That review published in one of the most prestigious medical journals, the lancet, saying even with the Delta Variant, Eas Efficacy against severe disease is so high already that a third shot is not needed right now. Erica, looking at this report, it seems first thing is first, which is focus on the unvaccinated now before you focus on getting a Booster Shot to the vaccinated. I agree thats exactly what it sounds like in reading that. Lets get to medical correspondent elizabeth cohen. To be clear, this A Group of scientists here. Theyre not suggesting that the science has changed. The vaccines still work, as we know. Theyre looking at the broader issue of the pandemic. Theyre really looking at both, erica. What theyre saying is that the Science Isnt telling us that a booster is necessary. Theyre saying that two shots the two shots that so many of us already got, that it works against preventing hospitalization. You might still get infected with covid19, but that two shots are very effective at keeping you out of the hospital. So, this was written by a very esteemed group of scientists, including two fda officials who have recently resigned. Theres been a will the of talk that one of the reasons they resigned is they disagreed with this Booster Program. Im going to read to you a quote from the primary author, from the first author of this study, and she says taken as a whole, the currently available studies do not provide credible evidence of substantially declining protection against severe disease, which is the primary goal of vaccination. So, essentially, theyre saying, why should we give boosters if two shots does a good job at keeping you out of the hospital . So weve heard this from people like dr. Paul offit, member of an fda advisory committee on vaccines. But on the other side of this, theres this data, and data from other countries as well that says, no, boosters work, boosters do help keep people out of the hospital. Israel has had a Booster Program for six weeks and say its working quite well. Dr. Anthony fauci has said repeatedly, look at the israeli data. Essentially, boosters are a good idea. This is a real serious debate. We havent seen this kind of debate on covid really in this way. The fda is scheduled to talk about this. Advisers will talk about this in five days. It will be really interesting to see how this plays out. E erica, jim . No question, big part of the public health debate. Limited resources, how best to use them. Thank you very much. Joining us now is dr. William shafner, professor in infectious Diseases Ativan at vanderbilt university. Thank you for joining us. When you look at this, i suppose good news, perhaps, is that the current vaccinations still provide, i believe they say 95 efficacy against severe disease even with the Delta Variant. That, i imagine, is something that folks at home should welcome. I think they should, jim. Lets hold on to that notion. Its very, very important. And less, ts, as you said befo getting people their first dose rather than people getting their third dose. That said, i think the Food And Drug administration is likely to approve the use of boosters and then the cdcs Advisory Committee On Immunization Practices in its early discussions has been tending toward giving the vaccine to people who are older and frail, Nursing Home residents, as well as Health Care providers, because theyre at greatest risk. And over this weekend, the cdc did release yet another study, back and forth, another study indicating that people who were quite older, 80 and older, for example, the effectiveness of two doses does start to diminish with time. So, it looks as though we could bring both screens of thought together by focusing on older persons and people such as Health Care workers at really great risk. Once again then, dr. Schaffner, its focusing on the most vulnerable. This article is pointing out, its doses for the general population, they say theyre not appropriate at this stage in the pandemic. We should point out, too, this is consistent with what weve heard from the w. H. O. , especially in the last several w weeks, as theres been more of a push and more discussion about Booster Shots in more developed countries around the world. This has been a consistent message from the w. H. O. , that we need to handle the pandemic first amongst the unvaccinated. Well, clearly, erica, that continues to be the major focus. Lets get Vaccine Doses into people who are unvaccinated. And then we will see, both at the fda meeting, which is totally open to everyone, as well as to the cdc meeting, also open. We will see this discussion about how intensely these groups advocate the use of boosters, as we move down the ladder. Dr. Schaffner, im always conscious, because nearly every day, we are inundating our viewers with new information from this. By the way thats the nature of the pandemic, right . Its constantly being researched, more data about who is getting ill, how the vaccines are working, et cetera. I wonder again, so folks can understand, is the real question here a matter of degree, right . That, yes, theres evidence that boosters help over time. Theres some evidence of waning efficacy, but not so much waning efficacy, if i have this right, that this is a real urgent issue right now, the matter of boosters. As i digest this, thats how it comes down with me. But i wonder if i have that right. I like the way youve done that. Its not a matter of immediate urgency. It may well be desirable. Well hear what those committees have to say. But thats very important. These vaccines still do provide excellent protection against serious disease. And the people being admitted to the hospital now demonstrate that. Theres well over 90 still unvacation nated. We might also put