viewers in the united states and around the world. i'm danny freeman. we have breaking news. more of donald trump's co-defendants this georgia's election subversion case surrendering overnight. we're told former gop chair david schaffer and kathy latham who allegedly served as fake elector are both being processed right now -- actually released i'm learning moments ago. today rudy giuliani will be in fulton county georgia to negotiate a bond agreement with the district attorney's office. giuliani faces 13 charges in the fulton county criminal case over efforts to overturn the 2020 presidential election including a racketeering charge. tuesday john eastman and scott hall turned themselves in, both were booked and released. and tomorrow the big day, former president trump is expected to surrender. paula reid has more. >> reporter: rudy giuliani is expected to meet with the fulton county district attorney on wednesday. giuliani is expected to travel to georgia along with his longtime friend former new york police commissioner bernie kerik. kerik is an unindicted co-conspirator in the fulton county case. kerik has been helping giuliani in his search for an attorney, which is challenging given that giuliani has seven figures worth of unpaid legal bills. but it appears that they have someone with a georgia law license who will at least help them through the bond phase of this process. unclear though if he has retained someone who has agreed to represent him in this case. it is an open question about whether giuliani can even afford a lawyer to represent him in this case. now, i'm also told by one source that giuliani would like to get through the bond negotiations and his surrender before former president trump shows up on thursday. as cnn reported, rudy has gone to former president trump pleading with him to give him help with his legal bills. as of now giuliani has only received a small portion of what he owes and that was from a trump affiliated political action committee, not from trump himself. paula reid, cnn, fulton county, georgia. >> for more, let's bring in a former prosecutor. so we've learned that two of the co-defendents just released. can you explain why they went through the process overnight? >> timing is everything. and again, they have time to turn themselves in because this is not the deadline yet. also they may be trying to escape all the media and all the action around this case which is very big. and mr. schafer who was the republican chairman in georgia, gop chairman, has already indicated that he wants removal as a contingent if you will presidential elector. but he has signaled that this is trump, i was listening to trump's attorneys, i have -- i was following trump's lawyers. so he may be trying to distance himself not wanting to be caught up with giuliani and trump, the bigger fish, come in. >> we've been discussing rudy giuliani a lot. first struggling to pay the legal bills and then trouble finding a georgia attorney. now we understand that he does have a lawyer to help him through the bond process. we're expecting him to be in georgia today. what should we expect to see when it comes to the former mayor of new york? >> it should be similar to the other folks. meaning there is an agreement in terms of what that bail would be, likely putting up 10% as other folks likely did as well. and i'd expect that giuliani is somewhat scrambling. as we know, he is looking for money. he is having difficulties in finding an attorney, he has mr. kerik who is helping him out. i think that giuliani is getting desperate and if you were donald trump, i'd be concerned turning my back on someone who those a lot about me and what did or didn't happen in those rooms. we won't hear everything, but today i expect that it will go somewhat in the order of everybody else. >> i know we've talked about this a lot, but can you just put into context how unthinkable it would have been say 20, 30 years ago to picture rudy giuliani at a jail dealing with bonds, getting a mug shot all for at least some rico charges? >> i'd like to say you feel bad for a man who has fallen so far and so hard, but at the same time, if this is proven beyond a reasonable doubt, there is nobody to blame, america's mayor as he used to be called can only look in the mirror and say i did this, i conspired with the president and other people to overturn the election. it is sad if true. at best for him i guess you could say, he is caught up in this, but it is really a bad look and horrible thing for him and the nation. >> and i want to talk about some of the other co-defendants. mark meadows and jaeffrey clark have asked a federal judge to block the arrests. do you think that they can avoid the friday deadline to surrender? >> only way that happens is if a judge would have a stay between now and friday. but it has been already clear that the judge is already going to have a hearing and one where there will be substantive issues and testimony on monday to address the case should be removed. it is a removal proceeding from the state court to the federal court. so i don't expect either one will be successful in stopping this clock from happening between now and monday if at all. >> and we have 19 co-at the times defendants here. we're seeing a lot of different legal strategies. john eastman saying that he was just performing his ethical duties as a lawyer. david