agreement on a framework that will pay for any final negotiated agreement, so the revenue side of this we have an agreement on, okay? thank you. the framework, an agreement of a framework. >> that sounds like a big deal, right? but there are a lot of missing pieces. no specifics yet, for example, on just what tax hike democrats have agreed to support and even more important, no agreement yet on how much money democrats need to raise meaning no agreement yet on the final price tag for that big democratic plan. let's get straight up to our chief congressional correspondent manu raju. manu, they make this announcement out to be a big deal, but a lot of questions. >> reporter: there are a lot of questions and not a lot of clarity. let's be clear. members have not signed off on this in the rank and file. even some of the key chairmen of the committees are still in the dark about what exactly this means and what this means is an agreement about some of the options that they could do to pay for this massive plan, and this agreement was reached by this options to pay for the plan among the democratic leaders, nancy pelosi, chuck schumer you saw there as well as the key chairman of the committees who are in charge of tax writing, ron widen on the house side and richie neil on the house side and the administration itself. what they don't have is an agreement among the moderate democrats who need to provide the votes for this massive expansion of the social safety net. they don't have an agreement among of the progressives and those discussions will continue about everything about what's in here, the details and the price tag. now, later today moderate democrats are meeting with the white house officials who are coming to capitol hill to talk about the financing options and whether or not they can get behind it. it's clear that there's no agreement among some of the key members. john, i tried to press speaker pelosi at the press conference what this agreement immediate and she made it clear they still don't have an agreement on the price tag. >> this is not the price tag. this is about what's in the bill, what's in the bill for children, what's in the bill. it's not about a price tag or anything. it's about values, not dollars. >> well, the price tag, is of course, significant here because what they are talking about initially was $3.5 trillion plan, just a significant amount of investment in all aspects of the economy, raising taxes on corporations and wealthy individuals, but moderates like joe manchin and others want that price tag less than $2 trillion. progressives want more than $3 trillion, and that means there's a significant amount of debate that still has to be had and, john, this is all tied to that key vote that is happening on monday over that separate infrastructure package that passed the senate last month. pelosi is not saying specifically she will move forward with the vote on monday but that's also specific because the progressive members in her caucuses are threatening to vote against that plan and sink that plan if that larger deal is not agreed to. so much work has to be done and a lot of questions, still, john? >> more questions. more questions i think now than before they announced this quote unquote framework. manu raju, happen ate the hustle on capitol hill. with us in studio to share their reporting, cnn's kasie hunt, jeff mace op of reuters and claudia grisales and melanie zanones and i'm going back to a question asked of gary hart years ago, where's the beef? all the democrats come out happy that the president is now taking the point on this. yes, a lot to be resolved. somehow the democrats feel the need to claim momentum today so they say they have this framework but you rip back the curtain, what? >> is it -- i don't know if the wizard is in there or not. no. it's remarkable to me that schumer went in this. how he walked up to this podium, delivers what is clearly designed to be a headline indicating they are making some sort of progress and nancy pelosi has to step in there and essentially say just try us, there's some there there but i'm not going to give you any further details and she was pretty close to flashing some frustration there but did manage to rein it in. big picture it really struck me that they were trying to project a message of calm. i mean, they have not had a great couple of days in terms of how the public is looking at what they are doing here. >> but they had a better day yesterday. again, progressives come out meating with the president saying it was helpful and moderates come out after the meeting with the president and say it's helpful. they have a framework, bernie sanders, the chairman of the senate budget committee which makes him northern when it comes to matters of big spending plans and critically important because he's likely tonight bridge to the house progressives if they will have a smaller package than 3.5 trillion. bernie sanders says i have no idea what his leader chuck schumer just announced. >> we should be very skeptical what democratic leaders are telling us today because they are under so much pressure right now their progressive wing that they are making progress towards this massive economic reconciliation pack and and uber is they are still having a bipartisan infrastructure vote next week and progressives have said we won't vote for it unless we seat reconciliation bill passed. that's not going to happen next week so what leaders are trying to do is make some sort of progress. they hope that there can be a frame werk and they can come up with a general framework, enough to reach progressives. they have so much they still need to resolve and even if moderates can come up with something that they are willing to put forward, it might not be enough to move moderates. >> we eseal if there's more to it than just an announcement. it's important to say our key committee chairs have an agreement once they get a final number they will figure it out and then they need to get a final number and figure out how to divvy it up. free pre-"k," free community college, child care credits and tax credits and progressives said it was nice to meet with the president and they also come out saying we want 3.5. we