canceled, creating a real mess for air travelers. we have every angle covered. let's begin with polo sandoval from pittsburgh. you were with us last night. it was snowing. now the aftermath. >> reporter: to that point, too, poppy, when you and i last spoke on air, the snow portion of the event was just getting started in pittsburgh. now that we're joining you again, it seems we're bringing that chapter to a close. now is the next big challenge, which is to get as much snow as they can off these highways, off these side streets because of the concern with the forecast calling for an overnight low of about 1 degree later this week. the concern is much of this sort of slush that remains on the road could refreeze, create problems for a lot of folks obviously there this week. not just here in pittsburgh but the entire region is experiencing power outages, for example. look at the latest numbers we have. south carolina just under 30,000 power outages. neighboring north carolina, about 27,000. here in pennsylvania about 16,000. and keep in mind these numbers tend to go up and down as crews try to get out there and make those repairs. still the one good thing obviously is it is a holiday, so we are seeing not a whole lot of traffic compared to what you could perhaps see in a normal monday, but nonetheless you see people out there driving out and about, walking around and running into some issues with the snow. poppy? >> thank you so much, polo. pete muntean is live at reagan national airport outside of washington. pete, a few weeks ago it was flights canceled because of labor shortages because of omicron. now they have the weather tangling things up. >> reporter: and a good upshot of that is this is something the airlines have been forecasting, although the travel chaos is not over just yet. flight aware, 1,460 flights canceled just so far today, more than 3,000 flights canceled yesterday. that is the highest number of flight cancellations we have seen sincian 3rd. you know this storm as it went up the east coast hit a lot of major hubs, places that typically don't get a lot of snow. at charlotte, for example, about 90% of all flight departures were canceled yesterday. a third of all flights departing out of charlotte canceled today. a bit of good news, though. american, delta, southwest, united have issued travel waivers so those impacted by this storm can change flights free of charge, though not much of a silver lining in that it is the end of a holiday weekend, people coming back home. even though the numbers are still low for air travel compared to the holiday week around christmas, 1.3 million people traveling right now. so the numbers a bit low they are time of year than what we saw in december, poppy. >> thank you, pete, very much. let's go to cnn meteorologist jennifer gray with the latest sfrast. what's in store? >> well, poppy, this is going to continue to make its way to the north and east. we still have winter storm warnings, winter weather advisories across the appellations and up to northern sections of new england. so here's the live radar. you can see the i-95 corridor has pretty much been the dividing line between rain and snow. the snow has really been in interior sections and all the rain along the coast. but even areas getting rain. it is a miserable rain. temperatures in the low 40s. 40-mile-an-hour winds and just a down force. so that's starting to wrap up. we could get a quick shot of snow or frozen precipitation on the backside of this system, but it won't accumulate to much in the big city. most of the higher accumulation amounts are going to be well inland. and so as this system wraps up by this evening, it will leave us with anywhere from, say, 2 to 4 additional inches of rainfall, and then you can see those higher elevations could get up to about 6 additional inches of snowfall, i should say. and we're also going to see very cold temperatures, high temperatures today only in the upper 30s, back in the midwest temperatures not even making it to freezing. poppy? >> thank you, jennifer. appreciate that very much. china just announced tickets for the winter olympics, by the way, just a few weeks away, will not be sold to the general public. this is of course due to covid concerns. the announcement comes less than three weeks before the games are set to begin and right as beijing detected its first case of the omicron variant. our selina wang is live in tokyo with the breaking details. a huge development overnight. >> reporter: yeah, poppy. so residents in china cannot buy tickets and international fans are ban preponderance of the evidence when you watch the olympics on tv, the people in the stands are specifically invited by authorities to attend. we don't know how many people get that invite. organizers say they'll have to follow covid rules before, during, and after the games. these games are going to be incredibly restricted, far more than even tokyo's summer olympics. i'll be traveling in in two weeks' time, but already i have to log in my daily health stat into an olympic map. me along with thousands of other participants will be kept entirely separate from the population the entire time. anyone attending the games unvaccinated, they'll have to quarantine for 21 days upon arrival. and get this -- for the local chinese staff and volunteers, after the games, they have to quarantine for 21 days before going back to their homes to see their families in china. this decision comes after beijing detected its first case of omicron, and in china, even one case is one too many. we're seeing several cities across china back in war-time mode with snap lockdowns, mass testing, contact tracing and quarantine. all of that in response to sometimes just one or a handful of cases. now, that strategy has been effective this china so far, but there are concerns they won't be as effective with the omicron variant given, one, how