Capitol police are asking the pentagon for support from the National Guard ahead of a planned right Wing Protest at the capitol on saturday. Overnight, temporary fencing around the Capitol Square was reinstalled. Capitol police also say they have been in touch with the military. The Justice Rally is being thrown in support for insurrectionists charged. You heard that right. This demonstration is in support of the January 6th insurrectionists. Both chambers of congress will be on recess this weekend, meaning far fewer lawmakers and staff will be in the area. House Speaker Nancy Pelosi sent a letter to democrats saying, quote, theres a wish for some to continue the assault on the u. S. Capitol with misinformation and malice. The leadership in congress has been briefed by the Capitol Police board on the nature of the threat and the unprecedented preparations to address another attempt to defile our national purpose. Lets go right to cnn Shimon Prokupecz live outside the capitol with the latest where new Security Measures are going into place. What are you seeing there this morning . Reporter yeah, john. Many people who live in this area are waking up to a very different Capitol Hill this morning. Fencing again up all across the perimeter of the capitol. You can see it here, john. Its much like the same fencing that We Saw in the days and months and weeks after the insurrection. The entire capitol now surrounded by this fencing. Theres still a lot more work here for the Construction Workers to do. They still have to bolt some of this down. The other thing theyve been doing, john, theyve been placing these concrete barriers. I think you can see them here in the shot here. Theyve been placing these concrete barriers all around. That, of course, is to protect against vehicles and anyone trying to ram vehicles into the capitol. The other thing here is National Guard. How will they be utilized . In the days after the insurrection, they were all placed behind these barriers. Will the Capitol Police do that again . The pentagon confirming they did receive a request. Here is what they said. We have received a request from Capitol Police for some assistance for this weekends protests, scheduled protests. Im not going to detail the specific request. Reporter yeah. So john and brianna, The Big Question obviously for Law Enforcement, for officials here is what is going to happen. Theres a lot of concern over some of the chatter theyre seeing. Anywhere you go in washington, d. C. , this is all people are talking about. This morning, these visions of seeing this fence again is certainly going to bring back memories of the days and weeks and months after the insurrection. You have to take it seriously. They have to get ready for it based on what they all lived through on January 6th. Shimon, great to see you there. Thank you for showing us what is happening as this develops throughout the morning. The justice for J6 Rally is presenting a dilemma for republican lawmakers seeking to distance themselves from the bad memories of the deadly insurrection on January 6th. Not a single member is scheduled to appear at the rally. This is probably a tricky spot for them, right . A lot of their constituents are sympathetic to the Insur Insurre insurrectionists. None of them are scheduled to speak or promoting the event. But at the same time, none of them are condemning it either. In fact, there are several members of congress who expressed either public Support Or Sympathy for the insurr insurrections. Ralph norman of South Carolina is slated to speak at a local justice for J6 Rally at his State Capitol and two congressional candidates who are republicans speaking at the event on saturday. It puts gop leaders in a tough position. They dont want to seem like theyre sympathetic to the rioters or pro insurrectionists. They want to move on from January 6th. Much of their base believes the election was stolen and they are, in fact, sympathetic to the rioters. And meanwhile, you have democrats planning to paint the entire party as extreme. Just yesterday sean Patrick Maloney the head of the democratic Campaign Arm actually said in this terms, republicans want to support the insurrectionists, democrats want to support infrastructure. Look, bottom line, is this going to be an issue in the midterms probably not or who knows but it is going to each a lot of old wounds for republicans on saturday. Candidates will be speaking. Two congressional candidates. One is vying to take on jaime herrera beutler, one of the republicans who voted to impeach trump and the other is trying to fill the seat vacated by Jody Heist is now running for Georgia Secretary of state. Wow. That is something. Mel, thank you so much for that report. Want to bring in andy mccabe, former Deputy Director of the fbi and also the author of the threat how the fbi protects america in the age of terror and trump. Andy, there are two things that i find very interesting here. Really happening on two levels. Number one, what are your concerns about security, about this event in and of itself on saturday . But two, i think the larger question is your concerns about the Permission Structure thats allowing this event to take place in support of the January 6th insurrectionists where there are politicians who see it advantageous to campaign on it on saturday. Yeah. So let me take your first question first, john. I think from all indications the Law Enforcement professionals are reacting to the intelligence leading up to this event in a very, very different way than they did in the leadup to January 6th. And they are taking, as you mentioned earlier, steps