One person in the coastal town died when their vehicle was swept away. Weather forecasters are warning those in the path of the storm should be prepared for catastrophic and life threatening floods. We are covering the storm from all angles from the Weather Centers to the cities in its path, the warning that blankets much of Southern California today. Stay off the roads if you can. Let me show you this. A small mud slide temporarily shut down a lane of the 14 Freeway North of los angeles. Crews were able to clear it quickly. In palm springs, california the weather is starting to come down on top of our reporter. Officials there took the precaution of closing some roads hours ago. How are things going where you are . Reporter now were really starting to feel the brunt of this starting to make its way here, jim. Ive only been outside for five minutes. I am pretty soaked. Not even five minutes i dont think ive been standing outside here. This is what is coming. What they are concerned about is down this street is a major way into palm springs. They have closed it off because theyre concerned about flooding. Something they say they know this road does. Now that we are outside it is way more windy than earlier. I can also tell you that there is a lot more rain and what i can also see the rain is running down the street and they say the water down there can take out cars. That is why they dont want people out here and driving on this road even though that is a very quick way to get to Interstate 10 and in and out of palm springs. What we are facing here is basically a years amount of Rain Falling In about a couple days, so on average in this area you get about 5. 5 inches of rain and it is not out of the question it could be more than that that falls as this storm makes its way through here. Throughout the region we are seeing more alerts. We all just got Emergency Alerts on our phones because of Flooding Potential in Los Angeles County where most of us live that work on this team here. We are seeing that flooding is starting to permeate into lots of areas and that is leading to the mud slide. It is leading to more debris flow. Also one of the other things they are very concerned about are unhoused populations and water rushing through areas where they can normally stay because it is dry but now is a very dangerous area to be. Were seeing a lot of this starting to pick up and really feeling impacts in Southern California and here in palm springs we are expecting to feel the brunt of it. It is just amazing to have this much water falling on us in august. It is something that just does not happen here, jim. All of the more reason for there to be all these warnings for folks to please, please be careful. These conditions can worsen quickly. Well let you get by and thanks so much. Really appreciate it. Well go to the Weather Center for a new advisory issued just moments ago. We saw the conditions there with Stephanie Elam a few moments ago. This is what weve been warning people about the last 48 hours that these bands are going to arrive and the rain is going to come down in big, heavy doses. What are you learning . Thats right. Were seeing Rainfall Rates that happen an inch to inch and a half an hour. Some of these areas only get 2 inches of rain per year. So we know the terrain in Southern California, the topography. We just cant absorb the water. Youre going to see it rushing through the streets, rushing through these valleys as well. We have mountainous terrain, a huge concern over the next 12 hours especially. Winds are down to 60 miles per hour. Gusts of 70. It is quickly moving at 23 miles per hour. We already had almost 4 inches of rain in san diego county, San Bernadino county picking up 3 inches. L. A. County about 2. The rain is still coming down very heavily across the areas. We have Flash Flood Warnings for los angeles. We have Flash Flood Warnings east of san diego. And so while the heaviest downpours are occurring that is where well be at the greatest risk over the next few hours. The Tropical Storm will continue to head north, cross into nevada, head into portions of idaho. This is going to create lots of rainfall not only for Southern California but pretty far reaching talking about widespread amounts at 2 to 4 inches but some of the National Weather Service Offices in Southern California have forecasted as much as 10 inches of rain for some isolated locations. And so that is going to mean catastrophic damage for some of these areas. The atlantic has lit up this weekend. We have franklin that is going to impact the Dominican Republic and haiti. We have Tropical Storm watches in effect and now this one is going to be a little slower moving, making landfall most likely on tuesday. I wanted to quickly mention that as well. The other thing to caution people about in Southern California is they might say, yes. This is a Tropical Storm. When i watched the storms come in on the gulf coast Tropical Storms not always a big deal but in these Mountain Areas and areas prone to Flash Flooding a lot of rain as we saw with Stephanie Elam can cause big problems in a hurry, right . Youre right. East of the rockies 2 inches of rain can fall in an Afternoon Thunderstorm and it is no big deal. In the southwest it is a completely different story when you are talking about these desert locations that just cannot absorb the water. You will see creeks and river beds quickly rising and it can be life threatening in the blink of an eye. Thank you very much. To that point the storms impact is already being felt in mexico. Dramatic video shows flood waters just ripping through the town of Santa Rosalia along the Baja Peninsula. One person died after being swept away in his car. Tracking the storm from mexico city, this is just unbelievable video were watching right now of the it just underlines the point the flash floods can move faster than people expect. Reporter thats right, jim. Some really compelling, horrific images out of the Baja Peninsula now. This is baja