schafer saying he was acting at the direction of trump. i'm curious, are any of these defenses standing out to you so far? >> well, i think that you could look at eastman or any attorney, they are weighing two issues. one is potential incarceration and conviction, and the other is they will get disbarred if convicted. so when you look at edthat he down saying that this actually happened, this the election was a fraud. not from his perspective, but in other words it was trump's election that was stolen. so that defense doesn't shock me. whether it holds water is a different thing. i think the bigger issue is that specifically for donald trump all these lesser players if you will are having their own strategies and some of that may ultimately be he's not helping me, i don't want that to happen, i'm going to flip. and i'd not be shocked if somewhere down the line especially when you hear someone like schafer say, it was trump's team that told me do this, that someone will turn on the president. >> jeremy, appreciate it. thank you. and amid all the legal concerns, first republican primary presidential debate is finally here and it kicks off tonight. the state will have eight vying to become the top alternative to the clear frontrunner, that is former president trump. though who will not be there. stakes are high as they seek to win over voters across the country. and jeff zeleny has more. >> i think the next 15 months will be like a lifetime movie. so much could happen on both sides. >> reporter: that is how carolyn sees the presidential race, hopeful for the possibility of change, but bracing for a year of drama. >> i could go for a fresh start on both sides of the aisle. both for the republicans and democrats. is that going to that? i don't know. >> reporter: she has a ring side seat here in the suburbs of milwaukee where republicans will not only gather for their first primary debate but also convene in the same arena nuks snext summer for the gop convention. wisconsin has been a battleground and bellwether that went for joe biden in 2020 and donald trump in 2016. eight candidates will be on stage for the debate, but not trump. former wisconsin governor scott walker, a one time trump rival, believes that that is a mistake. >> when i sit next to him at that first debate eight years ago in cleveland, this is a guy who was commanding, he took over the debate and i think it is a missed opportunity for him not to come here to milwaukee and try to take charge again. >> reporter: as walker sees it, trump is not only competing in the primary, he also could start trying to win over some of the voters who once supported him. >> if they see him fighting not for the sake of fighting but fighting for them, fighting for their families, fighting for their schools, fighting for their economic survive ability, then i think that he starts to pull some of the voters back. >> reporter: carolyn would be in that camp. when we first met, she was torn. >> i get it why people don't like trump. >> reporter: she ultimately voted for trump. now she's intent on sizing up the field. is there anyone who stands out to you or a few people? >> i'm still learning about all of them. i've been really interested in desantis. haley. i'm interested in her. >> reporter: she wants to hear the 2candidates talk about education, economy and crime. she fears biden is too old and for now with holding judgment on trump. >> he's not my first choice. but let's see what my choices are. >> reporter: democrats are also laser focused on wisconsin. with the biden campaign on the air with a new tv ad. what this debate is about is one of us versus joe biden. chairman of the wisconsin republican party says the attention make clear his state will help settle a larger debate, whether a rematch between biden and trump or not. >> i don't think anything is inevitable. history is full of folks who were ahead early and didn't end up the nominee in both parties. >> reporter: it is an open question if history will be the best guide for the 2024 campaign. but one thing is clear, talking to voters here in wisconsin, many do have open minds. some eager to turn the page beyond trump. some of course loyal supporters. but one year from now, next summer, the republican party will nominate their candidate right here in milwaukee in this building right behind me here. will it be trump or someone on the debate stage? that of course is up to the voters. jeff zeleny, cnn, milwaukee. happening now overseas, day two of the brics is under way. members brazil, russia, india, china and south africa, represent more than 40% of the world's population. and they are considering bids from nearly two dozen other countries to join their bloc. vladimir putin could not attend as he is wanted for war crimes. david mckenzie is live for us in johannesburg with more. how is the summit going and what more can we expect today? >> reporter: you can see massive flames. we have been seeing enormous wildfires since this morning. we saw homes being destroyed a little earlier, we've been listening to police evacuating, moving from street to street. and this fire will not let up. you can hear the helicopters ahead. they are dropping as much water as possible to try to mitigate the spread. winds are not happening. we have seen enormous winds. when we set up our live shot there was barely any smoke and you can see it is now