This is cnn breaking news. Top of the new hour, thanks for staying with us. Im victor blackwell. And im alisyn camerota. Democrats announcing moments ago they will tie an increase in the Debt Limit to the government spending bill. This move sets up a looming show down with republicans. For more, lets bring in Manu Raju and Lauren Fox on capitol hill. Lauren, i want to start with you. Walk us through what this decision means and how it will work. Essentially democrats are daring republicans to vote against an increase in the Debt Ceiling. There of course is a looming deadline coming sometime in mid october to raise the Countrys Debt limit for what democrats say is money that they have already borrowed. With republicans, given all of the spending for coronavirus over the last year and a half, now, republicans have been saying over and over again that they are not going to join with democrats to actually increase that Debt Limit. Here democrats are saying if you want to keep the government open, if you dont want to vote for a government shut down, you also have to vote to increase the Debt Limit. We of course have known for several weeks that this is the direction democrats were likely headed but they are making It Official in a new letter from both Schumer And Pelosi to their colleagues saying this is the route theyre going, and its going to be a very bumpy few couple of days on capitol hill. Didnt republicans easily raise the Debt Limit under President Trump two years ago . Yeah, they did, and democrats have moved along with republicans in that regard, even after Donald Trump and the republican majorities in the house and the Senate Cut taxes a range of taxes, and corporations and individuals, ultimately they did agree to raise the Debt Limit, but times have changed, namely, now Joe Biden iS President and now that Joe Biden iS Pushing through a very ambitious domestic agenda, he already passed roughly 2 Trillion in covid relief that was opposed by virtually every single republican in the house and senate, and now theres a new effort moving forward, a 3. 5 trillion economic package that democrats are trying to get through. They want to move this very quickly, potentially within the next week, even though theres significant divisions that make it almost impossible for them to achieve that. The reason theyre pushing quickly to get the larger bill done is theres that separate, 1. 2 Trillion bipartisan Infrastructure Package that passed the senate last month, awaiting action in the house. Nancy pelosi has agreed to set a date, September 27th, the key date to have a vote on the Infrastructure Package. A number of liberals, democratic liberals are threatening to vote against the package if that larger democratic only bill has not passed both Chambers Of Commerce by then. One congresswoman, Alexandria Ocasiocortez told me moments ago she is a no if the Infrastructure Bill moves forward next week, if the larger bill has not moved forward and she took a shot at modern democrats calling them destructive, including senator Joe Manchin who earlier today told me this when i asked him about whether there should be a delay in these talks. And if theres not enough clarity, you need to give clarity, and people need to know tax reforms, and where we stand nationwide and inflation. You dont want it delayed until next year. I said lets wait and see, whatever we need, we need to have a good idea. The main thing is inflation, if its transitory or not, have a better idea, you know, once we get into it a little bit longer. Right now, inflation is still high, and now we understand the natural gaS Prices are higher than they have ever been in west virginia, too, and people end up paying the highest is the ones who cant affidord it, so we ha to worry about all of these things. This is where the challenge is for the democratic leaders. They have moderates like manchin, instead passed the smaller Infrastructure Bill. Alexandria ocasio says wait, pass the larger package. Can the democratic leaders keep it together. They have zero margin for error in the senate, they can only lose lee votes in the house. Its unclear if they can do that. Speaker pelosi made thiS Promise to some of the more moderate members, there would be a vote in the next week, a week from today. Is there any Wiggle Room on that deadline, considering what weve heard now from congresswoman ocasiocortez. At the moment it does not seem so. Yesterday, jim clyburn, number three in the house suggested to Jake Tapper, there would be a possibility that they could delay the September 27th vote, but behind the scenes, they have sought to reassure those moderate democrats that there would in fact be that vote, and part of the issue is the concern that if they delay that vote, they need to pass the larger democratic agenda of 3. 5 trillion or however large it ends up being, they need those votes and if they delay the vote on the smaller bill, they may cost votes on the bigger bill, shows the incredible complicated Balancing Act that they have to try to get this done, and raises the question whether they can get anything done or whether it would all collapse under its own weight. So many moving parts and the clock is ticking. It is. Lauren clark, manu, thank you very much. Pfizer has released the first data on its vaccines in children as young as 5, and the company says its vaccine is safe for 5 through 11yearolds and shows a Quote Robust Antibody response. And youll remember today was supposed to have been the start of the widespread rollout of booster shots, but that isnt happening, at least yet, after an fda advisory panel recommended a booster only for americans 65 and older