region. this blast shattered windows at a hotel housing evacuees. six people were killed and 11 injured, including one child. this is significant, right. just last week the curfews or were relaxed in that area. the governor of luhansk says there are no safe places anywhere in ukraine. ukrainian officials say street fighting is under way right now. russians entered the town with a huge amount of equipment, as some residents tried to escape in their vehicles, russians opened fire on their car, killing four. they are not willing to give up territory in the eastern part of the country to end the war. he said the battle in the donbas could influence the course of the entire world. in mariupol, the situation is dire. they gave an ultimatum. lay down your weapons or be eliminated. today russian forces saying it will be closed for entry and exit and the men remaining in the city will be, quote, filtered out. >> out to cnn's matt rivers in lviv. matt, i don't think we can overstate how significant this is and the message clearly that putin is trying to send to places that are generally considered safe in ukraine. >> reporter: yeah, brianna. you were here just a few days ago. you know firsthand this is not an area of the country that has seen the kind of violence that so many other plates have. yet this morning we were met with multiple explosions across the city. at least four different missile strikes, according to the ukrainians around 8:00 a.m. here more or less in local time. we just got a briefing from ukrainian officials here in charge of the lviv region. and what we've been told is at least three of the strikes were targeting warehouses. and the fourth, which is a scene we just came from, was a tire repair shop. so this is clearly just a civilian area where not broadcasting from that site because restrictions knoll not allow us to broadcast live from that site as of yet. we know at least seven people have been killed across the four different sites according to regional officials. and 11 injured, three of whom are critical. this is the first time we have seen scenes like this in multiple weeks here in lviv. the russians tried again with ukrainians saying at least four missile strikes really rocking this region this morning. >> what do officials think that the thinking is by the russian forces here? because even though there have been not many but there have been occasional missile strikes there, they have been on infrastructure that either serves or contributes to the military. and obviously a tire repair shop, the fact that a child is a casualty. this is a different thing. >> reporter: right. 100%. earlier this morning, we did get word from that leave regional officials that three of the targets did have something to do with military infrastructure. they walked that back during this last press conference saying three of the four targets were just warehouses. still, this fourth one being a tire repair shop, that is very significant. it is clearly showing a message to people here, even though lviv is far away from the fighting, has not seen the violence we have seen in other parts of ukraine, clearly the message coming from the russians is no part of ukraine is safe. air raid sirens mean missiles could be coming. on the streets,s there was another air raid siren that went off. after that second sigh rent went off, a lot of people were going to shelters. only after the all clear did people come out. it was prompted by these very real missile strikes. >> yeah. they have acted like they're false alarms largely in a way. now that is not the case. they could very much be real. matt, thank you so much for that report. we are joined by cnn military colonel cedric leighton. the energy really has been towards the east. . >> that's right, john. the big deal with that, as we've mentioned, the east is where everything has been happening. the central part. kyiv has gotten away from most of the fighting right now. but here's what's happening in lviv, which is right here. this is in the southwestern part of the country, right close to the polish border. the fact that it is being struck really indicates what the russians are doing is they are trying to maximize the war effort, trying to move it into areas that have not seen the type of fighting you see in the east or that you even have around kyiv. so what they are doing here is moving it out to make sure the rest of the population is affected by it. this is moving terror to the next level. . >> destabilizing the entire country. the other thing that's been happening the last 24 hours is the russian assault on kreminna. >> this is very close to the donbas region, not too far from kharkiv, ukraine's second city. the street-to-street fighting is kreminna is smaller than other towns in this area. but it is a key point. there's a road junction right here. there is a road junction to luhansk. you have a way to donbas and a way in this way and possibly towards the west as well. what the russians are trying to do is trying to go from one place to the other and eliminate as much opposition from the ukrainians as they possibly can. whether it is military or civilian, they don't care. they're