were told. already compromised from 6 to 3.5. this is the chairwoman of the progressive caucus. >> this very small group of people are not representative of, you know, really moderate democrats in the toughest district. that's why i like to say -- i don't think you can say that the moderates are against this. that's not what's going on here. >> jeff, from a white house perspective, the president has not said this is my final number but he did ask the moderates yesterday to give him a number. >> that's right. >> he wants a number from the moderates. is that not essentially the president saying it's not going to be $3.5 trillion because if it was going to be 3.5 he would be leaning on the moderates to support it. instead he said you need to make your compromise and make it now. >> absolutely. there's a recognition at the white house that the 3.5 won't be the end game. the question is what is it, and speaker pelosi says this is about priorities and it's about policy and having specific things in the bill, and that's what matters, but all of those priorities have to have a price tag attached to them and when you take one out you'll subtract some money from that overall ball and that's what they haven't claireified and obviously the white house hasn't clarified it eared. they haven't specifically said this is our redline on a specific policy or number. they want to see what happens with the negotiation. >> and the progressives want the two trains on parallel tracks which is to vote monday on the already -- already passed the senate, the bipartisan infrastructure plan and they want the 3.5 or 2.8 or 2. they want the reconciliation package on the same track. the reconciliation package will not be ready by monday. that's crystal clear to everybody and the moderates say the speaker promised them a vote. is there a middle ground? is there a way out? is the only way for the president to call these moderates and say, sorry, we need to delay the vote a week or two? >> it seems that's where that was heading. pelosi was softening her stance on whether mound is the vote for this bipartisan infrastructure package. we heard from progressives who left the meeting yesterday who said, you know, that september 27th date is an arbitrary date so they can move that. they are trying to move the goal posts and whether everybody comes along, whether this wrecks their plans with both bills remains to be seen. >> i went way back at the beginning quoting walter mondale and let me come closer to the modern days, john poet sta, you know, worked in the bill clinton white house and was around in the obama days as well. he says this to democrats in a memo. historical trends make it clear democrats will face severe heatwinds next november but nothing will guarantee a political reckoning faster than if the democrats fail to pass anything. that the president's main goal yesterday. get that across to the most liberal and the most moderate democrats that in the end you have to come together or we all sink. success, failure or tbd. >> exactly. the reality for democrats, we've been saying this all summer, the only thing we can't do is nothing, right? >> i don't have details specifically on the framework. what they are talking sbt overall effort that we also discussed with the president to bring folks together to talk about priorities and a how we move forward and as we continue to pull the details together that's important and the outline to do that is something that they have been discussing and is part what have they were talking about this morning. >> you are in the meetings -- series of the meetings that the president had yesterday. do i have this right that you believe it's absolutely critical that president biden play quarterback here because of the broad differences. i know there's broad agreement in the party over the topics to be addressed but broad disagreement over how to get there. is it essential that he take the lead? >> i think it's important that the president take the lead, and i think he played an important role yesterday bringing everyone together. we all sink or swim together. it's important that we pass legislation that's really transformative for our country, both in the infrastructure bill and the build back better reconciliation bill. those two are so critical, and we do have a sense of urgency because the sooner that we can get those done the sooner we get resources to the american people and really help put together the build back better agenda, so we all have a sense of urgency about it. we need to come together and do that, and i think it's really about the substance of the bill. there's been a lot of talk about a number, but really what investments are we going to make? what is the return that families get on that? that's so critical. >> let me jump in at that point, congresswoman, because there is a lot of talk about the number and i get everybody's reluctance to hit had a number because if you're the progressives you wanted more than $3.5 trillion and if you're a centrist you think that price tag is too high and you said the president is essential and the president said in the meeting with the moderates he believes the next move that your group should give a number and push the compromise, 3.5 is too big. we propose "x." if you want the president to be in charge. he had a big ask of you. why won't you answer the question? what should it be. >> i did answer the question to the president and i said what's important to us as new dems is what are the investments we're making. people will definitely support higher numbers as we make sure those investments really make a huge difference for the communities and the substance and the child tax credit and our priorities as new dems, making sure we continue the child tax credit that is getting resources out to families, a middle class tax cut, making sure people have health care and we continue the premium subsidies for the aca and we address medicaid expansion in states that didn't expand. critical priorities, climate. those -- those investments and the return on those investments will drive so the number has been a distraction. we want to make big, bold transformative investments, but i think the way you get people on board for