california, Northwest Mexico where the storm has just been moving up the coast. Earlier this afternoon it did make landfall and it was pummelling this Coastal Community with 65mileperhour winds, storm surge coming off the ocean there. Really treating these towns very, very badly. Of course there is a lot more mexico to go through as the storm moves quickly up the peninsula toward california where it is expected to cross into the u. S. Around 3 00 or 4 00 local time. On its way you have encanita, the wine region, and then of Kaurs Tijuana the important border city, a hub for migrants making their way toward the u. S. A lot of concern in tijuana, a hilly city, a lot of mud slides, infrastructure is poor. Residents are built into the hills. Authorities are on high alert and they have told folks stay home. Do not get in your cars. We had one death earlier in the small coastal town of Santa Rose Elita where you saw the awful images. 4 inches of rain in just a few hours, about four times the daily average this small town gets in august. This was a man who was stuck in his car. It was swept away. Authorities said they were able to rescue several other people. They are saying stay home. If you cant stay home, there are shelters, dozens open throughout the states and at least a hundred people taking shelter now according to the governor of baja california. Not quite as rare as california here but when storms form in the pacific they move typically toward the east. They hit the cold waters of the Baja Peninsula and turn east. This storm of course ignoring history, marching quickly toward california and Brutalizing Mexico on the way up there. David shortell , really scary video there. People need to be careful with this storm as it moves up the coast. Across Southern California stu leaders and work crews are scrambling to be ready for a long night. Rain is starting to come down there in heavy doses. What do you expect in pasadena over the next several hours . Weve had all City Departments from the Fire Department to the Health Department to public works preparing our infrastructure and preparing to help residents of pasadena and coordinating with other communities as well. We are anticipating quite a bit of rain. We are also concerned about our urban forest and trees falling over and affecting power lines. That is a major concern at the moment. Just checking with my control room are we looking at live images right now from kabc in los angeles, it looks like part of the freeway you may not be able to see it on your screen is experiencing some flooding. I suppose youre getting prepared for these kinds of conditions to worsen overnight. What is the message to people trying to get out on the roads . The message to people is stay off the roads. We are concerned not only about freeways but downed power lines and trees. The topography in the northern part of Los Angeles County where we are is very mountainous and hilly. We expect a lot of runoff. We are guarding against Power Outages and asking people to make sure they are prepared for Power Outages in the event they occur. What precautions does the city have in place . Does pasadena even have a hurricane or Tropical Storm Preparation Plan on the shelf somewhere . Did you have to dust that off . What is that like . Well, you know, because we are in earthquake country in pasadena, we were able to mobilize quickly. Our departments have experience in setting up Emergency Operation centers. I am here in the Emergency Operations center with that staffed and opened and we are prepared. Because of our topography we asked public works to look at all the channels and runoff areas. We are still concerned and we are asking people, now is the time for you to do your individual preparation and join your municipalities not just in pasadena but throughout in ensuring you are prepared. We are following new developments in the Georgia Election interference case involving former President Donald Trump and his allies. There is a new twist involving one of trumps 18 codefendants his former white house Chief Of Staff mark meadows asking a federal court to dismiss all charges alleging his alleged actions should be immune from State Prosecution because he was acting as a federal official. This comes as georgia authorities prepare for the surrender of former President Donald Trump at the Fulton County jail where we find cnns isabelle rosales. This is going to be fascinating as the week unfolds. Do we know exactly when trump will show up in atlanta . At this point it is not yet clear but we have it down to a general time frame. Jim, we have some reporting on that. According to a senior Law Enforcement source with knowledge of the surrender, former President Donald Trump will sender himself here at the Fulton County jail on thursday or friday. Friday of Course Marking Da Fani Willis deadline for all 19 defendants to turn themselves in. Tomorrow, making it a week since the indictment came down. Sources tell cnn trumps team has already been in contact with the da and the conversations are expected to continue into early next week specifically conversations about the conditions of his appearance and logistics of him surrendering. Weve been told by a spokesperson at the Secret Service that agency has been on site here at the Fulton County jail for weeks now in p communication with the Fulton County Sheriffs Office and city of atlanta planning out not only trumps surrender but also his arraignment. The sheriff here of Fulton County has said time and time again he wants to make sure that everyone is treated equally here, specifically mugshots and fingerprinting. But it is likely impossible in the nature of all this former President Trump will be treated exactly the same due to Security Precautions required for him and also high profile defendants like mark meadows the former white house Chief Of Staff. So it is likely that Booking Process for them will move much more swiftly. All right. Isabel rosales live for us thank you very much. Joining me in the studio cnns