care worker without a shot, you could be unemployed come midnight. and liz cheney digs. in the wyoming republican says her party is full of codlers and enablers and warms extremism in trump are in cheney's view the ingredients that will you be raffle american democracy. >> i am not ready to cede the republican party and i'm not ready to cede it to the voices of extremism, to the voices of anti-semitism and the voices of racism, and there certainly are some in our party. i'm going to fight for this party. i believe in it. >> up first though today begins a defining work week for the biden agenda. with a promise of votes, the prospect of clarity and a giant complication in the form of a deadline to fund the government and keep it open. right now there is no clear path to all of the above and a lot of democrats are nervous this is no plan "b." one important step, the speaker keeping a president to bring the president's roads and bridges bill to the house floor. the goal is a final vote on that bill by thursday. by then, this is the hard part, democrats hope to also make substantial or better progress on a bigger spending plan. whether that happens though is a giant question and we open the week in a giant test of democratic discipline. a giant test for the president as well. >> a lot of tests facing the white house here this week, of course, and, of course, there's a lot of deadlines, some self-impose that had deadlines are now up against. once you noted one of those deadlines is slipping until thursday because house speaker nancy pelosi said they were going to vote or the $1 trillion bipartisan infrastructure plan today. now that's slated to happen on thursday because they need more time to make sure progressives won't sink it because they want to see more commitments from the democratic senators when it comes to the bigger package, the social spending and climate change bill that of course a lot of those details are still in flux, including the price tag, what all is going to be included in there at end of the day so those are details that are still really being hammered out. this is a critical week for the president's agenda. it will be a defining week, but what it's actually going to come down to by the time we hit thursday and hit friday is far from clear right now, john, and so the president has spent the better part of the weekend on the phone with lawmakers. his staff, of course, has been on the phone with their staff as well as they are trying to figure out what this is going to look like and how they can make sure they get all 50 of those democratic senators on board and also make sure that those house progressives don't sink the bipartisan infrastructure bill. the heart infrastructure bill and, of course, this is on top of the fact that when the vote happens on thursday, john, it's going to be within hours of the government funding set to lapse as they are facing decisions on passing that keep the government funded and also when it comes to the debt limit, so there are a lot of deadlines and critical ones facing the white house this week and, of course, the question of how it all fays out still far from certain and we could hear from the president thon when he does get his booster shot in the next hour. >> fascinating workweek for the president and for many in washington. kaitlyn collins, thanks. joining me police crow's lou lopez, cnn's manu raju and ayisha rosco. mr. raju, you pace the house of congress every day. the house speaker is trying to send a needle and sent a very clear signal, $3.5 drill john what they want in a reconciliation package. they already say they have compromised a lot to get to that, but listen to that the speaker says you'll have to go a little bit further. >> i know the budget committee passed a resolution allowing for $3.5 trillion but it sounds like you acknowledge that the final number is going to be somewhat smaller than in a that. >> yeah. that seems self-evident that. seems self-evident. >> among many questions that we need to try to answer this week what is the number then? if it's not 3.5, what does take to get all 50 senate democrats to say yes, to get joe manchin and kirsten sinema. >> this is a challenge for nancy pelosi because she promised her members the house will not vote on a bill with a higher price tag. senators need to set off. i've been the better part of the last couple of weeks trying to get marchp, to pin him down on what number he's willing to accept and he's been having discussions with the white house and the administration and the like. pelosi and the democratic leaders want what is called a framework agreement, something signed off with all the key factors in the house and senate democratic caucus on the larger bill by thursday, and at that point hopefully that's enough to convince those progressives to vote for the infrastructure bill because they are threatening to sink that for leverage for the larger bill. to get to that deal by, that's going to take a lot of work, if you're manchin or sinema you're probably going to hold out as long as you can to see the fine print, not just the outlipz of it. >> which means we're guaranteed to a degree some found hog day, people going in and out of meetings, saying i'm not ready to show my cards yet but it's important as they go so we need to watch for clues as to who or what is moving. this is pre-can, elder care and free community college. and there's the question to your point where can you get the 50 senators and pelosi needs to say this is the best we can do. this is from mazie hirono, is main goal is to get all 50 of us together which means we need to get down to what are the things that will allow joe and kyrsten to say yes. i would like to get what they can support identified. even the records