transmissible it is, and two, reports that chinese vaccines are not as effective against this variant. >> incredibly concerning. thank you for the reporting. developing right now, israel just announced the results of a new study on the effectiveness of a fourth vaccine dose against the omicron variant. it finds the fourth dose leads to higher levels of covid antibodies. israel began giving those two its most vulnerable populations late last month. now it's available to everyone over 60 in the country. joining us to discuss, a physician and a fellow at the american college of preventative medicine. thanks very much. let's get right to this breaking news. the study out of israel locked and we need to learn about it, but what's your reaction to those findings and what are your questions about a possible fourth dose? >> happy monday and mlk day, poppy. i think the most important thing for us to learn from that study is whether that increase in and body levels in concentration actually contributes to a significant or critical reduction in hospitalizations and/or deaths. remember, the purpose of the vaccine and of additional doses is always around preventing and curtailing severe disease. so while it's encouraging to hear that news, we still don't have a concrete understanding of the utility of the fourth dose. snee >> every expert has said the best defense is a first booster, yet only 30% of americans are fully boosted. do you believe it's time for biden administration to clearly and loudly say that you're not fully vaccinated if you're not boosted? and for businesses to respond accordingly and require boosters, for example, dining inside? >> yes, poppy. that time actually has passed. the biden administration actually missed being proactive around this definition. we should have changed this at least approximately a month ago to clearly indicate and communicate to the american public if you want to be protected against omicron, you need to be boosted. i personally, when counseling people in community or when talking to people, i tell them, look, you don't have as much of a fighting chance independence severe disease with omicron unless you are boosted. so, yes, we fell flat on that in our public health response, not changing that definition. this is a problem that has unfortunately hampered the administration and the cdc, having less than effective communication, something we need to right the ship on now. as far as traveling, that time, too, has come and gone to allow people to travel without a vaccination being required. and i would only hope that businesses and employers would follow the data and follow the science and do what's in the best interests of most people that are in their employment. >> so now we're looking at new case numbers in the united states, around 800,000 a day, hospitalizations at the highest they have ever been. okay, remember that, because so many more people are infected, you have so many more people in the hospital. is this indicating to you we're at the peak of this surge? and if it is, is there anything that tells you there's not just another variant around the corner? >> let's go with the second half of that question first. as long as we are in a pandemic stage of this unprecedented public health crisis, and as long as we are failing at global vaccine equity, the possibility that new variants will emerge, variants that are more contagious than omicron, variantings that lead to more severe disease are always likely. so we can never look forward to lessen our vigilance or determination to have a multilayered mitigation strategy. and i would only hope that we would say what do we need to do to really turn a successful corner? get relief finally, with magnilife® leg and back pain relief. and get living. available at your local retailer. igt now on this martin luther king jr. holiday, his family is leading a march in washington to urge president biden and the senate to enact federal voting rights legislation. our suzanne malveaux is live this morning with us in washington. suzanne, you did that great piece over the weekend speaking with his family at his childhood home. and now today is really a day of action for them in the nation's capital. >> reporter: poppy, you're absolutely right because one of the main focuses and really the key message of martin luther king iii and speaking with him and his family in atlanta, is that this day must be recognized for his father's legacy and linked to voting rights, that it was integral to his mission when it comes to the civil rights passage of '64 and the voting rights act of 1965. that is why they're here in washington. they crossed the frederick douglass memorial bridge in southeast washington to make the point that the president and congress had put all of their might behind that and were able to get something done. they want something done here for voting rights legislation. just moments away, we will see the king family here along with house speaker nancy pelosi to continue to try to push that political pressure on getting voting rights passed. there will be a debate that will take place and likely a vote in the senate this week. as you have mentioned, it was in atlanta that i had an opportunity to talk to the king family about the meaning of this day. >> it all airs to what he stood and fought and died for. and i think that what we are simply saying is that this is a time, this is a day of action. >> he'd be greatly disappointed and say that america lost and will do better. he never would have accepted what we're going through at this point. >> reporter: and king is very much aware that this is likely that the voting rights legislation that will be debated and voted on will fail this week along with that effort to get the senate rules changed to get it passed as some sort of exception to the senate rules to get that accomplished. but king nevertheless telling me, poppy, that