scenes of horror for passengers on board a brooklyn subway train. we have the latest on the shooting that left a dozen injured and man hunt now under way. i'm john vause live in lviv, ukraine. the u.s. president joe biden accusing russia of committing genocide. russian troops prepare for an offensive in the eastern donbas region. police are looking for the man who opened fire on a crowded new york city subway train. authorities say the gunman fired off 33 rounds during tuesday morning's rush hour commute. hitting at least ten people. no one was killed. police are looking for this man who they have identified as a person of interest. not a suspect. 62-year-old frank james. believed to have rented a u haul van that could be linked to the shooting. the keys were found along with what police say were the shooters belongings. we will have much more on the story in just a moment. first, we want to bring you the latest on russia's war in ukraine. right now the presidents of poland and the baltic states on the way to kyiv. to meet with ukrainian president volodymyr zelenskyy. this comes as ukraine braces for a new russian offensive in the east. ukraine military reported heavy fighting in the central region on tuesday. officials in kharkiv say antipersonnel mines litter that area. in particular civilian areas. and in the besieged port city of mariupol. estimated 22,000 people have died there since this war began. on tuesday, the u.s. said it couldn't confirm if a chemical attack had taken place in ukraine in particular in mariupol. but warned russia may be willing and ready to deploy chemical weapons. meantime a ukrainian deputy prime minister just announced there will be no evacuation corridors open on wednesday. she accused russian troops of blocking buses and violating cease fire agreements. this comes as the russian president vladimir putin says peace talks are at an impasse and the war will go on. >> we have again returned to a dead end situation. for ourselves and for all of us. the military operation will continue until its fully completed. and the objectives that were set at the beginning of the operation are achieved. >> also learning that u.s. is expected to deliver hundred of million of dollars in new security assistance to ukraine. this comes as u.s. president biden ramps up his rhetoric on the war. >> i called it genocide. because it's become clear and clearer that putin is trying to wipe out the idea of being able to be ukrainian and the evidence is mounting. we'll let the lawyers decide whether or not a it qualifies. it sure seems that way to me. >> senior u.s. defense official believes russia still has about 80% of the combat power in amass before the invasion began. the ukrainians continue to pass expectations with the level of resistance. their level of resolve is easy to see in one small farming town. >> one look at the massive craters in the small ukrainian town near mykolaiv. and it's not hard to imagine the horror inflicted by russian forces bombing this neighborhood. the mayor brought us here. he says the russian plane that dropped the bomb circled over these homes several times. before unleashing the explosive attack. this is a simple peaceful town, he says. with ordinary people. no military. farming is what we do here. to feed the country and the world. >> there was a 70-year-old man in this house peeling potatoes. when this bomb struck. what happened to him? >> god decided not to take him away. he tells me the man survived. for more than a week in march, this little town of 12,000 people fought off the russians any way it could. town counsel member put out a facebook plea that if anyone knew how to fire a cannon. race out to help. a humble force of 100 people pushed the russians out. more than 170 buildings damaged. the charred wreckage was left all over town. but the mayor tells the story of one fighter who became an instant legend. a 78-year-old man who was told he was too old to fight. instead he made a molotov cocktail and threw it at at russian artillery system. blowing it up. we asked to speak with the man. we're told by city officials that they're protecting his identity. to keep him safe. the town might have won the battle, but this war never ends. he's now a front line refuge for thousands of ukrainians hoping to escape. every day at this church, buses drop off refugees. fleeing russian occupied areas just a few miles away. she left the city after enduring weeks of bombardment with her two children and nieces. >> they break into peoples homes every night. drag people out. beat them up. my neighbors were beaten up. they're still alive thank god. they are probably doing that to scare people. so they are always in fear. >> it was horrible. every day people are going crazy. to be honest. it's intolerable. the children, the tension is terrible. we don't know if you wake up alive. >> escaping alive is a dream. as we found closer to the front lines. the nearby village has endured weeks of shelling. you can see the munition and the shrapnel. you can see the building over here peppered with holes. as we meet with the village head man, it's clear the fighting isn't over. they are firing. he says. he tells us russians fired cluster artillery at a group of young people charging their phones. in this spot. they do it on purpose so people panic, he tells me. >> we understand there was a refugee 17-year-old who came here trying to escape and she was killed? >> lydia. she couldn't escape the russian strikes. a young woman trying to reach us. her mother says she was