>> as we've seen before it's very hard for national leaders not to take care of their own populations, that's domestic politics, but the message that came from the pope and the message from the u.n. secretary-general and from the world health organization that you can not move forward beyond the pandemic unless you help everything so the leaders are faced with giving booster shots to their own nationals and, many, many still waiting to get their first shot of vaccine. this is where you'll see agreement but you won't see as rapid a spread of the vaccines as other poorer nations want. also new on this friday, a surprise announcement from capitol hill. congressman adam kinzinger of illinois, a vocal trump critics says he won't seek re-election. he's drawn the ire of many republicans for doing so. he's scything the nature and tribalism and here's part of his five-minute statement. take a look. >> there's little to no desire to bridge our differences and unity is no longer a word we use. it's also become increasingly obvious i can't focus on a re-election fight to congress and a broader beginning of my career. joining us now is gloria borger, former president trump a short time ago saying two down and eight to go. at the end of the day is this a trump victory. >> he's claiming this as a victory because this is someone who be a horned donald trump and voted for impeachment and donald trump is counting all the people that he believes he can beat and if you take a step back and see that adam kinzinger has decided not to run for re-election, and by the way, he would have faced a very tough primary against redistricting, against a conservative pro-trump candidate and if you kind of take a step back, adam gindsinger is the kind of republican that republicans used to want to recruit for the party, he's young and conservative and fought in iraq and he was -- telegellic, at am kinzinger and his ilk were the future of the republican party just like anthony gonzalez who is also republican and has decided not to run again, it's a tough moment if you're thinking about where doing the party go post-donald trump. >> it's interesting we did hear from kindsinger. he's saying this is not the end of my political future. obviously options in illinois if he wanted to run for different office, how does he get the support of the party if it's been so difficult at this point. in that way he's not unlike liz cheney but he does have as calls in front of him. he's talked about running for the senate and would have to face the republican primary so there are speed bumps for him in that sense. he does have a pac that'sration an awful lot of money, you know. some people i talked to this morning, what about a kinzinger/cheney or chain/kinzinger ticket eventually. who knows, who knows. i think he wants to remain in politics, but there is no home for him right now in this party that is -- that is dominated by donald trump, and, again, lots of republicans are saying this is a guy who was our future before trump. >> he talked really clearly in that statement about the tribalism. >> right, exactly. >> that he saw, and i'm just curious as we look at all of the fallout as trump's hold gets even stronger on the party, i mean, who is next to say they are done? >> you know, there's a lot of redistricting that we'll be saying. i just mentioned anthony gonzalez has decided not to run, so there are republicans who are deciding to retire rather than deal with the tribalism, rather than face potential lawsuits. i mean, it's a very uncomfortable place to be right now if you are a republican who doesn't pay homage in every way, shape or form to donald trump, particularly in the house where the leader of the house pays homage to donald trump, goes to mar-a-lago to kiss the ring and, you know, he's important if he's going to be the next speaker of the house potentially. these republicans who potentially will stand for re-election have generally not had a hard time of raising money and the question is whether that's coming out of their state or whether it reflects real support for them in their state. >> good point. always good to see you, gloria. good to see you. >> good to see you. >> breaking moments ago the cdc is releasing a new report which shows covid vaccines offer more protect than previous infect. we're just learning the green has been advised to rest for another couple of weeks and the head of the nap familiar calling on athletes, professional athletes to avoid signing with teams in texas citing attacks on civil liberties. who you is that letter being received. the president of the knapp knapp will join us live. >> reporter: well, specifically, they keep saying that these -- about confidentiality, patient confidentiality, not giving actual details about what might be wrong with her, but we do have a situation now where she's cancelling some really key events in her diary. had a visit to northern ireland, the cop summit getting up, people increasingly concerned and spent a night in hospital and now we've been told she's been asked to rest for another two weeks on medical advice but we're not being told exactly what it is of concern for the doctors. falling on from their recent advice that the queen should rest for a few days. her majesty's doctors have advised she should continue to rest for at least next two weeks. it could go beyond that. the doctors have advise that had her majesty can continue to undertake light desk-based duties during this time including some virtual audiences but not to undertake any official visit so we saw her yesterday, for example, completing some virtual visits as well so she -- these ren gagements that she does online and looked on good form and i'm told that she's in very good spirits and she's carrying out the light duties. she doesn't have that much in her diary coming up anyway, but i think that this is a case of the doctors advising her to stay home, effectively ordering her to stay home and the palace not wanting to tell us the specific details of what might be wrong with her but also trying to calmer inves as well saying we shouldn't worry too much because she is well in her cell, erica. >> it's tough when you don't have as many specifics. we know you're trying hard. appreciate the late update. thank you. also breaking news on the pandemic front. the cdc moments ago out with a new report which finds covid-19 vaccines offer more protection than previous infection. cnn's senior medical correspondent elizabeth cohen hats breaking details fours. this is really important because we know there are a number of people, specifically in this country and around the world, i'd rather get infected, it's just as good as being vaccinated. that's not