burning. people are losing their homes and just choosing to be stay and they are using hoses to try to save their homes. it has been a herculean task to try to put these fires on you and get them under control. locals are tells us more should be done. the fire department is telling us that they are doing what they can with the resources that they have. in other parts of degrees otheoig, we saw a massive forest fire and 18 bodies charred, found dead in the forest. from having this experience, it is shocking to see homes alight. as you see, in this garden, they have left the hose open to try to protect their rproperty. greece has seen rainfall in june, record temperatures in july and now wildfires. the question is what will be done to save this very important forest that is absolutely vital for the city of athens. you can bury breathe. i'm covered in ash and dust. it has been unbelievably terrifying to watch this play out, danny. >> and those images are terrifying. i hope that you and your crew stay safe. i hope that fire officials can get these fires under control as soon as possible. just into cnn, the former leader of moscow's military campaign in ukraine known as general armageddon has been dismissed from his position as head of russia's aerospace forces. clare sebastian is joining us live from london. pentagon spokesperson said that the u.s. is prepared to support ukrainian fighter jet pilot training, but i want you to tell us what more information can you give us about this latest breaking news about general armageddon. >> reporter: yeah, for three months from october to january last year -- or january this year commanded what russia called the special military operation in ukraine. he has been head of the aerospace forces since 2018. but the real reason why this is so significant is because he hasn't been seen in public since the aborted wagner mutiny in june. he made a video address while that was still unfolding telling prigozhin and his men to stop their march. but since then a lot of things have come to light. there was reporting from the "new york times" citing u.s. officials that he might have known in advance about prigozhin's plans. there were rumors circulating that he splay been arrested and jailed. and then cnn reported back in july that he had relatively close links to wagner, that he was one of at least 30 russian generals who had a sort of vip membership of the group. so a lot of questions swirling about him and now we hear this morning from the state news agency citing a source, informed source, that he has been relieved of his post as head of the aerospace forces and replaced by current head of the general staff. we don't know what he will be doing next. a business outlet says that he will be taking up another post and is on a short holliday. he is still listed as head of the aerospace forces on their website, but it does look like for now he has been replaced. so highly significant. >> and also fast paced. thank you, clare. coming up in ament no, who is the one to beat at the 2024 republican primary debate tonight in milwaukee? >> reporter: he comes prepared with facts and figures but in this case he appeared to freeze before firing off a one liner against charlie crist. >> will you serve a full four year term if elected governor? it is not a tough question. takes fai it is a fair question. >> i know he is interested in 2024 and joe biden, but i want to make things clear, only worn out old donkey i'm looking to put out to pasture is charlie crist. >> reporter: in past debates desantis has blamed the other guy even when defending his own policy. >> you are the one waging the culture war. >> reporter: and when things aren't going his way, there is apparently another tell tale sign. >> when he is irritated, his voice goes up and up and that is when you know you've landed a punch. >> reporter: still desantis has been known to pivot. watch this when he was asked if donald trump is a good role model for children. >> i don't read the art of the deal to my son. he is a great kid, but that is not necessarily his cup of tea. here is what i know. i was passionate about moving our american embassy to jerusalem. >> reporter: and he likes to tout his record. >> he called for harsh lockdowns in july of 2020. i lifted you up. i protected your rights. >> reporter: and at his first presidential debate given desantis has the heist poll nu highest poll numbers, he will be standing in the center. his new campaign manager said in a fthat we're fully appeared fo governor desantis to be on the center of attacks and receiving end of false desperate charges from other candidates. so ron desantis better prepare for a fight. >> i'm not going to bow down to the altar of political correctness. >> reporter: randi kaye, cnn, palm beach county. for more, let's bring in our axios reporter. steph, i want to start with governor desantis. he is a distant second. what do you think that he needs to do to boost support tonight? >> this is going to be a huge night for desantis. obviously he has been in that second place position for a long time now but we've been seeing him drop steadily in the polls the past few week and months. he has had pretty worrying financial trends and his campaign has touted this reset trying to regain momentum after a lot of anticipation, a lot of expectation around him. getting into the race. and we haven't really seen