i'm john berman with brianna keilar. major developments around the world as country after country takes action against the new highly mutated omicron covid variant. but it's hard to tell what is spreading faster, the variant or fear. fear based for now on speculation. because there's so much we don't know. is it more contagious? is it more lethal? does it evade vaccines? this morning, we genuinely don't know. and it could take weeks for an answer. overnight, the united states banned entry for non-citizen travelers for south africa and seven neighboring countries. japan, israel and morocco have essentially shut down their borders. confirms cases of omicron include canada. . >> this has not been detected in the u.s. yet, but officials say it may already be here. this is what dr. francis collins of the nih said on cnn's state of the union. >> how severe would it be? we have no data so far to suggest that it would be. there's even a bit of a report from south africa that maybe people are milder than the usual case. but they are most live young people with mild illness anyway. we just don't know. it is more contagious when you look how rapidly in spread in districts throughout south africa. >> president biden meat with dr. anthony fauci and the white house covid team releasing this photo saying this. dr. fauci informed the president while it will take two more weeks to have more definitive information on the transmissibility, severity and other characteristics of the variant, he continues to believe existing vaccines are likely to provide a degree of infection against severe cases of covid-19. president biden will provide an update on the variant later this morning. but it does feel very much like the planet is hitting the pause button. we are tapping into the global sources of cnn from around the globe. >> reporter: south african president has voiced his disappointment at the travel bans that have been implemented saying it is skrtkreupl that to. it was applied during the hiv/aids epidemic. now they have a target point despite the fact that omicron has been identified in various part of the world. >> reporter: i'm hadas gold in jerusalem. with two confirmed case of the omicron variant, israel is closing its borders for two weeks. and no matter where you are coming from, you will need two negative pcr tests before being released. people will be sent to designated quarantine hotels. anyone with a suspected case of omicron will have locations tracked via cell phones. so far israel authorities have not put new restrictions on gatherings, even as hanukkah celebrations began last night. >> reporter: i'm larry me dough what in paris. there are eight possible cases of the omicron variant. there's only a matter of time until there is confirmation. we are likely to hear about new cases here in france or across the european union. they are forcing some people into quarantine in what it calls an emergency break. already there are fears from health experts and others that it may be already widespread within the wider community. >> our thanks to our reporters from around the world. and this is truly is a worldwide concern now. here in the united states, arkansas governor, asa hutchinson, says emphasis needs to be put on global vaccinations in order to fight the new variants. listen. >> globally, whenever we have a high vaccination rate compared to south africa with 6%, we have to increase vaccination rates globally, otherwise, it's going to be a ground swell of mutations that come along and we continually fight that. >> joining me is cnn senior data reporter harry entin. . >> look, the darker greens more vaccinated, lighter greens less vaccinated. africa, not a lot of vaxed people in the african continent. when you look across the globe, there's not many of these dark greens. most are lighter shades. what we are seeing is the vaccination rate not where we want it to be. and i think that also tells the story of the u.s. as well. you mentioned arkansas with its 49% total vaccination rate. even up into new england with the higher vaccination rates, we're talking low 70s. throughout the globe and the united states, we're really not where we want to be in terms of vaccinations even if there are some places where it is worse than it is nationally. >> even in the more highly vaccinated states, you have millions not vaccinated. politics playing a role. >> if you look across the different states, politics is definitely playing some role. biden vaccinated states 63% fully vaccinated. tromp won states, 51%. it is urban versus rule. 61% to 53%. education playing a role. top college educated states, 63% versus the 25 bottom college educated states, 52%. >> the single greatest indicator of whether you're vaccinated, though -- >> it's age. it's actually age. 5-11, just 1% there. just go up from there. 18-24, 57%. 40-49, 69%. 