world. it is friday, april 22nd. i'm brianna keilar in washington with jim sciutto in lviv, ukraine. we are beginning with breaking news. mariupol is close to a catastrophe. that is how the owner of the azovstal steel plant is describing the situation on the ground now. food, water, ammunition growing more scarce by the hour. men, women, and children, hundreds of them, still hide inside the battered and burned out fortress. there is no agreement on evacuation corridors out of mariupol for the thousands upon thousands of others. they fear the routes will be attacked by russian forces because they have been. this morning, these disturbing satellite images revealing rows of mass graves. russian soldiers accused of dumping the body of countless women, children, and men in ditches to cover their crimes. there are over 200 new graves in these set of photos. >> think of that in the 21st century. mass killing and mass graves. that's where we are. the mayor of mariupol calls all of this evidence of war crimes. i spoke to him early this morning, and he told me more than 20,000 people have died in his city. 20,000. and u.n. human rights officers just announced they have documented the unlawful killing of approximately 50 people in bucha, a suburb of kyiv, including some by summary execution. meantime, president biden says the war is entering a critical window. he has announced an $800 million weapons package, the second in just over a week. the focus, heavy artillery and drones. that is to prepare for what is expected to be a bloody, bloody fight in the east. president zelenskyy tells the world bank his hcountry will ned $7 billion a month to make up for the losses. russian troops are making an attempt to advance. evacuation attempts disrupted once again by russian shelling. this has happened before. they attack the humanitarian corridors. that stopped a bus from leaving the town safely. in new intercepted audio released by the ukrainian military, russian soldiers are heard to kill ukrainian prisoners of war. it is shocking. matt rivers is here with me in lviv this morning. every day we are chronicling, witnessing alleged war crimes in the prosecution of this war. >> reporter: no question about that, jim. and lateest coming in the satellite imagery you mentioned which really, in speaking to people in mariupol, there's fear. there are 200 mass graves. you are hreupg at what could be the tip of the iceberg. 20,000 civilians were killed, the mayor said. there is a distinct fear amongst people that graves like that could just be the beginning, especially given what we have seen, what the russians did in northern ukraine, for example, in places like bucha. in mariupol today, unfortunately, yet another day where there will not be evacuation corridors set up. we have seen just a trickle of people be able to leave over mariupol. i'm here at the lviv train station where in just a little while we are expecting a train with some of the people who managed to get out of mariupol to arrive. it's a little bit delayed, but we are expecting people on that train. i can tell you officials are not nearly as many people on the train as there should be. evacuation corridors were set up and the day before. they didn't work as planned. yesterday some 200 people queued up to leave. and yet the deputy prime minister said the buses could not leave because of shelling by the russians near by where the bus was getting ready to leave. it is not getting any better, even though it desperately needs to. >> yeah. listen, and the fact is if russia wanted those civilians to leave safely, it can make that happen. it could allow it to happen. auto its not allowing it to happen. and oftentimes attacking those people as they leave. matt rivers in lviv, with some of the many ukrainians displaced by this war. as russia intensifies its war in ukraine, the u.s. is stepping up to help ukrainians defend their total. in total, how much is the biden administration spending with the security assistance, weapons, et cetera, coming here into ukraine. barbara starr is live at the pentagon to break it down. it's been a remarkable couple of weeks, right? in the span of two weeks, two $800 million packages loaded with forms of aid. where do we stand now? >> reporter: well, right now it's $3.4 billion in u.s. weapons and military assistance that's gone to ukraine. the latest, as you say, announced yesterday. you see it there. but right off the top, the president says it will not be enough. he will go back to congress to seek more financial authority for additional weapons shipments to ukraine. and right now what they are also doing, of course, is scouring europe, talking to the allies, talking to countries on that nato eastern flank, to see what they have in their inventory that they can contribute. the shipments are beginning to change character a little bit. in the beginning, as we know, it was largely anti-tank javelin systems, anti-air stinger systems. and that's still going. but the latest group of weapons announced yesterday, and let's take a deeper dive look into that, focused a lot, continuing to focus on this towed artillery they hope to get into eastern ukraine. right now in the weapons packages just announced in the last few days is going to be enough towed artillery to equip five aboubattalions. they are hope that will really be able to challenge the russians in the east. but there are very fundamental things that are going to be needed to make that work. what fuels an army? spare parts, maintenance, command and control, communications, good training. all of these things are going to