breaking news. hello and welcome to our viewers joining us in the united states and all around the world, i'm max foster in london. we are following breaking news out of washington. city government officials say at least five people are dead and more than 40 injured after a vehicle plowed through a christmas parade. children are amongst those who were hit. they say one person is in custody. there is no active threat to the community. one man caught the moment the vehicle sped by members in that parade. another video shot at the parade shows just how fast the suv sped past the marching band still heading down the street. then in this one the driver is seen plowing through barricades before driving off. here is the police chief describing what happened. >> we will not be releasing information on fatalities at this time while we are working on notifying the family members of the deceased. an officer did discharge his weapon at the suspect's vehicle to try to stop the vehicle. no by sanders were injured as a result of the weapon discharge. we're no longer looking for a subject vehicle. we do have a person of interest in custody at the moment but this is still a very fluid investigation. >> one woman caught the moment the vehicle ran down members of the marching band. we should warn you while we're not showing the moment of impact, the video is still disturbing . bystanders caught these images after the vehicle drove through the crowd. the mayor of waukesha was at the parade and described the scene. >> i walked in the parade at the beginning. i saw all the happy children sitting on the curb. i saw the happy parents behind their children. i can still see the smiling faces. a parade is a celebration for our community. today our community faced horror and tragedy in what should have been a community celebration. i am deeply saddened to know so many in our community went to a parade but ended up dealing with injury and heartache. >> jake benke is at the scene. he described the heartache so many members are feeling. >> from talking to people, they are just devastated. they don't know why something like this would happen in their community. you know, there's a lot of, you know, national spotlight on this area of the country right now with the trial of kyle rittenhouse and, you know, people are naturally going to connect the two events and let's hope that they aren't connected but, you know, that possibility remains and -- but that tells you the level, you know, the emotions that people are having right now where it's a very divided country. emotions are at an all-time high right now. people are on edge. the first thing they want to know is am i safe? what's going to happen? you've had some members -- some waukesha citizens come to the fire department when this was all happening and were pretty upset and were wondering and saying things like, i've got -- my neighbors are on edge. they're going to defend their homes. what's going on? children are amongst those who were hurt. police chief says the suspect's vehicle was recovered and a person of interest is now in custody. one person spoke with pamela brown and described what happened. >> as we were heading back to main street, i saw an suv speeding along the parade route and then all of a sudden heard a loud bang and then i heard deafening cries, screams from people in attendance, people marching in the parade. folks started walking away from the scene and folks left their belongings behind, holding on to their kids, running away from main street where the parade was and then when the crowd cleared out it looked like that there were people on the ground who were struck by the vehicle and then it happened all so quickly. first responders came in, ambulances, police officers came in and secured the area. but it was truly horrifying and shocking and very saddening and upsetting. i was truly horrified. like the energy at the parade before everything happened was celebratory. this is a huge event in the city of waukesha. i was impressed by the turnout. people came together to celebrate. when i saw the vehicle speed and when i heard that loud bang, i was in shock. i'm still a bit shaken. and a lot of -- a lot of uncertainty. a lot of fear. a lot of scariness for me and my family when this was all occurring. a lot of emotions running through. folks, parents were running around the area looking for their kids, looking for their families, friends, people quickly trying to get out of the area, trying to get to safety. so there was so much going on when it all happened. >> stay with cnn for continuing coverage and follow the latest developments for you out of wisconsin. now covid cases are once again on the rise in the u.s. this map shows the rate of new cases rising in a majority of new cases. overall the u.s. is averaging 92,000 cases a day. whilst the numbers are ticking up slowly now, dr. anthony fauci says the u.s. could still be facing a further surge. >> well, certainly you can't walk away from the data and the data show that the cases are starting to go up, which is not unexpected when you get into a winter season and people start to go indoors more, and we know that immunity does wane over time. that's when you look and say, what can we do about that? we still have about 60 million people in this country who are eligible to be vaccinated who are not vaccinated. that results in the dynamic of virus in the community that not only is dangerous and makes people who are unvaccinated vulnerable but it spills over into the vaccinated people because no vaccine is 100% effective. we have a lot of virus circulating around. we know there are breakthrough infections and that's how you get the uptick in cases. meanwhile, u.s. officials are facing criticism over shifting guidance about who should get a vaccine booster. on friday the fda and cdc approved shots for all adults. here's dr. fauci again. >> let's