65 plus, 6%. which makes sense because the virus hurts older people the most. the younger you are the less likely you are to get vaccinated. go out there, get vaccinated. you can save yourself and save your community as well. . >> total vaccination status in the u.s. right now, where are we? >> yeah, look, not where we want to be. at least one dose, 70%. fully vaccinated 59%. fully vaccinated plus a booster, it was just authorized, but at this point it is 11%. >> that's really low. that is what the white house is going to lean into to get people to fight whatever concerns there are about this variant. that shows how much room we have to grow in terms of the booster right now. and there is some resistance to boosters >> there is. this is among adults. those are folks who are eligible. have gotten or definitely will, just 34%. probably will get you an additional 15%. that's south of 50. definitely or probably won't get or not eligible, 48%. so there's a lot of room for improvement. >> efficacy, we know it works here. >> look, this is straight from the cdc. unvaccinated versus vaccinated in selected states in september. your risk of dying, 14 times higher. risk of hospitalization, 14 times higher. risk of testing positive, 6 times higher. i have said this over and over again and i'm going to keep saying it over and over and over again. you rarely get numbers that are this clear that the vaccinations work. now we will have to see on the variants. but so far it is so clear the vaccines work. go get one when you haven't gotten one. >> we do know the best weapon we have? . >> vaccines, vaccines, vaccines, vaccines. >> harry, thank you very much for that. later in the broadcast we will speak to the dr. fauci of south africa. we will be with us in just minutes. former trump administration mark esper is suing the defense department for censorship of his first amendment rights because the pentagon has redacted parts of his book. what is this disagreement all been? >> trump may have fired him via tweet, but he is not going away quietly. he sued the agency he once led, for trying to make him take out certain portions of the memoir, including quotes. esper has been in a back and forth with d.o.d. staff for months now as part of what is known as pre-publication review. it's a regular process. his lawyer says certain times of working with trump have leaked. esper claims none of the information in the book is actually classified. his lawyers are now asking a federal court to intervene. they say deleting portions would be a serious injustice to report moments in history that the american people need to know and understand. the pentagon says it's aware of mr. esper's concerns and the department takes seriously its obligation to balance national security with an author's narrative desire. given that this matter is now under litigation, we will refrain from commenting further. he is not the first to accuse the government of trying to silence him. the justice department unsuccessfully tried to stop john bolton from publishing his book that had portions critical of trump. unlike bolton, lawyers for esper say he will not go to print without final sign-off. the book "a sacred oath" is coming out next year. >> i would certainly like to hear what he has to say. crickets from government after saying a fellow is a suicide bomber. jesse snow let accused of staging his own hate crime. >> and by lane maxwell facing sacks trafficking charges. plus, broadway says good-bye to an icon. ♪ superpowers from a spider bite? he was associated with former president's bill clinton and donald trump, bill gates, prince andrew. prosecutors wanted to use email they say maxwell exchanged with powerful men where he was helping to arrange girls for them. they said the women were all illegal age of consent. as the trial gets under way, what will maxwell's defense be? they will call one who specializes in memory and trauma. some of the crimes took place 20 years ago. the big thing here is this is a day that has been a long time in the making. they never thought there would be anyone held accountable. that is something maxwell's lawyers might try to capitalize on saying the only reason she is here is because he isn't. . >> kara scannell, thank you so much. a record settlement in the 2018 parkland school shooting. they have reached the settlement in connection to a suit they filed back in 2018. the lawsuit alleged that the fbi failed to act on multiple tips warning about the gunman, which is something the fbi has admitted. it tops $127 million. joining me to discuss this is fred guttenberg, whose names jaime was killed in the shooting. he is also the author of "find the helpers." what 911 and parkland taught me about recover, purpose, and hope. thank you for being with us. i know you cannot talk about specifics here. this is nothing that brings jaime or others back. but it certainly sends a message. >> good morning, brianna. thank you. and, yes, it does. you know, this weekend we again spent another thanksgiving holiday with an empty chair. and this weekend across this country we again learned gun violence hasn't taken any time off. and so i do hope that this settlement, combined with the settlement a month ago in south carolina, also combined with the settlement out of las vegas with the big hotel that was over $800 million, sends the message that if you are a business or you're a public agency, you have a responsibility to customers, students, worshippers, anybody, you have a responsibility to keep us free from gun violence. the facts are in this country, in spite of what those are saying, we are trying to restrict rights to gun ownership, which isn't true, we have 400 million weapons on the streets. and we have a potential for gun violence now all of the time. it is foreseeable. and so now those who we spend our time and dollars on, have an obligation to keep us free from it. >> it was -- >> do not make mistakes. >> it was pretty clear pretty quickly that the fbi had made mistakes. they called you, right? . >> the day i was planning jaime's funeral, in fact, while we were picking out her casket, we got a call from the fbi to let us know to tell us they had made a tragic mistake. 