border. zelensky telling the senators, it's very important for ukraine that you are with us today. cnn's matthew matthew, let's start with russia's latest moves, including sniper drills. what's the latest? >> reporter: look, russia has tens of thousands of troops that have gathered -- >> can -- >> matthew is talking. let's listen to matthew. >> reporter: yeah. so to answer that question, russia has got tens of thousands of forces that it has been gathering near the border of ukraine. there are sniper drills that have recently been announced. there are tank drills. there are infantry drills. all of that sending a very powerful message, that at any moment, if the kremlin gives the order, vladimir putin and the kremlin says so, they can go in and invade ukraine once again. obviously, that's created an incredibly tense situation here in kiev, with all sorts of speculation about russian moves. the issue you mentioned about the evacuation of the russian embassy in the ukrainian capital. there is no confirmation of that here. ukrainian foreign ministry, who i've spoken to in the last few minutes, said they haven't heard any information from the russians that this is actually taking place. obviously, there is a feverish atmosphere here, as everybody is bracing themselves in this country for the possibility of some kind of russian incursion, some kind of russian attack. now, ukraine has been getting assu assurances, most recently from a group of seven bipartisan senators that came over from washington to offer their support for ukraine. look at taking back recommendations to boost sanctions against russia and boost military aid for this country as it faces the russians. also, nato has been deepening its relationship with ukraine, as well, saying it'll be passing on technological information and data to help it ward off cyber attacks, like it offered at the hands of russia possibly a few days ago. finally, britain has announced that it will be supplying the ukrainian military with short-range missiles. a lot of actors on the western and international stage are now gathering behind ukraine to show it some kind of diplomatic support and material support, as well, as it continues to face this russian threat. >> matthew -- >> reporter: back to you. >> sorry. if you're still with us, i'm seeing reports this morning that the ukrainians believe that the russians are training occupation forces, forces that could occupy ukraine after some kind of invasion. with that level of belief or that level of provocation, what are the ukrainians doing for, perhaps, a corresponding move? >> reporter: your r're right. ukrainian intelligence this morning put out a statement saying they've observed that the rebels in eastern ukraine, controlled and backed by russia, are actively recruiting civilians from the area into their ranks and putting them on contracts. they're also training people. the rebels training them up, the volunteers, to fight, potentially, against the ukrainian forces. you know, it is a good question about what ukraine is doing in response. obviously, they have a big standing army. they've got their front lines, which are on a sort of state of high alert near those rebel-controlled areas and near the russian border, as well. they've also started the process of calling up civilian volunteers around this country, the process of sort of training them up, potentially with a view of getting them weapons. they haven't done yet. there's some criticism in the country that the ukrainian government isn't moving quickly t to tackle and prepare for this russian potential invasion. nevertheless, there are sort of measures that are under way. john. >> matthew chance, thank you very much for that. please keep us posted. the thing is, with this level of rhetoric and this level of apparent provocation, i don't know how long this can be sustained. it seems unsustainable for the long duration. >> well, i think if you look through the "times" story written by david sanger, who we will speak to later on in the program, as well, it sets up this idea that vladimir putin may not yet know exactly what he wants to do, kind of seeing how it plays out. clearly, they are setting the stage for something very, very prok provo provocative. they've already said diplomacy has failed. they're waiting on the letter potentially going back and forth between putin and the white house. the long-term goal seems to be to break the spine of nato, what putin is looking for here. it seems he is going far to get it. >> they've created an environment of danger, anything can happen. >> yeah. this morning, senate democrats begin the formal floor process of trying to pass voting rights legislation. a centerpiece of president biden's agenda. unless there was some secret development in the last few minutes, this is not going to pass. this is not going to pass. but they are going through the motions. first, in a few hours, debate begins on legislation that combines two bills already passed by the house. the john lewis voting rights act and the freedom to vote act. this would allow the senate to put the bill on the floor directly. >> and at this point, of course, it is largely theater, as john just