be necessary to keep the ukraine forces going. as much as they are fighting on sheer will, they're going to need these additional elements to make it all work, according to u.s. officials. and let me just add one last thing, jim. what we are not seeing on that list may be very important. there is increased intelligence sharing by all accounts giving the ukrainians a better idea of how and where the russians may be maneuvering. jim? >> and you make a good point. because the change in weapons speaks to the change in the character of the battle. the stingers, the javelins, that speaks to ambushes we saw in the north. these artillery pieces, the tanks and so on, this is for like a big armored formation, kind of world war ii grinding battle. and the weapons speak to it. barbara starr at the pentagon, thanks so much. >> reporter: sure. coming up, we will be joined by the pentagon with more on those weapons going in and how the next phase of the war is shaping up. speaking to john kirby there. it will be an important interview. brianna. we also have that, ukraine's military intelligence. >> sorry, jim. you go on. this is what happens when you're anchoring things from a few thousand miles away. ukrainian intelligence released what they say are communications intercepted of russian armed forces referring to orders, orders to kill ukrainian prisoners of war. this in the city of papasana in the eastern region of luhansk. having a listen to one of these. >> translator: what can i tell you, damn it. you keep the most senior among them and left the rest go forever. let them go forever, damn it, so no one will ever see them again, including relatives. >> let them go forever so no one will ever see them again. cnn has not been able to independently vouch for the authenticity. we know russian forces have been using unsecured lines, often just a local cell phone network to communicate. and that allows for relatively easy interception for intelligence services. steve hall is a national security analyst and former cia chief of russian operations. he knows a thing or two how the russians operate. it's good to have you on, steve. your knowledge always helps us understand. one big picture question i want to is what the russian goals are now and can they achieve them? the russians are publicly saying this morning that their goal really is this. they want to basically chap sure the entire coastline of ukraine, including odesa and then connect to moldova. is that achievable for russia? >> jim, i think it will be a tough row to hoe. it looks like the russians, of course, control quite a bit, as well as the separatists so-called that are also cooperating with them. they also have a large swath of this. as of today, you're absolutely right. we heard they will look even further to connect up further over here. so they have already got all of this. they are looking into get into this area right here, moldova. and there is already russian troops in this part of the country. so what they are trying to do is push all the way through. now, to do that, though, what they've got to do is they have to get to odesa. this is a key tactical and strategic point. if they get all of this, you will see what happens pretty quickly. you have a country, ukraine, which is entirely cut off from the sea. if they take all of this and are able to link up with russian troops already in moldova, that will be a significant challenge. it will not be an easy thing for the russians to do. >> yeah. the hit to the economy, we cannot overstate what that would mean to ukraine. we want to talk to you about the recordings you're hearing. they are talking about killing pows. . >> first, with regard to the believability of these recordings, the sbu, intelligence service in ukraine, is very good at intercepting these things. they are good at what we are doing now, getting the intelligence out there quickly to show people what's going on. it is unconfirmed. there is a possibility, although i think it is relatively low, that the ukrainians are making all of this stuff up. i think these conversations are actually going on. even more disturbing is what's going on in the conversations. you have russian soldiers and their immediate commanders, go ahead and kill people, go ahead and kill civilians. it shouldn't be that much of surprise because we have seen the leveling of mariupol, including the killing of innocents, and the destruction of non-military targets. when you hear this stuff in black approximate white about orders being given, go ahead and kill whoever you need to, it's pretty chilling. . >> yeah. listen. echoes of nor 'em burg. >> investigators looking into the polssibility of a murder-suicide. in my experience of covering russia, when for instance journalists fall off balconies or opposition leaders are poisoned or things like that, it's not by accident. when you see these deaths, what do you think? >> yeah. it's the numbers. that's why we need something more, something new. we are just trying to hold the line, just to defend our cities and at the jets during strike missions, et cetera. >> have you had encounters in recent days with russian military jets, encounters in the air? >> we have several a day, intercepting them, trying to engage them. unfortunately it's almost unreal to engage them effectively at the moment because -- still because of technology. so we are just trying to push them from our areas, from our front line, their bombers from their attack aircraft and helicopters. pwhaeupbg i'm going to do is i'm going to call him. the only discussion i had with him is i think this will