rented was found near the station. eric adams tells cnn the gunman could still pose a danger to the city. >> we're going to prosecute whoever is responsible for this crime. yes, it is a threat, and we're telling new yorkersvigilant. if you see him, notify your authorities but be extremely vigilant as you move around your day to day. we want this person apprehended. >> 33 shots in a moving subway car, yet miraculously, none of the injuries appears at this point to be life-threatening. all of this happening, striking so much fear there as well as injuries as people fled. we're going to take you live to the scene in a moment. we're also keeping an eye on the war in ukraine. our team on the ground there now observing -- you can see it right there -- stepped-up shelling in a residential district in kharkiv. it appears to show several clusters, lots of little bombs and some big bombs. ukranian military forces say more bodies have been found after russia's retreat from the north, some showing evidence of torture. so much to get into today. let's begin with cnn's jason carroll in new york. he's been covering this and he's at the scene of the shooting. frank james is officially a suspect in this. that means, as andrea was telling us last hour, he is a suspect in the investigation. what do we know about the investigation? >> reporter: clearly, and the investigation is very much focused on trying to find out specifically where he is at this moment. anyone out there who may know him, and obviously anyone out there who may know where he might be at this time. frank james, again, 62 years old. talked a little bit about some of the evidence they found here which included some of the items that belonged to him, including keys to a u-haul van. that u-haul van found just about a few miles from here from a different subway stop and subway station. that van rented in philadelphia. not only does james have an address in philadelphia, he also has an address in wisconsin as well. investigators following up on those locations. police say that when james boarded the train, he boarded the second subway train, sat somewhere in the rear of the train, and with him was someone by the name of claire tunkle. she was there on the train yesterday morning and actually interacted with him. >> my motive, getting on that train, i look people in the eye. i assess, are they okay, should i get close to them, are they crazy. honestly when i locked eyes with this individual and did not get a sense that there was anything wrong with him, you know, he said there was urine in the seat, don't sit there. and so i took that as, you know, almost a courtesy. >> reporter: as investigators hunt for james, they're also taking a very close look at his social media. some of the things that he posted very disturbing -- >> we lost jason carroll there from the scene of the shooting. we do have alexandra field also covering this story. alexandra, the real focus now is on the manhunt. if he is indeed a suspect in this as police say, they are doing all they can to find him quickly. >> reporter: yeah, we know that this is a massive effort that spans both federal and local resources. you've got to think about the victims who are waking up this morning and trying to pursue a path of recovery, and doing so without the peace of knowing that the person who unleashed this hideous attack on their subway car in the middle of their morning commute, not knowing that he has been found, not knowing where he is or whether he could be plotting anything else. the police have found no indication of that. as for the victims, it is absolutely remarkable, jim, that they are all expected to make a recovery. positive signs already. a a hospital in brooklyn received a majority of patients. we know two patients are still being treated at another hospital, and there is a third hospital that may still have a few patients admitted, but the vast majority of the 29 who were initially sent to be treated have been released. ten people were hit by bullets, seven males, three females. we know that five of the injured were children, that's according to new york's governor who met with some of those victims. they are as young as 12 years old. and it's not just the victims who are reeling this morning. it's really a city that is in shock over the trauma of this. we heard from some witnesses who were there in the immediate aftermath. listen to this. >> i saw a young man come to the station booth, and his legs were bloody, his pants were probably down so i guess he was managing whatever wound he had, and he was -- you know, he was -- he was very distraught. you know, he was lucid but he was, of course, very distraught and he was just telling the station agent that there was a big -- there was many people injured, there was people bleeding around the platform. >> reporter: police are saying some 33 shots were fired before this subway car pulled into the next station. witnesses who were on board estimated there were about 40 or 50 passengers who were in that car. jim, what we're hearing from so many of them is that the smoke was so thick that they couldn't immediately see or comprehend what was happening. they were hearing a popping noise that many thought were fireworks, then they finally saw the blood that was spilling on the floor, and that's when they realized how serious and severe the danger was, jim. >> and he used a smoke grenade to help create that fear and confusion. jason is back. i asked you about the process in the next steps of the manhunt now that there is a suspect rather than a person of interest named. >> reporter: again, jim, police are going to be doing and investigators are doing all they can to try to find anyone who knows frank james, anyone who knows about his past and might know where someone like this might be hiding at this point. a little bit more about what investigators found here at the scene. you were talking about some of the smoke that was on that subway. in addition to the 15 bullets that they recovered, investigators also recovered two detonated smoke grenades, their description, two non-death natured smoke gre nnadegrenades container with gasoline and a u-haul key leading investigators to the u-haul van that was rented by the suspect in philadelphia where he also has an address. in addition to that, jim, investigators also paying very close attention to the suspect's social media. basically he had a youtube post on monday, a day before the shooting, where he talked about killing people. also social media posts which talked about mass shootings and violence, also