underscored. that's because of two people that we've talked quite a bit about. senator joe manchin of west virginia and senator kyrsten sinema of arizona. they both say they don't support changing senate rules that would let them pass this bill with only democrats. that makes this effort basically loomed from the start. lauren fox is on capitol hill for us. lauren, great to see you, as always. walk us through why and how the stage is set for this to unfold today and what democrats hope to accomplish. what does chuck schumer, the majority leader, hope to accomplish, considering we know manchin and kyrsten sinema aren't moving? >> reporter: that's the question. this will, once again, direct attention to the fact that the democratic party is really divided on this issue of whether or not to change the senate rules. debate is going to kick off today over these bills that passed out of the house of representatives, but we don't expect a vote until tomorrow at the earliest. once again, when that vote takes place, there aren't going to be ten republican senators to support it. that means that chuck sumechume the majority leader, will have to move to change the senate rules. however, this is the moment we expect both senator sinema and senator manchin to not vote with the rest of their party. you need all 50 senate democrats to change the rules. this is the moment the president, the majority leader, the advocacy groups, have argued is necessary in order to preserve democracy, and, yet, both senator sinema and mansion remain unmoved. tonight, the democratic caucus will meet once again, and chuck schumer is going to try to make the argument again to his caucus, that this is the moment to change the senate rules. this is the moment to move. ag again, we don't expect that to change the minds of sinema or manchin. >> especially with senator man man manchin's relationships at the white house to be icy with his decision on build back better. doesn't look good for democrats. thanks, as always, for your reporting. >> let's bring in senior political analyst and editor at the "atlantic," ron brownstein. you wrote a piece titled, "how manchin and sinema completed a conservative vision." it'll play out before our eyes today. what do you mean? >> yes. it's a mistake to believe republican efforts to make it harder to vote just arose with donald trump and the big lie. in fact, if you look at the chief justice, john roberts at the supreme court, he has on a four decade quest to roll back federal guarantees of voter prot protections, all the way back to the reagan administration when he served as a young assistant in the justice department and opposed the -- a key element of the bipartisan extension of the voting rights act in 1992. he wrote that it should be very hard for the federal government to intervene in what states do because it's the most intrusive interference imaginable, his phrase, in state prerogative s. fast forward to 2014. supreme court on a 5-4 party line basis, with all the republican appointed justices outvoting all the democratic appointed justices, passes the shelby county rule, undermines section 5, the preclearance provision, the centerpiece of the 1965 voting rights act. that bangs the gong, john, for what happens in the states, both in terms of the states directly covered and in other republican-controlled states, by signaling the supreme court wasn't going to get in their way. we saw, initially, more voting purges, poll closings, voter id laws. after 2020, this wave of 19 states that passed 34 laws, making it harder to vote, all on a party line majority rules basis. there is no state that has a filibuster. all of the efforts to make it tougher to vote have unfolded on party line, majority rule votes, but because of manchin and sinema's refusal to exempt voting rights from the filibuster, the one place where you now need to bipartisan supermajority to protect voting rights, the senate. that structural imbalance is the wall democrats will run into today and, in fact, is the wall that makes it very difficult to imagine that there will be meaningful constraint on what states do throughout this decade, to make it tougher to vote, tightening the tourniquet. >> ron, you've covered our politics and been such an astute watcher of it for so long. you've looked at demographics and how those have shifted for republicans, for democrats, throughout. why do you think democrats are doing this right now? i mean, in some ways, i wonder, why didn't president biden do this right out of the gate, when maybe he would have had a little more leverage to convince manchin and sinema to tweak the rules of the senate, when he was first freshly elected. now, we're still pretty far out from midterm elections. this obviously is an issue that could potentially animate the democratic base. but it's january. what's your sense of why now, and why do it this way? >> well, i think it is very clear that the president decided that he was going to prioritize the economic parts of the agenda, the build back better first, and he knew that was always going to be a tough lift to get manchin and sinema. so he didn't want to royal the waters by initially also having a big argument with them