going after every single possible target they can >> and looking for supply chains as the operational side of the war. so this is in counter to some of the dynamics we have seen the coming days. president zelenskyy telling cnn and other kwrut lets, 1,000 villages have been liberated from the russians, particularly around the area of kharkiv. so talk about the other dynamic. >> when you are looking at the area around kharkiv, this is kharkiv center right here. and you have lidges like kutuzivka, and bazaliivk a&e liazhe. it's important, when the ukrainians move back into this, they will be able to discover what the russians have done. if they have committed atrocities like they did in bucha, for example, near kyiv, this will be a big issue mill taerl as well as politically. if these atrocities happened, they will further the spirit of the ukrainian forces which will serve to exacerbate the fighting in the east and other parts of the country. . >> and that does team to be part of the russian tactics to date. let's pull back a second. president zelenskyy telling jake tapper he is not willing to concede the east, the donbas in a road to peace. if that is the statement of principle, what does an off-ramp look like? . >> that's a really good question, john. this area right here is already russian occupied from 2014. this is separatist controlled. this area is currently russian occupied, as is this right here. if the ukrainians want to keep these areas or push the russians back, they're going to have a lot of tough going here because it's very easy to cut off an army either going this way or this way if the army is coming this way. so what they are trying to do they want to preserve the territorial integrity of their country. however, if they are going to dislodge the russians here, here, and here, they will have to find a series of tactics and a strategy to really move these russians out. and that's going to be a really tall order. i think the way the off-ramp looks, a status quo ante, everything stays the same. that means these areas may stay russian. at the very least, this one will stay russian. that of course is -- you know, it's not a defeat. basically you go back to where you were before and it's a stalemate. that's what we're looking at here. i think we will see a stalemate if the ukrainians continue to perform as well as they have. . >> that's a profound statement. the stalemate could be an off-ramp, counter to what zelenskyy's aim is. what could dislodge these areas around donetsk and north of the donbas? . >> you will have to have a lot of offensive operations. this will look very different from what we have seen so far. you are looking at possibly tank warfare. this is a major plain. this is flat area like kansas, different terrain, different from here where it was more woody, hilly, and allowed for people to hide in these areas. this hiding is not as possible. so there's going to be a challenge. you will have to go after tanks, different troop enplacements and it will look like world war ii where there were tank battles right in this very region. we can be looking at going back to the future so to speak because that area hasn't seen fighting in 70, 80 years in these places. but the terrain would allow for it to take place. you would have to have air power, which the ukrainians don't have, a strategy to pull the russians back potentially in places like this, and moving around this way. this is the russian border. if you don't attack targets in russia itself, you lose an opportunity to cut supply lines at the source. it will look like a stalemate more than anything else. the eastern town of kreminna has fall tone russian forces. and live in lviv, russian forces struck a civilian target for the first time since invading ukraine. and more with cnn's interview with ukrainian president volodymyr zelenskyy. this is cnn special live coverage. >> translator: for us, the battle for donbas is very important. it is important for different reasons. for the reason of safety. first of all, our grouping that is located in donbas is one of the best military we have. it is a large grouping. and russia wants to encircle them and destroy them. it is nearly 40,000 people. it is 44,000 professional military men who survived a great war from the beginning of 2014. this is why it is very important for us to preserve that part of our army that is one of the most powerful. this is why it is very important for us not to allow them to stand our ground. because this battle, and it can happen so there will be several battles, and we don't know how long it is going to take, it can influence the course of the whole war. because i don't trust the russian military and russian leadership. that is why we understand that the fact that we fought them off and they left and they were running away from kyiv from the north, from chernihiv, and from that direction, it doesn't mean if they are able to capture donbas they won't come further towards kyiv. that is why for us this battle is very important for many reasons. it is very important to win this battle. >> what do you say to people either in ukraine or elsewhere in the world who say