in a little footnote for those immunocompromised people, a third dose is absolutely currently recommended. Those immunocompromised people. One of the consequences of all the cases of severe illness from covid were seeing is starting next week, a hospital in Upstate New York will stop delivering babies, at least temporaryily, because several Maternity Unit employees resigned over covid19 vaccination requirements. Evan perez joins us. Today marks two weeks from when employees would need to give their Resignation Notice if they didnt want to get vaccinated. What is that hospital seeing, experi experiencing at this point . Reporter erica and jim, thats right. Weve seen the scenes in the south, Marketing Vaccine outside of hospitals, where People Cant get into hospitals because theyre overloaded. This is the call thats coming from inside the house in this case. This is not about the national man mandate, the biden mandate put into place last week. This is about a new York State mandate that says all Health Care workers have to have at least one shot of the vaccine by September 27th, about two weeks away, as you say. At the Louis County medical center in new york, 60 miles northeast of syracuse, heart of rural new york, officials there are saying so many people have resigned that they cant actually keep some basic services open like the maternity ward. 30 people have resigned, including 21 from the clinical side of the hospital and six alone in the o. B. Section of the hospital. While thats going on, they say they have to go ahead and plan for a pause in maternity services, hoping people will change their mind and get the shot. Maybe they can reopen things later. Their plan is to shift these services around to other hospitals in the area. But for now the challenge is, they dont have enough people who are willing to get the vaccine to keep the hospital open in that area. They have other people in other parts of the hospital, enough people in other parts of the hospital. They have other people not v vaccinated all over the Health System and Cant Rule out other closures due to people rejecting this vaccine mandate. Jim, erica . Wow, that is something to hear. It is. I have a job to do. Its to make sure that everyone does their Homework And Everyone probably already knows what the homework is. But if you dont, lets be clear. Get vaccinated. Vaccinations are our passport out of this pandemic. Vaccinations are our key to reco recovery. Reporter i did speak to one parent of a 7yearold, obviously not vaccinated at this point, but still felt comfortable that the department of education has done everything that they can to make sure that theyre safe. Erica and jim, teachers basically telling kids how to socially distance, if youre holding your arms out and making contact with your fellow student, youre too close. That will be very difficult to enforce. At this point it all becomes the focus on those other measures in place and make sure these kids are as protected as possible. They certainly do expect positive cases. If that does happen, they have measures in place to try to deal with that as well. Guys . Lets hope they stay open and stay open safely. This morning, congressional democrats pressing ahead with a sweeping 3. 5 trillion spending plan. Infighting over the president s economic agenda intensifies. House democrats are expected to release their Draft Proposal for the bill later today. In order to pay for it, they want to increase taxes on wealthy americans and corporations. But West Virginia Senator Joe manchin, one of the partys more moderate members but also vocal members, is not falling in line with the majority. They will not have my vote on 3. 5. Chuck knows that. Weve talked about this. Weve already put out 5. 4 trillion and we tryied to help americans in every way we possibly can. A lot of the help we put out there is still there and is going to run clear until next year, 2022. Whats the urgency . Whats the urgency that we have . Its not the same urgency we had with the american rescue plan. Our team is following all the latest from washington. Lets begin, though, with cnn congressional Correspondent Lauren Fox on Capitol Hill. Manchin the most Vocal Critic here. He is not the only one who blanched at the price tag. Is this playing out in public or are the sides at Lagger Heads here . Reporter jim, the challenge here is that Joe Manchin is arguing hes not going to supportive of 3. 5 trillion on spending on that larger economic plan. Instead, he argues that needs to be paired back. You have heard progressives in the House Of Representatives who said we didnt like manchins bipartisan Infrastructure Plan but we are planning to back it if he support this is larger package. This is what manchin said about progressives planning to vote against the bipartisan plan if he withholds his vote on the 3. 5 trillion bill. Its fine. If they can go home and tell people, i dont care about the roads and bridges. You dont need it. I dont care about the internet service. You dont need that. I dont care about the hard infrastructure thats left go deferred for the last 30 years, i dont care about any of that. I cant go home and say that in West Virginia. Reporter of course, manchin is also arguing that he has concerns about some of the ways the democrats want to pay for their 3. 5 trillion plan. I think thats an important Sticking Point of the manchin is somebody who is saying this should be pay paid for. He also has concerns about the mechanisms that democrats would use to actually finance this legislation. Look, over the weekend, the House Ways Means Committee started circulating plans of how they would pay for that massive 3. 