The white House Today announcing it will lift Covid Travel Restrictions and allow fully vaccinated international visitors into the United States starting in november. This Morning Pfizer releasing trial results it says show its covid vaccine is safe and highly effective in children ages 5 to 11. Pfizer says it will now submit that data to the government and apply for Emergency Authorization by The End of the month. If that Fda Review goes smoothly some 28 Million children could be eligible for vaccination by halloween or soon after. Were hopeful and expectant that the fda will approve the vaccine based on the data we have. The level of antibody the vaccine is generating in children 5 to 11 matches the level of antibody that we know provides protection for individuals 16 years of age and older. Now, mind you, we still have many children 12 and older already approved that havent been vaccinated. Got to do that work right now while we prepare for the younger youngsters soon. Y. We cam down here, 12 to 15yearolds, they are eligible only 42 . 16 to 17yearolds, only 50 and 18 to 28yearolds only 58 . What is driving the Vaccine Hesitancy where they are not ready to do this yet even though they are authorized . We have two groups out there, the group of parents, for example, very eager to have their children vaccinated and then the other group of parents who may not be vaccinated themselves or they are not so sure, and its clear that the unvaccinated continue to drive this outbreak just as you say. Our childrens hospitals in tennessee and many other across the country have been a bit strained because children are becoming infected seriously with covid. We can prevent this with safe and effective vaccines. So whats the way to break through . Consider this for moderate house democrat kurt schrader. If they delay the vote on infrastructure and it goes down you can kiss reconciliation goodbye. Reconciliation would be dead. Rachel bay, let me start with you. With kurt can schrader laying down the line. Madam speaker, you promised us us a vote one week from today or else. The or else is attached to it. And Senator Kyrsten Sinema said this the house delays its September 27th vote on the bipartisan Infrastructure Plan or the vote fails, she wont be backing a reconciliation bill. Its saying we are ready to tank the Biden Agenda if we dont get our way. Last week we saw progressives come out and say if you have this vote, well see against it. We want to see the 3. 5 Trillion bill and see the vote on the 27th as a leverage point. If they withhold their votes they can force the moderate democrats to accept something they perhaps wouldnt accept right now. The problem with that is a lot of motds that i talked to over the weekend are privately saying if its a 3. 5 billion paired with infrastructure we would rather have neither. These are moderates who worked on this product for weeks, for month, trying to get this passed, and now they are this sort of changes the political calculus because, you know, if they are not going to get eat, wheres the leverage for progressives and the question is does leadership have the votes for this vote thats coming a week from today and right now our reporting indicates that they dont and theres not a lot of time between now and then to get that. So some of this, we presume some of this is theater. Everybody knows this deadline is coming so its leverage. I need more. I need less. Whatever it is, but weve neveR Been through this before to the point that another moderate in the senate Joe Manchin puts this on the table. Hes privately saying he thinks congress should take a strategic pause until 2022 before investigate on President Bidens 3. 5 Trillion social spending package. Number one, that blows up everything in the Here And Now and number two, if its this hard to pass this year, olivier, do you think they could pass it in an Election Year . No, i dont and i dont think ive heard a Senator Call for a strategic pause and ask for a pause in legislation. Congress has to raise the national debt limit and, of course, weve got The End of the fiscal year so its not just this dance over reconciliation. Its not just this fight over the bipartisan infrastructure. Its all these other pieces coming together, too, creating crosscutting pressures for the moderates and progress i was as well. When weve heard Dead Lipofor September 27th theres been September Schism on The Hill as well about whether or not that would be a hard deadline to bring the bipartisan infrastructure package. Just to pivot a little bit as well. I mean, im also curious how immigration not being allowed basically the parliamentarian saying this does not fall under the budgetary rules under reconciliation, also interested how thats going to impact this timeline as well and progressives some of the reaction among progressives. Some dems say they are preparing an alternative Immigration Plan to include within reconciliation. Whether or not thats a registry for years past that have allowed people to get their green cards would be interesting but this is one of those sweeping proposals included in reconciliation that progress i was were touting. Gets so interesting. Because in my lifetime no one has tried to do this all at once, no such giant bill with child care, health care, climate Change Legislation and the like and bernie sanders, again, theres the big number and all the different pieces that people want in it so three votes to spare in the House Hand no votes to spare in the senate. Everybodys vote matters so everybody makes the case that i need this, that and the other Thing And Senator sanders, 3. 