just give putin the donbas, just give putin eastern ukraine, stop the blood shed, let him have the territory. what would your message be about that? >> reporter: in the centuries old history of ukraine, there is the story that ukraine has either taken some territory or needs to give up some territory. ukraine and the people of our state are absolutely clear. we don't want anyone else's territory, and we are not going to give up our own. >> you've inspired a lot of people, including not just here in ukraine but around the world. who inspires you? who are your heroes? whose story do you look to for inspiration during dark days here? >> translator: only the people. i believe our people are genuine and unique. and i just can't afford to be worse than them. when at certain moments i feel like all of this is dangerous, i understand that all the rest of us are going through this as well. what people are feeling like who are in basements, who lost their children, what our soldiers feel like right now. and i understand i have to be the strongest one in this situation. and this is all. and the most important is the way my children look at me. they have to be proud of me. this is the most important thing. i do everything for this. >> is ukraine going to win this war? >> yes, of course. joining me now is former spokesperson for president zelenskyy and journalist. thank you for being with us this morning. i first want to talk about this new approach we have seen from russia, where we have seen strikes on a civilian target in l lviv. what are they doing striking a civilian target so close to the city with poland where it had not struck a civilian target before? what do you think? >> thank you for having me. well, russia uses power to blackmail and try to intimidate ukraine, trying to show that something must be given up for russia that it starts. but we know russia is unstoppable. in the talks these days we're told we need to give up donbas and russia will stop, it doesn't make any sense. we look back at 2014, there was no battle for crimea and russia took it over. european partners were telling ukraine that nothing bad will happen. and they did not believe that ukraine will lose the crimea peninsula. so right now we see that after crimea, russia went to donbas. if russia takes donbas, russia will just move forward. and we need to fight for our territory to show russia that we are strong enough to be independent, to take our decisions, and that we are independent, sovereign, european state. >> that is what we heard president zelenskyy saying there with that interview with jake tapper. he said ukraine isn't going to give up any territory. after donbas, they will come for kyiv. where do the talks go? what is there to work out? >> the world must understand that russia understands only power, russia understands only strength. if we do not show we are a strong and powerful compuntry, will not negotiate. it is motivation for the russian side to talk over. actually all the peace can be reached by negotiations. ukraine was ready for many compromises. but many demands from russia do not make any sense. it is as unjust as it can be. they violated all the international laws, their morality and anything that could be violated. they come to a foreign country, grab the territories and demand us to become whatever one has to become, their slaves or whatever they want. that's why we will fight because this is our land and our home. and there is no other way to stop russia but to show our strength and power. that's why actually ukraine is asking all the international community to help us stand. if putin takes ukraine, putin will definitely move forward as much as he can. we need to show him democracy is the same strong as dictatorship that he has so successfully for russia, the country for 140 million people. . >> luliia, we have heard evacuation areas are closed for the second day in a row. do you worry the window may have closed to leave some of the most dangerous parts of ukraine? >> the situation changes very dynamically. of course every one of us worries about those people who stay in occupied territories. this is about donbas, kherson in the south of the country, and we see that russia is being very, very aggressive. we know we open all the opportunities to be heard and, you know, to talk and to ask. but at the same time, we understand that russia tries to do everything to make us truthless. they uses torture. russia uses infiltration camps to blackmail us and to show that it's such an aggressive animal that cannot be unstoppable. that's why we understand that we must negotiate. when negotiations took place, around 200,000 ukrainians go through those humanitarian corridors. russia was opening fire in many situations. but at the same time we are talking right now about 200,000 lives that go through these humanitarian corridors to safer territory to save their lives. we keep negotiations. but we show at the same time that we are enough strong to negotiate with. and i am sure that all the government is standing right now asking, begging and continuing to talk to russia to explain them this is about civilian lives. this is just about