states, canada and around the world on cn next newsroom. >> this is not like the other storms that we experienced. it is a huge footprint. it goes from the desert out to the ocean. >> much of south california is under a tram warning. we'll tell you how residents and city officials are preparing for the historic storm and the governor of hawaii vows to rebuild the historic town of lahaina as the search for missing continues. we'll tell you when and where donald trump is expected to surrender to georgia police and the legal negotiations going on behind the scenes. we begin this hour in the southwestern united states where people are bracing for possibly catastrophic flooding. hurricane hillary could dump more than a year's worth of rain in arizona, california and nevada in a couple of days. it is moving fast and could arrive in california as tropical storm, the first storm to do so in decades. >> it has been 84 years since one came ashore. so it is a once-in-a-lifetime evt that we'll be experiencing. >> preparations are underway. the federaemergency management agency ding personnel and flies to southern california. e mayor of san diego is asking residents to stay home sunday night when hill have i expected to arrive. soccer and baseball games from moved from san diego. nevada deployed 100 national guard troops in case of flooding. more than 42 million people under a tropical storm warning in california, including san diego and los angeles. people are taking the warnings seriously. >> because of the high winds, i'll take care of the backyards and move the umbrella. >> we just had the officers warn us about what was going to happen. we know where all of our valuables or in case we have to evacuate. >>stila category 4 storm with winds 130 miles an hour. it is 260 miles perfect baja, california and mexico, moving north, northwest at 13 miles an hour. catastrophic flooding likely over baja, california and the western u.s. on monday. >> reporter: this is a once in a generation type of event here. we have a major hurricane there in the pacific. we have tropical storm warnings all the way done to san diego. this the area they watched earlier. they have upgraded to a warning. in the south, hurricane warnings are in the effect. we'll take you forward. where does this go? the hurricane is pushing is a little faster and we'll see the effects a earlier in the day. this is off the coast of baja, california. you cannot look at the middle or the times for arrival here because there are only so much rainfall ahead of it. right now, is it still fairly warm water, because it it will get into colder water, it will die, die off, but not rapidly enough. there will be tremendous amounts of rainfall. significant flash flooding will occur, without a doubt. it starts rain on saturday and rains all day and continues to rain on sunday. someplaces could pick up 7 to 10 inches of rainfall, that normally don't pick up 7 to 10 inches of rainfall in a year. there will be many cities in the way of the impressive rainfall total. this is to the north of l.a. it will run into the big cities into the l.a. basin. you'll have to be very, very cautious with this storm. this is a major impact event and it is happening right now. in hawaii, the death toll from the wildfires now stand at 114. they expect the number to rise as they continue to search more than 2,000 homes. more than 60% of the structures have been searched. on wednesday, the head of the emergency agency resigned. they asked the state attorney how fire and other officials responded to the disaster and the sirens being silenced. the governor and the first lady addressed the residents on friday and the residents decimated by the fire. >> friends, this loss that we covered is unspeakable and devastating. we will continue to mourn as we cave for if the survivors and begin to move forward together. the federal aid, we will begin a massive recovery effort to clean up and begin to rebuild the effected areas of maui. we will rebuild lahaina. it will take years of work and billions of dollars, but we're committed to the effort and together we'll meet this challenge. >> the people of lahaina but their town into a special place. it was a unique and vibrant community. for generations, lahaina's beauty, culture and rich history through artists, musicians and visitors from around the world tragically took less than a single day to lose lahaina in the deadliest fire our country has seen more than a century. >> the governor says there are 470 rescue workers and 300 search dogs combing through the disaster area for more victims. >> reporter: with noses 40 times more powerful than hours, a trained cadaver dog can smell someone buried 50 feet deep. they work three and a half squares miles of ash and loss. for the handlers, this is painstaking, hard work. for the dogs it is hot and hazardous. >> this is princess. >> reporter: hi, princess. >> he's a boy. >> reporter: he's a boy. did you hurt your foot? butter pause and booties are two more things to overcome for search and rescue teams from 15 different states from around the nation. they have been working and living with her labder labrador partner five years. >> we have some refugee members coming with us and they are also searching, to see if there anything that they can make