30 days before they received a very credible, very specific tip about what was going to happen. and it did not get followed up on. and i literally learned this news while pecking out jaime's casket. i said to the person on the other end of the call, you need to tell me if my daughter would be alive today, and that person said i'm afraid so. we can't make mistakes, brianna. we live in a world now where this is going to happen again. we know it. it's foreseeable. we can't allow these mistakes to happen. and the time has come for everybody to do everything they can to stop the next shooting. >> and as you're fighting for accountability, fred, we will see since beginning in january. what do you want to see? is it more virulent? does it evade vaccines? let us know where you are on things starting with transmissibility. >> john, you touched on some of the critical issues we're trying to understand. the reality is we have only known about this virus for just over a week. so we don't have the data required to answer those questions definitively. there are things we can access and extrapolate based on the mutations present in the virus. while we don't know this for sure, we can expect certain characteristics in this virus. and how will we know that? put very simply, this new variant, omicron, has mutations that are common to the other four previous variants of concern. so it has mutations that are similar to the delta variant. so we are expecting it to transmit faster. and based on the early evidence we see in south africa, it is certainly transmitting faster than the delta variant. and based on what we have seen with the overlap of the variant, we are seeing some immune escape from antibodies. there will probably be some partial escape. and that's what we are expecting. the data for that to confirm exactly those points that i've raised probably will take another two to three weeks. . >> i wonder, professor, when it comes to symptoms and also groups who may be particularly vulnerable to this, are you seeing anything different with this variant compared to others? >> clinical presentation is a bit more difficult to, you know, pen point. this morning we had a conference call with a group of clinicians who have seen patients. they made two points that were very interesting. the first is the clinical presentation is like any other patient they have seen with covid. they are seeing largely younger people. that's to be expected about us we have much higher vaccine coverage in older people, lower coverage in younger people. so that is just to be expected. at the heart of it, we need to be careful we don't presume what is coming on to doctors right now. we know a broader picture. they don't occur until two, three weeks later. it should be pointed out that viruses generally, to be successful, will develop the ability to spread faster and escape immunity. but they will generally tend to become less severe. the more severe they become, the less they can transmit because people get sick and go to the hospital or stay at home. it is actually good for the virus. in that way we are not expecting, you know, it to differ that much clinically. but the data is still to come. . >> theoretically they mutate away because they don't do well if they kill their host. as of now, people are not preventing any different or more severe symptoms, but it is too early to read too much into it. that is one of the things you want to watch going forward. professor, what are your feels on some of the travel restrictions put in place? how effective is it, do you think, to put these restrictions in place? >> well, firstly, it's outrageous that southern africa is being punished for having good surveillance and ensuring we wanted to be completely transparent and to share this data with the rest of the world as soon as we knew it and confirmed it. if you think about, you know, what we've experienced with the delta variant, within a matter of three weeks, it was in over 53 countries. so it's going to become superfluous and irrelevant to try to block it from a few countries because it will be spreading in other countries. by the time we got to know about it, which was pretty quickly given the first patient was probably in our system, the 9th of november, transmission has probably seeded itself in most countries. so this kind of early knee-jerk reaction to block travel is probably going to slow it slightly at best but will probably have little, if any, impact. we have a good approach. vaccinated people traveling have a negative test, they wear their masks in travel, and they are tested on entry. those things will sift out 99.9% of the cases. >> do you know anything, professor, about the discussions going on between south african officials and the biden administration?
