The Joint Chiefs was personally involved in the signoff as called for by pentagon protocols. Details of the top secret Pentagon Meeting among many of the startling revelations about the final days of trump in peril, a book. Our cnn Special Correspondent obtained an early copy of the book. John, Woodward And Costa, as you say, report that general Mark Milley took top secret action to limit President Trumps ability to make a Military Strike or to use nuclear weapons. Let me just set the stage from the book. According to Woodward And Costa, milley is deeply shaken from the assault on the capitol on the 6th. We believes trump, to your point, is unstable, unpredictable, and Woodward And Costa write, milley believes that trump is in serious mental decline. He also has been talking Back Channel to the chinese. He is aware from intelligence that the chinese are on edge, because of January 6th. And because of trumps behavior. So hes trying to reassure them behind the scenes, and milley tells his senior staff, quote, you never know what a president s Trigger Point is. Against this backdrop, same day, january 8th, milley gets a call from Speaker Of The House, nanly pelosi. Weve heard about this call, but Wood Ard and costa got a transcript of the call. Pelosi has the same concerns that milley does. The Phone Call is dramatic. It is blunt. And pelosi wants milley to reassure here that the nuclear weapons are safe. And this is the exchange. Pelosi, who knows what he might do . Hes crazy. You know hes crazy. Hes been crazy far long time, so dont say you dont know what his State Of Mind is. Hes crazy, and what he did is further evidence of his craziness. General milley says, madame speaker, i agree with you on everything. Milley reassures pelosi on the call, but when he gets off, he thinks to himself, shes right. And he decides to take this extraordinary action. So he has this call with the speaker in which she is agitated and essentially reinforces his concerns. Hes seeing this intelligence and actually having a Back Channel. Thats extraordinary. Back channel with his counterpart in china saying calm down. Everything will be okay. And he decides to call this extraordinary meeting. Take us inside. Right. And by the way, according to Woodward And Costa, milley never tells the president about these Back Channel calls. So he calls an extraordinary meeting of the national military command center, the pentagon war room. He brings The Generals in, and the officials, according to Woodward And Costa. Just remember he is not technically in the chain of command. He is an adviser to the president. And he tells The Generals and the officials who run the war room, no matter who calls you, you got to let me know. Heres what he says. Quote, if you get calls, no matter who theyre from, theres a process here, a procedure. No matter what youre told, you do the procedure, you do the process, and Im Part of the process. Look, milley may be criticized by some for overstepping his authority, but according to Woodward And Costa, he felt that he couldnt trust trump, and that we were in such a dangerous time of risk that he had to take all necessary precautions. He actually had an expression for it. He called it the absolute darkest moment of theoretical possibility. What trump might do. And so General Milley knows at this point his relationship with the president over that demonstration across the White House was toxic. It was so perhaps hes worried about the relationship. He also has other evidence. They write in the book about a secret memo. That General Milley found out the president was trying to quickly pull out troops out of afghanistan before he left office. Milley had proof that President Trump could go rogue. Hed done it once before. A week after trump loses the election, on november 11th, this memo, a military directive, shows up unexpectedly at the pentagon. It is a secretly drafted and signed by the president memo, saying youre to get out of afghanistan by january 15th, before trumps presidency is over. Theres just one problem. No one on the National Security team, No One at the pentagon knew that this had been drafted and signed. It had been done by two trump loyalists at the White House. They had done an End Run around the National Security team. They were completely blind sided. So milley decides hes going to go over a no Notice Surprise Visit to the White House, and he confronts national Security Adviser Robert obrien who says, i dont know anything about this either. And milley says to him, quote, what do you mean you have no idea . Youre the national Security Adviser to the president. And the secretary of defense didnt know about this, and the Chief Of Staff to the secretary of defense didnt know about this. The chairman didnt know. How the hell does this happen . In the End Obrien convinces trump to nullify the memo as we all know he didnt pull out the troops. But it shows two things. It shows that trump was willing to do an End Run on his National Security and military advisers. It also shows for all the criticism now that trump and some of his allies are making about bidens withdrawal from afghanistan, he had just signed an order to get out very, very quickly. Okay. Even more quickly. Right. And theres other new details. We know about the dysfunction in the White House at that time. Especially the tension between the president and his then Vice President , Mike Pence. Donald trump wanted Mike Pence to jump in front of the train. And weve heard about this before. They have new details about the January 5th th meeting. They have to accept the results of the electoral college, to accept Joe Biden will be the next President Of The United States. They take us inside that meeting. These are direct quotes of trump and pence. Its the evening of January 5th, and they can hear the maga supporters outside on Pennsylvania Avenue cheering blow horns, and Donald Trump is twisting Mike Pences arm, and he gestures toward the supporters outside, that they could hear, and he says to pence, if these people said you had the power, wouldnt you want to . In other words, overturn the election . Pence says, i wouldnt want one person to have that authority. Then trump says to pence, but wouldnt it be almost cool to have that power . Pence, no, ive done everything i could, and then some to find a way around this. Its simply not possible. Trump, loses it. No, no, no. You dont understand, mike. You can do this. I dont want to be your friend anymore if you dont do this. In addition to the dysfunction there, there are also more detailed accounts. Again, we know the former president was trying to find help anywhere he could and it was having a dramatic impact across the republican party, not just across the country. But different reactions to the president from leaders within his own party. 