over ending the filibuster or exempting voting rights from the filibuster. i think even the president has second guessed that decision in recent weeks. it's not clear to me that if they had done this earlier, that it would turn out any differently. >> that's fair. >> manchin and sinema are centering so much of their political identity on being the democrats who say no to other democrats. i will say, they are the last two senate democrats who will oppose ending the filibuster, at least for voting rights. i mean, i can't see anyone winning a democratic primary and getting elected to the senate without supporting that position. given what i just said, that at every other step in the process, we have a partisan majority rules kind of decides. whether it is the state legislatures -- last summer, we k looed at the most restrictive bills that passed in the states. just 3 of 806 state legislative democrats who voted on them have voted yes. 19 of 1,600 republicans have voted no. they've been party line affairs. yet, all of them have been able to pass because there is no filibuster in the states. it's only at the senate where you see this requirement. i do think manchin and sinema are probably the last two democratic senators who will insist on giving republicans in the senate a veto on what republicans in the states and republicans on the supreme court have already done. >> ron brownstein, you've been following us for decades, which is remarkable because you are so incredibly young. you're so young. it is almost physically impossible eyou've been doing this as long as you have. >> thanks. >> thanks, guys. tim ryan is frustrated, yes? (music) ♪ i think to myself ♪ ♪ what a wonderful world ♪ several school districts in virginia are vowing to defy the order from the state's new republican governor to end mask mandates in schools. the order, which takes effect next monday, dictates that children should only wear masks if their parents want them to do so. jo joining me now is a virginia parent who wants the school district to maintain its mask mandate. thanks so much for joining us this morning. tell us a little bit about why you feel this way. what your own personal circumstances are, and how your children feel about wearing masks to school. >> absolutely. i mean, my children -- i'll be honest, they don't like wearing masks, right? nobody likes wearing masks. but we do it because we have immunocompromised people in our family. we have a new baby who is unvaccinated, can't be vaccinated. we know that we can't see them unless we're careful. so those are our whys, you know? then on a larger level, the community is our reason. we want to, you know, slow the spread as much as possible. >> so what do you say to parents who are on the opposite side of this debate from you? if you're having a conversation with a neighbor who says, "hey, i don't want my kids to have to do this," what do you say to them about why you think these mandates should stay in place? >> because i want my kids to stay in school, right? i feel like we have multiple layers of nmitigation already i our schools, and one of them is the mask mandate. and so when we take away even one layer of mitigation, then we run the risk of being so short-staffed, we can't keep schools open. or infection rates going, you know, rampant, and we won't be able to control it. we'll have to go virtual. so, you know, that is really the choice i see here. do we keep masks, or do we run the risk of going back to virtual learning? >> how do you think your school district has done in terms of balancing the needs of children versus the needs of adults in the classroom? we have had a lot of conversation that, in a lot of cases, kids have gotten lost in all of this, in favor of protecting adults who may be more susceptible to the virus. do you think the right balance has been struck? >> i feel it has. i mean, i feel like our kids are in school. they're doing afterschool activities. they're in sports. i feel like we absolutely have struck a great balance in protecting the wider community and, at the same time, ensuring that our kids are in school. my kids are insanely happy to be back in school. their mental health is better than it was last year. they're so much happier and so much healthier. it's not perfect, but nothing ever is. we're in a pandemic. >> you've worked a lot on this issue. you've organized others on this issue with the group you have. what are you going to try to do to push back against the removal of the mandates by the governor? is there anything you can do? >> absolutely. so we have organized, actually, a group called loud and for all, and we are organizing a rally today, actually. we heard that the board of supervisors is putting through a resolution to kind of uphold that it is the school board who should decide about the mask mandate. and so we are rallying at the board of supervisors, at the government building today, in order to support this resolution and hopefully get it passed. we would be at the school administration building, but, unfortunately, there is no chance for public comment before the decision has to be made. it looks like the supervisor might be making a decision tomorrow in