out. it is a little difficult because there is some stuff -- you're staring at this debris and it is starting to like it's something but it really isn't. so that is how we rely on the dogs. >> at the end of this, we have the highest confidence. we need the ability to have the technical search to bring everyone home. this is a lot smaller than we typically deal with. we're talking about homes, communities and lives are all missing and loss. this is something that we take serious and we have to make sure that everything down to the smallest thing is treated with respect. >> not knowing where your family and friends are, people are in hurt and in pain. >> reporter: according to at the time last update from the governor, over a thousand people remain missing, they understand the science at this time, the lahaina are agonizing how the number remains unchanged. what do you make of this number of the missing? how accurate is that? >> i believe it. i know this because i know many people that got out that know people were stuck. a lot of people did not make it out. but that number is real. i hope it is lower. we're on the tenth day. if we have not found them yet, they're gone. >> reporter: there is so much trauma in this community right now. and no real end in sight other than the aloha sport of the community. governor green held a press conference last night. he didn't offer much of the way of the specifics of the search and recovery efforts. he did urge tourists to come to hawaii but to stay away from the lahaina because of the economic influence needed for lahaina. there was a press conference to ask him to consult them when to reopen, how to rebuild and make sure that everything is transparent out in the sunlight here. not only a lot of practical needs that have to be meet for this community, but a lot of trust that needs rebuilding as well. bill weir, cnn maui. kansas basketball team will be playing in a charity event. they will play on october 29th in champaign, illinois. they decided to change the event to a fundraiser. it will be donated to the hawaii foundation. and the beany baby is it rolling out a new bear to help the people in hawaii. all profits from the bear's sale will go to the american red cross. if you would like to have information on how to help those impacted by the maui wildfires, go to cnn.com/impact. there is encouraging news out of canada where about a thousand wildfires are burning in the capitol of the northwest territories. 95% of the city's 20,000 residents have made it out as the wildfire creeps up to the city's edge. it has ac accelerated to british columbia. >> reporter: it will be a critical weekend to come here in canada where the wildfires threaten two large communities. we begin in northwest territories. its capitol city, yellow knife under a strict evacuation order more than 20,000 people were given less than 48 hours to get out. the most vulnerable were of concern, even those in the hospitals and the long time care homes had to be evacuated. we had an update from the federal officials, they did indicate that the evacuation was going well. and that the military was helping out with and airlift. most of the people were able to leave by road, the fire threatened that community was at this point so critical as such a dire stage that they decided that the entire city had to be evacuated. they expect very few people to remain there this weekend as they continue to battle that fire. and then we have another situation in the interior of british columbia, both in west cologne i colonial. the fire strung up on tuesday. but it quickly grew in size and began threatening communities. several structures, including homes were destroyed. i want you to listen now to the fire chief of the town and how he describes the harrowing night they had. >> we worked hard to protect our community. somebody described to me in the heat of the battle like it was a hundred years of fire fighting all at once in one night. >> reporter: thankfully, as of now, no loss of life. and the officials are grateful for that. this will be a long weekend with so many resources pouring into the region. but this is really just another chapter in what has been an unprecedented record breaking fire season in canada. donald trump is expected to turn himself in next thursday or friday offer the state's submersion case, according so i senior law enforcement official. but there is a lot of prep work that needs to happen. we look at how it will likely play out. >> reporter: trump's team will head down to fulton county, georgia to negotiate the details of this expected surrender. fani willis gave them to next friday to surrender. this is what will happen when he goes to surrender. he'll surrender to the fulton county sheriff's office. that typically involves a mug shot and fingerprints. at the federal level, they did not take a mug shot of the former president. we use them for law enforcement if someone goes on the lamb. and trump is one of the most recognizable people in the world. they don't need a mug shot for that. and it is unclear if fulton county is going to make that type of exception. this will be process next week and then a judge will schedule a court hearing. so the judge will have to schedule a hearing. the district attorney has asked for