5 trillion plan. They said that they are going to raise that corporate tax rate. Theyre also planning to raise the top marginal rate on individuals as well as the rate on Capitol Gains for people who make more than 400,000. Those are areas where democrats will have some disagreements. Its not just about what you put in this 3. 5 trillion bill. Its about where you get the money to actually finance it, jim. And that is going to be a major Sticking Point in the weeks ahead. That is certainly what well be hearing about. To that point, lets turn to Cnn Correspondent arlette saenz, joining us from the White House lawn. The White House does remain committed to raising taxes on wealthier americans. Reporter they do, erica. And the White House is welcoming this Draft Proposal from Democrats Today with officials arguing it makes good on two of the president s promises. One is to not raise any taxes on those individuals making less than 400,000 a year, and also reversing some of the Trumpera Tax cuts. A white House Spokesman saying the plan makes significant progress toward ensuring our Economy Rewards work and not just wealth by cutting taxes for middle class families, reforming the Tax Code for Offshoring American Jobs and making sure that the wealthiest americans and big corporations pay their fair share. The White House is aware theres still a heavy lift as these negotiations are ongoing. President biden is hitting the road today, leaving any Minute N now, to head out west, where he will be promoting the Infrastructure Plan and that more sweeping 3. 5 trillion economic agenda. The president will first stop in boise idaho, where he will receive a briefing on wildfires. He then travels to sacramento, california, for a similar briefing and also to tour some of the damage of the caldor fires out west. One thing that the president is expected to promote today is some of the resilient Infrastructure Proposals in his plans as well as calling for more investments to fight the climate crisis. You heard him do that last week when he was in the new york area. Surveying the Storm Damage from hurricane ida. He will do so again with those wildfires out west. He is campaigning for California Governor Gavin newsom ahead of the recall tomorrow. Tomorrow he heads to denver, colorado, once again making his case for that build back better agenda. The White House is aware that so many of the president s domestic policy priorities hang on these delicate very delicate negotiations playing out on Capitol Hill. Thats where he seems to be making his case. Lauren fox, arlette saenz, thank you. You see the president about to depart from Joint Base Andrews to Air Force one. Joe manchins words struck me. They he said theyll have to go home not being pressed in exchange on the larger 3. 5 trillion budget. I just wonder, where this stands. Like i asked lauren, is this a public negotiation, and its always messy . Its the sausage making, or are the two sides really at an impasse here . Its a negotiation. That said, there are deep differences. Whenever you get into Positional Bargaining as manchin did when he threw out a 1. 5 trillion number thats not good for the overall process. Jim clyburn on the Situation Room last week said maybe we end up around 2 million. Alex Alexandria Ocasiocortez did some homonym hits on manchin, which doesnt help. As popular and needed as hurricane idas impact should impress upon everybody, but in West Virginia a lot of items in this 3. 5 trillion bill would help residents of West Virginia. He has a fair point to make about, look, were not spending some of this money. Is all of this really needed . Would the Market Address this on its own . Can you rein it in . Sure. Its a process, a negotiation. You cannot overestimate how important it is for democrats and President Bidens ajgenda that they find a way to come together over the next month. As we often hear from our colleague, lauren fox, manchin is obviously very vocal on all of this. Im curious, in terms of how things are actually playing out behind the scenes to your point, john, about how crucial a lot of these elements are to the residents in West Virginia and across the country. Is there a sense of how those private conversations are moving forward, and just how much more pressure there is this morning . Look, pressure is ramping up. Democrats are trying to put forward an outline. And manchin has if you can do something through reconciliation, every vote krysten sinema, by the way, is not on board with the 3. 5 million trillion. Its just not manchin. But how it would benefit the residents of West Virginia, the residents of arizona. Those arguments need to be made. And some democrats will have to deal with the fact is all of this money necessary, especially if some of it hasnt been spent in previous bills . Yeah. John, as were speaking there you see, of course, the president there, boarding Air Force one at Joint Base Andrews. This, for his trip, as we mentioned, out west. John, theres a deadline here not quite a deadline. Theres a schedule here, right, that democratic leadership wanted a vote by September 27th. Thats two weeks from today on the infrastructure bill, which has already been agreed to. But the trouble is, its wedded to the larger budget bill, at least in this twotrack plan. I mean, is that September 27th date now in danger . Dreams need deadlines, jim. I dont think Nancy Pelosi is a Parl Parli Parliamentarian of the first order. I dont think she will lay out dates without being able to meet them. Shes committed to the twotrack process. I think for now, you know President Biden has said he has been willing to let the Deadline Slide as long as he gets wer wants to go. Pelosi has run a tight ship and thats where these bills stand. We Cant Look at all of this intensive infighting without an eye toward 2022. That has to come into play here as