make it clear. when there's lack of clarity people get confused. they're not sure what to do. if you are 18 or older and you have been fully vaccinated with the moderna and pfizer, it's been six 2020 that's despite the vaccine being widely available. now some protests here in europe against new covid restrictions turned violent over the weekend as cases began to rise. police in brussels used water cannon, tear gas and there is a massive demonstration against tough new measures. belgium is back at the rate of transmission that it has not seen since last year. austria is under a nationwide partial lockdown for the next 20 days. people can only go out for essential reasons such as going for food, work and school. it will require that the citizens get vaccinated. over the weekend, thousands of people fill the streets in vienna. meanwhile, vaccine misinformation is taking a tragic toll. in romania this map shows vaccination percentages across europe. the darker the country is shaded, the more people are vaccinated. it's especially acute in romania. that has amongst the lowest vaccination rates in europe with just over 36% fully vaccinated and one of the highest mortality rates in europe. let's bring in selma abdel azeez and ben wedeman joins us from bucharest, romania. selma, this is not looking good, the reaction to lockdown when the government has decided that's the best way to go. >> reporter: absolutely, max. i mean, one of the iconic christmas markets here in vienna and as you can see, it is completely shutdown. a nationwide lockdown went into force today. this is the first country in europe this season to enforce a nationwide lockdown. that's because there is a surge in covid infections. the health minister saying yesterday that icu capacity is on the brink. this lockdown is necessary to bring that surge down. and there is a lot of concern and blame here by austria's chancellor towards the unvaccinated. about one in three people in austria have yet to be imm immunized. that's what the authorities say is the problem. stle a bold plan to deal with it. austria wants to be the first country in europe to mandate, require every eligible person to get vaccinated. the deadline is very soon. february 1. austria is also the first country here in europe to try restrictions specifically targeting the unvaccinated. yes, we're in a nationwide lockdown now but just last week restrictions were in place only for the unvaccinated. when this lockdown is lifted it will only be lifted for those already immunized. that means for people who have yet to get the shots, it looks like for now they will remain under restrictions. the main question is does it work, max. i will tell you that it appears to work based on what we saw when we went to one of the largest vaccination centers in vienna. there he said he had seen a huge surge of people coming to get their first shot. 20% of those in line were finally coming out to get immunized even though they had been eligible for months because they wanted to avoid these restrictions. it does have a backlash. we saw tens of thousands of people on the streets of vienna on saturday protesting lockdown, angry about these new restrictions. police did have several arrests but what you're looking at here is europe's first true test, max. post vaccinations into the winter season as transmission rates go up and immunity wanes and what it means for experts is vaccinations aren't enough. you have to have the social restrictions in place along with the vaccinations. austria is taking a bold step of requiring everyone to get vaccinated, max. what that means is christmas could be under question for a lot of people across this region. >> selma, thank you. let's go to ben who's in bucharest because i guess the austrians could use romania as a case in point with just 1/3 of the population vaccinated and a real problem in terms of covid numbers. >> reporter: yes. in fact, romania could use itself as a case in point, max, because as you mentioned, it's got the second lowest vaccination rate in europe after bulgaria. just a few weeks ago it had experienced some of the highest mortality rates on earth. we went to a hospital here, went into the morgue. it was horrifying the number of body bags that were strewn around the place because there wasn't enough room because there were so many people dying from covid. but nonetheless, many people simply are not paying attention. they don't trust the authorities. they trust their priests more than they trust their doctors and, in fact, the situation here in bucharest is better than elsewhere in the country. in the countryside, the area we went in the northeast of the country, the vaccination rate is around 10% and local officials, for instance, we spoke to a mayor in one of those towns. he said, i'm not going to get vaccinated. i don't think the vaccine is safe despite the medical evidence and the evidence right in front of everybody's eyes. now why is there this suspicion, this mistrust of more science, more medical official -- medical figures? the explanation is it's mistrust in authority. it's a trust that people have in their priests and not their doctors and many priests here have basically said, tonight get vaccinated. some have said it's the work -- the vaccination is the work of the devil and, therefore, rms now the numbers, max, are starting to go down but medical personnel we've spoken to have said that they're very worried that they're about to be hit by a fifth wave of covid and the fourth one hasn't even ended. max? >> ben, selma, thank you both very much indeed. european government is struggling with the latest crisis. now it's been nearly three weeks since chinese tennis star pen dp shuai disappeared. now they say peng insists she is safe and well in beijing after conducting a video call with her on sunday. critics are skeptical about peng's well-being and they're not putting