the initial appearances of all of the defendants to happen the week of september 5th. a new chapter is being written in the legacy of camp david with president biden hosting the leaders of japan and south korea. the u.s. and other allies speed up efforts to deliver f- 16 fighter jets to ukrainene. it's a mess out there. that's why there's 85% morere tide in every power pod. -see? more than a year. 11 countries begin training ukrainian pilots in denmark. but it may be months before they are deployed to the war. >> some suggestions that we may see programs that get f-16s to ukraine may be sped up a little after the past 48 hours after a publicking signal from ukraine they were not going to get them. they will begin training the pilots in the next 13 days or so. but it was european allies of ukraine that will be doing the training in europe. after that, the americans will give a supply of jets to ukraine. it is a complex situation. but the americans have to sign off on the training simulator. all of that paperwork appears to have been dealt with now. but it will take months. these are complex pieces of equipment that require numbers of english speaking ukrainian pilots to be taken to other countries and services to keep them in the air day by day. there are ukrainian troops died on the lines every month. so it is an exceptionally important part of ukraine's potential future arsenal. but it will not be arriving this year. there have been some criticism by western officials there is an accute focus on the strikes. they say that they should be focusing more california as hurricane hailry is a category 4 storm. catastrophic flooding is likely over baja, california and mexico. the storm is expected to dump more than a year's worth of rain in the coming days in parts of nevada, arizona and california including los angeles and san diego. the officials are sounding the alarm. >> if the recognition that this is not like the other storms that we've shrunk by 20% in the last decade. the impacts are being felt across the entire waterway. >> rafting the colorado is a wonderful experience. even here, the effects of climate change, rapid growth and adding two days and more cost to the trip. the biggest threat is the threat to future generations. >> if we want to protect our heritage and have enough water for our kids and grand kids, we need to solve the problems now. it is no longer feasible it kick it down the line. in washington state, a growing wildfire is spreading through the city of medical lake. a few hours ago, the governor said that an unknown structures have burn. no casualties have been reported so far. at least 3,000 acres have burned. two state run medical facilities in the city are sheltering in place. the city of medical lake was already under an evacuation order. and the department is expanding the order to include the nearby town of four lakes. the water supply situation in canada has taken a drastic turn for the worse. 15,000 homes in british columbia's interior are under evacuation orders as the fires close in. residents of 20,000 more homes warn they may have to leave too. >> right now, we are facing the worst wildfire season in our province's history. this unprecedented situation has come to a head. in just the last 24 hours, the situation has evolved and deteriorated quite rapidly. >> and in yellow knife, the capitol of the northwest territories, 95% of the city's 20,000 residents have made it out as the wildfire creeps up to the city's edge. residents have been told to get out by noon yet as the federal officials vowed that no one would be left behind. in spain and firefighters, they are working to keep the wildfires from spreading any further. this is what they're up against. at this point, the fire has slowed thanks to the efforts from the fire crews. they have lifted the restrictions on residents on friday. >> reporter: they load their truck with whatever belongings will fit. this family rushing to save their property and themselves as a raging wildfire moves closer to their home. residents move quickly to cut down any vegetation that may fuel the flames. thousands of people have evacuated from the area since wednesday. the blaze burned 4,000 acres so far, mostly on the northern part of the island. >> it reached the town center. people are really concerned. we are watching the big mountain and the blaze. we saw this fire wall and we will see if they can control it. the situation seems pretty bad. >> reporter: the firefighters scrambled friday to contain the fires by dropping water over the area. the mountainous terrain made it difficult for them to put the flames out from the ground. they deployed 370 personnel and seven aircraft to help in the efforts. 4,000 residents were ordered to shelter in place this week, according to the authorities. >> it is extremely stressful. you cease fires in see fires in other places. but when you see this fire, we know is it going to be the worst part to extinguish. it is difficult for them to operate there. >> reporter: they call this the most mendocino complex fire they have faced in 40 years. the temperatures rose 37 degrees celsius on the canary islands, a popular tourist destination. taiwan is strongly condemning the latest military drills around the island coming them irrational and