100 . So Mitch Mcconnell is playing along for a while, but then Woodward And Costa report in the book that privately he wanted to be done with trump and calls him a kentucky slogan, an ottb. I want to also say the book also deals with Joe Bidens first six months in office, why he pulled out of afghanistan. And wanted to do that. And also the shadow of trump over the biden White House. Aides used to warn each other, dont use the tword. They didnt even want to say his name. We were talking about the revelation about General Milley, americas top general saying i need to get the commanders together. Im worried. He was worried that trump was going to try to do another Rount And Issue an order for Military Strikes in iran. If you get calls, he told them in a top secret Pentagon Meeting, no matter who theyre from, theres a process here. Theres a procedure. No matter what youre told, you do the process and procedure. Im part of that procedure. The significance there, there will be trump supporters who say deep state. The general is taking the president s power away. If you read what was said there, quite different. There is a procedure for launching nuclear weapons and that procedure has been honed over decades of the cold war. The president s the only person in the united states who can order a nuclear strike. The Procedure Calls for them to summon either virtually or in person their top National Security. That consultation can last thirtyseconds or minutes or hours. Theyll provide the president with a list of options whether its one nuclear weapon or an american strike. They can try to change the president s mind. Theres a Check And Counter check with the pentagon itself before the process of launching nuclear weapons takes place. What I Cant Tell is whether milley is saying i have a veto over the president s decision which would be a problem, or whether hes saying dont let anyone say senior advisers at the White House try to Short Circuit the process. And as someone who covered the trump White House, just again, this detail that americas top general, everybody at the White House, some were trying to advance the president s agenda, find a way to promote the Big Lie and stay in power. Others were frightened at his behare and what he might do. And if you read What Milley said and pair it with what we already knew, this was a time in which the president had already ousted his pentagon head. He was moving to oust other advisers to the military within the department of defense. And so there is reason for milley to believe that will could be interference by advisers at the White House or going outside of the normal process within this White House as the president tried to instill trump loyalists. Either in the advisory roles or within the department of defense. There are a lot of people out there watching. A lot of democrats. Even some republicans who want us to stop. Why do you cover this . I get it. But remember, number one, this is important history. As jamie pointed out, were having a committee investigate the January 6th insurrection. Donald trumps role is critical to building a historical day. He is the De Facto leader of the republican party. House republicans who could get power back in the midterm election. Thats why you covered the trump White House, julie. This meeting with pence tells you about what he thinks about himself and what he thinks about use of president ial power. But wouldnt it be almost cool to have power . Hes trying to get Mike Pence to say no. I will not certify the i will not follow the constitution or law. Wouldnt it be almost cool to have that power . Mike pence, no. Ive done everything i could, and then some to find a way around this. Its simply not possible. Trump, no, no, no. You dont understand, mike, you can do this. I dont want to be your friend anymore if you dont do this. Number one, theres a little bit of third grade there. Lets set that aside. This is more important than that. Trumps view of forget the law, forget the constitution, i want to stay in power, make it happen. Right. And the common thread here is with this and with the reporting, the new reporting on the exchange with General Milley, is that trump thinks that personal loyalty to him is the operative and important thing here. Its not about the presidency. Its not about the country. Its about him and whats good for him. What milley was trying to do and Mike Pence is trying to do is say no, theres a process. That process is sacrosank. We have to stick with it. Its frightening to look back and see how close we came to a president demanding that be circumvented and there are people who had to say no. Theres a thread through the Trump Presidency, whether hes calling them my generals or turning to the Attorney General to be his personal lawyer or relying on other senior aides to do his work. I dont mean his work as in the president of united states sets policy and carries it out. I mean a personal relationship. Im going to steal the book for a second to hold it up. This is that is the peril. That is the peril. Because Donald Trump is still the leader of the republican party. There are still republicans who hope he runs again. There are republicans raising money off him. He came to power as someone who said i will be your voice. Im a populist outsider. I will represent the little guy. Im a Businessman Outsider from New York who will cut deals. If he were to win another election, now that we know how he feels about president ial power, that would be an affirmation of his view to him. Thats the peril. No question, and just to go back for a minute about loyalty. The next day according to the book, he calls pence again. And he says, you know, dont wimp out. And he says, if you dont do this, i