this is something that they will find a way to do, they will continue to fight for because it is a continuation of his father's mission and his legacy, and that is the message that they want to take away and to impart for people today. poppy? >> to that point that from all casualties it is expected this legislation when taken up in the senate on tuesday will fail, what is the biden administration's plan to keep pushing forward? >> reporter: well, the messaging is critical and key. and one of the things the king family is asking for is that it is a top priority, that it is something that they continue to discuss. as you know, poppy, over the weekend, there was some news made. we saw senator mitt romney in an open invitation to the president saying come to me, let's discuss some alternatives to the civil rights legislation that is very likely to fail. are there other different ways, avenues that perhaps the administration and the senate can find some common ground. less ambitious, however, in their legislation to at least push forward and i dress some of the concerns of those voting rights restrictions that we are seeing in place around the country. >> suzanne, thank you very much for being there this morning. we appreciate it and your reporting with the king family as well. this morning the nation is mourning the passing of an american hero, brigadier general charles mcgee, one of the last surviving tuskegee airmen died on sunday. he was 102 years old. he bravely fought for the u.s. in three different wars -- world war ii, korea, and vietnam -- flying over 400 combat missions during his 30-year military career. this american hero was awarded the congressional gold medal in 2007. in a statement, defense secretary lloyd austin thanked mcgee for his sacrifice, legacy, and character. he is survived by his three children, 10 children, 14 great grandchildren and one great-great grandchild. may charles mcgee's memory will a blessing. we'll be right back. this is th. with intuitive tech... in a new cold war with russia? >> i do. i do because i think putin knows if he's ever going to invade ukraine now is the time. i hope he doesn't make that miscalculation. but the fact is if he does invade ukraine, what is our commander in chief prepared to do to stop it? >> it comes amid growing concerns that russia may try to invade ukraine. matthew chance has more. what can you tell us tonight? >> reporter: yeah. those tensions, poppy, really acute because there are still tens of thousands of russian troops that have gathered near the ukrainian border potentially poised to come in in another invasion. all it takes is an order from the kremlin and one man, of course, vladimir putin, the russian president. that order we believe has not been given yet. and in fact vladimir putin has been, you know, noticeably tightlipped on what his next steps are going to be. but remember, we're just a few days after intensive negotiations that lasted about a week have come to an end between the u.s. and russian officials, between russia and nato, the western military alliance, and others, with no resolution. those talks ended in deadlock. russia wants concrete guarantees that nato will not expand towards its borders any further, and it wants to make sure that ukraine never, ever becomes part of the western military alliance. guarantees the united states simply not prepared to give. the question now is what will be russia's next stems? an invasion is definitely an option. so is more diplomacy, although we've seen no indication that that's happening yet. there's another possibility that putin could ratchet up military pressure in this region, possibly deploying for weaponry and troops, even missiles to areas they're not located. but again a tense moment in this region, poppy. >> absolutely. thank you so much for the reporting. joining me now is john herbst, former u.s. ambassador to ukraine. ambassador, thanks for your time this morning. >> good morning. thank you. >> do you agree with ranking member mccaul? do you believe the u.s. is in a cold war with russia? >> i think russia has been conducting a cold war against us for almost a decade, and i think the last few years we've just realized what's going on. >> this weekend national security adviser jake sullivan pushed back against the idea that the u.s. should essentially do anything more now. additional sanctions, et cetera, right? and this follows the news from microsoft that there was this huge destructive malware in dozens of government and private computers in the network in ukraine. the ukrainians say, look, russia has fingerprints on it. i say this because i wonder if you think waiting for vladimir putin to literally send troops across the border into ukraine is the right call for the u.s. to do more or is it time for u.s. right now to respond more forcefully? >> look, compared to the very weak u.s. diplomacy in the past vis-a-vis aggression, this administration has done a creditable job. but they could do a better job. the additional weapons should have been sent yesterday. we're also talking about boosting nato's forced posture in the east after russia invades ukraine. too late. do it now. these are two things we should be doing now. and i think the administration can be faulted for wanting to build quote, unquote predictable and stable relations with moscow. they should be focusing on stopping kremlin aggression right now. that leads to measures which are not quite as good as they could be. >> ranking member mccaul also pointed to the u.s. withdrawal from afghanistan and the chaos that ensued as a reason why he believes putin and others, look what north korea is doing right now, are engaging in this provocation. listen. >> you and i talked about afghanistan over the summer, last summer. i think people, our foreign adversaries like putin, xi in china, the ayatollah, kim jong-un, view that as a moment of weakness. we