true. >> you hear that a lot. that is so true, and it's just false. it is -- that is not the right way to look at it. it is not as protective, so this was a very large study that was published in the cdc's publication, and when they found is they looked at more than 150 hospitals in the u.s. that had patients of patients through january and september and divided them into two. some of the folks who were sick and some of them were vaccinated against covid but never actually had covid. some of them had had covid but weren't vaccinated. what they found is the vaccinated folks were five times more protected against ending up in the hospital with covid compared to the folks who had had covid previously, so, in other words, vaccination sort of worked five times better than actually having covid, so the bottom line of this is that it's important to be vaccinated. it's the best way to protect yourself against covid and even if you've had covid in the past, still important to be vaccinated. >> the more data that we have and more science is evolving as we learn more and the fda today is expected to sign off on emergency use authorization for pfizer's vaccine for 5 to 11-year-olds, not the last step, doesn't mean shots will be immediately available. we are getting closer so where do we stand on the timeline? >> erica, let's take a look at this timeline because this is really important because we could have very big news on this today. today we're expecting to hear from the u.s. food and drug administration about their decision about whether or not to authorize pfizer's vaccine for children ages 5 to 11. that's expected today, and then tuesday and wednesday of next week cdc vaccine advisers, these are external advisers who advise the cdc on vaccine issues, they are expected to meet and go over what the fda has done and give their thoughts and then soon after, that cdc director dr. walensky is expected to weigh in and once she weighs in, it's done. it is expect that had this ua, emergency use authorization will be granted and that children might be able to be getting shots in arms as soon as next week. >> it's very exciting. i think my eleven-year-old asks me every single day when he can get that first shot. >> sure. >> elizabeth, appreciate it. >> joining us is a primary care physician and public health specialist in atlanta. doctor good to see you. i want to start with this new information that we just learned from elizabeth from the cdc dealing specifically with previous infections, those anti-bodies that someone could have if they have had and recovered from covid, and their efficacy versus a vaccine. it's clear, the mrna vaccines are the way to go. do you think that this information could change some minds? >> yeah. i think so, eric a. you know, i'm always excited when we have studies to reaffirm what we have known really for a while, and i think it's really important for people who say, listen, i had covid, doctor, why are you asking me to get vaccinated? well, really for two main reasons. number one, if you had covid, yes, we know you have some level of immunity, but we know that that immunity wanes over time and secondly you're not really protected against these variants, so if you have an infection six months ago before the delta surge, erica, you can still get infected. in fact, an earlier study from cdc had said that you're twice as likely to get re-infected with covid if you are unvaccinated but had a previous infection, so, yes, i definitely think that this will change some minds. >> you know, i'm also curious just to get your take. i've noticed a lot of reaction online today from this cover from "newsweek," and we're going to put it up now, reaction i've noticed specifically from doctors, and i'm just curious what's your take, picture of a little girl, you know, would you give this kid a shot? this on the heels of a new survey from -- from the kaiser family foundation earlier this week that found that it was just 27% of parents that they would give that shot immediately. 30% were a hard no and another third said they want to wait and see. >> i think one of the biggest mistakes that we have made is to compare children, the risk of covid in children to the risk of covid in adults. yes, we say this all the time. adults will have or can have a much more severe effect from covid compared to children, but, remember, erika, if this virus only affected children, this would be a public health emergency. we've had multiple hospitalizations in the ages 5 to 11. we've had almost 2 million cases of covid and over 100 children have died, so if you talk to a family who has lost a kid, if you talk to parents who have had the kids in the icu, then you will realize that covid is as dangerous or can be as dangerous, so when i look at that, the article that you mentioned or the cover of that article, i think some people will look at that small kid and say what is the risk of that small kid having covid, but erica, it's a real risk. we need to vaccinate 28 million kids in the ages between 5 and 11 in this country. >> yeah. we can -- we can be very clear that the risk is there without it being alarmist. all we have to do is look at facts. doctor, always good to see you. thank you. >> thank you. president biden, of course, in rome for the g-20 ahead of making his way to cop-26, that climate conference. he's not heading there with a final deal on climate back here in the u.s. what does that mean? some say it could be problematic for the u.s. credibility. joining us now is the head of the epa, michael regan. good to have you back with us this afternoon. arriving with a signed deal could understandably carry a lot more weight for the president and signal a stronger commitment on climate from the united states so how has the president had to shift his message at this point considering he can't point to a deal back home? >> well, erica, thank you for having me, and i don't think the president is shifting his message. he is going abroad with a great deal of optimism that the framework will get through both congress and the senate. he's been engaging, and he is really optimistic about being able to be successful. >> looking at part of what is likely to be in this spending package. oil and gas companies could be forced to pay a fee on methane emissions. i'm just curious. will that be in the final text? >> you know, i think there are a lot of things on the table that haven't been hammered out yet. congress will continue to focus on that, and we're excited about the potential of what is is in the framework. there are lots of options on the table, and i think congress is moving very diligently to ensure that we get the best deal for the american people. >> in