5 Trillion, pause thats already a compromise. We ren gaging with the house and the senate. It is a complicated proposal. All i am telling you is that 2k34r5r. 5 Trillion is much too low. A compromise has already been made. An agreement has been made. But theres no final agreement on 3. 5, no way, not when the Sinema And Manchin are saying how about closer to 2. Its a compromise from them. They started at 6 Trillion and have dom down quite a bit and when you have a narrow majority in the House And Senate, it doesnt matter. They need the votes to pass something and without that they dont have the votes right now. Can a 36 Year Veteran of the United States senate and eightyear Vice President prove to be a little Lyndon Johnson Houdini here. Does he need to get involved . Johnson had a bigger margin of error and when he lost congress he ceased to be the Magic Dealmaker towards The End of his term so the answer is i dont think so because they are responding to the pressures from their home states and their home districts. Theres also one additional complicating factor to go back if they end up postponing this vote. If they end up delaying this and tying it more to reconciliation or saying were going to hold this pal after it passes there are republicans on Capitol Hill whose votes they actually need to pass this who are getting more freaked out so it makes it even more harder if they end up doing this delay or somehow holding the bill without sending it to the president. Well, i mean, sadly, it sounds completely consistent with the trump that i have seen over the years, and it should disturb every one of us, whether youre conservative or liberal in your philosophy because it is a breach with what the founding fathers set up and the way our political system was Toss Work which is, you know, Tom Wright said it best. He voted against trump on impeachment and he said you know what somebody who votes with trump 99 of the time, a traitor and if you look at my own vote i voted with him 93 of the time and yet he came after me. It is it is this cancer of tribalism that all of us should be concerned about. Is it consistent with what ive seen and experienced . Yes. Is it dangerous . Yes. As to what mcconnell should do, i think mcconnell is in a fairly secure position. I mean, i think trumps hold on The Party, though it is obviously quite strong, you know, every fever has a Half Life and i think that this fever has to break some time soon though it seems to be going a lot longer than i think i expected. You and i go back a long time. You were a Rising Star in the republican governor and became governor of South Carolina and theres a path to the presidency. Another Rising Star to the republican Presidency Congressman Anthony gonzalez who will not run for reelection. He said he could have survived a trump primary challenge. He was among those that voted to impeachment president. If the president dont swear fealty to trump the latter wont go down well in suburban swing districks. Again, my point you is say the fever has lasted longer than you anticipated. How do you break it when when Number One the leader in the senate is being targeted by the former president and, number two, the young president s who should be the future of The Party are just deciding its not worth it. Its too toxic . Well, i think hes right. I think hes a profile in courage in that he stepped down. I think he would have won that race as well, but you get to that point where this is just too crazy. Im sick of it. Ive got other things that i can do with my life, an so i very much relate to what hes getting at, but i think, again, it illustrates the point at which, you know, the four of us who spoke out originally against are all gone, extinction. I dont think thats the case anymore, whether thats with cheney, whether thats with adam kinzinger, whether it would have been with gonzalez. I think that given his Weakening Hold on Social Media, given the fact that hes no longer president of the United States and has the all the acute pres think his grip is loosening up and based on the dynamics of the House And Senate and where we are in the cycle, but i dont think his hand is strengthening. I think it will take an economic downturn which were not far from to really sort of exorcise him and what he stood for, but youre right. Were in a weird and curious spot. Well, the proof for me, youve always been a Policy Guy which is why i enjoy our conversations. People at home can agree or disagree with you. Youve always been a Policy Guy. The proof to me if the fever has broken is if leading republicans would stand up to trump about policy issues. And you write in the book as republicans weve simply lost our minds on the issue of science. How can there be any Logic Entrusting with our lives the science of the miracles of modern medicine and when the same science applies to the planet we should embrace it. We need to embrace science wherever it might lead. Why is the current republican party, four years of trump, Climate Change was a oh, the science didnt prove