studying food production and shared these photos. so her daughter cannot be forgotten. >> inside the war room, council member shows us the calendar where they marked the days of war. when the war started, our life was divided. he tells me. there's before and after. we mark every day we survive this battle. >> right now the russian army is regrouping and expected to attack again from the east. we are 25 miles away from the front line. how concerned are you that the russians are going to be able to get back here? >> the mayor says we are not concerned. our country is good at two things, making bread and fighting. if we need to fight, we all rise up and fight. if we don't need to, we grow bread. right now, the town remains on the front lines. giving families a way to catch a bus and leave the war behind. more now on the man hunt in new york city for the gunman who opened fire on a crowded brooklyn subway car tuesday. police say ten people were shot and 13 others were injured in the scramble to get off the train. everyone thankfully survived. police have identified the man you see here as a person of interest. because he's believed to have rented a u haul van whose keeps were found at the scene. he has not been named a suspect. meantime, a survivor who says he was sitting next to the shooter is hospitalized with a gunshot wound. he spoke with cnn earlier from his hospital bed. and described what happened. >> i see black smoke. and that's when i got hit. i didn't think it was serious until i got off the train. i pulled my pants down and the size of a quarter gushing out blood. i lost so much blood. >> it was -- where did the bullet hit? >> if you see here, i'll demonstrate on the other leg. right here, so the bullet went through the back of the knee and came out over here. it's the size of quarter over here. >> juliette is a cnn national security analyst and joining me now from cambridge, massachusetts. always good to have you with us. >> thank you for having me tonight. >> a man hunt is under way for 62-year-old frank james. who police call a person of interest. not a suspect. despite his photograph fitting the exact description of the brooklyn subway shooting suspect and police are asking for help from the public. so, what does all this tell you? >> right. it does seem complicated. let me try to explain it sort of the police talk that you most americans saw happening today. there's a reason why they didn't call mr. james a suspect. they might have a reason to believe that there might be others involved. possibly a third party. a third person. also that they want to protect the prosecution which is going to follow. so if they call him a suspect already, that case they might fall apart and find someone different. they're going to muddy up what should be a clear cut case. so it seemed confusing they said we have a person of interest and a suspect. and we don't know whether they're the same person. that is very perpf purposeful t protect the prosecution. long story short, within 20 hours of the incident, they have got a name and a person of interest. they are on a man hunt and got the truck. this thing will end relatively soon. it's not going to be a long term investigation. >> interesting. of course what we know so far is after putting on a gas mask, and throwing gas canisters or smoke canisters inside the train, the subway shooter fired 33 times. hitting ten people. thankfully his gun jammed. security cameras at the station were not functioning. of course there's smart phone video available to police to help them find the shooter. they have linked frank james to the u haul vehicle. that was rented under the credit card that was dropped near the scene of the shooting. what procedure will they need to follow to ensure that they do actually get the person? the shooter at the subway. >> this is where extraordinary events can seem normal. this is going to seem like a normal criminal investigation. especially if there's no allegation of a foreign terrorism tie. which the police has been clear they're not doing this as terrorism. nor if they thought there was an ongoing threat. this will be putting the peas pieces of the physical evidence together. it is clear that this police have a sense of who he is. because they have ruled out what we call a terrorism investigation. which would be one that is motivated for political purposes. this maybe someone that was dealing with mental health issues or other issues related to why the police would rule out terrorism this quickly. so as i said extraordinary events, scary events. events that terrorize. there's no question about that. will look pretty familiar through the criminal justice process and then there will be a prosecution and a determination of if there's a conviction. this is a case that will not reach sort of epic proportions in terms of how we think about safety and security in the country. because it's unlikely to be politically motivated. and because of all the investments new york made in safety and security and most importantly the response capacity, this really was a situation that could have gone from horrible to catastrophic. and actually result in no death. that in my world that's a success story. it really is. >> i agree. thank you so much for joining us and sharing analysis with us. we appreciate it always. >> thank you. just ahead, the cost of war on both sides and how the conflict in ukraine is having an impact on the global economy. we'll be joined by one of president zelenskyy's economic advisers. stay with us. unlike