Credible evidence of substantially declining protection against severe disease which is the primary goal of vaccination. And in other words, these authors and this is a well respected group of folks, say, look it doesnt help prevent severe disease, why are we doing this and what are the point of this and this is including the Science Health Organization and Food And Drug administration. Now lets look at the other side. That side is rooted in many ways here in israel where i am now. If you look at israeli data and they are about a month ahead of us in vaccinations and boosters, et cetera, the data from the israeli studies is that there is a substantial diminish against infection and diminution into the protection against hospitalizations. Reporter the scientists are going to have to figure this out, hopefully before fridays meeting. There is a big meeting of fda advisers about whether or not to give a green light to the u. S. Booster program. And i want to add another note which i know makes it confusing there is an argument that said, goodness, one out of four americans havent even taken a first shot, why are we making all of this effort to get people third shots whereas you could say to that, it is possible to do both. Lets push hard for one out of four americans to get that first shot, we got to convince them to get vaccinated and at the same time give people boosters. That is another part of this that will have to be worked out. Erica and jim. That is an essential opponent here. Because you read the report and it cites the limited supply globally after Vaccines Today will save the most lives if made available to people who are at appreciable rick of serious disease and have not yet received any vaccine. Is that for folks at home who have to hear a lot of this data every other day, is that part of the questioning here, of emphasis, that is focus on the unvaccinated now rather than those who have already vaccinated . So, jim, that is is and isnt at play here. It sounds like something an Ugly American would say. But the u. S. Has plenty of covid19. Supply is not an issue. You could push first shots and second and third shots and still have plenty of covid. If the argument said dont go with boosters, because so much of the world is missing covid19 vaccinations, dont push boosters, that is basically saying the u. S. Ought to ship a whole bunch of its vaccine abroad which it already has to some extent. So there is plenty in the united states. There is not a Supply Issue in the united states. Should the u. S. Be shipping even more vaccine out to countries that dont have enough . That is a whole different discussion. And a very legitimate one. And we should note that the study looking at the issue globally not just the u. S. So different perspective there. Elizabeth cohen, thank you very much. Turning now to another top story that were watching this morning. It is a Makeorbreak Moment for the biden agenda. This Morning House democrats releasing more details surrounding the 3. 5 billion. They are looking to raise the corporate tax to pay for it. Cnn is following the developing news out of the nations capitol. Lets begin with Manu Raju there. It is interesting, you looked at the Infrastructure Plan and there was Tax Raises and those were striped out in the negotiations but as a starting point, there are some real significant payfors here. Reporter there are. This is one of the largest tax increases in sometime, potentially decades. Taxes that would go on corporates, mainly as well as high income earners to pay for the democrats plan of a 3. 5 trillion, paid for most of it to expand the safety net, a dramatic overhaul of a whole wide range of Health Care and environmental, education, childcare and a number of initiatives that are central to the democratic agenda. This plan to pay for it coming out of the House Ways And Means Committee this morning. They are talking about a wide range of tax increases mostly on high earning individuals, 39. 6 would be the new rate for going up from the Kucurrent Rate of 3, that for people that make more than 400,000. Married couples jointly would be taxed who make more than 450,000 a year. But in addition to that, it would increase the top capital Gains Rate to 25 up from 20 and including a 3 surtax on individuals who have adjusted Gross Income over 5 million. There is division about exactly how to pay for this. Joe manchin has raised concerned about going higher on the the corporate Tax Rate. In the house they want roughly 26 . That is more than Joe Manchin and hes been opening to up to 25 . But beyond the details, too, there is just significant differences between the moderates an the progressives over the time frame and the scope of the proposal. One is the price tag. Joe manchin making clear yesterday on state of the union, he didnt want to go to 3. 5 trillion as the democrats In The House want. Floating perhaps 1 to 1. 5 trillion pushing back on the efforts to combat global warning coming from a Coal Producing state and pushing back on all of those matters. An the significant part, they want to have a deal, the democratic leaders do, by wednesday, to get the party on the same page. Can they do that . A major question and then they have to have the votes. The agenda hanging in the balance there. A big challenge for the leadership there, corralling the cats. So lets turn to the White House. John harwood is standing by. John, my question is, is the president or his advisers nervous this is going to blow up . Reporter well, jim, of course their nervous. Because this is very difficult. And there are two ways to look at this circumstance. On the the one hand, it is very hard for the reasons that manu was just explaining. Divisions between progressives and moderates within the democratic caucus. The reason this is hard is because fundamentally what theyre trying to do with this piece of legislation is take money, use the power of government to take money from people who have more Power And Influence and giving it to provide benefits that expand opportunity for people who have less. Representative democracy, that is difficult to do. On the the other hand, from the white House Point of view, they are moving forward. Theyre moving forward on a tight deadline. There is a tremendous amount of coordination right now between the house, the senate, and the White House to try to accelerate this, meet the deadlines that manu was talking about, having a deal later this week, trying to advance the legislation by The End of september. And when you talk to White House officials, what they say is we are moving forward, compromises are being made and capital Gains Tax is not going to go up as much as the president called for. The personal income Tax Rate for or for the corporate income Tax Rate like Capital Gains will not go up as much as the president called for. That is a Balancing Test and that is a tradeoff. But what they see is movement down the field. The question is can they get all the way into the End Zone and well find out over the next couple of months. Because time is an enemy in this process. You lose momentum, you lose the ability once you get into 2022, the midterm elections to advance your agenda. So they have to keep their democratic team altogether and so far the biden team has been able to do that with fits and starts and i think theyre cautiously optimistic theyll be able to keep doing that. Well be watching. John harwood, appreciate the reporting as always. Joining me now to discuss all of this and more, democratic senator Ben Carden of maryland. He sets on the finance and foreign relations committee. Based on what we heard there from manu and John Harwood and what were seeing and hearing over the weekend from manchin that he wont support the 3. 