that number you is tell them what you're going to do and why that spending is going have such an important impact. >> i get and respect your point but now i'm going to come at you and play devil's advocate. assume i'm a progressive. take the list you laid out there. okay, i listened to the congresswoman and i took all those issues and put up my plan and it goes to 5:00.6 trillion, they were at 6 a couple months ago and come to 3.5, if you don't give them a number, how do you negotiate? i understand the priorities. if you don't have a top line number it's how much say goes to climate and the tax credits and how much goes to child care and pre-k and community college because they want more than you. do they want to spend more than you do. there's no dispute about that. don't you need a number to negotiate? >> well, we actually put together legislation, i serve on the ways and means committee. we passed legislation out of committee so we've had a lot of conversations bringing people together to draft the bills that have come out of committees across the house, so that's been a driving factor, and actually it has been a place where folks have come together, but another key tenet is that we have to do -- focus and do a few things well. what the american people are going to feel is that we have programs that make a difference in their lives, so this shouldn't be about peanut buttering resources across many programs with lots of cliffs or things with expiration dates soon but making strong investments and things like the child tax credit. they will make a long term difference in durable policy, on climate, on child tax credits, on held care. those are areas that are important. that will make a different for families and that stability without people worrying about what congress is doing next, that civility is what they want to say. i have a purple district. people want to see governance work. >> to a point your purple district, everybody is in a better mood today. i tried but failed to get a number out of you. we'll see how that one plays out. everyone is in a better mood today but monday, your group, the centrists had been promised a vote on the bipartisan infrastructure plan. would you say it's critical for you to go them to that purple district and say we're getting things done in washington. the progressives say we'll vote against it unless we know the bigger reconciliation package is done. must that vote happen on monday, and would you agree to wait if the president of the united states called you and said congresswoman, i need you to go to your colleagues and we need a few more days or another week? >> i think the critical number is 218. we have to pass a ball. the infrastructure bill is supported by members of the new dem coalition, but if we put a bill on the floor we need 218. that's the important criteria. >> and if you don't have those on monday you're okay with waiting? >> i think, john, it will depend a lot on what the acip does today. even though they say people over 65 and those with high-risk conditions, it's really important how you define high-risk conditions. if you define high-risk condition a bmi, body mass index over 30, right off the bat that's 42% of all americans. if you say it's going to be a bmi over 25, then all of a sudden you've got 72% of all americans included so the issue is how do they define high risk and where do they set the value for the bmi that considers you a high risk is this. >> we'll watch that as it comes out. important point. help me. i look at these numbers every day and i get afraid, forgive me, to get optimistic if you look at the new covid infections right now. seven-day average is down more than 20,000 cases, a week ago at 150,000, 151,000 new infections and yesterday 130,795 and can you see from up above 170 and now we're down into the 130s. if you look at hospitalizations, it's still horrific that so many americans are hospital sized but you see the number on wednesday 88,553, down from 103 plus on september 1st and if you look at this trend map, doctor, i don't use this map as much anymore but today it looks pretty good. you have 26 states trending down. green means fewer covid infections now compared to a week ago and 26 states trending down and 18 holding steady and eight states reporting more infections this week than last week. is it safe to say we're moving to a better place, or might this be temporary? >> john, i'm optimistic like you. i think there's a combination of things this. delta wave has been highly infectious. a lot of people that were not infected are now infected so they have now been exposed and have developed immunity to the virus and then you have the people being vaccinated so i think the combination of those two things makes me hopeful that further waves won't be as severe, but i have to tell you it will depend on what part of the country and what percent of your population is immune that will make a difference. >> that regional point you just made is very important because if you look in terms of this map, the map i showed you a moment ago is encouraging. this one is more discouraging, intensive care beds occupied by covid-19 patients. your state of georgia 51% and more than half of icu beds with covid patients and in texas just shy of that 46% and 42% in kentucky and 26% out of idaho. you mentioned the regional aspect in this pandemic, we see this where the vaccination rates are lower and hospital cases are lower. >> we're still seeing a lot of fairly young people under the age of 50 being very, very sick in the hospital and in the icu, and the amount of people in the icu that we're seeing in this wave is quite frankly really high, something that's very astonishing how quickly people have gotten sick and ended up in the ic sglu it's awesome, my word, not a medical term, that people already vaccinated need a booster shot that the those booster shots may be available to them but what about new vaccinations, people who haven't received a vaccination yet because the seven-day average that have is the lowest it's been in two months? you mentioned how critical it is, you want the case count to keep dropping down and people who are not vaccinated need to get vaccinated. if you look at national