are not projecting strength but projecting weakness, which historically goes back to hitler and chamberlain, always invites aggression, and i think you'll see a lot more of it. >> do you agree with him? >> i think he has a point. look, the actual withdrawal from afghanistan was disaster, which the biden administration could have avoided. but the decision to withdraw was probably necessary and it's also true, even if they avoided the disaster to place the russians and the chinese will be saying the fact we withdrew from afghanistan at all is a sign of weakness. so we have to be careful about how we analyze the afghan factor in the current crisis. >> that's an interesting point. look, you've been very clear on how you feel about how this administration, the biden administration handled the north stream 2 pipeline. you called it a disaster, their handling of it. it's about to carry gas from russia to germany. listen to president biden's national security adviser jake sullivan on friday. >> there is no gas currently going through the nord stream 2 pipeline. there will not be for months at least. we have made clear to the russians that pipeline is at risk if they move further into ukraine. that is leverage for us. you slap sanctions on it right now, you take that leverage away. >> is the biden administration simply miscalculating that it has the leverage here? >> yes. the germans have refused to say so. >> right. >> the defense minister said last week there's no connection between russia going into ukraine and nord stream 2. when blinken was in washington a week or so ago, they said if the russians go into ukraine they may not be able to use nord stream 2. it signals weakness. the administration should make it very clear right now to germany and to russia that if germany does not stop nord stream 2 if russia goes into ukraine, the united states will let the senate do its work, which the administration to its disgrace in my opinion fought successfully last week. >> what should president biden do if russia invades ukraine? >> they should do what they've said about punishing sanctions. they should do what they said about increasing the forced posture of nato in the east and sending more weapons to ukraine. they should take out nord stream 2 forever. >> thank you very much, ambassador herbst. appreciate your time this morning. >> my pleasure. coming where of course martin luther king jr. was a co-pastor with his father where he de delivered his first sermon. let me bring in rashad robinson, president of color of change. thanks for joining us as we wait to hear from the vice president. >> thanks for having me. >> what are your thoughts on this? because not only is she marking this very meaningful consequential day for the nation, but she's doing it as this administration prepares for the senate to take up its voting rights legislation that is going to fail. >> yeah. i mean, these are the moments where we're not just in a conversation about words as we remember dr. king, but we are in a conversation about action. and what type of action will our elective leaders kwhofl so comfortable quoting dr. king so often but so many of them are unable to live up to his legacy of actually doing things that are important and powerful but sometimes maybe not popular with everyone. >> yeah. as we look ahead to tuesday, right, and what is going to play out in all likelihood in the senate, what should the plan be after tuesday to keep pushing forward on this? >> well, you know, i think about this day, and i've woken up to quotes from corporations that have, you know, put, you know, dr. king on their logos and talk about justice and freedom but haven't actually spoken up around the right to vote, one of the signature pieces of work in dr. king's life, the ability to express our will for a better future through the vote. e i think about kyrsten sinema and all the people who took unpopular actions for her to live the life she has. now to see her empowered standing in the way of us being able to continue to move this country forward. you know, i think about sort of not just what happens if we do not pass this voting rights legislation, but the powerful message it sends to those that want to stand in the way of ensuring that all of us have access to health care, all of us have access to education, all of us have access to the freedoms and opportunities that we have contributed to this country and helped to build. i think about the message it will send to those standing in the way of those things that their strategy works and that they can continue their efforts at dismantling the progress that we have made. and so i think that there is so much on the line on tuesday, but i also know that this work is not something that happens overnight, and we will continue to push. we will continue to fight. and most importantly, we will continue to hold those who stand in the way of justice accountable regardless of their political affiliation because that is part of the work to bring about real change. >> i think so many today are thinking of dr. king's words, but his writings. and i think about the letter from birmingham city jail and the pastors coming to him and saying your fight is right but now is not the time, right, and his response, and what he wrote about the white moderate. and then there's this, what he said in 1963. let me play this for you. his interview about potential civil rights act at the time. we were still a few years away from passage. here he was. >> the tragedy is that we have a congress with a senate that has a minority of misguided senators who will use the filibuster to keep the majority of people from even voting. >> that was 1963. how do you reflect on that today? >> i mean, i think it's sad that we are still on this place dealing with these relics of bygone eras or that should be relics of bygone relics in terms of the filibuster, a rule being used