plan to release waste water is in line with iaea standards. >> our cooperation and presence will help build confidence in japan and beyond that the water disposal is carried out without an adverse impact on human health and the environment. >> reporter: and yet the heavily censored chinese internet still bubbles with anger at japan, including prank calls harassing japanese businesses. this group of young people are purportedly calling random numbers in japan. why do you release nuclear waste water into the ocean, this young man shouts? elsewhere a chinese restaurant owner makes a show of tearing down japanese decorations at his japanese restaurant. the chinese government is tolerating these displays of anger at japan tacik tacitly encouraging nationalist fervor even if it results in empty restaurants at a time when china is suffering from economic uncertainty. ivan watson, cnn, hong kong. green hydrogen, blue economies and determination to make african voices heard, all on the agenda at the africa climate summit in nairobi. african heads of state are making statements before a host of panels and presentations begin. >> africa generates only a tiny fraction of the world's greenhouse gases but suffer as major share of climate change impacts and summit participants say they want africa to have a central role in global climate decision making. larry madowo is at the summit for us in nairobi. one of the objectives is to make sure that africa is seen as a destination for green investment and not just a victim of floods and drought and famine and climate-related issues and also not a risky place to invest their money. >> reporter: that's correct. and you mentioned the tiny percent. africa generates only 3% of greenhouse gas emissions, but the impact of the climate crisis here especially in marginalized and underprivileged communities is devastating. what leaders are hoping to is sell the continent as a place for climate investment, renew only energy potential here is endless, the carbon that exists here, the congo basin for instance which is a huge forest, these are opportunities that they hope can dangle in front of the world and say we're not is being for a handsout, we're asking for what we're entitled to. i want to hear from some of the voices we're seeing here from all across the continent. with me is a climate justice activist from cameroon. what do you hope to take out of this convening? >> thank you so much, larry. here we're talking about green growth and it will happen on the ground. and what i'm hoping here is that the african leader as we meet will be able to make sure that the steps we take put africa first and that it has the aspirations of every africa. >> reporter: and we have john kerry here. what is africa asking for from the global north? >> america, european union, they are friends of africa, but we have to revisit our friendship. we feel that africa contributes very little to climate change but we are feeling the impacts most. and we think that this is the moment for the global north to take the risk for stability, to provide more finances, but most importantly to ensure that the finances they are providing get right to organizations and communities which are most impacted. because as i said earlier, climate change will be fought on the ground. >> reporter: and you feel that the communities have a voice in the conversation? >> they don't have a voice. and so we are demanding for more climate finances but we're saying that there might be an organized way to finance the climate actions. we must get actions on the ground and get local organizations leading this initiative. >> reporter: and tyou are one o them. >> yes, i'm one of them and i'm so happy because impact on the ground, sometimes we have to represent the voices of the communities because they don't have thehe opportunity to speak for themselves. and so where i stand the impacts in terms of water, in terms of food, sovereignty on the communities. energy. >> reporter: thank you so much from cameroon, representing minority voices and african leaders potential arms deal. the "new york times" says it could happen this month. in the day ahead, the texas senate is expected to begin the impeachment trial of the state's attorney general. ken paxton faces 20 articles of impeachment over allegations that he abused his power to help a donor. ed lavendera reports. >> reporter: just days before the start of his impeachment trial, ken paxton showed up at a rally to kick off his wife's state senate re-election campaign. >> please welcome to the stage my husband, the love of my life, my best friend, texas attorney general ken paxton. >> reporter: the suspended republican attorney general was impeached on 20 articles, including charges of retaliating against whistleblower, abuse of power and bribery, as well as misconduct involving an alleged affair. paxton used this moment to pound the theme that he is the kick tim of a political witch hunt. >> if you kind of kept up, you could read that i'm responsible for the jfk assassination and for 9/11 and everything in between. >> reporter: paxton's impeachment trial begins tuesday in the texas state senate and it features some of the highest profile and unique legal characters in the state. paxton is represented by dan and tony, and they describe the impeachment as a drive-by shooting. >> this was a sham. it was a sham from the