that absolutely have to be taken. Your job as a Law Enforcement leader is to prevent acts of, you know, riots and violence and in this Case Insurrections from happening. So, with the intelligence that they are looking at, with the concerns they have about the chatter theyre seeing online, theyre doing everything necessary and responsible to make sure that doesnt turn into a violent situation. So, i think the fencing going up is the right thing. As We Saw on January 6th, it takes the military some time before they can deploy folks in support of a crisis. So theyre serving those requests as a way of likely getting the military to rally their folks up, have people ready to assist if necessary. As far as the Permission Structure to do something like this, in the Nations Capitol, as a Law Enforcement professional, you work on a very delicate balance of respecting and facilitating everyones right to first amendment expression, but also trying to do so in a way that doesnt brings Violence Or Danger to anyone else. So, i dont think Theres Anything inappropriate about the fact that these folks as misguided and deluded as they might want be want to gather in support of the insurrections. Thats what we do in a an open democracy. But in a safe way. Capitol police are doing a lot of proactive things here we didnt see happen on January 6th. We know that leadership both republican and democratic were briefed. We see the fencing but theres an emergency to allow the Capitol Police to have other Law Enforcement like from the police here in washington, d. C. Join them and basically be deputized as Capitol Police to help them out. So theyre doing all of these things, but theres also this question of this group thats sponsoring this, andy, sometimes they have rallies and not as many people as they say are going to come end up showing up. How does Law Enforcement deal with these kinds of events and trying to discern between the big ones and The Little Ones . Its very challenging, brianna. So you look very closely at the permit that the Rally Organizers have to submit to the city. They have to make predictions as to how many people they think are going to show up. You take that and combine with the intelligence that you have about things that youre hearing, publicity going out, other notable people who might be kind of trying to attract attention to this. And they have to basically guess. In this case, the stakes are so high because this group, the last time they rallied we had a riot and an insurrection and tried to overturn our functioning government. So, theyve got to really ere on the side of the caution here which i think is the preparations were seeing. But honestly if this fizzles out and turns out to be a very lowattended rally, thats fine. Law enforcement has done its job. We have all been protected. And maybe it sends a powerful message to the rest of us that its time to put a pin in this Balloon And Move on. Andy, the new Cnn Poll found that 78 of republicans say that biden didnt legitimately win enough votes to be president. 78 . He of course did. They are wrong. Thats just the fact of the matter. Thats not a political statement. Thats a factual statement. What im talking about Permission Structure, i guess what im saying is that belief which in some ways in many ways is enhanced, magnified by the leader of the republican party donald trump. When they go out and say that on a daily basis, which they are, what do the extremists and would be people who might commit acts of violence, what do they hear . Whats the impact of that repetition . John, the striking quality of that number that you just cited to me is its showing how powerful these lies and this these Conspiracy Theories are digging in. This Isnt Something thats passing, that peaked on January 6th and people are now moving forward. This sense of grievance, this sense that their participation in the political process was undermined and stolen from them is actually expanding across that section of folks that was represented in the poll. I take that as a very disturbing indicator for how that is impacting the extremist community. We know that extremists are motivated by this sense of grievance, this sense that they feel like they been painted into a corner and have to lash out violently to protect whatever it is they believe in. That feeling is not going away. And its not going away partially because you have notable republicans first and foremost the former president and others on The Hill who are fueling these lies, fueling this disinformation and really stoking the flames of what ultimately can lead to violence. I spoke with the head of the national association of County And City Health Officials and she says this, quote, the plan is to be ready after the Fda Review of the pfizer data. We have been hearing from local Health Departments without any confirmed information coming their way. They are beginning to assess who on the ground will have the capacity to do boosters, who will remain as a provider of vaccines, and who is pulling out so that we have a better understanding of how the community will be served and by whom. And brianna, this rollout could look different state by state because theres this Capacity Issue and some states, pharmacies could administer boosters more so than other sites and states and see them at hospitals or doctors offices. Reporter nassar is currently serving 40 to 175year State Prison Sentence after 150 women and girls came forward to expose he abused them over the course of 20 years. But the congressional hearing a result of the scathing report from the Justice Departments inspector Generals Office