well, doesnt it . For sure. Offyear elections, Opposition Party tends to gain seats. Razorthin margin in the house, 50 50 margin with a Tie Break from kamala harris. So democrats who want to run the table can make a political arg argument. They also need to recognize they need more Joe Manchins in the senate and more seats in swing districts. All of those calculations need to be balanced against the fact that they want to deliver for voters but there is a clock to this. Two hours from now, House Speaker Nancy Pelosi will meet with top Security Officials and congressional leaders, concerning a whitewing rally, justice for J6 Rally is intended to show support for the insurrectionists charged in the capitol riot. Melanie zanona joins us now. Melanie, officials are bracing for the possibility of violence on saturday. Just how concerned are they this morning . Reporter the new Capitol Police Chief is expected to tell congressional leaders exactly the type of scenarios they are preparing for. This, of course, is one of several Security Briefings that have taken place on Capitol Hill in the recent days. Rank and File Capitol Police officers have also begun to receive briefings from leadership. One source told me it was a very thorough and transparent briefing, which is a stark contrast to the runup to January 6th when Security Intelligence failures were at least partly to blame for why theres lack of preparedness on Capitol Hill. Since then the department has taken steps to improve its internal communications and sharing information about the types of threats and Security Planning that is going on. Here is what we know about the Security Preparations for that day. The Capitol Police are preparing for potential violent alter altercations, potential unrest. The Crowd Size could be in the hundreds. The temporary fencing around the capitol is expected to come back. Were looking out for that this week. Of course, the National Guard is always an option to be called. Its unclear if that will be necessary. And its also going to be all Hands On Deck at the Capitol Police department. So, as one source described to me, theyre essentially hoping for the best, but preparing for the worst. Erica . All right, melanie zanona, appreciate it. Thank you. Jim . After an internal investigation into the January 6th attack, u. S. Capitol police are now recommending disciplinary action in six cases against Capitol Police officers. Cnn Jessica Schneider is following the story and she joins me now. So there were multiple accusations here. I believe more than two dozen of wrongdoings. What do we know about these six cases where they found wrongdoing . Capitol police looked into 26 cases. Out of them they found six cases where they are recommending disciplinary action. The thing is, though, jim, we dont know the identities of these officers and we dont know which actions they took, which led to this disciplinary recommendation. Capitol police really painting it with a wide swath here. What theyre saying is theyre talking about the range of violations. So here, ill break it down for you. They say there are three cases for conduct unbecoming. One case for failure to comply with directives, one for improper remarks and one for improper dissemination of information. One investigation into one official is still open, accused of unsatisfactory performance and conduct unbecoming. There are no recommendations for criminal action. They have referred the information to the d. C. U. S. Attorneys office as well as Department Of Justice to be used am their broader investigation here. And all of the hundreds of Court Ca cases that are are still ongoing. Appears theyre being deliberately nonspecific here. Yes. About what the cases are. We know based on Video Evidence of some of the things officers were up to. We did. We reported in february that six officers had been suspended without pay, and two of them were seen on video that went viral. One of the officers was seen taking a selfie with one of the capitol rioters, another one seen on video wearing a Make America great again hat and seeming to direct rioters around the capitol. So, those could be two of the officers who were implicated here. Capitol police not giving specifics. Capitol police, they did release a statement saying this, jim. The six sustained cases should not diminish the heroic efforts of the united states Capitol Police officers on January 6th, the Bravery And Courage exhibited by the vast majority of our employees was inspiring. Listen to this, though. Capitol police issuing that statement. Just overnight, the head of the Capitol Police union for the officers here, releasing a pretty scathing, very lengthy statement. Ill read a part of it, saying i believe in accountability, even one incident of an officer not fulfilling their duty is one too many. Yet we have leaders still on the payroll who completely failed to fulfill their duties up to and during the capitol attack, who have evaded all consequences. Some of those leaders that were in charge on January 6th failed m miserably on that day and have been promoted as they hide in plain sight. Still a lot of anger. They reference in their statement, the former acting police chief, yolanda pitman. They claim she did nothing that day. She has since been put back into that role. Right. You can see theres this underlying disappointment. Two different issues there, right . Whether it was officers that were encouraging or even aiding the rioters that day and then the other question of lack of preparation, leadership on that day to help prevent injury to officers. And new Capitol Police Chief who will be briefing Nancy Pelosi and Others Today for what we can expect for the coming rally this weekend. Jessica schneider, thank you very much.