people who are living there. this is people who are not having any arms. and they must leave. they must leave the occupied territories and stay safe so we continue to fight in donbas and for the donbas. >> luliia, i know your fiancee is on the front lines, and i appreciate you taking the time to talk with us. thank you. >> thank you so much for having me. right now the last fight is under way for the besieged city of mariupol. the ukrainians who are refusing to surrender. plus, for some ukrainianss there's only one way to escape the war. to go to moscow. one family had no choice but to flee to russia. that's next. wet dishes? >> i came to poland to take that energy and convert it into something. >> reporter: she finally got a call, but it was not from azune. >> i heard them for the first time after a whole month. i was so torn. i was terrified that they're in russia. i don't know. should i be happy or should i be sad? >> reporter: mila's only option, she said, was to hire a smuggler to drive her family from russia to safety in poland. >> somebody in poland gave me a number of people who transferred people. it is dangerous activity in russia. very dangerous. >> reporter: now they are reunited. but how did the victims of putin's war end up in russia? desperate to flee, they tell us they could only find one way out. a private driver offered a ride to the russian border. >> now they fill me with details and it is even worse than i thought. >> reporter: were you scared to go to russia? what? i told you to hire a pro. i did get a pro. an orkin pro! i got this. got termites? don't call any pro, call the orkin pro. with over 120 years of experience, nobody's better. orkin. the best in pests. you're still paying me for this. i know, just relax. overnight, the western ukrainian city of lviv bombarded by russian missiles. multiple lives were lost, including that of one child. cnn reporters are covering the latest. >> reporter: in london, yet another blow to russia's blow to ukraine, in a statement the mayor of st. petersburg the general had died in battle in ukraine. his funeral was held over the weekend in st. petersburg marking the latest in of a senior military officials to have been killed over the course of russia's invasion in ukraine, a trend that may have contributed to low troop morale within the russian armed forces. >> reporter: i'm ben wedeman in creme tors eastern ukraine where overnight where a russian cruise missile hit the city. no injuries in this case. but there's a lot of bombardment outside. meanwhile, in the city of mykolaiv, the residents there have gone now for five days without water after a russian strike hit the main pipeline feeding the city, forcing people to get their water out of the river. >> reporter: i'm matt rivers in lviv, ukraine, where ukrainian officials said monday morning russian missiles had struck four different sites across the city of lviv. officials said that three of those sites that were struck were varying warehouses. the fourth was a tire repair shop. as for casualties, the numbers could certainly change. at least seven people reported killed across all four missile strike sites and 11 injured, including three critically, four injured coming from the tire repair shop. it has been several weeks since the region of lviv have been hit by missile strikes. ukrainian president volodymyr zelenskyy spoke to jake tapper on state of the union interview and why he believes a lesson of the holocaust has not been learned. >> you lost ancestors in the holocaust. every year on holocaust remembrance day, politicians put out statements that say never again, never again. those statements must seem really hollow right now to you. when the world says never again, do they ever mean it? >> i don't believe it at all after what we see in ukraine. if our friends or partners give us weapon, give us hand, give us support us, give us money and stop russia, kick russia, you can do it. >> joining us is middle east negotiator and cnn global affairs analyst aaron david millar. aaron, what did you think about what he said? he is essentially saying never again is maybe, okay, just this once again. . >> well, he reflects a historical reality. this is not the first time zelenskyy has deployed this never again trope. he did it before the german parliament last month in an agrees to the israeli knesset, he seemed to compare what was happening in ukraine to the nazi holocaust and challenged israeli lawmakers not to navigate a line between good and evil, right and wrong. look, it's a political reality. never again has literally become, i've said this before, ever, ever again. from the nazi holocaust, rwrwan, syria, myanmar, the uighers. and now we are watching the president himself call this genocide. we are watching mass killing, crimes against humanity, war atrocities play themselves out in the brutal and savage attack on ukraine. i think he's reflecting reality even while he challenges the international community, naming, blaming, and shaming them to at least be aware of the inconsistencies, hypocrisies and anomalies that occurred in the deployment of those two words. >> aaron, do you think it's a genocide?
