That than we have ever seen them. Months of fighting have led to this hour as houses democrats reconvene on the floor to debate and potentially they they think will vote on both pieces of legislation here. As brianna said, House Leadership says it feels confident about the fact they will vote on this today. I think we sort of heard that before. They mostly probably feel anxious about getting this through, getting it done funlly so they can move on to other things. We know President Biden called House Members overnight in an effort to help get support. Lets go to Sunlen Serfaty live on capitol hill. What do we know is happening, sunlen. Reporter the House Gavelled in the last few seconds here and this sets up potentially a huge day for democrats and the biden white house. Democratic leaders are projecting confidence going into today, saying there will be a vote, both on the social spending bill, and the Infrastructure Bill. But certainly they will be sweating out each and every minute of what likely will be a very long day up here on capitol hill. Now, overnight there was a series of late last minute negotiations, Closed Door Meetings that ultimately pushed a plan vote for last night into today. There was some negotiations around a big sticking point, which had been state and local tax deductions, that will now be capped at 80,000 a year. Also going in today, Big Questions coming from moderate, very vocal in saying they only want to move to a vote today on the social spending plan if they have a score from the nonpartisan cbo congressional budget office. They said they need that to go into a vote today. Heres what one moderate told us late last night. I think until we get some of that information, it would be irresponsible until we get the final text, of course, and before we see the impact on the economy and the country. But i were supposed to get some of those numbers any minute now, waiting on those, i think if we can get that analysis, that will be very helpful in moving forward. Are. Reporter now today when and if the Infrastructure Bill is voted on and passed, it will then be sent to President Bidens desk for his signature, since it was already passed in the senate previously. But on the social spending plan, this has a long way forward. If it is passed today, it will be passed over to the senate where very likely there will be big changes made. Just the start of a long process there. All right, well, were watching it closely to see what twist and turn happens next. Sunlen serfaty on capitol hill, thanks so much. And watching along with us, cnn anchor and Chief Washington correspondent jake tapper here to talk about potentially it does seem like this is going to be the big day, jake. What are you expecting here and just, you know, how confident are democrats about this actually proceeding . Well, i mean, first of all, as just a general note, when it comes to watching congress, my philosophy is always bet the under. Always expect that theyre not going to always expect theyre not going to achieve what they say theyre going to chief. That said, i will say that the House Democratic leadership is voicing a confidence i haved no heard yet throughout the months and months and months of discussing the bipartisan Infrastructure Bill and the build back better act. They are saying that they intend to vote on both, and when i say do you have the votes, they say, we dont take a vote unless we have the votes. So the final test will be do they actually bring this up for a vote. And if they do, then my expectation will be that they have they think they have the votes. I asked some individuals who expressed concern about, for instance, the build back better act and the price tag of it or whats in it, and i have heard that some of those concerns still remain. But that does not mean ultimately that theyre not going to vote for it. I do want to point out that if the Infrastructure Bill, if the house actually votes on the Infrastructure Bill today, and the next few hours, it could become law. President biden could sign that into law. The senate has already passed that. It could happen two months ago at this point. But thats still significant in and of itself. You have a bipartisan achievement, a massive Infrastructure Spending bill. Infrastructure week would finally happen. Yeah, though i should note that i have heard from people close to the process of the Infrastructure Bill, and, remember, it passed the senate with Something Like 69 votes. I think all 50 democrats and 19 republicans in the Senate Months and months ago. I dont know how many republicans in the house are going to vote for it and that will be interesting to see because this is something that republicans have said they could support, they want to support, and yet because this has been engulfed in a long complicated process, and because i think some of the emotional, psychological and political impetus for there to be bipartisanship has dissipated, especially among house republicans, i am i am told that there will be fewer republican votes for it today than there would have been a few months ago, even though it is the exact same legislation that would have the exact same impact on the American People and our bridges and tunnels and roads. I thought when you were saying, jake, that your advice about people watching congress is dont, i thought that was going to be your advice, dont do it. Here we are, this is what we have been doing this chutes and ladders kind of game we have been watching when it comes to these bills. And, you know, here we are, but you were talking a little bit about the impact. I do think it is really important to focus on that, because were talking about passenger rail, were talking about Infrastructure Investments that really will change peoples lives. Yeah. I mean, were talking about clean water for people who cant get it in the United States. And there are millions of them. Were talking about all the Broadband Deserts out there, where people do not have access to the same kind of internet that we enjoy in big cities. The same kind of wifi. This could be theoretically could really affect the lives of the American People in a very, very positive way. And thats why it got 69 votes in the senate. And well have to see. The real question is, of course, is does the build back better bill, will