5 trillion and looking at 1 to 1. 5 trillion. If it was striped down to something, around that number, is that something that you could support . Well right now were trying to get as much agreement on the the different components as we possibly can. So weve been working during august and the first part of september in our different committees and we have reached substantial agreement on many parts of the package. You raise a very valid point, how large of a package will it be. Weve already compromised at 3. 5 trillion. There will be additional compromises, that is always possible and under active conversations. But were trying to get the different Component Piece together and looking at it and deciding what do we need to do and how do we pay for it and what size works. In terms of what is possible, you said some compromise is possible. Is there a specific area or areas that you could point out as areas where you see more potential for compromise at this point with those deadlines looming . Well, the way that compromise will most likely take place will be on how long these programs will be in place how large the programs will be. But the different components are pretty well supported at this point. We want to make sure that we take care of the needs of Working Families. We want to deal with the environment. We want to deal with economic opportunity. And we want to make sure it is paid for. So i think we know the fundamental issues that were trying to get done and i think were going to stick to that. We dont want to compromise the promises that weve made to the american public, the democratic party has been firm about these policies and we want to make sure we advance them. Youre talking about the promises that you believe the party has made to the public. Im curious if you think the message has been effective enough from that standpoint in terms of how that money will be used and paid for and how it will play out over the next several years. It seems like we do hear about the concerns a lot. But im curious if you think there was maybe a missed opportunity there . Well, remember, weve already shown tremendous success. The american Rescue Plan is the will you of the land and that was a major step forward to help Working Families. We have a bipartisan package that is ready for passage that will deal with our infrastructure and our broadband and our water infrastructure. And now were dealing with our commitments to Working Families as it relates to childcare as it relates to affordable higher education and the environment, affordable housing, those issues. So we have a pretty good Track Record and i could tell you were going to do everything we can so get this last part agreed to, certainly there will be more compromised but we need to stick to the major provisions. Look, as you know, another important topic because youve been so heavily involved in what is happening, we are going to be hearing or there will be hearings over the next two days with Secretary Blinken and some tough questions anticipated from republicans but from members of your own party as well. What is your most pressing Question Asn terms of what happened in afghanistan. First, i want to thank the biden administration for appearing before congress and keeping us totally informed. Much different than the previous administration and the opportunities that we had to challenge their policies. There is clearly been mistakes made in afghanistan during four administrations starting with president Bushs Decision to remove troops from afghanistan and going into iraq. Im certain that well want to understand the Intelligence Information that was available as to how the afghan government fell so quickly and whether there could have been more efficient ways to get people out of afghanistan during this process. You know, as cosponsor of the law that increased the number of sivs available to afghans, im curious if youre getting the information you need in terms of numbers of people who are still in country who need to get out and also in terms of some of the hurdles. Were hearing about some applications that are stuck because they need that in Person Interview which could be done in a third country but getting to that third country could prove to be nearly impossible for folks . We have gotten numbers out from the administration as to how many we think are still in the siv process. But we started the evacuation, it was taking way too long to process an siv visa. That is from the trump administration. We want to see this expedited pretty dramatically. And unfortunately in the rush of getting people out, we werent able to get as many out as we wanted to because of the process. We want to plaqumake sure that process is changed so those people at risk could get out of afghanistan as quickly as possible. And im curious when it comes to the new taliban government, the acting cabinet that weve seen, some names on that list obviously very concerning for a number of americans in terms of terror ties. In terms of recognizing that taliban government. Your thoughts on where the u. S. Moves at this point . Well, i certainly hope that we do not recognize this government until we see their actions. It is very concerning. Look, we know how the taliban acts and what they do on human rights, on womens rights, on girls. We also know theyre included in their cabinet people that have committed terrorist acts. This is not a government that we want to give our stamp of approval to. We understand we have to have conversations, we have to be able to conduct some affairs in order to get people out of afghanistan, but i would urge the administration to be very cautious about giving credibility to this government. It is getting the unvaccinated vaccinated which is one of the keys in terms of ending this pandemic. So