saying essentially there's two of us that essentially control the whole game right now. >> and they have to figure that out. i mean, this is a moment where you can call it jenga. i'm trying to figure out is it a case of chicken, jepga? all of the above, all of the metaphors. it's a puzzle and they are trying to figure out how they can move things around to get everybody on board. the problem is everything could collapse, right, and i don't think even kyrsten sinema and joe manchin, i don't think they want nothing so they will have to figure out how to get to a place of something and that's what they are trying to figure out this week. >> and everybody because no votes to spare in the senate, three or four in the house. everybody has enormous leverage. every person can on the house side you need two or three friends. the senate, just yourself, you walk away and the whole thing is done. and what about the president, right? his first giant test, his agenda, first year, struggling in the polls right now. this is from the playbook today. the president needs to pick up the phone and call people, a moderate source close to the talks told us. the person argued the white house has been listening too long and needs to bang heads to get this vote over the finish line this week. that gets you back to we'll have life or death, all or nothing, have to bang heads and closed doors. that's the nature of the week that we're in. >> right. >> this is his agenda. the divide is in his party. what will he do to referee it? >> it wasn't last week that he started to meet face to fay. he cop koreansed the moderates separate from the progressives and over the weekend he was making calls to the leadership, but the big quell is how much is it going to the senate? seems leak a majority is going to manchin and sinema versus the house moderates who haven't heard a lot from the white house and they haven't convinced yet in terms of certain aspects that are going in the bill. we saw the house moderates that voted against one of the biggest pieces in the bill right now, the prescription price negotiations allowing medicare to do that, and it's unclear if any of that is resolved so those are big questions right now is what is the white house doing to really work the house members in addition to senators? >> and as we watch this play out, again, the speaker is bringing later today when the house comes into session, she's going to bring the bipartisan infrastructure bill. she promised moderates she would do that. they wanted a vote today but they will get their vote later in the week. the question is what happens if they don't? if they haven't figured out at least a broad framework and it has to be a house democrat and senate democratic agreement. they have to both agree. what happens if they sghoent there's one senator who says no way the progressives will tank this infrastructure bill if the other package isn't ready. >> i don't believe any democrat or small fraction of democrats is going to come for a vote on infrastructure on 2 million jobs of year for hard working men and women of labor and fight to protect climate change. >> and there's the game of chicken. >> the moderates saying no way the progressives will run away but weren't the moderates saying if they didn't get this vote this week that they would walk away. what is he saying, the moderates have a spine and the progressives do not. i said are you threatening to bluff here. >> there's 50 democrats willing to take this bill and vote no. there's not that many republicans to offset the loss. a three-vote margin in the house between the house democrats and republicans. the other thing that pelosi has made this had a thursday vote because october 1st, friday, that's when the current funding for a lot of transportation programs expire. that could hurt districts, progressive districts, conservative districts and moderate districts, and members will want to make sure that's extended somehow, so she's setting up a cliff and putting a lot of pressure on these guys and girls, gals to fall in line. will they? if you look at this now. this is initiating vaccines. the president is getting his third shot today and again he's trying to tell people if you haven't got your first get one. we're down to 240,000 people, we're just stuck in the states with the low vaccination rates, the ball has stopped. so 22% of adults have as yet to get a single shot, and this is really the hard core not hesitant, i'll say resistant people in this country. the people that have watched, you know, 200 million americans get vaccinated and still haven't really gotten it, and we're not going to get them all. >> right. >> this is why we really need mandates because even with mandates we'll only get part that have population. >> right. we talk about mandates and we'll goat that in a second. if you look here, you talk about the hesitant or resistant is a great term. largely, too, among the middle. people that go to the office every day rand in college. it looks like maybe by the end of the month. pfizer says within days it will give its data for children age 5 to 11 to the government. listen to dr. walensky, the head of the cdc say, once the government gets the date tarks will act quickly. >> we're all enthusiastically awaiting the data. as soon as they get submitted to the fda, i know the fda is urgently planning to review these data. it will go from the fda to the cdc and we'll review it with similar urgency and i'm hoping in the order of weeks. >> will that make a big difference obviously again? asking for a friend. as a parent of a 10-year-old, my son will be here. he will not be among the nearly 60 was who did not get it in this age group. do you think having broader approval will help in here as well, or what needs to be