jerome powell. what his renomination means for inflation and the economic recovery. it is tuesday, november 23rd. thanks for getting an early start with us. i'm christine romans. >> and i'm paula reid in for laura jarrett. welcome to viewers in the united states and around the world. we have reports from wisconsin, vienna, the white house, london and georgia. >> we begin this morning in waukesha, wisconsin, where they are trying to piece together exactly how and why a driver was able to barrel his suv into marchers at a sunday christmas parade killing five people and injuring dozens. the lone suspect, this man who was out on bail when he not have been, 39-year-old darrell e. brooks is set to appear in court this afternoon. the chaos of the first moments after that crash by first responders. >> escaped, black male, i couldn't stop him. he's going west. alert all the hospitals. >> investigators believe the suspect was fleeing an earlier incident when he plowed into the parade route. meanwhile, a community of waukesha is reeling, struggling to come to grips with the holiday tradition turned into a massacre. >> i am very sad this happened to our community. i love waukesha. it's been very hard. >> we elect todaed to stay toge as a family, get some flowers and pay respects. we had neighbors and friends that were were affected. felt like the right thing to do. >> some of the most vulnerable, young musicians. some as young as 3. the dancing granlnies, a dance troupe. we profiled the group, speaking with one of the women, virginia sorensen who became a victim sunday. >> i love it. and i love the ladies. they're my family. they're my friends. and i don't know what i'd do without grannies. >> as the community begins the healing process, there is troubling new information about the suspect and why he was a free man in the first place. cnn's omar jimenez reports from waukesha. >> reporter: paula and christine, good morning. today we are expecting to see the initial court appearance for the suspect accused of plowing his car through a christmas parade here in waukesha, wisconsin, killing five people and injuring 48 others. police have said they would be referring five counts of first degree intentional homicide. first, the suspect has a criminal history going back to the '90s. earlier this month he posted a thousand dollars on bail stemming from charges that include domestic abuse after he allegedly ran over a woman claiming to be the mother of his child as she was walking through a gas station parking lot. and this woman claimed this car part of it happened after he allegedly hit her with a closed fist. now, we reached out to the attorney representing the suspect from those incidents and have not gotten a response. but the milwaukee county district attorney's office has said that the amount that bail was set for was inappropriately low and not consistent with their risk assessment procedure and it is why they are now launching an internal review. now, on the community side, outside of the investigative side, a community is trying to find a way to heal and move forward. take a listen to the police chief struggling to get through the names of the people that were killed. >> i say this with great sorrow. virginia sorensen, 79-year-old female. leanna olns, 71-year-old female. tamara durant, 52-year-old female. jane coolidge, 52-year-old female. wilhelm, 81-year-old male. >> reporter: a school here in waukesha has been canceled until next monday after the thanksgiving holiday, as this community continues to try and heal and as investigators continue to search for answers. paula, christine? >> omar, thank you for that. just awful story there. all right. in georgia, now, the jury could begin deliberations in the trial of the three white men accused of killing black jogger ahmaud arbery. closing arguments expected to wrap up after the prosecution and defense spent most of monday laying out their cases. >> all three of these defendants made assumptions. made assumptions about what was going on that day, and they made their decision to attack ahmaud arbery in their driveways because he was a black man running down the street. three on one, two pickup trucks, two guns. mr. arbery, nothing in his pockets. not a cell phone. not a gun. not an i.d. >> travis mcmichael spent almost a decade of his life learning about duty and responsibility. he received extensive training on how to make decisions that would ultimately impact his beliefs -- these are real experiences of real people who were very scared. and so they took it upon themselves to do something about it. >> the prosecution wasn't able to respond to those arguments immediately because the jury said they had had enough for the day. but not before the defense made another attempt to smear arbery. cnn's martin savage has that part of the story. >> reporter: good morning, paula and christine. the prosecution gets two more hours this morning to make their final rebuttal closing arguments. then what will happen is the jury gets charged. in other words, they're told the charges and they're also told the laws that apply here. and then they are given the case to consider for some kind of a verdict. during closing arguments, though, on the part of gregory mcmichael, laura hogue made some comments in reference to ahmaud arbery. one, she seemed to blame arbery for his own death. the other was the physical description she used. i'm going to let you hear that and then the reaction of ahmaud arbery's mother to her words. >> turning ahmaud arbery into a victim after the choices that he made does not reflect the reality of what brought ahmaud arbery to satilla shores in his khaki shorts with no socks to cover his long, dirty toe nails. >> what she just said, beyond rude. regardless of what kind of toe nails he had, what size legs he had, that was still my son. and my son actually was running for his life. in that description. >> reporter: now the big question is once the jury has the case for consideration, how much pressure will they feel with the upcoming thanksgiving holiday to render a verdict before then? trump, reappointed by joe biden, fed chief powell has a term vastly different than his first. he and his board of governors oversaw the emergency rescue of a crashing covid economy, and now face the national average is now 3.41 a gallon, basically unchanged from a week ago. and cnn has exclusively learned that nearly a dozen congressional democrats are urging president biden to combat high gas prices. not only by releasing barrels from the u.s. strategic petroleum reserve, but also by banning u.s. oil exports. >> the letter from democrats read by cnn, pressure from the white house to lower gas