regards to our district, so we want to make sure that our voices are heard before then. and that, you know, they understand that the vast majority of louden wants masks. you know, louden voted blue. youngkin did not win louden. that shows me that most of our community, they want masks. they are for science. they know the evidence. they understand that without masks, our kids are going to be home. >> rasha saad, virginia parent, thank you for joining us to explain your side of the story. john, this has become an emotional and political issue across the country, something that i think is going to be central to the midterm elections, as parents dps grapp with this. >> parents are frustrated, but they also want kids in school. do whatever it takes to get them there. >> right. coming up next here, an nba co-owner is under fire after comments he made about china. plus, why tennis star novak djokovic may be banned from more tournaments around the world. and you will never guess who struck it rich the last two years during this pandemic. or maybe you will. trillions of dollars into the pockets of the wealthy. >> good morning, john. i guess i interpret it the same way i interpreted peng shuai's quote, unquote, video visit with the ioc. in my mind, he's basically become a pawn now of the chinese government, yao ming, which i'm really surprised and, quite frankly, very disappointed about. because he was a great nba player. certainly, arguably, the most recognizable chinese athlete all around the world. so it seems to me that he's being played for a pawn for the chinese system, for the chinese government. it's worrying to me that he's said this and made these comments. peng shuai, we haven't heard from her since she appeared with yao and a couple orr ather athl. the chinese approach in these situations has been simple, deny this ever happened. they had peng shuai do it herself, deny the allegations that peng had put out against the official from the chinese government. number two, squash all the news, which they did on their own internet. you couldn't even search the word "tennis" for a time being. then sort of attack the people that are attacking them. saying, why are you turning this into a political situation? sports should be a place where we all come together and sort of bridge the gap. that's what yao ming's statement said. yes, we have collisions on a bridge, but we should all try to work together. i find this extremely worrying and very, very troubling. >> everything we're seeing right now in terms of sport in china r i t , i think, is a precursor to the olympics. china getting what it wants from yao ming and also an official from the golden state warriors. listen to what this person said about the uighurs, what many consider to be genocide. >> nobody cares what's happening to the uighurs, okay? you bring it up. >> what do you mean, nobody cares? >> of all the things i care about, yes, it is below my line. >> wow. >> pretty insensitive for those comments to come from someone who is obviously a very successful businessmen. minority owner of the warriors. the warriors spimmediately put t a statement, saying this gentleman has nothing to do with the day to day operations of the warriors and doesn't reflect at all about how we feel on this situation around the world. i guess he was saying later in the podcast, which i listened to, john, that he was sort of comparing -- we shouldn't be talking about situations in other parts of the world when we have our own issues in our own country. i don't think anybody would deny we have issues in our own country. there are issues all around the world. that doesn't mean you can't speak out about situations that are happening. clearly, what's happening with the uighurs in china, is very troublesome. i don't see why any normal human being could be able to talk about that as well. >> look, i should make clear, he sort of issued a statement, walking it back later. he said, as a refugee, my family fled a country with human rights issues, so this is part of my lived experience. my belief is human rights matter, whether in china, the united states, or elsewhere, full stop. aside from that, i do have to say, i'm fascinated by the idea that the olympics are about to take place in a country where, again, many consider a genocide is happening. i'm fascinated to see how it is handled by the business community, by nbc, which is broadcasting the olympic games. i mean, do you think we're going to see the traditional olympic, look at everyone smiling, montages as they open the games every night? >> well, i'm sure that's what the chinese government is going to try to do. they did that in the previous olympics that they hosted. this is another sort of chance for them to put out their, if you want to call it propaganda. i think that's exactly what they're trying to do. if there is anything we can do on this side, whether it is corporations, whether it's the media, it's really speak out and set benchmarks as to what we'd like to see happen. that's why i'm proud of what the women's tennis association did, john. we haven't heard from them for a while, but they told china, told the world that this is unacceptable. they need proof that