pass, and it would be my recommendation you should resign. that would be my take, but i don't think he will take it. but i don't know. cnn has reached out for comment, has not heard back at this point in time. let's talk about this now with kasie hunt, chief national affairs analyst and jeffrey tooker, cnn chief legal analyst. here he is pretty much caught in a lie. >> i am very interested to see how kevin mccarthy responds. to my knowledge, he still has not. and i think that will determine kind of what happens next here. he denied this when it was written in the book and published and now we have the receipts. we have the audio. we heard him on tape saying it. look, i covered these events in realtime. brianna, you know how conversations work here in washington. you have to make commitments to your sources how you will handle your material. i don't think this audio comes as any surprise to anyone who covered this in a contemporaneous way. we all saw what kevin mccarthy was saying in public initially. and now we are able to hear one of the times he was talking about this in private. i imagine there are a lot of people around town who heard similar things from kevin mccarthy in that particular moment. and i think there's a lot of nuance and texture added by jonathan martin and alex burns to this account of history. >> jeffrey, what do you think? >> well, i guess my interest is in the big picture here, which is look at what has happened to the republican party. kevin mccarthy's view at the time was very widely shared that this was a terrible even and president trump was responsible for it. now kevin mccarthy and the entire republican party is willing to gravel in front of president trump, begging for his endorsement, begging for his forgiveness for saying how outrageous january 6th was. just look at how different the republican party is today and look at how powerful donald trump is. that is the real message to me out of this whole controversy. >> also, liz cheney's office has responded to this mccarthy tape saying the select committee asked mick mccarthy to speak with us about these events but so far declined. representative cheney did not record or leak the tape and does not know how the reporters got it. i think the reason is because he would get himself in trouble. or he doesn't want to be caught telling the truth. >> well, again, the january 6th committee has gone from something all of congress wanted to do to something that all trump supporters are basic live boycotting in one way or another, with a few important exceptions. there is no political costs as far as i can tell within the republican party to telling the january 6th committee to go to hell. and that's what kevin mccarthy is doing. i assume he will continue to stonewall the committee. this is what donald trump wants. donald trump is back in charge of the republican party now. and the committee is viewed as his opposition. so mccarthy is going to continue to do trump's bidding, as he has almost since the day of that tape. >> kevin mccarthy, more than anything in the world, wants to be the speaker of the house. and everything he does can be explained through that lens of trying to maintain power. that's why he tried to put his finger in the wind and go where where he thought things were going in the wake of january 6th. that's also why he changed his tune. there is also a big difference between the kevin mccarthy that talks to corporate donors behind the scenes where he basically makes arguments saying i will stand up to the trump wing. but he is saying he will be marjorie taylor greene back on committees if he becomes speaker. i think this is going to help determine what happens next and whether he does in fact, become speaker of the house. big question who if not kevin mccarthy. if trump were to pull his support for kevin somic kaerbgt as speaker, that would be a huge impact on mccarthy's future. >> he has an odd wrens of one. but many people who follow that one. totally separate, i do want to ask you about an interview you had yesterday with anthony fauci at a time where i think a lot of people of parents with children under 5 and cannot get a vaccine. what's the delay. . >> pfizer was thinking that it was going to be a two-dose vaccine for the children. two-dose vaccine may be okay in the delta variant. but omicron, as it continues to evolve, at least at the dose pfizer uses, will be a three-dose virus for a vaccine. now, you have moderna, which comes in with a bit of a higher dose who are looking at two doses there. and what the fda wants to do is to get it so we don't confuse people to say this is the dose, this is the dose regimen for children within that age group 6 months to 5 years. >> if it was approved, why can't we have it in may? . >> there are no plans right now to have u.s. troops involved on the ground in ukraine. i think you know the president has been very clear about his decision on that. so what we are doing, though, brianna, is continuing, as you saw just yesterday, continue to go flow weapons and systems to the ukrainians that will help them in this fight that is now brewing in the east. >> yeah. those weapons, do you have a sense once they get into ukraine, where they are going? >> well, we get them into ukrainian hands, places outside the country, and then the ukrainians bring them into the country and they distribute them. they put them in some temporary storage while they begin to distribute them to their troops and get them into the battlefield where and when they see fit. it is their property. we don't want to be in a position where we are