done? >> again, it will make a big difference only if parents take their kids to get vaccinated. you know, again, if you look at adolescents, barely half the population has been -- has been vaccinated. we have a cancer vaccine, the human papilloma virus vaccine is really a cancer vaccine and barely 60% of adolescents have been vaccinated against basically cancer, so i -- again, i think we need to learn our lessons from the rollout as a hole and really reach out to parents and try to understand why they might be resistant and get parents to take their kids to get the shot. probably starting in about a month. >> mandates, if necessary. you believe strongly in that. >> i think school districts -- once the vaccine is fully approved by the fda, i think we'll see across the country school districts mandating it. >> where are we? we're having conversations about booster shots, younger kids being available and the vaccination. just want to ask your opinion on where are we looking at this map, 32 states, fewer new covid infections now than a week ago. that's good. 14 states holding steady. four states reporting more cases this week than last. certainly better than where we were. seven-day average down 16% begins the beginning of the month and sometimes the numbers are low, just shy 1620,000 case down from 166,000 plus on september 1st and hospitalizations starting to come down a little bit, 103 at the beginning of the month and 81,000 now and the death rate down a tad. cases cam down, hospitalizations come down. are we in a better place or in a temporary place as it starts to get colder again in the northeast? >> i think we're in a better place, particularly in the south which really took a beating this summer, around although the virus is going to move around the country a bit, it's going to move to places that have higher vaccination rates so really the northern part of this country, the northeast in particular where the virus may go next, particularly as people move inside sooner, those states have some of the highest vaccination rates in the country so i don't think we're going to see as much severe illness, certainly won't see as much hospitalization and not nearly as much death. you know, if you look, you know, over the last two months what we've seen is that the -- the more highly vaccinated states like particularly in the northeast they have seen a third of the death rate. >> right. >> from covid as the states in the south. so i think we're in a better place. we're closing in on a terrible milestone which is 700,000 deaths. we'll pass that at our current rate probably sometime this weekend. that's about the cumulative number of americans who have died from hiv since the beginning of the crisis 40 years ago. it's a terrible milestone. next week at this time we'll be past that. >> that's a horrific footnote there. let's hope you're right about this, the higher vaccination rates protecting areas up here. grateful for you coming. coming up, liz cheney has a warning for the gop. ignoring trump, she says, won't make him go away. the congresswoman's staunch criticism of the president and her own battle for the party next. >> i want the republicans to be in a position where our party stands for substance and stands for policy. i want the right republicans to take over. -well, audrey's expecting... -twins! grandparents! we want to put money aside for them, so...change in plans. alright, let's see what we can adjust. ♪ we'd be closer to the twins. change in plans. okay. mom, are you painting again? it overwhelmingly supports donald trump. it's small electorate. can she actually convince some who are displeased with donald trump, enough of them to vote for her. it's going to be hard. the trump forces are going to come out and go after her with abandon. this is the number one race for the former president. now liz cheney is going to have all the money in the world to run her race. this will help her fundraise especially with the anti-republican trump wing of the republican donor base will i'm sure give her tons of money to compete. she will be well-funded but can she get there? there's a reason why she's such a lonely voice, she's getting attacked by donald trump, got thrown out of leadership. very few people willing to stick their neck out like this hand she says it's for a reason. >> and there's no evidence that the republican party wants what liz cheney is selling right now. that's why when she puts it, you know, on this pedestal saying this is for the constitution, well, the constitution may very well lose like if that's what you're putting up there because we have not seen anyone stand up to trump in the republican party and be successful. it has not happened. >> a great point. and to that point she says one of the reasons trump is successful in that many party leaders either embrace him or at least refuse to fight him. you heard earlier in the program that she used the term enablers and codlers and by that she means the top house republican kevin mccarthy. >> there's a difference between somebody who voted for donald trump and being the republican leader after an insurrection and setting all of that aside and going to mar-a-lago and rehabilitating him, bringing him back in. that to me is unforgivable. on the issues that mattered for wyoming, i stood with him. you know, can you say you disagree with him. you think that his character was bad, which it was. all of those things, but the line that can't be crossed is what happened after the election. >> it's not just personal with donald trump for liz cheney. it is personal with kevin mccarthy, you be forgive and, rehabilitating him, bringing him back up. >> she's stepped up her criticism of her ever since getting tossed from the number three spot in the leadership. mccar