that have the votes to pass and if that does not have the votes to pass, well, then, progressives rebel and refuse to vote for the Infrastructure Bill. Again, as i say, generally speaking, take the under, but democrats do sound more confident than i have ever heard them. I do want to point out that if the house does pass its version of the build back better plan, the huge social spending plan, really thats just the beginning. Then that goes to the senate and the senate is where you may know that joe manchin does a lot of his work, and Kyrsten Sinema do a lot of their work. They really may have to start not from scratch, but they have to piece something together that can get through the senate and it will not include everything that is in this house bill. In particular the 12 weeks of paid family leave or maybe it is four weeks of paid family leave. Im not sure where Speaker Pelosi landed on that. She said she is going to put that in the build back better act. Senator manchin at the senate does not support it. So that will be an interesting process to see what if anything Senate Democrats are able to pass and then whether or not there needs to be a reconciliation where the house and senate bills are then negotiated, voted on again and then go to the white house. I suspect there are a lot of democrats that are wary of such a process as opposed to a more streamlined version of just removing one item and then sending it to President Biden for a signature. Yeah, look, she is spending message about priorities, she sees them different in the house than in the senate. Jake, we cannot get enough of you. It is so moving to hear from Anthony Gonzalez about why, why this is so important to him. Yeah, as you know, Congressman Gonzalez, a conservative republican from ohio, some people had hoped he would some day be the first cubanamerican president , that he he hasnt done any Tv Interviews to talk about this. And hes not running for reelection because of the environment and also because of how tough this has been on his family, this job. And he speaks very compellingly and movingly and he is a conservative republican. He supported trump policies. This is not about him being a squish or him being a rhino or a liberal. Hes very conservative. But he saw what happened on january 6th and hes very moved to warn the American People and thats one of the things we try to do in this documentary is explain this wasnt just about january 6th. This was a months long process of donald trump trying to flip the results of the election because he did not like them, because they and because because he lost. And it was a very methodical approach to try to overturn the election, january 6th was the most visible shocking part of it. But the warning that we hear in this documentary from people like Congressman Gonzalez and Congressman Kinzinger and congresswoman cheney and a bunch of republican officials from all over the country, who helped keep democracy in tact on throughout the process, the warning is donald trump is going to try to do it again and this time he might be successful. And what did liz cheney, thats fascinating, you spoke to her, what did she tell you, jake . Well, she was worried about what happened when donald trump started first before the election, not committing to a peaceful transfer of power should he lose. She tweeted about it. And she was worried about the message she was sending, but she didnt realize how bad it was going to get. And then she was just shocked at how bad it got. And at the acquiescence of house leaders who took her job because she doesnt think they believe any of the lies about the election, and she cant even remotely understand the idea of especially after after the bloody insurrection, after there were dead bodies in congress, that they still mccarthy and scalise and stefanik and the rest of the house republicans, almost twothirds of them, standing and voting to disenfranchise millions of voters from arizona and pennsylvania, based on this same lie. And she was just stunned. She is confident shes qgoing t win reelection. For her it not a question of that her whether or not it is worth it because she might lose her job. This is just the right thing to do. Again, a very conservative republican, arguably more conservative than donald trump, steve scalise, Elise Stefanik or kevin mccarthy. This isnt about that. This is among people who are at high risk for volucovid19. We spoke to the companys ceo moments ago. It will save millions and millions of lives. It is a longterm fight for many of these long haulers and these symptoms can be debilitating and now a doctor at the mayo clinic is estimating at least 1 million americans are out of work because of long covid. And it is happening as the Country Deals with a labor shortage. Lori feels trapped inside her pittsburgh home and her ailing body. I feel like i lost the life that i had. Reporter it has been nearly a year since she and her family contracted covid. Her father died. Today she is still battling post covid syndrome, a mysterious longterm condition plaguing some covid patients. Once perfectly healthy, she now keeps this long list of symptoms, like severe fatigue, brain fog and constant pain. I literally cant even leave my house by myself. Reporter she needs a walker to get the mail. How you feeling now . A little winded. Reporter could you even work right now . No. I barely function. Reporter before covid, lori was the Nursing Director for a home health agency. But she hasnt worked since january after using up her paid time off, she was laid off. Sorry. Losing that job and losing that part of me has been really hard. Ive become one of the patients that i cared for. Reporter loris case is severe, but shes not alone. Unfortunately it is quite alarming. This doctor is seeing this constantly. Work issues have been one of most significant problems we encountered in our patient population. Reporter his team treats and studies post covid syndrome, looking at data from their clinic and several other studies, they noticed a troubling trend. We estimate that approximately 1. 