ordinary memory supplements, neuriva plus fuels six key indicators of brain perfrforman. more brain performance? president zelenskyy. here in ukraine. thank you for taking the time to speak with us. world bank says ukraine economy are contract by 45%. a direct result of the war. the russian economy will contract by 11%. is that alone is that a clear indication that western sanctions on moscow are just not cutting it? >> i would say that yes, you are right. some sanctions are working, some are not working. and more over the most critical sanctions which we were expecting should be employed by the western world. still not employed. and i'm talking about basically oil. russians have $1 billion u.s. daily. from the oil. they have enough cash to buy missiles and buy bombs and continue to destroy our city. our infrastructure. kill our people and rape our women. this is what we see all over the country. >> we mean russian natural gas as well. which is heading to europe and especially germany. according to the world bank forecast, the war is having a devastating impact on human life and causing economic destruction in both countries. ukraine and russia. and will lead to significant economic losses in the europe and central asia region. and the rest of the world. so the bottom line here is that this war of choice, by vladimir putin, the world should realize the economic hardships being felt in the weeks and months to come can be sourced back to the actions of just one man. vladimir putin. the problem it seems is that message is not getting out. >> yes, exactly. look, now the whole world is experiencing a significant economic as well. ukraine is not a able to do this or campaign. it's true more than 5 million of our people are now refugees. outside of our country. and we still need to make social payments to them and the world accepting our refugees is also have costs to cover. for our people. look, everybody is suffering except russia. russia is going to decline only 10, 15%. this is the price they have to pay for this war? no, no, no. we have to continue. sanctions could go further. that's why u.s. and gas em boar goe as well. i'm in favor of that. let's do the first step. let's cut off them from the bloody money. oil is 40% of their budget revenue. 40% of their budget revenue. they're spending this money not to support the economy. they are spending this money to buy weapons and military equipments to kill our people. and rape our women. and to kill our children. this is what they're doing. we have to have a consensus. we have to stop financing the russian federation. i don't know what else should be shown to european leaders to follow the idea of embargo. after bucha, after the mass murder in bucha, after the station where more than 50 people were killed including five children, after chemical weapons which were used a couple days ago in mariupol. now after president biden was calling the war in ukraine as genocide. and everybody here in ukraine believed it's genocide. what else should be done? in order to cut off russian military machine. out of the bloody money. we need -- >> good question. if not now then when. how much worse does it have to get before the world decides to do something serious. right now, let's assume vladimir putin is stopped here in ukraine. that the ukrainian fighters can rid this country of every last russian soldier. what does the rest of the world then owe ukraine? for doing that. >> look, first of all, we lost our people but we lost our assets. if after the first week of the war, approximately our estimate was that we were losing around $100 billion u.s. after the first week. the cost of invasion grew. and now our latest current estimates according to to prime minister is around $1 trillion u.s. this is the amount of money which we will be needed in order to rebuild our economy. and if the war is stopped immediately, right now, otherwise the price tag is going to increase again. so basically, we're expectctctg have access to the at least $300 billion u.s. for asset of russian central bank. plus, we are we have to get access to more than $100 billion u.s. in a cycle of -- and also support which will be coming from the side of our international allies. look, on the top of that, it's also true that we need money currently. as you rightly pointed out, our economy is shrinking. in the first quarter of this year we fell down by 15% already. and we know that it's going to continue even further. whether the economy is declining, obviously you have a shortage in your budget revenue. how you can finance your military and defense sector and the social sector. actually two expenditures we are having here currently in ukraine. we do not finance anything else. but defense and social spending. and for that we are also need money. and you have to understand that international market just go privately to international market and war is not a choice for us. we need complete support from at least g 7 also in supply. finances already calling for that support. >> we understand this is shooting. police are looking for this man who they have identified as a person of interest. though not a suspect. 