to make sure that the united states still doesn't have anti-lynching laws, to make sure at the federal level, to make sure that we have stalled so much progress through this rule that actually prevents members of the senate from actually doing their job, not even having to debate on legislation that opens up more opportunity. poppy, i think about 2020, the summer of 2020, when people of all races took to the streets, when many people thought the best we could do in terms of activism was clap outside of our windows or uplift investigative journalism. but people took to the streets to stand up and make their voices heard around racial justice. to stand up and push back against the injusts they were seeing. people came together. the challenges we have with so many of our rules and our democracy is that we can't translate that majority belief into a governing majority. the majority of americans want to make sure that everyone can express their will for a better future through the vote. what we are seeing is rules that actually prevent that. then we have members of the senate who i think in so many ways want to be able to keep their own power, their own legitimacy, having us to keep coming to them to beg them for the ability for us to be seen and heard and treated equally and them being able to determine whether or not they're going to stand with us even though they would not be, you know, members of the majority without our votes. i think about all of that, and i think about that the work must continue. we must continue to build power. we have gotten ourselves to this point where we are debating this and we are pushing this. but it's going to take a lot more effort and it's going to take not just holding members of congress accountable but it's going to hold corporations accountable and the donors accountable and so many others that have created this climate where this is possible. >> rashad robinson, thank you for your thoughts on this mlk day as we place. as some of you know, last week i was honored to once again visit your historic sanctuary together with members of the king family. and it is an honor to be with you today as our nation remembers the reverend dr. martin luther king jr. as has been said, as is known throughout the world, dr. king was a prophet. he was a prophet in that he saw the present exactly as it was and the future as it could be. and he pushed our nation toward that future. dr. king pushed even as his character was maligned. he pushed even as his family's life was threatened. he pushed even as his own life was in jeopardy. he pushed for racial justice, for economic justice, and for the freedom that unlocks all others, the freedom to vote. today our freedom to vote is under assault. in georgia and across our nation, anti-voter laws are being passed that could make it more difficult for as many as 55 million americans to vote. 55 million americans. that is 1 out of 6 people in our country. and the proponents of these laws are not only putting in place obstacles to the ballot box, they are also working to interfere with our elections, to get the outcomes they want and to discredit those they do not. that is not how democracies work. we know the threat we face. we know that this assault on our freedom to vote will be felt by every american in every community, in every political party. we know that if we stand idly by, our entire nation will pay the price for generations to come. you know, i'm reminded of the words of dr. king's partner, a great american leader, and his partner in the struggle, yes, coretta scott king, who said freedom is never really won. you earn it and win it in every generation. so many in this state have worked tirelessly to protect our democracy. you have registered voters. you have organized on college campuses and in senior living communities, at coffee shops and cookouts. you've worn out the soles of your shoes going door to door to get out the vote. and last week, the president and i visited atlanta to deliver a message. it is time for united states senate to do its job. a landmark bill as we all know sits before the united states senate. the freedom to vote john r. louis act. this bill represents the first real opportunity to secure the freedom to vote since the supreme court gutted the voting rights act nearly a decade ago, and the senate must pass this bill now. you know, it was more than 55 years ago that men, women, and children marched from selma to montgomery to demand the ballot. when they arrived at the state capitol in alabama, dr. king decried what he called normalcy, the normalcy, the complacency that was denying people the freedom to vote. as dr. king said, the only normalcy he would accept is the normalcy that recognizes the dignity and worth of all god's children. today we must not be complacent or complicit. we must not give up. and we must not give in. to truly honor the legacy of the man we celebrate without the world's top ranked player, novak djokovic. he returned defeated to his home country serbia after losing his australian visa because he's not vaccinated. djokovic's unceremonious exit opens brand new french law just passed yesterday was going to require people to show proof of vaccination to enter public places. does that likely mean that that would prevent djokovic from playing in paris in a few months, maybe another showdown? >> well, poppy, as we've seen through this entire process, politics becomes a big factor in the decisions that are being made in all country around the world, including in australia where novak djokovic assumed he had a visa and a medical exemption to get into the country and mid-flight on his way to australia the goal posts changed a bit and the figured months ago. in fact, about 50% of the male players at that time were not vaccinated, but they saw what was coming with the australian open, and this is just the first domino to fall in the tennis