prices. rising prices at the pump are frustrating americans and contributing to the biggest spike in inflation in decades. biden hopes to announce releasing oil from the strategic petroleum oil reserves. the president needs help from other nations to really make a difference. cnn's kaitlan collins has more from the white house. >> reporter: good morning, paula and christine. you could see president biden as soon as today announce that they have decided to release oil from the strategic petroleum reserve. that is something that we believe based on our reporting so far would be done in coordination with other countries, namely, japan, china, india and south korea in hopes of lowering those high gas prices and energy prices that you see throughout the u.s. as the economy is trying to come back from the coronavirus pandemic. and this is an issue that president biden and his aides have struggled with for weeks now with the high prices. obviously it is something that is hitting an all-time high and concern now as people are getting prepared to travel not just for the thanksgiving weekend, but other holidays up ahead. so this could be a move that they are taking in conjunction with other nations to try and combat those prices. one thing we should note is the white house has made clear this is an option that had been on president biden's mind for several weeks as they are dealing with inflation and with these high gas prices. but president biden had been privately advised that really, doing this wouldn't do much to alleviate that problem. so that is some advice he had heard. what they are hoping is that doing so in coordination with these other countries could have more of an impact. and so president biden is scheduled to speak on the economy later today at the white house before he departs the white house for his thanksgiving break, and he could announce the decision as soon as then. the white house appears to still be finalizing things. >> all right, kaitlan collins, thanks for that. a lot depends on what the other big energy producers in the world decide to do. opec plus the consortium, cartel of oil producers has been pumping a little bit more oil, but would they then pull back if you start to see other supplies coming on the market because of this. it starts to get really kind of touchy politically. >> absolutely. it's something that literally touches so many voters. >> oh, yeah. >> people really feel these gas prices. >> it will be interesting to watch. >> not at all. >> just ahead of the holidays, there are signs that gridlock is easing at the port of los angeles and long beach in california. officials at the county's busiest port complex say they are holding back on imposing fines for containers awaiting pickup as a result of the improvements they've seen in the supply dchain over the last month. they say backlogged have been reduced by roughly a third since they started tacking on fees last month. >> they plan on reevaluating the traffic measures after black friday and cyber monday. supply chain back ups, only one factor in the rising prices americans are seeing in the day to day purchases. while inflation may >> it's a reminder that the investigation is not just focused on the violence or the scenes like the one we just saw in that new video. they're looking at what was happening in the days leading up to this. the messaging that was being pumped out, the money that was being raised and how it was being spent, and if there was any coordination with the white house or congressional official. what i'm interesteds to see is how this plays out in terms of cooperation. no one expects any of these five people to roll up and fully cooperate with the committee, so it will be interesting to see, do they stonewall? eye on today. the driver of the suv that drove into the waukesha christmas parade will appear in court. darrell brooks was released from jail on a domestic abuse charge less than two weeks ago at an abnormally low bail of just $1,000. and the jury in the ahmaud arbery trial is expected to be in deliberations today. the prosecutors will, of course, present a rebuttal to defense's closing argument. day three of jury deliberations of the unite the right civil trial in virginia, they will be asked to find them guilty for some, and not guilty for others. the shooting victims, family members of victims filed suit against the fbi after it failed to act on tips warning about the shooter before he killed 17 people. trump endorsed republican shaun parnell is suspending his campaign for the senate in pennsylvania. his estranged wife accuses parnell of abuse and just won primary custody of their three children. a holiday message from the fbi and government cyber security agency, beware of each day. it is up 16% from just a week ago. there are some big spikes in the upper midwest. the highest numbers in michigan where the number of people in the hospital with covid is nearly as high as it's been the entire pandemic. now, the largest group of doctors in the u.s. warns halting the biden vaccine mandate for private businesses will cause severe and irreparable harm. the american medical association says covid poses, quote, grave danger to the public and the transmission of the virus in the workplace has played a major role in spreading it. >> stepping back there's no question that we shot. >> in upstate new york, erie county, buffalo, if reinstated the mask man date for public places. covid cases have doubled in the past month. with children finally eligible for the vaccine, a stark reminder, they are not immune from covid. with more kids in school, in cold weather states, cases are up 32% from just two weeks ago. the centers for disease control added germany and denmark to its list of high-risk travel destinations. it is the latest sign of how the spread of the coronavirus are running into roadblocks throughout europe. cnn's salma abdelaziz is live outside the vaccination center in austria which remains under full lockdown there in austria. hi there. >> reporter: hello, christine. we are outside the country's largest vaccination center here, and i can tell you the country might be under lockdown, but this is about the busiest place you can find in vienna. there's been a huge rush of people coming here to get vaccinated. we've been speaking to the operating manager here who tells us they are seeing ten times -- ten times as many people than they did just a couple of weeks ago. and what officials are particularly excited about is that many of them are the unvaccinated. those who have refused to get their shot so far, but are finally coming forward to get immunized, and again, the officials say that this is because of the country's