62-year-old frank james is believed to have rented a u haul van that could be linked to the shooting. the keys were found along with what police say were the shooters belongings. tuesday morning attack began with smoke grenades before a gunman opened fire. cnn has more on the shooting and the urgent man hunt under way for the man responsible. >> it happened during the morning rush. aboard a busy new york city subway train in brooklyn. shots rang out and smoke filled the car. witnesses say -- >> people were screaming for medical assistance. it was a scary moment. >> law enforcement arrived within minutes. >> an individual on the train, donned what appeared to be a gas mask. he took a canister out of his bag and opened it. the train at that time began to fill with smoke. he then opened fire, striking multiple people on the subway and in the platform. >> ten shot, five in critical but stable condition. many more people injured. according to the police. blood on the floor of the subway station. >> we were stuck on the train. about to get to reach the stop. and then thank goodness the train moves within a minute. i don't know what could have happened if we were stuck there for longer. >> a gun multiple high capacity magazines, fire works and gun powder have been recovered in the station law enforcement sources say and believe the gun jammed during the shooting. a motive for the attack remains unknown with the suspect still on the loose. >> he's being reported as a male black, approximately 5'5". with a heavy build. he was wearing a green construction type vest. and a hooded sweatshirt the color is gray. >> they investigated a u haul van with arizona license plates in connection with with the shooting. new york mayor in isolation recovering from covid-19 told cnn it's too early to dismiss the subway attack as not terror related. >> this is terror of someone attempted to terrorize our system. they brought in what appears to be some form of smoke device, they discharged a weapon. and so, i don't want to be premature. this was or was not. at this time the investigators will do their due diligence to properly identify what happened here. >> new york governor on scene called for an end to new york recent wave of violent crime. >> we say no more. no more mass shootings. no more disrupting lives. no more creating heartbreak for people. trying to live their lives as normal new yorkers. it has to end and ends now. i'll have more news later this hour. first, let's get back to john vause in lviv, ukraine. >> thank you. as russian forces retreat from areas in north of ukraine, they littered the area with explosive devices. many dropped from the air, others placed in homes or stuffed into children's toys. according to to ukrainian officials. many of the devices are antipersonnel mines or vehicle mines. set to explode by timers or triggered by detecting motion nearby. cnn reports, sweeping the area is slow, dangerous and potentially deadly work. >> this is the central market area in kharkiv. this is the site of most of last nights strikes. we have come here with emergency service first responders. the russians have come up with a new tactic. to ensure the devastation of their attacks last far beyond first impact. lieutenant is the head of the bomb disposal team. >> the mines explode by themselves. and cause damage. the elements can detonate between three and 40 hours later. we have to detonate them remotely. to avoid damage to the population. >> there are unexploded mines all over this area. so they can't get too close. what they do is they wrap pla plastic explosives arnds a wire. link it to a detonator. that is placed next to the unexploded ordnance. and retreat, then they blow it up. a brutal new tactic leaving death to lie in weight for unsuspecting civilians. >> the russian president vladimir putin continues to defend the brutal war in ukraine. and vowed to press on until his own personal mission accomplished. during a news conference with the belarus president, he said talks with ukraine have reached a dead end. and this war will go on. cnn following developments live from london. we hear there's been push back by the russians. on this claim coming from the united states about the potential use, likely use of some kind of chemical weapons attack here in ukraine by russian forces. >> yeah, this has come out in the last couple hours by the twitter account of the russian embassy in washington. they are denying the unconfirmed report of a potential chemical attack. on the port city of mariupol. an important strategic objective for russia. as the war continues. idle talk by who held a briefing yesterday and said the u.s. is concerned russia might use chemical weapons. calling it prove kative and disinformation. one part of the statement is worth noting is they say the information confirmed but the russian defense ministry on the preparation of provocation by ukrainian radicals with the use of chemicals is disturbing. and we have questions about the origin of the substances. i want to high lagt that section. the fears that emerged previously during the conflict is russia could potentially create a sort of false flag when it comes to chemical weapons. accuse ukraine of using them and use them themselves. as a retaliation tactic. this is of course we don't know this is happening. we don't know this report of a chemical attack in mariupol actually happened. (soft music) ♪ welcome back. ukrainian deputy prime minister has announced there will be no humanitarian corridors today. she accuses russian forces of violating the cease fire. and says they blocked the evacuation buses in the region so that civilians could not escape areas of fighting. 