declare victory because even the russia propaganda machine couldn't back that up. >> he was not able to bring them to their knees. >> what putin put out was completely detached from reality. >> the russian offensive continues to grind on here. >> what is happening now in the so-called phase two, he is looking for a smaller prize. welcome to the show. it is tuesday, may 10th, 11:00 a.m. here in ukraine and a day after vladimir putin failed to declare victory in ukraine, the white house says it is worried that the russian president may not be able to find a way out of the war. the u.s. congress is expected to take up a $40 billion aid bill for ukraine in the coming hours. president biden says existing funding will run out in about ten days. meanwhile a senior defense official says there are reports that some russian troops and officers are refusing to obey orders or move forward in the new donbas offensive, but the pentagon says it doesn't mean that they have given up. >> i would not call it a stalemate. there are literally towns and villages that are changes hands, sometimes in the course of a day or so. and we assess that the russians continue to make incremental progress moving down from the north pushing down into the donbas area from the north of that area particularly along the line of access coming out of another town. but incremental and still slow and uneven. and they continue to meet very stiff ukrainian resistance. >> russian forces are also clearly focused on punishing the ukrainian port city of odessa, the city has been hit by a barrage of cruise missiles in the past day, fired from russian planes ads and ships and submar. at least one person reportedly killed in attacks on a shopping mall and as well as two hotels. and this is the scene near kharkiv in the northeast just across the border from russia. moscow's forces are said to be enhancing protections in the face of ukrainian counterattacks. video posted on social media shows the aftermath of an attack on a civilian convoy that killed a number of people and you can see there in that video, a baby stroller and infant's car seat among the wreckage. it is not clear when the video was recorded, but authorities say they lost touch with the convoy on friday. and in mariupol, ukraine's defense ministry says russia's forces are mounting an offensive on the steel plant. and ukrainian forces claim that they are still holding out and the blue and yellow flag flying atopment cthe factory. cnn cannot confirm whether it is still there. and the southern region is vital in linking donbas to the east. and a senior official in moscow says the russian plan to stay will kherson forever, but the battle for the region hasn't stopped making life a nightmare for the residents. nick paton walsh has this report. >> reporter: both nothing and everything has changed here. the front lines have barely moved on the road to the southern city of kherson, first russia captured in the six weeks since we were last here. but instead, since then almost everything in between has been torn up by shelling that literally does not stop. trapping people who physically cannot flee in the churn of a brutal stalemate. here in the village are two neighbors. secretary-general antonio guterres is set to be in moldova meeting with refugees. russia's war has forced more than 13 million people to flee their homes. and nearly 6 million have fled ukraine and nearly 7.7 million are displaced. and i'm joined by a representative from catholic services. frederico, very good morning to you. we have heard in the last 24 hours signs from president putin at least of a continuation of current hostilities and no sign overnight at least no indication that this is changing. what will an expansion of the war mean for civilians and as well as the challenges for the neighboring countries? >> good morning. thanks for the invitation. yes, we are all very worried about the potential expansion of the attack. and priority for catholic relief services and our partners to continue and be able to continue to provide much needed humanitarian assistance to those in need at the moment. we are seeing as you were saying before more than 7.7 million people displaced within ukraine and a total of more than 12 million displaced also outside the country. and it is paramount that we are able to continue to provide this assistance. >> and my team tells me that you were recently in ukraine supporting of course displaced the 7.7 million. talk us through the work that you and your team are doing on the ground. >> yeah, catholic relief services are supporting people that are displaced within ukraine. we are working to support the collective centers that provide temporary relief for those fleeing. people need a temporary place for a few nights or a few weeks to be able to rest, talk to their children, have the dignity of a shower and hot meal as well as receiving everyday items and food parcel. we're also scaling up a program for cash assistance to both displaced families and host families within ukraine. >> and these of course are kind of almost immediate needs. but as we see a continuation of this war, people no doubt are looking for stability here. what would be the long term needs that you will now have to think about? >> exactly. it is paramount that we continue to provide the much needed emergency relief and assistance. but at the same time as you mentioned, it is important to acknowledge that most of these families will need to leave for the period to come. so part of providing humanitarian assistance, it is important that we start thinking about more durable solution and longer term solution. we are providing support to host families as well in order for them to continue the much needed support to the families in displacement. decision to join the alliance could come this week for finland with an announcement expected perhaps on thursday. for the latest, nic robertson is joining me from helsinki. of course finland and sweden have historically avoided nato membership despite of course close western alignment in an effort perhaps to appease nearby russia. so what will it mean for europe really? >> yeah, it has been historically o what waa soviet aggression toward finland become an eu member d it goes on nato military exercises, does training with nato natns, par takes in military operations around the wld and in partnership with nato and afghantan, bosnia, all those countries. so a long history of alignment. bua sort of nonalignment at the sa time anth was explicly to head off what was perceived a marshals found them at a hotel in every vevansville and they fled in a cadillac. u.s. marshals pinned their car, they ended up in a ditch. casey white surrendered, but u.s. marshals say vicky white had a self inflicted gunshot wound to the head. she died from thos. and casey white will be brought back to alabama for arraignment. he is expected to return to the same place from where he escaped more than ten days ago. >> he's not getting out of this jail again, i'll assure you of that. railr >> reporter: the district attorney says he is focused on the victims. casey white is set to stand southwest even worse this week. and that includes the largest active blaze in new mexico. it has burned through an area nearly the size of new york city. those high winds mean that some aircraft were grounded on sunday. pedram javaheri is joining me with more on all of this. >> yeah, max, these conditions here have been so persistent for so long when it comes to the fire weather and gusty winds, extreme temperatures. all of it setting the stage for explosive fire weather the last couple weeks. and there are 12 active fires over four states. northern new mexico, that