legal analyst norm eisen. Lets get your reaction to this court filing from mark meadows. Does the argument hold water . Well, jim, i think ultimately mark meadows is going to have a Very Steep Uphill Climb on his effort to remove a case that is about violations of Georgia State law to federal court and then to get the federal court he has asked to throw it out based on the supremacy clause of the constitution. The problem for meadows is the nature of the allegations here because in order for a case to be removed under federal law it has to fall within the outer perimeter of meadows official duties and the things he is accused of doing are not official duties. The president of the United States, certainly his Chief Of Staff under the constitution have no role in counting the votes in georgia or pressuring as they are accused of doing in the das indictment, pressuring georgias Secretary Of State raffensperger after the vote had been counted, recounted, certified to just find 11,780 votes. That makes tough on the removal standard. Under the supremacy clause the test is, did meadows have a duty to do it . Did he do no more than was necessary and proper under the duty . Was it authorized . The problem there again is no real role for the feds and of course allegations of overturning the peaceful transfer of power. That is the opposite of what the law authorizes. As we await the surrender of trump at the Fulton County jail there has been a lot of talk about whether well see him fingerprinted or mugshoted like any criminal defendant who walks through and goes through the system in Fulton County. There has been some discussion as to whether or not you might not see trump do that but perhaps see the other codefendants go through the process. Would that be fair if he is given Special Treatment and doesnt go through that process or if youre going to do one you have to do them all . Weve seen in all of the three prior criminal cases, new york and the two federal cases ta there are some exceptions made for the former president. Some is a security consideration. The Secret Service, we have heard they are on site. Some is frankly a courtesy. It is probably not fair. We have the idea in the United States of one rule of law for everybody, no person above the law. This is the least of the fairness considerations. He will probably get some Special Treatment. I am more concerned that the law be applied evenly to all of these defendants presumed innocent until Proven Guilty but that they all be treated the same way when it comes to pretrial trial and judgment. Yesterday i had a chance to talk to two constitutional scholars. They argue that because of trumps actions to overturn the 2020 election he is already disqualified from being president again under the 14th Amendment Of The Constitution. Lets listen to this and discuss it on the other side. That language in the constitution, jim, simply could not be any clearer. It is unmistakable in the application to the former president. The only thing not known until the professors did their scholarly work is whether this was the actual meaning under the original understanding of the constitution. They are world renowned constitutional experts. When they talk people listen and when you talk people listen. What is your sense . Professor tribe and Jiuudge Ludig are friends and colleagues of mine. There has been so much trauma for the nation from january 6 on but how fantastic you have one of the preeminent liberal legal scholars and one of the preeminent conservative ones coming together and here i agree with them. The 14th Amendment Of The Constitution section 3 says you are not eligible to hold office in the United States if you commit insurrection or give aid and comfort to insurrectionists. There is such powerful evidence adduced by the January 6th Committee Out In Plain Sight of that proposition. Now we have these two conservative scholars who published an important Law Review Article saying thats what the founders and framers of the country believed as well. Hawaiis governor today said the process will take several weeks and an army of searchandrescue teams with dogs beginning to go through larger buildings in the devastated parts of maui. The governor warned the devastation in some areas is so extensive some remains any never be found. More than a thousand are unaccounted for. About 1,050. It will take several weeks, still. Some of the challenges will be extraordinary because of the temperature of the fire the remains of those who have died in some cases may be impossible to recover meaningfully. He is so far ahead, why go up there and get such a contrast between these other candidates and himself which i think they would show to be most of them a lot more president ial than he is. However, i do think by skipping so many events he is starting to seem like he is above it all and that is not a good thing especially in a republican primary. You have people as you played in the clip really want to meet and say hello and hear from the candidates. So i think in a way if he continues down this path it will be a mistake. Yeah. Olivia, what do you think . He is going to do this interview i guess with Tucker Carlson instead. What does that say about where this primary process is right now . Look, i think it is typical of trump to create his own rules and be the rule breaker right . Which is why some of these rules set up are a joke. He is not going to follow them. This whole pledge of allegiance to whoever is the nominee he is probably not going to follow that anyway. Why are we going along with it . You know, dont discount that he may show up at the last minute. I dont know. I havent really seen that is actually officially confirmed on what platform it will show up on. I think, you know, tbd. It would be nice to see these other candidates have the opportunity to actually engage with him instead of debating the invisible person out there as a frontrunner. Yeah. Republican senator bill cassidy is taking a step in todays gop. Listen to what