3,000 people were evacuated from parts of southern and eastern ukraine on tuesday. across the country, more than 7 million people have been displaced. and according to the un, more than 4.6 million have fled ukraine since russia invaded nearly seven weeks ago. cnn is covering the refugee crisis from near the ukrainian poland border. she joins us now. good to see you. what is the situation there right now for so many refugees? scenes of horror for passengers on board a brooklyn subway train. we have the latest on the shooting that left a dozen injured and man hunt now under way. i'm john vause live in lviv, ukraine. the u.s. president joe biden accusing russia of committing genocide. russian troops prepare for an offensive in the eastern donbas region. police are looking for the man who opened fire on a crowded new york city subway train. authorities say the gunman fired off 33 rounds during tuesday morning's rush hour commute. hitting at least ten people. no one was killed. police are looking for this man who they have identified as a person of interest. not a suspect. 62-year-old frank james. believed to have rented a u haul van that could be linked to the shooting. the keys were found along with what police say were the shooters belongings. we will have much more on the story in just a moment. first, we want to bring you the latest on russia's war in ukraine. right now the presidents of poland and the baltic states on the way to kyiv. to meet with ukrainian president volodymyr zelenskyy. this comes as ukraine braces for a new russian offensive in the east. ukraine military reported heavy fighting in the central region on tuesday. officials in kharkiv say antipersonnel mines litter that area. in particular civilian areas. and in the besieged port city of mariupol. estimated 22,000 people have died there since this war began. on tuesday, the u.s. said it couldn't confirm if a chemical attack had taken place in ukraine in particular in mariupol. but warned russia may be willing and ready to deploy chemical weapons. meantime a ukrainian deputy prime minister just announced there will be no evacuation corridors open on wednesday. she accused russian troops of blocking buses and violating cease fire agreements. this comes as the russian president vladimir putin says peace talks are at an impasse and the war will go on. >> we have again returned to a dead end situation. for ourselves and for all of us. the military operation will continue until its fully completed. and the objectives that were set at the beginning of the operation are achieved. >> also learning that u.s. is expected to deliver hundred of million of dollars in new security assistance to ukraine. this comes as u.s. president biden ramps up his rhetoric on the war. >> i called it genocide. because it's become clear and clearer that putin is trying to wipe out the idea of being able to be ukrainian and the evidence is mounting. we'll let the lawyers decide whether or not a it qualifies. it sure seems that way to me. >> senior u.s. defense official believes russia still has about 80% of the combat power in amass before the invasion began. the ukrainians continue to pass expectations with the level of resistance. their level of resolve is easy to see in one small farming town. >> one look at the massive craters in the small ukrainian town near mykolaiv. and it's not hard to imagine the horror inflicted by russian forces bombing this neighborhood. the mayor brought us here. he says the russian plane that dropped the bomb circled over these homes several times. before unleashing the explosive attack. this is a simple peaceful town, he says. with ordinary people. no military. farming is what we do here. to feed the country and the world. >> there was a 70-year-old man in this house peeling potatoes. when this bomb struck. what happened to him? >> god decided not to take him away. he tells me the man survived. for more than a week in march, this little town of 12,000 people fought off the russians any way it could. town counsel member put out a facebook plea that if anyone knew how to fire a cannon. race out to help. a humble force of 100 people pushed the russians out. more than 170 buildings damaged. the charred wreckage was left all over town. but the mayor tells the story of one fighter who became an instant legend. a 78-year-old man who was told he was too old to fight. instead he made a molotov cocktail and threw it at at russian artillery system. blowing it up. we asked to speak with the man. we're told by city officials that they're protecting his identity. to keep him safe. the town might have won the battle, but this war never ends. he's now a front line refuge for thousands of ukrainians hoping to escape. every day at this church, buses drop off refugees. fleeing russian occupied areas just a few miles away. she left the city after enduring weeks of bombardment with her two children and nieces. >> they break into peoples homes every night. drag people out. beat them up. my neighbors were beaten up. they're still alive thank god. they are probably doing that to scare people. so they are always in fear. >> it was horrible. every day people are going crazy. to be honest. it's intolerable. the children, the tension is terrible. we don't know if you wake up alive. >> escaping alive is a dream. as we found closer to the front lines. the nearby village has endured weeks of shelling. you can see the munition and the shrapnel. you can see the building over here peppered with holes. as we meet with the village head man, it's clear the fighting isn't over. they are firing. he says. he tells us russians fired cluster artillery at a group of young people charging their phones. in this spot. they do it on purpose so people panic, he tells me. >> we understand there