is the biggest area of concern, that is where we've had some of the strongest winds. and containment numbers are up to about 43%. and in assisin arizona, tunnel nearly full containment. but the concerns remain high with the gusty winds and ongoing drought situation and of course the dry air. and a heatwave as well. but look at this coverage, red flag warnings encompassing much of the western united states. and the numbers are remarkable. we had 20 days in the month of april where the national weather service in albuquerque issued red flag warnings. and with that said, on average we see 40 days in any given year and you will notice 39 have been issued there so far in 2022, a record into the 80s which are not too far off. but here is the setup. gusty winds once again back in the forecast. northern arizona, northern new mexico, some of the winds will push up to 35, 40 miles per hour. we know the heat will be extensive, it will expand a little farther toward the heath and the heat dome we've talked about is still locked in place across the region. look at these temperatures in the past 24 hours across portions of texas, 105 degrees besting records, and some of these records have been standing for some you save on rivnoq. and this breaking news just in from mariupol in ukraine, an adviser to the city's mayor says that at least 100 civilians are still trapped at the azovstal steel plant. they are all believed to be men. the plant has been under relentless assault if you remember from russian sources and an official said over the weekend that women, children and elderly have been evacuated. they are now saying that there are 100 civilians, most expected to be men, inside that steel plant. and protestors in poland are making it clear how they feel about russia's victory day. they confronted the moscow ambassador to poland and doused him in red paint. and this happened at a soviet cemetery in warsaw. media report that the ambassador was trying to lay a wreath. protestors blocked his path and he left the cemetery with police. the russian foreign ministry blame neo-nazi supporters for the incident. and that wasn't the only rebuke at the kremlin, two independent russian journalists managed to post at least 30 articles on a pro kremlin news site critical of vladimir putin and his government's suppression of critics. they were quickly taken down but november before cnn had the chance to review them. clare sebastian is joining us. what did the journalists say and are they safe followinth criticism? >> reporter: this is one of very few actual breaches of russia's newly tightened media laws. this is about 30 or so articles that were published to the pro kremlin news site, it was published later emerged by two journalists, two editors actually, and they have really leveled some pretty searing criticism against vladimir putin for his war in ukraine calling it one of the bloodiest wars of the 21st century. i want to read out some quotes from the articles. in one, they said that putin and his circle doomed to face a tribunal after the end of the war. they said that putin and his associates won't be able to justify themselves or flee after losing this war. they continued that putin they said is a paranoid dictator, putin must go. he started a senseless war and leading russia into a ditch. so very little left unsaid in terms of their opposition to the war. we've reached out to them for comment and the news site, and they have not commented directly, but on another independent news site called media zone, there e e s rtf a statement from one of them, he said that this was a conscious decision, main reason was he was following his conscience and he called on other opponents of the war in russia to unite. as to the question of whether they are safe, that is a big question. we've seen previous sort of breaches of the media laws met with arrests and in these articles they did say that we're working for lawyers and probably political asylum. so it seems that they are aware of the intense risk that they took by doing this. >> and we are hoping of course that they are safe. claire, you and i were here at this time yesterday when we heard president putin's pretty defiant speech and he suggested pretty much of entrenched conflict. where does europe stand on sanctions, is europe any closer to reaching a consensus on what they proposed last week? >> reporter: it is a little hard to tell. they might be a little closer, but i can tell you that efforts to try to sort of bring everyone together on this sixth package of sanctions which includes this phased embargo, efforts have stepped up. the key holdout is hungary. and the eu commission president actually travelled to budapest monday night to meet with the prime minister to try to bring him round on these sanctions. and she said there was progress made, they did this to try to clarify some issues but further work is needed. she said the next step is that she will convene a video conference with regional players on this. as for the hungarian side, a little less optimistic. there was a tweet from the government's spokesperson quoting the foreign minister who apparently said we have made it clear that hungary cannot support the sanctions package as long as it does not provide a solution for hungary's concerns and in the current form sanctions would be an atomic bomb on hungary's economy. so discussions will continue. >> claire, thank you. and hospitals in western ukraine are filling up as the wounded arrive in droves from the front lines. i visited one of the hospitals here in lviv and spoke with patients about their recovery and to their doctors, some really testing their skills by performing procedures that we've only really read about before. this man in shock, his body pierced and his organs punctured multiple times by shrapnel from shelling just outside his home in kharkiv, a battleground. at first he was very tough, he tells me. and then i came to terms with everything that happened to me. his voice almost a whisper. he tells me that he regrets not listening to his elders that fateful day. >> how are you feeling after, you know, truly some horrendous few days? >> reporter: i never thought that i would say it. you have to protect yourself to the maximum and follow all the rules that are told by adults, he says. the 19-year-old who lost both parents before the war vwas evacuated and transferred to here where he has spent weeks in the icu. his doctor tells me that he too is struggling to make sense of the injuries he has been seeing. >> an operation that i only read from the books and my colleagues from austria and germany, they also have some experience, but they never seen such serious disease. >> reporter: and so he is just a steady streeam of patients evacuated from the front lines and arrived on medical trains like this one. an impressive wartime operation with an built icu carriage who travels with critically injured patients. it is a journey that little sophia also had to make when she left mykolaiv in southern ukraine. the 9-year-old just out of the icu is now recovering after a piece of shrapnel measuring one centimeter entered her brain as she made her way home. she is very strong, she hasn't even cried when she got wounded her mother tells me. advisably exhausted, her mother shows me go f photos of happier times. when i walked in, she said mommy, with tears in her eyes. i was so happy that she remembered me and that she didn't lose her memory, she says. sophia's surgeon tells me he's never seen a case like this as he shows me her ct scans. so the shrapnel came through the front all the way to the back of the skull? >> yes. >> reporter: and the doctor tells me he operates on as many as five