he told my colleague on State Of The Union this morning about whether trump should leave the president ial race. I think so. But obviously that is up to him. I mean, just asking my opinion, but he will lose to joe biden if you look at the current polls. I am a republican. I think any republican on that stage in milwaukee will do a better job than joe biden. And so i want one of them to win. It sounds like there are some there is nervousness inside the party in some quarters about how all of this is becoming just a really bad spectacle for the party at large. You know, the other aspect were keeping an eye on is Hearing Trump could surrender to authorities in Fulton County on thursday or friday and i was tempted to ask you this. Ill just ask it. You know how sensitive trump is about how he is photographed. How do you think he is going to react to having his mugshot taken if that indeed happens . Outwardly i think theyll try to capitalize off it, fund raise off of it, talk about how unfair the whole process is. I think theyll try to fund raise, etcetera. Inwardly, he is not going to like it. He is not going to enjoy being fingerprinted. He is not going to like having a mugshot taken. He is certainly not going to be happy with the fact he has to go to a jail rather than a courthouse. He has become so used to accommodations made for him whether it is as olivia said with the debate and Rona Mcdaniel and people allowing him to do what he wants. I think this one is going to hit him hard though hell never, ever admit it. I will say i agree completely with everything said this morning. I think he should step out of the race. I think there is absolutely no way he will win the general election against biden. If he had any love for this country as he constantly says he does he would see that and drop out, too. The people around him should be telling him the same thing. Olivia, your old boss mike pence is weighing in on the special counsels classified documents case. Lets listen to that. The handling of classified materials is enormously serious in the life of the facial. In my case i was never made aware of any broad based effort to declassify documents. You know, trump has claimed he did Declassify Swaths of documents before leaving office, whatever stock you can put into those statements, but how damming is it for him that a top member of his own administration is essentially contradicting him . Yeah. Here you have his own Vice President contradicting him and if anyone would know it would be mike pence. We certainly worked on classified matters together. And if Something Like that had been done mike pence would definitely be aware of it and so would other National Security advisers and so far nobody has really come forward in a credible way and said yeah that happened. And so i think it is important for mike pence to say this because i think it is critical. It is important for a National Security to really speak truthfully about whats happened here with those documents especially since given the lives possibly put at risk and what is at stake here. The epi center of the quake was between Santa Barbara and ventura, california. According to data from the u. S. Geological survey. Two aftershocks reported according to those officials measuring 3. 1 and 3. 6 following that initial quake. Lets go to jennifer gray. She is in the Weather Center with us tracking Tropical Storm hillary. A busy afternoon and i know we probably dont have more than what i just said but what can you tell us . Reporter i really dont have a lot. We know the 5. 0 as you mentioned. It is about 9 miles deep, i believe. And, so, the damage should not be widespread across this area. The state is used to getting pretty significant earthquakes in the past. So, it is just adding to what is already being done to the state as far as hillary is concerned, all of the flooding, the last thing they need is a earthquake on top of that. A 5. 0, or a 5. 1 as the report is, it locks like as far as we look at the pagers, green, yellow, red. It indicates the damage what it is expected to be with a earthquake that size. I believe it is green. That is good news. We will have more details to come in just a little bit. Right now that is pretty much all we know about it. A few moments ago you were watching the same images we were looking at from kabc in los angeles. Some of the coastal flooding near the santa monica pier. That is just an early taste, right . Of what is coming into Southern California over the next several hours . Yeah. We really are seeing the worst of hillary as we speak. The rain will come down as the heaviest bands of the storm continue to push into Southern California. So, we have seen Rainfall Rates of half an inch to an inch an hour. This is an area of the country you know that is not used to getting a lot of rain. Some parts of Southern California only get two inches of rain for the entire calendar year. We are definitely seeing at least a months worth of rain, several months worth of rain in some cases more than a years worth of rain in a 24hour time frame. So, we know that the topography there, it is a big deal. We are going to see huge problems, you know. A lot of topography is mountains, you have Rain Falling In the mountains, it all funnels down into to the valleys below. It can fill the creeks. You can see lifethreatening Flash Flooding in a blink of an eye. It is very dangerous over the next couple of hours across the state and, even points north. We are seeing impacts across nevada. As the moisture continues to trickle to the north we will see major rainfall across portions of idaho, even, right now the biggest threat is across Southern California into nevada. Portions of arizona as well as we just see lots of rainfall across this area, jim . On top of Everything Else a magnitude 5 earthquake shaking Southern California this afternoon. We are going to stay on top of this and jennifer i know you will as well as Tropical Storm hillary and those conditions worsen for that part of the country.