terms of methane though, how important is that, that those have ended up and how important is that for the epa? >> methane reduction is important in helping the environment. you will see coming soon a very aggressive regulation looking at both new and existing methane sources from oil and gas, the oil and gas sector so we are really excited about the conversation happening in congress, but we're not totally reliant on what's happening in congress. >> you talk about what we're going to see coming. there was some talk that the epa was going to release some new rules for methane this week. is that what you're referring to, and when could we expect those? >> you know, we are looking at in the coming days, if not weeks, proposing a very aggressive rule on methane emissions for both new and existing sources, and in there you will see the most aggressive approach for reducing methane but also reducing other harmful chemicals that impact human health for many of these environmental justice communities that are located near these facilities so both a strong approach for climate pollution and public health pollution reductions is what you're going to see from epa's proposed rule on methane. >> will there be a cut on gas and oil production? >> you know, what our rule will focus on is, you know, the methane leakage. there's a lot of product that's just lost through the methane -- i'm sorry, through the oil and gas process, so we're going to take a very close look at the technologies that are available, the best management practices and ways that we can get deep methane emission cuts and better ways to monitor the fugitive emissions. >> when it comes to some of these clean energy provisions, we know from our sourcing and even from what we've heard from senator manchin, there are certain things that senator manchin was very much opposed to. he, of course, comes from a state that relies heavily on coal and coal production among others. it's important to the economy there, but we know what it can do to the climate. should senator manchin be dictating at this point which way the country goes on climate? yep. i'm the all-in-one management software built for small business. high thryv! ow. get a free demo at thryv.com. star state, the naacp calling on athletes to avoid signing with texas based teams over the voting law and abortion restriction and the hasn'tling covid pandemic. there is nine frafnchised in texas. those players associations were the subject of this letter. it was directed at them. so far the dallas mavericks have res responded with no comment and they say in part to cnn they look federal to mobilizing young people to come together to fight for and save this democracy. now as for the letter sent to the players associations, the naacp said texas is dismantling civil rights and that it's destroyed state's moral campus and reads in part if you are a woman, avoid texas, if you are black avoid texas. if you want to lower your chances of dying from coronavirus avoid texas. and cnn has reached out to gefr abbott. joining me now derek johnson from the naacp. good to have you back today. you're calling on the athletes to set an example not just in their professional capacity, but in your words as parents and role models. calling on them to do that for the broader community saying texas won't protect your family. that could be a really powerful ask. athletes don't always have a choice of where they get to go. if they gret traded and only get one offer. what is your response so far? >> we did an open letter. rids have used their platforms to advance social justice in the african-american community and what we have witnessed in the state of texas over the last ten months is going back in time. the fact that this governor, policymakers in this state will put someone else at risk over a political debate that has nothing to do with keeping people healthy. that they're going backwards in terms of access to voting. just recently they adopted redistricting plans based on the population growth but reduced representation of african-american latino communities. we are not in 1950. it is a state that is setting an example that is wrong and we must protect our democracy. and the tiny populations are grnts, african-american and anyone who cares about their health. we've an advocacy group and we're pushing for better policy to look forward, not policy that looks backwards. >> in pushing for that better policy and fighting for democracy in atlanta where major league baseball moved the all-star game right from the city in april and moved out of the state of georgia and stacey abrams said don't do this, keep the game here and bring the attention to georgia and stay and fight. what about staying and fighting in texas? do you think that could be as effective? >> well stacy is a friend and i respect her opinion. but we're talking about a texas, a government legislative body that are consistently pushing the states back into an archaic period. we have an opportunity to look forward. this governor and legislative body want to keep people at risk with their health. why would you fight against individuals wearing a mask in this public health pandemic. why would you seek to suppress voters and limit access to the polling place or deny people the ability to elect candidates of their choice, those are serious issues that we must con front as a nation and athletes, they are role models. they are individuals that could really set a different standard. the things that bring people together is music, food and athletics. let's go to the place where people come together so we could have a heightened demand on equity, access and opportunity and public health. that is the goal here. >> iminterested to see who else reaches out to you. when we reached out to the wnba, we know they have really been outspoken in terms of work for social justice. so as we continue to fall that, i want to get your take on something happening in atlanta, world series underway and there have been native american groups and add vovocates calling on th braves to retire the tomahawk chop. saying that the team is perpetuating racial stair yes types. do you agree. >> yes. naacp, we stand in solidarity with the native american community. no one in this country should be offended because of stereo typical images, naming of teams or gestures. words matter. and we have to look for a future that is inclusive and diverse and stop perpetuating stereotypes of the past. >> derek johnson, always appreciate you taking the time to join us. thank you. >> thank you. and thanks to all of you for joining us this hour. i'm erica hill in today for ana cabrera, stay tuned, the news continues next with alisyn and victor.