think, of course, turned his back on her, effectively pushed her out but mccarthy's calculation is very clear. his conference overwhelmingly supports donald trump, especially some of the mother vocal elements. there are very few people, her and adam kinzinger who really speak out for donald trump. ten voted to impeach. one decided not to run for re-election and others keep their heads down and maybe another one retired, fred upton and there's a reason why kevin mccarthy has done that be. why he went down to mar-a-lago. he knows it's critical for him to become speaker because he'll need those votes and donald trump's support. >> which gets you to the corrupt part as liz cheney sees it and sometimes it's hard to disagree with her in the since that she says they have rehabilitated him and brought him back in. they want to use him to raise money and keep the base voters, trump voters happy because they want power, because kevin mccarthy wants to be spourks and this is the former president of the united states this weekend. here is what you are inviting in and who you are reason interrogate, a liar. >> yesterday we also got the results of the arizona you had ait which -- which were so disgracefully reported by those people right back there, and the headlines claiming that biden won. we won on the arizona forensic you had ait yesterday at a level that you wouldn't believe. >> he -- he -- the -- it was a fraudulent audit. it wasn't a real audit but the republicans came to the conclusion that in maricopa county that joe biden got more votes than the county counted. it didn't go trump's way and the biggest fraud in america is he keeps lying to his own supporters who deserve better. most of them are hard working americans and they deserve better. >> this also isn't about relitigating 2020. this is about sowing doubt and laying the groundwork to potentially challenge the results of '22 and '24 to potentially also try to overturn those elections. we see a lot of trump allies that are running for election boards and for secretaries of state in key swing states, and those are republicans who have cast doubt about the legitimacy of the past election so when push comes to shove are they going to side with trump and try to overturn election results in 2022? >> the whole reason for democrats being elected was competence. we can govern. we can get things done, so if this agenda collapses this week or god forbid in the coming weeks, i mean, who knows how long this is going to last. i think that that is a sign that democrats can't govern, and if you're an independent voter out thereto why had democrats any different? the one thing about vat have a governor's race we know this, it always happens a year after the presidential election so often it's a course correction or pre-cursor for what's happening in the mid--term elections and that's exactly what worries terry mcauliffe. he was governor in 2013 to 2017 and they are worried about enthusiasm on the democratic side and also a sense of not true hard core democrats but just other voters in the middle like, you know, if this biden agenda is too expensive, they can't get it all through why elect a democrat here, and he's been trying to make his republican opponent a clone of donald trump but that hasn't really worked so far. >> an interesting point because terry mcauliffe is like joe biden, a more centrist democrat, an older generation democrat. not quite biden's age so here's the issue, i think. tell me if you think i'm wrong. if it's about biden and the biden agenda terry mcauliffe can't if he would like make it about trump. >> the only guys that win are the guys that embrace the maga movement. does that make sense to you? >> sorry about that, that was out of order there, but that's the president, a hard turn, but let's make it, the president calling into john frederick's radio show saying youngkin, the republican candidate better be nicer to me and embrace me because if you run from me or try to keep the i'm friends but not friendly with trump, keep your distance, it doesn't work. >> that's the complicated message to embrace, the maga movement in a state like virginia, northern virginia, lots of democratic voters are swing voters and that's a challenge, too, for youngkin. look, jeff is right. i mean, if this collapses for democrats, if things go wrong for mcauliffe come november, democrats are going to freak out. they have a mid-term election next year that they are very nervous about. yeah, one governor's race, not necessarily going to tell the whole story about next year's mid terms but undoubtedly there's going to be a real panic setting in and it also explains why there's a major push to try to get this agenda done before november. it's almost certainly going to slip into october, the larger bill likely is. if it slips past october they lose virginia, you can only imagine the reaction for some of these moderates. they say what happened in virginia could potentially happen in our district too. this poll is two weeks old, but this is the most recent poll, mcauliffe 50 and youngkin 47. that's a pretty close race. the suburbs in northern virginia have been trending blue for the last 15 years. governor's races are close but usually shouldn't be that close. the cook political report says national environment virginia governments knives tossup, had been leaning democratic. the national environment source for democrat. the question is we started the program on the very things, do the democrats get it? do they understand that, yes, the liberals are far apart from the centrists and you've got competing camps in between that if they do nothing they are opening a trap door? >> and what was said earlier when you talked about the need for competence, that was the argument, right?