get-go. >> to say will case is not about politics has the credibility, believability and the sincerity of the fellow that is trying to convince his wife that he goes to the strip joint for the food. it is not about the naked women, sweetheart, it is about the food. nonsense. it is definitionally political. >> reporter: prosecuting the case against paxton are the rusty hardened who have worked the biggest cases in the state. a few months ago when paxton's lawyers ripped the impeachment process, cnn asked rusty harden to comment and he referred us to this classic scene from the 1992 joe pesci courtroom comedy "my cousin vinnie." >> he says [ bleep ]. >> reporter: but the political stakes are sky high. in may paxton was overwhelmingly impeached by texas house republicans, 121-23. and paxton is vowing political retribution against those republicans who voted against him. >> let's clean house. >> reporter: there are 31 state senators, one of them is angela paxton, the attorney general's wife, but she will not be allowed to vote on her husband's impeachment. there are 12 democrats in the senate and prosecutors need 21 votes to remove paxton from office. the question is, whether nine republicans will vote against paxton. veteran republican political strategist brendan steinhauser says it is not clear how this trial will play out. >> there is a lot of political pressure coming from all sides. this is unprecedented, so they are trying to do their constitutional duty, they are try doing the legally, morally, ethically right thing. they don't know what that is yet until they see the evidence. >> reporter: paxton has enjoyed support from donald trump and among republican voters. >> he is a great man. >> reporter: steinhauser says paxton is benefiting from dump's attack that the justice system is weaponized against politicians like them. >> that alignment is important for paxton because it gives him political support among the grass roots voters and activists in the republican party of texas and it makes it more difficult for state senators and state representatives to impeach and convict him. >> reporter: when the impeachment proceedings begin on tuesday, there is a chance that the majority of the articles of impeachment could be dismissed by a simple majority vote in the texas senate, but it is not clear if that will happen. if the impeachment trial moves forward, it is expected to last several week. paxton's lawyers say the suspended attorney general will not testify but impeachment managers insist that they will call him to testify at some point. ed lavendera, cnn, austin, texas. in the hours ahead sentencing hearing will resume for another leader of the far right proud boys. enrique tarrio, the group's former carehaer chairman was cof seditious conspiracy in the january 6 attack. prosecutors want him sentenced to 33 years behind bars. >> and that would be the most severe penalty yet in the prosecution of the capitol rioters. tarrio and also proud boys have also been convicted of aiding and abetting and obstruction of government property and obstruction of a political proceeding. police in pennsylvania are broadcasting a message in portuguese from an escape inmate's mother. danelo cavalcante was sentenced to life without parole for the stabbing death of his ex-girlfriend. >> and the fugitive is extremely dangerous. they have had several confirmed sightings of him with that a few miles of the prison in chester county, pennsylvania. u.s. marshals and other law enforcement continue to comb nearby neighborhoods. investigators say that they are convinced that they are closing in on him. and you have to see this next video to believe it. dozens of young people enjoying their labor day sunshine on a pier in madison, wisconsin suddenly found themselves in the water. >> the pier belongs to the university of wisconsin. the fire department says 60 to 80 people were on the pier when it collapsed. six people injured, the pier was supposed to be removed for the season on tuesday. things were more serious outside a denny's restaurant where a car crashed into the restaurant. >> the 34-year-old driver of the j jeep was not injured. the cause is still under >> yes, if you ask ukraine's military officials though, they will say that they are in a new phase. they have been able to pierce through the first line of russian defensive positions, these are believed to be among the if not the most heavily fortified russian positions. you are talking about deeply entrenched land mines that they had to inch by inch through engineering work and other work try to de-i me mmine to get tow black seacoast. very far from that still, but what we had seen during the course of the counteroffensive so far is really shaping operations, softening of targets. this seems to sort of be the ten of -- tip of the speer as ukrainian forces try to achieve the larger goal of cutting off supply lines to russia by reaching that black seacoast. again we're very far from that and i emphasize this is the first line of russian defensive positions in one area along those huge frontlines. but president zelenskyy was on hand to boost the more ral there. take a listen. >> translator: it is extremely important to support our soldiers to talk to the commanders. it is very usual to hear from knows who go into battle directly. what exactly is lacking, what is already sufficient and what needs to be changed?