that play out to him getting any closer to the frontrunner donald trump. so he will have to really make a convincing showing at the debate tonight to really show the american public, republicans, that he is the person who should be in that second place spot and he is the person they should be looking to instead of donald trump. but of course there is the risk that he ends up being viewed as just the rest of the pack falling behind there donald trump's steady lead. >> do you think that because distance will literally be in the center of the stage, basically the frontrunner spot, because trump won't be there, do you think that he is going to face the brunt of the attacks from some of the other gop candidates? >> that certainly is what we're expecting. certainly most of the candidates will see him as the target tonight. of course some might take an easier approach. tim scott has indicated that maybe he won't go quite as hard against ron desantis in particular, he wants to show himself as just his own candidate trying to show why he would be the best person to take on president biden in a general election. and there will also be some of the lower tier candidates who this is really their opportunity to let people know who they are. people like doug burgum and asa hutchinson. we might see them maybe take less of an aggressive approach and more of a an approach of showing people watching that this is who we are, this is what we would do and kind of distinguishing themselves, taking this as an opportunity to try to get some momentum that maybe they haven't gotten so far. >> but again, trump is still the front-runner. so i'm curious, do you think that anyone on that stage, been asking this all still the front-runner. so i'm curious, do you think that anyone on that stage, been asking this all week, will try to go after trump besides chris christie or even criticize him at all? >> i think that that is a huge question especially as we're expecting that they get asked what they would do with these various indictments that the former president is facing right now. i'm curious to see whether anyone else will decide to take a stab at trump. nikki haley is very careful in choosing her words. she is one person that i'll be watching closely. of course chris christie we're expecting to go pretty hard against the former president. and desantis already seemingly preparing to go on defense for trump. so i think that we're going to see all of these different strategies become quite clear. vivek ramaswamy has been very defensive of the president, promising to pardon him if he were to be in the white house, and so it will become clear what the strategies are and we'll see which ones are the most effective moving forward. >> steph, thank you so much for your time. and don't forget right after the big event in milwaukee, anderson cooper and dana bash will host post debate analysis that is tonight at 11:00. returning overseas, excitement is building in india as the country is just hours away from an attempt at a lunar landing. if successful, it would be the fourth could you be in tcountry the world to ever do so. vedika sud is joining us. how confident is its space agency that this time it will hit the mark? well, it is definitely here today and tomorrow, but there is relief in store. look at the scope and magnitude of this heat alert across the central u.s. this stretches from louisiana all the way to minnesota, west virginia, westward toward the dakotas. this is covering over 110 million americans. and over 20 states impacted by this impressive heatwave. and by the way, places like chicago and indianapolis, you may reach 100 degrees for the first time in over a decade, that kind of puts it into perspective how serious and the scope of this heatwave actually is. so going forward, we have the potential for 400 record highs and record maximum minimum temperatures overnight. record low temperatures overnight i should say. record low maximums. a tough one. 110 degrees, that is what it feels like as you step outside today across parts of the midwest, davenport into chicago and springfield. so this is the feels like temperature that includes the air temperature and humidity and this is why people rescued from a cable car that snapped in pakistan dangling hundreds of feet over a remote valley for 14 hours. officials say six of the eight were children on their way to school. sofia, walk us through this ordeal. >> reporter: it has been a spectacular day yesterday and the whole nation let out a sigh of relief when the six children and two adults were finally recovered after suspended in that cable car which one of the cables had snapped and led to such a difficult rescue. we had helicopters, commandos trying to get them down. one retrieved through a he limit heli, but then night fall and experienced zip lirns wners wen there to get the remaining. health officials were there to make sure they were all right. parents were incredibly relieved. this is a remote part of the country and not uncommon for these kind of homemade kind of cables made out of leftover scrap metal and automobile parts that are used to make these cable cars. so these things are not uncommon, but this level of danger, the fact that they were so many hundreds of feet above the ground and it was such a dangerous operation and the fact that it ended on a very happy note has relieved the country,