3 million individuals are out of work right now, due to long haul covid symptoms. Reporter he says that could mean more than a million americans out of the labor force, as the Country Deals with a worker shortage. And more than 10 million open jobs as of august. I think thats entirely plausible. Reporter mark zandi is Chief Economist of moodys analytics. He says the doctors estimate makes sense. Long covid is a significant head wind to the labor market getting back to normal, for businesses to get Business Operations up and running and for the broader economy to can kick into high gear. Could this be an overestimate . Absolutely. But it also could be an underestimate. Reporter most of the long haulers theyre study having well paying jobs and good insurance. My fear is that there are individuals out there who are suffering severely from this condition. But they simply cant take time off of work to go get care. Reporter jennifer is a preschool teacher in medford, oregon, who suffered long haul symptoms for a year, from severe fatigue, to hair loss. I had a headache every sin le day for a year. She returned to the classroom needing income and health insurance. It was nearly impossible for me to think about leaving. I dont know how i do it. I just make it through the day. Reporter the u. S. Government recognizes long covid as a disability. And patients can apply for assistance. But it can take months and some long haulers say they have been denied . It has been a catastrophe for us. Reporter Lori Just Pli Appl For Disability and is awaiting an answer. They have used up their savings and Retirement Funds to pay the bills. Honestly, im terrified im never going to be able to go back to work. Reporter many of the patients these clinics are studying are some of the more severe long covid cases, so these doctors acknowledge it is hard at this point to say exactly how many long haulers are out of work. This estimate, it really reflects the concern from doctors about these longterm Neurological Problems and thats not just for patients who have left their jobs. It is also for those who may be suffering in silence at work. Brianna. Thats not sustainable longterm and it tells you if it may be affecting the labor market, this is a huge problem. The October Jobs Report just out, chief Business Correspondent Christine Romans here with that. Getting people back to work in october. This is a good number here. 531,000 net new jobs added back into the economy in october. And the jobless rate falls more than expected to 4. 6 . Lets look at the trend here, you can see that august and september were revised higher, john. That means a little bit better hiring than we feared. We feared that strong summer. This is the Delta Variant slowing that brisk job creation, now coming back. Some economists have been telling me they think that Hurricane Ida might have been a depressive factor in jobs creation. Also kids were just getting Back To School, Back To School about six weeks now, maybe that allows some people to go out there and look for work. How does it look for the recovery . Still down in the recovery, this is what we have lived through, john, every month, looking at job creation slowly, steadily digging out of this covid hole here, where millions of people were thrown out of work. The jobless rate, important to look at this one too here, 4. 6 , that brings us back to the best since the beginning of the pandemic. 4. 4 in march 2020. 4. 6 . That is a sign of progress there. 4. 6 is a low unemployment rate. 500,000 jobs added, thats a lot of jobs added. And 235,000 more were added over the summer. That was revised upward. Revised upward also. Companies have a hunger to be hiring. Thats clear. The problem is the worker shortage. We have to see as time passes that shakes itself out. Youre make a good point in the break. It is not economics, the worker shortage. It is lifestyle. It is the pain and the suffering of a year and a half of mass death and what that has done to our daily life. There are at least 3 Million People not working because theyre afraid of getting the virus. We know from the report that more than a million are not working because they have long haul covid. And there are a lot of people worried about their kids at school. We have these issues to work through still. Participation rate, explain what that is and what happened. This is the percent of the population that is working. It didnt really move. We saw 104,000 people enter into the workforce. Thats a good sign there. We saw wages rise Something Like 4. 9 . You know companies are paying more to get workers back, and we saw the jobs added was pretty broad based, retail and hospitality, leisure, also professional business services, higher paying jobs. We have seen a broadbased better look in october. The frame of reference is so jarring. You talk about 3500,000 jobs, there would have been a time that was impossible. And now were seeing wild swings. In normal times, 500,000 jobs added, we were screaming from the rooftops about the engine of the American Economy burning. It is about context and perspective. All right, brianna . Lets talk about this now with Kaitlan Collins and cnn White House Correspondent john harwood. It is harwoods birth day today. So we got you 531,000 jobs. Pretty good gift, right . It is a very good gift. Thank you. Youre very welcome. This is huge. It is very good new for the Biden Administration. They had a couple of bad jobs reports we saw from the numbers to the, werent as bad as we thought at the time. But it signifies a turning of the corner on the pandemic for the moment. They have been expecting that the as the Delta Variant fades they would get better news on jobs. Were expecting around 4 in the fourth quarter. And for next year. That presents the possibility that joe biden has a much brighter story to tell than hes been able to tell so far. Still have big inflation concerns. And thats something on voters minds. But for the moment, this is a good news for the Biden Administration as the house is getting ready to move its program. Inflation concerns, supply chain concerns, it they have countered some of this with the Child Tax Credit and other assistance. They needed this good news. Yeah. They desperately needed this good new. It has been a very ruough spell for the white house, something democrats have been saying behind the scenes after tuesdays election, everyone was saying it publicly and there were democrats who were going after the president for his agenda, saying he needs to be focused on inflation and Supply Chain Issues