naming new york city's mayor eric adams in one of those posts. as you know, eric adams speaking to cnn earlier this morning where he talked about that social media's company need to do more to protect the public in these types of situations. >> multiple extended magazines, a hatchet. it gives you an idea of perhaps what more this gunman had planned. jason carroll, alexandra field, thank you. we spoke to a victim in his hospital bed. he said he was sitting right next to the suspect before the attack. he suffered a gunshot wound to the knee and is expected to be okay, but he said he's scared to ever ride the train again. >> i don't think i'm going to ever ride the train again. as a busy train station on 36th street, trains going to all four burr burroughs, they're saying they don't have cameras? that's just ridiculous. and the train was an old end train. you can't even switch cars. that's unsafe as well. >> he was sitting next to the shooter on that car as he started firing. just remarkable stories of survival here. we will stay on top of that, particularly as the manhunt continues for the person >> reporter: this is in the sumy region, and you know a lot of global republic was seen in bucha, and what was being discovered was bucha, unfortunately, was not unique. that horror was not unique. officials saying they found over 100 bodies in the sumy region of dead civilians and in similar states like they were in bucha, some with hands tied, some shot in the head execution style, some found from torture. you see cars of civilians trying to escape just riddled with bullets. in bucha we saw cars that read "children" on them that were riddled with countless bullets as they were trying to escape. and a camera in kharkiv shows a cluster bomb going off near a road in a civilian area. that's new video that we have. we understand -- amnesty international has been saying for some time now for weeks that these cluster bombs are being used. we've heard of them being used, but here we are actually seeing the images and you can imagine how terrorizing it is to be in this situation where a bomb drops and that it's spinning out other explosive devices, incredibly destructive, incredibly deadly. like i said, this has been widespread. amnesty international has said it has actually injured people just doing basic things like getting drinking water, or they were going shopping and they've been hit by these bombs. just to be clear about how bad these things are, there is actually a u.n.-backed treaty that bans the use of these. over 100 countries have signed onto that treaty. russia has not. the u.s. has not, either, jim and bianna. >> i can't get used to seeing those images and it's another reason why ukranian officials are warning those who live in western ukraine to flee and get out as quick as they can. brianna, thank you. joining me now is evana. she lives in ukraine. here you have president biden doubling down on what he calls genocide at the hands of the russians. just yesterday the soc found russia guilty of breaking national humanitarian law during this invasion to ukraine. given all of that, what should the western response look like at this point? >> well, definitely we have to record all those atrocities that russians have carried out on our land and ensure that all those responsible will be prosecuted in some specific special tribunal, which would be helpful to them. today we definitely need the massive military supply to ensure that our capacity to withhold this brutal attack and barbaric attack on our civilians, our homes, our cities and villages, and that is where we are very much dependent on all of our partners. >> you and president zelenskyy have called for a full embargo on russian oil flowing to europe, and they call this atrocities as evidence of why that should be supported. i know you met with ger german officials yesterday who said they supported you and you found them very helpful in these talks. but yesterday morning, germany rejected an eu oil embargo at this moment. what is your response to that? >> i really hope that this decision will still be re-evaluated and revisited by germany, because i think that every single hour , not even a day, is revealing new bar bear yan actions of the western federation's war crimes against ukranian people. those were three chairs, and they said we understand you are fighting not exclusively for yourselves, but you're fighting for what we believe in and for democracy and international order as we know it. so we will be ringing all the bells and we will be hoping, also, that citizens will agree. they will influence their citizens because that has changed as well. public opinion is very much in favor of helping ukraine and pressure on russia's federation. >> now you have finland and sweden saying they are likely to join nato within the next few months. you know, i can't stop thinking about president zelenskyy calling mariupol the heart of the country. we have yet to learn the atrocities committed there, but every day we're getting more and more indication of the brutality, tens of thousands reported to have been killed there. what more are you learning about that city and what is happening there at this point? >> what we are learning is that russians are trying to cover up all their crimes over there, and they brought in at least 13 mobile crematoriums who have been already noticed on the territory of mariupol in order to not only cover up the bodies of their victims, of their deceased soldiers and officers who died in the battle, but also the civilians that they have most likely been torturing and also have died from the shellings that have been pounding this city. >> you're doing such important work, trying to document all of this inhumanity associated with this illegal war upon a sovereign nation. ivanna klympush-stintadze, thank you. >> thank you. we're learning new details about the camera system in and around the station where this shooting took place. what was working? >> we've got 600 cameras just in that section of the n train line in brooklyn, 10,000 cameras overall. we have 5,000 cameras more than we had just a few short years ago, so we have incredible coverage throughout the system, and especially on this line. the result is that the nypd has been able to comb through video from other stations and they have actually, as a result, identified three perspectives on the fellow who is wanted for this crime coming into the station. again, our video has been a source of investigation for the nypd, and they continue to come through other video because