was a refugee 17-year-old who came here trying to escape and she was killed? >> lydia. she couldn't escape the russian strikes. a young woman trying to reach us. her mother says she was studying food production and shared these photos. so her daughter cannot be forgotten. >> inside the war room, council member shows us the calendar where they marked the days of war. when the war started, our life was divided. he tells me. there's before and after. we mark every day we survive this battle. >> right now the russian army is regrouping and expected to attack again from the east. we are 25 miles away from the front line. how concerned are you that the russians are going to be able to get back here? >> the mayor says we are not concerned. our country is good at two things, making bread and fighting. if we need to fight, we all rise up and fight. if we don't need to, we grow bread. right now, the town remains on the front lines. giving families a way to catch a bus and leave the war behind. more now on the man hunt in new york city for the gunman who opened fire on a crowded brooklyn subway car tuesday. police say ten people were shot and 13 others were injured in the scramble to get off the train. everyone thankfully survived. police have identified the man you see here as a person of interest. because he's believed to have rented a u haul van whose keeps were found at the scene. he has not been named a suspect. meantime, a survivor who says he was sitting next to the shooter is hospitalized with a gunshot wound. he spoke with cnn earlier from his hospital bed. and described what happened. >> i see black smoke. and that's when i got hit. i didn't think it was serious until i got off the train. i pulled my pants down and the size of a quarter gushing out blood. i lost so much blood. >> it was -- where did the bullet hit? >> if you see here, i'll demonstrate on the other leg. right here, so the bullet went through the back of the knee and came out over here. it's the size of quarter over here. >> juliette is a cnn national security analyst and joining me now from cambridge, massachusetts. always good to have you with us. >> thank you for having me tonight. >> a man hunt is under way for 62-year-old frank james. who police call a person of interest. not a suspect. despite his photograph fitting the exact description of the brooklyn subway shooting suspect and police are asking for help from the public. so, what does all this tell you? >> right. it does seem complicated. let me try to explain it sort of the police talk that you most americans saw happening today. there's a reason why they didn't call mr. james a suspect. they might have a reason to believe that there might be others involved. possibly a third party. a third person. also that they want to protect the prosecution which is going to follow. so if they call him a suspect already, that case they might fall apart and find someone different. they're going to muddy up what should be a clear cut case. so it seemed confusing they said we have a person of interest and a suspect. and we don't know whether they're the same person. that is very perpf purposeful t protect the prosecution. long story short, within 20 hours of the incident, they have got a name and a person of interest. they are on a man hunt and got the truck. this thing will end relatively soon. it's not going to be a long term investigation. >> interesting. of course what we know so far is after putting on a gas mask, and throwing gas canisters or smoke canisters inside the train, the subway shooter fired 33 times. hitting ten people. thankfully his gun jammed. security cameras at the station were not functioning. of course there's smart phone video available to police to help them find the shooter. they have linked frank james to the u haul vehicle. that was rented under the credit card that was dropped near the scene of the shooting. what procedure will they need to follow to ensure that they do actually get the person? the shooter at the subway. >> this is where extraordinary events can seem normal. this is going to seem like a normal criminal investigation. especially if there's no allegation of a foreign terrorism tie. which the police has been clear they're not doing this as terrorism. nor if they thought there was an ongoing threat. this will be putting the peas pieces of the physical evidence together. it is clear that this police have a sense of who he is. because they have ruled out what we call a terrorism investigation. which would be one that is motivated for political purposes. this maybe someone that was dealing with mental health issues or other issues related to why the police would rule out terrorism this quickly. so as i said extraordinary events, scary events. events that terrorize. there's no question about that. will look pretty familiar through the criminal justice process and then there will be a prosecution and a determination of if there's a conviction. this is a case that will not reach sort of epic proportions in terms of how we think about safety and security in the country. because it's unlikely to be politically motivated. and because of all the investments new york made in safety and security and most importantly the response capacity, this really was a situation that could have gone from horrible to catastrophic. and actually result in no death. that in my world that's a success story. it really is. >> i agree. thank you so much for joining us and sharing analysis with us. we appreciate it always. >> thank you. just ahead, the cost of