and those who are deemed to be at high risk for covid. A cnn national correspondent Kristen Holmes joins us live, lets focus on the 5 to 11yearolds. So many parents have been waiting for some good news on a vaccine for them. What does this mean about the potential deadline or the Time Line, i should say for getting shots into arms . Well, victor, and alisyn, we cannot stress enough how big of a deal this is. I mean, this is the first step in that process of actually getting shots into the arms of children, which as you say, couldnt come at a more critical time. This is the first time were seeing any sort of Vaccine Data for this Age Group, and as you said, theyre saying its safe. Not only that, but it generates a robust immune response, and there were no cases of Mi Yor C myocarditis, linked to mrna vaccines. The Pfizer Company says they are going to submit the data to the fda soon for Emergency Use Authorization but of course the Big Question is as you say, what is the timing here, so we heard from Scott Gottlieb earlier today that estimated this, hes the former head of the fda, take a listen to what he said depending on how long the fda takes to review the application, whether its a four Week Review or six Week Review, you could have a vaccine available to children as early aS Probably by The End of october. Perhaps it slips a little bit into november. So obviously here that would be ideal, end of october, early november, but i also want to break down a little bit more for reference here. Take a look at this. This is the Time Line that we saw when the vaccine waS Put out under Emergency Use Authorization for 12 to 15yearolds. March 31st, pfizer announced the top line results. That of course what were seeing today. Then a week and a half later on april 9th, actually submitted that data to the fda. Then it was about a month later, may 10th, that that Emergency Use Authorization was amended and it included this Age Group. So again, this could not come at more of a critical time here aS Parents are trying to figure out what theyre going to do with their kids who are unvaccinated. There are schools without masks, and theyre worried about it. I want to note one other thing. There was another piece of good news out of pfizer today. It was that they are expecting the trial data from infants as young as six months old soon. Something else were keeping an Eye On. Kristen holmes, thank you. Joining us now is dr. James hilder, the President And Ceo at Ma Harry medical college in nashville, and a member of the fda advisory committee. Thank you so much for being with us. Let me start with the Time Line that kristen laid out for the initial Emergency Use Authorization about a month from the submission of the data to the authorization from the fda. Is that the Time Line on which you expect this to happen or could shift significantly . I wouldnt expect it to shift significantly. As the former commissioner just stated, it all depends on how long the fda takes to review the data thats submitted to them. But i suspect that before The End of the year, vaccines will probably be available for children in this Age Group, 5 to 11, and sometime later for younger children. This will be such good news for parents who feel like they have just been, you know, walking through a Mine Field every day with sending their kids back to school. Not knowing every day if theyre, you know, 5 to 11yearolds are going to come home sick. Not knowing what to do. So many people will heave a sigh of relief. Victor and i were talking about this. Not all 11yearolds are built the same. You can be a full blown adolescent or a kid still. Since its not based on height or weight, why wouldnt some parents of big 11yearolds say, im going to wait for the Adult Dose when they turn 12 . I wouldnt recommend that, actually, because even though they may be larger than other kids their age, children are not small versions of adults. Their systems are still developing, and we want to make sure that the vaccine is absolutely safe for them. Thats why we use the smallest possible dose if children. I think in the much younger group of six months to 5 years old, theyre going to probably use three Micro Grams as the dose, and this Age Group, theyre using 10 Micro Grams. We want to use the smallest possible dose for the Age Group in question. I would not advise parents of children who are larger than their Age Group typically would be to go and get an adult version of this vaccine. That would not be a wise decision in my opinion. Okay. As i mentioned at the top, today was supposed to be the start of the rollout for boosters for those 16 and up for pfizer, but of course the Fda Panel of which you are a member, i should say, voted for 65 and older and those at risk. I wonder what you are waiting for, what you still need to see to determine for those under 65 that they need those boosters . So victor, it really came down to not having enough data to be comfortable making the recommendation. When it was all said and done, there were just a little more than 300 participants in the study that we represented, and we didnt think that that was sufficient data to move forward in the way that it waS Presented to us. We had an additional concern about myocarditis in young men. We know that there was an uptick in the number of cases after the second dose, and if the myocarditis is related to the immune response, if you not give a third dose, and thats a stronger response than the second dose, we were concerned that the uptick in cases for the third dose would be more significant. We felt we needed more data to become comfortable making this available to the whole entire public, but