anything. Why were is the republican party still silent in the debate whether its the science of the climate and many republicans even running afoul of the science on the pandemic . You got me. I mean, again, its a crazy time in politics. It is contrary to conservatism which i which i invested 25 years of my life to try and advance. It is contrary to Math And Science and go down a lot of very logical things and it is this weird tribal not cup. I wouldnt call it that, but tribal embrace that is toxic in an open political system. There are two things that will kill off the republic. One is finances began awry and i think were very close to some danger points there and thats a longer conversation and the other is raw tribalism in a reasonbased republic which is what we have in spades right now, so why it exists i mean, it exists because republicans for a long time didnt do what they said they were going to do and some strong man comes around and offers a bunch of Craze Answers which is exactly what is written about in The Road To Cerfdom after World War i. The Supreme Court will hear a very important Mississippi Abortion Case on December 1 sed. That tees up one of the most substantive cases of the term that the justices are being asked to overturn roe v. Wade. It bans abortions after 15 weeks and has no exceptions for Rape Or Incest and punishes physicians if doctors perform an Abortion Procedure outside the parameters of the law. Those doctors could then have their medical licenses suspended or revoked and be fined. Again, the Supreme Court hearing a challenge to the mississippi abortion law. And a new very hoyprofile target. The Wall Street Journal reporting Donald Trump wants Mitch Mcconnell out. Its reign as leader of the republican party has lasted long enough. They have had periods of detente where they both go about the business. Trump is looking for republican senators to essentially organize a civil war or a revolt against mcconnell. Not going too well but the fact that its happening as you go into a midterm year not helpful. Yeah, but perhaps not helpful for mcconnell, sure, but the big takeaway for those us on The Hill reading the story is trump owes clout really has has been scaled back considerably at least in the senate. You have team like tommy tuberville, republican from alabama endorsed by President Trump saying that he supports mccould be. You have people like John Kennedy that this would happen when, quote, donkeys fly and John Kennedy from louisiana was a huge supporter of drew. Even the candidates that trump has endorsed in the senate races are refusing to go on record to say they think mcconnell should be out or removed, and so, you know, that shows us that, you know, trump in terms of his clout in the senate, its just not there. The big question though is the Gop Base because with speaker John Boehner it was the base that rose up saying no more bainer who put pressure on their members and started to turn on their leadership. That hasnt happened here but could it happen . The interpretation we dont have to worry about trump, is that a Washington Conversation or is that whats happening in the real world in the former governor of South Carolina said the fever has lasted longer than anticipated and then he also thinks when will we know . Do we need to go through the primary campaign in 2022 . The whole feveR Breaking analogy needs to go away. Rachel is exactly right. Mcconnell has a Base Problem but heres the thing. Mcconnells base is the gop caucus, and hes got a really firm grasp on this, even if some of these long shot candidates get in, they wont get a majority of just mathematically they wont get a majority. The takeaway from that piece as well could have been just as interesting as trump trying to basically Press Mcconnell and try to find an owe powers is how he was met with skepticism, how some of the people hes calling seem hesitant to actually go about finding that contender. To go back to your question, whether or not this is contained to d. C. , lets remember when we came back, you know, you were reading about the supreme Court Hearing Abortion rights and a governor in texas that many say is still playing by a Trump Playbook of going to the bothered, you know, pressing against biden or whether its Voting Right or abortion rimpingts you have governors throughout the country as well going by that playbook as well so i dont think while its interesting that the former president is being met with skepticism here when it comes to contending against mcconnell, i dont think that undermines the argument that trump still has an influence over the gop nationally. Isnt one of the takeaways from the election that trumpism did just fine, like trump himself lost presidency but you saw these other gains for republicans, including a lot of trumpbranded republicans. I think those are distinct conversations. Right. Whether his style and the issues that he exploited for political gain are still very much alive in the republican party versus whether he is the vettel through which these voters have to express themselves. And depending where you are on the map in the country that can be a different conversation as well which is what i think well litigate this again as we go through the primaries and 2022 and then well deal with the questions that could come after that about 2024.