restriction that specifically target the unvaccinated. there are now a plethora of rules across austria that make life very difficult if you're not immunized. it's hard to get into a restaurant, a bar, and most importantly, the chancellor has said those who are not vaccinated will remain under lockdown essentially indefinitely. of course, there is a vaccine mandate that will go into place on february 1st, so that means stiff fines if you continue to refuse after that date to get your shots, it really shows how fed up european leaders are with this movement, this class of people that authorities here say are motivated by populist sentiment by the far-right, fake news continuing to refuse this vaccine. you can see why they are disheartened, why these leaders are putting these tough measures in place. austria right now is suffering due to an influx of coronavirus patients. it's recorded the highest incident rate in the last seven days. what is really important here, christine, again, that vaccine mandate. this is going to be the first country to do this so you can see european leaders will be watching this very closely as a pilot program. christine? >> stalma, thank you so much fo that. the biden administration is considering whether to send military advisers and new equipment, including weapons, to you korean as russia builds up forces near the border. >> we don't know what president putin's intentions are, but we do know what's happened in the past. we do know the playbook of trying to cite some illusury provocation from the u.s. and use that as an excuse for what russia was planning to do all along. >> cnn's nic robertson joins us from london. are they preparing allies for the possibility of another russian invasion? >> reporter: well, they are preparing allies for that possibility for sure, but i think they are also preparing putin to not make an incursion into ukraine if that's on his mind. it's not clear what putin's thinking. look, the issue that the united states might -- cnn has got this information from its sources -- might provide stinger missiles which can take down aircraft to the ukrainian military, that would be a big plus for them if they came toe to toe with the russian military. whether or not the united states might provide helicopters that have been purchased to be used in afghanistan military helicopters and rather than not -- in afghanistan now, give them to the ukrainians. that would be a benefit for the ukrainian military. the british government is supporting the ukraine's navy. they are going to be helping them build two mine sweepers, eight missile vessels, and upgrading armaments on other ukrainian navy vessels. so there is, you know, broad support for a package of measures to make ukraine's military more robust. and all this rhetoric at the moment, is it simply that the rhetoric is designed to play on putin's mind? if there were in turks and caicos, there could be high political cost for putin at home. he is most concerned about his national security and the security of his own leadership. would he put all that on the line with an incursion into ukraine? the language making it so public at the moment is really to deter putin from using those almost 100,000 troops on the border of ukraine that have got tanks with them and heavy military equipment against putting them inside ukraine's angeles. it's the latest in a series of these smash-and-grab coordinated thefts at pricey retailers. california officials fighting back, governor gavin newsom says state highway patrol officers have been deployed near major shopping areas hit by these organized theft rings. >> newsome pointed to two weekend robberies. one involving dozens of thieves ransacking a nordstrom in walnut creek another targeting louis vuitton and others around san francisco's union square. >> held to account. we need to investigate these crimes. we need to break up these crime rings, and we need to make an example out of these folks. >> there's been an uptick in similar high-profile robberies nationwide, including two caught on camera in illinois. america's airports are bustling again with passengers ahead of thanksgiving rivaling pre-pandemic numbers in 2019. are the airlines ready for the mad rush? the tsa says yes. cnn's pete muntean has more. >> reporter: christine, paula, the tsa says these numbers will look nothing like they did a year ago and what's so interesting is they will come just shy of where we were in 2019 before the pandemic. the tsa anticipates screening a total of 20 million people over the ten days around thanksgiving at airports across the country. the busiest day will be the sunday after thanksgiving. the agency insists there will not be delays at checkpoints across the country because of that new federal vaccine mandate for workers. the tsa says 93% of its workers have been vaccinated, and tsa administrator david pikosky tells me that all of this preparation is leading up to this big rush. >> we're ready. you know, we've looked at passenger volume projections. we work with carriers and with the airports, and collectively we're ready for the thanksgiving holiday. our goal is to make it as safe and secure and as enjoyable for people as we possibly can. >> reporter: let's get back to the sunday after thanksgiving. that is when we saw an all-time air travel record back in 2019. the tsa screened 2.9 million people nationwide on that day. the tsa says, we will come close to that number, but we're unlikely to clear it. christine, paula? >> thanks for that, pete. well, tsa promises notwithstanding there could still be some travel trouble this week from wind, rain and even snow. here's meteorologist tyler malden. >> the weather map behind me is extremely busy. so let me show you the two systems at play over the next 72 hours. system number one is the cold front that pushed offshore the east coast yesterday. behind it, lake effect snow and we could see up to 6 inches of lake effect snow up here across the great lakes and on into the northeast. but then we have a series of weather makers pushing across the northern rockies and the northern plains. this system could create north of 10 inches of snow across the highest elevations and also extremely heavy rainfall across the coast of oregon and washington. that system is on the move to the east. it's the one that's going to impact our travel on wednesday. it's going to impact our thanksgiving and it's also going to impact black friday, too. in terms of thanksgiving itself, trouble spots will be seattle, and then also houston all the way up through st. louis on to chicago as well as the areas around the great lakes. christine, paula, back to you. >> all right, tyler. plan accordingly,