war on both sides and how the conflict in ukraine is having an impact on the global economy. we'll be joined by one of president zelenskyy's economic advisers. stay with us. unlike ordinary memory supplements, neuriva plus fuels six key indicators of brain perfrforman. more brain performance? from the oil. they have enough cash to buy missiles and buy bombs and continue to destroy our city. our infrastructure. kill our people and rape our women. this is what we see all over the country. >> we mean russian natural gas as well. which is heading to europe and especially germany. according to the world bank forecast, the war is having a devastating impact on human life and causing economic destruction in both countries. ukraine and russia. and will lead to significant economic losses in the europe and central asia region. and the rest of the world. so the bottom line here is that this war of choice, by vladimir putin, the world should realize the economic hardships being felt in the weeks and months to come can be sourced back to the actions of just one man. vladimir putin. the lost our people but we lost our assets. if after the first week of the war, approximately our estimate was that we were losing around $100 billion u.s. after the first week. the cost of invasion grew. and now our latest current estimates according to to prime minister is around $1 trillion u.s. this is the amount of money which we will be needed in order to rebuild our economy. and if the war is stopped immediately, right now, otherwise the price tag is going to increase again. so basically, we're expectctctg have access to the at least $300 billion u.s. for asset of russian central bank. plus, we are we have to get access to more than $100 billion u.s. in a cycle of -- and also support which will be coming from the side of our international allies. look, on the top of that, it's also true that we need money currently. as you rightly pointed out, our economy is shrinking. in the first quarter of this year we fell down by 15% already. and we know that it's going to continue even further. whether the economy is declining, obviously you have a shortage in your budget revenue. how you can finance your military and defense sector and the social sector. actually two expenditures we are having here currently in ukraine. we do not finance anything else. but defense and social spending. and for that we are also need money. and you have to understand that international market just go privately to international market and war is not a choice for us. we need complete support from at least g 7 also in supply. finances already calling for that support. >> we understand this is shooting. police are looking for this man who they have identified as a person of interest. though not a suspect. 62-year-old frank james is believed to have rented a u haul van that could be linked to the shooting. the keys were found along with what police say were the shooters belongings. tuesday morning attack began with smoke grenades before a gunman opened fire. cnn has more on the shooting and the urgent man hunt under way for the man responsible. >> it happened during the morning rush. aboard a busy new york city subway train in brooklyn. shots rang out and smoke filled the car. witnesses say -- >> people were screaming for medical assistance. it was a scary moment. >> law enforcement arrived within minutes. >> an individual on the train, donned what appeared to be a gas mask. he took a canister out of his bag and opened it. the train at that time began to fill with smoke. he then opened fire, striking multiple people on the subway and in the platform. >> ten shot, five in critical but stable condition. many more people injured. according to the police. blood on the floor of the subway station. >> we were stuck on the train. about to get to reach the stop. and in washington. they are denying the unconfirmed report of a potential chemical attack. on the port city of mariupol. an important strategic objective for russia. as the war continues. idle talk by who held a briefing yesterday and said the u.s. is concerned russia might use chemical weapons. calling it prove kative and disinformation. one part of the statement is worth noting is they say the information confirmed but the russian defense ministry on the preparation of provocation by ukrainian radicals with the use of chemicals is disturbing. and we have questions about the origin of the substances. i want to high lagt that section. the fears that emerged previously during the conflict is russia could potentially create a sort of false flag when it comes to chemical weapons. accuse ukraine of using them and use them themselves. as a retaliation tactic. this is of course we don't know this is happening. we don't know this report of a chemical attack in mariupol actually happened. (soft music) ♪ welcome back. ukrainian deputy prime minister has announced there will be no humanitarian corridors today. she accuses russian forces of violating the cease fire. and says they blocked the evacuation buses in the region so that civilians could not escape areas of fighting. 3,000 people were evacuated from parts of southern and eastern ukraine on tuesday. across the country, more than 7 million people have been displaced. and according to the un, more than 4.6 million have fled ukraine since russia invaded nearly seven weeks ago. cnn is covering the refugee crisis from near the ukrainian poland border. she joins us now. good to see you. what is the situation there right now for so many refugees?