peng shuai is okay and they can reach her. the chinese government doesn't need to put peng shuai in jail. they don't need to imprison her. they're basically imprisoning her in her own country, by controlling what she says, controlling what she does, and controlling all the information that she's getting. we don't even know if she even understands what's done on around the world, that the tennis world has reechached out her. even naomi osaka at the australia open now said she's proud of what the wta did, standing up to china, and said, we're not playing there unless we fete real, real information about her whereabouts and that she's okay and free. >> maybe nbc should put a picture of peng up every night when they do their coverage. put on an investigative reporter every day. i have to let you run. novak djokovic not playing the australian open, which is under way. what do you think is going to happen for the french and wimbledon coming up this spring and summer? >> report >> the concern is there can be a copycat attack. law enforcement gets concerned that someone else could be inspired and try to carry out some similar attacks. what they have done is they've issued this alert to law enforcement and also to the faith-based communities. re-evaluate your security. remind yourselves of things you can do to protect yourselves. they say this is also, in part, because we are living in such a heightened state of alert. the threat level is heightened, certainly, both domestically, which is really interesting, and also foreign terrorists who still want to target jews and other faith-based communities. in this letter, the fbi and dhs write that the faith-based communities have, and will likely, continue to be targets of violence by both domestic violent extremists and those inspired by foreign terrorists. so also what they are saying is that they're seeing a lot in online forums because of the pandemic, because of just the division that exists in this country, so they are warning faith-based communities to look at their security. also, as we heard from the hostages, talk about how they took courses to learn how to protect themselves. they're reminding the communities to do some of that again. refresh some of the courses so that folks there can protect themselves. nonetheless, we're going to be seeing some stepped up security all across the country at faith-based institutions and communities, so that people can feel protected, john. >> look, it's that training that seemed to have made all the difference in texas. shimon prokupecz, thank you very much. one of the four hostages held at gunpoint inside the texas synagogue described to cnn their daring escape from that long and really frightening ordeal. jeffrey cohen says he didn't think they'd make it out alive, as the hostage taker grew more and more belligerent. the gunman did, however, allow them to call their loved ones. >> at one point, the terrorist let us call our families. i made calls to my wife and son and basically told them, there is a gunman here. he claims he has a bomb. things don't look good right now. i love you. remember me. in the last hour, half hour, he degraded. he devolved from being relatively calm to being very agitated, extremely agitated. to the point where it was -- concerned us. up until that point, we were willing to wait for law enforcement to do their thing. at that point, we knew we had to get out. at one point, he even said that, "i'm going to put a bullet in each of you. get down on your knewes." at which point, i glared at him, raised up in my seat, and may have shaked my head like that. i glared at him, and i mouthed, "no." at that point, he kind of -- that was the first time we'd been not subservient to him. he pulled back. the aggression made him pull back. he sat back down. i think that's when he put down his gun and went to pour his soda. i didn't actually see that, but that's when rabbi charlie yelled, "run" and threw the chair at him. i want to make it clear, two things. we were not released. we were not rescued. okay. we escaped. >> wow. it's amazing that they got out alive there. it is amazing what their training helped them do over time. now, the dramatic part is the ending there, where they threw the chair at the terrorist and were able to escape. but it was over the course of many, many hours that they got themselves closer to the door. that they positioned themselves physically in the right place. that they accomplished the right kind of relationship. it was only because of all those hours of work, based on the training they'd learned, that they were able to get out. >> i know. it is a sad commentary, that this training is needed. you know, as i was reading a little about this yesterday, the idea that they have to pay for that training. i mean, tens of thousands, if not hundreds of thousands of dollars for this synagogues to do things like this. it is a very sad statement, that that's something that is needed in america today. but, as you can siee, it saves lives. >> chilling. coming up, there were two pandemics. one for the less fortunate and one for those who pocketed trillions of dollars. christine romans explains. and ahead, who betrayed ann frank?