they're trying to track him through the system in new york. >> so you say they have three images of him on the way in. of course, the question is do they have images of him on the way out to give them a sense of what direction he went and how? >> there's so many stations. we have 472 stations and they're looking at all of it, as well as the cameras on our buses and all the other camera video. what i think is pretty clear is the nypd has done an amazing job in this investigation in just a few short hours. they identified the guy, they identified the vehicle, they had tracked the vehicle to south brooklyn. we were able to identify it with this video where he got on, pictures of him all over the internet, his social media. the nypd has made it clear they know who the guy is and now they're on his tail, and we're very hopeful that they're going to identify thhim soon. the bigger picture, though, we need the safety of our subway system back. the subway system is the lifeblood of new york, and we really need the mayor and the governor to be able to make good on the commitment they've made to subway safety. i know they're passionate about it. we are depending on that to happen. >> what do you need, then, for that to happen? do you need cops at every station? do you need to start checking people for weapons when they get on the train? >> if the systems are in place, there are a couple thousand cops who are assigned to the transit system in new york, which as you know, jim, it's the way people get around in new york. it's what makes new york possible. i was asking for a long time during the de blasio era, let's get the cops on the platforms and on the trains like the old days when you and i were growing up in new york, jim. that's what riders want, it's where they feel vulnerable, it's where bad stuff happens generally. the mayor has said to his police department that he wants cops on trains like he used to do when he was a transit cop. he wants cops on platforms. that's what we need. we also want to see an upsurge in our rules of conduct. if you enforce fair evasion at the fair gate, people don't try to jump the turnstile. if you make sure people aren't using drugs or smoking or other things that create a disorderly environment in the system, you catch a lot of criminals and you deter criminals from coming into the system. that's what we're looking for. >> it's almost a broken window strategy for policemen. we did have the new york mayor on cnn this morning, and he referenced technology that could help. i want to play his comments and get your reaction to this. >> it's not as simple as a metal detector. it's more complicated and it's more modern than that. they do not even know they're there, and there are ways to stop your flow. it's not like at the airport where a person has to stop and empty their pockets. no, there are new technologies out there and i'm going to examine all of them to keep new york safe and particularly underground in our subway system. >> can you talk about the technology he's talking about there? short of metal detectors at every station, you can imagine the disruption that would cause. is there something that exists that we, watching right now, don't know about? >> clearly we're not going to have an airport type metal detector type system given the fact we have 3 million to 5 million people on the subway every day. i really welcome the mayor's commitment to technology. historically we want investment in modern resources in the system. we're doing that in so many ways. the signaling system, more trains, faster, closer together, but we also need the investment in security technology. the fact we have 10,000 cameras in the system in every station gives us an opportunity, in addition to what the mayor is thinking about, to start to look at patterns and pre-identify situations that might cause -- justify police intervention. i'd like to see more use of the incredible camera system that we have installed, together with the pd. lower manhattan is monitored from an undisclosed location very, very thoroughly. there is no reason we can't start to look at some of those ideas for more of the subway system. >> a lot of that legacy of 9/11. general leber, thank you so much. >> with us is assembly member a your assembly's main concerns are right now? >> i'm happy to say the victims are slowly being released from the hospital. everyone is just on edge. we're traumatized, coming ou a pandemic and trying to get back to life, get back to normal activities, and it's just difficult. so what happened yesterday is very alarm and go very scary to a lot of people. >> marcela, you heard the mta mta ceo talking aboucing on th to prevent broader crime like we saw yesterday. what do you believe is necessary to prevent something like this from happening again? >> good morning, bianna, and thank you so much for giving me the opportunity to speak out for my husband who has been speaking out fiercely against so many russian aggressions over the years. i did speak to him this morning, and he sounded optimistic, he really does. and he said not to lose faith. he told me that we would prevail even if our path to freedom is much more dangerous, much harder, and, oh, my god, so much bloodier than we ever could have imagined. in fact, as vladimir said himself, mr. putin did not become a dictator overnight. we knew for years who mr. putin truly is. my husband has been in opposition to vladamir putin's regime since he came to power, and he has been fiercely advocating for sanctions in lviv since 2010. his close colleague paid him the ultimate price for this advocacy, because he was killed, shot dead in 2015. my husband was imprisoned twice for this advocacy, and had to learn to walk and hold a spoon twice. three times in his life, once when he was a baby. so we have known how mr. putin is for years, and we have been trying and trying to tell the world about it. it's really tragic that it took over two decades and a bloody war that this murderer, this madman launched against our closest neighbors for the rest of the world to realize the true nature of mr. putin. >> evgenia, you talk about you, your family, other opposition leaders dead or in prison, alexei navalny now, speaking out about putin and his true behavior. russians themselves got a sense of who their leader was, and only recently were they disconnected from any objective media, opinionated media and independent media. i'm curious, are you concerned that perhaps your voices are the out outliers and that too many russians like vladamir putin support this war?