vags by age right now, still 25 is about of the eligible population across the country have not received a shot. 51% have been vaccinated, 18 to 24 and even lower when you move into 12 to 15 to 16 to 17 so what's the case to make for people to roll it up, get a shot? >> it's been very hard and it's incredibly disappointing how few people are still getting their first shot today. we have plenty of vaccines in our country. we have good access. i would say that 95% of our americans live within five miles of where they can get a vaccine. it's free, so it really baffles me to ups why people are still waiting to get vaccinated. we're doing a lot of things. a lot of things are being done working with community, working with leader, working with others, you know, but at the end of the day, i think mandates are going to be important. are going to make a difference and that's why the president's plan to mandate vaccinations in certain businesses, and federal employees and health care is going to be really important because i will tell you, too, even in health care we're not doing as well as we should. >> doctor as always, thank you for your time and insight and from a case perspective things are getting to be a lite better. >> coming up soon, inner turmoil down on the border and coming up next, a big policy shift. bring a friend every month, and get every month for $5. which is why i brought them. two $5-a-months right here. fresh signs today of anger and turmoil within the biden administration over the treatment of haitian migrants who crossed into tell rio, texas from mexico. the veteran diplomat serving as the special envoy from haiti resigned i'd and used remarkably critical language calling the policy of ref baiting the migrants to haiti counterprotective and inhumane. the vice president's also released a statement about the a phone call that the vice president had with alejandro mayorkas. the president raised her grave concerns about the mistreatment of haitian migrants by border patrol agent and the need of all agents to treat people with dignity, humanely and consistent with our laws and values. our immigration reporter priscilla alvarez and on the very point, the use of horses and aggressive behavior, there's a change in policy. >> the department of homeland security announcing they are temporarily suspending the use of horse patrol in the del rio sector so just a to remind our viewers where there is stemming from, an incident earlier in the week between border patrol agents on horse patrol and seemingly aggressive confrontations with haitian migrants. secretary mayorkas directed an investigation and put two subjects of the investigation on administrative duties and now we're learning that it's suspended. horse patrol in this sector. this is incident that the administration has been responding to for the better part of the week and receiving backrash from democrats and republicans. >> and this action coming out after the.vice president's staff putting a readout of a call with the biden secretary. the president and vice presidents talk to members their team all the time. we don't get readouts every time they make a call. they did this on purpose and did it after mayorkas was on television a couple of time saying he didn't like the pictures and was promising an investigation. why is the vice president going out of her way to make clear i'm not happy about this? >> it's an extraordinarily remarkable as you point out so well. i think the vice president is technically on the hook for what happens. the biden administration gave her responsibility for challenges of immigration and these images quite frankly cede the moral high ground. democrats watched what happened at the border under the trump administration and they were rightfully in many cases outraged about what they saw. the president ran on a platform that included changing some of these immigration policies and they have certainly done that in certain ways behind the scenes with regulation but it's these images of these men on horseback with the haitian immigrants that americans are going to remember, and i think it's clear that the vice president wanted to make sure that she was putting mayorkas on notice. >> look, one of the calling cards of candidate biden was i'm going to bring grown-ups into the government we know how to do this. every administration has some turmoil but it's remarkable that you have the vice president calling out an agency in the government do more. that's what she's trying to say. more translation and then you have ambassador foote, a veteran diplomat whose letter was anything but diplomatic. it's inhumane to send these haitian migrants, most them in south america for some time. they left after an earthquake a decade ago and to repatriate them now to haiti he says is inhumane and he also doesn't think the biden administration has its act together on a broader haiti policy and jen psaki saying he's had ample opportunity to air his concerns up the chain of command. he clearly feels, the ambassador, is not being listened to. resigning is a big deal. >> it is a big deal f.more that have had happened in the last administration we would have made big stories about it, when people resign because of a disagreement over this big over policy so it's a big signal on his part and certainly it's -- to pick up on what what casey said, the vice president's office releasing that statement shows she not only wants to put a marker on that for herself but also sort of the politics behind all of this. she needs to be on the record saying we're not okay with this. >> and part of it is her own office, but part of it is pressure received. the vice president's chief of staff meting with members of the congressional black caucus and they see race involved here. they do not believe if this was a crowd of white or latino migrants they would be treated this way. more on the policies that come through. complaints about a democratic administration coming from democratic members of congress including here maxine waters. >> i'm unhappy and i'm not just unhappy with the cowboys who were running down haitians and using their reins to whip them. i'm unhappy with the administration. what the hell are we doing here?