dictating to them or trying to guide how, when and how fast they get onto the field of battle. . >> are they doing a good job of that, in your estimation? . >> our view is they are, in fact, getting these weapons and systems into fighters' hands. we talk to them literally every day at various levels of the chain of command. and the constant feedback we're getting is, a, they appreciate this and, b, they are getting them as far forward as fast as they can. they know better than we do. the pressures they're under, the time constraints and what the russians are doing in the southern part of ukraine. they can see it much more clear than we can. they know. they know where to get these things. . >> vladimir putin made this decision in mariupol not to clear that steel plant where there are a number of ukrainian forces, as well as some civilians holed up. instead, he wants to seal it off. what is the pentagon's assessment of why he did that? >> it's unclear. and you've got to take mr. putin's words, you know, skeptically, brianna. they made this big show yesterday of him saying he wasn't going to go into that plant and try to eradicate the people that are there. actions, not words. i think we have to watch and see what the russians actually do here. what we would tell you this morning, we still assess mariupol is contested, that it hasn't been taking by the russians and there is still an active ukraine yann resistance. so they continue to fight for that city. . >> we are hearing, john, of these audio recordings that the ukrainians have intercepted of russian troops talking how they are killing prisoners of war. are you confident they are authentic and is the u.s. working with ukraine to verify them? . >> we have not been able to verify those recordings. certainly we are aware of that. i would just tell you broadly speaking, brianna, we continue to get indications through information channels as well as intelligence that the russians have not solved their leadership challenges. they have not solved their command and control challenges. they have not been able to get unit cohesion even down at the tactical level. they are still struggling with a force almost half conscripts. they weren't properly trained for the kind of missions the russian military is trying to make them do. clearly we continue to see intelligence that they continue to commit atrocities and war crimes on the ukrainian people. >> so the new leadership has not affected change in your view? >> we have not seen demonstrable changes by the new general they have put in charge. we think they did this because they wanted to address command and control and operational maneuver challenges. it remains to be seen. it is too soon. we have not assessed they have fixed all of those problems. as a matter of fact, brianna, we continue to see them struggling with logistics and sustainment even as they try to improve that in the donbas. we continue to see them try to address their integration of air and ground forces, which was dismal in the early weeks of this campaign. they appear to be trying to fix that kind of integration going forward. but, again, we wouldn't assess they have solved all their problems. . >> do you know how many russian troops right now are in eastern ukraine in the donbas and thereabouts? >> we have a sense. it's easily in the tens of thousands. probably more than about 80 battalion tactical groups are phau in the east and in the south. we have a bit of a sense of where they are had he and what they're doing. but, again, the ukrainians have a much better view of that than we do. >> we have talked a bit about the "moskva". "new day" continues right now. good morning to viewers here in the u.s. and around the world. it is friday, april 22nd. i'm brianna keilar in washington, with jim sciutto in lviv, ukraine. we're beginning with breaking news. mariupol is close to a catastrophe. that is how the owner of the azovstal steel plant is describing the situation on the ground right now. food, water, ammunition growing more scarce by the hour. men, women and children, hundreds of them, still hiding inside of the plant, with no agreement on evacuation corridors out of mariupol. that is mostly because the ukrainians fear and rightfully so that those routes will be attacked by russian forces. they have so many times before. this morning, these disturbing satellite images revealing rows of mass graves. russian soldiers accused of dumping the bodies of countless victims into ditches to cover their crimes. there are more than 200 new graves that we're seeing in these new pictures. >> the mayor of mariupol, he tells us it is evidence of war crimes. he told me earlier this morning the death toll now in mariupol by his estimates, 20,000 people. you will hear that interview in just a moment. it is a remarkable eyewitness account. and u.n. human rights officers just announced they have documented the unlawful killing now of approximately 50 people in bucha, including some by summary execution. meanwhile, president biden says the war is now entering a critical window. he announced a new $800 million ukraine weapons package. that's the second $800 million package in just over a week. this new one includes heavy artillery, howitzers, and drones, gives you a sense of what kind of war they're expecting in the east. president zelenskyy told the world bank his country will need $7 billion a month just to make up for the economic losses of this war. that's, of course, beyond all the human losses. in eastern ukraine, the russian military trying to make advances overnight. there was heavy fighting