we did feel comfortable for those older than 65 and those most at risk for severe disease including the immunocompromised that boosters would be appropriate at this time, but it just came down to the data that we had in front of us to make the decision on. General assembly, officials have told us that the president in this speech, hes going to be looking to close the book on the last 20 years of the u. S. War in afghanistan as coming just weeks after the last u. S. Troops left that country. And hes going to be looking, talking about what comes next. And what comes next, according to these officials, is a focus from the united states on the power of diplomacy, on the power of alliances, but perhaps whats most notable about the focus of this speech is what has come in the last several weeks, and that is that that u. S. Commitment to alliances has really come under question, especially given the focus and the emphasis that President Biden haS Put on this. Its come under question from some of those afghan allies who felt betrayed by the u. S. Withdrawal. The french who recalled their ambassador last week after this Submarine Deal brokered by the united states that under mined a french deal with australia for its own submarines. All of this is coming into focus at the same time. Theres also of course things happening domestically, the president s legislative agenda really hanging in the balance this week as House Democrats work to finish work on this budget reconciliation proposal. There is that ceSeptember 27th deadline to pass the Infrastructure Bill, the deadline that Speaker Pelosi promised house moderates she would bring up the bill by that date. A lot happening at the same time here but certainly on the World Stage we will see the president make this commitment to alliances and to diplomacy tomorrow, but again, it comes in stark contrast to what we have seen recently. I asked the white House Press Secretary Jen Psaki about that today. She said that she does not believe theres a Credibility Crisis for the united states, and she said while the u. S. Is committing to those alliances that doesnt mean that the u. S. Is always going to agree with its allies or vice versa. Jeremy just listed it, but i think that we need a visual graphic to capture all of the things, and including the setbacks that President Biden has had to deal with. Theres this dispute with france over submarines, the migrant crisis, were seeing in del rio, texas, the Drone Strike that killed afghan civilians as well as children, Fda Panel rejected the administrations booster plan, possible infrastructure vote delay. Aoc has thrown up a roadblock on that one, and the looming Debt Ceiling battle that republicans say theyre not going to contribute with. This is why i dont run for president. This is why . Remember, Joe Biden sort of sold himself to the american people in part on his foreign policy credentials. The guy said, you know , i servd as chairman of the senate foreign relations committee, Vice President for eight years, youre getting a president who has more experience on the World Stage and more relationships with World Leaders than most people who normally step into this job at the outset. Thats sort of the credentials that he was selling, and you heard him say he was going to put forth this notion that america is back. Well, there are real questions among even some allies, nato ally, about the consultation about the afghanistan withdrawal. Obviously this whole issue with france and the recalling of the ambassador and the way in which the biden administration laid the groundwork with the deal with Australia And the u. K. Leaving france out of it, and of course also just sort of the terrible moment that was just announced by the u. S. Military on friday about the killing of those civilians. So there were a lot of issues that sort of make you put a Question Mark around that notion of america is back. A case in which the justices are being asked to overturn roe v. Wade, and a lot of legal analysts say the court has made a move against that Landmark Ruling by failing to stop the most restrictive Abortion Law in the nation right now. Thats the ban on abortion as early as six weeks in texas. Now, one Texas Doctor has just opened himself up to lawsuits by anyone in the country because theres that Enforcement Process thats outlined in the Texas Ban where anybody can sue somebody who helps a woman get an abortion. Dr. Allen braid just admitted in a Washington Post Oped that he has violated the texas Abortion Ban. For me, it is 1972 all over again. And that is why on the morning of September 6th i provided an abortion to a woman, who though still in her first trimester, was beyond the states new limit. I acted because i had a duty of care to thiS Patient as i do for all patients, and because she has a fundamental right to receive this care. Cnns senior legal Affairs Correspondent Paula reid joins us right now. What do we know about this doctor . Good afternoon, dr. Braid is a San Antonio ob gyn, and announced he had performed an abortion that was legal in the states restrictive law, and really forcing likely a test of the new law. He completed the procedure on September 6th, a few days after the law went into effect banning abortions after a woman is six Weeks President , no exceptions for incest or rape. According to him, this woman was still in her first trimester but beyond the limits of the law, and he said he did thiS Procedure because he believes she has a fundamental right to receive this kind of care. But his oped is the first public admission that a physician has decided to perform thiS Procedure despite the most restrictive law in