revealing fbi officials investigating the allegations against nassar made false statements and failed to properly document complaints by the accusers at the time. Not only did the fbi not report my abuse, but when they eventually documented my report, 17 months later, they made entirely false claims about what i said. Reporter one Fbi Agent already fired, michael langeman, according to the washington post, interviewed maroney in 2015 about her allegations of Sexual Abuse by nassar and is accused of failing to launch a proper investigation. Langeman declined to comment as did the fbi and the inspector Generals Office to the paper. The Fbis Handling of the Nassar Case is a stain on the bureau. Reporter Christopher Wray who did not lead the bureau at the time also being grilled. What am i missing here . This man is on the loose Molest Ig children and it appears that its being lost in the paperwork of the agency . I share your bewilderment. I share your outrage. And i dont have a good explanation for you. Reporter Wray Apologizing to the victims and vowing to do more. Its my commitment to you that i and my entire senior Leadership Team are going to make damn sure everybody at the fbi remembers what happened here in Heart Breaking detail. Reporter these young women want criminal prosecutions. They want criminal investigations. Now, the department of justice was invited to the Hearing Yesterday to testify. They declined. And Senator Richard Blumenthal said they just didnt show up. And that gives the appearance that they dont care about child Sexual Abuse. Well, hours later cnn did learn that the attorney general Merrick Garland has agreed that he will come before the Senate Judiciary Committee in october. We believe to testify. But brianna, there were criminal referrals from the department of Justice Inspector Generals Report and those who opted not to be acted upon. And the civil attorney for these young women told he believes a Special Prosecutor should be appointed. So theres a real criminal investigation. You know, the Inspector General can only go so far. Garrett, you know, for you the big take away here i think a lot of people knew that Usa Gymnastics is to blame here. But now were looking at the fbi. And it is egregious when you hear these descriptions from these girls that they told them in very specific terms what had happened to them and it was glossed over. Absolutely. I mean, this is one of the most Heart Wrenching and awful investigative scandals that i have seen in the generation at the bureau. And remember that this happened to some of the most famous women in the world. And the idea that the fbi screwed up at this level so completely in such a potentially high Profile Case is deeply worrying for how it treats much more Run Of The Mill cases that do not involve people of this prominence. I mean, to overlook these victims is just a stunning oversight. You know, garrett, looking at The Big Picture there, to hear the director of the fbi say, and it was in jeans piece, and i think to me hearing the gymnasts was deeply emotional but to hear the director of the fbi say i dont have a good explanation for you. Theres really no answer for how bad the fbi screwed up there. And garrett, just bigger picture here, this speaks to some of the challenges and problems the fbi has had in some high profile instances over the last five to ten years. Absolutely. You know, you put this up against, for instance, the recent controversy over the Fbis Lack of enthusiasm, shall we say, to more deeply investigate brett Kavanaughs Background during the supreme Court Confirmation hearings. And you see an agency that i think systematically underplays sexual Assault And Abuse allegations. That this is an agency that remains far too white, far too male and presumably does not take these cases with the seriousness across the board that it should. And that across the board is an important thing as well because what this what the Inspector General showed here is a deep level of rot inside the Indianapolis Field office. For all that we talk about the fbi as this giant monolithic, Super Investigative Agency you have to remember its made up of 35,000 personnel spread across 56 Field Offices and 400 smaller resident agencies. And that sometimes there are just offices that are not operating at the top of their game. Talk to me a little bit more about that. I find that interesting. You say theres no one fbi. Theres no fbi per se. Its more of a collection of these 35,000 people. What are the implications of that . Yeah. And this is something where we see this, by the way, in cases all across the country. You know, that the fbi has specialties, Field Office to Field Office. You know, there are only a small handful of Field Offices across the country. There are like five that can handle a sophisticated cyber case. There are a very small number of agency Field Offices that do sophisticated Counterterrorism Operations and that, you know, the Fbi Sort of specializes in whatever the thing is locally that seems to be the major issue, and this seems clearly to be a case that went into an office that just mishandled it top to bottom and, in fact, part of the Inspector Generals findings was that these investigations that this allegation also ended up with the Los Angeles Field Office that took the investigation more seriously but was told basically, lied to effectively, by the indianapolis office, saying weve got this under control. Weve looked into this. Yeah. And does raise questions about whether theres structural issues here letting people down, not just these women who suffered so much, but in other cases as well.