and the Labor Shortages and in this jobs report, it doesnt look like the Labor Participation rate changed that much. That is something the white house is going to be watching. But the fact that this has exceeded what economists were predicting what was going to happen by 100,000 jobs is welcome news for this white house. It comes at a time where the president has been under criticism for exactly this. The economy. And what is going to happen and how long it is going to take to get back to normal. The president is set to speak on this. We should note. It should be a much different tone than the last time, the last time the jobs report came out in september. This is also the First Time Since july, i think, the jobs report has not undercut what the estimate was going to be. So that is also something that will be very welcome news for a white house that desperately needs it. And it underscores the s centrality of covid to the American People now. The social disruptions, economic disruptions driven by covid were a huge factor in those election returns that we saw earlier this week that were so bad for the democratic party. If they can put the covid pandemic in the Rear View Mirror to a significant degree next year and then the economy starts coming back faster, mark zandi who you had on earlier, has told me that if we see a continued ebbing of the pandemic, were going to get a million a month job creation for a couple of months. As far as being weoke and Wantig Equality for people in underserved communities or minorities or women, i dont necessarily agree with that. I do think it scares people. It scares older people. It scares older white people. They dont know how to react in this new environment with people with pronouns and all that, democrats can go too far with some of those things, i think they can be preaching and they think that everyone is where they are on the spectrum when it comes to understanding what is happening in society. Theyre not. But i do understand the frustration of progressives when it comes to equality and wanting people to understand what it is like to be a minority in this society and wanting agency. But, is this a bad thing . No. If youre pushy about it and if you, you know, if you dont understand where people are, you dont meet people where they are, i can understand that. Im not sure what the Suppressive Effect it had on this election, especially when youre dealing something Something Like crt, people use as a boogie man, that wasnt necessarily real. It was a manufactured sort of outrage about it. I can understand, you know, why people say, you know, what the heck is he talking about . Crt wasnt a real thing. Also not sure it was necessarily descisive in the election. There was the economy, the pandemic, bidens approval rating, all those other things which you could argue may have played a bigger role. But it has been weaponized effectively which means that there is an audience, there is an audience. There is a receptiveness and not just on the right, but in the middle. Dont you think . Well, i think that wokism and cancel culture, those are terms that the right wing have used to define a Certain Group of people they want to demonize or certain way of thinking that they want to demonize. People who dont want to be checked on their behavior, and, you know, just they arent where we are now. A society is in a completely different place. If you do something and Say Something and have behavior, that is appalling, you cant say, cancel culture, theyre coming to cancel me. No. It is consequences. So, look, i understand that, you know, it is easy to coopt the right wing messaging, theyre very good at messaging. I dont i resent the term cancel culture. Im sorry, as a minority, a gay man, i resent that term cancel culture, i resent wokism. There are so people so woke that they need a nap. Theyre so far to the left. Thats not where people are. And thats usually activists. I think, yes, we need to let activists be activists. The problem is when it becomes a problem for politics when it starts to when people cant get what they want done because people are defining them with those terms. Much of this is totally disconnected from this discussion. I want to talk about jenna ryan, convicted capitol insurrectionist, who back in march thought she was going to get nothing. She said in march, definitely not going to jail, she wrote on twitter. Sorry to rain on your hater parade, i did nothing wrong. I think she got convicted and sentenced to jail yesterday, right . 60 days. Thats the maximum. This is what she said outside the court yesterday. I think that that is a travesty. I think that everybody should be able to treat tweet without being persecuted and treated like crap. It is, you know, watch what you tweet, because if you tweet, you can go to jail. I regret ever tweeting, but, you know, it is a free country, and im allowed to say, you know it is free speech. I guess shes saying suggesting somehow her tweet about being blonde and white, you know, added to her sentence of some kind. But generally speaking, what do you think of all this . What is the wokism version of that . Thats what we should be concerned about. That pervasive attitude in society, it is not what i did, not that i broke into the capitol or went into the capitol when i wasnt supposed to, it is my right to be able to tweet whatever i want, to be able to act the way i want, to be able to do that and go into the capitol and allowed to be quite frankly a racist. The whole thing about wokism and cancel culture is people dont want to be called what they are. If you call someone what they are, obvious from her reaction there, shes a racist, oh, my gosh, youre so woke, were not racist. Youre trying to cancel us because we want our freedom. What is the definition of the version of that when youre coming up with terms like wokism and cancel culture . That woman is quite frankly flat out delusional if she doesnt understand what she did and doesnt think what she did was bad and she doesnt think she should have to go to jail for doing something that is illegal because she is white, and blonde and she has money. By the way, she flew there on a private plane to go to an insurrection. What is that . Entitlement . I cant say that. Im too woke. Look give me a gosh darn break for the morning crowd. Mercy.