enough pressure on china. the women's tennis association said it's willing to pull its business from china if peng is not fully accounted for and safe. here's christine brennan. >> when the history books look back at this time they will say the wta, what an incredible master class in humanitarian leadership. to call china on the abuses and the international olympic committee sitting there as they always do doing nothing. the top female athletes are taking matters into their own hands. enough is enough. look at the public reaction. it's extraordinary. they are so popular. the world is with them. peng shuai, it seems to be everybody is talking with them. the young women are such great role models for everybody. that's why they've tied themselves into pretzels to say what should they do and it's showing failure of their leadership. you have one athlete who has done that to the entire olympic committee. >> peng's situation was not a diplomatic issue. more on this as kristie lu stout is in hong kong. there are two narratives. the one that christine was speaking to, a huge amount of support for the tennis star but many people in china aren't getting the same narrative, are they? >> reporter: no. this broadcast, perhaps right now, is being krencensured. every time we talk about p peng shuai, the censors kick in. according to the international olympic committee, they hosted this 30 minute video chat she said she is doing well, living at home in beijing, she wants her privacy to be respected. she was speaking with the ioc president and there is a chinese sports official. the ioc did not give a copy of the video to cnn. all we have is a statement and all we have is the photograph in which we could see peng shuai in this video chat flashing a smile. it was on november 2nd, almost three weeks ago when she made that explosive accusation alleging that a former top chinese communist party official had sexually assaulted her. she made this in a lengthy post on the -- her verified page on the chinese social media platform. within half an hour it was taken down. she has been under blanket censor ship since then. there is no discussion inside mainland china or state-run media about those allegations. that is what prompted that as well as the viral hashtag where is peng shuai. proof of life footage of p peng shuai out in beijing including this video where she is purportedly at a popular government restaurant where the people around her are mentioning november 21st, november 21st. the wta is not having anything of this. this video evidence is insufficient. they write this, quote, it was good to see peng shuai in recent videos. this video does not change our call for a full, fair and transparent investigation without full investigation. >> christi, thank officials in wisconsin said 5 are dead and more than 40 injured after a vehicle plowed into a crowd in the town of walk ca zsh waukesha. there is no active threat to the community. they have a person of interest in custody. >> reporter: you live in the apartment complex where the window overlooks the parade. you saw this happen. tell me about the moment you stepped out on the balcony. >> i was watching it for my kids who i wish were here. i heard screams and saw the car plow into the van. it hit two people right away, rolled over both of them and continued down the road to -- by like people's park which is at the end of the block and kept going. it didn't stop. he did not stop at all or she, whoever it was. >> reporter: this is obviously really, really horrible to see. what was going through your mind when you heard the screams, you saw the car? what did you think was happening? >> i'm a parent of kids. i couldn't imagine mine being down there, myself or anybody else. it was not something i wanted to see. people who watched the video i took are shaking and just can't believe it. little freaked out. >> cnn polled the latest on the investigation. city officials are cleaning up in the coming hours. u.s. president joe biden is expected to decide who will be appointed the head of the federal reserve before the thanksgiving holiday. some dem contracts are opposed to appointing jerome powell to the climate crisis. president biden should appoint fell in brainard as well. meanwhile, with inflation on the rise, they are going to make the decision whether to raise interest rates. president biden will deliver remarks on tuesday. meanwhile, democrats will be working to push the president's build back better legislation through the senate. cnn's ava penn has the details. >> reporter: senate majority leader chuck schumer says senate democrats will be negotiating with their members will have to retool it. now there is a provision in the bill that would lower the cost of insulin. he says that this bill could get an insulin injection shot down from $600 to $30. take a listen. >> this is not one of those things that's protected so there's no reasons the costs should be so high. today i'm announcing as majority leader i will do everything i can to keep this provision in the bbb bill, get the cost of insulin down to $35 per injection. >> reporter: lots of arm twisting expected over this issue of paid family leave. it's in the house version of the bill. senator joe manchin of west virginia has expressed his discomfort with this provision but congressional democrats have put a lot of pressure on him as they do want to see this in the final version. that is the latest from capitol hill. eva mckend, cnn. russia is accusing the west of whipping up hysteria. they told the military times russia is more than 92,000 troops amassed around the borders that is preparing for an attack by february. the kremlin dismisses the accusations and complains about increased nato presence. nato and the u.s. have been raising alarms about the agreements in recent weeks. >> we don't know what president putin's intentions are, but we do know what's