the nation, and the question is now what consequence could he face. Now, what makes texass sixweek Abortion Ban so unique is that the law does not rely on the state to enforce it, but instead deputizeS Private citizens to sue Abortion Providers and others who help facilitate abortions. Dr. Braid said, look, he understands, there may be legal consequences. Heres why he says he defied the law in spite of those potential consequences. I understand that providing an abortion beyond the new legal limit i am taking a personal risk but its something i believe in strongly. I have daughters, granddaughters, and nieces. I believe abortion is an essential part of health care. So far the law has withstood efforts by Abortion Rights supporters to block it, and its not clear if Abortion Rights opponents will pursue legal action against dr. Braid. For example, texas right to life said that it is exploring all of its options but another antiabortion Rights Group says it has no plans to sue the doctor at this time, and instead, it is going to focus on celebrating lives it says are being saved by this law. The law took effect on september 1st, after a conservative supreme Court Majority designed to block it. The justices said Abortion Rights advocates who challenged the law had not sued the right people. Then the Justice Department sued the state asking a judge to block the ban and a hearing on that request is scheduled on october 1st. Were just a couple of weeks away from that. Will we get an answer to whether this is constitutional . Its unlikely that answer is going to come anytime soon. The first thing is its not clear the way the Justice Department crafted its lawsuit, its going to be able to get around the Justices Objection to the last attempt to block this law. It may likely take someone challenging a physician like dr. Braid or Someone Else to get the proper standing, to then get this ultimate question about constitutionality in front of the justices, but as you were mentioning before the segment, they also will be hearing, the Supreme Court will be hearing another huge Abortion Case in september. Actually on track to be the worst day of the biden presidency. Nowhere really to hide. All the sectors are down. Last looking at the S P 500 all but a dozen stocks were in the red. This is all about china, specifically, theres a Big Realize Company Called Evergrand in china, and its teetering on the brink of the fall which is a big deal because it has 300 Billion in liabilities, and investors are a little bit concerned right now that perhaps this could spread within China Or Outside of china. The fact this is occurring on the 13 Year Anniversary of the leyman Brothers Collapse has brought back bad memories. Ed dow is down almost A Thousand points before. ItS Paired some of those losses. If it wasnt evergrand, it would be something else. The market was due to pull back, despite losses, the S P 500 has almost doubled since the March 2020 lows, and also a lot of people that i talked to on Wall Street, they think china is going to get this sorted out eventually. Beijing has so much control of the economy and the market there, they really have the Incentive And Power to make sure this doesnt get out of hand. Potentially shortterm here. Speaking of default, Treasury Secretary Janet yellen said Thats Something the u. S. Cannot do, it would be terribly destructive. Thats the Debt Ceiling, she has this Opinion Piece in the Wall Street journal, congress has rai raised the Debt Ceiling about 80 times since 1960 and must do it again soon or risk a Debt Default that would permanently weaken the country. Explain for some people what the Debt Ceiling is first. So the Debt Ceiling is back. Its kind of like the Horror Film that hollywood keeps making sequels of even though No One liked the first one. Listen, its a limit on federal borrowing, and because the federal government spends more money than it takes in in revenue, the borrowing has to keep borrowing. If it doesnt, it literally Cant Pay for electricity, and so the federal government estimates that its going to run out of cash if congress does not raise the Debt Ceiling. Its going to run out of cash at some point next month. Yellen, the treasury secretary, whos known for being pretty careful with her words, she said in that Wall Street Journal Oped that this would be an economic catastrophe, it would set off a historic financial crisis. Its not every day you hear that from the sitting treasury secretary, and thats because the whole financial system is built around this notion that u. S. Debt is the safest stuff around. And if you default on it, that would completely shatter that notion. Also, its important to remember, this is not just about Wall Street. Main street would be really hurt by default here because if the federal government, you know, can pay its creditors its not going to day for things like paychecks, or Social Security recipients or medicare benefits, federal contractors. No one would despair. Thats why eventually, most people i talked to think the federal government is going to get this right, that congress will eventually raise the Debt Ceiling because not acting would just be too damaging for everyone. Yeah, it is the boy who cried wolf or whatever the right analogy is. I also like your Friday The 13th Analogy to the Debt Ceiling. Every time it comes up we go through this exercise of will they or wont they, will they or wont they, at the 11th hour they do it. And thats not good for the u. S. Credit worthiness. The fact that theres these political charades every time, it does not help now investors view u. S. Debt matt again, thank you. Thank you, matt. The u. S.