getting the unvaccinated vaccinated is one of the keys. That really plays well into the other headline that were following so closely this morning, which is this opinion, these findings that are out from a number of international scientists published today in the lancet, saying look, and im summarizing, but it is not the boosters that we should look at, that were showing that these Vair Vaccines are highly effective and even with the Delta Variant that the focus needs to be for the general population should not be on boosters, it should be more about getting the unvaccinated vaccinated. And what do you make of that and are you concerned about the messaging and the potential confusion . Yeah, it is so critical, erica. And it is confusing. Because in the bigger picture i do believe that boosters will be likely needed. When you think about most infe infections and again common things like hepatitis b, they require a three vaccine series. But timing and nuance are hard where were basically trying to walk and chew gum at the same time and figure these things out. But this is a critical week in terms of answering the question for the Pfizer Biontech Program because the Fdas Committee has scheduled a Ninehour Meeting for this friday to vet their application for boosters. Theyre schedule may look different than Moderna Or Johnson johnson and all of these will enhance the safety of pose who choose to get vaccinated. But i think were struggling with a goldilocks phenomenon. We have feel that are feeling nervous during the Delta Variant. They want to ensure that theyre safe and thur families are safe but well still have 37 of americans who are eligible who are not yet fully vaccinated. And to put this in a historical c complex, i looked back at every sing the Gubernatorial Election since 1998 and there were four, count them four instances out of 243 elections since 1998 in which there was a Polling Miss of at least 15 points. It could happen and maybe the numbers underestimate the possibility but it is extremely difficult. One way which you could perhaps get an error if the Turnout Model was incorrectly assumed by pollsters. But if we look at the early vote and democrats versus republicans and you could compare thats to the same point to the 2020 cycle, look at that, the numbers are identical so. That would suggest that the republicans need a massive Turnout Tomorrow on election day. It could happen. But i wouldnt bet on it. And so at the state and the national Level Handing of the pandemic is front and center. Where does the Voting Show how they view newsom on that issue. It is the number one issue in terms of the california likely Voters Mind and they overwhelmingly approve of the job that Governor Gavin Newsom has been doing on the coronavirus. No big surprise that hes leading in the polls and they favor a vaccine mandate. So again newsom favors, the issues are on his side. I wonder, what do you want to hear from him today and would it be beneficial to hear an acknowledgment of the failures here . Well it certainly would be. Because in my view this is the most humiliating disaster of my lifetime and i think this country is less safe today than we were on september 10th, 2001. It is telling that my 10yearold Daughter is last week and this week learning the history of 9 11. Not having been alive when that happened and yet it seems that our own President Hasnt learned the lesson of 9 11. So weve got a lot of questions and the american people deserve answers to those questions. One of those questions to this president and to the Secretary Of State is national Security Team is who made the decision to abandon the Bagram Air Base before we extracted all americans, all of our allies and our advanced Military Equipment before actually withdrawing from that country. We want to know a full accounting of the american citizens that have been left behind and why the president on August 19th in an interview with George Stephanopoulos lies to the american people and admitted to keeping american troops there until every american was evacuated and that is not true and how this was so avoidable and the intelligence was not delivered to the president or he ignored it and the shift in policy was going to fail. As you know, the previous president , trump, committed to withdrawal and in fact by an earlier day, of May 1st and a big portion of it was based similar to this, on cooperation from the taliban. Do you equally oppose President Trumps planned withdrawal as President Bidens, as it was carried out . Well, lets try to be fair about this. This narrative that this was an identical strategy or that President Biden inherited this strategy is totally false. Look, this president has in almost every case abandoned the prior administrations policies whether it be foreign or domestic policy. But the truth is this was a shift in policy. And we knew it in april when Secretary Blinken announced it to the congress, they were shifting from a conditioned based withdrawal that Secretary Esper announced in doha in 2020 to an unconditional retreat by a date certain of 9 11, 2021. At that time i asked Secretary Blinken why september 11th, i could think of 364 better days to choose, if youre going to choose a date certain but secondly what did they decide to do with Bagram Air Base. This was an unconditional retreat and not based on conditions and this administration has shown an ability to shift away from the prior Administrations Policy that was no there was no commitment that they have to stick with whatever Point Of Order there, you do know the previous administration released thousands of taliban prisoners in advance as well. And i want to test the i disagree with that. It is part of the doha g agreement. But i dont want to look back. It is about solutions at this point. Would you send troops back in now both for a Counterterror Presence but to ensure with the safe evacuation of americans or is it too late in your view . No, it is not too late. And this is what any president should do. It is what this president should do is to honor his own commitment to the americans that he left Behind Enemy Lines. He said on August 19th, we will stay until every american has been evacuated. He lied. He abandoned americans Behind Enemy Lines and now we have private afghanistan veterans risking their lives without the support of American Military going back into that failed state trying to rescue americans and our allies. And by the way, were worse off now than we were before 9 11 because we left because this administration, so it is incompetence left 85 Billion in advanced Military Weapons Splems in the hands of the enemy and now we once have an incubator of terrorism in that failed state and we have no control over the southern border of the united states.