happened in the past. we do know the playbook of trying to cite some illusory provocation from ukraine and any other country and using that as an excuse to do what russia is going to do all along. >> translate the diplomatic language. >> the russians are calling this a provocation themselves. whipping up the hysteria. the narration is they need to stop this. they feel threatend by this protest. if you're on the other side of the fence, there's a real concern. you don't know why russia has almost 100,000 troops on the border of ukraine. special forces. military intelligence. domestic intelligence. some troops are 3,000 miles from their bases in russia. not a normal time to have military exercises in the area. what's the intent? they don't know what putin's intent is. is it posturing or does he intend to cross the border, go into ukraine and secure the area of crimea that is strategically by russia for access to the navy. putin feels under pressure for the west but the message from nato secretary general has to be clear, right? essentially we have to be ready with a posture that will put putin on. >> the posture you could say is further than that. just last week, for example, you had the secretary of defense ratifying a new deal with ukrainians to give 9 military support. the army and the navy will increase ukraine's navy to feel the pressure. these things are connected. yes, there's an agreed response verbally that russia should be deterred, but i think what nato is speaking about now is, okay, we're going to need to actually have, you know, join this up together militarily, have obviously, you know, nato postured and ukraine and baltic states. that's more of a russian incursion into nato territory. this will be different. it's not clear what that is and it's not clear how much it's been prepared for. we know the way militaries work. they game things out. they're getting their instructions to firm that up. two of the 17 missionaries kidnapped have been freed. pat rivers has been following the story from the beginning and has the very latest for you. >> well, it had been several weeks since we received any substantive updates on the status of 17 missionaries who were in haiti when they were kidnapped back on october 16th by gang members according to asian security forces, the gang being a gang called 400 mauzo. they kidnapped them outside of port-au-prince. the group they were there working for, they released a statement on sunday later in the day saying that two of the 17 missionaries that had been kidnapped have now been released. they didn't give too much more information. part of the statement they said, quote, the two people that were released are safe, in good spirits and being cared for. we cannot provide or confirm the names of those released, the reasons for their release, where they are from or their current location. they went on to say that our hearts are with the 15 people who are still being held at this time. so basically confirming that two of the 17 missionaries that were kidnapped have now been released. a source in haiti security forces did confirm to cnn that the two hostages have been released. the white house issued a statement saying they welcomed these reports of the hostages being released. they don't have further comment at this time according to a white house spokesperson. this is a big development in this case and one that is quite welcome at this time after so many weeks of not hearing anything. you can imagine how thrilled the loved ones of these two people who are released must feel. but of course the focus remains on the 15 missionaries that remain basically as hostages in haiti at this time as they're continuing to be held by that. matt rivers, cnn, mexico city. a head, five people are dead and more than 40 people injured. this is the video of the aftermath following people being treated at the scene. police say they do have a person of interest in custody and there's no word whether this was an act of terrorism. u.s. secretary of state antony blinken said there was a political agreement in sudan. on sunday handok was reinstated. protests broke out on sunday following news of the deal which is being met with resistance. cnn's david mckenzie is following developments for us joining us from johannesburg. david. >> reporter: that's right. it was quite striking to see, max, the prime minister who had been held under house arrest since that coup in late october signing a deal with the generals that put him under house arrest and many members of his cabinet and many other members of the political class in sudan or political leaders in sudan. they have signed the deal. some of the devil will be in the details including restructuring of the political arrangement between civilian and military leadership. how that plays out will be a key factor to seeing whether the prime minister has the leverage to continue to rule or has really been placed there by the military. he wanted to avoid further bloodshed. scores killed according to the doctor's association in sudan and immediately after this deal was inked there were further protests, max, and a large number of the different civilian groups and professional groups slamming this deal saying that it is in a way legitimizing the coup of late october by making it directly with those who caused it. again, a 16-year-old boy was tragically killed in khartoum according to the doctor's association. it shows the opposition forces or at least the civilian forces that were part of the transitional government show no signs of accepting this deal and the transition towards democratic elections looking pretty shaky despite the u.s. secretary of state congratulating sudan on this move and the intense international pressure for them to make this deal. it's still unclear whether it will hold. max? >> david mckenzie in johannesburg. thank you. chile is set for a runoff in the