wpicked the wrong man four years ago. Theres also an exchange that evening, January 5th th where trump is talking to Steve Bannon and Rudy Giuliani who are sitting at the Willard Hotel in a war room, and he says about pences saying no to him, hes so arrogant. So its just the extraordinary dynamics behind the scenes that were going on. Sorry. To get to 2024, there is no question that this dysfunction within the republican party, we see it with Kevin Mccarthy. You also see it in conversations with guess who, Lindsey Graham at the end of the book, is they want his help in 2022. He still owns the party. But hes really only interested in what happened in 2020, and 2024. Every day you dont stand up to it, you reinforce his view that he can think the way he thinks. A lot of the dynamics have been discussed in the Great Books about the Trump Presidency. And the reporting of people at the organizations. The value of a book like this is you get some new information. Number two, you get the granular detail. We dont often get trance scripts of the Speaker Of The House calling the top general. This is nancy pelosi. Who knows what he might do. Hes crazy. You know hes crazy. Hes been crazy for a long time. Dont say you dont know his State Of Mind. Hes crazy, and what he did yesterday is further evidence of his craziness. General milley, i agree with you on everything. Number one, the last part will set trump off. He already had a dysfunctional relationship with milley at the end. It was a common thread from early in the Trump Presidency that the speaker thought the president was erratic and maybe not wired correctly. But this, i mean, that is extraordinary. She is third in the line of succession. She is americas most powerful woman, and she is saying the President Of The United States, still president for a month ago, three weeks ago, is crazy. Right, and we know at this time she was making a lot of calls to a lot of people, particularly at the pentagon, trying to say to them, he is not stable. We need to do something, and were given to understand that some of the exchanges went the way that General Milleys meeting with his colleagues went which was to say theres a procedure here. You cant cut the president out of it completely. You cant just say hes crazy, we have to write him off. He is the commander in chief. But there was clearly a lot of grappling behind the scenes with know his State Of Mind behind the scenes. In case he did something the top member of Congress Thought were Beyond The Pale and dangerous. The value of great reporting, you connected the dots. This is not just people, speaker pelosi, predisposed to think those bad things about him. They were picking up signals the chinese had indications things were happening. You heard some democrats saying that this was also a problem with the Trump Administration, and their policies. You heard from Senate Shaheen pointing to mike pompeo, ignoring her questions about getting women at the table. The Negotiating Table with the tal taliban. She was clearly frustrated about what the Trump Administration did to get the biden administration where they are. She spoke about the need to work together to get the rest of the afghans out of the country. And Secretary Blinken also answered direct questions about the relationship, the taliban, and Al Qaeda saying that relationship is not yet severed. So nic, on the ground for us in kabul. We know that one of the driving forces for those who said they wanted to Recall Newsom who signed the petitions to put the Recall Election on the ballot, his covid restrictions were part of their effort. They said he was too restrerest restrictive. These are the ten counties hardest hit by covid. Some of the places well watch tonight as we count the votes. Newsom confident In The End. What begins in a Recall Election is a referendum on him. Yes or no, has become more of a campaign against the leading republican, Larry Elder. Newsom saying if you vote yes and lose me as governor, you might get Larry Elder. Listen to newsom. Elder wants to make it about covid, crime, homelessness. Newsom says its about Something Else. The issue of diversity, pluralism, the issue that defines so much of our politics. Thats all on the ballot tomorrow night. Racial justice is on the ballot tomorrow night. What national covid lessons maybe or democratic governance lessons might we get out of california . What weve seen since the rise of the Delta Variant, the polling to keep newsom has broken his direction. If you just look now at 5 38, its nearly 16 points hes had. And newsoms advisers say its because of the restrictions and the Delta Variant. Thats why its breaking if his direction. And so the President Of The United States goes out there last night. He wouldnt send the president in at the end if you think youre going to lose, but it is important. Gavin newsom says to your point, look at texas, florida, look at how the Delta Variant has hit harder there. Yes, youre frustrated with me and were all frustrated by covid. The President Of The United States saying california might send a national message. The decision youre about to make isnt just going to have a huge impact on california. It is going to reverberate around the nation. And quite frankly, not a joke, around the world. We may overread this as you do any single election sometimes, but is it not true if youre Mccall Luf in virginia, you might see some clues here which democrats are eager to vote. Which democrats are reluctant to vote . Its Clear Newsom has tried to nationalize this and it is going to have some national consequences in terms of political lessons for the other states. Theyre closely watching latino turnout. That was a problem in 2020. A problem that democrats did not foresee and they should have. Thats going to be a big determinant in how wide if he does win, how wide Newsoms Margin is going to be. Thats going to be closely watched. The Covid Issue as well. Do they have the potential to turn voters against you, particularly if in the case of Governor Newsom, youre seeing yourself as having not paid attention to the restrictions yourself. I think all those things are factors for democrats and theyre going to look at his margin and the outcome of this race to try to draw lessons for themselves.
